Police make donation to Children’s Center Shorewood Police Department presents $3,000 check to benefit Will County Children’s Advocacy Center Will County State’s Attorney James Glasgow welcomed a recent visit by Shorewood Police Department members who presented a generous $3,000 check to benefit the Will County Children’s Advocacy Center, a not-for-profit agency he founded 22 years ago.

The Children’s Advocacy Center was one of the beneficiaries of this year’s Shorewood Police Department Golf Outing held in September at Heritage Bluff Golf Club.

The check was presented to State’s Attorney Glasgow by Det. Paul Hulbert, K9 Officer John Coldwater, and Donna Prince, Administrative Assistant to the Police Chief.

State’s Attorney Glasgow, who chairs the Board of Directors for the Children’s Advocacy Center, established the agency in 1995 to improve the way allegations of child sexual abuse are investigated.

When children make an outcry

of sexual abuse, they are brought to the center, where trained and compassionate forensic interviewers obtain accurate statements in a neutral, non-suggestive and child-friendly environment. Interviews recorded at the center have been used to successfully prosecute thousands of child predators.

In addition, the center’s experienced staff provides children and families with advocacy, counseling and social services that enable the healing process to begin.

The Shorewood Police Department understands the important work performed by the Children’s Advocacy Center and has referred many child sexual abuse cases to the agency over the years. In 2017 alone, the Children’s Advocacy Center conducted 12 forensic interviews with children and handled 13 service referrals stemming from Shorewood investigations.

The sexual abuse of children can happen in any community.

“I cannot stress how meaningful it is when police agencies step forward and acknowledge the role that the Will County Children’s Advocacy Center plays in their crimi-

nal investigations,” said State’s Attorney Glasgow. “Thank you to the Shorewood Police Department for partnering with us as we bring hope, healing, and justice to

Village adopts property tax levy of $1.6 million Village’s 2017 levy demonstrates a 25.57 percent increase over the prior year’s request

The Shorewood Village Board of Trustees decided to adopt an ordinance providing for the levy and collection of $1.6 million in property taxes at its Dec. 12 meeting.

In a unanimous vote, officials took action to secure revenue for the fiscal year beginning April 1 and ending March 31, 2018.

The Village’s 2017 levy demonstrates a 25.57 percent increase over the prior year’s request, ex-

cluding debt, and it goes on to reveal a change of 0 percent, given there are no property taxes levied for debt service and public building commission leases.

The ordinance, as presented, distributes funds in the amount of $600,983.89 for corporate, $36,741.36 for police protection, $31,492.59 for tort/liability, $675,516.18 for police pension and $294,455.77 for Illinois Municipal Retirement Fund.

Prior to the board taking action, officials held a public hearing, at which point no constituents commented.

Trustees first discussed the Village’s tax levy at their Committee of the Whole meeting in October, and the board held a first read for the ordinance in November.

The Village must submit its tax

levy request to the Will County Clerk’s office no later than Dec. 26.

Proposal for Seil, River roads flow monitoring OK’d Also at the meeting, the Board of Trustees took time to consider approving a proposal by RJN Group for Seil and River roads flow monitoring for sanitary sewers.

The measure, as presented, is meant to help the Village evaluate the flow coming from basin No. 7 and determine what, if any, wastewater can be diverted. It places a focus on the flow of water on the west side of River Road that is not currently directed to the River Road lift station.

“We are looking to have RJN in-

stall one flow meter and two rain gauges in this area,” said Chris Drey, superintendent of public works. “With the last upgrade to the lift station at Seil Road, we got the biggest pump we could that would match that force main.

With some of the rains we had over the last year, we’ve identified this is a good time to try to look at what options we have to bring some flow.”

A three-month study conducted earlier this year by RJN shows the amount of flow is high to Seil Road, and the lift station has demonstrated challenges in keeping up with the extra flow during heavy weather.

The one-year proposal for flow monitoring is valued at $27,550, and it is to be budgeted for in the Village’s capital improvements plan.

RJN will come out at least monthly to study the situation, and the firm will provide a full report on its activities upon the proposal’s expiration.

Round up A brief recap of action and discussion from the Dec. 12 regular meeting of the Shorewood Village Board of Trustees: • Officials authorized a payment of $12,108.28 to HR Green Inc. for building and code professional services.

• The board approved a final payment in the amount of $63,367.67 to Wilkinson Excavating for Wynstone Park.

• Trustee Anthony Luciano wanted people to know that anyone interested in joining the Citizens Advisory Committee should contact him by visiting the Village’s website. The group will have some topics regarding the Village they intend to examine, with the goal of providing recommendations to the Board of Trustees.

Cops bring holiday season cheer Police department grows program thanks to officer efforts, community support

“Everyone should be proud that our officers value the relationship with the community like that, and like I said, it’s obvious with the number of people who turned out,” he said.

Santa’s Cops has evolved over time. Years ago, the program was dubbed Shop with a Cop. “It is [essentially a name change,] but the theory is the same: police officers partnering with kids, taking them shopping,

building those bonds,” Benton said. “It’s the single event the Joliet Police Department sponsors throughout the years. It’s the only charity event that we organize specifically for the Joliet Police Department.”

Benton said seeing sworn officers on hand for the program is always a positive.

“It’s a volunteer event, so I’m always surprised to see how many officers are going to turn out for it,

but I’m very happy to see that we have more officers than kids this year,” he said.

The program involves a number of moving parts that make it possible year after year.

“It’s been growing [in participation] each year, but so is the dollar amount that we’re able to spend on the kids,” Benton said. “I’d say probably 5, 6 years ago, we were at $75 per kid. Because of the generosity of the community and the success of all the officers in generating sales of the [Santa’s Cops] pin, we’ve moved that up to now I think there’s $125 per kid. The number of kids has grown, too.”

Benton said there’s a great need for the program, and it’s unfortunate that Joliet Police cannot do more.

Donations from local businesses and others help to support the effort.

Benton wanted to thank Walmart, Dunkin’ Donuts, civilian staff, volunteers, retirees, sworn officers, members of the community, Sgt. Larry Collins and Officer Frank Coleman for their support.

“It’s starting to snow,” Benton told the children in the crowd.

“You know what that means?

Christmas is coming soon, right?

You have to have snow on the ground for Santa to land his sleigh, right? Christmas is going to be here real soon.”

Man who killed mother sentenced to 32 years

Investigators also matched DNA from the victim with hair that was found on her driveway near the wheel of her vehicle.

ney Glasgow. “The vicious nature of this murder demonstrates the dark depths of this defendant’s depraved heart.”

Smith had prior convictions and served prison time for aggravated robbery in 2000 and an aggravated domestic battery in 20018.

State’s Attorney Glasgow thanked Joliet police for their excellent investigation as well as his prosecutors, Mark Fleszewski, Katheryn Tinich, and Tom Slazyk, who had prepared a strong case for trial.

It was beginning to look a lot like Christmas for about 80 children, thanks to Joliet Police.

Members of the police department, joined by volunteers, set out to help families get into the spirit of the holiday season Dec. 9 during its annual Santa’s Cops.

The program is designed to give children in need a chance to go Christmas shopping with police officers, as well as build community relations.

“It’s hard to measure [the impact,] of course, but what we do is we have officers that look throughout the year for truly needy families, and then around Christmastime, we reach out to those families to try to provide for the kids,” Police Chief Brian Benton said. “If they have contact with the family say, through a domestic incident at the house, maybe through a call or an arrest, we make mental note of that.

We’ll go back and try to interact

with that family on a more positive note, saying ‘Would you like to be part of our Santa’s Cops program?’”

Joliet Police also works with community centers, such as Forest Park and Warren-Sharpe, to identify children who could benefit from the program.

Benton said the event has a powerful way of showing members of the community that cops care.

Will County State’s Attorney James Glasgow announces that a Joliet man who choked his mother to death and dumped her body in the Des Plaines River near the Brandon Road Lock and Dam has been sentenced to 32 years in prison.

Shane Smith, 37, of the 1600 block of Black Road, pleaded guilty to one count of First-Degree Mur-

der in June for killing Joan Smith at her house during an argument on Oct. 13, 2013.

Circuit Judge Carla Alessio Policandriotes handed down the sentence last week.

Smith, who lived with his mother, had been drinking and fishing near the Brandon Road Lock with his wife on the day of the argument. Joan Smith would not allow

her son’s wife to live in her house because of frequent arguments between the couple. The dispute with his mother began when Shane Smith attempted to sneak his wife into the house that evening. Joan Smith told her to leave.

Shane Smith left as well, but he returned alone later that evening and began arguing with his mother. During that dispute, he choked his mother to death, placed her body in a garbage bag and drove her to the Brandon Road Lock.

Peoria settlement sacked, burned during War of 1812

BY CHRIS KAERGARD Of the Journal Star of Peoria If schoolchildren learn one thing about the War of 1812, it’s that the British marched on and burned Washington, D.C. But Illinois schoolchildren studying the war could also learn about the burning of a settlement in their own territory, one set ablaze by their own countrymen: the village located where Peoria stands today, in a location that had been settled since the late 1600s.

The conflagration there, almost certainly unplanned, gave rise to a half-century-long legal fight and slowed the city’s development.

In the early months of that conflict between the British and Americans, tensions grew in the western territories of the United States, including the Illinois Territory, because of fears that local American Indian tribes were either loyal to the British or being induced to attack American settlers, particularly after such an attack at Fort Dearborn.

Hence the decision by the state’s territorial governor, Ninian Edwards, to send a group of militiamen — some from Missouri — up the Illinois River in November 1812 to check into conditions in the village of fewer than 100 people.

“The Missourians were deeply suspicious of this thriving and peaceful village, unmolested within 10 miles of the main council site for Indian tribes that swarmed Illinois, Indiana, Wisconsin and Iowa,” a Journal Star archival piece from 1962 reads.

Capt. Thomas Craig’s men began to sack the town while residents were at Sunday Mass.

“In the face of protests from Thomas Forsythe, an official Indian agent and … the village priest, the property was temporarily returned,” according to another Journal Star historical recounting from 1963. “Harmless shots from across the river, probably by hunters, led Craig to say his boats had been fired upon.

The French denied it, but Craig demanded the attackers be turned over to him. When the villagers protested, Craig

Its buildings were burned, cattle killed, the wine vaults raided and villagers were taken prisoner and shipped down river. Belated orders from the governor to belay and free the prisoners finally reached the group, with men, women and children being turned loose with few provisions in freezing weather near modern-day Alton. One of the survivors later became the wife of the state’s fourth governor, John Reynolds, who called out the state’s militia for the Black Hawk War. The burning of the village and the stranding of its members in fact helped turn some local Indians against the American settlers.

The destruction cleared the way for the construction of Fort Clark at the corner of what is now Liberty and Water streets in 1813 as a bulwark against now-hostile Indian tribes. It remained on the site for only a few years until rebuilding of residential properties resumed nearby.

One problem: The displaced residents from 1812 had deeds to the property, dating back to the original French settlements there and began to petition Congress in 1813 to be reimbursed for their lost land. That process continued as Illinois entered its early days of statehood.

“By 1837, when surveys were made, American settlers were occupying these lots — but the sales to these inhabitants were made subject to the French

claims,” Ernest E. East writes in an unpublished “History of Peoria” volume, as later recounted by local historian Bill Adams.

Some 32 former residents or their heirs subsequently filed claims on 70 lots — some of which devolved into lawsuits in county court or federal court. A piece by the Peoria Historical Society explains: “But the legal process moved very slowly, which in turn slowed the development of downtown Peoria. As a lawyer, Abraham Lincoln worked on some of these cases in the 1850s. Eventually, the displaced settlers were paid thousands of dollars in reparations for the loss of their homes.”

A handful of those cases first had to go to the state Supreme Court, and one to the U.S. Supreme Court, the latter with Lincoln as one of the attorneys involved. The litigation ended when real estate baron Charles Balance finally bought out the remaining claims on eight lots for $31,000 in 1867 — about $500,000 in today’s funds.

Home for the Holidays: Drive Sober, Buckle Up IDOT partnering with law enforcement to ensure safe holiday travel The Illinois Department of Transportation, Illinois State Police and local law enforcement agencies throughout the state are working together to ensure motorists drive sober and buckle up this holiday season. Beginning Dec. 18 through Jan. 2, more than 150 police and sheriff’s departments will step up enforcement efforts to prevent alcohol- and drug-related crashes and fatalities.

“The holidays are a time to celebrate and make memories with family and friends,” said Priscilla Tobias, Director of IDOT’s Office of Program Development. “By driving sober and buckling up, you are not only helping make zero fatalities a reality in Illinois, but also ensuring that this year’s memories are joyful.”

The enforcement campaign will be in effect around the clock, with heightened efforts during nighttime hours. Illinois motorists can expect to encounter DUI, speeding and distracted driving patrols as well as roadside safety checks and seatbelt enforcement zones throughout the state.

The holiday enforcement campaign comes as Illinois experiences its second consecutive year of more than 1,000 motor vehicle fatalities. In 2016, a total of 1,078 people lost their lives in a vehicle crash on Illinois roads; the National Highway Traffic Safety Administration estimates that 315

of these individuals died in an alcohol-impaired crash.

“Safe driving habits are essential to reducing fatalities in Illinois,” said Illinois State Police Director Leo P. Schmitz. “The ISP continues to work to remove unsafe drivers from our roadways.

We ask that you do your part to assist us in reducing fatal crashes.

If you see an unsafe driver, please call 911 to report them.”

The Illinois Drive Sober or Get Pulled Over and Click It or Ticket programs are funded with federal highway safety dollars administered by IDOT.

FOREST PRESERVE DISTRICT OF WILL COUNTY

Artists wanted for forest preserve exhibit Jan. 15 is the deadline to apply to be an artist featured in the Forest Preserve District of Will County’s summer “Arts & Nature on the River” event at Four Rivers Environmental Education Center in Channahon.

The event is set for noon-4 p.m. Saturday, June 16, but the artist lineup is being assembled now. The District is looking for 12-20 individuals or small groups from a variety of disciplines.

This year’s theme is “Sharing Landscapes.” Artists may use the natural setting of Four Rivers and the surrounding McKinley Woods – Kerry Sheridan Grove, or any element of nature, to link their art form to the theme. Categories include: exhibits, demonstrations, performances and participatory, or handson, activities.

Minooka earns win over Plainfield East while playing for long-time superfan Jon Murley

When playing a team like Minooka, most opponents know what they are going to get from the Indians – the question is, can they stop it?

Minooka has established itself as a team willing to make the extra pass and get the open shot either at the rim or beyond the arc.

That was what Plainfield East got Friday night as Minooka used the hot shooting of twins Kyle and Keegan Graebner to earn a 63-55 come-from-behind win.

“The twins did a great job of knocking down shots when they needed to and Brandon (Hill) did a great job early of keeping us in the game,” said Minooka coach Scott Tanaka.

Early in the game, the Indians got its scoring from Hill, who

found his way to the rim for Minooka.

Later in the game, that penetration opened up the lanes for the shooters.

“I just try to keep being aggressive and that will open the floor for everyone else and if they collapse on me, I can kick it out to my shooters and they can hit the open three,” said Hill, who scored a game-high 21 points.

“They have to pick their poison.

They can’t stop all of us.”

Keegan Graebner finished with 15 points, while Kyle Graebner posted 14.

“The first half was a little rough,” Kyle said. “We went a little too fast. In the second half, we really slowed the ball down and were getting our shots and not the shots they were forcing us into.

USF recruit rolls 300 at Walker Invite

To achieve perfection in any athletic endeavor is difficult, especially at the high school level.

But this past Saturday at the 20th Annual Dane Walker girls bowling invitational at Strike & Spare lanes, hosted by Lockport high school, perfection was achieved.

Plainfield Central senior Megan Allensworth bowled her first 300 game of her life as well as the first perfect game in program history for the Wildcat girls team. It came in the second of the six games.

“That was my first 300 I have ever bowled and it’s such a great feeling,” Allensworth said. “I really didn’t even think about it until about the seventh or eighth frame. Then I just kept telling myself just throw the good shot and I believed I could do it.”

Central coach Connie McGrath had a feeling after about the eighth frame.

“It really didn’t set in until that eighth or ninth frame,” McGrath said. “Megan was spot on and she was so smooth. She was bowling so well I didn’t even realize how late it was in the game.”

But all of those feelings changed in the tenth frame for both bowler and coach. With word among the 20 varsity teams competing that perfection could happen the entire bowling ally’s focus was on the Central lanes.

“In the tenth frame I was shaking so bad and was so nervous,” Allensworth said. “The first ball of the tenth frame was big and it really helped getting that strike.

I had noticed everything got a little quieter all around in that last frame. It wasn’t until I threw my final ball that I realized everyone was watching. It was so special and unbelievable.”

But, just like everyone who achieved the ultimate game in bowling, reality set in as she had four more games to bowl.

“It’s a great experience to have and I’m so proud, but you have to move forward and bowl the

next game, you have to concentrate on the task at hand, not about what just happened,” Allensworth said.

“I’m so proud of Megan and it couldn’t happen to such a special young lady,” McGrath said.

“She had had a special week, as she signed with the University of St. Francis earlier in the week to continue bowling in college and now the first 300 not only for her but our program.

“It’s amazing the camaraderie there is between this team and Megan is a very big part of that.

The wins and looses as a coach are just numbers, but this is a moment I will always remember. I will always be aware that on December 16th this happened for our program.”

Allensworth, like all athletes has one big superstition - she must always wear her green Plainfield Central jacket before she bowls - you can bet that jacket will never leave her side.

The Wildcats finished third in the 16 team field, as Allensworth placed ninth overall with a six game total of 1,240.

“Today was a great day for Central bowling,” McGrath said.

“We have placed well the last two weeks and we continue to get better and it means a lot doing it at this tournament.”

Lockport won the team title by 139 pins over Minooka, The Porters Bailey Delrose was the individual champion with a total of 1,420 over the six games.

Plainfield North finished ninth as Jenna Sussenbach placed eighth (1,243) and Plainfield South was 12th with Savannah Macgruder sixth overall (1,250).

Saints put six football players on NAIA scholar list Six University of St. Francis football players have been named NAIA Scholar-Athletes, moving the department’s total to 14 so far in 2017-18.

The list includes linebackers Antonio Jameson (Bolingbrook, Ill./Plainfield East), Kyle Kurdziolek (Streator, Ill./Streator), Nic Reese (Fort Wayne, Ind./Snider) and Collin Tatone (Streamwood, Ill./Streamwood), safety Josh Woodard (Zionsville, Ind./Zionsville) and offensive lineman Dan McGee (Joliet, Ill./Joliet).

This is the third time Reese and Woodard have been named NAIA Scholar-Athletes, while Kurdziolek and McGee took home the award for the second consecutive year. Jameson and

“Minooka is a great program and they are coached good and

they play well and run their sets and they understand how to win,” he said. “I thought we struggled late against that zone.”

While Minooka was happy to move to 5-4 on the season, Tanaka said they were happier to get the win because they had

dedicated the game to a longtime Minooka fan who is battling cancer.

“We played this weekend for Jon Murley,” Tanaka said. “He is a super fan who is really sick right now and he is just a dedicated Minooka guy. “

Tatone are both first-time honorees.

In order to be nominated, a student-athlete must maintain a minimum grade point average of 3.5 on a 4.0 scale and be a junior academically. In all, 379 football student-athletes were honored.

DEAR DAVE, I just accepted a new job that will pay me $30,000 a year more than my old position. I’ve got about $55,000 in debt I’ve been working hard to pay off, and I know now I need to adjust my budget. Do you have any advice?

MITCH DEAR MITCH, The first thing I’d say is don’t go crazy on any big-ticket items while you’re paying off debt. Keep it simple, and go out to celebrate with a nice dinner after you get

your first paycheck. Remember, the more you put toward debt, the faster it goes away.

For the time being, I want you to remain passionate about getting out of debt. Your thought process needs to be, “Wow, I got a new job making more money. I can get out of debt even quicker!”

Again, I’m okay with you adjusting a bit that first month and having a little fun to celebrate your good fortune. But after that, I want you to turn around and attack that debt with even more intensity than before. Then, once you’re out of debt, you can celebrate that with something a lot nicer.

But it also has those who will lie and make threats.

If you’re doing something like scheduling utility payments to come through your debit card or out of your personal checking account, that’s perfectly fine.

But there are much safer ways to handle situations with debt collectors. You can send a money order overnight, or wire the cash to them. You can also send a ca-

shier’s check. Some folks have even used pre-paid debit cards that aren’t attached to any of their accounts.

The pre-paid debit card isn’t my favorite way to handle these things, but it’s a lot better than giving a dishonest collector the opportunity to really mess you up!
