Mayor faces backlash for fuel use ‘I want to apologize to the board for this controversy ... It’s distracting from our normal business of moving Shorewood forward’

The Shorewood Village Board of Trustees reviewed Mayor Rick Chapman’s use of a village-owned gas pump at their April 25 meeting, at which point nearly 20 residents sought to get their voices heard.

The matter was last discussed April 11 by Shorewood officials after a mailing had circulated to residents revealing Chapman’s use of village-owned gas to fuel his personal car, without the board’s consent or knowledge.

“I want to apologize to the board for this controversy,” Chapman said. “It’s distracting from our normal business of moving Shorewood forward.”

Chapman wants his supporters to know that he’s an honest person and did not intentionally do anything wrong concerning this matter.

“The Cadillac was getting older and becoming less reliable, so I didn’t venture far from the area with it,” he said. “I had converted it to my work vehicle for the village and the immediate area.”

Chapman recalls one instance within the last six years where he fueled another car, his Envoy, with village-owned gas to handle Village business and said he cannot remember any other occasion where he did that. It was also during this time that Chapman started conducting village business 20 hours per week and was on-call 24/7.

When Kurt Carroll left notice of his departure as village administrator in 2011, the mayor assumed some of the duties ascribed under the then-vacant position. Chapman began working nearly full time.

Chapman said he began communicating with village staff about reimbursement for the additional expenses he was incurring and the difficulty he was having keeping records. Around this time, Chapman was granted a key giving him access to the fuel pump like past administrators had.

“Without some staff guidance, I had no idea who handled the process of issuing these keys,” he said.

Chapman said he wanted it to be clear that he’s not looking to blame anyone else and compared the use of the fueling pump to his use of the village Visa card issued to him.

“Once I was issued the electronic key and was informed that it was registered to me, I felt assured that everything was done properly,” he said.

Chapman said he knew that his fueling activity would be accounted and the records would be accessible to the accounting department and the Village auditors.

“Instead of a tedious and timeconsuming task of keeping a log of my travels around the village and the surrounding area—that might be 1.5 miles here, might be 6.2 miles here and consist of multiple trips in a day and then billing the village back for 30 cents a mile—I thought this method to be the simplest and most cost-effective,” he said.

Trustee Ed Murphy begged to differ.

“I’m sorry, but I worked too many years to think it’s too tough to turn in an expense report,” he said.

Trustee Barbara “Cookie” Kirkland referenced published news stories with Chapman quoted saying, ‘I don’t like filling out paperwork. Never once did I feel like I was taking something from the Village I didn’t deserve,’ and wanted to know if there’s anything else that he feels entitled to that Village officials aren’t privy to.

Chapman negated the concern maintaining that he was never given any indication he was doing anything improper.

Trustee Anthony Luciano agreed saying it’s not just a discussion of mileage, what car he used and how much gas he was pumped, it goes beyond that.

“This is beyond the scope of someone’s authority to proceed the way it was described to me what happened,” he said. “It seems to me that we’ve to a certain extent have allowed individuals to go beyond what they’re authorized to do. If any of us went down… asked for a key, it would be problem with that.”

“The fact is that we have procedures,” he said. “If we’re going to ignore procedures, what credibility do we have to the people we represent?”

Diane Lambert, chairwoman of Shorewood Area Chamber of Commerce, said shaming the mayor for his use of the village-owned gas pump is “petty.”

“I understand policy and procedures, but to me when I look back 16 years and I see the things he has done, this blows mind,” she said.

Lambert said she thinks she can speak for the room and looked to defend Chapman saying what’s transpired is “dirty politics.”

“That paper came out the day before the election,” she said.

“Now, every single adult in this room knows that that was dirty politics.”

This comment raised discontent among members of crowd as they spoke out in uproar.

Barbara’s husband, Tom Kirkland voiced his dismay with the mayor for blaming her campaign for sending out the mailer to residents.

“She has constantly denied this,” he said. “You have pushed the subject that she did. You have been behind that 100 percent.”

Kirkland suggested the idea of ordering a polygraph test at his expense to get to the truth about the mailer and the gas.

Construction on rec center to resume Construction on Joliet’s east side slated to resume this summer

After a halt in plans to build a recreation center on Joliet’s east side, Joliet Park District officials are looking to resume their effort with the project as early as August.

“This is has been… a long time coming,” said Tom Carstens, executive director of Joliet Park District. “I think groundbreaking for this building should’ve been done over a year and a half ago.”

Details shared during an April 27 special session of the Joliet Park

District Board of Commissioners revealed that construction is slated to begin as early as August, at which point the bidding and permitting process are hoped to be completed.

Park District officials first began meeting with members of the community about the plan to build a recreation center on the city’s east side in 2015. To allow the project to proceed without another halt, they maintained that costs to build the facility will need to remain within the budget and be sustainable once in operation.

Carstens said there is a sizeable

contingency built within the Park District’s plan for the east side recreation center.

Budgeted at $7.5 million, the project consists of putting the parking lot adjacent to Nowell Park to new use by housing two gyms, a fitness center and a multipurpose room. New to the plan is an indoor track and space for a preschool.

The facility will play host not only to sporting events but also special events, meetings, parties and programs.

“This plan gives us a lot of flexibility,” Carstens said, noting the space gives them room to expand outward and convert within.

Joliet Township donates $100K to Hospice Joliet Area Community Hospice (JACH) honored by Joliet Township with a $100,000 grant to support the building of a Veterans Memorial Garden.

“We researched veteran projects in the community and this one made the most sense. We recognize the important service Joliet Area Community Hospice provides to the community and our Veterans.”

“This memorial garden will be open to the public and we wanted to be a part in making this happen,” stated Dan Vera, Joliet Township Supervisor.

JACH has been raising funds over the past two years to enhance its Flag Galleria outdoor space to provide veterans and veteran families with a Veterans Memorial Garden.

This garden will honor veterans of all eras who served in the Army, Navy, Marine Corps, Air Force, and Coast Guard.

“With the donation of this generous gift from Joliet Township Government, we can start this project in late May,” stated Mary K. Sheehan, JACH CEO. “This combined with the donations already received from Veteran’s Associations, individuals, businesses and even school children will bring this project to fruition.”

Plans include a large paved sitting area and walkways connecting existing sidewalks. Benches, lighting and landscaping all focused on beautiful granite monuments to honor branches of military service will be the focal point. The Veterans Memorial Garden will be easily accessible, open to the community, with a warm and welcoming atmosphere to provide a special place for reflection, celebration and recognition of service by those who have made the greatest sacrifice for our country.

JACH has provided services for thousands of Veterans since 1982 and enhances that care with the Pride, Honor, and Dignity (PHD) Veteran’s Program. JACH is committed to providing care for those

who served with Pride, Honoring their lives and service to country, and offering the Dignity so richly deserved. foot project stems from administrative changes, traffic concerns and issues pertaining to a nearby floodplain.

Namely, Carstens was brought on staff to lead the Joliet Park District about a year ago.

Carstens said another problem was “we just wanted to make sure before we put up a big building— a beautiful building—that we weren’t going to have an issue with the floodplain. We did that. We received the FEMA report. That came back clean, clean enough where it’s tight, but we can fit this facility on the property.”

Joliet Park District officials are still looking to meet with representatives from the Illinois De-

partment of Transportation to talk about traffic patterns. Improvements for Route 53 have entered Phase I engineering. IDOT is looking at moving Route 52 from Doris Avenue up to Mills Road by working with the Will County Highway Department.

“We’ve crossed those hurdles, which I’ll be honest with you should’ve been done a couple years ago because that’s what really has delayed the project,” Carstens said. “Once we did that, we thought, ‘OK, let’s get moving.

Let’s get back to the chalkboard and look at the facility that we proposed building.’”

Zonta Club of Joliet awards scholarship The Zonta Club of Joliet recently awarded Milica Maras the 2017 Jane M. Klausman Women in Business Scholarship for women pursuing degrees in business leading to a business management field.

Maras is an international student-athlete currently pursuing an Accounting Degree in the College of Business at Governors State University where she maintains a 4.0 GPA. Growing up in Belgrade, Serbia, Maras dreamed about changing the common stereotypes of women, especially in the business world. In addition to her father who was an accountant and banker, Maras gained inspiration from her mother who opened a private kindergarten in Serbia, becoming a successful business owner in 2003.

This led to Maras’ enroll-

ment in the Law and Business School of Belgrade where she completed four years of education before receiving a volleyball scholarship to Southwestern Christian College in Texas.

While completing her studies, Maras’ participated in a variety of service activities including volunteer work for the Red Cross in Serbia and participation as a member of the Scout Group “Rarko Vujovic Croce,” member of Kiwanis International Club and the volleyball team in Serbia, Texas and Illinois.

College opportunities key for special needs students

BY DANIEL SMROKOWSKI My friend Chloe Young, 18, of Warrenville, stands in the middle of an ice rink at Seven Bridges Ice Arena in Woodridge as her figure skating lesson takes place this past week. She sports a brown headband with sparkles, a blue skirt, ice skates, and a light blue fleece jacket with the words “U.S. Figure Skating” embroidered on the upper left of the jacket.

Chloe was diagnosed with Williams syndrome at three weeks of age; doctors said that she was not going to make it.

Williams syndrome is a deletion of the first copy of the gene #7. Chloe defied her doctors’ expectations by rising to become a figure skating champion, soonto-be high school graduate firmly on the road to a higher education. To her proud parents, Jennifer and Marcus Farmer, Chloe is their “little miracle and star,” her mom proclaimed.

This is the time to celebrate the accomplishments of those with Williams syndrome and other intellectual disabilities.

It is time to educate our communities about how to accept and include those of us with special needs in college and in career planning.

Families of students with special needs have a passion for their child to be included and accepted by their peers without disabilities. Often times, those of us with special needs are excluded from certain activities within the community or in a regular education classroom.

“Our passion for inclusion was that Chloe wasn’t always included, so that’s where it started for us,” said Jennifer.

Chloe’s parents had always given her all the extracurricular opportunities that any other child could receive such as competing in figure skating or cheerleading.

One afternoon in the eighth grade, Chloe came home and sat her parents down for “the talk.”

“I want to go to college,” said Chloe.

And, that dream then became her mother Jennifer’s new research project.

Jennifer searched for the various programs that offered support for students with special needs in college. Thankfully there were many programs that are now available. Jennifer had to research the cost, where they were located, and what Chloe would need to accomplish in high school. Many students with disabilities have an Individual Education Plan (I.E.P.) that helps special education teachers, school, and parents to know how to best help the student in school and for the future. There are many special education

By Daniel Smrokowski teachers that care and want the best for their students but they may not always know what the student wants for their future.

“I don’t think that in an I.E.P. situation it’s always what the school wants,” said Jennifer. “I think it’s what the student wants and that’s what should drive everything.”

Similar to Chloe, my special education teachers did not necessarily believe that college was the right choice for me.

When I was in high school, my parents and I spent lots of time in I.E.P. meetings encouraging my case managers to include me on the education track for college. In 2012, I earned my degree in journalism from Roosevelt University.

Even now that 10 years have passed since I was a high school senior, as Chloe is today, there might still be special education teachers unconvinced to put our college dreams first.

Today, more and more special education teachers take into account what the student wants. In doing so, this gives those of us with disabilities equal opportunity to achieve a higher education.

During Chloe’s college visits, there was one university that she very quickly chose as her No. 1 school of choice— Vanderbilt University. Located in Nashville, Tennessee, Vanderbilt is rated as #15 in the nation and, according to Chloe’s mom, Jennifer, has a history of inclusion within the “Next Steps” program that Chloe will be a part of. “Next Steps” is a program for students with intellectual disabilities providing them with an individual program of study in the areas of academics, social skills, and vocational training.

“I wanted [Chloe to] go somewhere they’ve done inclusion and they’ve done it well,” said Jennifer. “What Vanderbilt offers people with Williams [syndrome] is amazing.”

Chloe and her parents looked at other university campuses, including South Carolina and the University of Tennessee but the high quality level of inclusion that Vanderbilt brings to their students with intellectual differences was the perfect

match for Chloe. During a “trial day” at Vanderbilt, Chloe had an opportunity to sit in on classes to see what a typical college day was like. It was then that Chloe and her parents saw an amazing poster in front of the Vanderbilt Kennedy Center. It was a poster showcasing a little boy with a cowboy hat who had Williams syndrome. Jennifer explained how the university does a tremendous amount of research and even offers a music camp.

Come fall 2017, Chloe will be a pioneer as Vanderbilt’s newest freshman. She will be the first person with Williams syndrome to be a student at Vanderbilt and actually be living on campus. Chloe loves studying science and hopes to have a career in this field. Jennifer says Chloe’s love for studying science has made college a default option for furthering her education.

“Training in college will lend itself to a career as opposed to a job,” said Jennifer.

One of the reasons why Chloe chose Vanderbilt was she wanted a school that had a study abroad program and also football so that she could hangout with friends and “tailgate,” as Chloe excitedly told me. According to the Williams Syndrome Association, people with Williams syndrome are extremely social and friendly. Chloe will have no problem making friends when she begins her collegiate studies.

Many of us with special needs, like Chloe and myself, want to be included in college. The number of universities today that have disability programs is on the rise. Today, many higher-level institutions are able to bring inclusion into their college classrooms. We want to have the same pathway to have a career as our peers without disabilities.

Many students with special needs want “to be included in classes instead of rejected from classes,” said Chloe.

Despite a loss to Lincoln-Way East, Lockport has opened the season with a 22-2 record

The Lockport boys volleyball program was rolling along with perhaps its best season in program history when it came to Lincoln-Way East last week for an early season SWSC showdown.

What ensued was a tough 3028, 25-19 loss, which dropped the Porters’ record to 22-2 on the season.

“Serving was a disaster,” Lockport coach Nick Mraz said.

“The bright spot were our setters served well. Earlier in the year they were struggling, but the other guys who were consistent didn’t have it today. We couldn’t pass and we couldn’t serve.”

While it appeared the Porters didn’t play their best game, Mraz was quick to give the Griffins credit rather than blame his own team for the loss.

“A lot of coaches in the area

will say we didn’t play good and that is why we lost,” Mraz said.

“I’m not that coach. That is a good team there. East is a good team. They made us play like that. Just because we didn’t play well, it isn’t an excuse.”

Either way, the loss was a good reminder in the middle season of the sense of urgency needed every game to come away with wins and advance in the postseason.

“I’m glad this wakeup call happened now and not at the end of May when it is really going to matter,” Mraz said. “Obviously conference is still a goal and it is still early. Hopefully we can run the table. I think if we can rebound, we can get right back on track to where we were.”

Energy and teamwork have been the keys to success so far this season for the Porters and they will look to continue with that down the stretch.

Pair of softball streaks end It took nearly three weeks for a team to solve how to beat the NAIA No. 12-ranked University of St. Francis softball team and even longer – close to one month – to figure out the mystery of Saint pitcher Morghan Dieringer (New Lenox, Ill./ Lincoln-Way West), but Judson University did both late Thursday night when the Eagles scored a 4-2, 13-inning victory after dropping the opener, 9-1, in Chicagoland Collegiate Athletic Conference play.

The second-game setback snapped an 11-game winning streak for the Saints and a personal 12-game winning streak for Dieringer, who won the opener by nearly no-hitting Judson.

The games ended the regular season for both clubs with the conference-winning Saints finishing at 37-5 overall and 21-3 in league play, two games better than second-place Olivet Nazarene.

Judson was four games back at 17-7 in conference play and 32-13 overall.

GAME 1 USF 9, JUDSON 1 Ally Balandis (Burbank, Ill./ Reavis) broke things open with her three-run double in a fiverun third inning to put the Saints

up 9-0. It was one of two hits in the game for the junior designated player/catcher, who also had a run-producing single in the second inning. Sophomore Hailey Lenth (Colona, Ill./ East Moline) provided the only runs Dieringer would need in winning her 20th game of the season with a two-run single in the first inning.

Dieringer, who struck out 12 batters for the game without allowing a walk, retired the first 12 batters she faced before Sarah Friedlund broke up the no-hit bid with a double to open the fifth inning.

She eventually scored on an error to end the shutout bid, as well.

Chicagoland Speedway announces race sponsor Chicagoland Speedway and Nickelodeon announced that the number-one entertainment brand for kids is the entitlement sponsor of the Monster Energy NASCAR Cup Series race on Sunday, Sept. 17, dubbed the Tales of the Turtles 400 at Chicagoland Speedway.

The announcement was made atop the 360 Chicago Observation Deck by Chicagoland Speedway President, Scott Paddock and Nickelodeon Senior Vice President of Sports Marketing, Anthony DiCosmo.

“Following the success of last year’s Teenage Mutant Ninja Turtles 400, we are ecstatic to continue our relationship with Nickelodeon in 2017,” said Paddock. “This blend of exciting racing and family entertainment is the perfect formula to launch the Playoffs for the Monster Energy NASCAR Cup Series kick off at our Magnificent Mile and a Half.”

This Sept. 14-17 marks the second partnership for Chicagoland Speedway and Nickelodeon, who last year partnered to bring fans the Teenage Mutant Ninja Turtles 400. This is the seventh consecutive year Chicagoland Speedway will kick off the Playoffs for the Monster Energy NASCAR Cup Series.

BASEBALL University of St. Francis and head baseball coach Brian Michalak have announced the signing of St. Laurence High School’s Angel Sandoval (Chicago, Ill.) to a baseball letter of intent for the upcoming 2017-18 academic year.

A four-year varsity letter winner in both the Vikings’ baseball and golf programs, Sandoval was a First Team All-Chicago Catholic League Blue Division selection as a pitcher last spring. He also earned Pitcher of the Year honors for St. Laurence head coach Pete Lotus’ program.

“Angel is a quality pitcher who will be a fine addition to our staff,” noted Michalak, who is in his sixth season as the head coach of the Saints’ program.

Sandoval, an honor roll student at St. Laurence, plans on majoring in nursing at the Jolietbased school.

If you don’t have a basement, go to an inner hallway, a smaller inner room, or a closet.

Keep away from all windows and glass doorways. � Keep pets on a leash or in a crate or carrier. � Stay inside until youre certain the storm has passed, as multiple tornadoes can emerge from the same storm. Do not leave a building to attempt to escape a tornado.

IF YOU’RE IN A CAR: � If you can safely drive away from the tornado, do so. � If there is a sturdy structure available, go inside. If no building is available, it might be better to pull over, stop the car (but leave it running so the air bags work), and crouch down below the windows.

The airbags and frame of the car will offer some amount of protection, but certainly not absolute safety. � A long-standing safety rule has been to get out of the car and into a ditch. If you do that, you should get far enough away from the car so that it doesn’t tumble onto you.

Being below the prevailing ground level may shield you from some of the tornado wind and flying debris, but there is still danger from those. DO NOT get out of a vehicle and climb up under the embankment of a bridge or overpass. This often increases your risk.

Excessive giving can become debt Don’t allow organizations to pressure you to donate beyond your means

DEAR DAVE, My wife and I are debt-free except for our home, and we’re on Baby Steps 4 and 5. Recently, we were asked to make a large donation to a charity we already support.

We don’t have the full cash amount they asked for on hand, and after hearing that, they said we could make monthly installment payments until the donation amount was paid in full. We’re hesitant to do this because it seems a bit like debt to us. What do you think?

BEN DEAR BEN, Well, it’s not debt. There would be no repercussions, other than

guilt, if you couldn’t make the full donation. So, it’s not debt. To be honest though, I don’t engage in that kind of stuff when it comes to giving.

My wife and I do all our giving — except for our tithe to our local church — through our family foundation. Sometimes we’ll do this giving in a couple of installments, but it’s not because we don’t have the money. It’s generally a situation where we’re walking with the charity or ministry throughout the year, and we’re observing and assessing

the need.

I’d be hesitant to give a gift when I don’t have the money. Most of the time, approaches like this fall under the heading of manipulation.

You’re being pushed beyond your means. Most giving of this type, biblically speaking, would be from surplus. And right now, you don’t have the surplus.

I’m kind of uncomfortable with this, Ben. I don’t engage in making gift promises beyond what I have.

It’s not debt, but it kind of starts to feel like it, and it’s not so much living beyond your means as it is giving beyond your means. That’s just another reason it doesn’t strike the right chord with me.

DEAR DAVE, I am 18 years old and homeschooled. I want to continue my education this fall, and my dad works at a college near our home.

I would get free tuition, but there’s another college farther from home

that I like just as much — but it’s more expensive. On the plus side, it is a Christian school, and my faith is important to me. What do you think I should do?

BRADEN DEAR BRADEN, Free tuition is a major plus in my book. At the same time, I can understand your desire to get out from under mom and dad’s wings a little bit. Just don’t make the mistake of thinking that a school, church or anything else is completely Christian. You’ll meet some of the wildest characters ever at a Christian school, just like you would at a public university. However, you would have the advantage of a built-in spiritual support network.

All things considered, and since you mentioned your faith specifically, I’d probably choose the Christian school. But I wouldn’t go into debt to make it happen. There’s absolutely no reason why you can’t

work and go to school at the same time. Pay it as you go. I did it, and I finished with good grades in four years. Patti McGrath, of Shorewood, questioned if there is an issue of legality with the mayor’s actions and called on Village Attorney Dave Silverman to issue a response.

Silverman said it’s not his position to judge, it’s more of a matter of determining if there is criminal intent behind his actions.

McGrath said she is disappointed by what’s transpired, and is hoping the board can resolve the matter in a way that benefits constituents.

“I think that if one person can get away with it, a whole bunch of people could get away with it,” she said. “I just want to have in our village the checks and balances.”

Kevin Monk, of Shorewood, shared that sentiment.

“I don’t think it’s so much as pointing fingers at Mayor Chapman, it’s really I think holding the board accountable for their fiduciary duty,” he said. “They’re elected officials, we elect you to make sure you know what’s going. To say

that you don’t know, is concerning me.”

The Village is continuing to review its policies with regard to reimbursement.

Chapman said he would be willing to reimburse the village for gas used to fuel his car.

Kirkland said she thinks reimbursement is appropriate.

However, Luciano disagreed.

“I’d like to move on to do the business of the village, but I think we got a pretty big piece of business to take care of right now before we move on,” he said. “I don’t think this can be handled particularly just by this board, alone. I think we need to sit down… We need to go further into this than just that.”

Murphy said it shouldn’t be assumed that expense reporting isn’t required.

“It still doesn’t recuse the requirement to report according to the items we have in our ordinances,” he said.

Chapman wanted to it be clear that he wishes to see the Village thrive, not caught up in distractions. “From this day forward, I will record all my personal expenses including mileage and present them for reimbursement,” he said.
