Attorney finds no criminal intent in fuel usage Firm Klein, Thorpe and Jenkins selected to lead the probe into the mayor’s fuel usage

The Shorewood Village Board of Trustees reviewed the legal opinion recently provided by the firm selected to lead the probe into the mayor’s fuel usage.

The matter drew a number of residents to a public meeting held following the April 4 election.

Shorewood officials took action at its June 27 regular meeting to retain legal counsel to advise the board on what, if any, action to take moving forward. At that point, the Village sought the assistance of Klein, Thorpe and Jenkins.

“I tried to cover all the bases to make a determination,” said Scott Nemanich, an attorney for Klein, Thorpe and Jenkins.

To arrive at a conclusion, Ne-

manich interviewed 16 staff members and elected officials, reviewed a number of documents and surveyed the site of the Village-owned gas pump the mayor used.

“The whole saga starts out basically on May 20, 2011 when Kurt Carroll left for the Village of New Lenox,” he said. “At that point, the mayor stepped in the role—decidedly stepped into the role—of village administrator. It was nothing formal [and] the board never approved, but I gather everyone who was on the board at the time knew how [it was.]”

At that point, Chapman had access to the Village-owned gas pump.

On Aug. 23 of 2011, Roger Barrowman temporarily moved from the public works department to serve as village administrator.

Chapman continued to possess the key to the fuel pump.

By November of 2011, a new village administrator was brought on board and Barrowman reverted back to public works.

2012 and 2013. Each time, Barrowman was appointed by the board to serve as the interim.

“And, then he signed a formal contract on June 11, 2013 and he’s been administrator ever since,” Nemanich said.

When the Village began utilizing Windows in May 2016, access to the Village-owned fuel pump was dislodged. Around that time, Barrowman became aware the mayor had a key.

Nemanich said there are different accounts detailing the manner in which the mayor sought access to the key.

Barrowman had contacted the Village’s attorney, Dave Silverman,

to seek input on the matter.

Village code stipulates that elected officials seeking reimbursement must submit an itemized list to be approved at the discretion of the Board of Trustees.

“The rest of the history you know it,” Nemanich said. “Then, came the April election, flyer [was distributed] by April 3, FOIA thereafter, [the mayor] stops using of the key [and by] April 11, the board shuts it down.”

To date, the cost of the mayor’s fuel usage reportedly amounts to $2, 218.79.

“The reason that you just can’t fill up gas—as I explained to you and if you didn’t understand that before, I could be wrong, but I have a hunch the mayor understands now. We went over this,” Nemanich said. “Very simple, it’s a check and balance.”

Nemanich said while he does not find criminal intent, it could be close to official misconduct.

“I do not find official misconduct,” he said. “And, why’s that?

Because he never intended—at least in my book, [nor] in my investigation—to steal from this Vil-

lage. He thought [maybe] he could save [the Village] a little money.”

Nemanich added that that’s why when an elected official gets put under a microscope, they never want to be in a position to verify their actions.

Nemanich said moving forward, it needs to be made clear the board is not at fault.

At the board’s next public meeting, Nemanich suggested that Chapman extend an apology to the trustees and the village administrator, arrange a private meeting with village staff to address how he will make up for it and make a payment in an amount to be approved by the board.

Trustee Daniel Anderson wanted to thank Nemanich for his work.

“I think you brought up a few things that [we] weren’t aware [of],” he said. “This served a purpose.”

Shorewood Mayor Rick Chapman agreed with Anderson’s remarks, and said he knows what he will do moving forward.

“I made notes and will follow through on that,” he said.

Residents celebrate magic of Harry Potter “It’s a Harry Potter community ... They love it, and I know that staff really enjoys doing it, too”

Shorewood-Troy Public Library wrapped up its summer reading program July 28 by hosting its third annual Harry Potter Extravaganza.

The event coincided with the 20th anniversary marking the launch of the popular fantasy book series.

“Last year, we averaged about 300 people in the building for Harry Potter Day, so we’re hoping to get about the same if not more for this year,” said Shalyn Rodriguez, Shorewood-Troy Public Library’s head of the children services department. “It’s a Harry Potter community. They love it, and I know that staff really enjoys doing it, too.”

Children and families enjoyed various programs throughout the building. There, they dropped in for charm’s class, defense against the

dark arts, potions and a trivia challenge on the history of magic.

Lincoln Malley, 10, of Shorewood, came dressed as one of Harry Potter’s enemies, Draco Malfoy, to explore the magical world created at the library with his siblings. He carried a snake-shaped wand and wore a long, black robe with a tshirt beneath that read, “Mischief Managed.”

“I like all the books, all the movies and dressing up for it,” Malley said.

“I love celebrating it.”

Malley was sorted into Slytherin.

He said he thinks he is a good fit for the house because sometimes he can be rather sneaky.

“It depends on the situation,” Malley said, laughing.

Jake Piotrowski, 7, of Shorewood, was roaming the library’s magical world of Harry Potter with his mom and sister, Sara and Brooke.

“We just finished the books,” Jake said. “I really liked the books.”

Sara said the library does a good job of bringing the magical world of Harry Potter to Shorewood.

“I can’t believe all the amazing stuff they’ve done with the Whomping Willow, the Hogwarts Express upstairs, all the portraits when we came down the stairs,” she said.

“That was really, really cool.”

Sara said she has grown to love Harry Potter. “[I’m a really big fan] now that we’ve read all of the books,” she said. “It took us a little over a year.

[Jake] and I read them. We became very big fans.”

Rodriguez said she and others on staff view the Harry Potter series as such a hot read to lend out to library patrons.

“Since the series is so timeless, even young kids that are growing up now—even though Harry Potter came out 20 years ago—they still come in and check [the books] out,” Rodriguez said. “They’re constantly off the shelf. They’re still reading them. They’re reading them at home with their families. So, it’s not going to be something that’s just going to die off after a year.”

Rodriguez wants the library to

keep incorporating new aspects of Harry Potter every year to make the event bigger and better.

“We get people from Minooka, Joliet, Plainfield,” she said. “They come from all over.”

The way Harry Potter Extravaganza draws patrons to the library is formidable, Rodriguez said.

“Since it’s our third year, a lot of people know and expect to come to this,” she said. “[The event spreads] by word of mouth, too.”

Sara said she thinks Harry Potter’s popularity is undeniable.

“I think the stories are just captivating,” she said. “The characters are relatable. You root for Harry the whole time. Jake and I are having a hard time finding something new to read because we miss [the magic.]”

Rodriguez agreed.

“It’s a timeless classic,” she said.

“It’s just something that people of all ages can relate to. It’s the magic, and just being together and experiencing all the different activities is what draws people, I think. It’s just a great series.”

‘Backyard Birds’ head to Plum Creek Nature Center Exhibit will be on display from August 9 through August 31 Using India ink and homemade paint made from vegetables, spices and soils, Chicago artist Catherine Game has created a special collection of artwork focused on the birds of Chicago.

Her “Backyard Birds” collection is now headed to Plum Creek Nature Center in Crete Township following its runs at Four Rivers Environmental Education Center in Channahon and Isle a la Cache Museum in Romeoville.

The exhibit will be on display at Plum Creek Nature Center from August 9 through August 31.

Birds” exhibit. “Positioned along the Mississippi Flyway, hundreds of birds migrate through Chicago every year. It’s a miraculous phenomenon that I love to capture with paint.”

Her painting subjects range from a red-tailed hawk and a northern cardinal to a black-capped chickadee and a common goldeneye.

Each bird in the collection was spotted within a block of her mailbox.

College is a good thing ... to a college student 58 percent of Republicans feel college has a negative effect on the country

BY GREG SCHWEM Tribune Content Agency I entered my daughter’s room to find her knee-deep in a pile of cardboard boxes, plastic containers and garbage bags, all stuffed to the gills. The scene resembled someone preparing for, or returning from, the mother of all yard sales.

“What’s with the purge?” I asked.

“Check the calendar, Dad. I head back to college in two weeks. Just getting an early start on packing.”

“So, you’re actually going back?” I said. “To experience what will be known as your junior year?”

She stopped trying to cram a toaster into a container that looked as if it were made for holding little more than toast.

“Why wouldn’t I go back?”

“You’re a Republican, right? You voted for Trump?”

“Yes, and yes,” she confirmed. “But what does that have to do with my decision to complete my college education?”

“You obviously haven’t read the recent Pew Research Center poll,” I said.

“Nobody has polled me about anything,” she replied, and then added, “Wait, some dude at the basketball game last January was asking questions about our Spring Break plans. Was he from Pew?” I enlightened her on the recent poll from the non-partisan fact tank concluding that 58 percent of Republicans feel college has a negative effect on the country, a 13 percent increase over last year. Colleges are still viewed in a favorable light overall, as Democrats overwhelmingly support their existence, according to the poll. And young Republicans such as my 20-year-old daughter still, on average, view college favorably.

But I wanted her views on higher education before dropping her next tuition check in the mail.

“Dad, I can’t think of one negative thing about college,” she said, a sense of panic creeping into her voice that implied I might march her down to a local employment office in the next five minutes and say, “She’s ready to work. Just give her whatever’s available.”

“Does that opinion have anything to do with the fact that you’ll be celebrating your 21st birthday at school this year?” I asked.

“Yes, I mean no, of course not. It’s all about the education, Dad. You want me to have a diploma, right?”

“That was always the goal,” I said.

“But now I wonder what might happen if your first job interview finds you sitting across the desk from some crusty, longtime Republican donor who looks at your college experience on your resume the same way you looked at broccoli when you were 5.”

“That’s another great thing about college,” she said. “I don’t have to eat vegetables.”

“That’s worth the price of tuition,” I said. “But what about the stodgy Republican who may not hire you because of your academic history?”

“I’ll wear a ‘Make America Great Again’ hat to my interview,” she said.

“That should help.”

LETTER TO THE EDITOR DEAR EDITOR, Over the past two years, social service agencies and the individuals diagnosed with mental illnesses have been severely impacted by the lack of a state budget. One in five of us, 20 percent of the population, you, your friends, coworkers, parents, children, siblings, peers will struggle in any given year with the challenge of a mental illness.

After the recent passage of a bipartisan budget, it’s important to look at the positive aspects of this development.

As president of the Will-Grundy Affiliate of the National Alliance of Mental Illness, and former caseworker at Cornerstone Services, I have seen firsthand the devastation that the budget crisis has had on members of our community. Local agencies that provide mental health services did everything possible to continue to provide services during the stalemate, including taking out

loans, cutting programs and laying off employees. They did all this to provide minimum services to people in our communities that need it the most.

Services for individuals diagnosed with a mental illness are woefully inadequate at best and without access to affordable mental health services, our clients will not have anywhere to turn for support. Individuals diagnosed with a mental illness will tell you that that meeting the challenges of recovery is like walking up a down escalator. If you do not work hard and make forward progress each and every single day the illness will take you down. When treatment is not available, recovery becomes unlikely; homelessness, substance abuse and crime are the inevitable AND costly result. In the long run, providing mental health services and preventative care is not only the right thing to do, it has a profound cost-savings for the state.

I know there has been a lot of criti-

cism of legislators because they voted for the budget, but continuing down the path we were on would have been catastrophic. The stigma of mental illness persists. Stigma is a mark of disgrace that sets a person apart. When a person is labeled by their illness they are seen as part of a stereotyped group.

Individuals diagnosed with a mental illness are not inherently lazy, violent and unpredictable, do not have a personality flaw, are not “psycho” and certainly are not beyond help. I would personally like to thank State Representative Natalie Manley for making the tough decisions, recognizing the social and economic value of support and recovery and continuing to put the needs of our community first.

CLASSICS Joliet Raceway to host revamped Route 66 Classic, which features affordable fun for the whole famliy

Route 66 Raceway in Joliet features many different events all year for those who love to watch cars go fast – very fast.

On Saturday, Aug. 19, Route 66 will hold another one of those events, however there is a twist.

The 2017 D’Arcy Buick GMC Route 66 Classic, which promises an ‘unprecedented level of content that pays homage to the early days of drag racing and hot rod culture,’ will provide entertainment to gear heads, but there are also events for everyone else.

“The heart and soul of this event is the drag racing and the nostalgia with the 1979 cars and older that will be on the track,” said Sara Palya, Route 66 Communications Director. “But, we have revamped it so now it is not

only about the cars on the track, it is about the cars in the car corral. It is about that hot rod culture, so we incorporated a group called the Chicago Brush Masters who are known for being at the World of Wheels and they do the almost dying art of pin striping, lettering and air brushing.

We have a vintage faire that has anything from vintage records to clothing to furniture. There is a pin up contest, we have two live bands playing vintage music, there is a Mystery Machine bounce house and temporary tattoos for the kids. There really are things for kids to do, for females to do and for gear heads to do. There is something for everybody.”

The price is also something that suits families well.

Taking on partners not a good investment DEAR DAVE, I want to build an 18-unit apartment complex, but I don’t have enough cash to do it on my own.

My net worth is around $400,000, and I have $100,000 I can put toward this project. It is estimated to cost $1.2 million. Would lining up investors, who will take a percentage of the profits, be the same thing as acquiring debt?

JAY DEAR JAY, It wouldn’t be the same as taking on debt because if there are no profits, the investors get nothing.

It’s more like taking on partners and what you would call an equity position — meaning they’re owners in the business. They may have only limited rights as owners, but essentially you’re taking on partners.

There’s a method that was used in the old days that’s still available today called syndicating a piece of real estate. You would set yourself up as the general partner and set the investors up as limited partners. They would be limited in their input, because the general partner runs the show. They can be given the lion’s share of the tax write-off, and the depreciation schedule. Traditionally in those models, the gen-
