In less than 10 years, heroin addiction has become one of the greatest public health threats in the Chicago metropolitan area.

Fifty-three people died of heroin overdose last year in WIll County alone – a staggering number but not an anomaly. The figure represents the latest statistic in what is now a regional and national epidemic that rips apart families and communities.

Last week, officials from Will and DuPage counties came together during a panel discussion to address the persistent and growing problem of heroin and opioid addiction that is plaguing communities throughout northern Illinois. The forum was the second such event sponsored by U.S. Rep. Bill Foster, D-Illinois, in as many years. It featured behavioral health and law enforcement officials

throughout the 11th Congressional District.

“This is a national problem, and we need a national solution that would bring together federal, state and local governments,” Foster told the dozens of community members and treatment specialists who attended the Feb. 8 event at the Will County Health Department, 501 Ella Ave., in Joliet.

Sincebeingelectedin2012,Foster has become a leading figure in the effort to combat heroin addiction.

Earlier this year, he introduced two pieces of legislation that would increase federal support of both prevention and treatment efforts at the local level – the Opioid Abuse Prevention and Treatment Act and the Expanding Opportunities for Recovery Act. The first piece of legislation would create a program to study behavior in an effort to encourage doctors to properly prescribe opioid medication, as well as provide funding to train medical

Caught off guard During the early 2000s, heroin overdose deaths in Will County were in the single digits, according to State’s Attorney James Glasgow. That annual figure increased throughout the decade, eventually reaching 53 heroin deaths in 2012. From then until the end of 2015, heroin overdose claimed an additional 126 lives in the county.

The numbers tell a similar story in DuPage County, where 46 people died from heroin overdose in 2013, 36 in 2014 and 43 in 2015. The 11th Congressional District covers large parts of both counties.

“When I was first elected to Congress, I was not prepared for the number and types of stories I heard from family members who lost loved ones to substance abuse,” Foster said.

That lack of preparation was a sentiment shared by others on the Feb. 8 panel, as well.

“I think a lot of people were caught off guard that heroin was such a dramatic invader into our children’s and loved one’s lives,” said Will County Executive Larry Walsh Sr. Officials started to appreciate

the severity of the problem a little more than five years ago, according to Walsh, and immediately took action. He said his office worked with the health department and state’s attorney’s office to create Will County HELPS (Heroin Education Leads to Prevention Solutions).

Partnering with the Heroin Epidemic Relief Organization, Will County HELPS held the first HERO HELPS forum in 2010. The event has since grown into an annual community summit, where substance abuse counselors, health professionals and local elected officials come together to share information and discuss solutions to the region’s heroin crisis. The 2016 HERO-HELPSSouthwest Coalition Community Summit is scheduled for April 29 at the Edward Hospital Athletic and Events Center, 55 Phelps Ave., Romeoville.

But despite this and other prevention efforts, heroin addiction continues to be a significant public health issue in Will County and surrounding areas.

personnel in intervention and patient screening methods in order to identify and help potential drugabuse patients. The act would also encourage states to implement drug take-back programs.

For individuals who are already struggling with addiction, the Expanding Opportunities for Recovery Act would provide grants for residential and inpatient treatment for opioid addiction.

Foster said people who can’t afford treatment could receive up to 60 consecutive days of treatment through the EORA’s grant program.

Additionally, President Obama recently asked Congress for $1.5 billion in federal spending to combat heroin addiction in communities across the U.S. “I hope members of Congress are able to come together under this common cause and stand with the president against opiates,” Foster said. “On a bipartisan basis, this thing ought to be a no brainer…

There’s no reason that Democrats and Republicans can’t get together to do something that good government should be doing.”

Southwest Coalition for Substance Abuse Issues President Brian Hazard said that’s because a culture of denial persists in the community.

“The biggest challenge we have as providers of treatment is an absolute lack of understanding by the community about what’s happening right underneath their noses,” he said. “Most parents don’t know their children have a heroin problem until something has already gone horribly wrong.”

Combine that with the increasing use and misuse of prescription opioid medications, and it’s clear to Hazard why overdose deaths spiked again in 2015.

Arrested development The Will County State’s Attorney’s Office has also increased its efforts, making prosecution of heroin dealers a top priority since 2010.

“The wonderful thing about this county is no dealer can last very long [here] because we have a network of informants, officers have eyes and ears everywhere, and sooner or later you’re going to be selling to a police officer wearing a wire...” Glasgow said.

Regional task forces, such as the Will County Cooperative Police Assistance Team and the DuPage Metropolitan Enforcement Group, have also helped law enforcement efforts to put drug dealers within their jurisdictions behind bars.

Additionally, Glasgow said his office has started to aggressively prosecute drug-induced homicide cases.

“If you deliver to someone and they die, we’re going to be coming for you,” he added.

Still, the number of heroin overdose deaths in 2015 matched 2012’s record high. Glasgow credited the spike to the drug’s availability and the Chicago

market.

“Even if we locked up all the dealers in Will County, our problem isn’t going to be that much lessened because every kid can get up to Chicago or they have a friend who can get up to Chicago,” he said.

Prosecuting these types of suppliers for drug-induced homicide will hopefully serve as a deterrent, Glasgow added.

Mark Piccoli, of the DuPage Metropolitan Enforcement Group, agreed with the methods outlined by the state’s attorney, but he added that the regional heroin problem required a multi-faceted approach that combines law enforcement with prevention and education initiatives.

“We’re not going to arrest our way out of this, and I firmly believe that,” said Piccoli. “It’s going to take all these initiatives and all these groups to take on this problem.”

However, others feel that scare tactics such as prosecution individuals for drug-induced homicide are the wrong approach.

Prevention, treatment Chelsea Laliberte knows first hand the devastating affects of heroin addiction.

In 2008, her brother Alex died of a heroin overdose and authorities attempted to prosecute the person who provided him with the drugs.

“He was his best friend, and they were using together,” said Laliberte, who addressed the panel during the Feb. 9 event. “I appreciate all the work that law enforcement does, but I do want to mention that the people who are handing drugs off are also sick.”

Followingherbrother’sdeath,Laliberte founded Live4Lali, which works to raise awareness of substance use issues. She said education and treatment are the best options available to communities.

“Prevention on the front end, treatment on the front end; that’s really where we need to be focusing the issue right now and we’re not,” Laliberte told the Bugle.

Although she feels that programs such as drug court give many people a second chance at recovery, she said they don’t

go far enough and often times present a number of legal burdens that interfere with recovery.

Medication-assisted treatment is one method that has been shown to work, according to Laliberte. However, she said many drug courts have been hesitant to incorporate medications such as methadone, suboxone and vivitrol, which Laliberte said increase a person’s chance of successfully recovering from heroin addiction.

“Data shows that there are some legal strategies that help, but most of the time if we’re not treating people with treatments we know work, like medication-assisted treatment, these legal issues are just becoming redundant and they’re not helping,” she added.

In addition to the legislation introduced

by Foster, the Heroin Crisis Act – passed by the Illinois legislature in September – would make medication-assisted treatment more available by requiring insurers to cover it and other treatments.

Troy Crossroads Elementary School Assistant Principal and Preschool Program Supervisor Susan Behun said the partnership between the school, the parents and the community is an important one in education and is one of Troy’s goals.

Having the parents involved, Behun said, helps promote meaningful interactions between them and their children.

“The students got to participate in a variety of indoor preschoollevel gross motor activities that their parents can do with them at home,” she said.

Recreation Coordinator at Joliet Park District Karen Cooper said she was excited to work with the school district’s preschool students and parents. “Cabin Fever Day, she said, is a great way to get out of the house during chilly days and have some

good physical fun.”

Cooper said when parents move and exercise with their kids, they create wonderful family memories together.

May Barton brought her daughter Skye to Cabin Fever Day and said that Skye enjoyed all the activities at the event. “There were a lot of good ideas I can do at home,” Barton said.

“This is an awesome idea. You get them out, they have some fun and

they get to see kids they don’t get to see in the other classes.”

Troy Community School District 30-C also partners with the park district for after-school programs for its students. The Joliet Park District also offers open gym sessions for the public. The Troy Crossroads’ Parent Side by Side, Partnering with Parents program also partners with such community members as Oberweis Dairy and Chuck E. Cheese’s.

Crest Hill man sentenced to 39 years for wife’s murder Jerry Nichols, 64, received his sentence Feb. 11, after a jury found him guilty in September A Crest Hill man has been sentenced to 39 years in prison for killing his wife by ramming her with a car and stomping on her head while she was on the ground.

The Will County State’s Attorney’s Office said Jerry Nichols, 64, received his sentenced Feb. 11, after a jury found him guilty in September.

Prosecutors said Nichols was in the garage of his Crest Hill house when he smashed into his wife, Diane Nichols, twice with her car on Jan. 26, 2013. While she was on the ground, the defendant stomped on her head with such force that he fractured her jaw and skull and damaged the cartilage in her throat.

According to the state’s attorney’s office, a first rescue worker who arrived on the scene witnessed Nichols stomp on his wife’s head.

Nichols committed that act while making a 911 call to falsely report his wife’s death as an accident.

Assistant State’s Attorneys John Connor and Marie Griffin presented computer forensic evidence that showed the defendant had been conducting online research about poisons that are difficult to detect during autopsies. The defendant’s Internet searches including ricin recipes made from castor beans, potassium cyanide and pure nicotine extractions. In addition, he made an online purchase of castor beans that were delivered to his workplace.

“The conviction and sentence secured by my prosecutors guarantee that Jerry Nichols will die behind the walls of a state prison for this act of vicious brutality,” Will County State’s Attorney James Glasgow said.

Connor and Griffin also argued that Nichols gave Crest Hill investigators multiple versions of what happened to his wife, stating at first that his foot slipped off the brake while he was warming up his wife’s car and then claiming that he jerked the car toward her several times as a joke.

Board approves site plan for business park

At its. Feb. 9 meeting, the Shorewood village board approved a site plan for Shorewood Crossroads Business Park Lots 11 and 12.

According to board documents, the lots are located at the northwest end of Gregory Court. The project

consists of a 25,000 square-foot concrete building with a depressed dock, 53 parking spaces, a potential dumpster enclosure space and one monument sign.

Trustee Stevan Brockman said the existing bike paths at Gregory will remain in place.

The 25,000 square-foot building is planned to be a warehouse/office building.

Brockman also noted that there has been some fence encroachment into the property line by some residential neighbors.

According to board documents, the owner is not sure what to do, if anything about the encroachments.

The site plan was unanimously approved, subject to the final engineering plan.

Highway department to end electronic recycling The Troy Township Highway Department will end its participation in Will County’s electronics recycling program at the end of February.

Highway Commissioner Thomas Ward and Troy Township Supervisor Joseph Baltz said that Feb. 27 would

be the last electronic recycling drop off at the highway department.

“With the new anticipated changes in the sorting requirements and the requirement to store a semitrailer on our site, we had no choice but to close our drop-off

site,” Ward said.

Despite the decision to close the site, Baltz said Troy Township would explore other options. For more information on what items are accepted for electronic recycling, visit www.troytownship.com.

We all know that kids these days are using drugs more than ever before, right? Our eyes tell us that the images we see on TV, in movies and the daily news must be a reflection of reality.

And, sure enough, recent data indicates that 49 percent of all high school seniors have used an illicit drug at least once in their lifetime. Yet this number has actually been quite consistent for the past 20 years, and it is lower than the usage rates seen in the late 1970s and early 1980s. Almost across the board, drug use has dropped among adolescents, and quite significantly from previous decades.

People try to put us down When would you guess was the peak of drug use was among teenagers? The answer is the period from 1979-1981.

During this era, high school seniors reported that in the past year 12 percent used cocaine, 51 percent used marijuana and 55 percent used at least one illicit drug. Today, 35 years later, those figures are 2 percent for cocaine, 35 percent for marijuana and 39 percent for any illicit drug.

Furthermore, according to the most recent data available, 7.4 percent of adolescents between the ages of 12-17 were current (past 30 days) marijuana users, while 19.6 percent of young adults ages 18-25 were current marijuana users. By comparison, over 16 percent of people ages 12-17 and 35 percent of 18-25 year-olds were current marijuana users in 1979.

What about alcohol? Well, binge drinking – defined as having five or more drinks on one occasion – hit an all-time low among teens last year at under 20 percent. That compares favorably to

Finally, perhaps the greatest change in drug use patterns over the past 50 years relates to cigarettes. Many of us remember a time when smoking was allowed on airplanes, in restaurants, and for many years in college classrooms.

Now, it’s nearly impossible to find a space where smoking is not prohibited or restricted. The cultural attitude shift away from smoking has trickled down to young people. Last year, just 11 percent of 12th graders had smoked a cigarette in the past month, and half of those (5.5 percent of all seniors) were daily smokers. In 1976, the year when peak smoking was reported, nearly 40 percent had smoked in the past month, and 30 percent were daily smokers.

Not trying to cause a big sensation Where do we get this information?

Actually, there are two highly reliable, long-term sources. The first is an annual survey conducted by the University of Michigan called Monitoring the Future.

The second is done by a federal agency called the Substance Abuse and Mental Health Service Administration, and it is called the National Survey on Drug Use and Health.

Each year, these groups ask thousands of young people about their drug use habits. Have you ever used this drug?

Have you used it in the past 30 days? Do you use it everyday? You get the idea.

We can then analyze their findings and try to make informed guesses about drug use trends. One of the most notoriously difficult things to do in research is to

show a cause and effect relationship. If we see a change in trends, how can we account for it? Did something happen to make a certain drug more or less appealing? How can we explain the drop in drug use rates in virtually every category, particularly when we hear so many stories about drug problems and may even witness them firsthand?

For one thing, the data above looks at kids throughout the country, in all 50 states, and it does not describe the unique concerns faced by local communities, including here in the Chicago area. So while broad patterns suggest a promising decrease in teenage usage, we cannot say that drug use is no longer a problem. It clearly is a problem, as the CDC recently exposed the depth of the opioid overdose issue, which now accounts for as many deaths as car accidents among young adults.

Don’t try to dig what we all say What’s important is that we continue to have conversations about drug use, with parents setting clear expectations.

Although we know teenagers will not always follow those guidelines, research strongly supports parental norms that disapprove of using. If we go too far in trying to use scare tactics, however, that approach only backfires because it is not genuine. One thing is for certain – today’s teenagers are faced with as many stresses and difficult decisions as any previous generation, and they are a diverse group with enormous promise.

In the next article, I will explore the question of who should pay for social services, an issue that critically impacts the state of Illinois. As we move toward the end of the state’s fiscal year without a budget, the question is as relevant as ever.

West cheerleaders earn the program’s first title after edging Providence

Ten years ago, competitive cheerleading was in its first season as being recognized as a sport by the Illinois High School Association.

On the anniversary of these athletes being honored as IHSA state champions, Joliet West earned a Large Class state title by defeating Providence with a score of 94.7 in the finals.

“I am happy it is recognized as a sport because of the hard work we put in,” said Brandy Teague.

“So many people just see us on the sidelines and don’t see the sweat we put in the gym. We go to tumbling class all year. We start in the summer and work as hard as any sport. It feels amazing to be a state champion. I still can’t believe all the hard work paid off and it made my senior year unforgettable.”

It was the first Joliet High School state championship since the combined softball team won in 2000 softball squad and the first title won by West since the boys track team in 1989. The cheerleaders are only the second Tigers girls champion since the 1978 basketball team.

Cheerleading is set apart by many things from other sanctioned sports and one of the things it shares with only a few others is the fact that there is no scoreboard, no

predetermined end of competition and no immediate winner.

Unlike a basketball game when the winner is determined when the horn sounds, cheerleaders must

compete, be judged and wait.

“There is no score,” Diforti said.

Getting to the state tournament is nothing new for Joliet West senior Darvell Flagg.

Neither is getting there the hard way.

Flagg earned his spot among the IHSA elite Saturday when he punched his ticket to this weekend’s state finals for the fourth time in his career.

He did it placing third at 113 pounds, making it the third time in his four years he has had to battle back from a loss in the sectional in order to advance to state. This season, after falling 8-4 in sudden victory to Luke Pradel of Oswego in the quarterfinals, Flagg won three matches in a row, including a 5-1 win over Logan Johnson of Belleville West to secure his fourth state berth.

“That match was win or go home,”

Flagg said. “I was determined to go to state. I was injured early in the season and it motivates me more because people tell me I can’t do it.”

He capped the evening with a 3-2 win over Plainfield East’s Anthony Zamora for third place.

Flagg will be joined this weekend at the State Farm Center on the campus of the University of Illinois by teammate Meekah Ben-Israel, who placed fourth at 220.

Ben-Israel beat Will Ferguson of Yorkville 3-2 to secure his place in the state finals.

“Last year I lost by one point and didn’t make state and I remembered how it felt in that match,” Ben-Israel said. “This year, I came out on top by one point. I have been working hard and I am hanging with the top guys.”

He then fell 3-1 in sudden victory to Dewayne Hill of Belleville East for fourth, but is happy for his first trip to state.

“This whole week, I have been watching IHSA finals videos from 2012 to 2015 and that was something I always wanted to be down to see and now I get to wrestle in it so I am going to take my stride and try and get a place,” Ben-Israel said. “I hear magical things happen down state.”

The Tiger tandem will be joined at state by eight other locals, including six from Lockport.

The Porters were paced by sectional championships from Shayne Oster at 145 and Trevell Timmons at 152.

Shayne Oster earned the win with an 8-2 decision over Daniel Terronez of Moline.

Like Oster, Timmons also returned from injury to be a sectional champion by beating Belleville West’s Nick Foster 3-1.

Lockport earns Joliet West Sectional title By sCott taylor sports edItor

Despite an upgrade in competition, Lockport still cruised to the Joliet West Sectional title Saturday at Joliet Town and Country Lanes.

The Porters won by nearly 500 pins, finishing with a 6,300.

For the second straight week it was also a sweep as the individual title was claimed by Lockport’s Bailey Delrose, who shot a 1,374.

“It feels really good to feel that all the hard work we have put in has pad off,” Delrose said. “It is just going to carry over to next week. We’re really hoping to repeat, but we just have to bowl our game and hope for the best.”

Finishing close behind her was Monica Colon, who shot a 1,337 to place second.

“My teammates were giving me advice and cheering me on,” Colon said. “Last year I wasn’t a part of state because I didn’t put the time and effort into it. This past summer I put a lot of time into it because I really wanted to be a part of the team. I’m just

glad to be a part of this team.”

For the day, all eight varsity bowlers saw action, something that should benefit them as they look to defend their state title this weekend at Cherry Bowl in Rockford.

“Everyone is going to be prepared to bowl next week,” Delrose said. “There really isn’t a break in our lineup. Anyone can go in and we expect them to perform well. It is really a continuous line of talent. We have to stay mentally tough throughout the tournament. One game doesn’t make an entire weekend.”

Joliet West is headed to state for a third straight year after placing

second with a 5,807.

After two years of it coming down to the final game for state qualifying, this year the Tigers were in control the entire afternoon.

“The sectionals we were in before were so difficult that it came down to the last game,” West senior Taylor Bailey said.

“To get second behind Lockport, I will take that. It is great. We were able to be comfortable the last couple games.”

The Tigers got scores from Bailey (1,241), Gracie Plese (1,208), Karlee Barton (1,184), Melissa March (1,099) and Kaylee Zukovich (1,075).

West has come in 10th place

in each of the past two years and are looking to improve on that this year.

“We want to do well up there and get a trophy,” Bailey said.

“We have to work together as a team. We can’t worry about individual scores. I think we have gotten better as the year has gone on, so that is really big.”

After a year off Minooka is back to state placing fourth with a 5,661.

The Indians were led by freshman Kristina Sickler, who shot a 1,275 to place fourth overall.

“The first game I had a 139 and I was upset, but i knew I had to come back strong for my team,”

Sickler said. “I normally have one bad game, so I got it over with and my teammates picked me up and told me I could do it.

We advanced and we knew if we would stick together as a team we could and we did.”

Cheryl Eyman (1,118), Carmella Russell (1,098), Nora Russell (1,093) and Gina Russell (1,077) also contributed.

“We just have one senior (Nora) and we had to help her get to state,” Sickler said. “We knew she was counting on us to get her to state. Now that we are going to state it is exciting because we are such a young team going to state.

We need to work on spares, stay consistent and stay as a team.”

For the team, the wait can be as difficult as the performance.

“It is exhausting,” said Carolina Soto. “We are one of the top 10 teams in the state, but our conference is so tough with teams

like Lockport and Lincoln-Way East who are phenomenal teams. So, we can do our absolute best and take third. At state I didn’t feel that. I felt we gave an honest performance and we peaked at the right time.

“I have been through the best and the worst in cheerleading. I have

been through competitions where we have placed very high and won and I have been at competitions where we finished last. Achieving one of my biggest goals by winning state is extremely humbling and I feel blessed.”

Another thing the cheer season

has that is unique is that it spans two IHSA seasons. Cheer season starts in the summer like fall sports and goes through winter.

“Your body gets so tired,” Teague said. “The whole week leading up to state finals, my body was so tired and all week at practice I just knew I had to push. We had this one goal all season and I needed to push to help reach that goal.”

Also, while working on their competition routine, cheerleaders also perform on sidelines and at halftime of football and basketball games.

“We are the only sport that we are not only worried about our sport, but we have to worry about the others as well,” DiForti said.

While entertaining fans from the sideline is part of what they do, Soto said they are always working toward the goal of competing for a state title.

“We take games to our advantage, so we will do the first part of the routine at halftime or the third part at the quarter. So, that is extra practice for us,” she said. “Our coaches make it so the games are not a setback, but a way to work on the routine in front of a crowd. Being in front of a crowd at a basketball game or a football game is awesome practice.”

Now that he has a sectional title, the next step is his ultimate goal of a state title.

“I have been saying since last summer that I want a state title,” Timmons said. “I want to push the pace and break kids to the point that I can’t breathe after the match.

I want them to know that next time, they won’t have a strategy to beat me because the only strategy to beat me is honestly not to wrestle me.”

Joining the two champions will be Abdullah Assaf (2nd, 120), Ronald Tucker Jr. (2nd, 285), Brandon Ramos (3rd, 126) and Baylor Fernandes (3rd, 138).

Minooka is sending a pair of wrestlers to state, led by Kenny Kirkland, who won the sectional title at 160.

He is joined by Carson Oughton who returned from injury to claim his fourth-straight state berth by placing third at 170.
