The Joliet City Council last week moved forward with plans to fill a recently vacated position by swearing in new council member, Brooke Hernandez Brewer.

Hernandez Brewer will finish the term of former council member Jim McFarland who resigned in September.

Hernandez Brewer said she must give thanks to everyone whose paths she has crossed to get her to this point.

“I recently over the past few years came in contact with some of the most amazing political people I’ve ever met,” she said. “I’ve met them through many different events, charities, through work.

Through my union work, I’ve done stuff across the board and these people—you know all who you are—mean the world to me and

without you, I wouldn’t be standing here.”

The lifelong Joliet resident has three children, and is married to Kevin Brewer, a Will County deputy correctional officer.

Hernandez Brewer said everything she does is for her kids and their future.

“They are the reason that I get up everyday and fight the fight I do,” she said. “Because I’m not made of money, I’m not going to leave them millions. All I can leave them is a better world.”

Hernandez Brewer said it shouldn’t go without saying how greatly impactful her mother was in helping shape who she is.

“I was a raised by a woman, who long before feminist was a term, she was one,” she said. “She taught me to be strong and gentle, she taught me to be kind but not let that make me, she taught me to hold my head high but to never look down on other people. I love my mother… She made me proud of my heritage, of who I am, of where I come from. You’ll never hear me say otherwise.”

Hernandez Brewer said she must also credit her father for helping her to become the leader she is.

He taught me that being behind the scenes is perfectly fine because usually, they don’t want people that are blatant, people that are not going to play the games. They don’t want them up front. Somehow I got here in anyways.”

Hernandez Brewer said like her father, she vows to be honest to default.

“I have to do what I know is best and that is to be honest and truthful,” she said. “I will fight hard.

I will fight harder than you can imagine for the people of this city.

I will speak louder—a lot of you know how loud I can speak—I will

speak louder than you possibly imagine for the people that don’t have a voice in this community. I promise you that with the help of the councilmen and councilwomen, that I see here tonight, and our amazing mayor, we are going to take the city of Joliet to another level.”

Hernandez said what the community needs is justice, equality and unity.

Hernandez said together, they’re going to develop the city not only politically and financially; they are going to have a kind, interactive city where people care about each other.

Mayor Bob O’DeKirk said he thinks Hernandez Brewer will make a good addition to the council. “I think it’s shown that there is progress in Joliet and we are taking steps forward,” he said.

O’DeKirk said he went through about 20 different candidates, and is cognizant that Hispanic representation was needed among members of the Joliet City Council.

“With the activism she’s done and I guess beyond the spirit of the idea that she really wants to work hard to move the city forward,” he said. “She has young child in the community. I thought she’d be a great fit for the council.”

Joliet residents will find a 7 percent increase in the rates the city will charge upon water and sewer bills beginning in November.

The measure was approved last week by the Joliet City Council in a 5-1 vote. Councilman Larry Hug cast the lone dissenting while councilwoman Brooke Hernandez Brewer abstained.

Councilwoman Jan Quillman questioned if the city needed to take action during the meeting.

“The reason I’m asking is because councilman Hug presented a five percent thing yesterday,” she said. “I had asked for 6 [percent] when I met with the consultants; they came up with 7 [percent]. I was just wondering, did we really look at the five percent and would that be more palpable?”

The average cost of water and sewer bills will amount to $57.78 for residents and $38.52 for seniors.

City Manager James Hock tried to explain saying that a rate increase should have been adopted a year ago.

“The reason that staff could go along with seven percent was that it still accomplishes of our goal of having one percent for capital improvements,” he said. “As you recall in our efficiency study, it said we should be budgeting one to two percent annually, so we can get away from crisis management, we can get away from broken lines, and repair and replace them in a timely fashion, so we don’t get to the point where we’re reactive but we’re proactive.”

Hock said tabling the matter would mean that officials are choosing to delay city-related business.

In September, the Joliet City Council adopted a water and sewer operations efficiency study implementation plan, which outlines steps in which officials should take in the coming years.

“Every month you wait is another month we fall behind and can’t

do those capital improvement projects,” Hock said.

Councilman Larry Hug said a lower rate could be possible if the city holds off on the matter until the litigation process is completed for two sewer districts located outside of Joliet receiving water and sewer at no charge.

“We would actually be collecting more at that point than we’re asking,” he said.

Mayor Bob O’DeKirk said it needs to be made clear this isn’t discretionary spending. The city of Joliet was mandated by the federal government to change its water system, he said.

“The cost is going to be about $100 million that we have to pay for,” O’DeKirk said. “The city of Joliet has known that they needed to do this work since the 1980s.

The bucket has been passed for 30-something years now, and we’re at the end of the road. If we don’t do this, the federal government is going to come and do it for us, and fine the city of Joliet.”

The city of Joliet is looking to increase the amount of the professional services agreed upon for the tax increment-financing district for the Presence-St. Josepharea.

The measure, as is, voted on last week by the Joliet City Coun-

cil allows officials to add $29, 720 to the agreement formed with the development advisory firm, S. B. Friedman.

The boundaries of the taxing district initially intended to cover the area bordered by Jefferson Street and Glenwood Avenue and include properties moving west along the Joliet-Junction Bike Trail toward Presence-St. Joseph Medical Center.

The extension of the tax increment financing district includes Hammes Avenue, and is charged to the city manager administration and professional services account.

The Coffee and Conversation series is open to parents, students, staff and community members. There is no structured agenda, and guests can arrive

“This is a great way to connect face-to-face with our community in a relaxed setting,” McCarthy said. “We are looking forward to engaging in informal conversation surrounding our school district.”

Upcoming Coffee & Community Conversation sessions will be held at various locations throughout the community from 7 to 8 p.m. on Jan. 23 and March 20. Locations will be announced closer to the date.

“I think it started out with staff recommending 12 and a half percent,” he said. “We all met with the consultant and staff and told them, ‘although maybe that was needed, that wasn’t acceptable to us and the community.’

The five and a quarter percent over three or four years looks better than seven percent, but it’s not going to meet our obligations. I think it’s just kicking the can down the road further.”

Quillman said she agrees with Turk, and is relieved that officials reduced water and sewer rates as low as they did.

Hock said improving the city’s responsiveness to the matter is hoped to be viewed by constituents as an upside.

In March, the city hired a company to look at more than 300 miles of water mains to find underground leaks. That contract is for one year plus an extension until the end of 2017 if opted for.

Hock, noting that what is pumped out of wells into the city’s water towers compared to what they’re billing customers, said officials have noted issues.

In 2013, the city officials said they saw a 30 percent loss followed by a 15 percent gain and 30 percent loss in 2014 and 2015, respectively.

“There’s a 45 percent swing in there,” Hock said. “The industry standard is really a 6 to 8 percent loss is acceptable. What this really tells us is that our billing system is unreliable.”

To that end, Hock said the city is in the process of implementing new billing software.

pavement marKing prOgram WitH additiOnal Funding Joliet officials are moving forward with plans to work on the pavement along various streets within city limits as part of the city’s pavement marking program.

The project, as is, approved last week will be paid for in motor fuel tax dollars in the amount of $482,682.90. State of Illinois requires the mayor and the City Council to approve a motor fuel tax resolution in order to use these funds.

A number of community leaders were on hand last week for a groundbreaking ceremony to commemorate the start of construction for Joliet’s new train station and platform.

The project is part of the city’s multi-modal regional transportation center, which also includes a bus station.

Funding for the initiative has seen delays over the years, prompting Joliet officials to hold off on construction. The cost of the work to be performed has increased raising the total amount of the initiative to more than $40 million, the city records show.

Mayor Bob O’DeKirk said the work of local and state lawmakers to advance the new train station project shows their commitment to Joliet area people.

“It’s been a long time coming, but we’re really happy to be here,” he said. “We’re ready to get to work on it.”

Around that time, city, state and regional transportation officials hashed out details regarding what to do with the bus station. That portion of the project is on hold.

Randy Blankenhorn, secretary of transportation for the state, was one of several community leaders who also spoke during the groundbreaking ceremony. He said the train station is one of the most important pieces to linking communities together.

“You got to be able to move people in and out and this is [one way]

of how we’re going to make it better again,” Blankenhorn said.

Metra Chief Executive Officer Don Orseno said he looks forward to seeing the project run its course.

“It’s just amazing all the things we can do when people work together and it’s for the common good of the people,” he said. “This station means a lot to Metra. We see have the Heritage Corridor line; we got the Rock Island line. There’s not many places where we have two of our major lines coming together to work together to move people to jobs of the communities.”

Among those in attendance for the groundbreaking ceremony were also Joliet council members John Gerl and Jan Quillman, Sen. Pat McGuire (D-Crest Hill) and Will County Executive Larry Walsh.

The train station is expected to see completion by the end of 2017, the city records show.

Pare down the paper invasion time for an annual “review and pare down” routine I’ve recently taken on the self-assigned duty of spending a minimum of 5 minutes each day de-cluttering my office.

My office is actually very well organized – it’s just time for my annual “review and pare down” routine. But rather than doing it in big chunks, I’m breaking this project down into small steps to get it accomplished.

Five minutes a day (OK, it’s so much fun that I typically spend 15 minutes a day) may not seem like much, but over the past three weeks I’ve pared down two file drawers and should have my project completed by the end of the month.

It is rare that an athlete that had a hard time cracking the varsity lineup in their sport is inducted into the school’s athletic Hall of Fame.

But Haley Augello is a rare athlete.

The 2013 Lockport Township High School graduate didn’t place at the IHSA state wrestling meet.

She never won a tournament and was a back-up most of her career, however, she made her Olympic debut in this past summer’s Rio De Janeiro games in the 48kg class of women’s freestyle wrestling – finishing ninth overall.

“I didn’t walk away with what I wanted - I didn’t bring home that medal. So, as long as I stay healthy, I will stay with it for another cycle,” Augello said. “I love the sport very much and the experiences were great and that just lit a fire in me for the next one and to go and get my goals accomplished.”

Augello opened her tournament with a dominant win over 2015 World bronze medalist Jessica Blaszka of Netherlands, 7-0.

In her quarterfinal, Augello came close to defeating three-time World champion Eri Tosaka of Japan, but dropped the match, sending her to the repechage round, where she fell 3-2 to two-time World medalist Zhuidyz Eshimova of Kazakhstan.

While her goals were not met

this time, the experience was one Augello said she will never forget.

“I got to meet all the men’s basketball team at the opening ceremonies and I met [gymnastic gold medalist] Simone [Biles] at the closing ceremonies. It is crazy seeing all these people of different shapes and sizes coming together to represent the USA and that was such a surreal moment to see all melting pot of cultures, skin tones, men, women, all coming together to represent the country and that is what the Olympics is all about.

Augello is the first Olympian from Lockport, but she knows her accomplishments and honors do not only represent her community and her school – they represent her sport – a sport that was introduced to the Olympics in 2004.

“I had a little different journey as the guys. I wrestled freestyle, the team is folk style. Having to wrestle males, I wasn’t as strong as them and I had to work harder to get to that level,” she said. “I stuck with it and that is the biggest part with women is when it is hard, they have to stick with it when it gets hard. A lot of them don’t and that is why you don’t see a lot of women wrestlers. It is an honor that they recognized my hard work. That is an honor.”

Like it has in previous seasons, the Joliet Catholic Academy boys soccer team features freshmen on the varsity level.

The difference is this season it is by choice.

For the first time in a few seasons, the Hilltoppers have enough players to field multiple levels within the program.

“The good thing about this year is that we finally have enough for two levels, so we are building the program back up,” said JCA coach Tom Cranmer. “We have the numbers and this is the first time in two years we have two levels.”

With that said, the Hilltoppers still feature a young team that is learning on the fly.

“We have a good freshman class this year and we have two freshmen starting. We are so young. We only have three seniors and that is obvious on the field because for a lot of them it is the first time at the varsity level. It takes time to adjust to the speed of the game,”

Cranmer said. “Some games are tough, but they are a benchmark.

The progress is being made – it is probably hard for them to see it – but the steps are there. Where I get frustrated is that they are making the same mistakes and not making the fixes.”

The two freshmen are Kyle Michel and Tyler Kaput and Cranmer is impressed with their play.

“We have two freshmen center midfielders,” Cranmer said. “They are the best little playmakers that we have on the field and they are getting it, it is just hard for any freshman to step on the varsity level. Let alone try and take control of the center of the play. It is nice for the freshmen at the lower level to see that if you work hard, you can have a chance to play with the big team.”

Not only are the Hilltoppers young, but they have been hampered by injury.

“Jimmy Folino had a very good first couple of games in goal and unfortunately he got hurt and

While there has been a lot of focus on the Joliet West and Joliet Central football teams entering the Southwest Prairie Conference this season, all of the other sports also made the move.

For the West soccer team, the move has been one it has enjoyed.

“For the coaches it’s difficult, but for the players, I think they know these teams more,” West coach Patrick Korthauer said. “Half the time we are walking up to a field to see half my team hugging the

other guys. They all play club with these guys. When we played Stagg or Sandburg, they didn’t play club with those guys. In terms of planning for games, it is harder for us coaches, but for them it’s easier.

They are telling me who is good on each team. The built in rivalries are there and these are their closer rivals.”

The Tiger players will not have that familiarity with the teams in the IHSA Class 3A playoffs, where they are the No. 9 seed in the Sub-sectional of the Peoria Notre Dame Sectional.

West will face off at No. 7 Joliet Central as part of the Normal

Community Regional complex.

A win over their cross-town rival would have the Tigers traveling to Normal to face the host Ironmen, the No. 1 seed.

“It is always tough in our group,” Korthauer said. “I think we probably have the most miles covered of any sectional in the state. We don’t ever play seven of the nine other teams until the playoffs. It is difficult, but we will play anyone.”

And when the Tigers are on, they are a team that Korthauer believes can advance through the sectional.

“We are very off and on,” he said. “At times we play really well

Joliet Central has had a hard time scoring goals this season, especially in its new conference.

That was on display last week in a 1-0 shootout loss to Plainfield South.

“We are underperforming with 15 seniors,” Central coach Eduardo Contreras said. “We should be doing a lot better than we are. We are leaving too many goals on the field. But Plainfield South played well. But we should be playing a lot better than we are.

That is the sad thing. We aren’t playing the way we are capable of.

Unless they figure it out, their season is going to come to an end in the first playoff game.”

The goal-scoring problem isn’t exclusive to the one game, as it has been a problem throughout the year.

“It has been a problem all year,” Contreras said. “We leave goals on the field. We wait till the end and expect to bring it out at the end.

Until they want to do something different, the season is going to end in the first playoff game.

“We are getting chances,” Contreras said. “We don’t have

anyone who can finish right now and it has gotten into their heads.

We had so many chances tonight and don’t even put the ball on the net and give us a chance to score.”

Central is the No. 7 seed in the Peoria Notre Dame Subsectional and opens play against rival Joliet West at home. The winner will get top seed Normal Community at 4 p.m. Oct. 18 in Normal.

Lockport is the No. 12 seed in the Bolingbrook Sectional and host its own regional. The Porters play at 4 p.m. Oct. 19 against No. 5 Oswego East.

The regional final is at 4 p.m.

“With women’s wrestling, there have been a lot of [discrimination] other athletes have had that I never had growing up,” she said. “A lot of people asked me when I’m interviewed about the sexist comments that I encountered and honestly, my coaches and my teammates at Lockport really shielded me from

anything bad that was being said. I really never got that side of it and I know a lot of girls do and that is why I stand so strongly on women getting comfortable with being strong.

“In Illinois, you don’t see a lot of girls wrestling at the younger levels and I think it is important now with women’s wrestling growing as rapidly as it is that we need to bring women’s wrestling to places where it has the support. With me making the Olympic team and showing

that I had a comfortable journey at Lockport can hopefully open doors here, in the area and all around Illinois.”

Lockport wrestling coach Jake Oster – who was one of the two head coaches had while in the program – said treating her the right way was simply the culture of the team.

“Everyone kind of emulates your leader and [former head coach] Joe Williams is one of the highest character people that I ever met,” Oster said. “So, having him at the time probably unknowingly helped too just because he is someone that treats everyone the same and doesn’t come in with preconceived notions.

“I am sure there were things said by kids and parents from other teams and I’m sure she heard some of that, but it just wasn’t a thing on our team. When she started wrestling, her dad and the other guys running the Junior Porters at the time, she just wrestled. They always treated her that way and when she started coming to our summer camps, she was just another wrestler. The only time she was any different than anyone else is when she made the move to wrestling internationally and the only reason she was different is she was on a different practice schedule and she

was wrestling freestyle.”

Augello’s Porter coaches and teammates may have protected her outside of the room, but inside they treated her like one of the guys.

“They held me to the same standard as them,” she said. “They weren’t crying on the side of the mat, so I wasn’t going to cry on the side of the mat. They held me to that standard and that really pushed me as an athlete.”

That standard was both emotional and physical. For half of her career, Augello spared with one of the best wrestlers to ever come out of the Porters’ system in Brian Rossi – a three-time state placer, twice taking third and once winning the state title. He is now wrestling at Stanford.

“Brian Rossi was my wrestling partner for two years and he is wrestling at Stanford now and that is only one example, I always had tough competition in the room and they never took it easy on me,” Augello said.

That came as no surprise to the coach.

“I would have expected no less from those guys,” Oster said. “That is something every high level competitor has. They just compete and everyone that is a good high level competitor makes everyone around them better. They know if they don’t give their all, they aren’t going to get everyone else’s all to help them.” jca from page 10 we are fighting through that,” Cranmer said.

“Adrian Guzman has stepped up,” Cranmer said. “He is our Swiss Army Knife because we can put him anywhere. He has filled in at goalie for us – he is a difference maker wherever we put him. It is tough losing Jimmy because then we lose Adrian off the field. Manny Alvarez – when he is on, he is one of the fastest and most talented players in the area. It is hard for him sometimes because he is better than everyone else. We have the talent in spots, it is just trying to get everyone on the same page,” Cranmer said. “We have to try and raise everyone to a level where we can play together and then try and raise the team up to compete.”

Your first goal is to do no more harm, meaning that you graduate and finish this degree without taking on any more debt. I think beyond that, and I don’t know what you’re paying for the school, you

should have some money beyond that to work your debt snowball.

Don’t beef up the payments on your debt so heavily that you use up money that you’ll need for tuition. Getting through school will slow down your debt snowball somewhat, but that’s okay. This is a worthy cause, and you’re approaching it the right way. I just don’t want you to get so excited and gazelle intense about paying off your debt that you end up borrowing for tuition.
