Space Park Leicester receives £13.75 million boost from Government

The University of Leicester’s new Manufacturing, Engineering, Technology and Earth Observation Research Centre (METEOR) has received nearly £14 million in funding through Round 6 of Research England’s flagship capital investment scheme, the UK Research Partnership Investment Fund (UKRPIF). This funding will leverage a further £50 million of investments in space and Earth observation (EO) research in Leicester.

METEOR will be a key part of Space Park Leicester, a new, world-leading research, innovation and teaching hub that will bring together academic research, including from the University of Leicester, and industrial space and Earth observation R&D. This internationally unique approach to understanding and delivering space capabilities will position the city of Leicester at the cutting edge of UK space technology.

Space Park Leicester is due to open in late 2020.

Henry Patecki has worked for the housebuilders for 22 years and is the Site Manager at Wigston Meadows. He has been recognised by the NHBC for their annual Pride in the Job Quality Awards.

FISHER GERMAN has achieved planning permission for more than 120 new homes in Leicestershire.

Planning permission has been granted for 128 dwellings on the land off Kingston Way in Market Harborough, and Fisher German has now sold the land to Barratt David Wilson for development.

The 16.5 acre development will feature a mixture of one to five-bedroom homes, including 40 per cent affordable housing.

Fisher German has worked with the landowner to promote the site for more than 20 years, and was retained to continue its promotion through the Local Plan to planning consent.

Luke Brafield, associate director at Fisher German’s Ashby office who secured the deal, said: “This was a fantastic result for our client – we have advised them on land promotion for a long time and we’re so pleased we were able to secure this deal with Barratt David Wilson.The sale of this land will ensure much needed houses are built in Market Harborough, including a good proportion of affordable homes.”

And Liberty Stones of Fisher German, said: “In parallel to taking forward the planning application, we also made representations around the emerging Local Plan which sought to allocate the site for up to 90 dwellings. Major merger to see property firms form £41m turnover group TWO MAJOR independent property firms are to merge to form a £41 million turnover multi-discipline group with a network of offices throughout the UK. Fisher German, which has offices in Ashby, Market Harborough and Newark, is to join forces with Vine Property Management which manages 51 million sq ft of retail, industrial and office property.

The deal to bring the companies together comes at the end of 12 months of negotiations and the new group will trade under the Fisher German banner from the beginning of 2020.

The move is the latest development for Fisher German, which has expanded significantly in the last five years. The firm, which specialises in commercial, rural and residential property as well as development, utilities and sustainable energy, has grown its turnover from £19 million to £35 million in six years.

During that time, it has not only grown organically but has strategically merged with nine property consultancies since 2000 and now employs around 500 staff.

Healthcare construction output fell by over 15% to £2.5bn in 2018

Planning consent secured for 350,000 sq ft of commercial space in Leicestershire

ACCORDING to the new Healthcare Construction Market Report from AMA Research, the overall picture for construction output in the health sector in 2018 is that output fell to the lowest level since 2015 – declining by over 15% to an estimated value of £2.5bn.

The healthcare pipeline is now mainly concentrated on smaller, lower value extension and refurbishment projects of existing facilities.

The public sector still has the majority value share at around 60% in 2018 but has fluctuated due to budget cuts impacting on the sector, representing close to 70% only a year before. The change in public/private sector mix is indicative of recent moves within health sector construction away from PFI funded largerscale hospital development towards the smaller scale local health authority controlled programmes.

However, demand from private healthcare providers for expansion in facilities has dwindled in previous years due to a fall in referrals from the NHS and lower numbers of overseas patients receiving private treatment in the UK. This has led to a decline in private healthcare construction output, which has fallen from a peak of £4.9bn in 2008 to around £1bn in 2018.

Additionally, there is now an urgent need for investment across the NHS estate in England to ensure healthcare infrastructure is fit to deliver new models of integrated care. The Government has made it clear that it will need to find funding from a range of sources, including from the private sector to help fund future infrastructure projects and to address the £6bn maintenance backlog.

Going forward, the outlook for health construction output remains steady, if moderate, into the medium-term, with moderate annual growth rates forecast to 2023. In the short term, output levels are expected to be underpinned by small NHS frameworks such as the £4.26bn ProCure22 programme, which is providing a steady stream of work.

Modest growth outlook beset by no deal risk:

CBI ECONOMIC FORECAST

New owners for Coalville’s Belvoir Centre

ECONOMIC growth has been volatile in the first half of 2019, due to pre-Brexit stockpiling and a surge in gold bullion pushing up imports growth. But further ahead, the economy is expected to grow at a modest pace, according to the CBI. The UK’s leading business group now predicts GDP growth of 1.4% in 2019 and 1.5% in 2020. This is based on an orderly Brexit deal being ratified by October 2019, and the commencement of a smooth transition period thereafter.

A key driver of this growth is household spending (which grows by 1.7% in both 2019 and 2020), underpinned by a recent pick-up in real earnings. We expect living standards to remain reasonably firm over our forecast, giving impetus to household spending. However, growth is likely to remain below the average of recent years, as the ongoing weakness in productivity holds back earnings, partially offsetting the upward pressure on wages from a tight labour market.

In contrast to the firmness in household spending, Brexit uncertainty continues to bite hard on business investment, which remains very weak for this stage of the economic cycle. The CBI expects business investment to fall for much of the rest of this year (-1.3% in 2019, 0.9% in 2020). But under our forecast assumption that a Brexit deal is ratified, firms are expected to gradually resume capital spending projects, in particular on new technology such as artificial intelligence and automation. Nonetheless, growth in business investment is expected to remain modest, weighed upon by uncertainty around the end state of the UK-EU relationship.

Rain Newton-Smith, CBI Chief Economist, said: “Looking through the volatility in growth over the last six months, our view of modest economic momentum ahead is largely unchanged.

“However, there is a lot going on underneath the surface and the make-up of growth in our forecast is more skewed towards consumers. It’s certainly positive that household spending has more punch, thanks to an improvement in living standards. But set against this, Brexit uncertainty is crippling business investment, which we expect to fall at the fastest pace since the financial crisis this year. It’s crystal clear that without a Brexit deal by October, we’re at risk of falling further behind our G7 competitors.

“Our forecast represents what could be in the event of an orderly Brexit – a decent foundation upon which we can take the reins and re-focus on vital domestic priorities that have been neglected. For example, pressing ahead with essential infrastructure projects such as HS2 and Heathrow expansion will enable the UK to better connect with and enter new global markets. These priorities will shift down the list in a no deal scenario, against the backdrop of damage to the UK economy, jobs and livelihoods.”

Meanwhile, global growth is expected to be slower this year, though to remain relatively decent. The global economy is forecast to grow by 3.0% in 2019 and 3.5% in 2020 (in purchasing power parity terms). However, the global backdrop has been hit by weaker world trade recently, in part due to the bilateral tariffs imposed between the US and China. As a result, the CBI expects slower UK export growth ahead. Coupled with the surge in imports in Q1, this means that no support to the economy is expected from net trade over our forecast.

The Bank of England continues to signal a gradual tightening in monetary policy ahead. While CPI inflation is around target at present, the Bank have their eye on growing domestic cost pressures, and the subsequent upward pressure on inflation over the medium-term. Brexit uncertainty is likely to keep the Monetary Policy Committee in check this year, but we expect two rate rises in 2020, of 25 basis points each.

Looking ahead, a “no deal” Brexit remains the biggest risk to the outlook, through its damaging impact on activity, sentiment and financial markets.

Alpesh Paleja, CBI Principal Economist, said: “One-off boosts to Q1 growth – notably the pre-Brexit stockpiling bonanza – are set to unwind in the next quarter, when we expect the economy to flatline. But beyond this, it’s largely more of the same: we expect modest underlying growth, similar to that seen over the past year.

“The impact of Brexit uncertainty rightly gets a lot of airtime. However, we must not lose sight of the other challenges facing the economy: particularly the persistent weakness in productivity, which remains the main threat to living standards and potential growth. Fixing this should remain a focus for both government and business – for example, by enabling more effective adoption of new technologies.

“It’s worth noting that the global backdrop is also looking less benign, particularly with US-China trade tensions now hitting world trade flows. A further escalation is a key risk to the UK and, were it to follow a no deal Brexit, would leave the economy even worse off.”

AFTER MANY years of ownership by asset management group Threadneedle, the Belvoir Centre in Coalville has new owners following its acquisition by Gylo, a private property investment unit trust.

Specialist Property and Development Consultancy Lathdale has been appointed by Gylo to lend its retail expertise to improve the overall management of the shopping centre and also explore new opportunities.

As part of the plans and to enable the purchase, North West Leicestershire District Council’s Cabinet agreed to sell the car park surrounding the Belvoir Centre to the new owners at a special meeting on Monday 10 June.

Children’s Adventure Playground Gets A Makeover From Local Construction Firm STAFF from East Midlands construction specialist Stepnell have brought a new lease of life into a Leicestershire children’s adventure playground through a project organised by local charity Leicestershire Cares.

As part of Stepnell’s 2019 Team Challenge, 10 members of staff came together this week (Wednesday 3 July) to volunteer their creative skills and construction talents to help brighten up Goldhill Adventure Playground.

Stepnell’s volunteer team worked hard to clear space, paint and stain wooden structures, and de-nail wooden beams at the adventure playground, which provides indoor and outdoor spaces for children and young people aged 5-19 years old to play freely, meet new friends and have fun while being supervised.

Shaun Moses, senior site manager at Stepnell said: “We all really enjoyed volunteering our time, tools and skills at Goldwill Adventure Playground, to help refresh the outdoor space and timber play structures. The playground is incredibly popular for Leicestershire families and provides a safe environment for children to learn, develop physical skills and to interact with one another.

“As a company working on a number of major construction schemes in and around Leicestershire, we’re delighted to be able to give something back to the local community through our long-standing partnership with Leicestershire Cares.”

Through Stepnell’s two years of membership with the charity, the award-winning construction firm has organised a number of placements for local people giving them the opportunity to gain valuable construction experience and job references which they can then use to find permanent employment.

The firm was recognised for its work with the charity earlier this year, receiving an Outstanding Contribution award which acknowledged their support with maintenance and repairs to the Leicestershire Cares building.

The directors of Andrew Granger & Co welcomed staff and clients to an evening reception in the stunning rural setting of The Orangery at Kilworth House Hotel in North Kilworth, Leicestershire. The event was held both to celebrate this milestone birthday and to thank staff and long-standing clients for the important part they have played in the company’s three decades of success.

Around 125 staff, directors and clients enjoyed drinks and canapés in the conservatory and in the early evening sunshine on the terrace.

Rupert Harrison, who worked at Andrew Granger & Co when it was first set up and is now Joint Managing Director gave a speech in which he reflected on the changes in the business over the years, paid tribute to the hard work of the staff and thanked clients for their support. Company founder Andrew Granger was presented with 30 bottles of wine (one for every year in business) by Lettings Director Jill Griffiths who has been with the company for over 20 years herself.

“Thirty years in business spanning several periods of economic uncertainty is a fantastic achievement and one that deserves to be celebrated in style,” commented Rupert Harrison. “For us there was no better way to do this than to enjoy summer drinks in the lovely Leicestershire countryside with our staff and clients who have all in their own significant ways contributed to that success over the years.”

When it was started in 1989 Andrew Granger & Co employed just five people at its original premises in Market Harborough. Nowadays the agency is one of the most well-respected independent agencies in the East Midlands with over 40 staff at its Leicester, Loughborough and Market Harborough offices.

“Special anniversaries like this are a time to reflect on the past and celebrate all that we have achieved. J Tomlinson on track to complete business park by November 2019 CONTRACTOR J Tomlinson is on target to develop a £5.2m business park in Market Harborough which will create more than 200 jobs, while boosting business and employment opportunities in the town and the local economy.

The steel frames for the units are now up at Airfield Business Park, close to the A6, for the Leicestershire County Council project.

“I’m delighted with the progress of this venture so far,” said Byron Rhodes, deputy leader of the County Council. “This will have a positive impact on the town, which is one of our top priorities, as well as boost the local economy and create jobs.

“Investing in property enables us to generate extra income which we can then plough back into frontline services.”

The industrial and warehouse development is creating flexible units from 1,570 - 33,360 sq ft. Several companies have already shown an interest in renting the units, says the council.

EE Smith Contracts Ltd, who are based in Leicester, has worked on a string of the top international hotels in London – including the Grosvenor House, The Langham and The Savoy – along with commercial buildings and private homes.

The firm, which was founded in 1897 and was subject of a management buyout in 2016, secured more than £66 million of new contracts in the year to April, and has already won orders of £20 million in the first three months of the new financial year.

The largest order secured is for work on the new Radisson Edwardian in Leicester Square which will feature 350 guest rooms, 15 suites, five restaurants and lounges, a rooftop bar, a subterranean spa as well as a 1000-capacity ballroom.

The new orders helped boost the company’s profits to £2.5 million which has allowed the firm to make further investment in its manufacturing capabilities as well as skills.

2,000 homes could be built on edge of Ashby PROPOSALS are being drawn up for vast swathes of land developed at Money Hill north of Ashby between the town and the A511 bypass.

Permission was granted in 2016 to develop 605 homes, a new primary school, a 60 bed extra care unit for vulnerable and elderly residents as well as a ‘village centre’ with a community hall, nursery school and shops.

Developers The Money Hill Consortium are to proceed with this development on the southern portion of the site, but is also working with North West Leicestershire District Council on a masterplan for the area further north. There, a further 1,400 homes could be built along with 40 acres of employment land, community facilities and cycle paths.

Residents are now being asked for their views on the new master plan as part of a consultation that will run until August 12.

A North West Leicestershire District Council spokesman said: “The developers have consulted with lots of organisations to develop the ‘masterplan’ for the area - the detailed infrastructure and design of

the site.

“We invite the public to have their say on the masterplan before we consider it.”

The council initially rejected the plan in 2014 after concerns were expressed by Ashby residents about the scale of the scheme and the impact of the new traffic it would create.

The consortium appealed and then lodged amended proposals which were approved by the council despite continuing objections – including that of Ashby Town Council.

The consortium - made up of Bloor Homes, Taylor Wimpey and Cogent Land – says the development has already been widely consulted on up to this stage and fits in with the council’s long-term planning strategies.

It says the scheme will provide much needed homes in the area as well as a proportion of affordable housing.

Planning application submitted for Outwoods visitor centre A PLANNING application to convert a derelict former ranger’s cottage at the Outwoods in Loughborough into a café and visitor centre has been submitted.

Charnwood Borough Council has submitted the plan and says the project would help further improve facilities at the ancient woodland.

The building has been empty for a number of years and it is intended the visitor centre would include a café, toilets and space for displays. It would also be adapted to encourage bats to roost there through the inclusion of lead bat access points and flying space.

Cllr Jenny Bokor, lead member for Loughborough, said: “Earlier this year we opened our new play area at the Outwoods which has been well received and we are now looking to further improve facilities.

“We have had a double decker bus café at the Outwoods for a couple of years and it has been very successful thanks to the partnership with the operator, but a visitor centre would provide space for a café and more. It would also make better use of the empty building.

“The application must go through the usual planning process which will include the opportunity for people to have a say.”

Responsibility of the Outwoods lies with the Outwoods Management Committee which is a separate body to the Council. However, the Council effectively maintains the Outwoods working alongside the committee.

The centre will cost around £130,000 to create and it is expected a private operator would manage it. If the application is granted, work would start later this year with the aim of the centre opening next year.

Delay disruptive VAT changes to avoid construction chaos, warns FMB

THE GOVERNMENT has not properly prepared the construction industry for major VAT changes coming in October and needs to delay their implementation to avoid chaos, the Federation of Master Builders (FMB) has said in a letter to the Financial Secretary to the Treasury.

New data published by the FMB shows that: • Over two-thirds of construction SMEs (69%) have not even heard of reverse charge VAT; and • Of those who have, more than two-thirds (67%) have not put prepared for the changes.

This comes after HMRC published guidance on reverse charge VAT just four months before the changes were due to come into place. This has been criticised for being inaccessible to most in the industry and is even contradictory in places. HMRC was also due to have a dedicated website and marketing campaign for the changes to help prepare the hundreds of thousands construction companies who will be impacted by the changes.

Reverse charge VAT will have a serious impact on cash flow, as well as being a significant administrative burden, fundamentally changing the way construction companies invoice their clients and pay their taxes to HMRC. Brian Berry, Chief Executive of the FMB, said: “Construction companies are already struggling with Brexit uncertainty, sky rocketing material price rises and skill shortages and reverse charge VAT is yet another thing for them to deal with. What makes things worse is that HMRC has failed to deliver on its promise to help the industry to prepare. The guidance is not user-friendly and even tax experts are scratching their heads over it.”

Berry concluded: “It’s therefore not surprising that the vast majority of construction SMEs are not aware of the impending changes, despite widespread promotion by the FMB. Small business owners are busy people and clearly they don’t have time to read everything we send them. For those who are aware, they haven’t had a chance to change their systems yet as they were waiting for guidance to be published that has only just emerged. That’s why we are calling on the Government to delay the changes by another six months and to use the extra time to improve the guidance and work with us to undertake a more intensive communications campaign. HMRC should also consider holding workshops across the country to explain the changes.”

Former Victorian Hospital Painstakingly Restored as a 21st Century Business Centre

THERE WAS a public outcry in 2014 when Ashby’s historic Cottage Hospital was closed, after over a century of service to the community.

Now, five years later, this much-loved landmark has been restored and revived in the form of a 21st century business centre.

The derelict hospital, originally built in 1897, was purchased by local developer Lychgate Homes in 2017. They worked closely with David Granger Architectural Design to convert the building into David Granger’s new offices, as they had outgrown their home in Packington. As experts in historic building restoration, David Granger’s team relished the opportunity to sensitively bring this old building back to life.

Work began in 2018, removing the large and inappropriate single-storey extensions from the rear that had been added in the 1950s. In their place, Lychgate has built four new homes, as well as creating parking for the new offices.

Outside, new pitched and tiled roofs have been added to the front of the building, and the exterior has been cleaned and restored to highlight its Victorian features.

Most of the original windows have been retained and refurbished. Later UPVC casement windows have been replaced with traditional timber sash windows to match the hospital’s unique character.

First Homes Reserved at Waterside Development in Moira NEARLY a quarter of properties at Swing Bridge Wharf, an exclusive residential development in Moira by developer Wheatcroft Land, have been reserved ahead of completion due to their attractive location and countryside offering.

I have an adjudicator’s decision, but still no payment!

PROBLEM: MY COMPANY has recently been successful in an adjudication, but still the payer will not make payment!

I am the managing quantity surveyor for a building company, and earlier this year we completed a development for a client. However, the company’s final payment application was severely reduced by the client’s own in-house team, and despite a couple of meetings to try and reach a compromise, we decided to refer the matter to an adjudicator, who was nominated by the RIBA. We were delighted when we received the adjudicator’s decision as she had agreed with virtually all of our payment claim, and also ordered our client to pay the monies owed ‘forthwith’. Several weeks then past with numerous letters written from us to chase payment, but our client still refused to make payment.

How can we get our monies?

RESPONSE: CONGRATULATIONS on your win in the adjudication, although it is always frustrating when a losing party to an adjudication refuses to pay.

The only way for you to attempt to secure the payment that the adjudicator awarded to you is to commence enforcement proceedings in the High Court. Adjudication enforcement proceedings are quite complex, and I therefore recommend that you instruct a solicitor, as you will also need the services of counsel to argue your case in court.

To enforce an adjudication decision that involves a sum to be paid, you must issue Part 7 proceedings.

Such proceedings will include the Claim Form, Particulars of Claim and the evidence that you rely upon.

In addition, you will also need to make an application to abridge time and for summary judgement. Upon filing the documents in court (which will be one of the TCC courts – the closest one to Leicestershire is in Birmingham), you will need to make sure that they are marked urgent and for adjudication enforcement.

The court should then approve the claim and seal the Claim Form, and will also advise you of the hearing date, which is usually within 6 weeks. Good luck.

Local homebuilders invest close to £3.8M in Hugglescote BARRATT AND DAVID WILSON HOMES are set to invest nearly £3.8 million in and around the Leicestershire village of Hugglescote as part of the planning agreement for a new development on Grange Road.

Totalling £3,792,187, the funding will be contributed towards areas surrounding the Grange View development and will be used to support services and enhance the local facilities for new and current residents.

Contributions include £1,045,354 towards the area’s educational amenities, plus £1,728,000 on civic amenities and £252,000 as part of a bus pass subsidy.

Funding of nearly £37,000 will also be put forward to support primary healthcare in the local community.

High value projects boost activity for contract awards in June TOPPING the league table for June 2019 is the joint venture to deliver the SRP Process Facility at Sellafield valued at £1.5billion, which involves Wood Group, Doosan Babcock, KBR and Morgan Sindall Construction & Infrastructure. In second place is Vinci Construction moving up 14 places with two contract awards at a total value of £253million. In third place sits Costain Group Plc who have two contract awards at a total value of £177million.

The latest edition of the Top 50 League Tables has been published by industry analysts Barbour ABI and highlights the number and value of contracts awarded. This month shows that the combined value of contracts awarded to the top 50 was just over £4billion and a total of 125 projects.

Other notable contractor activity for June came from Kier. They were the busiest contractor for awards this month, with a total of 13 projects. Kier were top of the table in the previous month and this month they sit in 14th place. In May they were awarded 12 projects at a total value of £397million, this month the 13 contract awards had a combined value of £63million, suggesting no significant change in quantity of awards, but a substantial drop in value.

Despite a less lucrative month for Kier, they still hold the top position in the rolling 12-month period with a total of 149 projects at a total value of £1.96billion. However, they are closely followed by Wates Construction, with 50 projects valued at £1.72billion.

A role with a precision farming firm took Tim back into the agricultural sector. He undertook a Masters in Rural Estate & Land Management with Harper Adams, graduating with Merit in 2018. Tim was then taken on

by Mather Jamie, where his role currently encompasses residential and agricultural property management, and small to medium scale planning and development work to include all aspects of agency.

Tim said: “Having done virtually every job in farming from tree surgeon to shepherd, I’m keen to carve out a niche and develop my career in estate and land management. Mather Jamie is a fantastic place to work, given their expertise in estates, farms and land, and residential/commercial development, and I’m really looking forward to building on my experience here.”

The courses provide a thorough grounding across the core suite of main JCT contracts - including some of JCT’s most widely used forms - the Standard Building Contract (SBC), Intermediate Building Contract (IC), Design and Build Contract (DB), and Minor Works Building Contract (MW).

Other courses give guidance on selecting the appropriate JCT contract for a project and provide a detailed insight into the legal perspective on JCT contracts.

The training forms part of a package of learning tools that construction professionals can access via JCT. The city council is proposing making the money available to the cathedral from its reserves, at a rate of four percent interest per annum, to be repaid in 2024.

After taking into account other repayments, the loan will produce £14k a year surplus for the city council.

The loan comes under the city council’s Investment Strategy, which was set out in February 2019, and includes property investments and other loans to third parties where doing so would promote economic development and benefit the city.

Leicester City Mayor Peter Soulsby said: “Leicester Cathedral is at the heart of both the city and

county, and the Leicester Cathedral Revealed project will benefit not only Cathedral Gardens and the surrounding public realm, but also build further on the tourism boom the city has experienced following the King Richard III story.

“It makes sense for us to make this loan available, to ensure the cashflow is there when the cathedral needs it. It also means we get a better return on our investment than we would do by relying on the tiny levels of interest accumulated by leaving this money in our reserves, which we are otherwise obliged to do.”

In welcoming the council’s support, the Very Revd David Monteith, Dean of Leicester, added: “It’s very important to both cathedral and city that this project succeeds and I cannot overstate the importance of having the funding available to allow us to start work.

We don’t expect to make use of this loan facility until 2021.

“In fact, we will be making every effort to ensure we don’t need to use it at all because we are doing everything we can to raise the final £2.3m before then.”

Bond Wolfe Auctions achieves hat trick of £10m+ auctions

BOND WOLFE Auctions’ third auction in its first year of business has once again raised over £10 million with a packed room at Aston Villa FC seeing some highly competitive bidding.

This was the third auction in a row with over 110 lots, raising over £10 million and with a success rate of 80%.

Gurpreet Bassi, chief executive of Bond Wolfe Auctions, said: “Not only did we have a packed auction room with 1,500 people in attendance on the day, we also had a record 290 remote bidders, many from London and the South East.

“We hoped for a good day after 3,300 viewings and 30,000 legal packs being downloaded, but you never know until the hammer drops on that first lot of the day.”

From 111 lots offered, auctioneers Graham Carter and Philip Arnold sold 88 for an 80% success rate, raising £10.4 million.

The first lot of the day set the tone for the auction.

Viscount House, a freehold former children’s home offered on behalf of Birmingham City Council, sold for £410,000 from a *guide price of £150,000+.

Development opportunities are always popular, with a commercial to residential project with full planning permission for conversion to six apartments at Chapel Ash House, 6 Compton Road, Wolverhampton, achieving £234,000 from a guide price of £99,000.

Commercial property is also a strong category and two particular properties caught the eye.

In Newcastle-under-Lyme, a former RBS Bank, offered in partnership with agents Avison Young, sold prior to auction for an undisclosed sum said to be way over its guide price of £285,000.

Fully Chartered Town Planner Apprenticeship Scheme Launched LONDON SOUTH BANK University (LSBU) is the first UK university to launch a full Chartered Town Planner apprenticeship (Level 7) in partnership with the Royal Town Planning Institute (RTPI).

Rutland wins Government funding for redevelopment of St. George’s Barracks RUTLAND has been successful in a bid to join the Government’s Garden Communities programme, to help shape proposals for the possible future redevelopment of St. George’s Barracks in North Luffenham.

The national Garden Communities programme has been set up by the Ministry for Housing, Communities & Local Government (MHCLG) to help meet demand for new homes in England. Garden communities are intended to create new housing, infrastructure, jobs and services within sustainable communities.

As part of ongoing proposals being developed by the Ministry of Defence (MOD) with Rutland County Council, a bid for Garden Communities Funding was submitted to MHCLG in November 2018.

MHCLG announced last month that St. George’s is one of 19 successful bids to the Garden Communities programme and will receive a proportion of £3million grant funding to help develop design and layout proposals that include the creation of innovative new dementia-friendly neighbourhoods.

St. George’s Barracks is due to close in 2021/22, which has led to proposals for a new Garden Community that would include up to 2,215 new homes, space for new businesses, a new primary school, healthcare facilities and a country park.

Working with the MOD, Rutland County Council is looking at how any new community at St. George’s could be designed to support dementia-friendly lifestyles by creating inclusive neighbourhoods that are safe and welcoming for people with dementia – allowing them to live side-by-side with others

them easy to use and understand • Taking care to avoid clutter, as too much visual stimuli can have a negative effect by causing confusion and a lack of concentration • Designing plain signs with large lettering • Designing flat, wide footways with gentle ramps, allowing those with walking aids to easily pass other pedestrians Hemsley continued: “Last year, Rutland became only the second local authority in the UK to appoint a dedicated Admiral Nurse to provide help and support for families affected by dementia. We now have two Admiral Nurses, and our proposals for dementiafriendly communities as part of redeveloped St. George’s builds on this commitment to help people live well with dementia.”

In addition to their bid for Garden Communities funding, the MOD and Rutland County Council are awaiting the outcome of a bid for £30million from UK’s Housing Infrastructure Fund (HIF).

The HIF submission is based on the latest Evolving Masterplan for St. George’s and, if successful, would allow essential infrastructure works to be brought about in advance of the site’s redevelopment.

Why your head is spinning: 69% of UK adults feel like change happens faster now than in the past IF YOU FEEL like you can’t keep up with the pace of change, then you’re not alone.

69% of UK adults feel like change happens faster now than 20 years ago, rising to 75% of those over 55. The survey of 2,171 UK adults was conducted by YouGov for the launch of applied futurist Tom Cheesewright’s new book, High Frequency Change, which attempts to explain this phenomenon.

The idea that change happens faster now than in the past has been popular for over a decade, as the pace of technological change appears to increase. It feeds the belief that we are approaching a technological ‘singularity’ where machines begin to advance beyond human control. But historians frequently reject the idea of accelerating change, pointing to previous periods of dramatic change, through the industrial revolution, the shift from horse to car, and the advent of domestic automation.

In High Frequency Change, Tom Cheesewright aims to settle the argument, suggesting that change is too complex to be described as either ‘fast’ or ‘slow’. He suggests a better heuristic, thinking of change in the form of waves with both amplitude and frequency. The connected computing revolution is another low frequency wave with high amplitude (impact) and long wavelength (duration), just like previous technological revolutions. But it has enabled high frequency changes, which have a lower overall impact but rise and fall incredibly quickly.

“Neither people nor organisations are prepared for high frequency change. We don’t have the tools to deal with it, so it is incredibly disruptive to our ability to plan and operate,” said Cheesewright. “We need a new way of thinking about business, and our own careers, if we want to build sustainable success in this age of high frequency change.”

Up to 500 Build To Rent Homes planned for Leicestershire and Yorkshire CORE Living, the new build-to-rent (BTR) brand launched by property development and investment company Godwin Group has entered into a collaboration agreement with Harworth Group plc, one of the UK’s leading land and property regeneration companies, to potentially deliver up to 500 homes on four Harworth owned sites located in Yorkshire and Leicestershire.

Utilising Godwin’s BTR expertise and Harworth’s extensive land preparation capabilities, the partnership will look to deliver desirable homes for market rent at four of Harworth’s major developments in Rotherham, Doncaster, Wakefield and Coalville that will represent great investment opportunities for landlords. Whilst this initial partnership is for Core Living to deliver up to 500 properties, there is an expectation that further collaboration could follow on other sites.

The partnership follows the launch of Godwin Group’s, Core Living BTR brand, which took place earlier this year. Core Living aims to build up to 2,500 homes to address the nation’s housing shortage. The creation of Core Living is a response to the Government’s efforts to tackle the UK’s housing shortfall by defining BTR as a distinct product for the private rented sector in its National Planning Policy Framework (NPPF).

Multi-disciplinary design practice, rg+p is the lead architect on these four initial sites. Architectural director, James Badley commented: “BTR is a rapidly expanding market and we’re successfully delivering this type of accommodation in cities across the UK. All four developments already have outline planning permission in place and Harworth is already preparing land for development, including on-site infrastructure containing roads and utilities. The collaboration agreement forecasts the practical completion of the 500 homes by the end of 2022, with the first tenants scheduled to be in their new homes by the second Quarter of 2021.

Nottingham City Council to buy back more homes NOTTINGHAM CITY Council has approved plans to buy back more than 250 former council houses.

The four-year scheme will involve more than 300 purchases and also include some newly-built homes, as well as houses and flats that have previously been bought through the Right To Buy scheme.

The purchases will be paid for using Right To Buy replacement receipts and Council borrowing, representing a good value way to address housing need and help the authority achieve its target of 1,000 new council or social homes to rent by 2023.

Council tenants have the option to buy their home at a discount depending on how long they have lived there, and when this happens the Council can spend the money from the sales on up to 30% of the cost of a new or replacement affordable home. If the receipts are not spent within three years of the sale, they have to be given to the Government with interest.

Right To Buy sales have increased in recent years and councils across the country find it hard to replace homes as quickly as they are losing them, which is especially hard at a time when the need for affordable homes is increasing.

The Right To Buy rules also offer the Council some help and protection.

Where a property has been sold through the scheme, any owner of that home must offer it back to the Council first it they are selling within ten years of it being bought from the authority. The Right To Buy discount can be reduced to zero on a home that is sold within 15 years of it being built or bought by the Council.

Nuneaton & Bedworth Borough THE LARGEST builder of purpose-built care homes in the UK has submitted plans to create its fifth complex in Nottinghamshire at a new £30 million mixed-use site.

LNT Care Developments has put forward proposals to Gedling Borough Council to build a 66-bedroom care home for those with residential and residential dementia care needs, as part of a wider 20-acre site at Teal Park which is being developed by Warwick-based AC Lloyd in conjunction with Henry Davidson Developments (HDD).

Fifty full-time jobs would be created if the development is given the go ahead and the care home would include a cinema, garden room, library, hairdressing salon, coffee shop and tea shop.

All 66 bedrooms would be en-suite complete with wet rooms, and if the application is successful, work would start at the site off the Colwick Loop Road in Netherfield towards the end of this year.

The operator has already constructed care homes in Arnold, Bulwell, Newark and Nottingham city centre.

The care home would be part of a mixed use development containing a pub/ restaurant, food store, ancillary retail units and children’s nursery as well as a 53,000 sq ft trade park for up to 12 units and 141,000 sq ft of employment units across seven premises if the plans are given the green light.

Developers told to abide by rules DEVELOPERS across the Harborough district have been told to ensure they are respecting residents and planning rules – or face action.

Harborough District Council has contacted all development sites in the Harborough district urging that they adhere to all conditions set out as part of planning permissions – such as permitted working hours.

Council officers will be monitoring sites to ensure developers are complying with regulations.

The move follows reports by residents in some areas that developers are working outside of permitted hours. The Council has also followed up reports of unauthorised signage put up by developers.

Cllr Jonathan Bateman, the Council’s lead on planning enforcement, said: “We have made it clear to developers that they are required to adhere to agreed conditions if carrying out work in local areas. We are proactively monitoring sites in the district and will take appropriate and proportionate action if necessary.”

Nottingham care home acquired in £7.6m deal TARGET HEALTHCARE, the specialist investor in modern, purpose-built care homes, has completed the acquisition of a property in Nottingham for approximately £7.6m, including transaction costs, through a sale and leaseback.

Constructed in 2013, Acorn House comprises 64 bedrooms over three floors.
