Shorewood Mayor Rick Chapman has come under fire recently for using village-owned gas to fuel his personal car.

The matter was discussed by village officials following a concern raised by a resident at their April 11 meeting. Chapman was absent.

Attendee Jim Lynch, of Shorewood, said he felt compelled to speak.

“There was a postcard sent around showing him pumping gas out of the village tank somewhere,” he said. “The clear implication was that was something he shouldn’t been doing, which distresses me greatly if that is in fact the case.”

Trustee Daniel Anderson, who presided over the mayor’s duties that evening, said village officials are aware of the matter.

“We are looking into it,” he said. “We do have some records that have been picked up. Our attorney is looking into it. Our auditors may take a look at it and see where we’re going to head with it. We’re going to be reviewing our policies on board purchases and what to expect.”

“Hopefully, in a couple weeks we’ll have a better answer,” Anderson said.

Village staff drafted policies for reimbursement and pump policies, and they’re currently under review.

Trustee Edmund Murphy said the board has heard no explanation for this.

“We don’t know anything, but it seems to me—as a minimum— as a board, we have to make sure that we direct the administrator to de-activate any chip card or authorizations that might come from that pump that are in the possession of the mayor,” he said. “I really find that I’m very bothered by this.”

Village officials agreed that shutting off the chip is fair.

himself and said he thinks there’s a lot the village must examine.

“There’s many facets to what just happened that this was able to happen for this amount of time that no one on this board knowing anything about,” he said. “It disturbed me a great deal.”

Luciano added that the village board should be more active in the handling of this matter and he would like to be kept informed as soon as new developments surface.

Village Attorney Dave Silverman said that’s a fair request.

Luciano said this matter should be put on either the agenda for the next village board or committee of the whole.

Murphy agreed with Luciano.

“The way it should be done is as open as we can make it,” he said. “The Committee of the Whole is not televised.”

Luciano wants the attorney to provide some direction to the village on possible consequences the mayor could face.

“Anyone one of us if it wasn’t the mayor, if it was anybody that did something like this, we’d certainly look to you for advice of what are options [of ] where to

Joliet Junior College celebrates completion of City Center Campus, Renaissance Center

Joliet Junior College officials and members of the community celebrated the completion of the newly constructed City Center Campus and Renaissance Center on April 11.

The grand opening ceremony featured remarks by a number of guests, including JJC president Dr. Judy Mitchell, board chairman Bob Wunderlich, alumna Rosie Cowell, Demonica Kemper Architects principal Dominick Demonica and Joliet Mayor Bob O’Dekirk.

The building first opened for classes in January.

“The opening of this facility has been a long time coming,” Wunderlich said. “I’ve been a trustee at the college for over four years, and I’ve seen JJC [bloom] as the institution it is today—a college of state of the art facilities, innovation of academics, and a key resource for generations of traditional students, non-traditional students, local businesses, and organizations.”

This six-story, 96,000-squarefoot facility, designed by Demonica Kemper Architects, intends to demonstrate a contemporary expression of the vitality this development brings to the downtown community.

Ten years ago, JJC officials embarked on its master plan campaign to enhance its facilities and educational experience. The development of the City Center Campus and Renaissance Center is what resulted.

“I am pleased to see our vision is realized,” Wunderlich said. “We are proud to invest in downtown Joliet.”

The college’s history with the City of Joliet and the downtown area dates back to 1901, at which point its first campus was set up

in the current location for Joliet Central High School. When JJC separated from the high school district and moved to its current location on Houbolt Road in 1967, efforts were devised years later to return to the downtown with the purchase of the renaissance center and adjoining hotel.

The City Center Campus and Renaissance Center hosts a number of special events and currently houses programs for adult education and literacy, workforce development and culinary arts.

“We are excited to continue these services, in addition to expanding our offerings [due] to increased space we now have,” Mitchell said.

O’Dekirk said it’s important to see the college’s leadership not only making a commitment to downtown Joliet but also keeping it.

“As mayor the last two years, I’ve had numerous ribbon cuttings and announcements—a lot of projects happening in Joliet—but we recognize this is a big one,” he said. “It’s a big one for the city, it’s a big one for downtown.”

Cowell, a class of 2015 graduate of the culinary arts program, took a moment to revel in the milestone her alma mater has reached. She said as a student, she saw JJC as a “sanctuary” for faculty and students.

“Relationships flourished through the fellowship of shared meals at the end of a long… day and through the experience of extracurricular events,” Cowell recalled. “From friendly greetings in the halls to deep and meaningful advising counseling sessions, professors dedicated their time to students. This deep care for faculty resulted in very dedicated students who came to school ready to learn and grow. It is my prayer that JJC would continue to attract those same students and faculty, who desire to thrive in all aspects of life, to strive for excellence, dedication,

Cowell wants people to know that the culture at JJC is one that thrives—no matter if the experience was held in the J Building or in the new City Center Campus.

“Even with only 20 workers outfitted [with] equipment in crammed spaces, I experienced one of the greatest culinary educations this nation has to offer,” she said. “I can only imagine how exponential the growth will be for students, here, at the new City Center Campus.”

Mitchell gave credit to constituents within the district, along with supporters at the city, county and state levels for believing in the college and investment in the educa-

tion of the community.

“We are proud to preserve this space’s rich history so that it may continue to serve our students and our great city,” she said.

Healthcare industry fights revealing prices for services Stronger medicine is needed if the U.S. is to slow down the ever-rising cost of care

BY TRUDY LIEBERMAN RURAL HEALTH NEWS SERVICE Turning healthcare consumers into educated shoppers has long been a goal of employers who foot the bill for most care, politicians and some consumer organizations that believe that someday shopping for care should be as easy as comparing brands of canned soup.

All it takes are some clear disclosures of prices, ingredients and whatever else seems comparable in a product or service coupled with a bit of education in how to make the shopping trip fruitful, and the healthcare system will transform itself like magic. It will become competitive, prices for services and therefore insurance premiums will drop, and more Americans will be able to afford care.

I’ve heard this talk for 25 years, but the healthcare market has yet to become a shopper’s nirvana. Healthcare is not like canned soup or cheese. It’s complicated - plus there are all kinds of secret and behind-the-scenes deals made by different actors in the price drama that make it nearly impossible to understand what’s being charged.

The actors don’t want anyone to find out.

To take one example: At the end of last year, the New York State Health Foundation studied 107 hospitals in the state and found those with the greatest market share usually charged higher prices. Those facilities could demand such prices from insurers, especially if an insurer wanted the hospital in its network - or if the hospital was the only game in town.

The Foundation also found gag clauses written into contracts between hospitals and insurers that prevented insurers from posting hospital prices

on their websites. Some clauses say that either a hospital or an insurer can pull out of a contract if one party engages in practices that hurt the other.

In other words, if an insurer tries to steer patients to lower-priced providers, the hospital could cancel its deal with the insurance carrier.

The deck is stacked against the patients, who can’t find out anything meaningful about pricing even if they wanted to.

An ongoing political battle in Ohio pitting Jim Butler, a member of the Ohio House of Representatives, against the Ohio Hospital Association and other healthcare professional associations also turns the idea of shopping for healthcare prices on its head.

You see, Butler introduced legislation in 2015 requiring Ohio hospitals and other medical providers to post their prices for non-emergency services. After some legislative wrangling, the law passed as part of the budget for a state agency, and Gov. John Kasich signed it into law.

According to the Health Care Cost Institute that looked at insurance claims for four large carriers, prices vary widely in Ohio. For example, a pregnancy ultrasound in Cleveland costs three times more than the same procedure in Canton 60 miles away.

The same year Butler’s law passed, Gov. Kasich told reporters at a press conference nobody knows what medical procedures cost, and making those costs transparent so patients can shop for quality is key. The governor seemed to be on board.

But he wasn’t. Since then, the governor and the Ohio Hospital Association

have been trying to make sure price posting never happens. “The hospital association is fighting the hardest to avoid this, and their strategy is to divert the effort,” Butler told me.

The Kasich administration has yet to issue rules to implement the price posting law, and Butler says the Kasich administration has continued to say it would not enforce the law, which was to become effective last January 1. But at the end of December, the hospital association and other providers sued to prevent the law from taking effect.

The next hearing is scheduled in August. The suit seems to be a stalling tactic until the governor’s proposed state budget passes at the end of June.

It includes a provision for repealing the law.

Butler says he has met with the industry several times, but the hospitals want to water down the law to the point it’s not helpful to patients. For example, a revised law might require disclosures for only a handful of services and then only if patients request them.

Butler zoomed in on an important fallacy in the theory of shopping for medical services. Recently he tweeted, “How can healthcare savings accounts and high deductible health plans work if patients are not given prices beforehand?”

Recall that health savings accounts and high deductibles are politicians’ preferred choice for bringing down costs. According to this theory, if patients must pay more out-of-pocket, they’ll use fewer services, and national healthcare spending will drop.

Stronger medicine is needed if the U.S. is to slow down the ever-rising cost of care.

But if there’s such hostility to simple price disclosure from the medical establishment that would rather keep patients in the dark, will more stringent remedies for controlling costs ever work?

With 29 seconds left in the Steelmen varsity football game on Homecoming 2017 at Central, on September 17, 2016, Joliet Central senior wide receiver JoJo McNair, caught the game-winning 30-yard touchdown pass, from junior quarterback Zach Wisneski. 29 seconds later, the Steelmen varsity football team won 38-35, ending a 57-game losing streak. McNair caught 8 passes for 142 yards and two touchdowns and was a unanimous All-Joliet-Area wide receiver.

“It was an amazing feeling to watch the scoreboard clock go to 0:00 and finally win a football game,” McNair said. “What was more rewarding for us, was to accomplish something that everyone said we could not do. It felt great to prove them wrong.

This winter, McNair, at 6-feet tall, played center, forward and guard, for the 23-6 Steelmen varsity basketball team, who won the Class 4A Joliet Central Regional Championship. Archrival Joliet West, ended the Steelmen’s season in a Class 4A LincolnWay East Sectional Semifinal, 64-62 on March 8. Once again, McNair was a Joliet-area All-Area selection in basketball.

This spring, along with fellow three-sport teammate and catcher, Ryan King, 2016 returnees, RF/P Wisneski, 3B James Epting, SS Ricky Malmfeldt, IB Tom Langley and OF Johnny Slattery, McNair and his Steelmen, look to prove people wrong again, on the diamond.

Baseball, softball sweep opponents With a doubleheader sweep over Trinity Christian College on Saturday, University of St. Francis gained sole possession of first place in the Chicagoland Collegiate Athletic Conference baseball standings. After edging the Trolls 5-4 in game one, the Saints took the nightcap 14-2.

With the two victories, USF (2914) improved to 14-3 in CCAC play to take a one-game lead over Judson University for the top spot in the league standings. Trinity Christian, which defeated the Saints 5-2 in the first game of the three-game weekend series Friday at Silver Cross Field, fell to 19-20, 7-10.

GAME 1 – USF 5, TRINITY CHRISTIAN 4 Trailing 4-3 heading into the seventh and final inning, USF plated a pair of runs in its final at-bat en route to the come-frombehind 5-4 victory. Senior center fielder Kyle Burton (Kankakee, Ill./ Herscher) was hit by a pitch to lead off the inning and two batters later came around to score on a double off the bat of junior shortstop Kevin Mampe (New Lenox, Ill./ Lincoln-Way Central). Sophomore first baseman Anthony Faron (New Lenox, Ill./ St. Rita) followed with a base hit to bring home Mampe with the go-ahead run.

USF fell behind 2-0 after two innings before evening the score on a Mampe two-run single in the third. Mampe finished the game 2-for-3 with three RBIs, while Burton was 2-for-3 with two runs.

Senior Austin Mendell (Kankakee, Ill./ Herscher) tossed a scoreless sixth inning to record his first victory in three decisions this spring. Senior Dan Darling (Coal City, Ill./ Coal City) pitched the ninth to notch his 10th save.

GAME 2 – USF 14, TRINITY CHRISTIAN 2 Mampe went 3-for-3 with a pair of doubles, a home run and four RBIs to lead the Saints’ 16-hit onslaught as they took game two 12-4. He delivered a run-scoring

double in the opening frame before clubbing a three-run home run – his third of the season – in the fourth.

Junior left fielder Pat Michalak (New Lenox, Ill./ Lincoln-Way Central) went 3-for-3 with two RBIs, while Darling also collected two RBIs. Junior Tom Jeffries (Mokena, Ill./ Providence Catholic) improved to 3-0 with the complete-game victory. He limited the Trolls to two runs on seven hits with a walk and two strikeouts in the seven-inning stint.

SOFTBALL For the second time in five days, junior Morghan Dieringer (New Lenox, Ill./ Lincoln-Way West) and sophomore Taylor Barsz (Lockport, Ill./ Lockport) threw back-to-back shutouts as No. 15-ranked University of St. Francis swept a Chicagoland Collegiate Athletic Conference softball doubleheader with a pair of 8-0 wins over Roosevelt University Saturday at Harlow Lockwood Field.

Winning by shutout for the 11th and 12th times this year, the Saints raised their overall record to 30-4 and improved to 14-2 in CCAC play. Roosevelt dropped to 10-22, 3-15.

The SPC, which had five Class 4A Regional Champions in 2016 (Plainfield North, Plainfield South, Plainfield Central, Plainfield East and Minooka), is stronger than ever in 2017. Last season both Plainfield South and North. fell to eventual Class 4A three consecutive state champion Providence, in the Supersectional and Semifinals.

“We realize the league is very strong,” McNair added. “But I am very confident, that once again, we are going to prove

people wrong and win a number of games in the SPC, this spring.”

In late August, McNair along with friend and teammate Ryan King, will head to Waverly, Iowa and continue his college education at Wartburg College. The Knights are an NCAA Division III institution, located in the Waterloo-Cedar Falls-area of northeastern Iowa. McNair plans on majoring in Physical Education and dreams of being a coach, when his playing days are over.

“I love Wartburg, the coaches, Waverly, everything,” McNair added. “I plan on majoring in Physical Education and hope to be a coach one day. I will play football and baseball for the Knights. After football, I may just talk with the basketball coach and see if I can play some basketball, too.”

Teach ConservationTechniques. Conservation is about reducing waste, so conservation techniques don’t involve sacrifice. Instead, they involve being more responsible when it comes to using our resources.

Purchase Recycled Products. A host of products are made from recycled materials, from the paper you put in the printer to the toys under the tree onChristmas morning.

Explain to kids why you’re choosing these products, and let them know such products wouldn’t be possible without their own recycling efforts.

Treat family member like any other hire A relative who is a problem child, however, can be a nightmare

DEAR DAVE, My husband and I own a small business. One of our relatives asked for a job recently, and we both have reservations about hiring him because there are several dysfunctional relationships and personalities within our extended family. Are we being mean? We’re not sure how to respond.

BECKY DEAR BECKY, Having a small business doesn’t give relatives a free pass to employment. As entrepreneurs, you have the right and responsibility to do what’s best for your company. And

you don’t have to hire anyone — even a relative — who’s not a good fit.

There are situations where hiring a family member can actually be a plus. If a relative is qualified and the kind of person who understands they’ll have to bust it every single day and perform at a level equal to or above your other team members, that can be a special and productive thing. A relative who is a problem child, however, can be

a nightmare in both your professional and personal lives.

Ask yourself a few questions: Would you hire this person if they weren’t part of the family? Would you hire this person because they would make a good team member? If the answers are no, then you don’t hire them — period.

Be kind about the situation, because there may be some bruised feelings. But the bottom line is you have to do what’s best for your business, your immediate family, and your team.

Reforms to help veterans with PTSD passes house Veterans will have better access to health services, treatment for post-traumatic stress disorder (PTSD) and job training under legislation backed by state Rep. Larry Walsh, Jr., D-Elwood, intended to help returning service members transition into civilian life and prevent veteran suicide.

Walsh’s legislation recently passed the House with bipartisan support.

“No veteran should feel so helpless when they return home, but it’s clear that we must do more to give the brave men and women who have sacrificed so much to defend our freedoms the treatment they deserve,” Walsh said.

“The legislation I’m sponsoring will give our service members and their families’ greater access to resources and assist veterans who are in need.”

According to a recent study by the United States Department of Veterans Affairs, 22 veterans commit suicide every day in this country. Walsh is working to address this crisis by sponsoring a package of reforms streamlining access to existing services for veterans and providing new accommodations for returning service members as they seek civilian jobs and educational opportuni-

ties, all in an effort to reduce the number of veteran suicides. The reforms are recommendations of the Illinois Task Force on Veterans’ Suicide, which Walsh voted to create in 2014. The panel of legislators, veterans and their advocates met throughout the state to gather information and craft legislation that will allow the state to more effectively meet the needs of the veteran community.

Walsh helped pass House Bill 2647, which would require the Illinois Department of Veteran Affairs (IDVA) to create several programs to better serve veterans with PTSD and other service-related mental illnesses.

Walsh’s bill directs IDVA to work with the federal Department of Defense to proactively identify Illinois veterans whose service exposed them situations found to increase the likelihood of suicidal tendencies.

Veterans returning from heavycasualty or high-conflict areas, or who served alongside another veteran who committed suicide will be proactively offered additional assistance. The IDVA would also create a public awareness campaign to promote a better understanding of suicide and mental health.
