ALDEN ESTATES OPENS NEW MEMORY CARE CENTER Early in 2017 Alden Estates of Shorewood is opened a new memory care facility in Shorewood.

Alden Courts of Shorewood, at 700 Black Road, next to Alden Estates, is set to open as early as March for residents.

A number of civic and community leaders were on hand for the Feb. 8 ribbon cutting and business showcase.

Shorewood Mayor Rick Chapman told the crowd that this development is a win for the community.

“It was a team effort with the Alden community, it was team effort with the staff of the village of Shorewood and it was a team effort with the board at that time,” he said. “I want to thank all those groups individually for bringing such a facility to our village.”

Alden Courts of Shorewood Memory Care Director Ashley Bolyn said during an interview, she’s pleased to know the facility will soon serve the needs of the community.

“I’m so happy to be able to provide good memory care for those residents in the area that really need it,” she said. “With all of our different programming that we have available, I think that the residents are just going to have so many benefits that other places may not be able to offer them right now.”

MAYORAL CANDIDATES EXPRESS VIEWS, REFLECT VILLAGE HERITAGE Shorewood’s future and its heritage were reflected in the April 4 election for mayor.

Mayor Rick Chapman was seeking re-election and Trustee Barbara “Cookie” Kirkland sought to challenge him.

“Since being back on the board for the last three years, I’ve just seen what I think is opportunities for improvements and changes,” Kirkland said. “[I’ve] learned a lot, and I feel like I’m ready to make that move.”

“I think we could a better job with some of our planning; be a little more proactive rather than reactive sometimes,” she

said.

Chapman, mayor since 2001, was seeking his fifth term.

Chapman said he was running for mayor because he enjoys serving the community in this capacity.

“I’ve been here [in Shorewood] when we were 1,300 people and now we’re almost 18,000,” Chapman said. “All these changes have just been constantly taking place, and you need to have a vision of where all this has to come together. I think that I’ve got it.”

Voters chose Chapman, giving him 1,368 votes, while Kirkland’s 1,322 fell short.

CONTRACT WITH RETAIL RECRUITMENT, DEVELOPMENT CONSULTANT CONSIDERED To maximize the village’s prospects for drawing in new developers and retailers, the Shorewood Village Board of Trustees discussed the idea of approving a one-year contract extension with The Retail Coach.

Shorewood officials came to a consensus at their March 28 meeting that tabling the board’s vote on a contract agreement with this consulting firm is warranted. Trustee Daniel Warren was absent.

“We’ve been working on many things this year,” Community Development Director Karen James said. “In consideration for the third year, this was budgeted in the current fiscal year that’s ending… March 31st. This was budgeted last year, so this would be the agreement for our third year, which would begin after we do this. The budget we just passed would actually be for our fourth year in the future if we decide to do that.”

The Retail Coach is seeking a one-year, $20,000 agreement to extend the timeframe for the services provided to the village.

The Retail Coach Senior Vice President Aaron Farmer said he, his staff and the village are always looking for new ways to get retailers interested in doing business in Shorewood.

TROY, ORENCIC STUDENTS AWASH WITH COLOR AFTER INAUGURAL RUN

Hundreds ran with flying colors at the inaugural Color-A-Thon, hosted between Troy and William B. Orenic Intermediate schools, painting Plainfield orange, pink, yellow and blue on April 7.

Usually after running a race, people are covered in sweat. Runners taking part in the Color-A-thon were also covered in color.

The event aims to encourage families to come together, with the goal of getting more parents involved on the Parent Advisory Committee.

“The history of the PTO is that we have one PTO for all of the schools, but as the district has grown we now have seven schools,” said Sabrina Price, a parent and Parent Advisory Committee volunteer.

“The PTO just wasn’t seeing a lot of involvement.

So, over the past few years, each school has tried to grow their own pack—is what we’re calling them. A Parent Advisory Committee is kind of the same idea as the PTO, but a more local presence within the school in an effort to get more parents to get involved and be active in the schools.”

More than 300 people signed up to participate in the color run.

MAYOR’S USE OF VILLAGEOWNED GAS PUMP REVIEWED Shorewood Mayor Rick Chapman has come under fire recently for using village-owned gas to fuel his personal car.

The matter was discussed by village officials following a concern raised by a resident at their April 11 meeting. Chapman was absent.

Attendee Jim Lynch, of Shorewood, said he felt compelled to speak.

“There was a postcard sent around showing him pumping gas out of the village tank somewhere,” he said. “The clear implication was that was something he shouldn’t been doing, which distresses me greatly if that is in fact the case.”

Trustee Daniel Anderson, who presided over the mayor’s duties that evening, said village officials are aware of the matter.

“We are looking into it,” he said. “We do have some records that have been picked up. Our attorney is looking into it. Our auditors may take

JOLIET WELCOMES NEW FACES, SEEKS BRIGHT FUTURE In January the Joliet City Council ended the dram surrounding the Rialto Theatre by approving a budget allotment of $500,000.

In a 6-1 vote, officials worked out an arrangement with the Rialto board that establishes a set of conditions: One-half payment is to be conveyed to the Rialto upon approval of the intergovernmental agreement.

The remainder of the allotment is to be paid to the theatre on July 1, given that a minimum of 30 live performances are booked and/or performed.

The Rialto must pay for both its 2017 payroll taxes and 2016 audit on time.

The theatre cannot request additional funds from city for 2017.

Recent revelations in the city’s effort to work toward an agreement were met with a change in circumstance when members of the Rialto Board resigned.

Mayor Bob O’DeKirk at the time said the city continues to look at ways to keep the theatre moving forward.

NEW FACE ON COUNCIL In April, Don “Duck” Dickinson was elected to the Joliet City Council to replace Councilwoman Brooke Hernandez Brewer.

His ascent to the post followed an election season that drew a pool of 15 potential candidates.

REZONING ALLOWS WINERY ON BRIDGE STREET In April a winery group is planning to rebuild the former site of a brewery building received unanimous support from the Joliet Zoning Board of Appeals and the Joliet City Council. Both supported the zoning variation needed for the winery plans.

Phil Soto, a petitioner speaking on behalf of Sehring Property Holdings, they’re pleased to see the project given the go-ahead to move forward.

“We’re just trying to restore what was originally built back in the 1850s,” he said. “We’re pretty excited about the amount of the foundations of the old brewery that we’ve been able to uncover and the tunnels. So, I think it would be the perfect reuse.”

The site used to serve as the home of the Sehring family, which housed a brewing company at southwest corner of Bridge and Summit streets, zoning records show. By the 1940s, the Catholic Diocese of Joliet assumed new ownership of the building and operated a dormitory within the castle for 50 years

After a halt in plans to build a recreation center on Joliet’s east side, Joliet Park District officials were to resume their efforts with the project.

“This is has been… a long time coming,” said Tom Carstens, executive director of Joliet Park District. “I think groundbreaking for this building should’ve been done over a year and a half ago.”

Details shared during an April 27 special session of the Joliet Park District Board of Commissioners revealed that construction is slated to begin as early as August, at which point the bidding and permitting process are hoped to be completed.

Park District officials first began meeting with members of the community about the plan to build a recreation center on the city’s east side in 2015. To allow the project to proceed without another halt, they maintained that costs to build the facility will need to remain within the budget and be sustainable once in operation.

Carstens said there is a sizeable contingency built within the Park District’s plan for the east side recreation center.

Budgeted at $7.5 million, the project consists of putting the parking lot adjacent to Nowell Park to new use by housing two gyms, a fitness center and a multipurpose room. New to the plan is an indoor track and space for a preschool.

The park district broke ground for the Nowell Park Recreation Center Sept. 6.

NEW LIFE FOR ‘STADIUM CLUB’ A POSSIBILIT Y Redevelopment for a city-owned property just outside Slammers Stadium to include a doughnut shop and sandwich shop could be in the works.

Potential developers behind the proposal are generating interest from city staff, enough interest to consider beginning negotiations for a redevelopment agreement for what is known as the “Stadium Club” at 141 E. Jefferson St. Discussion was held May 11 by members of the city’s economic development committee regarding the 18,000-square-foot building, which hasn’t been utilized in a number of years.

“Basically, this is the sort of proposal that really meets our downtown plan: mecca for young adults,” Deputy City Manager Steve Jones said.

Plans proposed for the site include 10 multifamily apartment units and three commercial spaces. The developer already holds a letter of intent from a sandwich shop and is currently in talks with a doughnut shop.

In late 2016, the city put together goals for economic development. Request for proposals were sent out to parties whose initiative is to put the building to use.

“When you think about it as a baseball stadium downtown, there’s more to it than that,” Jones said. “[The developer] had the vision to realize that with his three commercial spaces as opposed to one.”

OLD JOLIET PRISON DEBATE The council began deliberating in May whether or not to purchase of the old Joliet prison on Collins Street, and discussions drew both support and opposition from members of the council.

Earlier this year, a fire broke out on the premise in question. Still,

it remained the City and the Joliet Area Historical Museum’s desire to turn the facility into a tourist destination. Action hinged on legislation, transferring ownership of the facility to the two entities.

O’Dekirk, at the time, suggested to the council that they table the matter for further review at a later date.

To proceed with the project, the City of Joliet and the Joliet Area Historical Museum will need to form a Memorandum of Understanding and look into how they plan to address other measures to propel forward the facility and its new use.

SEVEN COMPLETE, GRADUATE COUNT Y’S VETERAN’S COURT PROGRAM Will County State’s Attorney James Glasgow is proud to announce that the Will County Veterans Court graduated seven veterans who have successfully completed the intensive program and are now living drug-free lives.

Veterans from several branches of the Armed Services and who now live in Joliet, Channahon, Manhattan and Romeoville graduated Jan. 11.

State’s Attorney Glasgow established the Veterans Court in 2012 to provide treatment, counseling and assistance to local veterans who have struggled with mental health and substance abuse disorders since returning home from military operations.

“Veterans often suffer from substance abuse problems or mental health disorders stemming from their service to our Nation,” State’s Attorney Glasgow said. “When they come in contact with the criminal justice system, we have an obligation to acknowledge their service and provide them with the treatment and counseling necessary for them to regain their lives.”

In Veterans Court, the State’s Attorney’s Office partners with the U.S. Department of Veterans Affairs, Edward Hines Jr. VA Hospital, the Veterans Assistance Commission of Will County, the Center for Correctional Concerns, the Will County Health Department and the Will County Public Defender’s Office to provide veterans with the treatment and mental health services they need to complete the program and restore their lives.

JOLIET JUNIOR COLLEGE PRESIDENT LOOKING TO LEAD

BY EXAMPLE In her February inauguration speech, Joliet Junior College President Dr. Judy Mitchell noted the journey she’d taken to get where she is today.

“There are so many wonderful people that I have met and known over 20 years and recently in the community,” she said. “You have to know that I truly bleed purple and love Joliet Junior College.” A number of community leaders were on hand for the Feb. 1 presidential inauguration ceremony at Joliet Junior College. Mitchell gave credit to the institution for helping to shape the professional she is.

“This institution from the start took good care of me as a returning adult student,” she said. “At that point, I hadn’t been in a classroom for over 10 years, let alone a college classroom. When I walk the halls of our campus today and spend time with our students— in those same classrooms, remodeled—my collective

Quiet capital — The story of Illinois’ first state city

BY ISAAC SMITH Of the Southern Illinoisan On July 4, 1778, the bell rang and the battered people of Kaskaskia gathered.

They found themselves under new rule.

George Rogers Clark explained that the revolutionary government was not interested in changing their faith, but wanted to give them liberty.

The once British-occupied territory had been liberated by Clark, who was fighting for the Continental Army.

About four decades later, this small settlement flanked by the Mississippi River would be the home to Illinois’ first capital.

There is a lot to Kaskaskia’s story — a lot that wouldn’t be gleaned by a visit to the sparse island on what would seem to be the Missouri side of the Mississippi River. Emily Lyons, curator for the Randolph County Archives and Museum, said she has spent the last 20 years working to preserve the county’s history in an official capacity, but has spent her life immersed in it.

Lyons said her family can be traced in a direct line back to settlers who came to what was then the Kaskaskia peninsula in the 1700s — Lyons explained that the peninsula became an island after years of deforestation along the banks of the Mississippi, as well as soil erosion, created a perfect storm in April 1818 when an ice pack at a bend in the river finally caused what was left of the remaining ties to the mainland to gave way.

Lyons explained that Kaskaskia began as one building — in 1703, the Jesuits built a chapel. Not long after, a small population of native peoples and 12 French settlers called the place home.

By 1718, and several church buildings later, the chapel became a parish, the Immaculate Conception Church.

Lyons said the population grew, and, in 1725, Kaskaskia was incorporated by the French. She said Kaskaskia’s location on the Mississippi River made it ideal for shipping the agricultural goods being produced in the region, but most valuable perhaps were the furs being trapped and sent to the garment trade in Europe. She said over the course of its history, the once-bustling community

The Liberty Bell of the West was rung after Kaskaskia was captured from the British in 1778 by the Colonial Army. garnered the moniker of the Versailles of the West. In fact, the Liberty Bell of the West was gifted to the Kaskaskia’s Immaculate Conception in 1741 in recognition of its importance. The bell still sits among the scattered historic buildings left on the island.

Lyons said before being incorporated, the king of France had sent a military detachment to build what would be Fort De Chartres. This proved to be a valuable asset in the years and conflicts to come.

After the French and Indian War ended, in 1765, Britain took the fort. Lyons said because of poor conditions there, the British moved to Kaskaskia, which is where Clark found them during the Revolutionary War. Lyons said while Clark and his men, who took Kaskaskia without a drop of blood being shed, announced they were happy to let the residents live their lives as they chose, they would need to be supplied. She said the following winter was a hard one as many larders had been raided to help with the war effort.

Lyons said after the war ended, Kaskaskia was part of several different territories. First it was part of the Virginia Commonwealth after the Treaty of 1783.

Then it was in the Northwest Territory until it was part of the Indiana Territory in 1800. Finally, in 1809, Kaskaskia was part of the Illinois Territory.

When President James Monroe signed off on Illinois being admitted as the 21st state in the union in 1818, Kaskaskia was chosen as its first capital. But this didn’t last long. Within a few months of acquiring statehood, Vandalia, which was not even populated at the time, was chosen as the state’s new capital as many favored its more central location within the original 16 southern counties. The

first meeting of the second General Assembly was held at a newly constructed statehouse in 1820.

Though at one time home to a vibrant population, Kaskaskia Island now is home to an almost startling quiet. Fewer than 100 people call the island home, with miles (in some cases) between houses. The Liberty Bell of the West sits encased in a brick shrine and the Immaculate Conception Church, its final brick building, just a few yards away.

Lyons said while Kaskaskia is not the tourism hub of, say, Abraham Lincoln’s estate in the current state capital of Springfield, she is happy with things they way they are. She said many who still live on the island do so for a reason — it’s quiet. She said her biggest struggle as curator is getting people to see the value in history, as well as seeing the value in keeping historic buildings standing when possible.

“Sometimes the impression is new is better,” she said, noting the irony that many buildings that replace historic structures are often estimated to last only a few decades while those that come down have lasted centuries.

She said she always tries to explain the value in these historic places. And when she loses, she is not happy.

“It’s not a good feeling,” Lyons said of seeing pieces of her county’s history meet the wrecking ball.

Lyons said she wants to preserve her home’s history and wants to ensure the buildings and museums can be maintained. This has been no easy task, as budgets in Illinois have shrunk in recent decades. However, she said she has to strike a balance when it comes to Kaskaskia: The grounds and buildings need to be kept up and the history should be celebrated, but not at the expense of those who still call Illinois’ first capital their home.

“The rich and famous go off and buy islands so they can have a secluded place to live and we don’t have to do that,” Lyons said. “We have a secluded place.”

Mitchell was appointed to her current position in September 2016, following the departure of Dr. Debra Daniels, who served as the college’s president for four years.

Mitchell said she strongly believes in JJC’s mission to be a student’s first choice and views it as a guiding principle for which she follows.

MEN WHO COOK CONTINUES TO SERVE GOOD EATS IN 9TH YEAR The Will County Children’s Advocacy Center turned down the heat and allowed it to simmer and marinade at its annual March 25 Men Who Cook.

The event, held at Pipefitters Local 597 in Mokena, was meant to please attendees by serving up smiles one plate at a time, with the goal of raising funds to help abused children. Will County State’s Attorney James Glasgow said the event is designed for everyone to enjoy.

SUMMIT AIMS TO COMBAT HEROIN, OPIOID USE, OVERDOSES IN THE SUBURBS The difficult journey of one young man in jail was shared at an April 21 summit on the heroin and opioid epidemic impacting the suburbs.

The man is working his way through the Will County Drug Court and the jail stint where it took two months before he cared whether he would live or die and the fog started to lift and he started to remember who he is, said Will County State’s Attorney James Glasgow.

He was there and he witnessed the change seen in the young man over time.

“Sixty days it took with this kid, and I would imagine that’s pretty much the norm,” Glasgow told the crowd in attendance for the sixth annual HeroHelps Southwest Coalition Community Summit at the Edward Hospital Athletic & Events Center in Romeoville. LOCAL PLAYERS HELP USF TO NO. 1

As if being the No. 1 women’s basketball team in NAIA Division II isn’t impressive enough, the way that University of St. Francis coach Sam Quigley-Smith has built her program may be even more amazing.

Of the 18 players that currently make up the Fighting Saints’ roster, 10 of them come from hometowns within 30 miles of the university, 16 are within 100 miles and all but one are natives of Illinois.

Seven of the athletes, in fact, went to schools in the greater Will County area with three players on the USF roster from Joliet Catholic Academy, one from Providence, one from Romeoville and one from Joliet Central.

STATE BOWLING FINALS It was another state tournament that featured Lockport advancing to the final round after the Porters finished in 10th place at St. Clair Bowl.

In the end the Porters finished with a 12,012 total. Buchaas led the way with a 2,552. Caleb Derrig added a 2,352, Joe Wagner shot a 2,311 and Sims had a 2,196 in 11 games.

PERFECT SEASON Lockport resident Austin O`Connor (46-0), who wrestles

for St. Rita who finished his career with his fourth high school state title, by beating Cole Smith of Providence by a 20-7 major decision at 152 pounds.

It was the second-straight undefeated state championship for O`Connor, who finished his career with a combined record of 180-4.

THIRD TIME IS A CHARM Trevell Timmons never really got to show the state what kind of wrestler he truly is - until now.

After placing sixth last season and fifth the year before, Timmons capped off his career with a Class 3A state title at 160 pounds, defeating Nate Jimenez of Marmion Academy3-2 with a third-period takedown.

Timmons claimed the 10th title in Lockport history and is the ninth different state champion.

He is the first champion since Shayne Oster in 2015.

With his medal, Timmons became only the fifth three-time state placer in Lockport history and he was joined in that select group two weight classes later when senior Abdullah Assaf (273) placed second at 132 pounds, falling 16-10 to Jason Renteria of Oak Park-River Forest.

The Porters reached the state finals by defeating Marmion Academy in the quarterfinals and beating Lincoln-Way West 50-9 in the semifinals.

TRACK STATE(MENT) No matter the sport, no matter time, winning a triple crown is milestone for any athlete.

That is what Minooka’s Soren Knudsen pulled off Memorial Day weekend at the Class 3A boys state track and field meet in O’Brien Stadium on the campus of Eastern Illinois University.

The Indian senior won the 3200-meter run in a time of 9 minutes, 3.41 seconds and also claimed the title in the 1600 run in 4:10.51.

Those two, together with his win the cross country finals in the fall, give him the distance triple crown – something that has not been done in the state’s largest class since 2013 when Jack Keelan of St. Ignatius completed the feat.

Only a rare accomplishment like what Knudsen earned is enough to trump another incredible performance by Lockport junior John Meyer.

Meyer won the Class 3A shot put title with a put of 65-feet, 10.5-inches. It was his secondstraight state championship in the shot put.

At the girls meet, Joliet West’s

Johnson becomes the highest finisher in the event in Joliet West history and first long jump medalist since Kim Whitener took seventh in 1988. Johnson tied Joliet Township’s Josie Hobbs in 1994 with her fourthplace medal.

Another first for the Tigers was West senior Lataydra Thompson taking seventh in the 100-meter high hurdles in a time of 15.54.

She becomes the first Tiger ever to place in the event.

As a combined program, the event saw medalists five times, most recently in 2005 when Megan Thompson placed third, but no one had ever done it donning the black and gold.

Not to be outdone, Lockport set a new school standard, placing the 4x400 relay at state for the first time.

The quartet of senior Morgan Bollinger, junior Grace Gliwa, senior Kayla Isom and senior Jaclyn Greci poste a time of 3:59.03 to place fifth.

The team said they were motivated by how much it meant to their coach to get the event into the finals.

Minooka senior Mackenzie Callahan made history of her own, becoming the first Indian to medal in the 1600 run, as she

placed second in the race in 4:54.22.

Minooka junior Emily Shelton was fourth in the 3200 in 10:41.82 and earned a medal, while senior Ashley Tutt was 21st in 11:22.20.

TRADING PLACES How does a program in the Joliet area replace a coach with bloodlines to one of the top athletic families in Will County?

Lewis University announced welcomed Samantha QuigleySmith as the 13th head women’s basketball coach in schoolhistory last week.

She replaces Kristen Gillespie, who accepted the head job at Illinois State University after only two seasons at Lewis.

Quigley comes to Lewis from the University of St. Francis, where she posted a record of 10162 in five seasons on the bench.

Last year, the Saints posted a 34-2 record and were undefeated in the Chicagoland Collegiate Athletic Conference. St. Francis advanced to the NAIA Division II semifinals.

Quigley-Smith was named the CCAC Coach of the Year for a second-consecutive season.

Life insurance not in the Baby Steps; but thing to do DEAR DAVE, I’ve noticed that the younger you are, the less expensive life insurance can be. I’m 32, and I’m still paying off my student loans. With this in mind, what’s the best age to get term life insurance, and what does it cover?

KALINA DEAR KALINA, Simply put, term life insurance covers death. Having student loans doesn’t really matter when it comes to life insurance, either. If you have a family – or someone who is dependent on your income – you need 10 to 12 times your yearly income in a good, level term insurance policy. If you make $50,000 a year, that means you need a term life insurance policy with $500,000 to $600,000 worth of coverage. If you don’t have a family or dependents, I’d recommend a simple burial policy of $10,000 to $20,000 to cover any final expenses.

Either of these would be very inexpensive for someone your age.

Keep in mind that life insurance becomes costlier as you get older.

The reason? Statistically speaking, the older you are the more likely you are to die. It’s not a fun thought, but it’s the truth.

Life insurance, or at least a burial policy if you’re single and have no dependents, isn’t one of the Baby Steps in my plan. But in your case, it’s a go-get-it-now adult responsibility kind of thing!

If you’re on a sales call, and the customer needs to perform some due diligence before deciding, a smart salesperson will ask to schedule a follow-up. Ask if checking back on a certain day in the next week or two will work. You don’t want to be obnoxious, but you want an appointment of sorts — a time frame — so you’ll know when to follow up without being pushy.

In this situation, I would recommend sending another email.

You want to walk right up to that fine line that separates bold from obnoxious, because that’s one of things a good sales manager should be able to do. Respectfully tell them you understand the decision-making process takes time, but you need to know when you can expect an answer.

Use the idea that you’re a great sales person, and you’re treating this as a professional sales call. And don’t be afraid to have a little fun with it. If you’re still under consid-

Board action codifies the procedure the Village typically utilizes.

Shorewood officials made no mention of the controversy surrounding its mayor at its May 9 meeting.

Trustee Anthony Luciano took a moment to address what he calls the “elephant in the room” and said he wants the public to know the board was misrepresented at its public meeting held last month.

Despite the information presented, Village officials refuted the idea that elected officials were made aware of the records that track the mayor’s use of a Village-owned gas pump.

The board maintains that such information is delegated to department heads and only they are privy to that.
