Village tweaks criteria for tax rebate program

To ensure residents have the ability to apply for their property tax rebate and receive the money they’re owed, the Shorewood Village Board Trustees agreed to amend the criteria and procedures put in place to govern the program.

“It incorporates the changes that we discussed at the Committee of the Whole two weeks ago,” said Anne Burkholder, finance director.

Several residents had approached the Village to express concern for not receiving the property tax rebate they feel they were owed. At that point, staff determined that constituents who moved from one Shorewood residence to another should qualify.

To address the issue, staff is to utilize a new method to determine if a rebate is owed. It consists of evaluating if the applicant has lived in either the existing property or the new one from January to December for the tax levy year, the ability to demonstrate a homestead exception, and averaging the taxes to be paid to the Village of Shorewood from both properties and applying

the approved rebate percentage to the average tax value.

Burkholder presented to the Village Board a draft of the flyer that will go out to all participants in the program, as well as two different applications: one for standard residents and another for constituents who have a mid-year change in residence.

The Village intends to work with the printing company they utilize to make sure residents get the appropriate application.

“That’s just going to take a little bit more detective work, so they might go out a week or so later than the rest of them,” Burkholder said.

“We’re pretty confident we’ll be able to do that.”

Last year, the Village approved a 50 percent property tax rebate for taxpayers who qualified. That means the average applicant received $109.34 when the checks were issued in March.

The Board is slated to vote on a measure to authorize the 2016 property tax rebate at its Aug. 22 meeting.

Property tax rebate applications and flyers will mailed to recipients in September. At that point, they have until Dec. 15 to file.

Members needed for Civic Athletics Center Committee The Village of Shorewood is seeking members to serve on its Civics Athletics Center Committee.

Committee members will help determine how the Village will pay for the new space, where it is located and what will be housed within it.

“Already, I’ve had six people volunteer other than myself,” Mayor Rick Chapman said. “Six people called to volunteer, and I plan to start these meeting in the next two weeks.”

The Village wants to limit the committee to 12 members.

“These people when they talked to me on the phone were very enthusiastic, thinking this is definitely something that Shorewood needs, and I’m with them,” Chapman said. “I plan to pump their enthusiasm. We’ll come before the [Village Board] hopefully in the next few months with a plan coming from that ad hoc committee.”

Will County offering back to school shots It is important to bring your shots record to your appointment Most people consider August “Back to School Month.” But for many of those returning to school and their families, it may be more important to announce that August is “National Immunization Awareness Month.” And especially for kids entering kindergarten, 6th, and 9th grades; it is time to make

sure their immunization records are up to date.

Lisa Carlson and Pat McCarthy of the Will County Health Department encourage everyone in need of a physical and/or immunizations to get them as soon as possible. The longer you put it off, the longer you will probably have to wait. The schools have sent out notices and posted information on line to let everyone know what the latest immunization requirements are. But as Carlson explains, the message does not always get through. “If the kids don’t bring home the notice, and the adults aren’t in the habit of

checking their schools’ websites, these requirements can sneak up on them.”

All kindergarteners, 6th, and 9th graders need an updated physical on file; given by a medical doctor, nurse practitioner, or physician’s assistant.

Immunizations are required at kindergarten, 6th, and 12th grades.

Kindergarteners generally need boosters of DTaP, Polio, MMR, and Varicella. Sixth graders need Tdap and Meningitis vaccines; while 12th graders need a booster of Meningitis given after reaching the age of 16.

On wars & rumors of wars There will be risks, and results take time

BY CAL THOMAS TRIBUNE CONTENT AGENCY One month after the election, President-elect Donald Trump made a “victory tour” of states that had helped deliver his surprise win.

In Fayetteville, North Carolina, Trump introduced his choice for Secretary of Defense, Gen. James Mattis, and pledged the following: “We will stop racing to topple foreign regimes that we know nothing about, that we shouldn’t be involved with. Instead, our focus must be on defeating terrorism and destroying ISIS, and we will.”

He appears to be fulfilling the second part of that pledge, less so the first. Think North Korea, Iran, Russia, and now even Venezuela, which has had new sanctions placed on it following fraudulent elections giving dictatorial power to President Nicolas Maduro.

While Venezuela is no threat to America and Russia is a major headache, North Korea and Iran are clear and present dangers.

These two rogue regimes are committed to developing nuclear weapons capable of reaching U.S. cities no matter what we do.

Clearly this cannot be allowed to happen, but the question is how to stop them short of all-out war that has the potential to kill millions and create a doomsday scenario reminiscent of Cold War movies like “Fail Safe,” “Dr. Strangelove” and “On the

Beach.”

The best offense really is a good defense. When Ronald Reagan proposed his “Strategic Defense Initiative” (SDI) in a nationally televised address on March 23, 1983, many on the left mocked him. They called his proposal science fiction and unworkable, derisively labeling it “Star Wars.”

They’re not mocking that proposal now. The Defense Department has had several successes with its Terminal High Altitude Defense (THAAD) anti-missile system, but only at targets that represent medium-range missiles. In May, the U.S. Missile Defense Agency also “’successfully intercepted’ an intercontinental ballistic missile during the first test of its ground-based intercept system.”

That’s not science fiction.

Readers should revisit Reagan’s speech as a template for dealing with modern threats.

In that address from the Oval Office, Reagan said the risk of war is lessened when the U.S. has a strong deterrence, which he defined as “making sure any adversary who thinks about attacking the United States, or our allies, or our vital interests, concludes that the risks to him outweigh any potential gains. Once he understands that, he won’t attack.

We maintain the peace through our strength; weakness only invites aggression.”

Reagan said the strategy of deterrence had not changed, but what it takes to deter had changed. While acknowledging it might take decades to achieve his Strategic Defense Initiative (SDI), Reagan said he wanted to take the first step.

He concluded his address:

“I am directing a comprehensive and intensive effort to define a longterm research and development program to begin to achieve our ultimate goal of eliminating the threat posed by strategic nuclear missiles.

This could pave the way for arms control measures to eliminate the weapons themselves. We seek neither military superiority nor political advantage. Our only purpose - one all people share - is to search for ways to reduce the danger of nuclear war.

My fellow Americans, tonight we’re launching an effort which holds the promise of changing the course of human history. There will be risks, and results take time. But I believe we can do it. As we cross this threshold, I ask for your prayers and your support.”

President Trump should emulate his predecessor, making his first televised address from the Oval Office during which he explains to Americans why North Korea and Iran pose an immediate, or ultimate, threat to the United States. He should announce a fast-track effort to escalate THAAD so it can destroy ICBMs. A space-based, anti-missile system should then complement our defenses in order to protect America and our allies from nuclear attack.

As Reagan noted, weakness encourages tyrants. Tehran and Pyongyang must be encouraged at what appears to be instability in the Trump administration. A credible missile defense system would send them a message more powerful than words.

The Executive Branch and Democrats and Republicans need to reevaluate their morals and actions.

Congress doesn’t respect the Executive Branch and vice versa.

I would like to see some legislators take the lead and say that both sides can disagree on fact, but the personal and imagined attacks must stop immediately. Not only is this unproductive, but we look foolish and immature as a country.

We need to discuss and solve real problems, not deal with personalities, not make rash statements, making sure we are discussing true facts, not assumed and/or unproven facts. Pro-

testing is a freedom, but the lobbyists and the protest organizers appear to be paid professionals and have their own agenda. Let’s track the money and expose the groups, parties, and/or foreign governments behind them.

You were sent to Washington to represent the people, not yourself, and/or some outside group. You can either become part of the solution or continue to be the problem-causing group.

We demand more from all of you and expect it now!

Open letter to federal legislators Thank you to those who support sanctions against Iran, North Korea and Russia. These three governments, among a few others, show contempt for the U.S. and our allies, especially Israel and are a danger to the free world.

Although these actions are positive, the general demeanor and attitude of our government, both Republican and Democratic, is unsatisfactory. Little meaningful work is getting done. This is not only frustrating, but embarrassing.

Indiana’s Swan Lake Resort is a great stay and play destination

While golf is a great game to go out and play on a Sunday for a few hours of relaxation, but it can also be a destination game where a group of friends can escape for a weekend.

If that is what you are looking for – Swan Lake Resort in Plymouth, Indiana is exactly what you are looking for.

The property includes topnotch amenities including several lodging choices, one being the hotel – which includes both an indoor and outdoor pool – and Putters, a full bar and grill.

But while the food, drink and luxury part of Swan Lake would make it well worth the stay on its own – if you are there for a few days chances are you are there to golf and you will not be disappointed.

The resort offers a pair of 18-hole championship courses, which both are $49 during the week and $59 Friday through Sunday.

Twilight rates are $25 for the weekdays and $35 on weekends.

We played the Black course first.

The Black is a par 72 that plays 7,131 yards from the back tees, 6,481 in the middle and 5,272 in the front.

On the Black Course, play opens with the second easiest rated hole on the course – a par-4 that plays 366 from the tips. This straight tee shot is better played to the right to allow an easier iron shot to the green.

A 176-yard par 3 is next. A hole with water on both sides of the fairway, landing the ball short is not a terrible play – but be careful on the pitch because the green will runs drastically toward you.

Hole 3 is a daunting par-4 at 425 yards with water all around. Big hitters can clear the water to the left and make for an easier play into the pin – but for most players, a layup here is a safe play even though you will have a long iron in your hand for your second shot.

Slammers to host faith night The Joliet Slammers presented by ATI Physical Therapy will host Faith Night on Saturday, August 26th.

Gates are set to open at 5:05 PM, with first pitch at 6:05 PM. A concert opened by The Center Band will occur post-game, followed by Joliet local, Christian rap artist Milton Calvin.

Faith Night, presented by The Center, has been in the works since October of 2016.

The Center is a non-profit youth ministry that was originally from Joliet, but currently resides in New Lenox.

Their hope is to eventually return home to Joliet.

Kelly Corcoran of The Center teamed up with Lauren Rhodes at the Slammers with a goal in mind of being able to provide a number of free tickets to the

public.

The hope is to reach teenagers and families of the area to give them a place to worship and express themselves.

The idea stemmed from the success other Frontier League teams have had with Faith Nights but the event is a first for the Slammers.

When asked about the progress Faith Night has made, Corcoran says, “It is more than a baseball game. It is a night of hope. It is a night of revival. It is a night of reaching out into the community to bring us together, to unite.�

The Center Band is a worship band that performs at The Center for their events.

A group of local kids, and young adults spreading the word through music.

Milton Calvin has been looking forward to this event ever since it was brought to his attention in October.

He states that performing at the stadium has been a goal of his for some time.

Thinking about the opportunity, he realizes how much it means to him to be a part of it.

This night is made possible by Joliet First Presbyterian Church, Joliet First Assembly of God, Minooka Bible Church, Riverstone Financial Advisors, and a few others who wish to remain anonymous.

CLASS FROM PAGE 7 Number four is the hardest hole on the course and you will know why. A 607-yard par 5, this hole has a creek bisecting the fairway and a pond guarding the green. You have to be precise here with your drive to avoid the water to the left, but then need to be able to carry the water on your next two shots.

A rare back-to-back par-5s is what is in store here with the 509yard fifth hole.

Big hitters can get the ball over the hill and get some roll offering a birdie chance and maybe gaining back a lost shot from the hole before.

The birdie on five may be needed, because a tough, 433-yard par4 follows that. The hole plays much easier here from the white tees as they take out the slight dogleg.

The seventh plays at 378-yards

WEDNESDAY, AUGUST 16, 2017 | BUGLENEWSPAPERS.COM and is a hole where accuracy is needed. There is trouble on both sides of the fairway and a straight drive here makes the hole more playable.

A 215-yard par-3 follows and is mentally challenging and will have you second guessing your club selection – which we did several times over in our round.

There is water on three sides of the green, a large bunker to the left and a cluster of three more to the right. Avoiding the trouble is doable with the right weapon selection.

The front nine closes with a 459-yard par-4 that all but guarantees a long iron in your hand for your approach unless you are a monster off the tee.

This sloped green is guarded by a trio of bunkers – so hitting it in the bullseye is your best play.

A 418-yard par 4 opens the back

nine, but this one offers hitters a chance to hit with a wide fairway and little trouble along the way.

A dogleg left is what is in store for you with the 416-yard par 4 11th.

There is room to carry the trees to the left and cut the corner a bit – but too far left brings a pond into play.

Did I just say water in play?

Number 12 has water up nearly the entire left side of the farirway on this 454-yard par 4, so staying right and hitting your shot where you need is key on the toughest hole on the back nine.

If you think you get relief with a par-3 next – think again.

This 202-yarder requires some accuracy and club selection to fly the two bunkers flanking the fairway right in front of the green.

Fourteen is a par 4 and plays 396-yards. It is a pretty easy hole

as long as you don’t let yourself get psyched out by the pond in front of the green.

The easiest ranked hole on the course is next in the form of a 479yard par 5 that plays straight as an arrow. If you can avoid the creek in front of the green on your second shot (which I did not) this hole has birdie written all over it.

A 196-yard par 3 is next. Like all the other par 3s on the course, club selection is key – this time you want to club up one to make sure you carry the bunker to the right of the green.

Seventeen is a 451-yard par 4.

Water comes into play off the tee, but after that getting to the green is not what you need to worry about.

Former Lewis AD Ruddy dies Former Lewis University Director of Athletics and Coach Paul Ruddy passed away August 1 at the age of 79 after a long battle with cancer. This past March, Ruddy - a 2008 inductee into the Lewis Athletics Hall of Fame - was announced as Lewis’ Lasallian of the Year at the inaugural Flyer Red Dinner. Ruddy spent 42 years at Lewis, including 25 as Director of Athletics, guiding the Flyer Athletics Department through the most

prolific transformation in its history. By the end of his tenure, Lewis had emerged from a program of relative obscurity into a nationally recognized athletics program.

The athletic department’s path to national recognition began almost as soon as Ruddy acquired the title of AD in 1978.

In 1980, Ruddy guided Lewis’ historic move from the NAIA to NCAA Division II and the University’s entry into the prestigious Great

Lakes Valley Conference (GLVC).

During his time as athletics director, Lewis was a model of success. The Flyers captured the GLVC All-Sports Trophy 12 of a possible 21 times, winning the award for the first time in 1983-84, just three years after entering the conference. Lewis held on to the trophy each of the next seven years, a streak which no other league school has equaled since.

On the field of play, Lewis teams won 69 GLVC titles and made more than 100 NCAA postseason appearances during Ruddy’s years as athletics director. The Flyers had at least one team qualify for NCAA postseason play in 23 of Ruddy’s 25 years as athletics director.

First, get real job before starting business

DEAR DAVE, I currently have student loans in deferment from earning a degree in hospitality management.

My career goal is to own a mobile food vending company, so I’m putting most of the money I make from eBay and ride-hailing services — around $1,000 a month — aside in savings for that. Should I forego my business idea for the time being, and knock out the student loan debt instead?

NICHOLAS DEAR NICHOLAS, You should put this business idea on hold for now, unless you can start it for less than $1,000.

The first thing you need to do is go

out, and get a real job. I know you have this dream of being self-employed, but right now you’re not doing so well as an entrepreneur.

With a hospitality degree, you can make $30,000 to $50,000 a year within the industry, clean up your mess, and build out the eBay thing on the side. Just think about how quickly you could save up money for a jump into the food truck or mobile food business, then!

Pay your way through it, Nicholas. Don’t sit around scraping by on the kind of money you’re making now and call that winning.

You have a real economic engine at your fingertips, because you have the knowledge from the degree you earned. And it’s a valuable degree. If you go in there and bust it, you can escalate yourself upward through that industry in a hurry.

While you’re doing that, you can clean up all your student loans and save up money for your food truck. Boom! You’re self-employed and you learned a lot of stuff you can use in your
