Profits to go toward a Drunk Busters Pedal Kart The Community Organization for the Police of Shorewood is hosting its 22nd annual Shorewood C.O.P.S. Fundraising Dance from 8 p.m. to midnight, March 5, at the Elks Lodge, 250 SE Frontage Road, Joliet.

Profits from the dance will go

toward the purchase of a Drunk Busters Pedal Kart that will be used to demonstrate how a person is effected by driving drunk. The profits from last year’s dance and raffles went toward the purchase of an off-road ATV (Gator) for the police department. Its cost was

$11,575.56. With so many bike trails, this is a necessary tool to be able to reach people quickly.

The dance will feature a DJ, 50/50 raffle and other raffles, and numerous door prizes, as well as light hors d’oeuvres. The police officer of the year will also be announced during the evening.

Tickets cost $5 per person and can be purchased from members of the organization, at the Shorewood Police Department and at the door.

The dance is open to the public.

Anyone wishing to donate an item for the raffle may do so by calling 815-725-6479. C.O.P.S. was established by a group of concerned citizens to provide moral support and supplement the police department with funds for training and equipment not available through the current budgets.

C.O.P.S. has also set up the Shorewood Police Benevolent Fund to benefit officers should any become disabled or die while performing their duties.

Any donations to this fund are greatly appreciated.

Health department working to prevent mosquito-borne diseases Several Illinois mosquito species are known to transmit potentially serious diseases The Will County Board of Health authorized the purchase of 62 cases of larvicide Feb. 17, during its regularly scheduled monthly business meeting.

The Will County Health Department’s Division of Environmental Health distributes the larvicide (Natular XRT) in

conjunction with other local units of government, to help control container breeding mosquitoes.

Several Illinois mosquito species are known to transmit potentially serious diseases, including West Nile Virus (WNV) and St. Louis Encephalitis.

The mosquito most often implicated in WNV

transmission (Culex pipiens), has been an Illinois public health priority since 2002, when WNV was linked to 64 fatalities statewide.

The Natular XRT formulation is considered an effective weapon against Culex pipiens, commonly known as the Northern House Mosquito. It has also been used to control species of Aedes mosquitos.

JJC offers financial aid workshops Series of events set for months leading up to FAFSA deadline

Financial aid advisors for Joliet Junior College were on hand to assist potential students with the Free Application for Federal Student Aid during a Feb. 17 workshop at the college.

The program was one of several scheduled workshops designed to allow students and other members of the community to gain familiarity with the process of applying for federal funds, as well as other forms of financial aid and scholarships.

During the workshop, students were invited to sit down at one of the many available computers, while advisors provided assistance in navigating the necessary websites and processes for seeking financial aid.

Kathy Holden, a financial aid specialist at JJC, said the time spent helping those who attend the workshops is for their benefit.

“It’s because the advisors are [at the workshop],” she said. “So,

Some Aedes species are known to survive temperatures below freezing, but aegyptai are currently thought to be incapable of overwintering. For 2016, the risk of Chicagoland Zika virus transmission to humans will continue to be from travel, and mosquito bites from Aedes species imported to the area via used tire shipments and freight shipments from countries where Zika is widespread.

Barbara Rivas, of Crest Hill, was at the workshop with her daughter, a first-year student at JJC. She said the process of filing the FAFSA can be challenging, so they came in for some assistance.

“If it’s your first time coming to college, you need guidance,” Rivas said. “Not everyone can do everything on their own.”

She said they had attempted to complete the FAFSA at home, but incurred some difficulties in filing it and hadn’t been able to make enough progress.

Holden said it’s important that people know the event is not only available to students but others in the community, as well.

Helen McMurty, of Lockport, was there with her son to get some assistance filing the FAFSA. She said they had never attended the workshop before but hoped it would be helpful.

“It’s the first time, so it’s exciting,” McMurty said. “Just learning the idea of how to finance [college]; it seems they’re giving us a jump start.”

Many forms of financial aid have deadlines that are approaching.

Prospective and continuing students are encouraged to apply as early as possible, in an effort to

ensure that funds will be available, Holden said.

The deadline to file a FAFSA for the 2016-17 academic year is open now until June 30.

Joliet Junior College’s financial aid advisors at the main campus will next be available for help March 2 at 4:30 p.m. English and Spanish translators will also be available for assistance at that time.

Women who are trying to become pregnant should also talk to their doctor before travel.

When warm weather finally arrives, area residents should take steps to protect themselves against mosquito bites, and eliminate mosquito breeding sites

from their property. Rain barrels without screens or barrels that are covered by torn screens make ideal breeding sites for a variety of mosquito species. Screens on rain barrels should be checked periodically to make sure they are sound.

Even small containers can provide a breeding site for mosquitos. Barrels, wading pools, old tires, flower pots and other ornamental containers should be drained regularly to make sure they are free of standing water.

City hopes TIF will encourage redevelopment near St. Joes

The makeup of downtown Joliet could soon see new development, after the City Council unanimously approved a measure to implement a proposed tax increment financing district.

The vote, which came during the Feb. 16 council meeting, allows city officials to address concerns regarding the deterioration of properties bound north of Jefferson Street and south of Glenwood Avenue, between Hammes and Republican avenues.

Councilmen Larry Hug said it makes sense for the city to implement the TIF. “It is a wise decision that we do need to encourage the development in and around [Saint Joseph Medical Center], who I know is a very large employer; a very, very loyal partner to that neighborhood and to the city,” he said. “We do need to help them.

The TIF district is perfect.”

In 2014, the city partnered with SB Friedman – a real estate and development advisory firm – to conduct a TIF feasibility study on properties near Presence St. Joseph Medical Center. After a review of eligible areas qualifying for inclusion in the program, officials noted how it may be beneficial to include additional properties between Republican Avenue and the Joliet Junction Bike Trail.

“There’s specific criteria for eligibility to be included,” City Manager Jim Hock said. “And, we certainly can reach out to SB Friedman regarding… the other side of the hospital and whether or not it’s feasible to include that area.”

Hock said the city approached the feasibility study as they did, limiting the examination’s scope and were successful. But, he added that the city hopes to expand the

reach of the TIF district.

“That was the initial area that we looked at,” he said. “We thought it was kind of a no-brainer in terms of eligibility, because most of those buildings you’re going to have to tear down and rebuild if you’re going to make it into physicians offices.

Hock said city officials did not include some of the properties where there are already doctor facilities as part of the initial examination, adding that they’ll now look to include this portion of the city. If the boundaries of TIF district are expanded, the matter would return to the city council as a change order.

Deputy City Manager Steve Jones said once implemented, the TIF district gives city officials an economic tool to encourage redevelopment.

“With there being a major medical facility, there’s opportunity for spinoffs,” he said. “The possibility exists for redevelopment. It’s important to note that it doesn’t guarantee redevelopment, but sometimes having that tool can spur people to action.”

The TIF district will create a 50/50 partnership between the city and developers, which Jones said is worthwhile. He added that eligible businesses seeking to make improvements would only benefit by as much as they contribute.

“The [freeze on the property tax rate] that’s added to the new value [obtained through redevelopment] allows us to use that as an economic tool,” he said. “It allows the city to rebate that amount back to you.”

City officials are allotting monies, valued at $29,720, from the 2016 budget for the cost of the TIF district proposal, as well as the consulting assistance needed for analysis of the expanded area and the preparation of the project redevelopment plan.

Jones told the Bugle later that the redevelopment plan is about three months away from completion.

Man guilty of killing victim in front of wife, children Christopher Thompson shot victim 9 times at point-blank range A Joliet man was convicted Feb. 18 of first-degree murder for fatally shooting a man in front of a crowded local diner in 2013, according to the Will County State’s Attorney’s Office.

A jury found Christopher Thompson, 33, guilty Feb. 18, and he is scheduled to be sentenced May 5. The defendant faces 45 years to life in prison.

According to prosecutors, Thompson shot Gerrardo Franchini nine times at pointblank range while the victim was eating breakfast with his wife, 5-year-old daughter and 4-yearold niece in a booth at Louis’ Restaurant on Aug. 3, 2013.

The two men had been involved in an ongoing dispute, when Thompson allegedly walked into the restaurant and saw Franchini.

Prosecutors said the two men

exchanged heated words before Thompson exited the restaurant.

Thompson returned to the crowded restaurant 15 minutes later with a shirt partially covering his face and opened fire on Franchini at close range, according to the state’s attorney. The victim

suffered nine gunshot wounds, three of which were to his face.

Despite efforts to conceal his face, Thompson was identified as the shooter by several eyewitnesses and the victim’s wife, all of whom testified at the trial.

“Christopher Thompson committed an act of unrivaled brutality when he gunned down an unarmed man in a crowded restaurant while he was enjoying a meal with his wife and two little children,” State’s Attorney Jim

Glasgow said in a press release.

“This guilty verdict will place an extremely dangerous and volatile

killer behind prison bars where he cannot harm anyone in our community again.”

Changing guidelines label more people as ‘diabetic’ editorial

A few months ago came some alarming health news.

“Diabetes nation? Half of Americans have diabetes or pre-diabetes,” screamed a Los Angeles Times headline.

WebMD weighed in with “Diabetes a Concern for Half of Americans.” NBC News announced, “Half of Americans Have Diabetes or High Blood Sugar.”

What was missing from these stories was the fact that the definition of who has the disease has been expanding, and a new disease called pre-diabetes has arisen from the changing definitions.

That means, of course, that more people will get costly drugs when they might not need them and put themselves at risk from complications arising from blood sugar that is controlled too tightly. Evidence is coming in that shows blood sugar levels can become dangerously low especially for older people, according to a study reported in 2014 in JAMA Internal Medicine.

That study noted other research that showed drugs which lower blood glucose have been implicated in 25 percent of emergency hospitalizations for older people.

The lowering of the diabetes threshold is a good example of how politics and money influence guidelines not only for diabetes but also for high cholesterol,

high blood pressure, and many other conditions.

Although diabetes medicines are necessary for people who truly have the disease, “not everyone accepts the claim that half of all Americans have either diabetes or pre-diabetes, primarily because not everyone accepts the rigid boundaries and the lower boundaries that now start labeling you as prediabetic if your hemoglobin A1C test comes back at 5.7 percent or higher,” my colleague Gary Schwitzer wrote in Health News Review. (Hemoglobin A1C is a test used to screen and test for diabetes.)

One of those who doesn’t is Nilay Shah, Ph.D, a researcher at the Knowledge and Evaluation Research Unit at the Mayo Clinic, who told me the focus has been to get blood sugar numbers lower, but “getting it too low may not have potential benefits for patients.”

those with levels lower than 5.7 percent are normal, and everyone else is prediabetic.

These definitions have shifted over the years to include more patients, and as doctors label them diabetic or prediabetic, sales of drugs to treat these conditions have risen.

The Milwaukee Journal Sentinel in a series on drug safety that should be required reading for every patient pointed out that before 1997 when the American Diabetes Association lowered the threshold for who qualifies as diabetic, 9.7 percent of American adults were considered diabetic. By 2014, 11 percent of adults were now diabetic.

In 2003 the threshold was lowered again, and in 2008 professional organizations like the American Association of Clinical Endocrinologists said that drugs could be used to treat pre-diabetes “with careful judgment.”

The next year the sales of diabetes drugs reached $15 billion.

In 2010 when the American Diabetes Association said the A1C test could be used to diagnose pre-diabetes, nearly 22 percent of the adult population was considered pre-diabetic.

In 2013 the professional groups issued another statement saying that pre-diabetics can be treated with drugs if diet and exercise don’t work.

CHERRY VALLEY – With the El Nino in full swing, it appears the winter has brought about a new storm.

That storm would be coming from the west, as in Joliet West.

After going more than 25 years since winning a state title, Joliet West has won two titles in three weeks as the girls bowling team added another trophy to the case Saturday at Cherry Bowl.

The Tigers accomplished the rare feat of holding the lead for the final 10 games to win the state title with a 12,613.

“It means a lot, especially considering I’m a junior with all seniors,” Karlee Barton said. “It was kind of like a go big or go home thing. There was some pressure to get them the championship, but at the same time, there wasn’t because I knew they had my back if I missed a spare.”

“It means everything,” Kaylee Zukovich said. “We worked so hard for this and we did the best we

could. We had our ups and downs, but we never worked harder or came together as a team as we did today. We wanted it and we came out today and took it.”

West had taken 10th the past two years at state and with its neighboring rival Lockport looking for its second straight title after beating them by 500 pins at the sectional, few thought the Tigers had a chance at the state title.

But with three girls in their third year at state (Gracie Plese, Melissa March), one of them in their fourth state appearance (Taylor Bailey), the Tigers used their teamwork and experience to hold off a host of contenders in the strongest and deepest field in state history.

“This is so amazing and such a great way to end my career with,” Plese said. “The connection we had as a team this year is the difference. We were all friends outside and inside the alley. Being there for each other is really what got us through.”

Porter wrestlers earn three medals at state

CHAMPAIGN – When the Porters’ Shayne Oster took to the mat against St. Rita’s Austin O’Conner last weekend in the Class 3A 145 pound state finals at the State Farm Center on the campus of the University of Illinois, there were two things guaranteed.

One was that the winner would win a state title for the second year in a row and also that a Lockport resident would be crowned a champion.

Unfortunately for Oster, the win went 3-2 to O’Conner, a Lockport resident and now three-time state champion.

“Austin is a great wrestler and great competitor and I knew it was going to be a tough match,” Oster said. “I knew it would be back and forth and anyone could win it, it just didn’t go my way.”

While the win finished off O’Conner’s undefeated season, he did not beat Oster the way he is accustomed to beating his opponents.

“I want to break every kid that I ever wrestle so they never want to wrestle me again,” O’Conner said.

“But, I don’t think I did that in that match. He is a tough kid. He has a funky style and real good hips and he is hard to finish takedowns on and he likes to funk out of them.”

The two were almost teammates before O’Conner decided to follow his older brother and a friend to St. Rita.

“I live right across from Lockport (East) and I was thinking about going there,” he said. “But, my brother wrestled at St. Rita and I got to know the coach and the whole team there by that time.”

Oster knows what it would have meant to have that type of quality added to the room.

“It would have been fun having another kid that good on our team helping us be good,” he said. “It is a weird situation having two people from the same town even being in the same bracket and to have us both in the finals was quite a coincidence.”

Minooka’s season came to an end Thursday in a 45-38 Minooka Regional final loss to Southwest Prairie Conference foe Oswego East.

However, the Indians advanced to their own regional championship game against another SPC opponent, Romeoville, defeating the Spartans 47-36.

The Spartans fell behind early 9-3, but had it to 11-10 when post Jahari Smith picked up her second foul.

With Smith missing the entire second quarter, the Indians took advantage, building their lead to 11 before taking a 27-18 lead at the half as Minooka’s Hailey Arlis scored 11 points in the first half.

“They were passing the ball and I was wide open,” Arlis said. “I just shot it and they kept going in.

“They always play us tough, so I’m glad we were able to battle through it,” Sydney Arlis said. “Even

when they closed the gap we didn’t give up. We relied on our practice and how hard we battled.”

The Indians were able to use their stall game and free throw shooting to finish off the game.

“A lot of times in the fourth quarter when we have the lead we have me and Sydney and Hailey too, holding the ball and only taking a good shot,” Bachmann

said. “We can all handle the ball well and we don’t have to force a bad shot.”

“We’ve been in a lot of close games, so we just needed to be confident and know that we could close it out in the end,” Sydney Arlis added.

Bachmann finished the game with 15 points, while Hailey and Sydney Arlis each added 11.

“Playing them three times this year, we really knew their strengths and weaknesses,” Bachmann said.

“It was going to come down to who was going to get the loose balls, grad the rebounds and make the free throws. They made it a lot closer in the third quarter than it probably should have been, but we fought through it and it shows our character on this team.”

In the fifth-place match, Assaf beat Alec Riportella of Mundelein 4-3.

“I had a lingering injury all year, but no excuses,” Assaf said. “It was

nice to end the year on a positive note,” but I wasn’t really happy with how I did.”

Timmons opened with a pair of wins, beating Jake Meyer of Barrington 13-6 and Josh Barzowski of Niles Notre Dame 5-1.

In the semifinal, Timmons lost to Fernie Silva of Rockton Hononegah 12-9, but suffered an injury and had to forfeit the rest of his matches,

placing sixth.

The Porters also had Brandon Ramos (126), Baylor Fernandes (138) and Ronald Tucker Jr. (285) compete.

Joliet West had Darvell Flagg (113) and Meekah Ben-Israel (220) compete but not place.

Minooka also had a duo at state in Kenny Kirkland (160) and Carson Oughton (170).

“I came here freshman year by myself and it wasn’t the same,” Bailey said. “My sophomore and junior year coming here as a team was a big step up. Winning state puts it all together and I could not be more proud of this team.

Being here four years is great and winning, I don’t even have words to describe it.”

“I’m really glad the team helped pick me up when I shot lower and I was glad I could make up for it with some other games,” March said. “This year we were all really close friends and we were able to mesh well together. We knew what to do to help each other get back up. We were able to keep everyone up. I’m glad I was able to overcome my nerves and help out the team.”

The win also was the first time a coach won both a girls and boys state bowling title as coach Jeff Bailey won a boys state championship with Plainfield South in 2010.

It also marked the final time he would be coaching his daughter Taylor.

“It is a very honorable feeling,” Jeff Bailey said. “Sometimes it can be difficult to coach your daughter.

To come out on top, it shows her strength and mentality to focus on the lanes. We will never forget this day. This will be something we will talk about to her kids. It is really good for her.”

“Winning with my dad by my side is pretty great,” Taylor Bailey

said. “We overcame our coach and player relationship because we didn’t really get along when he first started, but now we got it.

To be a champion with him is the greatest feeling ever.”

Meanwhile, the Porters, who entered Saturday in fourth place - the same position they were in last year when they rallied to win, made a Saturday morning push once again, shooting a 3,261 in the morning to move into second place, 82 pins behind West, who held its own with a 3,130.

But the afternoon wasn’t kind to Lockport, which fell into third after the fourth game when it shot a 969 to Freeport’s 1,182, and it finished third with a 12,398 total.

Freeport shot a 12,476.

“To come here and place first, second or third, that is great,” Mendez said. “Yes, we wanted to repeat, but to bring home a trophy, that was awesome. We grinded so hard in the afternoon. We didn’t get all the spares we needed to.”

Mendez finished off a stellar career with a 2,581 total, good for 17th place.

“It is a good end to my career,” Mendez said. “To be on Lockport and be a part of all their success makes me happy and I struck out my last frame. I’m very happy with how my career ended. It could have been better, but I’m not disappointed.

Junior Paige Reiter was 19th with a 2,578 and Bailey Delrose added a 2,456.

Minooka didn’t advance to finals as a team, but advanced junior Carmella Russell, who finished 69th with a 2,261.

Leading the way was Plese, who finished second in the state individually and earned her second All-State medal with a 2,736 12-game total.

“The pressure motivated us and we knew we wanted to bring it back to the school,” Plese said. “I wasn’t worried about where I was individually. I just wanted to get the pins for my team and it paid off when I made it individually, too.”

Many members of the guidelines committees have strong ties to the pharmaceutical industry.

Most of the time, but not always, those ties are disclosed in reports and published papers, and a patient can see that a drug company may have funded a committee members’ research.

Do those connections make it more likely members will vote to expand the market for a company that’s been generous to them? Do they make it easier to overlook evidence of harm caused by a particular drug?

Those new definitions of who has diabetes raise questions for millions of Americans with A1C levels in the pre-diabetes range.

Should they take these drugs, change their diet or exercise more?

“It’s increasingly acknowledged that setting the targets for lowering blood sugar should be done with doctors and patients based on what they believe is important and the benefit they are likely to derive,” Shah says.

The Mayo Clinic offers decision tools for patients to help them weigh risks and benefits of particular drugs.

I like my job, except for having to pitch the store’s credit card to customers. Like you, I believe debt is a bad thing. Still, my bosses are putting more and more pressure on me to sell the cards. It’s been bothering me a lot lately, and I was wondering if you have any advice for my ethical dilemma?

Evette Dear Evette, If you’ve been in the business for very long, I guess you’ve discovered that most retail stores make more money on credit than the sale of merchandise. In my mind, you’ve got two types of integrity that are pulling at you. Your personal integrity wants you to do a good job for yourself and your employer, but it’s also telling you that credit cards are bad products. That makes you feel like you’ve signed up to sell something that you don’t believe in.

You wouldn’t want someone working for you who wouldn’t follow your instructions, and I wouldn’t want someone working for me who doesn’t believe in what they’ve been hired to do. For the sake of your own integrity, I would suggest that you find another part-time job. If you feel this

Raising the rent Dear Dave, I have two small duplexes in Idaho that I rent for $400 a month, each on one-year leases. The rent is about $50 to $75 below similar units in the area. The tenants in all four places are great, so how do you know when, or if, you should raise the rent? If you raise the rent, how do you keep good relationships with your tenants?

Teresa Dear Teresa, My advice with rental properties

is to raise the rent a little bit each year. You want to be fair and affordable for your tenants, but you don’t want them thinking the rate is locked in forever. As a business owner, if you don’t have small, manageable increases on a regular basis, you’ll look up in four or five years and realize you’re losing money because your rent is way below market value. Then, if you implement a big rate hike out of nowhere, your tenants will have a fit. After that, you could be looking at empty properties.

When it comes time to renew the leases, try explaining to them that you’ve looked around in the market and other very comparable units are going for $450 or more, but that you appreciate them and what good tenants they are. Then, propose signing the new lease at

$410 or $420. Don’t raise it to full market value. In most cases, this kind of approach will keep both parties happy.

As a landlord, you’ll be able to retain quality tenants and make more money. As a renter, you’ll have the comfort of knowing you rent isn’t going to suddenly jump sky-high. It’s a win-win!
