Shorewood seeks study for several village facilities Space needs for public works, police station and recreation center to be examined

The Shorewood Village Board of Trustees unanimously moved forward with a proposal put together

by Tria Architecture to study space needs for a public works facility, police station and recreation center at its Sept. 12 meeting.

“This was brought up [at a recent public meeting] that we would like to have a needs study done for these three complexes,” Village Administrator Roger Barrowman said.

The study is meant to start by identifying what the Village already has in terms of space.

Tria Architecture intends to meet with key staff members and board members to talk about needs.

The scope of each study will differ for the three proposed projects, but the spaces are to be analyzed to determine how the Village currently operates.

“The public works [facility] will probably be the quicker one, as we’re going through the vehicles and so forth,” said James Petrakos, a principal architect for Tria Architecture. “[The] police [station] is a little bit more intricate in which we’re going through, in terms of the trends and so forth. The recreation [center]—since we’re kind of starting from scratch—there’s no set department to [launch] the facility. There’s a community outreach portion of that, so we want to get the surveys out and get it out to the community, so they can actually

look at that. We want to give people enough time to actually respond and we can get enough feedback back and then talk about it.”

Each of the spaces will be examined by Tria Architecture concurrently.

In budgeting for the study, the Village is allotting $18,850 for the recreation center, $20,850 for the police station and $14,850 for the public works facility.

The analyses will be presented to Shorewood officials as early as January 2018.

“We can break them up into pieces, so we can concentrate one versus the others,” Petrakos said.

“They are different. Each one of them is different with [differing] thought processes of how we approach each one.”

No plans to take further action can be advanced without the approval of the Board of Trustees.

Joliet Unity Movement begins 4th year of events, programming Joliet Unity Movement’s Youth Summit was Saturday September 16, marking the start of the fourth year of events and programming.

A panel of Student Ambassadors from Joliet Township High School’s West and Central campus presented on a variety of topics.

Joliet Unity Movement youth interviewed the Student Ambassadors who gave insight and advice for up-and-coming students as well as connected current students to resources offered by the schools.

The Student Ambassadors showcased their career academy choices and described what factors led to their decisions.

They also reflected on their

participation in various events Joliet Unity Movement has held over the years.

Members offered a platform for youth to select the topic of the next Youth Summit. Choices such as Bullying, Understanding Mental Health, Immigration, and Black on Black Crime.

Joliet Unity Movement Youth Summits are held the 3rd Saturday of each month. A Youth led discussion on topics affecting junior high and high school students is discussed in a judgment-free zone guided by the Joliet Unity Movement staff.

Each Summit offers entertainment such as music performers or DJ, snacks and drinks. There is no charge for youth and everyone is welcome to attend.

At 10:19 a.m. on October 19 millions of people across the United States and around the globe will take a few minutes to practice three simple actions that could save their lives during a major earthquake.

The Illinois Emergency Management Agency (IEMA) and municipal and county emergency management agencies are encouraging Illinois residents to drop, cover, and hold on during The Great ShakeOut earthquake drill.

“Earthquakes occur without warning, so it’s important to know what to do as soon as you feel the earth shake,” said IEMA Director James K. Joseph.

“With two seismic zones in southern Illinois and residents who travel throughout the world, it’s important that everyone knows how to stay safe during an earthquake. The drill takes only a few minutes, but the lessons learned could save your life.”

The Great ShakeOut drill centers around the drop, cover, and hold on

actions: drop down to the ground, take cover under a table or other piece of heavy furniture, and then hold on until the shaking stops.

In October 2016, nearly 500,000 Illinoisans took part in the ShakeOut drill.

To date, more than 300,000 people in Illinois are registered for this year’s event.

Some of the most powerful earthquakes to ever occur in the United States happened in the winter of 181112 in the New Madrid Seismic Zone, which reaches into southwestern Illinois. That series of earthquakes lasted for several months and shaking was felt as far away as the East Coast. A similar earthquake today could cause catastrophic damage in a region that is

much more developed and populated than in the early 1800s.

Schools, businesses, government agencies, families, and others can register to participate in the drill at www. shakeout.org/centralus.

Registered participants will receive additional information about the drill and earthquake preparedness.

While the international drill will take place on October 19 individual drills can be conducted anytime within two weeks of that date.

Board speaker proposes hiring freeze Essential services, such as the Sunny Hill Nursing Home, would be exempt from the freeze Will County Board Speaker Jim Moustis (R-Frankfort) has called for a countywide hiring freeze for the 2018 fiscal year. His announcement was made in the wake of the recently passed state of Illinois budget which reduced funding for local governments.

He has also asked county departments to hold the line on personnel hires for the remainder of this year’s fiscal budget.

“It would be financially prudent for the county to take steps now to compensate for expected funding cuts from the state,” Moustis said. “We have to plan accordingly and not outspend our revenues.

I believe we can make our hiring choices more efficient without impacting any vital services to the people of Will County.”

Local governments across Illinois, such as Will County, will see less funding from the state of Illinois as it keeps a greater percentage of local sales tax receipts and decreases replacement tax allocations, local distribution funds, sales tax surcharges, and regional transit authority dollars. Will County specifically will see $2.4 million less. Finally, county health insurance premiums for employees are expected to rise by an estimated $2.3 million next year.

In total, Will County will have to make up for a $4.7 million reduction in revenue. The total county budget for the current fiscal year is $570 million.

“We will see less money next year, but nothing we can’t handle,” Moustis said. “I’m just asking the county executive and all other departments to plan ahead so they don’t get stuck in a tight spot next year.”

Along with a temporary hiring freeze, Moustis asked departments to not increase their budgets for personnel during the next fiscal year. Essential services, such

Board provides new option for proper disposal of worn U.S. flags The Will County Board has installed a new flag retirement box on the first floor of the Will County Building. The flag disposal box is the result of a partnership between the Board, the National Association of Counties, and the National Flag Foundation. Residents who wish to dispose of a flag should fold it respectfully before placing it in the box.

The United States Flag Code prescribes flag etiquette — everything from flying it near other flags to instructions on how to raise and lower it. It says: “The flag, when it is in such condition that it is no longer a fitting emblem of display, should be destroyed in a dignified way, preferably by burning.”

Members of the local Boy Scouts will be responsible for the proper disposal of the worn flags.

“This centrally-located dropoff provides convenience while respecting our national symbol,” says Will County Board Chair of Legislative Committee, Suzanne Hart (R-Naperville). “The county is unified in helping our citizens to respect our great nation while disposing of old or worn out flags.”

Residents can find the flag disposal box at the Will County Building is at 302 N. Chicago Street, Joliet, on the first floor.

After hearing safety concerns from residents about traffic flow on Weber Road, the Will County Board has voted to support a temporary traffic signal at the intersection of Weber Road and South Carillon Drive.

Weber Road is one of the busiest highways in the County and is slated for construction projects in 2018.

“Residents let us know that they have become concerned about traffic at the south Carillon community entrance on Weber Road,” said Mark Ferry (D-Plainfield), a representative of District 13 where the intersection is located. “Safety always comes first. I’m happy to report we could support a traffic signal in that location so our residents know we have their best interest. I will always be willing to take a stand for the safety of our Will County residents.”

Residents from the Carillon community previously met with board members Ferry and Tim Kraulidis (R-Joliet) about heavy traffic flow surrounding the busy entrance from South Carillon Drive to Weber Road.

Unlike a second entrance to Weber on North Carillon Drive, the south has no traffic signal.

Residents said they had a hard time safely turning left out of the exit.

“Weber Road will be undergoing significant changes over the next few years as construction begins to widen the highway,” said Kraulidis, also of District 13. “This was a perfect example of residents letting us know their concerns so we can best meet their needs as these projects are about to get underway.”

In conjunction with Romeoville and Bolingbrook, Will County has scheduled Weber Road to undergo widening and reconstruction projects beginning in 2018. The project is expected to take up to two years.

Plainfield Central was showing its potential, Minooka was on its heels, and Indians coach Carrie Prosek decided it was time for a little talk with her team.

“We have the target on our backs this year,” said Prosek, whose Indians occasionally need to be reminded they are the area’s top-rated team and the defending Class 4A runnersup. “We’ve got to come out and play like we own the gym.”

The Indians took the message to heart, overcoming the early 6-2 deficit by reeling off eight straight service points.

It wasn’t easy, but the Indians deflected the Wildcats’ youthful exuberance and pulled away for a 25-15, 25-19 win to stretch their season record to 15-1.

The Wildcats have been a consistent thorn in the Indians’ side

over the past few years and this was the first win by Minooka over Plainfield Central in a conference match during Prosek’s three years with the team.

Wildcats coach Erik Vogt was aware of the difference on this night, though.

“We’re a young team, and our challenge is consistency,” Vogt said. “They have very good ball control. A lot of their kids are three-year starters.”

Holly Bonde had the big night hitting on the Hits For HUGS benefit game between Minooka and Plainfield Central.

The 6-foot, 1-inch senior dominated with five kills and a block in the first game as the Indians reversed the early Wildcats lead.

Lockport’s woes continue against Andrew

A year later the Lockport Township football team found its situation flipped with its opponent.

This new situation isn’t any fun for the Porters.

The season-long offensive woes continued to plague the Porters and they fell to Andrew 17-14 in a SouthWest Suburban

Conference clash before a homecoming crowd on Friday, Sept. 15 at Lockport.

It was the second straight 3-point win for Andrew (32, 2-2), which defeated host

Bradley-Bourbonnais 28-25 the week before. Two more victories and the T-Bolts, who were 1-8 last season, are playoff eligible. The Porters (1-4, 0-3), who defeated Andrew 42-16 in Week five last season en route to six wins, lost for the fourth straight week and will have to win out to have any opportunity for the playoffs.

Lockport has only scored 62 points on the season. Seven of those were the result of a 95-yard punt return in a 14-0 victory over Downers Grove North on Aug. 25 in the season opening game.

Since then the Porters have given up 101 points.

“In the first half they won the battle of the rushing game,” Lockport coach Dan Starkey said of the T-Bolts. “We stayed away from giving up the big play, but overall their run game did the job.”

The T-Bolts only scored 17 last week, but they were enough.

They also controlled the tempo of the game, never throwing a pass, holding the ball for 30 minutes and 19 seconds and racking up all of their 261 yards on the ground.

Cole Griffin was the workhorse for Andrew. The senior running back, carried the ball 31 times for 170 yards and scored a touchdown. For good measure he doubled at corner back on defense and punted the ball on special teams.

“I’m exhausted,” Griffin said after the game. “I [was] working hard out there. This was the biggest game of the year and we were ready.”

When the Porters won last game with Andrew last year, they moved to 4-1 overall. The T-Bolts lost their first eight games a year ago before winning the final one of the regular season. But in his second season Andrew coach Adam Lewandowski has them

believing.

“They are really starting to get it,” Lewandowski said of his team. “The offensive line was doing great and we will enjoy the victory. I believe that’s the first time since I’ve been here that we haven’t passed. My coaches told me early on that if your game plan is working and the kids are executing than there is no reason to get away from it.”

It certainly worked perfectly on the T-Bolts first two drives. In the opening march of the game, they went 61 yards - including a 5-yard Porter penalty, took nearly eight minutes off the clock and scored when senior quarterback Jack Condon (14 carries-31 yards) barreled in from 6-yards out with 4:08 left in the first quarter.

“We’re a run first offense,” Condon said. “I don’t have to pass if I don’t need to. Cole put us on his back and the offensive line was dominant.

“We need five wins to possibly make the playoffs. We know that going forward.”

The Porters tried to answer, but after going 53 yards in just five plays to set up a second-and four situation at the Andrew 18. from there they gained one yard, threw an incomplete pass and were sacked on fourth down as the red zone woes that have plagued them all season continued.

Andrew came right back and marched 77 yards in 10 plays.

Griffin had the big run on the drive, a 37-yard gallop, that would have been even longer if the T-Bolts didn’t have an illegal block on the play. Griffin ended up taking it in from five yards out with 8:19 left in the second quarter and sophomore Peyton Benes added the extra point for a 14-0 advantage.

“We were ready,” Griffin said.

The Andrew offensive line was junior Kadden Heatherwick at left tackle, senior Kyle Manzi at left guard, junior Adam Jumah at center, senior Austin O’Connor at right guard, and senior Yousef Samara at right tackle.

After an exchange of punts, the Porters finally got moving on offense. They went 61-yards in seven plays and scored on a 12-yard TD pass from junior quarterback Jacob Karli to senior wide out Austin Hoffman with 57.4 seconds left in the first half. That cut the lead to 14-7 and it remained there at halftime. Karli (9-of-18, 104 yards TD , INT) was 4-of-4 on that drive, all of them to Hoffman (6 receptions -79 yards), for 58 yards.

Lockport hopped to carry that momentum into the second half.

But, after getting one first down on the ensuing drive to open the third quarter, they had to punt.

“We needed to get a few stops and first downs of our own in the first half and we really didn’t,” Starkey said. “Then we got the

To make matters worse for the Porters, they turned the ball over when senior defensive back Sean Callaghan intercepted Karli on the next possession at his own 42. From there Andrew drove to a first and goal at the five. An apparent touchdown run by Griffin was called back for holding, but Benes knocked a 21-yard field goal through the uprights for what was then a 17-7 lead. Those proved to be the winning points.

After an exchange of punts and a key stop by senior defensive end Haleem Ajibola, the Porters got the ball back midway through the fourth quarter. Karli (13 carries-56 yards) had a 26-yard run as they drove 56 yards in six plays and scored on a 9-yard TD burst by senior running back Tavares Moore (15 carries-70 yards) with 4:23 remaining in the game. Junior Ryan Barth added the extra point and that cut the lead to 1714.

Andrew gained one first down, but a senior defensive back Jonathan Savage was there to make a big tackle for loss and help force a punt. Out of time out, the Porters got the ball back on their own 37 with 1:05 left in the game. Karli

quickly completed three straight passes, including two to senior Nick Ward (3 catches-25 yards) and had a second-and-three situation at the Andrew 40.

Another 10 yards and they would be in realistic field goal range. But, with the time running down, Karli was forced to spike the ball to stop the clock on second down. On third-and-three he rolled to his right, but everyone was covered and he ran out of bounds for a 3-yard loss. On fourth down from the 43, Karli’s pass sailed high with 11.6 seconds remaining and Andrew ran out the clock to register back-toback wins for the first time since weeks seven and eight of the 2014 season.

In the meantime the four losses in a row are the most for the Porters since they opened the 2014 season 0-4.

“We battled all the way and I’m proud of the kids for that,” Starkey said. “We were running against the clock [at the end] and we didn’t execute there. We just have to get better. Defensively we have to be able to force a turnover. We had two even teams [with Andrew] and it’s disappointing to come up short. Hopefully we can play well [this Friday, Sept. 29] at Bolingbrook.”

Bonde’s strong play gives the Indians an additional weapon — not that they needed many more with Periner, all-stater Alli Papesh and the solid setting from Zoey Seput. “ Holly really has stepped up,” said Prosek. “It’s nice to have that extra piece.”

While the Indians are the present power and look to be rounding into mid-season form, Vogt has just one senior on his team.

He does have 6-4 sophomore Taylor Landfair, a worthy successor to ex-Wildcats all-stater Ashley Shook and Vogt was encouraged by his team’s play in the second game.

“I thought we played with them point for point most of the way,” he said. “Minooka just played really well.”

Landfair’s solid play at the net helped keep Plainfield Central in the contest, and the second game was even at 14.

That’s when Bonde stepped up to serve and the defense Periner and Klank at the net produced a 5-0 run that finished off the Wildcats.

After an ace by Bonde, the Minooka defensive duo stuffed potential Plainfield kills and Minooka finally had some breathing room.

It was an emotional evening, as the two teams came together before the game for the Hits For HUGS benefit, scheduled each year by the Shorewood HUGS (Helping U Get Started) organization.

Each year, volleyball team helps HUGS raise money to

assist a worthy area family, and this year, the recipient is a neighbor with close ties to Minooka volleyball.

Dawn Derby is battling an advanced form of cancer.

Two of her children attend Minooka, and her cousin is Minooka freshman volleyball coach Nicole Diamond.

Derby read an emotional statement before the game, discussing the challenges of her cancer diagnosis and treatment.

Both teams wore Hits For HUGS t-shirts before the game, and both coaches wore them throughout.

This is the fifth year Minooka has hosted the Hits For HUGSnight.

“I talked with Erik over the summer and he went out and got the shirts for his team,” Prosek said. “It’s a good organization, and it’s nice to be able to help someone close to home.”

Help parents two ways: with loan, lesson DEAR DAVE, I graduated from college two years ago, and I have a good job making $60,000. I have about $10,000 in student loan debt, but my mom and dad have a real issue with their roof. It’s leaking in places to the point they have to set buckets around to catch the water, and I’ve gotten repair estimates of $3,000 to $5,000. They’re good, hard-working, blue collar folks, but they’re less fortunate financially and have more debt than I do. What should I do first — help them fix the roof or pay off my student loan debt?

JORDAN DEAR JORDAN, You’ve got a great spirit, man. If I woke up in your shoes, I’d probably help them fix the roof first. The only way I would do that, though, is if they agree to let you help them

address the reasons they don’t have any money. If you have the cash, go ahead and pay for the roof. But let them know they must pay you back by getting some financial counseling.

I know you love your mom and dad, and they work too hard to be broke. We’re not talking about you shaming or condemning them in any way. Talk to them in a loving,

caring way, but you have to address the situation. If they’ve worked all their lives and can’t come up with $3,000, something’s wrong. The fact they don’t have any money is the symptom. The problem is they’ve mishandled the dollars they earned. Even if you don’t make a lot, you can have cash set aside for emergencies if you manage it well.

You’re a young guy making good money, so there’s no reason you can’t do both things quickly. Help your folks with the roof, then turn around and knock out that student loan debt. It won’t be a huge burden to you. But remember, you fixing their lives without them fixing their lives will be a burden — to all of you!

BETH DEAR BETH, Something like that depends entirely on your overall financial situation. Buying a $100 bottle of wine is pretty stupid if you only make $20,000 a year. It’s not unreasonable, though, if you make $200,000 a year. Having a great income-toasset ratio and living debt-free gives you the opportunity to relax and enjoy a few things.

You’ve got to take the whole picture into account. I know a guy who makes well over $15 million a year, and he bought a $200,000 car. As a ratio, that’s a very small percentage of his income. So, it’s kind of silly to say an item is too expensive, or an irresponsible purchase, based on price alone.
