Troy PTO buys furniture for schools’ iLabs Donations sought for projects in the new school year Area grade school students found a big surprise when they arrived to their schools this year.

Craughwell, Crossroads, Heritage Trail and Hofer elementary schools had colorful new iLabs installed, transforming their computer labs to meet the students’ ever-advancing technology needs. Shorewood Elementary School debuted the district’s pilot iLab last year. The iLabs are rooms dedicated to learning and applying technology.

The technology was purchased

by the district, and the furniture and decorations were bought by the Troy PTO, an organization that is gearing up for the new school year with exciting plans. President Jennifer Prosise says the PTO raises funds throughout the year to give to the teachers and students at the district’s seven schools.

Meetings are held on the first Tuesday of each month at 7 p.m. at the Troy Community School District 30-C Office, beginning Sept. 6. There is no charge for parents to join.

Community members can support the PTO by purchasing spirit wear clothing through Sept.

The community can also save “Boxtops for Education” labels on food containers and turn them into the schools for the PTO to collect and raise dollars. Money raised by the PTO goes to purchase class t-shirts for graduating 8th graders; to reimburse teachers for classroom supplies; for “wish lists” generated by teachers; for Elves in Craftland, a program where students make crafts to give as gifts; for the district’s Fun Fair, held in the spring; and for such extra projects as library and iLab rehabs.

“It’s a fun group,” Prosise said.

“It’s a great opportunity to meet other parents and to get to know the principals and the superintendent on a personal basis. It’s also another way to get involved in the district where your child attends school.”

Infant Childcare Center designated Gold Circle of Quality Mission of the JTHS infant Childcare Center is to engage, support and maintain attendance of young parents The Joliet Township Infant Childcare Center retained its Gold Circle of Quality designation from ExceleRate Illinois for the 2016-17 school year, the center announced earlier this month.

As the state’s quality rating and improvement system, ExceleRate issues quality designations based on rigorous standards for environmental quality and professional growth.

Of approximately 590 licensed childcare centers in Will County, about 20 hold a Gold Circle of Quality designation.

“Our early childhood education professionals worked tirelessly to provide the best care and education for the families and children we serve,” said Debrah Clark, childcare director of the JolietTownship Infant Childcare Center. “Additionally, many returned to college and/or attended necessary professional development sessions in order to attain credentials through the Gateways to Opportunity system.

I could not be more proud or in awe of the dedication level of the professionals working with our families.”

ExceleRate Illinois is administered through the Illinois Network of Childcare Resource and Referral Agencies, which are under the joint direction of the Governor’s office of Early Childhood Development, the Illinois Department of Human Services and the Illinois State Board of Education.

The mission of the JTHS infant Childcare Center is to engage, support and maintain attendance of young parents during high school completion, strengthen their parenting skills and knowledge of resources, support the healthy development and exploration of young children in a safe environment, and be a passionate model of best practices in the early childhood community.

Downtown residents discuss proposed tax expansion Expanded area would include business, commercial and industrial property

The city of Joliet is considering a proposal that would allow officials to renew an expiring special tax on businesses located in the downtown area, in addition to expanding the service area of the economic development program to include roadway corridors that serve as entryways.

The expansion of the special service area, which has been in place within downtown Joliet since 1980, is intended to allow city officials to levy a special tax upon an area to fund services benefitting the community. The measure would provide funding for economic development activities, marketing, public improvements and special events in downtown Joliet.

The current SSA will expire in 2016.

Under the proposal, the expanded area would include business, commercial and industrial property beginning at, but not including, the Collins

Street Prison. The boundaries travel south on Collins Street toward Joliet Township High School, and extends from the train bridge along Cass Street toward South Chicago Street to I-80.

A number of residents and stakeholders were on hand to discuss the matter last week during a tax expansion open house at City Hall.

“This is something that just starts to generate the discussion,” Deputy City Manager Steve Jones said. “We’ve had meetings with the City Center Partnership board, with the Chamber executive board; we met with the Alianza folks. This is really the fourth meeting we’re having to get the word out in the community to get a sense of what the city is really proposing.”

- Cristina Cardenas Joliet Resident To date, the current SSA tax for the downtown area is assessed at $0.95 cents for each $100 in property valuation. That rate allows the city to generate $400,000 per year in revenue.

Under the new proposal, there is no change to current property owners already paying the special tax. For property owners included in the expansion, the new rate will result in a property tax increase of 8.6 percent.

Expansion would allow the new special service area to generate an added $230,000 for economic development purposes.

Amy Sanchez, of Joliet, was one of several people in attendance for the open house. She said the idea of expanding the special tax concerns her.

“My reservation to the pitch (is) ‘let’s increase 8.6 percent because we’re going to do some banners and beautification projects,’” she said. “I need to know what’s the immediate gratification I have for saying, ‘yes, increase my taxes 8.6 percent while you’re increasing my water bill that I have to service people, while you’re increasing a bunch of other stuff as well.”

Jones tried to explain how the SSA would work to the community’s benefit.

“It’s not just signs and pretty

street banners and things like that,” he said. “It gets right into ‘how do we make some of the vacant properties or some of the downtrodden properties something that’s more marketable for someone to come in and start a business? How do we make it a little more attractive and safe for someone coming into the community where they don’t have to worry about going to that business?”

Jones emphasized that some of it’s meant to revamp perceptions of the downtown area, but another piece of it provides actual hard dollars that are going into a

New to Joliet Township High School District 204 this year is a Community and Alumni Relations Office.

The change is part of a district effort to revamp its outreach to Hispanic families and former students.

Increasing community engagement in School District 204 was one of many topics discussed recently during a Coffee and Community Conversation with Superintendent Cheryl McCarthy at the Joliet Township High School Administrative Office.

Kristine Schlismann, director of community and alumni relations, spoke of the new office’s attempts to increase engagement, and said it’s all part of the district’s plan.

Schlismann said her office’s outlook on community engagement is changing.

“I don’t think it can be one measure,” she said of outreach efforts. “Until we get focus groups and really talk to parents and find out what that means.”

The community relations and alumni offices were recently consolidated. In addition to that measure, part of the effort to revamp communications stems from the hiring of Isabel Gloria, a bilingual communications specialist for Joliet Township

“I think it’s a hard sell now,” she said. “…We just lack the basics in some of areas that you’re

Gloria added that it’s really going to start with those focus groups and figuring out what community engagement means.

McCarthy said, that because of the strategic plan, a lot of what’s been developed recently to increase community engagement is coming to fruition.

McCarthy noted that previous attempts to reach out to the community haven’t always performed well, and said that’s where the consolidation of the two offices would help.

“It depends on what it is that they we’re having or posting,” she said. “One thing that I would love to see more parent participation is because it has great topics is Parent University. Both Campuses have Parent University that has some very timely information that’s important not only for students but parents.”

Parent University is a program that offers a number of mini workshops on topics such as financial aid, Internet safety and how to apply for college.

McCarthy said that’s one district offering that she’d like to see given more time, if better communicated to the public.

As part of the effort, Gloria noted that she’s been meeting with the Alianza, or the Spanish chapter of the Joliet Chamber, in addition to the Spanish Community Center to talk about what has worked in the past and how partnering can be improved.

McCarthy said the movement to revamp school communications with increased attention to Hispanics and alumni all comes down to knowing what is community engagement.

“It’s not about pushing out information, and we push out a lot of information,” she said.

“It’s about working together and engaging. We want to empower our students but we want to empower our families as well.”

Jones said that’s why it’s crucial to get community input early on in the process.

“These are the kind of ideas if there’s a perception that really is one of the elements the city should be looking at, then we need to hear that,” he said. “We’re hearing it now, but I mean those are the ideas that [are] not on my list.”

One attendee asked to what length would the program cater to fair sharing of revenue dollars generated among the various business and property owners in the proposed SSA expansion.

Rod Tonelli, vice chair of Joliet City Center Partnership board, said competition for specific dollars to benefit one’s business hasn’t arisen as an issue to this point. Investing those dollars largely in events, branding and marketing activities is where a majority of the money is spent and that helps everybody in the footprint of the area, he said.

Tonelli noted that there hasn’t been as much competition for the money over the years, due to

the fact there hasn’t been much new business activity.

“One of things the current City Center Partnership does is we have a number of active committees—there’s a marketing committee, there’s an economic development committee, and there’s an owners and managers’ committee,” he said. “There [are] various ways that all of the various property owners and businesses in the downtown territory get to participate. At those committees, you’re essentially giving guidance to the board on where they’d like to see those dollars appropriated and spent.”

The city has proposed a number of potential uses for funds generated through the proposed tax expansion, including Chicago Street streetscape improvements, maintenance and installation of public art within the SSA territory and the new artificial turf at Silver Cross Field.

One attendee questioned the extent to which business and property owners of the proposed SSA expansion can start to view themselves as equal parts contributing to the success of the downtown area, seeing the various differences in needs that exist.

Alfredo Melesio, director of

the city’s neighborhood services division, said the city does consider the ideas and concerns posed by business and property owners in the proposed SSA, much like they will do for any constituent.

“This really is the business owners sort of community decision,” he said, noting that he wants it to be clear that the SSA is not being sought with only the city’s interests in mind.

“Everybody is going to get notice and have an opportunity to participate… A lot of hardcore decisions have not been made.”

Melesio said this proposal for expansion is “essentially an extension of the downtown.”

If approved, the SSA will likely have a 10-year expiration.

The city council is expected to consider the SSA proposal at the Sept. 6 meeting.

If approved, a public hearing will be held in October, with a final approval to be considered in December.

Under state law, property owners and residents opposed to the proposed special tax will have 60 days following the public hearing to file an objection.

If at least 51 percent of owners and electors file an objection, the SSA would not be established.

“We started sending out the phone calls in Spanish and translating different newsletters and things,” she said. “We’ve gotten the ball rolling.”

Lockport chemistry teacher heads out on ocean expedition Sarah Steinke selected for STEM initiative exploring deep-sea biology, geology in Eastern Pacific A chemistry teacher at Lockport Township High School is taking part in a real-life science adventure, after being selected as a 2016 Nautilus Ambassador.

Sarah Steinke will sail aboard Exploration Vessel (E/V) Nautilus during its 2016 expedition with the Corps of Exploration to explore a portion of America’s oceanic backyard – the area between Los Angeles and San Francisco in the Eastern Pacific Ocean.

The Ocean Exploration Trust selected 24 educators and 22 students from around the world to participate in the 2016 Nautilus Exploration Program expedition.

The OET is a nonprofit founded by Robert Ballard in 2008.

Its mission is to explore the ocean, seeking out new discoveries in the fields of geology, biology, maritime history, archaeology, physics and chemistry, while pushing the boundaries of STEM education and technological innovation.

The selected educators and students hail from schools, universities, after-school programs, science centers, aquaria and nonprofit organizations in 20 states in the U.S. and Australia.

They will join the Nautilus Corps of Exploration during sea-going expeditions from May through September in the Eastern Pacific Ocean.

The Nautilus Ambassador

Program will bring seven educators from locations within the Community STEM Program aboard E/V Nautilus to experience life aboard a research vessel.

Ambassadors gain exposure to at-sea science, technology, engineering, communications and education during their time onboard, while also shadowing professionals in each field.

When Ambassadors return home, the hope is that they share the excitement of ocean exploration and research with their peers, schools and communities.

“This is a one-in-a-lifetime opportunity for Ms. Steinke, and we are so proud she will be bringing back what she learns to Lockport High School,” said Brett

Gould, assistant superintendent of instruction and curriculum. “Our students will benefit immensely from her experience aboard the ship.”

As a member of the Corps of Exploration, Steinke will stand watch alongside scientists and engineers, as well as participate in live audio commentary and question-and-answer sessions through the Nautilus Live website, www.NautilusLive.org.

The 24-hour web portal brings expeditions from the field to future explorers on shore via telepresence technology.

Joliet man charged with indecent solicitation of boy Paul Frank Hicks, 41 was taken into custody Aug. 25 A Joliet man has been charged with several felonies, after Will County prosecutors say he sent a series of emails of a sexual nature to a Mokena boy and then

traveled to meet the minor.

Paul Frank Hicks, 41, of the 700 block of North Raynor, was formally charged last week with indecent solicitation of a minor, traveling to meet a minor, grooming and possession of a controlled substance. He faces up to five years in prison if he is convicted.

Hicks was taken into custody Aug. 25, following an

investigation by the Mokena Police Department and the Will County State’s Attorney’s High Technology Crimes Unit.

The investigation began after the child’s father discovered an email exchange between his son and the defendant.

The two had connected via an advertisement that was posted on craigslist.

This coming Sept. 5, we’ll celebrate Labor Day. This is a time where summer nears its end and the fall season is about to begin. Many have traveled far or near with family and friends.

A new travel agency specializing in escorted travel adventures for young adults with special needs is making a big impact on our community.

Take, for example, my friend Kari Winter of Downers Grove. This past June 20 - 24, she participated in a weeklong escorted travel adventure with Atypical Travel. This is a new travel agency that was founded by Peggy Koutas. Peggy created this organization to help others, like Kari, have an opportunity to travel with their peers who have similar special needs, or “diverse-abilities” as Peggy says.

Prior to beginning Atypical Travel, Peggy was a Special Education teacher at Elmhurst College’s ELSA program.

The ELSA program is Elmhurst College’s educational program for young adults with developmental

disabilities. It was here where Kari first met Peggy.

Having been in the disabilities field for more than 35 years, Peggy was looking to take her teaching experience outside of the classroom to create travel adventures for her students with “diverse-abilities.”

The idea to start Atypical Travel came about as she was “frustrated as a teacher to see all activities in school and my students were always excluded,” said Peggy.

After taking about a year to develop the details of embarking on her own travel business, Peggy was ready to embark on her first adventure with her group of special travelers.

Fast forward to today, Kari Winter stayed in touch with her teacher, Peggy. Today, Kari is a traveler with Peggy’s Atypical Travel agency. This past summer, Kari and a small group of others with special needs took off on an adventure to Lake of the Ozarks in Missouri.

something called the Bridal Cave and took a tour of it,” said Kari. “The tour guide told us a legend story that went with it.”

Atypical Travel is unlike any other escorted travel company. The group of travelers stays as a family. They rent luxury vacation homes, which give the travelers the opportunity for independence.

Atypical Travel “gave me an opportunity to travel independently,” said Kari. Travelers like Kari have had an overwhelmingly positive experience filled with many memories. Parents have seen an improved level of independence of their adult child with special needs.

This autumn season, Peggy and Atypical Travel have plans to embark for the Florida Keys in October 2016 and internationally to Costa Rica in November 2016.

Next year in 2017, the special travel agency has adventurous plans to go to Utah, to Colorado and even to take a cruise. In the future, Peggy hopes to create job opportunities for individuals with special needs who want to work in the travel industry.

Well-played game on both sides gives Lockport win over DGN

While it is impossible to have a winning streak after the opening week of the season, but counting the three-game streak that Lockport ended last season with, that is what it felt like to the Porters after a 20-9 win at Downers Grove North.

It was the first time in five seasons that the Porters earned a win in the season opener, coincidently that was also the last time Lockport qualified for the IHSA playoffs.

“The three wins at the end of last year were big and we wanted to keep that streak going,” said senior quarterback Ben Davis. “Last year, we came out fired up against those first couple teams and we lost.

Today, we made sure we weren’t going to let up this time.”

At one point during the third period, North posted a 21-play drive that last more than 10 minutes and did not result in a point as the Porters forced an incomplete pass on fourth down.

“That was unbelievable,” Lockport coach Dan Starkey said.

“We rotated a lot of guys in to keep guys fresh. That was a great effort.

It was determination and will and that is what you like to see.”

The Porters lost the time of possession battle by a handsome margin to the Trojans, as Lockport stopped North six times on fourth down – three in the second quarter alone. They also posted an interception and a blocked field goal.

The blocker of that field goal was defensive lineman Josh Baker, who was also credited with a pass break up and a couple of sacks.

“It was huge to get the stop and then the blocked field goal was huge. Then the run right after just set the tone,” Baker said. “This sets the tone for the rest of the season.”

Baker was all over the field and was even singled out by Downers Grove North coach John Wander.

“The player of the game was (Josh Baker),” Wander said. “He caught us

Saint Francis splits first four matches of volleyball season For the second day in a row, the University of St. Francis volleyball team split two matches at the Saint Xavier University Tournament.

USF opened Saturday’s action with a four-set win over Cornerstone University before falling in four sets to Mount Mercy University.

USF finished its seasonopening weekend with a 2-2 record. Cornerstone fell to 2-1, while Mount Mercy raised its record to 5-1.

Sophomore JoAnna Nowicki (Morris, Ill./ Morris) hit 14 kills to lead the Saints to a 2520, 24-26, 25-20, 25-21 victory over Cornerstone in Saturday’s morning contest. Senior Alyssa Bridleman (Kenosha, Wis./ Bradford) collected 12 kills with a .435 hitting percentage to go along with a pair of blocks. Junior Brenna Perinar (Channahon, Ill./ Minooka) finished with 11 kills and three blocks.

Junior Leah Alles (Tinley Park, Ill./ Providence Catholic) and senior Brooke Hartnell (Pleasant Prairie, Wis./ Tremper) registered 27 and 18 digs, respectively, while

Alles led the Saints with 22 digs, and Hartnell totaled 20.

The University of St. Francis volleyball team split a pair of matches as it opened its 2016 campaign Friday at the Saint Xavier University Tournament.

After dropping a five-set decision to Davenport University in an afternoon contest, the Saints swept Marian (Ind.) University in three sets later in the evening.

In Friday’s first match, the Saints took a two sets to one lead, but fell to Davenport (1-0) 22-25, 26-24, 22-25, 25-20, 15-13 in a

two-hour, two-minute affair.

Joliet Central falls 6-0 to Plainfield E. in defensive battle

Entering a new conference, Joliet Central was anxious to end its losing streak in the Southwest Prairie Conference opener against a young Plainfield East squad.

While the defense pitched a shutout at home Friday, the Steelmen gave up a touchdown while on offense in the 6-0 loss.

“We’re disappointed, but it was a great game,” Joliet Central coach Brett Boyter said. “Give them credit, their defense played fantastic, just as well as ours did. That was a good test for us today and we are going to take a lot out of it and grow from it.”

The only scoring play of the game came with 7:34 left in the second quarter when Bengal linebacker Blake Coughlin intercepted a pass and raced 18 yards for the touchdown.

It was the best defensive game the Steelmen have had since the split several years ago. Despite having their backs up against the wall in the first half, the defense refused to yield any points, stopping the Bengals on fourth down deep in Steelmen territory twice in the first half. In fact, nearly the entire half was played on that side of the field as Central failed to cross midfield offensively all half.

The second half was a punters duel but the Steelmen were able to cross the 50 midway through the third quarter and pinned the Bengals inside the five on consecutive possessions.

Local golf season underway Fall preview responses were submitted by coaches and all responses are in their words, edited for space and style.

Lockport boys golf Coach: Matt Eber Key returners: John Parker returns as our No. 1 and should help lead the team this season.

He had a very good summer and looks to make it to state with the team and can shoot the scores needed to get there individually.

Won the Decatur Amateur this summer during summer play. Alex Middleton was a member of the second place regional team last season and I look for him to be a more complete player this year

and put up good numbers for us.

Noah Speechley was the alternate for our regional team last season and I look for Noah to show a maturity in his game this year and be a contributor all season for us.

Goals: I think we are a team that will need to develop depth in the line-up and will be looking for some juniors to step up and fill out the roster for us.

We will need to be a team, like last year, that continues to improve all year and peak at the end of the season.

I am looking for that to happen as we have some real talented kids and really hard workers that want to improve. We hope to advance

a team to state this year in a very difficult sectional but know it will be challenge.

I feel the kids are up for the challenge and welcome it.

hander played baseball collegiately at Saint Leo University and is from South Grafton, Massachusetts.

O’Sullivan is currently tied for win totals in the Frontier League and is only one behind the league leader in strikeouts with 99.

The Slammers also announced that pitcher Confesor Lara signed with the Minnesota Twins on

Thursday, August 18.

Lara has been with the Slammers for just over a week.

Prior to coming to the Slammers, Lara spent five seasons in the minors, including time with the Erie SeaWolves, Double-A affiliate of the Detroit Tigers, and the Lakeland Flying Tigers, High-A affiliate of the Detroit Tigers.

Walsh delivers state of the county Will County executive highlights capital plans, road and technology improvements Will County Executive Larry Walsh delivered his 11th annual state of the county address during the Will County Board’s August meeting.

During the address, Walsh credited the continued success of the county to working together towards common goals.

“We continue to see numerous positive attributes that we can be proud of throughout all our local communities,” Walsh said. “When we work together, we can achieve great things.”

One continued success is the stability of the county’s cash reserve policy which was established in 2008.

Through a collaborative, the county board and the executive’s office created a policy for maintaining 22 to 26 percent of the annual corporate budget in a cash reserve fund.

“We maintained this cash reserve

balance by controlling expenses and a fiscally conservative approach in budgeting,” added Walsh. “This successful effort will help Will County keep our borrowing costs down as we move forward on larger capital projects.”

Walsh gave a historical account of the county’s capital improvement plan beginning with the initial studies in 2009 to 2010. These plans set the stage for long term projects such as a new county courthouse and law enforcement complex.

“Each of the chairs of the Capital Improvement Committee and the many county board members, played an important role,” he said. “I want to thank all of you who have done this work to continue to build the Will County of tomorrow.”

Other improvements include 17 key transportation projects and

large advances in the county’s IT department. Walsh said the county remains committed to providing safe, accessible roadways and continuing strategic investments to keep county government at the forefront of technology.

Walsh also announced the county will begin the county’s most comprehensive freight mobility study. He said the study will focus on options to enhance the transportation and safety of freight movement across the county. He also said the study will prepare the county to seek federal funds to assist with transportation challenges.

“We have grown from a rural farming community to a significant player on the global marketplace,”Walsh said. “We have many positive stories that reflect the viable, fiscally responsible, economic attractiveness of Will County. We continue to move forward and maintain our position in the global marketplace while ensuring Will County remains the best place to live, work, have a business, and raise a family.”

Dear Wes, This may be a really un-hip or un-cool thing to say, but I wouldn’t buy a tiny house at all. Paying cash for something like that might make the mover smarter, but that still doesn’t mean it’s a smart choice.

Now, don’t take what I’m saying the wrong way. I don’t have a problem with people who build tiny houses or buy them. My problem with these things is that there’s no track record on them.

There’s also a pretty good chance they’re going to be just a fad. Another problem is that you’d have a really small market when it comes time to sell your tiny house. In other words, they probably won’t go up in value like a traditional home. They may actually lose value over the years.

There’s a thing in economics called the supply-demand curve, and from what I’ve seen tiny houses also have a tiny demand and pretty narrow market appeal.

Their appeal seems to be mostly for early adopters and people who think they’ll never be able to afford a house.

That means they’re not going to have broad appeal when you get ready to sell them, either. And that
