Shorewood Village Board sets 2016 meeting dates The committee of the whole will not meet Nov. 23 or Dec. 20

The Shorewood Village Board will meet on the second and fourth Tuesday of each month in 2016.

At the board’s Dec. 8 meeting, trustees approved the schedule for next year’s meetings, which will be held at 7 p.m. at Village Hall, 1 Towne Center Blvd. Meetings are scheduled for Jan. 12, Jan. 26, Feb. 9, Feb. 23, March 8, March 22, April

12, April 26, May 10, May 24, June 14, June 28, July 12, July 26, Aug. 9, Aug. 23, Sept. 13, Sept. 27, Oct. 11, Oct. 25, Nov. 8, Nov. 22 and Dec. 13.

Additionally, trustees approved committee of the whole meetings for the third Tuesday of each month at the same time and location as village board meetings.

The committee of the whole will

not meet Nov. 23 or Dec. 20.

Other meeting times approved include the planning and zoning commission, which will meet on the first Wednesday of each month, and the citizens advisory committee, which will meet on the fourth Thursday of the month.

Both meetings will take place at 7 p.m. at village hall. Meetings will not be held Nov. 24 or Dec. 29.

The police pension board will meet quarterly on the fourth Thursday of the month at 7 p.m. at the Shorewood Police Department, 903 W. Jefferson St. The police and fire commission will also meet at the Shorewood Police Department on the second Monday of each month at 7 p.m.

The village board will not meet again until Jan. 12.

Mayor’s Message I promised I would keep you up to date on the progress we were making concerning Lake Michigan water coming to Shorewood. The process is in its very early stages, but I plan to fulfill my contract with you.

Myself and staff members along with our contract engineering company are in the process of looking at the best, most cost effective and environmentally friendly route for the pipeline coming from Bolingbrook to Shorewood. We have discovered during this process that there are many different route possibilities, each having their individual “pros and cons.”

The one that looks most favorable today will need to be negotiated with other communities

along with ComEd. We are pursuing talks with the communities involved, at the same time continuing to study the other options in the event that this one becomes unworkable.

I will continue with updates as we progress through the project. I will use the newspapers when I can, but also make use of my twitter account. You can follow me @MayorRick60404 on Twitter.

Troy Hofer students give to Angel Tree project Kindergartners led Troy Hofer Elementary School’s participation in an Angel Tree project this holiday season. Other grades and the Hofer Student Council also participated. Parents drew tags off a Christmas tree at the school that specified children’s items requested by the Salvation Army, such as clothing, coats, hats, gloves and toys. The donations will be distributed to children ages one month to 13 years later in the month. To help the students better understand the project,

according to Hofer kindergarten teacher Sarah Brooks, teachers included classroom discussions about wants and needs and being thankful.

Shorewood Student Ambassadors hold “Yes-ember” for disadvantaged students Troy Shorewood Elementary School’s Student Ambassadors organized a food and essential items drive this month for canned goods and other non-perishable food items, shampoo and articles of personal hygiene, diapers and baby food. The donations will be given to pantries that serve local needs, such as St. John Lutheran Church Food Pantry and the Northern Illinois Food Bank.

This is the first year for the Troy Community School District 30-C school’s Student Ambassadors program. Its goal is to provide students with the opportunity to be leaders and positively influence changes for their school and community.

School counselor and club sponsor Carrie Lenco said it has

been going well.

“We are ecstatic about the outpouring of donations and generosity that Socktober and Yes-ember have inspired,” Lenco said. “We hope to continue to enlighten our students and school by spreading our simple message of ‘Be the change!’”

The Student Ambassadors is composed of fourth graders appointed by their teachers. They serve as equal leaders, with each member having an opportunity to run a meeting and help set goals.

The first project this year was to collect new socks, hats, gloves, jackets and scarves in a drive they called, “Socktober.” The drive saw donations of more than 1,123 items, including hand-knitted scarves and gloves, which were given to Morningstar Mission.

Troy school collects for Coins for Coats Sixth-grade students in the William B. Orenic Intermediate School Honor Society, together with the school’s LEAD Club, raised $849.11 in a December school-wide competition, Coins for Coats. The loose change collected from students and staff will go to purchase coats and other cold weather gear for WBO and Troy Middle School students who do not have them.

Illinois Emergency Management offers holiday safety tips People can purchase all sorts of preparedness gifts for the holidays

With the holiday season in full swing, the Illinois Emergency Management Agency and local emergency management agencies are offering tips to help people stay safe before and after the start of the new year.

“December can be a fun, but hectic time of year,” IEMA Director James Joseph said in a press release. “Throughout the month we’ll be offering tips to help people stay safe, as well as provide ideas on gifts that can help friends and family stay safe during all types of emergencies.”

Joseph said people can purchase all sorts of preparedness gifts, such as a National Oceanic and Atmospheric Administration weather alert radio, flashlight and extra batteries, and a firstaid kit with sterile bandages and assorted gauze pads, antiseptic, latex gloves, tweezers, scissors, soap, towelettes and thermometer.

Another gift suggestion is a home emergency preparedness kit stocked with a three-day supply of bottled water and non-perishable food; batterypowered radio, weather radio and flashlights with extra batteries;

first-aid kit; shut-off wrench (to turn off household gas and water); manual can opener; and fire extinguisher.

Vehicle preparedness kits are also important and should include a flashlight with extra batteries; first-aid kit; water and non-perishable snacks; blankets; windshield scraper and brush; booster cables; sack of sand or kitty litter; tool kit; and shovel.

Most preparedness gift items can be found in hardware and department stores.

Joseph added that it’s important

to be careful when setting up and using holiday decorations.

Candles should never be left unattended and should be placed on stable furniture in fire-safe holders that will catch dripping wax. Holiday lights and electrical decorations should bear the name of an independent testing lab to prove they were safety tested.

Rally attracts hundreds to Joliet union hall

State workers, activists and community group members filled the IBEW union hall in Joliet last week to criticize Gov. Bruce

Rauner’s handling of state budget negotiations and demand fair contracts for public service unions.

Brent Cutro, a forensic scientist and latent print examiner at the state crime lab in Joliet, was one of those workers.

“I’m here to show strength and unity; to show that Gov. Rauner is making a mistake by treating state workers as he’s treating them,” he said.

Cutro, who works in the Illinois State Police’s forensic services division, said he has been working without a contract since July 1 and

- AFSCME Executive Director Roberta Lynch has not received a raise that offsets the rising cost of healthcare in more than six years.

“We need a contract, and we need a raise,” Cutro said.

The rally, held Dec. 8, was one of seven rallies planned throughout Illinois. Speakers from public service unions such as the American Federation of State, County and Municipal Employees and the Illinois Valley Federation of Labor, as well as state Democratic officials, argued that the governor’s “anti-union” agenda was damaging critical state services and weakening middle-class families.

“We’re standing up for fair contracts for state workers who have to negotiate directly with a governor who doesn’t respect them or the vital work they do,” AFSCME Executive Director Roberta Lynch told the crowd of almost 1,000.

“We’re coming together from one end of the state to the other to say, ‘we stand together.’”

Specifically, Lynch was critical of funding gaps in various public services, as well as claims that

union workers are overpaid and receive “overly generous” pension benefits. The veteran union organizer said the governor is using an anti-union rhetoric and state budget negotiations to target local government employees’ bargaining power.

“We see that this governor is trying to provoke conflict to force a strike, and we are doing everything in our power to prevent that from happening,” Lynch said.

“We’re doing everything we can to negotiate in good faith. We’re doing everything we can to prevent a disruption in vital state services.”

While the focus of the rally was on the current budget impasse and its effects on public services, speakers also looked ahead to 2016 and described the upcoming election cycle as critically important for union rights throughout the state.

Lynch told the crowd that they had a “special responsibility” to prevent candidates who are backed by Rauner from taking control of the General Assembly.

“If that happens, the first thing he’s going to do is kill unions and wipe out collective bargaining,” she said.

“We have to treat these elections differently than any election before, because our survival is at stake in 2016.”

State Sen. Linda Holmes also spoke and echoed Lynch’s comments on the importance electing candidates who oppose the governor’s “turnaround agenda.”

She added that the governor is “holding the state budget hostage” in order to pass that agenda, which she described as an attack on prevailing wage and collective bargaining.

Holmes also directed some of the blame for the current issues facing state workers toward a “disillusioned” electorate that allowed Rauner to win the governorship in 2014.

“Unfortunately, we have to look in the mirror and say, ‘we sort of dropped the ball here,’” she told the crowd. “We allowed ourselves to be so disillusioned by some of the things our party has done to us.

“What we have to do now is take it back,” she said.

In addition to scheduled speakers, a number of local elected officials also attended the rally, including state reps. Larry Walsh Jr., Natalie Manley, Emily McAsey; state Sen. Jennifer Bertino-Tarrant, Will County Executive Larry Walsh; and Will County board members Mark Ferry, Lauren Staley-Ferry and Herbert Brooks Jr.

Man gets 4 years for aggravated assault against Joliet police officer Pacheco pleaded guilty to criminal damage to property prior to trial for assault charge A Lockport man was sentenced to four years in prison for accelerating his vehicle toward a Joliet police officer who was attempting to arrest him in 2012, according to the Will County State’s Attorney’s Office.

In September, a jury found James Pacheco, 38, guilty of aggravated assault, aggravated fleeing and attempting to elude a police officer, and driving under the influence of alcohol.

The state’s attorney said officers Adam Stapleton and Eric Zettergren were responding to reports of someone breaking the window of a Chevrolet pickup truck on July 30, 2012, near the 300 block of Union

Street. Upon arrival, they spotted Pacheco’s black Nissan in the vicinity.

Pacheco was allegedly intoxicated and had just smashed the window of his former landlord’s truck.

While attempting to flee, Pacheco

turned his vehicle around and accelerated toward Stapleton, according to police. The officer, who had exited his squad car, fired seven shots into the windshield.

Pacheco was struck in the arm and face, and eventually struck a light pole near State and Division streets in Lockport.

Police said the defendant’s blood-alcohol level was tested at 0.184 after the incident.

“Officer Stapleton opened fire on that vehicle in an attempt to stop this drunk and wildly erratic driver from running him over and going on to possibly harm others,” Will County State’s Attorney James Glasgow said in a release. “The situation these two officers confronted on Washington Street was extremely volatile and potentially deadly. Health department names next executive director Susan Olenek to begin new role Feb. 1 The Will County Board of Health chose Susan Olenek as the Will County Health Department’s new executive director, following the retirement of long-time director John Cicero.

Olenek, who will assume her new role Feb. 1, has more than 27 years of public health experience, according to a department press release. She has also has served the agency in seven capacities, most recently as assistant executive director.

A Lincoln-Way Area resident since 1971, Olenek graduated from Lincoln-Way High School before earning a Bachelor of Science

degree from the School of Biological Sciences at Illinois State University.

She is currently completing work on a master’s degree in organizational leadership from Lewis University.

Olenek began her health department career in the division of environmental health, where she became a licensed environmental health practitioner. The department added that she has significant human resources experience and is a member of the Society for Human Resources Management. She is also a member of the Joliet Council for Working Women, a division of the Joliet Region Chamber of Commerce and Industry.

Protecting funds for energy assistance The General Assembly just passed and the governor signed a bill that released nearly $3 billion of alreadycollected money sitting in dedicated funds. Among these are utility ratepayer contributions to the Illinois Supplemental Low-Income Energy Assistance Fund, which supplements the federal Low Income Home Energy Assistance Program. These ratepayer contributions are collected through our utility bills and placed in a public trust for the exclusive purpose of aiding our state’s elderly, people with special needs, veterans and poor with the high cost of heat and electricity. Yet the most important sector of our state remains waiting: human services.

Despite this step forward, the bigger budget discussion continues and these funds are still in danger. These SLEAF funds are not general revenue funds and should be off the table as Springfield considers solutions to the current fiscal year and FY17 budgets.

Thesefundscombinedwiththefederal funds only satisfy a small fraction of the state’s overall need. The Department of Commerce and Economic Opportunity estimated that under current state and federal funding levels LIHEAP would only help 35 percent of the roughly 926,000 eligible households in Illinois this year.

ratepayers’ bills lower by reducing the “uncollectables” the utilities recover in everyone’s rates.

Given the escalating utility costs, the harsh Illinois winters our residents have had to endure in recent years, and the ongoing hardships due to the budget stalemate and slow economic recovery, these funds are needed more than ever.

Challenging fiscal decisions must be made; however, any budget solutions cannot include consideration of redirecting these much-needed funds into the general revenue fund or reallocating any portion of these funds. It is imperative that the Illinois SLEAF, which aids our most vulnerable residents, be protected.

On the far west side on the intersection of Theodore and Route 59 is a great place to market to high-end retailers and restaurants creating a luxury district.

This will bring upscale options into our city for our residents, a further incentive for families with money to move into Joliet and will bring more visitors.

Hennepin Drive is a great street in front of the mall to open anything. I really like Mary Beth Gannon’s idea of a children’s museum and feel this would be a perfect location.

On Woodruff Road there is a lot of empty land near the railroad tracks that is just begging to be developed.

The Forest Park neighborhood deserves their basic needs met and a laundromat, gas station, and grocery store are much needed.

Citywide it’s important to take a good hard look at what we have and what we need. We need jobs and businesses to continue coming and staying in Joliet.We need to market our city as the diamond it is. The new economic development director should be someone familiar with Joliet, have a vision, a background in marketing, willing to work hard taking suggestions from the public, working with the city manager, mayor and city council helping make Joliet the best city it can be.

No one is immune from either receiving assistance from human service providers, working at such an entity, or volunteering at one. From pre-natal care to disability to senior citizens to afterschool programs, everyone is somehow affected. However, many of these providers, including the Will-Grundy Center for Independent Living, have not received state funds since July 1. Some have instituted furlough days, reduced hours, or closed their doors because the governor and General Assembly will not

agree on a state budget. This inaction is shameful. We hear one political party blaming the other, which is pointless.

Perhaps the governor and General Assembly should lock themselves in the Capitol and not come out until a budget is passed. Human service providers should not have to resort to buying lottery tickets on the oft chance that they will win.

STRIKEFEST Porters finish second behind sophomore’s performance

While there were a big group of local seniors who shined Saturday at Strikefest at Town and Country Lanes in Joliet, it was a local sophomore who stole the show.

Lefty Bailey Delrose of Lockport shot a 289 in her final game to win the 44-team tournament with a 1,392 six-game total.

“I was really nervous, like shaking,” said Delrose, who shot a 300 at state last year. “I really wanted to win this year. I’m really proud of myself. It means everything to win because no one expects a sophomore to win.”

Delrose helped the Porters finish second as a team with a 5,905 total, 80 pins behind first place Schaumburg.

Senior Nikki Mendez also medaled for the Porters, firing a 1,263. Paige Reiter added a 1,163.

“I’m pretty happy,” Mendez said.

“I had some breaks I feel like I didn’t deserve, but I made most of my spares today. Everyone always says this is biggest tournament in the state, so to medal here three times is

After winning state last year, the Porters have been solid again so far this year, with two seconds to Schaumburg and a first in tournaments. Still, they feel the target on their back.

“I’m really happy with my team,” Delrose said. “We want to go to state and do the same thing we did last year. We all feel the target.

Everyone is looking at us like we have something to prove and we do. Just because we lost two seniors last year doesn’t mean we’re not as strong.”

“We grinded so hard today, I am really happy,” Mendez said. “It feels a little different this year because we have the target, but we still have the same goals. We’re all working hard to get that goal. We’re really happy with how we did today and if we take this and run with it, we’ll be good.”

Right behind the Porters was Joliet West, which finished in third place with a 5,895.

Gracie Plese finished in fourth place with a 1,300, while Taylor Bailey also medaled with a 1,239,

JCA looks for solid season despite two straight losses

Joe Gura’s attitude on losing is no different than the day he began coaching at JCA, but after a 51-38 loss to Benet in the opener of the East Suburban Catholic Conference.

“I don’t like to lose. I hate to lose,” Gura said. “I thought coming in against a team that is really rolling offensively and rated, and to hold them to 50 points in their gym, If you would have told me that at the beginning of the night, I would have said thank you I like our chances,I told our kids, you are good enough, and in spurts we showed we were good enough, but not all night and when we get that consistency – and we are pretty close – we are going to be good.

“It was the first big game of the year, first conference game against a quality opponent and I am very optimistic about where this ship is heading.”

The game was tied 8-8 after the opening quarter, but Benet ran away from the Hilltoppers until JCA (4-2) had a few opportunities late in the game, but couldn’t convert.

“I thought we missed some really easy shots where if we had made it, it would have cut the game to six or four and we couldn’t make it and then they would come down and run the clock and score,” Gura said. “When we were down 38-31, we had three straight stops and could have made it a one or a two possession game and that was with three minutes left down the stretch.”

In those final three minutes then, the Redwings (7-0) went on an 11-2 run to close the game.

“They outplayed us in the fact that they were more consistent.

Gura said. “You don’t want to play them every night. You have to work like the devil.”

JCA was paced by senior guard Jalen Jackson, who led all scorers with 23 points. He connected on all eight of his free throws, four of which came on three-point-plays in the second half.

“He led the conference in scoring last year and was first team all conference,” Gura said of his leader.

So, even after suffering their

first loss of the season, Gura is happy with the direction of the Hilltoppers.

“I know the ingredients are there for us to get better and better,” he said. “I am really happy with where we are going, I wasn’t happy with where we were in stretches in this game. We are 4-1 and playing pretty good ball, I’ll take it.”

A day later, the Hilltoppers fell 52-48 in a non-conference game to Minooka behind 14 points from Jackson.

Minooka rebounded from a tough loss to Plainfield North to rally and beat Plainfield East last Tuesday at East.

The Indians used their two experienced leaders to guide the team to victory as Sydney Arlis scored 18 points and Brooklyn Bachmann added nine in the 40-34 win.

“They both stepped up and that is what you would expect out of them,” Liberatore said. “Sydney is in her fourth year starting and Brooklyn is in her third year starting and they did step up. Their pressure is so relentless on you and I think we played under control and with a lot of poise tonight.”

“I tried to do anything I can to help my team win,” Arlis said.

“If I need to score I try to score. If someone else is hot, I try to feed them the ball. Whatever it takes to get the win.”

Typically the Bengals are a second half team, but the Indians were able to keep the pace to their liking.

“We got the pace more of a half court game and we needed that,” Liberatore said. “We can pick our spots to run and we needed a pace like that.”

“It was really nice to come out and be confident in ourselves,” Arlis said. “In our loss Friday, we were a

Joliet West looking to connect as a unit

John Placher took over the Joliet West girls basketball program last season with the core players being young and

that growing process is still ongoing this season.

“We are very young and we are learning,” he said. “We have three girls that played a lot last year and they are still learning and it will be a long process again this year. We’ve done some nice

things, but we still have a lot to work on. A lot of it has to do with playing together as a team and if we can’t do that it will be a long season.”

The Tigers have pieces in place to grow into a solid team.

“Madi (Mulder) is a junior and Raven Reed is a junior and our point guard. Sarah (Gersch) is a sophomore, so we have the potential to get there. The girls just have to come to practice and work hard and listen to what we have to say and get better every day,” Placher said. “We have some work to do to get better. We have to play as a team and learn to play as a team. Right now we are playing as five individuals out there and that doesn’t work.”

West faced two talented SouthWest Suburban Conference Blue Division teams last week and that exposed the team’s youth.

“When you play Lincoln-Way East and Bolingbrook back to back, they make you look bad,” Placher said.

Placher is hoping the non conference schedule helps.

“We go to Bradley-Bourbonnais for the tournament and there are some games there that we can win,” he said. “Every game we play, we have to play well.”

The conference is already beating up on each other early in the season, so Minooka knows it is right in the thick of the race.

“We come out to every match looking to win,” Plese said. “But, third place, I am really proud of. We had two girls who never bowled at Strikefest and they helped us, which

“We were so close, it was amazing,” Bailey said. “I don’t think it could have gone any better.”

Minooka just missed out on the gold division, but brought home a plaque by winning the silver by 80 pins, finishing the afternoon with a 2,947. A 5,544 would have put them in sixth place overall.

Nora Russell shot a 714 in the

afternoon to finish with a 1,249 to place 10th overall.

“This is the second time in a row I medaled,” Russell said. “It is pretty exciting. After the morning I was a little down, but I figured it was time to go big or go home. Today was my first day throwing my new ball.

As I was throwing it more, it started reacting better. It is my senior year so it means a lot to medal again. I

got 16th last year and wanted to do better this year.”

Carmella Russell was one spot away from a medal with a 1,174 in 26th place and Kristina Sickler added a 1,127.

“I’m proud of my team,” Nora said. “Normally we get in the gold division, but since we weren’t we wanted to finish on top of the division and we did.”

“After three games, one team is undefeated,” Liberatore said. “That is what I thought coming in. It is very balanced. I’m glad we were able to get that second win tonight.”

So far the Indians are 5-3 overall, 2-1 in the SPC and have been solid both in conference and out.

“We’ve been up-and-down,” Liberatore said. “In the LaGrange Tournament, we played some very quality teams. I’m hoping that is going to pay dividends as we go

through the season.”

“We’ve been doing great,” Arlis said. “A lot of the younger girls are stepping up. We all have great team chemistry and want each other to succeed. Everyone is always excited for each other and I’m excited to be part of this team.”

While it has been Arlis and Bachmann leading the way, Arlis is confident in other players stepping up throughout the year.

“There is a little bit of pressure,

but a lot of our players have stepped up,” Arlis said. “Honestly, anyone on our team on any night can have a great scoring game. I’m not too worried about it and know that if I’m off on a night, someone else will step up and fill that role.”

The Indians are excited about what lies ahead for them the rest of the year.

“I want us to keep getting better,” Liberatore said. “I think we proved tonight if we play well

we can compete with any team in the conference. We need to play well defensively and share the basketball.”

“I think we have great things ahead of us,” Arlis said. “I’ so excited for what is in store for us.”

Getting back on the wagon Joliet receives award for financial reporting excellence The city of Joliet said it was recently recognized by the Government Finance Officers Association of the United States and Canada for its comprehensive annual financial report.

Joliet received the Certificate of Achievement for Excellence in Financial Reporting, which it said is the highest form of recognition in the area of governmental accounting and financial reporting and is a “significant accomplishment.”

James Ghedotte, director of

finance for the city, received an award of financial reporting achievement as the individual designated by the government as primarily responsible for preparing the award-winning CAFR. The CAFR was judged by an impartial panel to meet the high standards of the program, including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story, and motivate potential users and user groups to read the CAFR.

Most people don’t even take the time to identify where they want to go in life or how to get there. They just shuffle along, blame others and

may also be the best time to start healthy ones.

A behavior does not become a habit right away. In fact, a 2009 study done at University College London suggests that people need an average of 66 days to develop a new habit. Putting off change only delays this timeline from beginning.

An important first step is focusing on a specific, active behavior. Some of the most common resolutions involve losing weight, quitting smoking, and reducing or stopping alcohol use.

All of these are admirable goals, yet they are missing an important element. None of them involves actions; instead, they are all the absence of action. In order to be successful in these goals, you will need to begin new behaviors that will take their place. What will you be doing when you are not smoking, when you are in shape and when you are no longer drinking? The image that comes to mind is the action that you can take.

Getting motivated for new behaviors is a crucial part of making the commitment necessary for change to happen.

Consider making a list of reasons why you want to make a change.

Do you want to look better, feel

better, save money or eliminate health problems? Maybe it’s about being alive longer for your family or setting an example for your children.

You can make your reasons public or keep them private.

Just keep them in mind as you continue on your path.

For people already in recovery from alcohol and other drug problems, here are some other important things to remember:

Have a backup plan in place If you find yourself in a highstress, high-risk situation, be prepared to leave or call someone you trust to be a support. Don’t test yourself by assuming you should be able to handle a difficult situation. As the old recovery saying goes, “If you hang out at a barbershop long enough, you’re going to get a haircut.”

Keep doing what works Focus on the healthy habits that have been effective in your recovery. That might include attending support group meetings, being part of a faith group or church, surrounding yourself with sober friends, talking to a sponsor, eating well, or exercising. These are the same habits that will help you successfully navigate stressful

times in your life while keeping you focused on your goals.

If you slip, get back up – Relapses, or slips, are part of many people’s experience in recovery. Dwelling on the mistake or feeling ashamed about the behavior are generally ineffective and unhelpful. On the other hand, acknowledging the poor choice and taking steps to do better are highly effective. Stop the slide by recognizing that you are in control of your actions. Then back up and do the behaviors that were working before.

Finally, remember the words of famed explorer Sir Francis Drake: Sic Parvis Magna, or “Greatness from small things.”

The actions you take now may seem insignificant, but over time they can make a huge impact.
