Ashley Cooper, Senior Partner at Edward Cooper Young in Leicestershire won the Mentor of the Year category at the awards, which recognise and celebrate the most inspirational young surveying professionals helping to shape and improve our local communities. The awards also recognise the influential future leaders of the surveying profession who have made a significant contribution to the built environment.

The eight category awards* up for grabs on the night covered a variety of surveying sectors and disciplines including Rural, Quantity Surveying & Construction and Valuation. Ashley’s win in this category means this is the second year in a row that a professional from the East Midlands has won Mentor of the Year.

City council aims to buy properties to create more affordable homes LEICESTER City Council aims to make more affordable homes available in the city by purchasing around 50 properties to let to families on its housing register.

It plans to spend around £8 million on a mix of privately owned properties within existing council sites or privately owned sites; and also on new-build houses being developed on private sites.

Some of the funding (£2.4m) will come from a pot of money retained from the sale of council properties under Right to Buy. However the council is only allowed to use this money for up to 30% of the total cost of creating new homes. The rest will come from the council’s capital programme (£1.6m), and from borrowing against income from council house rents (£4m).

The funding would cover the cost of any works required to bring purchased properties up to the council’s required standards for letting, and the cost of new builds on sites acquired. Income from rents on the purchased properties would cover the cost of repairs, maintenance and lettings, and financing the cost of borrowing.

Leicester City Mayor Peter Soulsby said: “There is a desperate need for more affordable housing in the city and we are constantly looking for new ways to provide it.

“Under this new proposal we will significantly increase our housing stock by buying existing or planned properties on private developments which will go to people waiting for a council house who are in the greatest need.”

Asst city mayor for housing Cllr Andy Connelly said: “Over the past seven years we have been able to create more than 300 new affordable homes by making land available at low cost to providers of social housing. And we have plans well under way to build our own houses, with the first phase of works to build 29 houses set to begin early next year.

“However, because of the Government’s Right to Buy scheme we have also been forced to sell thousands of council houses over the past 30 years, so initiatives like this are vital to create the affordable housing that’s desperately needed.”

The purchase of these properties would be in addition to the 370 affordable homes that are planned to be built by the council’s housing company, Housing Leicester Ltd. Last month, the council submitted its planning applications for the first phase of building work worth £6 million. The applications are for a total of 21 houses and 8 bungalows spread across Ambassador Road, Selby Avenue, Rosshill Cresent, Brocklesby Way, Maplin Road and Felstead Road.

If approved work is likely to begin in spring 2019.

The council will be investing an additional £48m into phase two of its building works when it will build a further 320 homes. A small number of these properties will be sold to help fund the affordable housing.

CITY PLUMBING and PTS has been crowned Heating & Plumbing Merchant of the Year at the industry’s prestigious Builders’ Merchants Awards for Excellence 2018 in London.

Judged by a panel of independent industry experts, the awards recognise the achievements of companies and their staff operating across the building supplies sector.

City Plumbing and PTS beat off strong competition to take the accolade, which was presented by Sir Lenny Henry CBE in front of more than 750 guests.

Starts in the three months to November were 4% down on a year ago and 7% lower than during the preceding three months.

Residential starts were 12% lower than a year ago and 8% down on the preceding three months.

Non-residential project starts were 7% higher than a year ago with growth driven by increases in industrial, retail, hotel & leisure and health starts.

Civil engineering was 13% lower than a year ago and 21% down on the preceding three months.

THE VALUE of work starting on site in the three months to October was 4% lower than a year ago, according to the latest Glenigan Index.

On a seasonally adjusted basis, starts were 7% down on the three months to August.

Commenting on this month’s figures, Allan Wilén, Glenigan’s Economics Director, said: “A weakening in the value of project starts during November, in particular fewer higher value projects, prompted a 7% decline in the Glenigan Index for November against the preceding three months. The decline in the index was led by falls in private housing and civil engineering work. However, there was a rise in non-residential project starts, supported by a strengthening in industrial, hotel & leisure and health sector activity.

“Quieter conditions in the wider housing market appear to be restraining private housing project starts, with developers focussing more on building out existing sites. Private residential starts during the three months to November were 15% down on the same period a year ago. On a seasonally adjusted basis starts were 13% down on the three months to August. Whilst current political and economic uncertainties are expected to delay project starts in the near term, the recent extension of Help to Buy to 2023 will help support project starts over coming year. Social housing starts have recovered, rising by 14% against the three months to August to match the levels seen a year ago.

shortages, and the infrastructure deficit, amid increasing material costs.

“Throughout 2018 as the supply pipeline remained weak, a number of policy proposals were made to address the market issues, most notably land value capture across the UK, and vacant land tax in Wales; but discussions around innovative policy measures need to continue through into implementation. It will be interesting to see if the divergence of policy in the constituent parts of the UK will bear results and we will continue to monitor the effects of housing policy through our market surveys.

“Looking at transaction levels, residential property taxation is in urgent need of review; and this goes for both SDLT and the current council tax system. Both affect buying behaviours and therefore market activity, with council tax being particularly outdated.

“If the Government wish to alleviate market concerns, that will persist Brexit or otherwise, then all possible approaches and outcomes should be considered, including looking at tackling the rising number of long term empty homes – which number 250,000 across the UK; a figure that borders on the Government’s new homes target.”

The UK housing market has lacked impetus in 2018, having continued to struggle with uncertainty caused

by Brexit; a lack of homes on estate agents books; affordability issues; and prospective interest rate rises.

Looking ahead, it is unlikely that sales will grow in 2019. In the past two years sales activity has declined and annual completed transactions remain significantly below the 1.7million high in 2006. Given the obstacles in the current market it is anticipated that activity will weaken further.

As sales activity continues to falter, house price growth will continue to fade in the first half of the year, and is expected to come to a standstill by mid-2019. As such, the RICS Housing Forecast 2019 suggests prices will neither grow nor fall in the near future (0%).

The stagnation of house prices is underpinned by the lack of new properties being listed for sale.

In the second-hand market, not enough properties have been listed to replenish those sold. This has been evident in the RICS data throughout 2018, as average stock levels remain near all-time record lows. The number of new properties being listed for sale has fallen consistently, and in November, almost half of survey participants reported the number of market appraisals undertaken over the month was down on the year before. All these indicators suggest it is unlikely that the coming months will see a marked increase in supply across the second-hand market.

Furthermore, despite new policy announcements from Government, overall growth in new builds has slowed, falling short of targets and therefore failing to help replenish estate agents’ stock levels.

A consequence of these lower levels of stock is the impact this will have on those contemplating moving home. Respondents to the Residential Market Survey, have pointed to a sustained decline in

the number of new enquiries they are receiving from would-be buyers throughout 2018, resulting in a fall in the number of agreed sales being made. In the near term, it is doubtful that activity levels will improve, for at least the first part of 2019.

In the lettings market, the sustained demand vs supply challenge prevails, which is likely to squeeze rents higher, albeit modestly, over the coming four quarters.

Tarrant Parsons, RICS Economist comments: “Demand has tailed off over recent months, with Brexit uncertainty causing greater hesitancy as the withdrawal deadline draws closer. That said, the current political environment is far from the only obstacle hindering activity with a shortage of stock continuing to present buyers with limited choice, while stretched affordability is pricing many people out.

“For the year ahead, this mixture of headwinds is unlikely to dissipate, meaning sales volumes may edge a little lower. On the back of this, house price growth at a UK level seems set to lose further momentum, although the lack of supply and a still solid labour market backdrop will likely prevent negative trends.

“It’s not all bad news for the outlook however, as sentiment could be lifted if a deal were to be reached on the withdrawal agreement before too long.

Furthermore, mortgage rates are set to remain favourable, with any changes in monetary policy expected to be minimal over the next twelve months.”

Hew Edgar, RICS Head of Policy, adds: “We would hope that uncertainty around Brexit will be resolved toward the beginning of 2019, allowing for fluidity to start to return to the housing market.

However, there are a number of domestic hurdles to overcome, such as a lack of supply, labour

Is your septic tank 2020 compliant?

Environmental Permitting (England and Wales) (Amendment) (England) Regulations 2014 came into force on 1 January 2015 and created General Binding Rules (GBRs) for septic tanks or small sewage treatment plants for domestic use. These rules are designed to reduce the level of pollution from sewage in the nation’s watercourses. under the new General Binding rules, if you have a septic tank that discharges directly to surface water, ie, a water ditch, stream, river, etc, you must upgrade or replace your septic tank to a full sewage treatment plant system by 1st January 2020, or sooner if you plan to sell your property before this date.

Current methods of discharging wastewater from septic tanks Previous to the General Binding rules, wastewater from septic tanks was typically discharged in the following two ways:

Drainage field Wastewater is released through a network of pipes in surrounding sub-soils, providing an additional form of treatment for the waste from the septic tank. this helps to ensure that the wastewater being dispersed does not cause pollution.

Septic tanks discharging into a drainage field are not affected by the 2020 septic tank regulations.

Directly to surface water Wastewater flows through a pipe directly into a stream, river or lake.

Binding rules state that direct discharge from a septic tank into a watercourse is not permitted.

So, what are your options?

If you have a septic tank and it is currently discharging to surface water, you have four options:

Connect to the main sewer this may not be possible in remote locations, although pump chambers can be used to direct wastewater to the mains sewer.

Install a drainage field (Designed in accordance with BS6297)

this allows the septic tank to discharge wastewater into the ground instead of surface water. In many cases, the installation of a drainage field is not possible due to site constraints such as space and/or the soil not having sufficient drainage potential (ie, rock, clay, high water table).

Install a Uni:Gem septic conversion unit a Marsh uni:Gem can be installed and connected to a pre-existing septic tank. this treats the wastewater to a sufficient quality allowing it to be discharged to surface water.

REGIONAL contractor Stepnell has completed luxury student accommodation in Leicester city centre for repeat client Zone Developments.

Stepnell brought its extensive experience of delivering stylish, modern residential developments for the higher education sector to the creation of the 85 brandnew studio apartments at 8-10 West Walk. Designed by MAS Architecture, the project combined the refurbishment of Victorian buildings with the development of a four-storey new building to create high-end contemporary accommodation ready for students to move in at the start of the 2018/19 academic year.

It is the second successful scheme delivered by Stepnell for leading student accommodation developer Zone and has been completed as the construction specialist begins work on a third project for the company.

The West Walk project saw the transformation of two existing 19th century buildings to provide 85 ultra-modern open-plan studio flats, each with en-suite bathrooms and fully-fitted kitchens with integrated appliances, within easy walking distance of both the University of Leicester and De Montfort University. The development involved the demolition of an unsympathetic 20th century building and its replacement with a sensitively-designed modern building which complements the street scene. Alongside the highspecification individual apartments, the construction team installed extensive communal facilities including a gym, cinema room, common room, study pods and onsite laundry facilities.

Construction site visit inspires builders of the future STUDENTS from a Braunstone school had the opportunity to see a building site under construction thanks to a local housebuilder.

Davidsons Homes welcomed students from The Winstanley School to its Hereswode development, off Beggars Lane in New Lubbesthorpe, to help them kickstart their careers within the housing industry.

The visit, organised alongside Blaby District Council, is part of Davidsons Homes’ commitment to provide skills programmes, work placements, apprenticeships and work experience for local people.

The group of 14 Year 10 and 11 pupils were shown around the site by Davidsons Homes staff and given an insight into the job roles on offer there.

FOCUS CONSULTANTS has been appointed to deliver sustainability services for a new East Coast Hub for the global leader in offshore wind, Ørsted, which is currently building the biggest offshore wind farms in the world.

Currently in construction on the Royal Docks at Grimsby, Lincolnshire, the building will represent a state-of-the-art operations and maintenance hub to support both the construction and operation of Ørsted’s offshore wind farms, from which they currently operate more than 1.2 gigawatts (GW) of capacity with a further 2.6GW under construction.

“The construction, operation and maintenance of such a large offshore wind capacity necessarily requires a highly specialised and highquality base from which to conduct activities,” said Focus partner Jason Redfearn. “The new O&M hub, being constructed by Hobson & Porter, will provide such a facility. As a part of this, Focus Consultants has been appointed to undertake a BREEAM sustainability assessment of the building’s design and construction. With a target of ‘Very Good’, this requires the implementation of sustainability standards that surpass those of UK Building Regulations.”

Focus, which is based in Nottingham and has branches in Leicester, London, Newark and Boston in Lincolnshire, is a sustainability specialist and offers a range of energy and sustainability services including BREEAM assessment, with expert advice on sustainable building methods, building physics, Energy Compliance and Testing.

Material selection within any development underpins the sustainable standards incorporated as part of the construction. The Ørsted O&M hub is targeting high scores within this section of BREEAM, which rewards those who procure materials with low environmental impact, including embodied carbon, over the life of the building. The scheme is also actively trying to manage the source of materials by selecting, where appropriate, suppliers that have EMS (Environmental Management Systems) in place.

As part of the build, the development has set ambitious and high targets in relation to water consumption and conservation. Through the use of efficient fittings and flow restrictors, which decrease the water used and wasted, a 40% reduction in water use over the baseline amount calculated is achieved. In addition, water consumption through the construction process will be managed in accordance with BREEAM, with monitoring through all stages to incentivise efficiency.

“Energy efficiency measures are also being incorporated into the design in order to reduce the overall building’s operational consumption,” added Jason Redfearn. “Photovoltaic panels will offset a proportion of the electrical energy requirements for the building, which otherwise would have been drawn from the grid.”

Site manager Henry seals the deal with recognition for excellence A LEICESTERSHIRE Site Manager has been recognised for his construction excellence after winning a prestigious Seal of Excellence award in the National Housebuilding Council (NHBC) Pride in the Job Awards.

Henry Patecki, a Senior Site Manager at David Wilson Homes East Midlands, has been celebrated for his excellent work at the developer’s now sold out development in Leicester Forest East, Forest Chase.

He has been working for the developer’s East Region division, Henry Patecki which covers Leicestershire, Nottinghamshire, Derbyshire, Lincolnshire and Warwickshire, for more than 20 years, where he started as a Site Manager.

On top of his recent accolades, since Henry joined David Wilson Homes he has been given 17 NHBC Pride in the Job Awards.

The company-wide competition sees Site Managers at parent company Barratt Developments across the country marked on a range of criteria from technical skill to site safety and high quality workmanship.

Henry said: “I’m extremely honoured to have been given the Seal of Excellence award, it’s a privilege.

“This has been an enormous team effort and I would like to thank the whole site team and my directors for their support.”

NEW home growth has continued throughout October according to the latest statistics from NHBC, with 14,579 homes registered in the UK, following the strong numbers seen in recent months.

This represents an 8% increase on October 2017 (13,482), with the private sector up 7% (11,097 compared to 10,383 in 2017) and the affordable sector up 12% (3,482 compared to 3,099 in 2017).

For the rolling quarter, between August and October, 42,307 new homes were registered compared to 39,625 in 2017 – an increase of 7%. During this period there were 32,565 new homes registered in the private sector (30,871 in 2017: +5%) and 9,742 in the affordable sector (8,754 in 2017: +11%).

Overall there is growth in eight out of 12 UK regions, including Yorkshire & Humberside (+34%), London (+31%) and the South West (+24%).

NHBC is the leading warranty and insurance provider for new homes in the UK and its registration statistics are a lead indicator for the new homes market.

Commenting on the October figures, NHBC Chief Executive Steve Wood said: “Despite a slow start to the year because of the extreme weather conditions, it is very pleasing to report that the upturn in registrations we saw over the summer is continuing.

“Although there is some caution as we all wait to see what happens on Brexit, we are hopeful that this strong end to the year will be maintained, as the industry strives to build more new, high-quality homes that the UK needs.”

Successful bid generates extra £14m for city and county MAJOR PLANS to unlock an extra £14m for public services across Leicester and Leicestershire have been given the thumbs up.

Secretary of State James Brokenshire has announced that the area was one of 15 chosen to take part in a national Government pilot.

The money - generated from business rates – will be used by 10 organisations to manage growing demand for children’s social care and homelessness support, provide infrastructure for new homes and businesses and invest in city and town centres.

Currently, 50 per cent of business rates collected by councils must be paid to the treasury but under the national pilot, areas can spend 75 per cent of new rates locally, releasing more funds.

The money will be available from business rates collected in 2019/20.

rg+p architectural technologists mentor university students TWO ARCHITECTURAL technologists from multidisciplinary design practice, rg+p have committed to mentoring De Montfort University (DMU) students.

Tahir Caratella and Amit Chhatralia have commenced part-time tutoring roles with first- and second-year students from the Architectural Technology degree course respectively. Tahir is mentoring on the Building Design Project module whilst Amit is supporting tutoring on the Architectural Detailing module.

“I’m actually a graduate of DMU and have stayed in touch with my course tutors as my career has progressed,” explains Tahir.

“We’d talked for a while about becoming involved with the course as it’s important for the students to understand the opportunities in the industry and hear examples from the working world.

“The mentoring Amit and I are undertaking involves one-to-one sessions with the students on a weekly basis. We review their work, help identify next steps and ensure they’re following the brief. We’ll be supporting them through until March next year so will see the module from start to finish.”

The module Tahir is mentoring sees the students tasked with creating the design for a car showroom and includes undertaking precedent studies, providing drawings,

photographs, floor plans and renderings as well as explaining the rationale behind the design.

Theophilius Shittu, lecturer at DMU’s School of Architecture said: “We’re delighted to have Amit and Tahir as part of the teaching team for the BSc Architectural Technology programme.

They have brought their wealth of experience in practice to the course and we’ve already started receiving positive feedback from the students.

“For instance, upon learning Tahir was an alumnus, one of the students was so delighted and remarked ‘we now have a role model to look up to’ whilst another student commented that ‘Amit talks with the authority and confidence of a practicing professional and he instils this same confidence in us’. In addition, the students were both inspired and grateful for the opportunity to visit rg+p’s office in Leicester. We hope this will be the beginning of long-term relationship between DMU and rg+p.”

Alongside the fortnightly mentoring sessions, Amit and Tahir have also given a talk to all year groups about their role at rg+p, and invited final year students to tour the practice’s Leicester office to meet other qualified architectural technologists and architects.

Tahir added: “We’re keen to support and inspire the next generation of architectural technologists and it’s collaboration with local universities that enables this. It also enables us to identify potential new recruits and help establish careers, which is good news all round!”

Construction growth reaches four-month high in November KEY FINDINGS • Solid expansion of overall construction output • Residential work reclaims its place as best performing area of construction activity • Job creation accelerates to its fastest since December 2015 NOVEMBER DATA pointed to a solid expansion of UK construction output, which was supported by a broadbased upturn in the three sub-categories of activity monitored by the survey.

Growth of new work picked up since October and rising client demand underpinned a robust and accelerated expansion of employment.

The rate of job creation was the fastest since December 2015.

However, business confidence remained relatively subdued, with survey respondents noting that Brexit-related concerns had weighed on their growth projections for the next 12 months.

The seasonally adjusted IHS Markit/CIPS UK Construction Total Activity Index registered 53.4 in November, up from 53.2 in October, to remain above the crucial 50.0 no-change mark for the eighth successive month. Moreover, the latest reading signalled the strongest rate of business activity expansion since July. Residential building reclaimed its position as the fastest growing area of construction work in November.

The latest rise in house building activity was the strongest for three months. Latest data also pointed to sustained increases in commercial

work and civil engineering activity.

Survey respondents noted that rising client demand continued to boost construction output during November. The rate of new business growth picked up since October, but remained softer than seen on average in the third quarter of 2018. Some construction firms noted that Brexit uncertainty had held back new order growth, while there were also reports citing delays to public sector spending decisions.

Higher levels of new business contributed to a solid expansion of input buying and rising employment numbers during November. The latest increase in staffing levels was the fastest since December 2015.

Meanwhile, greater demand for construction products and materials contributed to worsening vendor performance. Longer delivery times from suppliers have been reported in each month since September 2010.

Growing demand for construction inputs led to another sharp rise in input prices during November. Survey respondents also commented on higher transportation costs and rising staff salaries. The overall rate of input price inflation was the fastest since June.

Meanwhile, latest data indicated that business optimism across the construction sector rebounded from the near six-year low seen in October. The latest reading signalled the strongest degree of confidence for three months.

Anecdotal evidence suggested that Brexit-related concerns remained the main factor weighing on business optimism during November.

construction sector remains in expansion mode, with resilient business activity trends seen for housing, commercial and civil engineering activity. The latest overall rise in construction output was the fastest since July, helped by a stronger contribution to growth from house building activity.

The latest upturn in employment was the fastest for almost three years. A number of construction firms noted that greater demand for staff had led to upward pressure on salaries in November.

Deed or simple contract?

PROBLEM:

I work for a contractor that specialises in concrete screeding.

We were recently successful with a tender to design and carry out screeding work to a number of units on a new retail park development and are now going through the process of agreeing the sub-contract documentation.

The contract documentation requires the company to execute the contract as a deed. On previous contracts, we have simply been given a sub-contract order with various documentation attached, including the main contractor’s terms and conditions. Although the company has previously been requested to sign the sub-contract order, it has never been requested to execute the contract as a deed. Before we sign, can you explain what a deed is?

Response:

Where your company has previously signed or agreed to carry out works in accordance with a sub-contract order, the company has entered into what is termed as a simple contract, whereas to enter into a deed, certain formalities must take place in order to properly execute the agreement as a deed: • • •

It must be in writing; It must make clear that it is intended to be a deed by the parties making it; and It must be executed in the presence of a witness or in the case of a company, be executed effectively by two directors or a director and the company secretary.

There are two main differences between entering into a simple contract and executing the contract as a deed.

Firstly, one of the ingredients for a simple contract to be valid is that there must be consideration (i.e. money paid in exchange for goods and services), whereas a deed does not require consideration.

Secondly, limitation of action is longer for a contract if executed as a deed – a party has 6 years to bring a claim under a simple contract but this doubles to 12 years if a contract has been executed as a deed.

Although a party to a contract that has not been executed as a deed can still bring an action after 6 years, the defending party can plead limitation as an absolute defence. This means that an action for breach of contract will be time barred after 6 years from the date of the breach. However, there is a possibility that a claiming party may be able to get around this time bar, and that is to bring an action in negligence. Negligence occurs when a professional (and this could include contractors), fails to execute his duty or fails to perform his responsibilities to the standard that the customer reasonably expects.

First stage of transformative works completes at National Space Centre NATIONAL property, construction and infrastructure consultancy Pick Everard has designed a space age new entrance foyer at the base of a 140ft rocket tower at the National Space Centre.

The popular Leicester attraction is undergoing a multi-millionpound series of works, to accommodate the 50 per cent increase in visitors it has experienced in the last five years, and has now unveiled the first stage in its revamp.

Andrew Almond, partner at Pick Everard, which delivered full multi-professional services for the extension, said: “We’re committed to schemes that improve communities, support local economies and promote our city as an exciting tourist destination. Leicestershire-based housing developer throws festive fundraiser for hospice charity

STAFF MEMBERS at the regional offices of a leading housebuilder got themselves into the spirit of the season by holding a bake sale and Christmas jumper day for charity.

The newly-formed East Midlands division of Countryside Properties, which is based in Whetstone, Leicestershire, hosted its very own event as part of the Jolly Jumper Day campaign organised by LOROS, its nominated charity.

The festive fun saw staff donning their snazziest seasonal sweaters to raise vital funds for the non-profit organisation.

What’s more, a selection of tasty treats were on sale for people to enjoy, with all proceeds going to LOROS. Through their efforts, staff members managed to raise a total of £284.79 for the charity.

Based in Leicestershire, LOROS provides high-quality hospice care to over 2,500 terminally-ill patients, their families and carers each year, and is comprised of 343 staff members, who are helped by 1,500 volunteers.

Apprenticeships are plummeting because of Apprenticeship Levy: FMB APPRENTICESHIP starts are falling because of the Apprenticeship Levy which needs to be made more flexible, according to the Federation of Master Builders (FMB).

The FMB’s reaction is in response to statistics published today by the Department for Education, which show that there has been a 24% fall in apprenticeship starts for the 2017/18 academic year compared with the previous academic year.

Commenting on the figures, Brian Berry, Chief Executive of the FMB, said: “Apprenticeships are falling and the Government must take urgent action to reverse the decline. At the recent Conservative Party Conference, the Government announced much-needed reforms to the Apprenticeship Levy but these do not go far enough. From April 2019, large firms will be allowed to pass 25 per cent of Levy vouchers down through the supply chain

to smaller firms but the FMB is calling for this to be increased to 100 per cent. This is an important change because in construction, it’s the smaller firms that train more than two thirds of all apprentices.

Conversely, large firms don’t tend to directly employ or train tradespeople. If the Government is serious about creating three million quality apprenticeships by 2020, it must ensure the Apprenticeship Levy works for the construction industry.”

Berry concluded: “These alarming apprenticeship figures come hot on the heels of the recently published Migration Advisory Committee (MAC) report, which outlined some worrying recommendations for the UK’s post-Brexit immigration system.

The Government’s initial reaction was to accept the MAC report’s recommendations. This is deeply concerning as the report suggests that the supply of ‘low-skilled’ migrant workers should be severely limited. The construction industry relies heavily on low skilled workers,

such as labourers, who are essential to any construction site. What’s more, Level 2 tradespeople, such as bricklayers and carpenters, will be deemed low skilled and therefore severely limited in number. This is unwise given the construction skills shortage and insulting given the amount of knowledge and skills these individuals possess. New figures show that there were 2.25 million EU nationals working in the UK in from July to September 2018, 132,000 fewer than one year earlier – that’s the steepest fall on record. It is therefore even more vital that the Government listens to the industry and reforms the Apprenticeship Levy before it is too late. We need to be training more UK-born apprentices to reduce future reliance on migrant workers from Europe or else the construction sector will grind to a halt. We need tens of thousands more apprentices and tens of thousands of migrant construction workers – of all skill levels.”

BLOOR HOMES has been granted detailed planning permission for the first 260 homes at its Normandy Way development in Hinckley.

It is the first phase of a planned 850home scheme which received outline planning permission in May. Construction of the new development, which is located off the A47 Normandy Way, just over a mile west of the town centre, will begin in January, with the first homes due to be completed in July.

Fifty two of the 260 homes will be provided as affordable housing, with a mix of one, two, three and fourbedroom properties available.

TWO SITES of industrial and historical significance in Market Harborough are now up for sale with planning approval granted for new homes and offices.

Land surrounding the site of the former Harboro Rubber factory is on the market with planning permission for 45 houses and flats. News that the council would receive the grant was first announced back in February, but Homes England has now confirmed that the funding is on its way.

The funding will be used to construct around 3km of key spine roads, which will open up around 40 hectares of development land and pave the way for a further 1,080 homes and a mixed-use village centre.

City Mayor Peter Soulsby said: “Confirmation of this funding means that we will be able to accelerate the delivery of this important development in Leicester.

“The funding will unlock 40 hectares of development land and the building of more than 1,000 new homes.

“Off the back of this funding we will see developers of the next parcels of land invest an additional £150 million over the next five years.

“Ashton Green is already making a significant contribution to the number of new homes that are needed in Leicester – and it will ultimately contribute greatly to the

economic growth of the city.”

Work on the new roads is due to start in August 2019.

Leicester’s project was one of 133 council-led schemes across the country to successfully bid for a share of the Housing Infrastructure Fund, which aims to make housing developments viable and get new homes built more quickly.

Funding is awarded to local authorities on a highly competitive basis.

The £10million of grant funding for Ashton Green was first announced in February 2018.

Chancellor of the Exchequer Philip Hammond and Secretary of State for Communities and Local Government Sajid Javid met Leicester’s City Mayor Sir Peter Soulsby at Ashton Green to make the announcement.

Leicester City Council is the principal landowner and promoter of the Ashton Green development, which is a mixed use urban extension on a 130 hectare greenfield site to the north of Leicester. The council has already invested more than £2 million in the initial infrastructure to kick-start the development.

Up to 30% of the new homes to be built at Ashton Green will be affordable homes for rent and for shared ownership.

Some 3,000 new homes are planned in total, and the first occupants of the first houses to be completed at Ashton Green moved into their new homes this year.

London’s first Modular Commuter Village to be built in Corby LONDON’S first modular commuter village will be constructed in Corby, Northants, by modular homes provider Project Etopia.

Etopia Corby will be a model of how villages of the future can be developed quicker and more affordably with its inexpensive modular homes that are equipped with energy saving technology and smart home equipment as standard.

Corby is at the centre of an ambitious project to grow the population from 50,000 to 100,000 by the early 2030s. It is already popular with young workers commuting to London, which is as little as an hour and ten minutes away by train.

A development of eco-homes had been planned for the site but Project Etopia stepped in to buy the land at the 11th hour after the project stalled.

Groundwork will start in this month, while construction for the 47 homes, comprised of 31 houses and 16 apartments, will begin in February. By constructing the exterior shell of the homes in a factory and transporting the parts to Corby, the development will be finished incredibly quickly.

This in turn lowers the cost to the homebuyer. A 4-bed house is expected to sell for between £320,000 and £350,000. New brick and mortar builds in Priors

The first four homes are due to be completed by the end of March and each unit should take no more than six to eight weeks to build.

The previously-planned traditional development was expected to take two years to complete but Project Etopia expects to finish the houses by the autumn.

Community interest company Electric Corby was the first to begin laying down plans for a development of new homes on the site that would be totally energy self-sufficient in 2013. However, getting the building industry to meet the need for energy efficient homes proved to be a herculean task.

Working with an eco-home provider, it secured funding from an EU scheme that supports the incorporation of energy and storage technology. But institutional residential property investors still too often prefer traditional methods of building and other financial backers did not materialise. It left the project, which received planning permission from Corby Borough Council in 2016, at risk of folding altogether.

After an 18-month search, and

almost at the point the project would have to be scrapped, Project Etopia stepped in and bought the site, with a commitment to complete the project.

The homes in Etopia Corby will be equipped with E-Smart technology, giving owners the power to control the lighting, blinds and more. They will also have a geostore system, allowing them to generate and store their own electricity.

Joseph Daniels, CEO of Project Etopia, commented: “Old building techniques are exacerbating the housing crisis and it’s totally unnecessary.

“Corby is leading the way in showing how villages of the future should be built. Modular building is now so advanced, it is senseless to cling to bricks and mortar, which takes longer to build and is far more expensive.

“With a desperate need for more housing stock around the country, it is vital developers and investors finally let go of preconceptions of modular building. These are homes people really want to live in and they present huge environmental benefits from being energy neutral to requiring less on-site traffic during the build.”

Morgan Sindall chosen for £24m student scheme in Nottingham VITA GROUP has chosen Morgan Sindall Construction & Infrastructure to deliver its second Vita Student scheme in the Midlands.

Work on the £24 million development, located on Station Street in Nottingham, is now underway with the project expected to complete in time for the new academic year in 2020.

The main contractor is also building the only other Vita

Scheme in the Midlands, Vita Birmingham, which topped out in October 2018.

The construction company is delivering both projects through the Vita framework, which it was appointed to earlier this year.

Designed by architect Fuse Studios, the 101,375 sq ft development will benefit from excellent connectivity, being situated next to Nottingham train station.

Sharing the same modern aesthetic of all Vita schemes, the

building is split into three tiered towers of six, eight and ten storeys each, housing 319 apartments.

Almost 6,000 sq ft has been designated as communal hub space for collaboration and socialising.

There will also be a coffee bar, separate study rooms and private, bookable lounges.

Over £100k approved in interest free loans to develop four Leicester businesses The Sir Thomas White Loan Charity has said a total of £114,560 has been approved in interest-free loans in December 2018, which will be used to establish or develop four businesses within Leicestershire and allow a further eight individuals the opportunity to study for postgraduate qualifications.

Among the business ventures to benefit from the interest-free loans provided by The Sir Thomas White Loan Charity are a personal trainer, a fashion brand designer and a creative business.

Meanwhile, students successfully accessing an education loan from the Charity will now go on to study in the fields of audio production, law, and training to become an associate physician.

The figure from the latest quarter means that The Sir Thomas White Loan Charity has approved a total of £453,970 in interest-free loans across the calendar year.

Little Theatre’s £3m expansion plans moves a step closer A PROJECT to extend the Leicester theatre where a young Richard Attenborough first trod the boards is being backed by Leicester City Council.

Leicester Drama Society, which owns the Little Theatre, in Dover Street, wants to transform and extend their 19th century building to include much-needed new studio, technical and rehearsal facilities as part of its Centenary Project.

The £3million scheme relies on the theatre being able to raise the funds needed so that it can expand into the site next door, which until earlier this year housed the Anchor Centre alcohol treatment hub.

Now, with the Anchor Centre successfully replaced with a new and better equipped centre – known as No. 5 – in Hill Street, the city council has formally agreed terms to transfer ownership of the site to Leicester Drama Society.

The transfer will be for a nominal sum of £1. This will be subject to the society securing planning permission and successfully securing the funding needed to build the extension. It will also be bound by covenant restricting the use of the site to theatre purpose for 25 years.

The former Anchor Centre building is in poor condition and not considered suitable for conversion to any alternative use.

Leicester City Council will now begin the process of tendering for a contractor to demolish the vacant building and clear the site. This will remove any ongoing maintenance costs and financial risk in holding the vacant building.The Leicester Drama Society earlier this year launched its Centenary Challenge.

It comfortably met its initial milestone to raise the £18,000 needed to cover the costs of planning, site surveys and engineering reports.

A huge number of Little Theatre audience members, supporters and friends of the theatre have pledged their backing, and finances, to the scheme. The appeal was supported by CrowdFund Leicester.

The proposed extension would include a five-storey building containing a new ground-floor studio theatre, a new show wardrobe and a costume hire facility, along with additional rehearsal space.

Subject to planning consent and funding, construction could get under way by late 2020 with the building in use by summer 2022.

Jenny Harding, Development Programme Director at Leicester Drama Society, said: “This is a wonderful opportunity for Leicester Drama Society – for many years we have hoped that one day we would be able to extend next door into the Anchor Centre site.

“This opportunity is even more exciting as it coincides with our centenary in 2022. Having this wonderful new facility would be a great way to start our next 100 years!”

J Tomlinson appointed on fouryear Nottinghamshire responsive repairs framework

Nottingham Community Housing Association (NCHA) is one of the largest housing associations in the East Midlands, managing over 9200 homes across Nottinghamshire, Derbyshire, Lincolnshire, Leicestershire, Northamptonshire and Rutland.

J Tomlinson has been appointed on lot one of NCHA’s Responsive Repairs Framework – a fouryear contract that will see the organisation’s repairs and maintenance division servicing over 3,400 properties across Nottingham City, Broxtowe and Gedling from October 2018.

Property types will range from social rented housing to newlydeveloped homes, alms houses, and care and support facilities.

The £500,000 per annum contract is due to run until 2022.

J Tomlinson will work closely with NCHA to ensure joint goals are achieved and resident satisfaction levels are kept to a high standard.

Tenant representatives from NCHA will also be present at regular client/contractor meetings to ensure their views are heard.

Lenton regeneration showcased across the region ​ NE OF NOTTINGHAM O City’s biggest housing regeneration projects has been on show to housing associations across the region.

Lenton Green was completed

by Nottingham City Council and Nottingham City Homes (NCH) earlier this year. Over four years, the area was completely transformed, with five tower blocks being demolished to make way for 142 homes, including bungalows, flats, family homes and an awardwinning independent living scheme which enables older residents to stay in their community as they age.

The final stage of the redevelopment was completed with 17 new homes, built on the former Church Square shopping precinct at the heart of the Lenton development. The site was falling into disrepair, was outdated and no longer fit for purpose.

The homes on the former Church Square site is the first new build development to be owned by Nottingham City Homes’ Registered Provider subsidiary (NCH RP).

Other housing associations from across the region have visited Nottingham this week to see how Nottingham City Homes and the

council developed these homes and regenerated the area.

The 17 new homes on the site also form part of Nottingham’s Building a Better Nottingham programme.

This includes the biggest council house building programme in a generation, where more than 500 new social housing properties have been built on sites around the city since 2014, with more in progress or planned.

Resident in their new homes have already told NCHRP that they love their new modern community.

With one resident saying their new home feels more secure and there is a better sense of belonging and improved wellbeing in the area.

Councillor Linda Woodings, Portfolio Holder for Planning, Housing and Heritage at Nottingham City Council, said “Church Square marks the final phase of the works we have been doing in Lenton and is a prime example of how we are not just building new homes, but completely transforming areas of the city.

“It’s been a positive change for the area and together with Nottingham City Homes, we’re creating a variety of quality, modern, affordable homes, where people want to live.

They not only suit the differing

needs of our citizens, but are energy efficient, secure and warm”.

The works were managed and overseen by Nottingham City Homes (NCH), which also manages the city’s council housing and recently won three accolades at the prestigious UK Housing Awards, including Landlord of the Year.

Nick Murphy, Chief Executive of Nottingham City Homes, said: “Lenton Green is the biggest programme we have worked on so far, and is possibly the most

iconic development due to the dramatic change we have made to the skyline and the transformation we’ve seen, both physically in the regeneration of the area, and in the make-up of the community.

Go-ahead given to police station apartment transformation plans PLANS TO TURN Carlton Police Station on Cavendish Road in Carlton, Nottinghamshire have been approved by Gedling Borough Council.

The Carlton Police Station is currently vacant.

The plans from Tameway (Midlands) for the development consist of 3 main elements. The first involves the conversion of the existing police station into 42, one bed, apartments and the demolition of the existing external courtyard.

The second will see a three storey apartment block built, containing 24 units with 6 two bed apartments and 18 one bed apartments.

Finally a three storey office building will be constructed, providing a gross internal floorspace of approximately 246sqm.

Ninety car parking spaces are to be provided, 70 of which will be for the apartments and 20 for the office.

Gleeds merges Nottingham businesses at Apex Park NOTTINGHAM-BASED property and construction consultancy Gleeds has relocated its operations to new premises at Apex Business Park, having outgrown its previous space at Wilford House, Wilford.

Gleeds has had an ever-growing presence in the East Midlands since 1932 but its latest property search was necessitated by its continued success in securing high profile contracts across the region. A MAJOR PROJECT set to create around 230 jobs and bring £20million into the local economy in the Harborough district is progressing well.

Harborough District Council’s Grow on Space project – due to open at the end of 2019 – will see the development of an innovative new commercial building that would provide office space for businesses looking to grow and move into larger accommodation in the district.

Council Leader Neil Bannister and Harborough District Council joint chief executives Norman Proudfoot and Beverley Jolly visited the site, at Compass Point Business Park in Market Harborough, to see how the project was progressing.

Councillor Bannister said: “This is such a unique and exciting project for the district and I’m amazed to see how quickly the build is progressing. Once completed, this facility will encourage growth and support businesses looking to expand and employ more people.”

Stuart Kerr, director at Willmott Dixon, the construction company in charge of the build, said: “We are pleased to be working with Harborough District Council on its

Derbyshire housing association grows portfolio with 470 new homes DERBYSHIRE BASED Futures Housing Group have added 470 homes to their growing housing stock following a deal with Notting Hill Genesis.

The bulk of the homes are based in Northamptonshire, where they already manage more than 3,000 properties, and the newly acquired stock will take their portfolio to more than 9,800 homes – a 5% increase.

The homes are around 10 years old and a mix of general needs, shared ownership, intermediate, supported housing and associated offices.

The value of the deal is not being revealed due to commercial sensitivity.

The deal will see Futures take over management of the homes and welcome 15 staff from Notting Hill Genesis into the Group.

Stamp Duty Land Tax Statistics for Q3 2018 LCP has analysed HMRC’s Quarterly Stamp Duty Land Tax (SDLT) Statistics for Q3 2018 compared with Q3 2017.

This provides an accurate barometer of current market strength taking into account seasonality. It also adds back transactions and receipts from the Welsh Revenue Authority (as Wales has been omitted from the HMRC SDLT report data since Q2 2018). This reveals: • Transactions in England, Wales and Northern Ireland have fallen 4% in Q3 2018 compared with Q3 2017 and now stand at 290,740. They are down 8.7% on three years ago (Q3 2015).

• Tax receipts for Q3 2018 are down 8.2% on Q3 2017 and now stand at £2,392m (a fall of £213m).

• This is the third consecutive quarterly fall with a combined total of £685m in lost revenue compared with the first three quarters of 2017.

• Higher Rate for Additional Dwellings (HRAD) receipts (i.e. just the additional 3% SDLT on second homes), has fallen by 12.7% since Q3 2017 and now stands at £454m.

• This is due to a 14.2% fall in HRAD transactions since Q3 2017, which now stand at 56,100.

• HRAD generated 19.0% of the total tax take.

• 58,800 buyers have claimed First Time Buyers’ Relief (FTBR), amounting to relief of £142m.

HMRC’s report for Q3 will not come as a surprise to most, as there has been very little positive news of late and the possibility of a “no deal Brexit” still looms heavily over the UK. Transactions have fallen by 4% on the previous annual quarter and now stand at 290,740. On a more granular level HRAD transactions (i.e. those which include the 3% additional duty), have been the hardest hit, with a fall of 14.2% to 56,100 from 65,400 in Q3 2017.

Naomi Heaton, CEO of LCP comments: “The fall in transactions reported by HMRC’s recent SDLT statistics is undoubtedly due to investors withdrawing from the market until they can see some light at the end of the Brexit tunnel. The toxic political climate and stagnating prices have brought ever-growing uncertainty to the residential market following several years of increased taxation.”

Heaton adds: “Receipts have followed suit with transactions and there have been falls across the board. The main rate of Stamp Duty, which excludes the 3% higher rate for second homes (HRAD) has seen a fall of 7.1%. HRAD receipts suffered the largest drop, falling 12.7%. The total revenue for Q3 therefore amounted to £2,392m, a fall of 8.2% on Q3 2017.

Even if the amount of tax claimed under First Time Buyers’ Relief (FTBR), which the Exchequer would see as a tax ‘giveaway’, was added back, the total take would still be down by almost 3%.”

With the housing market in such a parlous state, it would seem somewhat imprudent for a sitting chancellor to raise further taxes on the residential sector. However, this is exactly what Phillip Hammond has done, proposing an additional levy of 1% on non-resident purchases in the most recent Budget.

The international buyer, of course, is politically a very easy whipping boy.

The reality, however, is that for many new build developments in the UK’s most prominent cities, where price points are unaffordable for the domestic market, these investors represent a significant proportion of buyers. LCP’s November LCPAca Residential Index recorded a 21.0% premium in Greater London for new build versus older stock. With developers currently struggling and scaling back projects, this new tax will not be welcome, particularly as the higher-end stock enables these developers to build-out the much needed “affordable” end of the spectrum. It is also unlikely to have a material impact on tax revenues, given the recent trend of falling receipts alongside steadily rising tax rates.

First Time Buyers’ Relief, an initiative introduced to help many struggling to get on the housing ladder, however, has seen an increasing take up. A total of 58,800 transactions claimed FTBR in Q3 2018 which represents 21% of all transactions and equates to a tax giveaway of £142m. This represents a saving for the average purchaser of £2,415 at the crucial time when they are saving for their first deposit. As FTBR was introduced in November 2017, it is not yet possible to anticipate where it will find its level.

Heaton concludes: “HMRC Stamp Duty statistics do not paint a rosy picture of the UK housing market, with neither the buyer nor the Exchequer winning out. Until the government has a clear road map for Brexit we are unlikely to see increasing transactions and therefore increased revenues. Whilst it is highly unlikely that the Government will repeal any of their recent tax increases it certainly does not seem to be the time to implement more.”

Success for innovative building control partnership

TWO COUNCILS, which are working together to provide a building control service, say the partnership is bringing major benefits.

In April 2018, Harborough District Council and Blaby District Council joined forces to deliver a combined building control service in an innovative and more effective way.

On 3 December 2018, Harborough District Council’s Executive noted a six month update on the partnership and said they were “delighted” with how well the partnership was working and said feedback from customers had been fantastic.

New apprentices are being employed, in addition to other opportunities to develop existing staff, through the partnership to help people learn the skills required and develop their careers in building control.

Councillor Jonathan Bateman, Harborough District Council’s portfolio holder for Environment and Regulatory Service s, said: “Working together has allowed us to provide a better service for our customers. We’re delighted with the way this partnership is improving the way we work across district borders. We’ve also been able to share staff which is a very efficient way of working.”

Residents can contact Building Control if they need advice on proposals for their building projects and how to comply with building regulations. The team can then carry out responsive ‘same day’ site inspection. They are also the first port of call to report dangerous buildings or structures.

In July, Harborough District Council celebrated another win at the LABC (Local Authority Building Control) Building Excellence East Midlands awards when a project nominated by the Council won in the category of the Best Social or Affordable New Housing Development.

One in ten workers in East Midlands admit going into work still feeling drunk after nights out ONE IN TEN (10%) workers in the East Midlands say they have gone to work still feeling drunk after boozy nights out over the past 12 months.

According to the new research from Willis Towers Watson (WTW), almost two-fifths (38%) of these workers said they have driven to work on these occasions.

Furthermore, almost one in five (18%) workers in the East Midlands have taken sick days in the past 12 months because of hangovers – with more than a third (36%) admitting to bosses that a hangover was the reason for their absence.

“These findings suggest that far too many people in the East Midlands are putting their safety and wellbeing, and potentially the safety of others, at risk,” said Mike Blake, wellbeing lead at WTW. “The human body is only capable of processing, on average, one unit of alcohol per hour. Binge drinking can mean that alcohol remains in the bloodstream many hours later. Those drinking heavily on nights out can consequently be still feeling the effects of their alcohol consumption the next day.

“With Christmas just around the corner and party season starting, the likelihood of workers coming into work still feeling drunk increases.

Companies should be looking at what they can do to support workers and educate them on the dangers of excessive drinking on work nights.

“Sensitive advice and guidance on attitudes towards alcohol and sensible drinking, ranging from workshops to intranet resources, for example, can go a long way in helping to foster a responsible workforce culture.”

Just 9% of workers in the region said their employer currently provides staff with any health advice on alcohol consumption. Furthermore, more than one in ten (13%) East Midlands workers said their employer contributed to unhealthy levels of drinking among staff, such as pressuring workers to drink on staff nights out, paying for alcohol on nights out, or encouraging a work hard, play hard culture.

“Alcohol can be employed by some businesses to help them promote a laidback, trendy culture, while for others it is used as a staff reward, with some even hosting onsite bars,” said Blake. “But there can be other, less risky, ways for them to achieve these objectives.

“In addition to the detrimental effect on physical health and wellbeing, frequent and excessive alcohol consumption can also negatively impact the long-term mental health of workers. In some cases, it is used as a crutch to mask deeper psychological problems.”

Blake points out that, alongside their vital duty of care responsibilities, employers should also be mindful of their business bottom line.

The research found that more than a quarter (24%) of workers in the East Midlands have hangovers on a monthly basis that affect their productivity.

“A failure to discourage or to inadvertently fan the flames of alcohol misuse can seriously jeopardise business performance through alcohol and hangover-induced downturns in energy levels – not to mention other accompanying risks, such as the negative impact to customer relations and business reputations,” added Blake.

“Companies should be setting out to identify if alcohol misuse is a problem among their employees and, where necessary, review and revise wellbeing strategies to establish appropriate support and intervention initiatives.”

THE REVISED National Planning Policy Framework (NPPF 2.0) clearly has a firm focus on housing delivery.

And alongside a raft of new planning practice guidance, the revisions to the NPPF finally give proper recognition to Build to Rent (‘BtR’) as a distinct asset class within the private rented sector. This is an important milestone for the developer industry, as BtR will undoubtedly become more commonplace with the benefit of clear policy guidance for both local planning authorities and developers alike.

In brief, the BtR sector consists of new (often large-scale) and professionally managed developments for the rental market. The shared management structure is key, as it can allow for provision of quality on-site facilities and services - and therefore offers an attractive alternative for those who are priced out of the home-ownership market.

In accordance with the new planning practice guidance, local planning authorities (‘LPAs’) must consider a range of housing types and tenures in their area when carrying out their local housing need assessment, which should now include provision for those who wish to rent. Where a need is identified, the guidance requires LPAs to prepare a plan policy setting out their approach to promoting and accommodating Build to Rent schemes, including the circumstances and locations where BtR developments will be encouraged.

Helpfully, the NPPF is now explicit that affordable housing on BtR schemes should normally be provided as affordable private rent - a class of affordable housing specifically designed for the sector.
