PACE proposes raising bus fares, transfer fees Cash fares for regular routes will go up from $2 to $2.25, Ventra also affected

PACE suburban bus transit agency is planning to raise its fares as part of next year’s budget – a first major fare increase since 2009.

Under the proposed budget, the cash fares for regular routes will go up from $2 to $2.25, while Ventra card fares will go up from $1.57 to $2. The fares for premium routes would increase more drastically, going up from $4 to $4.50. And while transfers between routes currently cost $0.25, under the new budget, they would increase to $0.30.

The increases are designed to help make up for the budget shortfall due to the combination of reduced state funding and lower than expected sales tax revenue. According to Maggie Daly Skogsbakken, PACE ‘s media relations manager, the transit agency is doing its part to reduce the deficit: freezing new hirs, requiring some employees to pay more for insurance and changing the way it makes some payments.

If approved, the fare increases will take effect on Jan. 1, 2018.

While PACE hasn’t made any major fare increases since 2009, there have been a few changes. As part of the switchover to Ventra cards, transfers for cash-paying riders were eliminated, and so were 10 Ridge Plus regular and premium route tickets, which allowed riders to buy an equivalent of 11 singleride fares for a price of 10. Effective Jan. 1, 2016, PACE raised cash fares from $1.75 to $2 while keeping Ventra card fares the same.

According to a fact sheet provided

by PACE , the agency is expecting to face a $12 million budget shortfall. The 2018 budget document indicates that $3.4 million of it was lost due to declining state funding.

PACE is expecting the fare increases to bring in predominately $2.3 million, raising the amount of farebox revenue by 8.4 percent.

In most cases, the transfers function similar as they do on CTA buses and ‘L’ trains – riders are entitled to two transfers for exactly 120 minutes after the riders pay to board. The first transfer costs 25 cents, while the second one is free. CTA accepts PACE transfers, and PACE accepts CTA transfers, allowing riders easy transfer between systems.

There are some exceptions to this rule. In several larger cities in Chicago regions – including Joliet – transfers are free, but only between buses that serve that particular city.

The budget indicates that the routes where transfers are free will remain free, but for other routes, the first transfer will go up to $0.30 The increases would mean that, for the first time in recent decades, PACE bus fares will be the same as CTA bus fares, while the transfers would actually be more expensive than the CTA’s.

The premium routes include rush-hour commuter shuttles between downtown Chicago and several southwestern suburbs, a summer shuttle service to Six Flags Great America and routes that link riders to Wrigley Field, Soldier Field and Guaranteed Rate Field on game days. Routes 755 and 855 serve Plainfield, while routes 850 and 851 serve Bolingbrook.

While transfers between premium routes work the same way as regular routes, riders transferring from regular routes to premium routes have to pay additional surcharges. Riders playing one-time fares have to pay additional $2.50, while riders with all passes except the 30-day Premium PACE /CTA Pass have to pay extra $2.25 per ride.

The 2018 budget calls for them to be increased to $2.80 and $2.50, respectfully.

The increases didn’t spare some of the other services. Call-n-ride program allows riders in certain areas – including West Joliet – to book trips can pick them up and drop them off anywhere within said area.

Because call-n-ride fares were always the same as regular fares, they would go up as well, from $1.75 to $2. The ADA paratransit services, which severe both the City of Chicago and suburban six-county region, would see their fares go up as well, from $3 to $3.25. PACE isn’t planning to increase the cost of any of its passes. The Niles Free Bus system, where every aspect of the operations – including fares – must be agreed upon between the Village of Niles and PACE , won’t be affected.

Daly Skogsbakken told this newspaper that riders wouldn’t be asked to cover the deficit alone. The transit agency is making cuts as well.

“PACE administrative staff will see a six percent increase in their contribution to health care, there will be a corporate hiring freeze, and eligible capital expenses previously paid from operating budget will be paid from capital budget in 2018,” she said.

According to the fact sheet provided to this newspaper, the hiring freeze will save $3 million, while using the capital budget to cover some of the expenses currently covered through operating budget would save $5 million. Because the majority of the capital budget comes from local, state and federal grants, funds from Regional Transportation Authority and proceeds from PACE bond sales, it would have a net effect of reducing deficit.

PACE Board of Directors will vote on whether adopt the 2018 budget – and with it, the fare increases – during its Nov. 8 meeting. To give residents a chance to comment, it will be holding a series of public hearings throughout October.

In Will County, the hearing will be held on Oct. 18 at Joliet Public Library, between 3:00 p.m. - 6:00 p.m.

The DuPage County meeting will be held on Oct. 23 at DuPage County Government Center auditorium between 4:00 p.m. - 6:00 p.m. There will also be multiple hearings in suburban Cook County. The complete schedule is available at http://www.

Officials amend rules on licensing, raffles As it stands, interested parties need to seek Village Board approval for any raffle exceeding $250

The Shorewood Village Board of Trustees decided to amend a Village rule on licensing and regulating raffles at its Oct. 10 meeting.

In a 5-0 vote, officials took action to satisfy this aim. Trustee Daniel Warren was absent.

“We discussed this quite bit at the Committee of the Whole meeting, and as I mentioned the state provided the authority to regulate raffles to municipalities a few years back,” Village Attorney Dave Silver-

man said. “This ordinance is generally an ordinance that reflects the requirements of the state law in terms of raffles.”

Typically, raffle licenses are required of charities, educational organizations, labor, law enforcement and other similar groups that intend to raise money to support a cause thereby providing opportunities to give away prizes.

Entities with a desire to sell raffle tickets within the Village of Shorewood need to approach staff for an application, which will be investigated.

As it stands, interested parties

need to seek Village Board approval for any raffle exceeding $250. A $10 fee is extended to groups that wish to obtain a license to cover the accompanying administrative costs.

Trustee Clarence DeBold said the ordinance, as presented, sounds manageable.

The process of renewing a raffle license is an annual process.

Village attorney Dave Silverman said many of the concerns raised at the Committee of the Whole meeting have been addressed, though it remains unclear whether or not to cap raffles valued at over $150,000.

DeBold questioned if it would streamline matters to increase the cap to $250,000.

Silverman suggested that officials leave the details of the ordi-

nance, as presented.

As it stands, interested parties need to seek Village Board approval for any raffle amount exceeding $250.

Trustee Anthony Luciano wanted to see if there is enough consumer protection to prevent scams, should an event of this type occur.

Silverman sought to lessen the concern and went on to say a number of different communities already have similar ordinances in place.

Leaf collection update Trustee Daniel Anderson provided an update on the Village’s fall

leaf collection program, which began Oct. 9 and runs through Dec. 1. Leaves are to be placed on the parkway parallel to the street at approximately 12 inches behind the edge of the curb or pavement.

Such collections will not be picked up if left in the street or gutter, so as to prevent obstruction to the flow of stormwater runoff and flooding.

Residents are discouraged from including debris, such as garden materials, brush, cans, paper, bottles and construction materials, so as to prevent damage to equipment or injury to leaf collection personnel. Crews will begin picking up leaves at 7 a.m. and work through 3 p.m. Should anyone have additional questions, they are advised to call the Village at (815) 725-2150.

October brings ‘awareness of depression Anxiety symptoms can include an increased heart rate, heavy breathing (or perhaps waking up at night with one or both conditions) Dr. Rita Gray, a licensed psychologist, is the director of clinical training for the Will County Health Department’s Behavioral Health Division. With October being “Depression Awareness Month,” Gray says awareness of the long term care that’s needed for someone diagnosed with depression is just as important as recognizing the symptoms themselves.

Another thing that’s important to be aware of, Gray says, is the difference between chronic depression and someone down on their luck. “Depression can be a complicated, misleading term,” Gray explained. “Anyone can have a bad day or a brief period of being upset because of school or work, a relationship problem, or maybe due to finances or the passing of a loved one. But chronic depression is not temporary. It can be very crippling to one’s daily life.”

Gray says it is very important to watch for symptoms that have become a regular part of our lives or the life of a loved one. This can include being sad and tearful on a frequent basis, not wanting to

get out of bed, a lack of interest in pleasure, sleep pattern changes, or frequent irritability.

In addition, Gray says sometimes people “want to latch on to something that they’ve heard a lot about. A good example might be Attention Deficit Hyperactivity Disorder (ADHD); but when you look at everything else going on, it could actually be depression.”

Another important piece of information is what often accompanies depression in a person.

“Depression will affect 22 percent of the public at some time in their lives,” Gray stated. “People often think that’s the highest rate you’ll see for a chronic mental condition. But it’s not. The most frequent one, at 30 percent, is anxiety. But we often see a co-occurrence. In fact, it’s rare that one exists without the other.”

Anxiety symptoms can include an increased heart rate or heavy breathing (or perhaps waking up at night with one or both conditions). There are also symptoms such as constant worry, or perhaps avoiding things that cause the worry such as work or school.

“A student might be avoiding school because of bullying, or an adult may be avoiding work because they hate their job. Then the student worries about what that does to their grades and the adult worries about being able to pay bills. And soon, you have depression symptoms as well.”

Gray says being aware of what is going on in our own, our kids,’ and our loved ones’ lives is extremely important. “Depression can often by triggered by a disturbance in the body, perhaps an illness such as heart disease or diabetes. Then, we need to remember that depression can be triggered by good events as well as bad. In our profession, our list of factors we look at includes things like vacations, marriages, or even new jobs and promotions. In

all of those cases, there’s usually plenty of pressure and things to worry about.”

If you have a loved one who seems to be fighting chronic depression symptoms, showing that you care is very important.

But Gray reminds us that the response to reaching out varies from person to person. “While some can be very hypersensitive or embarrassed about their symptoms, others might be thrilled that someone is reaching out to them and showing that they care. Either way, you need to build trust with the loved one and know where to get help.”

Gray says getting help can be a whole new ballgame itself if the person you are reaching out on behalf of does not want it at first.

For example, a man or woman may approach the Health Department’s Behavioral Health Division about their spouse or partner, but none of the staffers may have ever met the spouse or partner. In that case, the person who came forward needs to know their options.

And similar to what Al-Anon does for families struggling with alcoholism, those with loved ones suffering from depression can also find support groups that offer education and discussion.

“The National Alliance on

Mental Illness (NAMI) is a great source,” Gray said. “Lots of hospitals have support groups too. But they are rather private. You won’t necessarily see them on the bulletin board at the grocery store, but if you google the hospital and explore their website, you can likely find something that fits you.”

And most of all, Gray says it’s important during Depression Awareness Month to “be aware” that long term support is needed for someone being treated for depression. “You can’t just say, ‘Well, you’ve got your medication, you’re going to treatment sessions, why isn’t this fixed yet?’

This is a lifetime battle, and they need your support.”

The weather cooperated and the streaks continued on Saturday at the Southwest Prairie cross country championships held at Channahon Community Park.

Joliet Central’s athletic director, Steve Locke, along with the conference made the proper decision to move the meet to an early starting time to try and beat the rain and they did. All the races were successfully completed under very good conditions.

The Minooka girls won their sixth title in a row, scoring 37 points. They were followed

by Oswego East (59), Oswego (69) with Plainfield North (71) rounded out the top four teams.

Plainfield South was fifth, followed by Joliet West, Joliet Central, Plainfield Central and Plainfield East. Romeoville only

had three finishers and did not count in the team scoring.

Emily Shelton, the Indians senior, won the individual title over the three mile course in 17:33 with North’s junior Juliana Stogsdill (18:01) runner-up.

“I felt so much better today and this really helps moving forward,” Shelton said. “I was a little surprised that Juliana [Stogsdill] went with me right from the start, but It helped both of us run a good race and the weather was great.”

The top 18 runners receive all-conference accolades and Minooka had all five scoring runners achieve that status.

Vivian Van Eck placed fourth (18:28) with Julia Dames in fifth (18:33), Katelyn Gall placing 10th and Angelica Leal finished 17th.

“We looked great today,” Minooka coach Kevin Gummerson said.

Joliet West coach Matt Almon liked what he saw out of his Tigers, but also had a bit of disappointment.

“I feel bad for Maddie Blaauw,” Almon said. “She was one place away (19th) from gaining allconference honors for the fourth consecutive year. To be all-conference three times and just missing is still a great achievement. When we joined this conference, our goal was to be in the top half and continue to improve each year. I’m so happy with the work ethic of these girls.

Our motto has been to bloom at the end of the season and I feel

we are right at this stage and I’m excited about regionals .”

The Tigers had Ashley Lang place 33rd followed by Arianna Short (36th), Leticia Castillo (37th) and Bella Betlejeski (38th) round out the scoring.

Central’s top five were Mikayla Lange (30th), Juana Zamudio (41st), Sheila Corona (42nd), Andrea Hernandez (45th) and Evelyn Guzman (48th).

In the boys race, Plainfield South won their third consecutive title with 45 points. Minooka finished fourth (126), with Joliet Central in sixth and Joliet West in 10th.

“We have a very young group and I’m proud of the way they performed today, this was a great test,” Gummerson said.

“Jason Hoffman, placing fifth overall, was outstanding.”

Hoffman gained all-conference honors with his fifth place

showing in 15:36.

Also scoring for the Indians were Mark Dames (21st), Vincent Van Eck (28th), Cole Senders (31st) and Seth Joder (41st).

The Steelmen had two allconference performers in Oscar Tejeda in 10th and Julian Mines finishing 12th. Rounding out Central’s top five were Jay Dworak (26th), Nick Rios (36th) and Erick Islas (46th).

“I’m real happy with our performance today,” Central coach Doug Cherry said. “We were only four points out of fourth place and I’m elated to be in that mix in this conference. This is a very good conference year in and year out.”

West was lead by the 38th place finish of sophomore Joey Mojica. He was followed by Anthony Sain (47th), Cole Long (50th), Andre Limacher (53rd) and Arturo Cruz (55th).

While Joliet Catholic Academy was officially eliminated from the playoffs last week with a loss to Benet Academy - the Hilltoppers did not roll over against Marian Catholic - if fact, they just rolled. “it is a credit to the kids,” said JCA coach Jake Jaworski. “After last week’s loss to Benet put us out of the playoffs, it would have been easy for us to come out flat and go through the motions, but they had an awesome week of practice and it showed.”

The Hillmen racked up nearly 550 yards of offense and won the East Suburban Catholic Conference tilt 63-20.

Joliet Catholic scored 49 points in the first half - posting a 49-0 lead at the half and starting the running clock.

The Hillmen were paced in first half by sophomore Kenyetta Williams, who carried the

ball five times for 146 yards and a pair of touchdowns and caught a 41-yard TD pass from Aiden Tyrell. The touchdowns were the first three of Williams’ career.

Keenan Hailey carried the ball five times for 93 yards and a pair of scores, while Ke’Von Johnson ran eight times for 103 yards and a score.

In the second half, Nick Iannantone carried the ball three times for 121 yard and two TDs. Kicker Tony Trabold had a busy night, connecting on nine extra points.

Jaworski was impressed with how the Hillmen worked and said he expects them to work just as hard next week against confernce leader Marist.

“We coach not just the Xs and Os, but the mindsets and values of hard work and we are working to improve each day regardless of outcomes,” Jaworski said.

“We can only control the effort and energy and how hard you work. The results of the games haven’t gone our way, but what

we as coaches have instilled in the players is that you always work hard and put your best foot forward. Our kids have done that and have continued to improve.

We have a lot of guys that have a lot of football left in front of them. We challenged them after the game - we have nothing to lose next week, so let’s go out and go at them.”

MINOOKA The Indians moved to 7-1 on the season with a 24-6 win over Oswego East.

The Indians scored 10 points in the second quarter and 14 in the fourth for the win.

The Indians got rushing touchdowns from Emani Johnson and Connor Etzkorn, while Zack Gessner found Tomas Savickas for a 40-yard catch and run.

The final Indian score was on a 95-yard interception return for a score from Tyler Haase. It was one of three interceptions and four total turnovers forced by the stingy Minooka defense.

Time for college-age son to make own money decisions DEAR DAVE, My son is about to go off to college, and I’m concerned about how he’ll handle his money when he gets there. We’ve taught all our children how to use your envelope system, and to save and give, but I’d like some advice on how he can safeguard his finances a little better.

ASHLEY DEAR ASHLEY, If you haven’t already covered it, he needs to learn to utilize a debit card and reconcile a checking account. Set the account up in your name and his, so you can follow what’s going on in the account. If there’s an issue, this gives you easy access so that a minor incident doesn’t become a huge problem.

Right now, the best way for him to learn is to make educated, informed decisions on his own and

to stand on his own two feet. You’re there for guidance at this point — not control. I’d let him use a debit card, cash, and have a few simple envelopes for expenses. Also, he needs to report back to you monthly what’s going on with the budget.

What I’m talking about here isn’t control; it’s a simple, regular review and coaching session on finances.

This is an exciting time in your lives. You’ve laid a foundation, and it’s time for this little one to spread

his wings a bit. Together, you can make sure he’s learning and living the way a young man should!

MONICA DEAR MONICA, In most cases, leasing something is just another way of financing. I wouldn’t lease anything, apart from a building or office space for a business in the short term. There are almost always hidden conditions and a few “gotchas” hidden in the fine print of leases. Besides, leasing a cell phone? Really? Come on!

If you can’t pay cash for something like a cell phone, it means you can’t afford the phone. It’s as simple as that!

Safety tips for trick-or-treating placed on a sturdy table, away from curtains and other flammable objects, and not on a porch or any path where visitors may pass close by. They should never be left unattended.

Halloween is an exciting time of year for kids, and to help ensure they have a safe holiday, here are some tips from the American Academy of Pediatrics (AAP). Feel free to excerpt these tips or use them in their entirety for any print or broadcast story, with acknowledgment of source.

ALL DRESSED UP: Plan costumes that are bright and reflective. Make sure that shoes fit well and that costumes are short enough to prevent tripping, entanglement or contact with flame.

Consider adding reflective tape or striping to costumes and trickor-treat bags for greater visibility.

Because masks can limit or block eyesight, consider nontoxic makeup and decorative hats as safer alternatives. Hats should fit properly to prevent them from sliding over eyes. Makeup should be tested ahead of time on a small patch of skin to ensure there are no unpleasant surprises on the big day.

When shopping for costumes, wigs and accessories look for and purchase those with a label clearly indicating they are flame resistant.

If a sword, cane, or stick is a part

of your child’s costume, make sure it is not sharp or long. A child may be easily hurt by these accessories if he stumbles or trips.

Do not use decorative contact lenses without an eye examination and a prescription from an eye care professional. While the packaging on decorative lenses will often make claims such as “one size fits all,” or “no need to see an eye specialist,” obtaining decorative contact lenses without a prescription is both dangerous and illegal. This can cause pain, inflammation, and serious eye disorders and infections, which

may lead to permanent vision loss.

Review with children how to call 9-1-1 (or their local emergency number) if they ever have an emergency or become lost.

CARVING A NICHE: Small children should never carve pumpkins. Children can draw a face with markers. Then parents can do the cutting.

Consider using a flashlight or glow stick instead of a candle to light your pumpkin. If you do use a candle, a votive candle is safest.

HOME SAFE HOME: To keep homes safe for visiting trick-or-treaters, parents should remove from the porch and front yard anything a child could trip over such as garden hoses, toys, bikes and lawn decorations.

Parents should check outdoor lights and replace burned-out bulbs.

Wet leaves or snow should be swept from sidewalks and steps.

Restrain pets so they do not inadvertently jump on or bite a trick-or-treater.

ON THE TRICK-OR-TREAT TRAIL: A parent or responsible adult should always accompany young children on their neighborhood rounds.

Obtain flashlights with fresh batteries for all children and their escorts.

If your older children are going alone, plan and review the route that is acceptable to you. Agree on a specific time when they should

return home.

Only go to homes with a porch light on and never enter a home or car for a treat.

Because pedestrian injuries are the most common injuries to children on Halloween, remind Trickor-Treaters: Stay in a group and communicate where they will be going.

Remember reflective tape for costumes and trick-or-treat bags.

Carry a cellphone for quick communication.

Remain on well-lit streets and always use the sidewalk.

If no sidewalk is available, walk at the far edge of the roadway facing traffic.

Never cut across yards or use alleys.

Only cross the street as a group in established crosswalks (as recognized by local custom). Never cross between parked cars or out driveways.

Don’t assume the right of way.

Motorists may have trouble seeing Trick-or-Treaters. Just because one car stops, doesn’t mean others will!

Law enforcement authorities should be notified immediately of any suspicious or unlawful activity.
