More than 10 residents voiced concerns and posed questions to Shorewood officials regarding the proposed TIF District for Jefferson Street and Route 59 at the Jan. 24 meeting.

The Shorewood Village Board of Trustees held a public hearing as part of the process to establish this economic development tool to spur activity.

“When we do that, it contributes significantly to the health of the community and potential redevelopment for underutilized properties,” said Mary Thompson, senior planner at Kane, McKenna and Associates. “You know where there are some vacancies, you know where there is difficulty getting in and out… you have a library that’s kind of buried. All of those kind of things are going to be addressed.”

The village last reviewed the matter during a joint review board meeting on Dec. 20, 2016, at which time officials said no residents had recently came forward with concerns. The taxing districts also passed a positive recommendation to the trustees.

opment tool for roughly a year.

One attendee referenced Shorewood’s DuPage River Master Plan and questioned the village’s intention to acquire and demolish properties belonging to residents.

But that’s not the case, Mayor Rick Chapman said.

“I would understand that because we’ve shown and everybody’s shown the village master plan that was created… I would say over 10 years ago,” he said.

“All it does it just shows certain areas of what it could be, not what they’re going to be.”

Shorewood officials established a TIP plan and it does not encompass comprehensive planning or any other type of municipal planning, but it does conform to these plans.

Thompson said the village is certifying that no homes will be acquired as they look to establish the TIF District.

Chapman said the village needs to hold another master plan meeting to rework it within the next couple months.

Village Attorney Dave Silverman refuted common concerns people sometimes raise off and on regarding the topic of tax increases and TIF Districts.

“The fact that there’s a TIF District there doesn’t affect the amount of your taxes, it just affects what happens after you pay them, what you do as a government the dollars go to after the taxes are paid,” he said. “The hope of having a TIF District is that the values of the entire area will rise, but just because there’s a TIF doesn’t mean taxes go up,

don’t mean taxes go down. Some people think ‘well, I’m in a TIF District. I don’t have to pay taxes anymore.’ That’s not correct. You pay the same taxes.”

Thompson sought to add further clarification.

“If they go up, it’s not because of the TIF,” she said. “Your taxes are probably going up now, maybe some of your values are going down. So, what we’re trying to do is raise everyone’s values.”

One attendee questioned if Shorewood officials had already received word from developers regarding potential interest in bringing businesses to the village.

“Do you have any interested parties in development of the land and stuff where it’s empty and it could be developed probably for commercial use… before you put in the streets and sewers and all that stuff and end up tearing stuff back down?” the attendee asked.

Community Development Director Karen James tried to explain.

“Generally speaking in economic development conferences, seminars and any type conversations, generally many brokers and developers are interested, but they’re waiting to see what happens,” she said.

The village set its TIF budget at $79 million.

Thompson, noting that $79 million might sound like a high number to propose, said it allows Shorewood officials to avoid having to backtrack to raise the budget and reestablish the TIF District.

“The bottom line can’t change, but within the budget everything can be moved around,” she said.

“If we don’t need $7 million for rehabilitation but we need more money for utility improvement, those monies can be moved within the budget.”

Chapman gave credit to residents for the way they brought their concerns forward.

“This was a nice discussion,” he said. “I really appreciate the way this was done.”

The village board is slated to vote on the proposed TIF District as early as Feb. 14.

County stresses no electronics in courthouse ‘We made it a little bit stricter because we’re taking into account cell phone cameras’

To protect the civil liberties of people entering the judicial system, the Will County Courthouse amended its electronics policy in 2012 by adding cell phones to the list of banned items.

Now its in fifth year of implementation, the local court rule provides a means for which some praise its ability to maintain order in the courthouse, while others scrutinize the merits of the ban.

Will County Courthouse Chief Judge Richard Schoenstedt said the grounds for amending the electronics policy are clear.

“We made it a little bit stricter because we’re taking into account cell phone cameras,” he said. “When I first took the bench, phones didn’t have cameras. We had no policy for cellphone cameras… Once cell phones started to contain cameras, we had to account for them.

(Visitors) are not allowed the ability to take picture, video or audio.”

Schoenstedt has served as chief judge at the Will County Courthouse for more than four years. He said the policy, as is, amended last is sufficient at maintaining order in the courts.

“No need to change what we think is working for us,” Schoenstedt said.

Courthouse policies can be altered in two ways by amending local rules that are public, the 16 circuit court judges participate in a discussion to change policy and the other way is by entry of administrative order.

“We’re constantly trying to weigh interests of the public and the press here in the courthouse,” he said. “The other side of that is we need to maintain an environment that ensures and supports a fair and impartial trail. Where do cameras, video and audio fit into this? It’s key that jurors to the extent possible they remain anonymous—whether the case is civil or criminal. Jurors provide a very important service. take time from their lives to sit on a case, listen to the evidence and decide that case. (Jurors) have a right and an expectation that when they leave the courthouse, they leave it.”

That’s a line the courthouse is not willing to cross, Schoenstedt said.

“The judges do not want people taking pictures of jurors, posting them on Facebook, YouTube or whatever it may be,” he said. “For that very reason and conversely, we don’t want jurors to not want to serve if they hear their picture, video or audio—what they say—is put out there through social media. That would have a chilling effect on jurors’ willingness to serve.”

Schoenstedt, noting that members of the public may want to keep their cell phones to ensure access to a fair trial, said the use of electronics compromises that.

Schoenstedt said if courthouses allow devices to capture audio, video or picture, all of a sudden a judge could have 15 different viewpoints and pieces of evidence to review.

“Our interests in not allowing phones outweigh the public’s interest in having these cell phones,” he said.

Accountability in the courthouse Certified court reporters are on

hand to record everything that’s said in open court and during session for felony and juvenile cases.

The records produced by these employees are intended to provide the public with a sense of accountability within the judicial system.

Schoenstedt refuted concerns for the courthouse’s decision to employ courthouse reporters in the event that public records were to be damaged.

“I’ve never had a situation where it would be lost or damaged,” he said. “I find that not to be sufficient by any stretch.”

Schoenstedt said court reporters, like many other occupations, undergo training. To add, these positions are state-regulated, state-employed and supplied with everything necessary as required by the Supreme Court and State of Illinois, he said.

Schoenstedt said the courthouse has added court reporters in the last few years to accommodate the population growth and the addition of new judges.

To date, there are roughly 25 court reporters at the Will County Courthouse.

“I want the public to understand this policy provides the public fair and impartial trials for everybody,” Schoenstedt said.

The University of St. Francis and St. Raymond of Nonnatus Grade School recently formalized a partnership to support Catholic education, and the annual celebration of Catholic Schools Week intends to highlight that. This year’s theme for National Catholic Schools Week, that runs to Feb. 4, is “Catholic Schools: Communities of Faith, Knowledge and Service.”

Dr. Donna Metlicka, a faculty member in the University of St. Francis’ College of Education, said establishing the Cathedral Neighborhood Education Partnership with St. Raymond is crucial to the university’s intent to collaborate with area schools and celebrate Catholic education.

“At this point, it’s just St. Raymond’s,” she said. “We didn’t want to reach out to different schools if we didn’t have resources. We’re building it slowly to meet the needs of students.

We are open to others joining as needs arise, opportunities arise.”

The origin of this partnership date back to within the last three to four years.

“When creating the partnership, it took a long time to investigate what we want,” Metlicka said. “We came up with four pillars—professional development, faith formation, student achievement and social. We both decided these are things we want to focus on to better the experiences of everyone.”

The partnership provides supports for Catholic education in more ways than one, Metlicka said. “At USF’s College of Education, we want to support student achievement at St. Raymond,”

she said. “One of the ways we do that is through professional development. USF faculty will go to St. Raymond for professional development.”

Metlicka said the collaboration does a wonderful job of benefitting both sides mutually.

“One of our goals at USF is to graduate exemplary teachers,” she said. “At St. Raymond, teachers may not be in USF’s College of Educations classes. We want to support them in being exemplary teachers to their students, as well as there are several St. Raymond teachers who graduated from USF.” USF student-teacher candidates are often sent to St. Raymond, and the grade school has opened the doors for the university’s students to lend a hand in their classrooms.

Some initiatives launched over the years to support Catholic education, include free tutoring sessions provided by USF student-teacher candidates, opportunities for social work students to use knowledge gained from inside the classroom in the real world and leadership building activities.

“It wouldn’t be successful if both members didn’t benefit from it,” Metlicka said. “We we’re partnering with a like-minded institution, and we share the same mission as St. Raymond.”

“One of our pillars is faith formation,” Metlicka said. “In our theology classes, our teacher candidates go to St. Raymond to help them prepare for reconciliation and communion. They role play with (grade school students), so they know what to expect and they’re not so nervous.”

Metlicka refuted any concern or challenge for instilling the importance of Catholic tradition in community youth. To this, she said the partnership serves its aim.

“It is to support students who choose a Catholic education,” she said. “We support students who choose that, and we want to make that special. It is an additional support. They’re in a Catholic environment. “

Athletes ready to bring message to Winter Games More than 2,600 athletes to compete at the 2017 World Winter Games for Special Olympics in Austria

As of Feb. 1, there are 41 days remaining until more than 2,600 athletes compete at the 2017 World Winter Games for Special Olympics in Austria. Among them, our national team, Special Olympics USA, will send a 210-member delegation to represent the United States at the 2017 Special Olympics World Winter Games on March 14-25, in Graz, Ramsau, Schladming, and Styria, Austria.

Among them is my friend and fellow Special Olympics athlete Jamiah Shepard, of South Holland. Jamiah will compete in snowshoeing on Special Olympics USA. Jamiah was diagnosed with an intellectual disability at an early age and does not let any of her challenges get in the way of her accomplishments including receiving a Sportsmanship award at Thornwood High School, being a three-time state basketball champion, and competing in the pentathlon for the first time at Illinois’ 2016 Summer Games. In all, Jamiah has competed in pentathlon, track and field, basketball, snowshoe, gymnastics, cheerleading, and bocce.

Jamiah’s favorite part of competing in Special Olympics is, “getting a gold and having good competition against somebody,” said Jamiah.

Local Special Olympics staff had their eyes on Jamiah at a recent state Winter Games held in Galena. A year ago, they selected Jamiah to run for Special Olympics USA at the 2017 Special Olympics World Winter Games in Austria.

Jamiah is joined by 149 other athletes on Special Olympics USA. Our national delegation includes traditional Special Olympics athletes and also Special Olympics Unified Sports teams, where people with and without intellectual disabilities train and compete together, as teammates.

Biannually, athletes go beyond geographic boundaries, nationality, gender, age, culture, religion, and political philosophy to come together for the flagship event of the Special Olympics movement: the Special Olympics World Games. This event brings a much-

By Daniel Smrokowski needed message to our communities: a message of equality; a message of tolerance; and, a message of acceptance around the globe. About 15 years ago when I began competing in Special Olympics, my mom, Linda Smrokowski, 65, attended her first Special Olympics event. It was at this moment that she perfectly stated the effect of the Special Olympics movement.

“If the whole world were like Special Olympics, then there would be no wars,” said my mom. “The movement brings out the best in everybody.”

According to the press release from Special Olympics USA that was released two weeks ago, this is expected to be the largest Special Olympics World Winter Games in history. An estimated 2,600 athletes from 106 nations will be competing in Austria in 9 Olympic-type sports at these 2017 Special Olympics World Games: floor hockey, stick shooting, figure skating, speed skating, alpine skiing, snowboarding, nordic skiing, and snowshoeing.

ESPN, the global television network and digital media organization, is to produce extensive coverage for sport fans and supporters of the Special Olympics movement around the globe. This coverage is said to be the first-ever coverage for a World Winter Games event. As the official broadcaster of Special Olympics, the television coverage can be seen on ESPN’s television networks in the U.S. and streamed through WatchESPN and on the ESPN App. While at the training camp in Vermont for Special Olympics USA, ESPN had their eyes on the amazing athletes who were preparing for the once-in-alifetime opportunity.

“They [ESPN] were stalking me for Vermont,” said Jamiah. ESPN reporters were interviewing a few of the athletes who will be featured as part of the comprehensive coverage in Austria.

Jamiah is not sure if she will be featured on ESPN as the large sports television media network will select the featured

athletes once they arrive in Austria on March 12.

There are only a couple hundred Special Olympics athletes, like Jamiah, who have the opportunity to represent the United States at a Special Olympics World Winter Games. This is a unique honor to both represent our country with one’s athletic abilities and to demonstrate one’s joy to the world.

“This is a once-in-a-lifetime opportunity for these athletes to demonstrate their athletic abilities, competing at the highest level on the world stage, and to have life and cultural experiences that will stay with them for the rest of their lives,” said Chris Hahn, Head of Delegation for Special Olympics USA, in a press release statement. “I encourage every American to cheer on these inspiring athletes, to share in their triumphs and to take pride in knowing that they will represent our country with excellence and honor.”

Jamiah is most looking forward to competing against other people from the 106 countries. Admitting the excitement of competing at the World Games, she is also a little bit scared of this opportunity.

“I’m also doing a 400 but I’m kinda scared about doing the 400 because it’s a longer event and I’m not used to doing a 400,” said Jamiah. “But I’m going to try and do it.” Jamiah added that she likes to try new things. Americans watching the upcoming Special Olympics 2017 World Winter Games at home can be part of a terrific fan club mission. According to online literature from Special Olympics World Winter Games Austria 2017, “Mission 3000” has launched to become the great fan club mission of all time. This fan club mission gives you an opportunity to support an athlete before and during the World Games.

Then you can sign up to become a “Fan Club.” Once you sign up, you will get in touch with an athlete and write letters, record video messages, send pictures and introduce the athlete to the culture and tradition of your country.

Lockport places 10th, Minooka 18th at the state bowling tournament

FAIRVIEW HEIGHTS — It was another state tournament that featured Lockport advancing to the final round after the Porters finished in 10th place over the weekend at St. Clair Bowl.

However, that didn’t appear to be the case as the Porters were in 20th place after the morning session on Friday.

A strong afternoon though vaulted them into the final qualifying spot in 12th place after the day Friday.

“It was a grind and it was rough,” Lockport senior Andy Sims said.

“We bowled really well in the afternoon yesterday to get a berth here today. I wanted to bring the younger guys here today to see what it is like in the afternoon to see how loud it gets.”

“It was great,” Lockport junior Alec Buchaas said. “In the morning we didn’t bowl up to our standards, but in the afternoon we came back and we killed it and brought it

back.”

In the end the Porters finished with a 12,012 total. Buchaas led the way with a 2,552. Caleb Derrig added a 2,352, Joe Wagner shot a 2,311 and Sims had a 2,196 in 11 games.

“It was a struggle,” Sims said.

“They wanted to bring scoring down with the pattern and they did. My team did good. Nobody put us in a position to get this far.

Our team wasn’t ranked to start the season, so to get here and finish 10th is a great accomplishment.

We have a young group and they are going to be really good next year.”

“I’m very happy,” Buchhass said.

“We have had a great season and finished good. I’m excited to have the spot as a leader and Im going to be ready to take it and we expect to be back here next year.”

It was the final tournament for Sims, who was a part of the past three Porter state final teams.

“I had a lot of fun,” Sims said.

West rebounds after back-to-back losses

While Joliet West only has three losses, two of them were back-to-back losses to Whitney Young and Bolingbrook – a pair of the top teams in the state.

“We had two very big games and granted we are 0-2 in those games, but we didn’t walk out of either of those games and say, ‘we need to make a drastic change,’ because that is not the

case,” Joliet West coach Nick DiForti said after the Tigers’ 8474 loss to Bolingbrook. “Looking at film, we will see some of the things that we need to work on.”

DiForti knows that no matter the outcome of the game with the Raiders, the two teams will likely still be the No. 1 and No. 2 seeds in the sectional and – if seeds hold – will meet again to determine the sectional champion.

“There are little things that we need to work on, obviously,

but we have been in games like this. We have played in a lot of spotlight games and big games in Peoria and this can only help us,” he said. “No one wins a state championship in January. We can only take what we learned in this game and hopefully see them again down the road.”

In the loss, the Raiders were able to execute their game plan, even doing some things Joliet West prides itself on.

“Hats off to them, they did a great job of penetrating the

lane and that was the difference maker in the game,” DiForti said. “They were crashing the boards really hard and that is something we like to envy ourselves on – second chance points. Their guards really attacked the lanes on us and even when they missed, they were really crashing the boards and getting second and third chance points.”

DiForti is not concerned with West as it battles through the rest of the season just because a

team makes a run on the Tigers.

“The experience of the past two years and these guys playing together, we understand teams are going to go on runs – especially a team like Bolingbrook,” he said.

West snapped its two-game skid with a 69-66 Southwest Prairie Conference win over Romeoville.

In the win, Teyvion Kirk led West with 19 points, while Eddie Creal added 17 points and Tabyous Casterberry added 14.

Steelmen fall in league battle to Romeoville

The Romeoville girls basketball team hopes the “rollercoaster” continues to head upwards as the postseason approaches.

In a matchup of two Southwest Prairie Conference teams looking for a victory the Spartans outlasted Joliet Central 48-41 on Tuesday, Jan. 24 in Joliet.

Brittany Osborne (13 points, 7 steals , 5 rebounds) had 11 points in the second half to lead the Spartans (10-13, 4-6). Joliet Central (6-14, 1-9) was paced by a game-high 14 points and 15 rebounds from sophomore guard Shawton Brown, who had 12 points in the fourth quarter.

“It’s been a rollercoaster ride,” Romeoville coach Julio Carrasco said of the season. “Yet we still gained double digit wins [with the victory over the Steelmen] and that’s with starting two freshmen. We’ve started three freshmen at times this season.

We want to turn that corner and we hope this [victory over Joliet Central] was it.”

Romeoville led 17-11 at halftime, but the Steelmen quickly cut the lead to 17-15 on a Brown free throw and a 3-pointer by junior guard Deericka Martin (6 points) with 6:24 left in the third

The Indians finished in 18th place with a 5,902 total. Last year they placed 17th.

Austin Schomig, a senior, was the lone advancer after shooting a 1,336 on the opening day.

“It started off real good as a team but it got a little slower as we progressed,” Schomig said. “We came out and stuck together and really

Those 12 turnovers were nearly half of the 25 the Steelmen made in the game. All of Romeoville’s points in the third quarter came on layups or free throws.

“It was a domino effect,” Osborne said of the third quarter. “One person makes a play and everyone does it. We just have to go up from here. We’re climbing the mountain, we just have to stay on top.”

Behind 35-18 with less than five minutes to play and still down 39-25 with 3:06 to play in the game, things looked grim for the Steelmen. But there was no quit in them as they went on a 9-1 run in a 58 second span to close within 40-34 on a 3-pointer by Martin with 1:42 remain-

“I would have loved to make it with the team, but they were still here to support me,” Schomig said.

I’m not as happy as I would have been, but I’m happy. I just gave it everything. It was a good feeling to bowl the last day of state.”

Although they were on the losing end, the Steelmen certainly never quit, scoring 24 points in the fourth quarter, 23 of those in the final 4:57. Brown had 12 of those points. They defeated a highly regarded Bloom Township team 55-45 on Jan. 17, but haven’t won since.

“We missed so many layups and so many free throws to start,” Joliet Central coach Laura Brumfiel said. “The last few games we’ve struggled. We had layups and putback attempts and we have to convert.

“Give Romeoville credit too, but we were aggressive. In the

fourth quarter we had two choices and we choose not to give up.

We choose to play hard and play through it. That’s always the way Shawton Brown plays, all out and aggressive. We have a group of great kids and they are very coachable and play hard.”

Freshman post player Maria Picazo (9 points), and senior guards Alexis Marin (8 points) and Ayanna Shelby (5 points) contributed for Romeoville, which was 18-32 from the free throw line. Senior guard Tylena Hood (10 points) and sophomore forward Annette Hymon (8 points, 15 rebounds) did the same for the Steelmen, who held a huge 52-29 rebounding advantage.

The game started out extremely sloppy as each team had eight first quarter turnovers and

combined to shoot 2-16 from the field. Joliet Central led 5-3 after one quarter.

“We’ve been struggling in the first half and not pushing ourselves,” Osborne said of the bad opening quarter. “We knew we were a better team, so we were able to step up [in the second quarter].”

The Steelmen scored four straight points to open the second quarter and led 9-3. An Osborne jumper with 6:26 left in the half, however, propelled Romeoville on a 14-2 spurt for the 17-11 halftime lead. Joliet Central was 2-12 from the free throw line in the first half before finishing 12-25 from the line in the game.

Both teams are in the Aurora East Sectional where play opens on Feb. 13.

USF remains unbeaten Top-ranked University of St. Francis extended its seasonlong winning streak to 22 games as it cruised to an 83-46 win over Chicagoland Collegiate Athletic Conference rival Robert Morris University Illinois in women’s basketball action Saturday evening at the Sullivan Center.

With its 24th consecutive CCAC regular-season victory and ninth straight home win, USF (22-0, 15-0 CCAC) remained one of two undefeated teams in NAIA Division II. Suffering its second straight loss, Robert Morris fell to 6-17, 4-9.

USF scored 20 of the game’s first 24 points and retained at least a 20-point margin for most of the final three quarters. The Saints led by at least 30 points for the game’s final 15 minutes.

Freshman Kaitlin Aylward (Elmwood Park, Ill./ Trinity) paced the Saints with 18 points off the bench.

She was 6-of-8 from the field and perfect on six free throw attempts in addition to grabbing a team-high seven rebounds. Senior Jordan Giddings (Rock Falls, Ill./ Rock Falls) and junior Christina Ekhomu (Bolingbrook, Ill./ Joliet Catholic) netted 17 and

15 points, respectively. Ekhomu handed out seven assists to post her third straight 100-assist season.

Robert Morris’ Jannah Mahmoud led all scorers with 25 points.

MEN’S TRACK AND FIELD Juniors Cam Knudsen (Channahon, Ill./ Minooka) and Brian Blaylock (Lowell, Ind./ Lowell) clocked the nation’s two fastest times in the 3,000-meter run as the University of St. Francis men’s track & field team posted six NAIA national-qualifying performances at Saturday’s Grand Valley State University Alumni Open.

Knudsen and Blaylock ran respective times of 8:19.74 and 8:29.02 in the 3K, good for the two fastest paces recorded by NAIA runners this winter.

Senior Joey Santillo (Minooka, Ill./ Minooka) met the national provisional standard with an 8:40.28 clip.

Two other USF runners turned in automatic-qualifying performances.

Junior Jordan Duncan (St. Charles, Ill./ St. Charles East) qualified with his time of 6.87

seconds in the 60-meter dash – seventh-fastest in the NAIA this year – while junior John Principato (Plainfield, Ill./ Plainfield Central) qualified with a 1:55.00 pace in the 800-meter run.

In field events, senior Kyle Mitchell’s (Crest Hill, Ill./ Plainfield Central) 15.95-meter (52’ 4”) distance in the shot put met the automatic-qualifying standard.

WOMEN’S TRACK AND FIELD University of St. Francis senior Raven Kelly (Romeoville, Ill./ Romeoville) and junior Jenna Moody (Joliet, Ill./ Plainfield Central) met NAIA national indoor track & field qualifying standards Saturday at Grand Valley State University Alumni Open.

Kelly recorded the secondlongest distance in the nation this season in the weight throw with a 17.46-meter heave (57’ 3.5”). She also qualified provisionally with a 13.11-meter (43’ 0.25”) distance in the shot put.

On the track, Moody clocked a time of 25.39 seconds in the 200-meter dash, good for a provisional-qualifying pace.

Insurance guy is not a financial advisor DEAR DAVE, My husband was recently laid off, and he has $229,000 in a 401(k).

He has been told that he should roll it into a hybrid annuity. Is this a good idea?

DURNAE DEAR DURNAE, Absolutely not! It sounds to me like he’s been talking to an insurance agent instead of an investment advisor. There’s no reason to put a 401(k) into an annuity. Annuities are there to protect money, as it grows, from taxes. Well, guess what? The 401(k) is already protecting it from taxes.

I would roll it into a traditional IRA in a series of growth stock mutual funds. You’ll have half the fees, the advisor won’t make anywhere near the commission he’d make on an annuity, and you’ll get much better results in the end.

Yeah, I definitely wouldn’t go the annuity route. I don’t have a single annuity, and I’ve got a lot of

investments. One of the reasons so many “advisors” push annuities is because they wind up with bigger commissions. Annuities aren’t evil or anything, but they’re definitely not the proper product for you in this situation.

Get away from the guy who gave you this advice, and find a good financial advisor — not an insurance guy — with the heart of a teacher.

You need to talk to someone who’s interested in helping you two plan for your future, not theirs!
