Officials OK new fuel pump policy Under new rules, Village employees can be disciplined for providing unauthorized individuals with key access

After the backlash over Shorewood Mayor Rick Chapman’s use of a Village-owned gas pump in recent weeks, officials approved a policy May 23 restricting such access to elected officials.

In a unanimous vote, the board adopted its new rules for fuel pump usage.

The board took into consideration the feedback provided by the Village’s auditors and attorneys when looking to construct the policy. Previously, officials had no rules in place to hold officials accountable. Board action codifies the procedure the Village typically utilizes.

Shorewood officials made no mention of the controversy sur-

rounding its mayor at its May 9 meeting.

Trustee Anthony Luciano took a moment to address what he calls the “elephant in the room” and said he wants the public to know the board was misrepresented at its public meeting held last month.

Despite the information presented, Village officials refuted the idea that elected officials were made aware of the records that track the mayor’s use of a Village-owned gas pump. The board maintains that such information is delegated to department heads and only they are privy to that.

Luciano wanted the Village to look into hiring an attorney to perform a special investigation into the matter to provide elected officials with some direction on move forward. The board’s cred-

Since last month’s meeting, Trustee Stevan Brockman said he has combed through the Village’s budget from end to end and wanted to know why the mayor never informed members of the board that he was utilizing a Village-owned gas pump and the way in which his usage was tracked. While such expenses are itemized in the document, officials cannot distinguish one individual charge from another as they are lumped together by department. The mayor previously referenced the budget last month and identified the way in which the board can identify his fuel pump usage.

Brockman said it hurts to know the mayor didn’t say anything.

Chapman disputed Brockman’s claim and said he tried to make mention of the fact that elected officials don’t see such records.

Trustee Barbara “Cookie” Kirkland suggested to the mayor that he extend an apology.

“The residents, board, and staff

have not received any apology for his actions, but rather an apology for the disruption that has been caused,” she said.

Luciano questioned if the policy goes far enough to restrict elected officials from using the Village’s fuel pump.

Under the new rules, Village employees can be disciplined for providing unauthorized individuals with key access. Such a matter, if it were to arise, is to be reviewed by members of the board.

Luciano wanted to see if the policy could be further strengthened to ensure the public that elected officials are not using the gas pump.

The matter is addressed by not allowing them to have key access, Village officials said.

The board came to a consensus that performing an investigation is the path to be pursued.

Trustees Daniel Anderson and Stevan Brockman will each come back to the board’s next meeting with an attorney to consider retaining.

Dig in and organize your gardening tools Here are some clever and quirky alternatives that may be new to you

Affix a few rows of tension-style broom racks to the inside and you’ve created the perfect garden tool closet.

It goes without saying that any job is easier if you have the right tools. It’s also important to take proper care of your tools. At this time of year, this especially relates to your gardening tools.

What makes working in your North 40 most enjoyable is not only having the right rakes, clippers and spades, but also having them organized and easily accessible – this applies to both storing and using them.

As you’re probably already familiar with the traditional pegboards and store-bought tool caddies, here are some clever and quirky alternatives that may be new to you:

KEEPING HAND TOOLS IN ORDER Find a rural-type mailbox large enough to house your smaller hand tools. This is a great way to keep your shears, trowels and claws from going missing. How about converting a hanging pocket shoe storage unit into one that holds your hand tools? Just nail the multi-pocket organizer to an interior wall to keep your small tools out of the elements and accessible.

Another idea is to convert the utensil basket of your discarded dishwasher into a small hand tool organizer – it not only contains your tools, but also can travel with you around your garden.

STORING LONG-HANDLED TOOLS Recycle a wooden pallet into a new storage space for your long-handled tools. By fastening the pallet flat against your garage or shed wall, shovels, hoes and edgers will easily slip behind the slats and stand upright, organized and accessible. Or try drilling handle-diameter holes into the lid of a 50-gallon resin trash can. The round container with tools at the ready fits perfectly in any out-of-the-way corner. Another

Former USF women’s basketball coach Quigley-Smith and staff head to Lewis University

How does a program in the Joliet area replace a coach with bloodlines to one of the top athletic families in Will County?

With another one, that’s how.

Lewis University announced welcomed Samantha QuigleySmith as the 13th head women’s basketball coach in school-history last week.

She replaces Kristen Gillespie, who accepted the head job at Illinois State University after only two seasons at Lewis.

Quigley comes to Lewis from the University of St. Francis, where she posted a record of 101-62 in five seasons on the bench.

Last year, the Saints posted a 34-2 record and were undefeated in the Chicagoland Collegiate Athletic Conference. St. Francis advanced to the NAIA Division II semifinals.

Quigley-Smith was named the CCAC Coach of the Year for a second-consecutive season.

She was also selected as the Illinois Basketball Coach Association Coach of the Year and was a WBCA/United States Marine Corps NAIA National Coach of the Year finalist.

“I am really excited to be here,” Quigley-Smith said. “I have to

thank my family, it wasn’t an easy decision the last couple weeks, but it is great to be here.

I have to thank St. Francis, who gave me my start at the ripe age of 23 years old. I was grateful to have that opportunity to coach and be a head coach at such a young age. I have to thank Lewis and the search committee. I know they had some really great candidates and to choose me, I am really lucky.

“After meeting with the search committee, I immediately felt like this was family and it felt right and the second time I came, just driving up to the university felt right.”

This year was not the first time Quigley-Smith considered applying for the Lewis position.

“When coach Gillespie took the position at Illinois State, I jumped at the opportunity,” she said. “When the position opened two years ago, it was something I thought long and hard about, but the timing wasn’t so great.

I felt like now was a good time and I was ready to accept the challenge.

“Not everyone goes to a crosstown rival, but the step up in division to NCAA Division II was big and to be able to be part of an athletic program that has been so successful.”

While she said she has no plans to leave Lewis in the near future, Quigley-Smith said that the idea that the last two Lewis coaches moved on to Division-I jobs was intriguing.

“I would be crazy to say that

highest level there is.”

That desire to some day coach at the Division I level is a reason St. Francis AD Dave Laketa knew Quigley-Smith would not be a Saint forever.

“We are grateful to Samantha for the work that she did to turn our women’s basketball program into one of the top-caliber programs at the NAIA level,” Laketa said in a statement. “It has been extremely fun to watch her develop over these past five years, culminating with this year’s undefeated regular-season record and a trip to the semifinals of the NAIA National Tournament.

Her ties to the community run deeper than just USF. Quigley-Smith was also a JCA legend, as she was the 2006 Chicago Sun-Times Female Athlete of the Year as a basketball, volleyball and softball standout.

She was a two-time Illinois Basketball Coaches Association AllState First Team and Associated Press Class AA All-State Third Team selection in basketball.

She finished with 1,910 career points as an Angel.

She went on to play for Doug Bruno at DePaul, where she played from 2006-11. She left as No. 20 on the all-time scoring list with 1,273 and was third with 484 assists.

She was a two-time All-Big East selection and was named an Honorable Mention WBCA All-American in 2011 and a finalist for the Nancy Lieberman Award as a senior. The same sea-

son, Quigley Smith earned Capital One Academic All-District honors and was the recipient of the Big East Sportsmanship Award.

Quigley-Smith will not be coming to Lewis alone, as she looks to bring her entire USF staff to Lewis with her, including former Joliet Catholic boys coach and 1974 Lewis graduate Dan McCarthy.

“My intention is to bring everyone over and hopefully everything works with logistics and our graduate assistant getting some credits transferred over, but it looks like everything will work out,” she said. “Dan McCarthy was a huge part for our success and he is a big reason why I am the coach I am today, so I had to have him come over.”

The staff will inherit a team that advanced to the NCAA Regional Tournament for the fifthstraight season and is paced by 2017 Great Lakes Valley Conference Player of the Year Jessica Kelliher.

The Flyers will play at St. Francis in December.

Keeping a mortgage for the deduction is bad math DEAR DAVE, My wife and I are looking at buying a new home. We’ve been really blessed with our finances, and we’re at a point where we can pay cash for a new house and still have plenty of money in the bank.

Should we do this, or is it a better idea to get a mortgage for the tax deduction?

BRIAN DEAR BRIAN, I think the real question is this: Why wouldn’t you pay cash if you have the ability to do so? I would never advise someone to get, or keep, a mortgage just for the tax deduction, because these tax deductions are never 100 percent.

Let’s pretend you had a $200,000 mortgage at five percent interest.

That would be $10,000 a year in interest. If you take a $10,000 tax deduction and you’re in a 25 percent tax bracket, that would save you 25 percent of $10,000 on your tax bill — or $2,500. So, you would never send $10,000 to your mortgage company just to avoid sending $2,500 to the IRS. You don’t keep a mortgage just for the tax deduction. That’s trading a dollar for a quarter, and you don’t want to do that. Everybody thinks los-

ing the tax deduction is an awful thing, but you could give $10,000 extra to your church — something you don’t have to be in debt to do — and get the same tax write-off.

There are numerous positive aspects to staying out of debt.

One big thing it does is change your risk level. It gives you a level of peace and security you’ll never have when debt is hanging over your head. All that money that was going out the door to the bank can be used to build wealth and give like never before!

SCHOOLS Two Orenic 5th graders win Entrepreneur Award, grant William B. Orenic Intermediate School fifth graders Maria Cemeno and Kailey Heyduk got a big surprise during their school lunch recently when Lewis University Director of School Partnerships Larry Wiers surprised them with the Entrepreneur Award for their business, “Double Sides,” that they presented at the Young Entrepreneur EXPO, organized by Lewis University and the Joliet Region Chamber of Commerce and Industry.

The big surprise was that Cemeno and Heyduk were also chosen by a secret “angel investor” at the expo to receive a $100 investment to their business and their W.B.O. Entrepreneurship Club.

“This is a big honor,” Wiers said after the presentation. “This angel investor decided that of all the student businesses that presented, if he was going to invest in a company, he would invest in you.”

Wiers told them the angel investor’s comments about their business included that the “concept overall was very solid,” and that the “product is durable and priced to make a small margin.”

The product Cemeno and Heyduk designed was a double-sided pencil with an eraser in the middle. The pencil can be bent in the middle to expose the eraser. The idea is that with pencil leads on each end, students won’t have to sharpen them as much, decreasing distractions in the classroom.

They said they were very surprised to receive the award. Heyduk was the one who initially came up with the idea, the partners said, then together they modified it and did the work on the design, cost effectiveness and marketing plan.

“It’s kind of crazy,” Cemeno said, “because we were only fifth graders.”

Heyduk said she thought the secret angel investor realized the invention would help students work harder in school without as many distractions.

“There’s no limit to their imaginations,” W.B.O. Entrepreneurship Club Co-Sponsor Ann Provencher said.

Also presenting the award were Troy School Board President/Joliet Region Chamber of Commerce Education Committee Co-Chair

Mark Griglione and Joliet Region Chamber of Commerce President Mary Jaworski. Troy School District 30-C Superintendent Dr. Todd Koehl, W.B.O. Principal Larry Piatek, and W.B.O. Entrepreneurship Club Co-Sponsors Christopher Giugler and Ann Provencher also attended.
