It’s no secret most motorists would like to see an end to traffic but how to get there is a process years in the making.

In its desire to create a transportation system that is healthy and viable over time, the Will County Division of Transportation is looking to update its 2030 plan to a new 2040 longrange transportation plan and is seeking county-wide input.

Through the Will Connects 2040 development process, the county is setting to plan for growth and set priorities for future transportation investments in Will County.

A series of open house meetings were held throughout Will County including an open house Jan. 27 at the Romeoville Village Hall.

Community input is essential in building a constrained plan that can be then used once a budget is established, explained Christina Kupkowski, PE, Phase I, project manager.

The transportation department laid out several scenarios for a long-term transportation plan, essentially using one phase as a building block to the next scenario.

The fundamental element running through each scenario is the widening of both Interstate 55 and Interstate 80 to eight lanes.

input of all agencies involved including the Illinois Department of Transportation, Pace, Metra, RTA and local agencies to create a list of priorities.

The crux of building the plan is coming up with the scenario that will not only be beneficial but realistic over the next 25 years and within the constraints of budget.

For instance Scenario 2 has both a plan A and B; one that includes the Illiana Expressway and one that does not.

In addition to the widening of the interstates, several transportation projects including the Houbolt Road bridge, several new service commuter lines on Pace and Metra, and the widening of Laraway Road and Route 30, among others, are incorporated.

Scenario 3 basically comes down to a wish list if all projects could be completed.

“We are just trying to be good stewards of tax payers dollars

which we endeavor to do every day,” said Kupkowski. “This plan gives us a way to look at prioritizing projects.”

Those in attendance were given stickers to place on a chart to identify where they would like their money spent, from road expansion and street completion to bike paths and commuter rails.

At the Romeoville open house, attendees indicated they would rather their dollars fund road expansion and bridge completion.

“We want everyone’s input and to be involved,” said Kupkowski.

“You’re the ones that live here, works here and will make the most out of what happens in the next 25 years.”

Individuals can still take the online survey until April at WillConnects2040.org.

Once all results are in, an advisory committee will craft a plan and bring it back to the public midsummer.

At its Jan. 26, the Shorewood Village Board approved several vehicle purchases for the public works department.

Public Works Supervisor Chris Drey spoke to the board about the vehicles. The first vehicle approved was a Ford Transit for $29,431.49 from Ron Tirapelli Ford. According to board documents, the vehicle will be used daily for street light, building and sign maintenance.

“The van will be used by our electrical foreman,” Drey added.

The vehicle will have a bulkhead and cabinets, as well as a power inverter and an arrow board for traffic control. The vehicle was budgeted in the major equipment budget.

Drey said those additions will increase the vehicle’s price tag closer to the budgeted $32,800.

The second vehicle approved was a Ford crew-cab pickup truck for $33,251.22 from Ron Tirapelli Ford. According to board documents, a dump truck was originally budgeted, but it would have been difficult in this budget year.

The vehicle will be used by the street foreman for day-to-day operations and will be replacing a 2004 pickup truck.

Drey said they will be pushing the dump truck into next year’s budget.

The third and final vehicle approved was a John Deere rotary cutter for $18,158 from Shorewood Home and Auto.

This piece of equipment is a 15-foot-wide area mower attachment, and is a replacement to a large area mower that is more than 20 years old.

“We use this for some of our roadside ditches and a lot of our larger properties,” Drey said.

All the purchases were unanimously approved by the board.

“I wanted to give area students and their parents an opportunity to attend a fun, educational event when schools are closed for Presidents Day,” BertinoTarrant said.

More than 30 organizations will be participating.

Academy from 9 a.m. to 12:30 p.m. Special events, such as a martial arts demonstration, dance performance and musical performance by DUCAP’s Rise UP, will also take place.

“I would like to thank participating organizations for helping make this event possible,” Bertino-Tarrant said.

“I look forward to meeting all of the children and parents who attend.”

Joliet Central unveils new student center, galleria at grand opening ceremony

A ribbon cutting, live high school band performance and campus tours were some of the highlights at Joliet Central High School’s grand opening for the student center and galleria on Jan. 27.

With the addition of a student center and galleria, officials at Joliet Central High School hope to combine reflections of the campus’s past and future.

Among those in attendance for the event were current students and their families, as well as alumni and city officials.

Students have called Joliet Central High School their home for nearly 120 years. Each year at commencement, diploma-seeking individuals form new bonds to the school as alumni.

With construction efforts having taken place over the last three years, campus life has seen a number of changes The campus updates allow space for a new cafeteria, kitchen, help desk, fieldhouse, student credit union and more. In total, the entire project added 43,154 square feet. School officials budgeted $28 million for the project, issuing bonds over the life of a three-year debt extension.

Kristine Schlismann, community relations director at Joliet Township High School District 204, believes the upgrades show the school’s commitment to students.

“It’s student centered,” she said. “The space is flexible by design so students can come and enjoy themselves. It’s a space for everyone.”

Shad Hallihan, principal for Joliet Central, shared a few remarks at the grand opening ceremony, expressing his excitement for the evening’s festivities and those in attendance.

“It’s not just the current people associated with Central that make this a special place,” he said. “It’s the thousands of former students

and staff who, even decades after they leave here, continue to love Joliet Central and continue to proudly identify themselves as Steelman.”

As Hallihan pointed out, school officials hope the new updates made on campus will help in serving current students and the rest of the community.

Christine Roberts Pershey, a graduate from the class of 1977, was very active in the music program as a student at Joliet Central.

She said although she hasn’t been on campus since 1980, she said it meant a lot to her to be in attendance for the grand opening ceremony.

“This was my school,” she said.

“I’ve been wanting to take a tour of the school with my kids because this was my treasure.”

Pershey said three generations of her family have attended Joliet Central and that played a part in her return, as well.

Junior Gabriel Hernandez was in attendance with members of the JC Engineers.

He said he couldn’t imagine not being there to see the new upgrades.

“I really wanted to see how it turned out,” he said. “The building started when I first started going here.”

Hernandez said he believes

the new additions really speak to the school’s commitment to its students.

“From what I’ve seen, it’s a pretty good addition,” he said. “It’s a great way to get students to interact.”

Joliet resident Chris Kolloross attended the grand opening because she has a daughter who is currently a junior at the school and two other children who are alumni.

“I was very excited to see it,” she said. “I’ve been watching the construction as it was building just curious to see how it looked from the outside.”

Schlismann said it’s worth noting that the updates allow the high school to carry on its historic visual character, while adding modern elements.

Kolloross said she was impressed in taking a look at the updates made on campus.

“They kept the eye for the historical details and the seamless flow from the old building to the new,” she said.

Donations were being accepted at the time of the event.

All proceeds would help in funding student scholarships.

Department participates in ‘Rethink Your Drink’ According to the National Centers for Disease Control, almost one-third of all U.S. children and more than 65 percent of adults are overweight or obese. Some 65.7 percent of Will County residents are overweight or obese, and those extra pounds can lead to lifealtering chronic conditions.

Obesity is linked to dozens of chronic diseases and conditions, including diabetes, cardiovascular disease, arthritis, hypertension, kidney failure, sleep disorders and asthma. The excess consumption of sugar sweetened beverages is

a major factor in the U.S. obesity problem and a principal reason why the Will County Health Department is participating in the Rethink Your Drink campaign throughout February.

These sugar sweetened beverages are the leading source of calories for American teens and a major factor in the growing incidence of adult obesity. According to the CDC, almost 20 percent of Will County adults drink these types of beverages at least once daily.

A SSB is any beverage with added caloric sweetener, including soda, other carbonated soft drinks, fruit drinks, sports drinks, energy drinks, powdered drinks, sweetened tea or coffee drinks, and flavor-enhanced water.

High-fructose corn syrup, cane sugar, fructose, fruit juice concentrate, glucose, sucrose,

brown sugar, agave syrup and corn sweeteners are among the most common sweeteners.

The Illinois Alliance to Prevent Obesity sponsors the Rethink Your Drink campaign each February in an effort to help people understand the health impact of sugar sweetened beverages and to encourage them to help improve obesity rates by limiting the amount of SSBs they consume daily. Making healthier beverage choices leads to better health outcomes for you and your family.

SSBs are the number one source of added sugar – 46 percent – in the American diet. The Will County Health Department encourages residents to reduce their daily SSB intake and drink healthier options such as water, diet drinks, low-fat or fat-free milk, and unsweetened coffee or tea.

Joliet mayor stresses economic development during first state of the city address

Bob O’Dekirk delivered his first state of the city address last week, and economic development was at the top of the mayor’s 2016 to-do list.

Business and community leaders packed the Joliet Country Club Jan. 27 to listen to the first-term mayor reflect on his year in office and plot the city’s course for the next 12 months.

In both instances, O’Dekirk stressed the central role of economic development in the overall well-being of what he described as a “city in transition.”

Part of that transformation includes rethinking how gaming tax revenues are factored into the city’s budget.

O’Dekirk said Joliet received only $18 million in gaming taxes from the state last year, compared with the $36 million in annual revenues the city could expect when its two riverboats were flourishing.

“I think the challenge for this current city council going forward will be how we’re going to manage this city,” he said. “We know that riverboat revenues are not going to go back to where they were before.”

O’Dekirk proposed removing those revenues from the city’s operating budget and using that money, instead, for capital

expenses such as police cars and other city vehicles – a model similar to that of two nearby casino towns.

“In Aurora and Elgin, the cities have been disciplined,” he said.

“We’re living on casino money…

I think it’s a challenge moving forward to rebuild our reserve funds to start weaning the city off of that casino money so it’s not used for operating expenses.”

Efforts to rebuild a reserve fund that has dwindled from more than $60 million to just over $30 million began last year, with the city turning a projected budget deficit of $8.6

million into a surplus. The mayor gave all the credit for that turnaround to conservative budgeting and economic development.

“At the end of 2015, I’m happy to report that Joliet never went into reserves, and in essence, we added $1.7 million to our reserve fund,” he said, noting several examples of commercial and industrial growth.

New housing permits were up 90 percent from 2014, while commercial and industrial building permits increased 205 percent and 554 percent, respectively.

Overall, O’Dekirk said Joliet’s

7,073 new building permits in 2015 represented a 24 percent increase over the prior year.

With companies such as Conway Freight, Ikea, Amazon, Whirlpool and numerous logistics firms choosing to expand or relocate to Joliet last year, the mayor described the area south of Interstate 80 as being emblematic of the economic growth occurring throughout the city.

“What this represents is millions of dollars in private money which has been invested in our city in the last 12 months,” he said, pointing to new construction and employment opportunities for Joliet workers, as well. “I think it’s great news for the city, and I think the projections are that the new growth is going to continue in Joliet.”

Because the 2016 budget passed by the city council in December estimates a $6.8 million deficit, O’Dekirk is banking on that trend continuing into the new year.

And he described several steps he’d like the city to take, including infrastructure improvements on the south and far west sides, as well as revitalization of downtown

Later this month, the Polar Plunge season benefiting Special Olympics will kick off with the annual Super Plunge Feb. 19.

This is a time where we raise awareness on how Special Olympics transforms lives for those of us Special Olympics athletes, and it’s a time to raise funds for Special Olympics. This is the time where individuals in 19 communities across Illinois will be “freezin’ for a reason.” Those who will be taking part in the Polar Plunge will be educating our communities about Special Olympics, as they change the game for a more accepting and inclusive community.

Take, for example, a few years ago, when I had the opportunity to attend a Super Plunge event. I was there as a podcaster, giving listeners a soundseeing experience through audio of what a Polar Plunge is about.

While attending the Super Plunge I got the chance to meet a few of the brave people who, despite the frigid temperatures, took that plunge into Lake Michigan.

One of those super plungers was Dwayne English, a Joliet Police officer.

English had chosen to participate in the Super Plunge for a personal reason.

His son, Cole, has Down syndrome and is involved as an athlete in Special Olympics.

“This is just a wonderful program that my wife and I have been a part of for the last 10 years,” English said.

“This is just a great event that brings crazy people together.”

During the Super Plunge, there is a huge white tent on the North Beach, located on the campus of Northwestern University in Evanston. It is in this tent where the super plungers go and get warmed up before each plunge.

Every hour, once an hour, for 24 hours, Super Plungers, like English, leave the warmth of the tent and walk or run like a herd of cows into the freezing Lake Michigan waters.

Cheerleader to sing National Anthem at state competition Joliet West High School varsity cheerleader Carolina Soto was recently selected to be a national anthem vocalist for the 2016 IHSA State Cheerleading Competition.

The State Final Competition will take place at the U.S. Cellular Coliseum in Bloomington on Feb. 5 and Feb. 6.

An announcement was posted on the IHSA Competitive Cheerleading website seeking

national anthem vocalists. To qualify, the student’s athletic director was required to make a personal recommendation, as well as send a demo video.

Steven Millsaps, athletic director for Joliet West High School, recommended Soto to the IHSA assistant executive director in charge of cheerleading.

“I recommended Carolina, and the committee immediately

accepted my recommendation,” Millsaps said. “Her demo video was incredible, but that’s no surprise.

Carolina has sung the national anthem at West cheerleading invites in the past and we knew she would be the perfect candidate for the IHSA State Cheerleading National anthem vocalist.”

Sitting at 21-2 overall and ranked No. 2 in the nation, the University of St. Francis men’s basketball team has put itself in national championship contention.

What makes it even more impressive is the way it is doing it going 5-0 against nationally-ranked teams.

“I think the schedule is fun,” Westmont native Jean Pietrzak said.

“It is great playing big-time teams.

We found we can come and play against the big teams but against the others we don’t show up as much. Our biggest focus is to come out every night and play well.”

“We had a really tough stretch there in the season,” Plainfield South alum Edvinas Presniakovas said of the schedule. “We just kept finding ways to win games. We have a good thing going. Guys have been stepping up all year. We want to play the best teams we can to help us prepare for the national tournament. We just want to go down there and show everyone who we can play with.”

Other players had to step up when two starters, including Presniakovas were hurt and missed time a couple weeks ago, but the Saints went unbeaten during the stretch.

“People have fallen down, but it shows that others can step up and take on bigger roles,” Pietrzak said. “We have a deep team and it shows.”

The depth of the team has improved in recent years, but so to have the players, as the Saints took a giant step from last year’s team, which qualified for the NAIA Division II tournament before falling in the opening round.

“We keep getting to know the system better and the guys have gotten more experience with each other,” Pietrzak said. “On top of that, it is all about consistency and not getting bored with winning.

We got to the tournament last year and this year the goal is to win a championship. We want to keep improving every year.”

“There has been huge progress,” Presniakovas said. “Every year we keep improving. Our program has

Hillmen earn big ESCC win

After trailing by a basket at halftime last Friday in an East Suburban Catholic Conference showdown with Joliet Catholic Academy, Notre Dame came out in the third quarter and won the third quarter 11-6, holding JCA’s leading scorer, Jalen Jackson, scoreless in the frame to hold the one basket lead entering the fourth quarter.

In the final stanza, however, Jackson would not be held down.

The Hilltoppers ran coach Joe Gura’s motion offense nearly to perfection getting to the basket for layups and pulled away for the 53-43 win.

“Our kids played hard, they played harder. They came up with more loose balls, they attacked the rim and we had trouble stopping them in the fourth quarter. There were not many possessions in that quarter where we stopped them,” said Notre Dame coach Tom Les. “They have several guys that can penetrate but I thought we were in the game. We did a decent job until the fourth quarter and then they scored at will.”

More times than not, that player was Jackson, who tallied 11 of his game-high 26 in the fourth quarter. His 11 points in the fourth was only one behind what the Dons scored as a team in the same eight minutes.

Porters tie for 4th at state bowling meet

O’FALLON ­– Lockport came into the state meet last weekend at St. Clair Bowl similar to the way the state championship team did in 2013 - with few thinking the Porters were a title contender.

However, after Friday, there the Porters were, in first place by 155 pins over Stevenson.

But, Lockport failed to carry in the morning and struggled in the afternoon, finishing in a tie for fourth place with a 13,110. Stevenson won with a state record 13,361.

“It is extremely bittersweet,” senior lefty Mike Pruchnik said. “It is sad that it had to be my last go around with these guys. Early in the morning we saw Stevenson shoot above 1,250 and we were looking

over our shoulder and that got into our head.”

Despite missing out on a trophy, it was another sign of improvement for the Porters, who finished in 12th and ninth place the past two years with many of the same bowlers.

“I can’t be disappointed with how we shot,” Pruchnik said. “We struggled, but we battled through the adversity. We improved every year and that shows the character of these guys and how good of a team we are. Today just was not our day.”

“We were a lot more upbeat yesterday,” Lockport senior Noah Zwit said. “We got down this morning and in the afternoon we just wanted to enjoy it. We could have done better, but it is better than we have done in the past, so we are proud of it.”

Gura said it was the defense that ultimately led to the offense taking shape late.

“When our kids got some stops

against them that was huge,” he said. “Then in the fourth quarter, once we got a little bit of a lead, we spread the floor affectively and got to the basket and got to the free throw line. I have run

that offense since 1978 and it still works.”

Harold Davis also came up big in the fourth with seven of his 11 points in the frame.

“I thought we did a good job

when they did contain Jalen of getting the ball to our other guys in high percentage shots and that helped and we will have to continue that because teams are going to keep having schemes for Jalen,” Gura said.

The Dons were paced by Lucas Simon’s 11 points and nine from Anthony D’Avanzo.

One of Notre Dame’s leading scorers, Amar Becar, was held to eight points – only one basket in each quarter.

“He killed us last year and I thought we played him well,” Gura said. “He is a tremendous player and I thought we held him in check and we got to get our guy off and then everyone else contributed.”

The Hilltoppers also had to focus on the boards, because while they may have had an advantage with quickness, the Dons had the size advantage.

“We talked about rebounding and not letting them have a lot of put backs and they didn’t have a lot, maybe one or two,” Gura said.

With the prolific history of Notre Dame, the win was big for JCA, who has been building the program for four years waiting for this season.

“That is a top 20 team in the state and beating them is a big statement. It gives us a lot of confidence and gives us a lot to build on for our next games,” Jackson said. “We are 16-3 for the first time in a long time.”

Gura agrees.

“For Joliet Catholic, beating Marian Central was great, getting to 16 wins already is great,” he said. “But I look at Notre Dame and St. Viator and Marian Catholic and I look at their programs and how good they are and to get wins over programs like that is what we are trying to do consistently and we finally got over the hump and got one.”

Les knows the battle every ESCC game is every year and with one more talented team in the mix, it’s even harder.

“Anyone in this league can beat anyone, that’s for sure,” he said. “But you come out of here tested.”

Last year Pruchnik was in great shape to be All-State, sitting in seventh place before a 157 final game dropped him three pins out in 13th.

One of those additional players who have grown more accustomed to playing the Saints’ style is JCA alum Breshion Tucker, who is in his second year with USF after transferring in.

“It’s going well,” Tucker said.

“When I made my decision last year, I wasn’t sure what I was getting in to. I knew St. Francis was close to home, but it had struggled a little bit and was getting better. My first year I got adjusted to the system and executing it. This year I’ve gotten more used to the system and got accustomed to my role. I knew we had a great group of guys who can get something done.

“I was thinking about last year,” Pruchnik said. “I learned from my mistakes. My first shot in the last game when I left the big four, I thought ‘not again.’ But I made an adjustment and it worked well. I wanted this really bad. I waited the entire year to get back here and get this done. I wanted to win as a team, but this was the next best thing.”

Also scoring for the Porters were Andy Sims with a 2,643 (31st,

Noah Zwit with a 2,630 (35th), Alec Buchhaas with a 2,547 (58th) and Philip Jackinoski with a 2,358 (11 games).

“I’m definitely happy,” Zwit said.

“I bowled better this year than I have the past few years. It was a good experience overall.”

•Minooka also advanced to state as a team, but for the first time in four years, missed out in state final berth after finishing Friday in 17th place with a 6,278.

The Indians were represented in finals by Ryan Koesema, who finished in 40th place with a 2,615.

Koesema finished with a 1,237 Saturday after opening with a 1,378.

Brandon Salazar shot a 1,266, Kai Devine shot a 1,227 while not finishing the final game and Jon Studer rolled a 1,206.

•Joliet West’s Matt Pesavento didn’t advance to Saturday after shooting a 1,242 Friday.

“I think we’re more mature and our depth is a big thing. We play a lot of teams who play six or seven guys and we can go 10-12 guys. A lot of guys are playing smaller roles than if they went to another team. They have accepted their roles and they play them hard. That is what really makes our team great. We’re deep, so that is a big key to the team.”

Tucker is happy with the decision he made to finish his career close to home.

“Playing here, there is more support,” Tucker said. “I know a lot of people around here. It is great.

Playing away, sometimes my family couldn’t make the game. They were able to make like three games a year.”

With the lofty record and ranking late in the season, the potential for the team is limitless.

“Our No. 1 goal is to win a

championship,” Pietrzak said.

“We don’t want to just make the tournament. I think we are going to get something going along those ways.”

“The sky is the limit for us,” Presniakovas said. “We just have to take things game by game. We want to win conference and make the tournament. From there anything can happen.”

However, the Saints know they have to take one game at a time to get to that stage.

“We’re taking it one game at a time,” Tucker said. “Obviously we want to win conference and win the conference tournament and go to nationals and make some noise.

But we just want to take care of ourselves and get better every day and the rest will take care of itself.”

Sheila Dear Sheila, The first thing I want you to do is take a step back and breathe. Yes, you guys just hit a big bump in the

road. But the good news is you’re in pretty good shape financially to handle things for a while.

At this point, I’d strongly recommend selling the boat over selling the house. Boats are a lot easier to replace than nice homes, and the process isn’t nearly as traumatic on the family. You can also dip into your emergency fund a little bit, but for the next little while you need to make sure you’re living on a really tight, bare-bones budget. I’d love to see you not have to touch the emergency fund, because he’s gone out and found at least a part-time position while he’s searching for something in his field. I know that’s tough to do once you’ve gotten used to making $80,000, but there are jobs out

Joliet Catholic Charities to benefit from auto show gala Catholic Charities of the Diocese of Joliet is among 18 local charities that will benefit from more than $2.5 million expected to be raised during a black-tie gala that will be raised in conjunction with the 2016 Chicago Auto Show.

Now in its 25th year, First Look for Charity is scheduled for Feb. 12 – the evening before the auto show opens to the public. The event gives benefactors the chance to see hundreds of new vehicles on display amid an elegance not present when crowds converge on McCormick Place during the auto show’s nineday consumer run – Feb. 13-21.

First Look for Charity has become one of the special events on the winter schedules of Chicago socialites and car buffs. About 10,000 attendees at the charity gala will be treated to food, drinks and special entertainment presented by the automakers in their displays.

Complementing the culinary efforts of Savor, McCormick Place’s in-house caterer, are a host of notable Chicago restaurants, including Adobo Grill, Frontier, Joe’s Seafood Chicago, Miss Ricky’s and Real Urban Barbecue, among others. Spirits will be poured by Brown-Forman, Ménage à Trois Vodka, Sugar Island Rum, Tres Agaves Tequila and Trinchero Family Estates.

Those in attendance also have the chance to win a 2016 Lincoln Black Label MKX or a 2016 Jeep

Renegade. “The Chicago Auto Show is uniformly regarded as the finest auto show in the country, but the charitable cause demonstrates that this auto show is about more than just vehicles and accessories,” said Colin Wickstrom, chairman of the 2016 show. “It’s also about giving something to the charities of our community.”

The18organizationsparticipating in this year’s First Look for Charity predominantly are childrenoriented. Some operate on a global level, while others focus their efforts locally. This year’s beneficiaries are the 100 Club of Chicago, Advocate Health Care, Boys & Girls Clubs of Chicago, Catholic Charities of the Archdiocese of Chicago, Catholic Charities of the Diocese of Joliet, Clearbrook, The Cradle, Franciscan Community Benefit Services, Franciscan St. James Health, the Ray Graham Association, the Illinois Spina Bifida Association, JDRF, Lurie Children’s Hospital, March of Dimes, Misericordia, Special Olympics Illinois, Turning Pointe Autism Foundation and the Jesse White Tumbling Team.
