At its Jan. 12 meeting, the Shorewood Village Board approved the appointment of Patrick Kerr to the police and fire commission for a

three year term.

Kerr is filling the position left by Ken Kopus, who moved outside of village limits. Kerr was a Joliet police officer for 33 years and retired from the deputy chief position. He currently serves as a police commander in Elwood, and

resides in Shorewood. Mayor Rick Chapman said he interviewed a few individuals, and Kerr stood out far above anyone else.

ROAD SALT, MAJOR EQUIPMENT The board approved a payment to Cargill Deicing Technology for 1,403 tons of Deicer salt for $84,380.

Public Works Department Supervisor Chris Drey said this

payment will complete the total amount of the village’s contract with Cargill.

“It was a good year; we took advantage of trying to get all the salt in,” said Drey, who added that the village has not used much of the salt because of the mild winter thus far.

The board also approved one of the purchase department’s major equipment purchases in the 2016 budget. The new vehicle, a John

Deere compact track loader with a grapple bucket, cost $66,350 and will replace a 2002 Bobcat skid steer.

Drey explained that staff became interested in purchasing the vehicle after seeing its usefulness when staff worked with Coal City after last summer’s tornado. According to board documents, the vehicle will be used by the street department and have a 10 to 15 year useful life.

School launches parent advisory council Group encourages parent participation, school improvement

Troy Heritage Trail Elementary School’s parent advisory council began this school year.

Troy Heritage Trail Elementary School began its own parent advisory council this year that is already helping the District 30-C school and its students.

The idea for the PAC was introduced last year by then-new principal Brooke Allen with the goal of encouraging parent participation for school improvement.

“This year we jumped in with both feet,” Allen said. “I’ve been very pleased with the response.”

Meghan McMahon Merda, parent of two Heritage Trail students and an active member of the PAC, said she also participates in the districtwide PTO but that the PAC is more local to her school.

“I like doing it,” she said. “I like

spending time with the kids, and I want to get involved as much as I can. I want my kids’ school to be successful, and I want to help play a role in that however I can.”

The Heritage Trail PAC has already been active in helping organize and run an October movie night, a Veterans Day observation and a fundraiser night at a local restaurant.

Events in the planning stages for later this year are the school’s first electronic recycling event April 23, its first daddy-daughter dance and its first mother-son dance later in the year.

The PAC plans on assisting in the publication of Heritage Trail’s annual yearbooks, as well.

The meetings are held once a month, alternating between daytime and nighttime to give most parents the opportunity to participate.

“Everybody has something they can give,” Merda said.

Joliet Democrat urges MAP funding Pat McGuire introduces legislation to allocate $168 million for higher-education grants By bugle staff sweditor@buglenewspapers.com @BugleNewspapers

A Will County legislator doubled down on his call to fund the state’s Monetary Award Program last week by introducing a measure to immediately release $168 million in higher-education funding.

Sen. Pat McGuire, D-Joliet, introduced Senate Bill 2226 during a Jan. 13 press conference at the state Capitol Building. The legislation would cover the costs incurred by Illinois colleges and universities that funded MAP grants in the fall.

“Gov. Rauner has shown he values pre-K education by rolling back his changes in Child Care Assistance Program rules. He has shown he values K-12 education by signing that original appropriation bill,” said McGuire, who also serves as chairman of the Senate Higher Education Committee. “Senate Bill 2226 now gives the governor the opportunity to show he values postsecondary education.”

McGuire was joined by Senate Higher Education Vice-Chairman Bill Cunningham, D-Chicago, and Sen. Scott Bennett, D-Champaign, to discuss the McGuire-sponsored bill. Specifically, S.B. 2226 would allocate funds to the Illinois Student Assistance Commission in order to

cover claims made during the fall semester.

The Joliet Democrat said colleges and universities throughout Illinois shouldered the cost of the absent MAP grants during the first half of the 2015-16 academic year, which totaled approximately $182 million.

However, dozens of schools have publicly stated that they would not be able to fund the grants in the current spring semester.

“Illinois needs to invest in the higher education of its residents in order to get back to full strength,” McGuire said. “Failing to provide the financial aid for which 130,000 students qualified threatens those students, the schools they attend and the future of our state.”

Cunningham echoed McGuire, saying community colleges and state universities drive economic development.

“We need to consider the economic impact this has on institutions and the economy,” he said. “The longer these schools go without MAP grant funding, the more likely potential layoffs and pay cuts become.”

Bennett noted the potential negative effects on Illinois college students and pointed at the state’s budget impasse as the main roadblock to MAP funding.

funding, students will either be forced to drop out of school or consider expensive loans,” he said.

“There needs to be a budget in place to guarantee students have the services and support they need to be successful.”

In May, the Senate passed House Bill 4146 to increase MAP funding, which was vetoed by the governor.

The Senate also passed Senate Bill 2043 in August to appropriate the governor’s original request, according to Illinois Senate President John Cullerton’s office.

Currently, that legislation is pending in the Illinois House.

McGuire’s bill is scheduled to go to committee for debate.

“Our transportation network is vital to the success of Will County’s residents and businesses,” Walsh said.

“That’s why planning for our future is more important now than ever.”

Will Connects 2040 will analyze all forms of transportation, including roads, public transit, bicycle and pedestrian, aviation, intermodal networks, and freight. According to the county, the goal of the planning process is to identify and prioritize improvements that will support population and business growth, while maintaining and improving resident’s quality of life.

“We are moving into a critical phase in the planning process and would like the public to weigh in about transportation investment priorities for the future,” Walsh added. “I’d like to encourage everyone to join us in January to be part of the conversation.”

The January open houses will be held throughout Will County and give residents the opportunity to ask questions and provide input on countywide transportation priorities.

County officials said the meetings will feature several interactive stations for the public to weigh in on what the future transportation network should look like in Will County.

Because of the plan’s scope, the county is encouraging residents, business owners, transit users, bicyclists and other stakeholders to attend one or all of the meetings in this second round of Will Connects 2040 open houses.

The first series of public meetings was held last spring.

Additionally, an online transportation survey launched Jan. 14, 2016, to give stakeholders another option to share input. The survey is accessible through the project website, www.

WillConnects2040.org.

By Jason Florin | For The Bugle As the excitement of starting a new year begins to fade, often the wellintentioned pledges we made also lose steam. Maybe you promised to lose weight, to learn a new language, to quit smoking or to work out every day, and now you find yourself looking forward to 2017 as the year of change.

According to the International Health, Racquet and Sportsclub Association, there are almost 50 percent more gym enrollments in January than during an average month throughout the year.

This indicates that we start the year with the best intentions before drifting down a path toward old behavior.

Understanding change In the 1980s, researchers at the University of Maryland developed a unique way of understanding how people make changes. They described a series of stages that everyone experiences before, during and after making a significant transition. This model, called the “stages of change,” is used by professionals in various healthcare settings, and it is useful to anyone considering a change. The approach involves five basic phases: • Pre-contemplation – A point where we don’t have any plans to change; • Contemplation – When we begin to consider changing and may even make plans to change sometime in the future • Preparation – Where we make a decision to change and create a plan to make it happen • Action – When we follow our plan and commit to the change • Maintenance – Where we have established the new behavior as part of our habits Let’s use an example of someone who has been a smoker for many years and made a New Year’s resolution to quit in 2016. This person may have grown tired of the expense of smoking, having to stand outside in the cold and might

have experienced some health issues.

So he decided to quit, which is great.

At this point, he was probably in the contemplation stage and may have even taken some actions Jan. 1, such as throwing out his pack and buying nicotine gum. After fighting through a week of cravings, he bought a pack and had a few cigarettes.

This pattern is extremely common when beginning the process of change.

A lot of people think they have failed, although in reality, any change is difficult and should be commended.

However, more work has to be done in the contemplation and preparation stages before the change will take hold.

If you can relate to the description above, then consider taking some time to evaluate your own process. Before trying a new action, did you have a concept of why you were making the change, which is a critical part of moving out of contemplation?

Also, did you put together a reasonable plan, the all-important preparation phase? If not, then now is a chance to correct those steps to help you move forward.

On the TV show “The Biggest Loser,” contestants compete to lose weight by making major lifestyle changes. One of the tools used on the show involves contestants writing down their No. 1 reason for wanting to change and then making T-shirts with that statement.

The slogans reveal the hopes and desires each person carries.

Your own reason might be simple – to look good at the beach this summer or maybe to beat your dad in a 5k. As long as it pushes you to stick to your goal, then it’s the right purpose.

You can make your own shirt, or simply write the reason on a piece of paper, or maybe keep a picture with you that is a reminder of what you want.

Doing what works If you had these motivational elements in place but did not stick with the change, that’s still excellent. Now you can decide what worked for you and what didn’t, as you attempted a new behavior. Most of us don’t get things right on the first try. We live by trial and error. What is effective for others might not work for us.

Feel free to be creative and modify your plan as needed. Making a goal public is an effective tool for some people, while others do better quietly working toward a change. Whatever your goal is, use as many resources as you can find: read books and websites, listen to others stories, make mental notes of what is working, and be supportive of yourself as you do one of the most daunting things a person can do, which is to make a change. One of the hardest things to overcome is our past mistakes.

Motivational speaker Andy Stanley has commented that experience alone does not make us wiser. In fact, we commonly repeat past behaviors, even if they were unsuccessful. Only by evaluating the experience and making necessary adjustments do we become wiser.

To sum up If you have started to slip in your changes, take some time to work back through the process to prepare for actions that will last. Find what’s driving you and decide what methods will work best for you going forward.

And, keep focused on seeing yourself the way you want to be.

Next month, we examine the question of whether today’s teenagers use drugs more than their parents did a generation ago. I look forward to sharing my findings with you.

A wonderful start to the new year I would like to relate my elation from reading the Op-Ed “Life doesn’t have to be perfect for it to be joyful” by Daniel Smrokowski. What a wonderful column to start the new year, joyful indeed.

With the mass commercialization of the preceding holidays, he offered “some resolutions for how you can change the game for a more accepting and inclusive world.” His message of positive change,

perseverance, maximizing personal achievement and call for readers to consider the contributions by persons with special needs was in hard contrast to the divisiveness and acrimony that commands so much mass media coverage.

Also, whatever limitations his medical condition causes him are not reflected in his articles, which appear in the Bugle.

Rather, Mr. Smrokowski’s journalism is instead completely cogent, well ordered and with an eloquence that far surpasses that of many other authors.

By comparison, it is common to find columns by “professional” writers so inelegantly constructed as to be almost painful to read.

Further, he does so while avoiding the strident advocacy and victimization that often diminishes similar pieces.

AAWV seminar to shed light on veteran benefits Speaker will explain the benefits available to qualifying veterans and their families If you are a qualifying veteran or the widowed spouse or disabled adult child of a veteran, you could be eligible for financial and healthcare assistance.

Robert Hart of the American Association for Wartime Veterans is scheduled to present a free informational seminar, titled “Aid

and Attendance,” at The Timbers of Shorewood, 1100 N. River Road.

The seminar is scheduled for Jan. 26 at 7 p.m.

Hart will explain the benefits available to qualifying veterans and their families. Once awarded aid and attendance or housebound status, veterans may obtain as much as $1,788 a month, surviving spouses could receive $1,149 a month and existing couples may be eligible for $2,120 a month. Two veterans married to each other may obtain

In addition to income, veterans and their spouses may also qualify for free medications, medical equipment, incontinence supplies,

glasses and hearing aids.

During the seminar, Hart is expected to discuss eligibility and how to initiate a claim. For example, the claimant’s physician must declare the veteran as housebound and in need of assistance from another individual, which may include services offered by assisted living.

Also, the veteran must have served at least 90 days active duty with one day of the 90 during a war period.

Timbers said 26 of its residents currently receive the benefits that will be discussed during the seminar and noted that between 50

and 60 residents have been helped by the program since the retirement community opened a decade ago.

Founded in 2002, AAWV is a privately held community outreach service formed to provide information about the improved pension program to wartime veterans and surviving spouses.

The organization said approximately $2.6 million a month is being paid in benefits as a result of AAWV’s services, which it said are free of charge.

Speech team sweeps SWSC tournament The Joliet West High School speech team was named the tournament champion at the SWSC Varsity Conference meet, which was held Dec. 19. Out of the 14 events, 11 students advanced to the final round. The JWHS speech team was awarded first place in humorous interpretation,informativespeaking and special occasion speaking.

JTHS Orchestra to debut commissioned song Premieres Jan. 24; Admission is free but donations will be accepted at the door The Joliet Township High School Orchestra announced that the world premiere of its commissioned song, “Stone and Steel,” would take place during the Jan. 27 grand opening of the Joliet Central High School Student Center.

This piece marks the JTHS Orchestra’s 110th anniversary and was created by renowned composer Richard Meyer. It has been in the works since October 2014, when Peter Lipari presented

the idea to the Orchestra Parents Association. Lipari was able to cover cost of the commissioned piece through a variety of grants.

“Stone and Steel” will be performed by the Strings Orchestra.

It is a musical representation of the history of the city of Joliet.

“The piece begins with a heavy, ponderous theme which depicts the limestone quarries that first earned Joliet the nickname ‘City of Stone’ in the early 1800s. The mood soon changes and we

can visualize huge barges laden down with stone, making their way through the city’s large lift bridges and into the famous I&M Canal,” Meyer explained. “With the construction of a steel mill in 1869, Joliet became known as the ‘City of Steel.’ Stone and steel were now shipped by both canal and railroad, and this exciting new age is represented by a modern, fast-moving theme in a bright major key.”

The premiere will take place in the Joliet Central High School Auditorium. Admission is free but donations will be accepted at the door.

The University of St. Francis women’s basketball team entered last week ranked No. 2 in the country in the NAIA Division II. Even after a 116-97 home loss to No. 10 Olivet Nazarene University, the Saints still finished the week 16-3 after a loss at St. Ambrose, giving them nearly as many wins as last year (17-15).

Among the members of the team are several local athletes in senior Khadija Cooley of Joliet West, juniors Angelica Osusky from Romeoville, Khamari Jordan of Bolingbrook and Mary Rouse from Joliet Catholic and sophomore Christina Ekhomu of JCA. “This year has been great,” Osusky said. “I love my teammates and it is great playing with them and the bond we have. We’re really excited to prove to people how far we’ve

come. We all work hard and want to win. We’re giving our all all the time.”

“It is a lot of fun having players from this area come to the local community university and make a name for themselves,” USF coach Samantha Quigley said.

“They are all upperclassmen so they have been around the program three or four years and are building something special.

They have seen everything develop into success.”

The players enjoy playing in front of the local audience and with players they played against in high school.

“It’s really nice because a lot of people are able to come out to the games,” Osusky said. “My high school coaches, family and people in the community get to come out and see us. It is fun.”

“It is nice because you have basically played with some of these girls your entire career from middle school up through high school,” Jordan said. “It is

Lockport has been there and done that in the postseason.

So, when the Porters had to settle for second place Saturday at the Plainfield South Regional, they were fine with it as the ultimate goal was to survive and advance to sectional play.

The Porters finished with a 6,351 six-game total at Joliet’s Town and Country Lanes. Plainfield North won with a 6,599.

“The goal today wasn’t to win.

The goal today was to finish in

the top four and move on to the next round,” Lockport lefty Mike Pruchnik said. “Going to state at O’Fallon is the main goal, the goal today was just getting to the next round. We bowled really good, although the last game wasn’t the best. We knew we were moving on.

I was really happy with the way we bowled.”

“We really worked together as a team and grinded out some games,” senior Noah Zwit said.

“We advanced and that is all that matters.”

Pruchnik led the way with a 1,360, while Zwit added a 1,329.

Philip Jackinoski added a 1,280 and

Andy Sims had a 1,210.

Next up for Lockport is the Sandburg Sectional Saturday at Orland Bowl. The top six teams and five individuals not on those teams will qualify for state. Two years ago many of these bowlers competed in the same sectional and advanced to state.

“There are a lot of good teams there who will be really hard to beat,” Pruchnik said. “We would like to think with all of our experience there that it will be super easy to get through, but nothing is guaranteed.

There was a team that could have easily won the tournament a couple years ago and couldn’t even

qualify. It will be fun. We will go out there and practice one of these days and hopefully that will result in a top-five finish. Spares win you championships and if we make our spares we should be fine.”

“I think we’re confident but we can’t be too confident,” Zwit said.

“I think that we are pretty level headed and we can’t get too far ahead of ourselves. We need to make our spares and our strikes will come.”

While it is the toughest sectional in the state, the Porters feel they can do it again.

For Minooka, Kai Devine led the way with a 1,204, while Kody Bachar rolled a 1,158 and Ryan Kosema had a 1,105.

Joliet West was led by Matt Pesavento (1,153), Elijah Lee (1,101) and Jordan Anderson (1,083).

Joliet Central had a pair of individual qualifiers in Kyle Tripi (1,105) and Cameron Johnson (1,042).

Minooka defeats Maine South

When Minooka went up against Maine South at home as part of the Galesburg Tournament, the Indians knew they had to do something a little different.

They slowed the ball down and won the game 44-37.

“It was a little boring, I won’t lie, but we got the win and that is all that’s important,” Minooka’s Jon Butler said about the game plan. “It was a little difficult. We knew that we needed to keep them in the 30s to win.”

While the starters executed the plan the coaching staff put in place, coach Scott Tanaka said the bench had as much of a role in that plan.

“We can’t ask for a better group of kids to coach,” Tanaka said. “Our bench does a great job of getting us ready. We had one day to prepare for that team and our bench gave us a great day of practice. We have to give some pub to the bench because they helped us prepare for a team that plays a defense that we aren’t used to seeing. If they don’t do that, we can’t win. Our bench took it serious and deserve a huge piece of this win.”

Tanaka was happy the way the team came together for the win.

“They (Maine South) are so well coached,” he said. “That is a 20win basketball team every year.

So our guys stepped up. For a guy like a Keegan Graebner to knock down big shots, for our guys to take care of the ball and to make free throws was big. Our defense was phenomenal the entire basketball game. The kids are really coming together and are really buying in.”

Minooka was paced by Joe Butler, who posted a game-high 14 points.

He was also one of the players tasked with stopping 6-foot, 11inch center Brad Perry, who scored only seven points for Maine South.

“To our kid’s credit, they go with the game plan,” Tanaka said. “So, if we tell them that they need to make the big kid shoot over them, then every shot is over them. From Joe Butler to Johnny Carnagio to Blake Parczych, all the big guys did a great job of going with the game plan.”

“I had to use all my muscle to get him out of the way,” Joe Butler said.

“But I was up to the challenge. We put a lot of pressure on him and I would like to think it was because

of us that he struggled.”

Tanaka said seeing a different style of play from an opponent is a big help for the rest of the season.

“We expend so much time on the defensive side that it is important that our kids are patient on offense,” he said. “The important thing is that when you see something different and they stick to what you ask them to do, that is when you are happy. I am glad for them that they won, because all we want them to do is win.”

In league play, Minooka (13-5, 6-1) defeated Oswego 65-50 to sit alone in first place in the Southwest Prairie Conference.

Jon Butler paced all scorers with 19 points, while Joe Butler added 16.

It is nice to get that friendship.”

Any time you win it helps with recruiting, but winning with local players can help that much more.

“It helps a lot. We recruit in the Chicagoland area and Joliet area. Any time your team has success it helps recruiting. This is a special place and that is what I tell recruits.”

Two Ds have helped contribute to the great improvement from last year. One is dedication.

“Everyone is so dedicated every day at practice,” Rouse said. “We come before practice and at practice we push each other. There isn’t a five-minute stretch where we aren’t going hard.”

“Everybody knows their role,” Jordan said. “We play to together and we enjoy it.”

The other key has been defense.

“Our defense has been the key,” Ekhomu said. “I think we are a lot quicker this year.

Coach is getting us to buy into the defensive end of the ball. I’m really happy with the team and we have taken big strides.”

“It has been on the defensive end,” Quigley said. “We have done a great job of keeping teams in front of us. It has been a big emphasis of ours and our No. 1 priority.”

In the loss to the Tigers last week, the Saints got caught playing the Tigers’ style, which is a breakneck pace.

“Unfortunately it affected us because we went into their style of play,” Rouse said. “We didn’t get set up on offense and kind of

rushed things.”

“I don’t think it was too fast for us,” Ekhomu said. “We let them speed it up and it is not like we can’t play that fast but we have to play our game. It is exciting to watch, but when they are burying threes it isn’t that fun.”

The loss can be a learning experience for USF, which still travels to ONU Feb. 17 and could face off with them again in the CCAC Tournament and even in

the NAIA Tournament.

“I definitely think today was a learning experience,” Osusky said. “Today didn’t go as planned, but we will move forward with it. We will see them again, so I think it was definitely a good learning experience.”

“We have high goals,” Rouse said. “We have to put this one behind us and move on. We’re looking forward to playing them again.”

The sky is the limit with the Saints’ goals, despite having a young squad.

“We want to keep doing the unexpected and keep taking wins,” Ekhomu said. “We want to go far.”

“I think we can go all the way,” Jordan said. “It is all about how we bounce back. We will learn from it. We definitely have to keep going hard and not take a play off.”
