They chose as their recipient the Will County Shorewood Humane Society, and began collecting coins. Little by little, they amassed $145 for the no-kill shelter and gave representatives the check in Michelle McCabe’s classroom in December.

In turn, Malorie Ernest and Liz Christensen from the humane society visited the second graders to thank them for the donation and to tell them about the dogs and cats that stay at the shelter and about what it takes to adopt and care for them.

The students also learned what the animals there need, including volunteers and donations of food, litter, blankets, beds, office supplies, dollars and more. (More information can be obtained at www.willcountyhumane.com) Two shelter residents, Elf, a miniature pinscher Chihuahua, and Scout, a beagle, also visited the students. Ernest said the shelter houses about 75 cats and 30 dogs at any given time.

County begins work on new courthouse Demolition work has already begun on the site of the former First Midwest Bank building Will County officials gathered recently to break ground on the county’s new modern courthouse. The state-of-the-art courthouse will be filled with the latest technology and will accommodate the county’s predicted growth.

“Will County has experienced record growth over the past 20 years and we are proud to be able to build this new courthouse to serve our residents,” said Will County Executive Larry Walsh.

“We have worked together with all the stakeholders to advance this project from a concept to reality. Today is a great day for progress in Will County.”

The new courthouse will be 10-stories and will contain 38 courtrooms. There will also be a four story administrative building directly in front of the tower which will house the circuit clerk and sheriff offices. Non-court functions will be handled in the administrative building.

“As our population has grown, so has the need for additional courtrooms,” said Chief Judge Richard Schoenstedt. “Our current courthouse served us for 48 years. We anticipate the new courthouse will serve our population for at least that long.

Demolition work has already begun on the site of the former First Midwest Bank building. The removal of trees and pavement is ongoing with the actual demolition of the bank building expected to begin after Jan. 1. The estimated construction completion date is fall of 2020 with the new Will County Courthouse becoming one of the tallest buildings in downtown Joliet.

“This new courthouse will place us squarely in the forefront of public safety and justice administration in Illinois,” said County Board Speaker Jim Moustis (R-Frankfort). “Enhancing public safety for residents is of utmost importance to this board.

Glasgow discusses initiatives with K9 officers State’s Attorney Glasgow met recently with a large contingent of K9 law enforcement officers from throughout the region who had gathered in Joliet to train their dogs and receive veterinary care.

The State’s Attorney’s visit included a preliminary discussion about supplying Narcan to prevent potentially fatal overdoses by drug detection dogs that inadvertently sniff a toxic dose of heroin or fentanyl during the course of their duties. Dr. Alexis Newman, who provides veterinary services to police K9s from a mobile clinic, walked State’s Attorney Glasgow and his team through the process of acquiring and administering Narcan to dogs.

The meeting also involved discussions with Joliet Police Department Officer Bert Badertscher about scheduling local training for K9 handlers as well as an ongoing effort by State’s Attorney Glasgow to develop an umbrella organization that coordinates K9 units across Will County. There will be more details on these initiatives in the future as they are implemented.

Mining history in S.Illinois

BY CASEY BISCHEL OF THE BELLEVILLE NEWS-DEMOCRAT Louis Joliet and Pere Marquette, returning from an expedition on the Mississippi River in 1673, were the first explorers to notice the combustible material that would shape the Illinois economy. The coal just sat there on the surface like lowhanging fruit near Utica along the Illinois River.

The first mine appeared near Peoria not long after, but it wasn’t until 1830, when coal from Belleville found a market in nearby St. Louis, that the industry took off, according to Keith Weil and Alvin K. Grandys, who wrote the 1976 Illinois Coal Digest, a publication from the Illinois Department of Business and Economic Development.

Coal grew by leaps and bounds over the decades. In the 1850s and 1860s, railroads opened lines to new customers and the Civil War. Later, Weil and Grandys write, the formalization of geology and the appearance of the steam engine made coal easier to find and dig.

The mines attracted tens of thousands of workers, many of whom were exposed to the dangers of an unchecked industry. As mine collapses and explosions claimed hundreds of lives, new vitality sprang into labor unions that went on to fight for better safety and health care.

Early mine collapses, the result of apathetic owners, encouraged miners to organize but still produced few gains, according to Rosemary Feurer, a history professor at Northern Illinois University. Reforms went unenforced, and even a nascent form of workers’ compensation, the victory of a particularly deadly episode in Cherry, in the northern part of the state in 1909, barely compensated widows from a legal judgment.

Every law “was written in blood,” said Bernie Harsey, president of the United Mine Workers of America Local 1825 in DuQuoin.

Harsey also fought for a better way of life for miners. In 1993, management wanted to reduce health care benefits, so the union went on strike, and Harsey was out of work for six months. If the strike didn’t happen, he said, he didn’t think he would have health insurance coverage.

Harsey, who started in the coal industry in 1973, said he’s used between $2 million and $3 million in health insurance to cover his family for everything from cancer to a kidney transplant.

“We wouldn’t have that without our labor disputes,” he said.

Health care was one of the items that miners fought hardest for, and in 1946, John Lewis, the leader of the United Mine Workers of America, negotiated legislation that secured cradle-tograve health care coverage for its members that was guaranteed by the federal government.

Recently, that compromise came under threat when Peabody Energy filed for bankruptcy in 2016, the latest in a series of coal companies to fail. After a temporary stopgap that saved health insurance for 22,600 retired miners, their widows and children, Congress finally saved the deal in April 2017.

Today, the “Promise of 1946,” a term the Krug-Lewis Act acquired relatively recently, seems sacrosanct, but miners at the time wouldn’t have seen it that way, Feurer said. Throughout Lewis’s tenure, the UMWA grew closer to management, and the organization became more bureaucratic. Inspired by these trends, a more rebellious wave of labor action in the 1960s won the Federal Mining Safety Legislation of 1974, an improvement to narrower and weaker bills passed in 1951 and 1969.

For as much as miners sacrificed for their benefits, others who weren’t covered sometimes sacrificed just as much, as companies pit workers against themselves by bringing in different ethnic groups to undercut wages of more established groups. The 1922 Herrin Massacre stands out as the one of the most violent episodes of labor violence in which union members shot and killed 19 strikebreakers.

The first people to mine in Illinois were slaves, Feurer said. Other early groups to settle the area were English, Scots-Irish and Irish, people who’d struck out with the poor soils of Appalachia, according to David Conrad, a history professor at Southern Illinois University Carbondale. From 1890 to the early 1920s, eastern and southern Europeans settled the area next. After the Civil War, African-Americans came north only to find that “southern Illinois was not greatly different,” Conrad wrote in “Tell Me A Story: Memories of Early Life Around the Coal Fields of Illinois.”

As evidence of coal’s importance to the economy and culture of Southern Illinois in particular, the first mining union, the American Miners’ Association, began in West Belleville in 1861.

Since then, Illinois has produced

many generations of miners, and today, as a lack of opportunities clamps down on the region, it ensures that only an eager, if smaller, generation will continue the dangerous work.

Only, they won’t belong to the UMWA anymore, Harsey said. Not a single member works in any mine in Southern Illinois.

About 98 percent of workers who belong to the Local 1825 are retired now.

The other 2 percent, about 10 people, are waiting for work on the inactive list.

It’s been this way since 1997, when the mine reached the end of its property and there was nothing more to dig.

“We knew the day was coming,” Harsey said. “You just get on with life.”

The future of coal mining in Illinois is bleak for workers, and although many believe the industry’s freefall began only recently, it peaked in the 1920s, and has been declining since, Conrad said.

In 1930, a whopping 185 coal mines employed 51,200 people who produced 52 million tons of coal. By 2015, just 19 mines employing 3,600 people produced 55 million tons of coal, according to the Illinois Department of Natural Resources.

While coal production varies from year to year, the number of workers has declined steadily. Technology and natural gas, the two biggest culprits for the industry’s current decline, were blamed 100 years ago, too, as trains became more efficient and other fuels found new markets.

After Harsey’s mine shut down, many workers were let go, but some stayed on for the next five years to work on land reclamation. Harsey worked with the operating engineers’ Local 5 for 10 more years.

“For me, only working (seven or eight) months out of the year, I was more fortunate than the others,” he said.

Local 1825 may be out of work, but it still celebrates the history of Illinois coal mining. Every year on April 1, it gets together to celebrate the victory of an 8-hour workday. In 2017, about 175 people showed up.

“We had a good turnout,” he said.

Law to remove decals from Registry for organ dealership vehicles before donors expanded test drives takes effect Jan. 1 16- and 17-yearMeasure initiated by tragic death of Brendan Burke

A new law initiated by Illinois Secretary of State Jesse White to remove stickers, decals and paperwork from car windows before test driving a dealership’s vehicle takes effect Jan. 1. White’s top priority is to improve road safety.

“This traffic safety measure is a common-sense solution that removes potential obstructions from the front and side windows of a vehicle prior to being driven off the lot of an automobile dealer,” said White. “We want to make sure that the driver’s vantage point is not impeded in any situation.”

White noted the bill stems from the tragic death of Brendan Burke, who was killed in a car crash by a motorist test-driving a vehicle that had decals and pa-

perwork blocking his view.

“Safety of drivers on the road must never be compromised,” said Martin Dolan, attorney for the Estate of Brendan Burke.

“This law continues to protect Illinois citizens by eliminating obstructions on the windows of vehicles on a test drive. Brendan Burke’s family is confident this law will save lives.”

Complete eradication of Legionella in any large, complex building water system may not be possible. Therefore, some risk for Legionnaires’ disease may remain in spite of a fully operational and optimized water management plan, especially for susceptible individuals exposed to building water that contains Legionella.

The incidence of Legionnaires’ disease has been rising in the US. In Illinois alone there were 300 reported cases in 2017 involving a wide range of private and public health facilities.

IDPH posts CDC Legionnaires’ Disease Report SPRINGFIELD – The Illinois Department of Public Health (IDPH) has posted the most recent Centers for Disease Control and Prevention (CDC) report addressing the Legionnaires’ disease cases at the Illinois Veterans Home in Quincy (IVHQ). CDC generated the report after a visit in December 2017 by environmental health and infectious disease specialists to IVHQ. IDPH requested on-site technical assistance from the CDC after confirming Legionnaires’ disease cases and this report addresses the complexities and persistence of Legionella and how the State of Illinois has taken appropriate action.

Since 2015, IDPH and IVHQ staff have committed considerable time, effort, and resources to implementing a water management program that has reduced both the number of Legionnaires’ disease cases associated with IVHQ and the amount of detectable Legionella in the water systems.

The IVHQ water management team continues to follow a comprehensive water management plan and implements appropriate contingency responses when cases are identified by modifying

Under current law, an individual must be at least 18 years old to join the First Person Consent Organ/Tissue Donor Registry.

The legislation amends the Illinois Anatomical Gift Act allowing 16- and 17-year-olds to join the registry.

Those who join the registry will receive a letter of thanks from the Secretary of State’s office, and Secretary White encourages 16- and 17-yearolds to use this letter as a basis for discussing their choice with their parents.

By joining the First Person Consent Organ/Tissue Donor

Registry, 16- and 17-year-olds will be giving consent to donate their organs and tissue at the time of their death with only the single limitation that the procurement organizations (Gift of Hope Organ & Tissue Network and MidAmerica Transplant) must make a reasonable effort to contact a parent or guardian to ensure they approve of the donation.

The parent or guardian will then have the opportunity to overturn the child’s decision.

Once the 16- or 17-year-old turns 18, that decision would be considered legally binding without limitation.

There are 47 states that have enacted this legislation.

In 2016, more than 350,000 16- and 17-yearolds in Illinois were issued driver’s licenses and identification cards.

“Approximately 4,700 people are on the waiting list in Illinois and about 300 hundred people die each year waiting for an organ transplant,” said White. “One person can improve the quality of life for up to 25 people.

Currently, 6.3 million Illinoisans are registered with the state’s registry.”

Illinoisans can register with the Secretary of State’s Organ/Tissue Donor Registry at LifeGoesOn.com, by calling 1-800-210-2106, or by visiting their local Driver Services facility.

FOREST PRESERVE DISTRICT OF WILL COUNTY

Closure begins at Monee Reservoir Vistor Center Monee Reservoir Visitor Center will close for the winter from January 15 through February 28.

Normal visitor center hours resume March 1 when the building will be open from 8 a.m.-4 p.m. Tuesday through Sunday. These hours will expand to 6 a.m.-5 p.m. beginning in April.

The visitor center closure will not affect hours at the 248-acre preserve, which will remain open from 8 a.m. to sunset through March and expand to 6

a.m.-sunset from April through October.

Visitor center room rentals will be unavailable during the 45-day winter closure. Also, snowshoe rentals are no longer available at Monee Reservoir. These rentals are now being offered at Plum Creek Nature Center, which serves as the District’s winter hub. Plum Creek also will host the District’s new winter celebration, “Snow Day Festival,” on January 20.

After a rough start to the season, the Joliet Catholic Academy boys basketball team is starting to show progress.

Over the break, the Hilltoppers finished third at the East Aurora Tournament and played well in a 50-38 East Suburban Catholic Conference loss to a much-bigger Notre Dame team.

“I’m not good on estimating heights, but when I looked up, they were all taller than us and very good. They are a wellcoached team and they have some good guards and we knew we were in for a tough evening.

I was very happy with how hard my kids played, how they stuck to what we were trying to do,” said JCA coach Joe Gura. “When you go to East Aurora on their home floor – and they are decent – then beat Wells from the city and play the champion Oswego

to a tough game. We are starting to come along and I am happy.”

In the loss, junior forward Gunter Nusbaumer paced Joliet Catholic with 15 points, while sophomore Christian Knapcyzk added eight points and sophomore Jake Bumstead tallied six.

The youth movement is something Gura knows a lot about as JCA went through the same thing a few years back and it turned into a three-year run with 55 total wins.

“That is what we are building for,” Gura said. “It is encouraging to see. We got overwhelmed early in the year and we had a tough schedule. But the kids hang in there and this is a good building block – especially with four freshmen starting on the sophomore team – so the future is bright.

And, my wife doesn’t want me to retire, so I guess I’ll have to stay around a couple more years.”

Saints fall to Eagles in high scoring game A second-half push sent Robert Morris to a 101-89 victory over the University of St. Francis men’s basketball team.

The Saints jumped in front early with a hot shooting start.

A three-pointer from Terrion Howard (Champaign, Ill./Centennial) and an old-fashioned three-point play from Iain Morison (Canberra, Australia) pulled the visitors head 10-5. Then a layup from Pietro Badalassi (Canberra, Australia) gave USF a 17-11 lead heading into the first media timeout.

The Saints held a 10-point advantage after Ryan Peter (Shorewood, Ill./Joliet Catholic) knocked down a shot from downtown. Both teams continued to shoot well until the firsthalf horn as RMU took a 42-40

lead into halftime with a threepointer at the buzzer.

USF outrebounded the Eagles 23-16 in the first 20 minutes, while shooting 42 percent from the floor. RMU knocked down eight three-pointers, including two in the final minute.

The Eagles scored the first six points of the second half to open up a 10-point margin, but St. Francis quickly answered, tying the game at 55 on a threepoint play by Jorden Thornton (Hoffman Estates, Ill./Hoffman Estates). A minute later, Howard nailed a shot from distance to give USF the lead 60-58.

The teams traded runs again over the next three minutes and Antonio Hughes (San Francisco, Calif./Lowell) knotted the score at 74 with a layup. RMU found

another gear in the final eight minutes, opening up a doubledigit margin and taking the victory 101-89.

Four USF players reached double figures with Morison leading the way (22 points, nine rebounds, five assists).

Thornton knocked down three from distance, leading to 18 points, while Howard and Hughes added 15 and 13 respectively.

USF led the rebounding battle 39-29 and shot 49 percent from the field. The Saints hit 20 of their 23 free-throw attempts, led by 10 of 12 from Morison.

The Eagles shot 53 percent from the floor in the victory and hit 17 three-pointers. Chelby Frazier paced the team with 29 points.

Slammers to host three summer tourneys The Joliet Slammers presented by ATI Physical Therapy will host three teen baseball tournaments in the summer of 2018, including two 15U tournaments and a 16U tournament. Each Slammers tournament will host eight teams and guarantee three games per team. The Slammers are now accepting team registrations.

The first 15U Slammers tour-

nament will take place Friday, July 6-Sunday, July 8. The 16U tournament will run Friday, August 3-Sunday, August 5. The final 15U tournament will take place Friday, August 10-Sunday, August 12. All three tournaments will be held at Joliet Route 66 Stadium on the newly installed artificial turf.

The cost of admission per team is $900 if a $250 dollar de-

posit is made by January 31. If the deposit is made January 31, the total cost will be $1,000 per team. Final payments must be made my May 1st, 2018.

Robert Morris upsets USF women’s basketball The University of St. Francis women’s basketball team dropped a 67-60 decision to Robert Morris.

The Saints (10-6, 6-2 CCAC) led for 25 minutes, but never extended their advantage to double-digits. RMU (7-9, 4-4 CCAC) slowly chipped away at the deficit until scoring seven straight points in the fourth quarter to take its first lead since the opening period.
