Theatre appoints new general counsel, development director David Silverman’s appointment result of Thomas Carey’s retirement The Will County Metropolitan Exposition and Auditorium Authority, which owns and operates the Rialto Square Theatre complex, has made two new appointments that took effect Jan. 1.

Daniel Vera, Chairman of the WCMEAA, announced at the authority’s December meeting that attorney David Silverman will become the next general counsel for the organization.

Silverman, who is a partner with the firm of Mahoney, Silverman & Cross, LLC, will become only the second general counsel for the WCMEAA. Silverman’s appointment is as a result of the retirement of Thomas Carey, who served as the WCMEAA’s legal counsel since the late 1970s when the Rialto was deeded to the WCMEAA. “On behalf of the WCMEAA Board of Directors I wish to thank Tom for his service to our organization for more than three decades,” said Vera. “We have been well served by Tom’s guidance and attention to the many matters that are part of the Authority’s day-to-day business. We wish him well in his retirement.”

& Cross, LLC. He is a graduate of Lewis University and The John Marshall Law School, where he graduated with high distinction.

Also joining the Rialto organization is Jack Ericksen, who will be a part of the theatre’s administrative staff as the director of development. Ericksen served Catholic Charities (Diocese of Joliet) for nearly a decade. while there, held the position of senior development officer prior to accepting the Rialto appointment.

“Jack has a great knowledge of our community from which he will work with the Rialto Square Theatre Foundation Board of Directors in raising funds to support the historic Rialto Square Theatre” said Randall Green, general manager of the theater.

“I am looking forward to working with Jack as we chart a course that will raise funds to address the 90-year-old theatre’s capital needs and support our efforts to expand our programming for the community.”

The Will County Metropolitan Exposition and Auditorium Authority, a unit of local government, was created in 1978 to own and operate the Rialto Square Theatre complex and surrounding properties.

coVer Story Senate Bill 986 now requires child-care employees to show proof of having received the tetanus, diphtheria and pertussis vaccine.

What to know about new, amended laws in 2016 any Illinoisans learned last week that 90 percent of pumpkins grown in the country are produced right here in the Land of Lincoln. To recognize that feat, the Illinois General Assembly passed legislation making pumpkin pie the official pie of Illinois. When they weren’t busy playing tug of war with the state budget or considering “official” dessert candidates, legislators found time to pass many new or amended pieces of legislation that will affect workers, the terminally ill and students, to name a few.

Of the 237 new laws that went into effect Jan. 1, several stand out because of the impact they will have on Illinois residents. To help readers digest this full slate of new rules, we’ve narrowed down the list into eight areas that will see the most change in 2016.

The Equal Pay Act will now apply to all employers, not only those with four or more employees. House Bill 3429 (PA 99-0182) states that any violation of the Equal Pay Act will subject employers to a civil penalties, and sets different penalty structures for employees with fewer than four employees and those with four or more employees.

Committing public policy violations will subject the employer to a civil penalty not to exceed $5,000.

Some pro-business reforms passed by the General Assembly include: Senate Bill 1672 (PA 99-0463), which

The facility is also required to check a second time for microchip and double check the original information obtained for accuracy.

Beginning Jan. 1, illinois became one of several “Right to Try” states. House Bill 1335 (PA 99-0270) gives terminallyill patients access to medical treatments that have not yet been approved for use by the general public. These include clinical-trial, experimental medical treatments and medications.

Senate Bill 986 (PA 99-0267) requires child-care employees at any childcare facility that cares for children ages 6 and younger to provide proof of two doses of the measles mumps and rubella vaccine or provide proof of immunity.

The legislation also requires child-care employees to show proof of having received the tetanus, diphtheria and pertussis vaccine.

House Bill 3930 (PA 99-0077) changes definition of “sexual orientation” in the hate crime statute, the institutional vandalism statute, and the statute concerning aggravating factors in sentencing to the definition used in the illinois Human Rights Act. The law amends the offense of institutional vandalism by replacing the term “sexual orientation” with “ancestry, gender, sexual orientation” and “physical or mental disability.”

House Bill 217 (PA 99-0411) prohibits mental health providers from engaging in sexual orientation change efforts with a person younger than the age of 18. The legislation also prohibits advertising that represents homosexuality as a mental disease, disorder or illness.

Violation of the law is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. it also codifies that a provider who engages in sexual orientation efforts may be subject to discipline by the licensing entity or disciplinary review board with competent jurisdiction.

High school students should have a better understanding of government and the democratic process, as House Bill 4025 (PA 99-0434) sets a civics course requirement to high school curriculum. The law requires at least one semester of the required two years of social studies be set aside for civics instruction, including a focus on government institutions, discussion of current and controversial issues, service learning, and simulations of the democratic process.

Senate Bill 1455 (PA 99-0185) requires that one of the assessments administered by the illinois State Board of Education shall be accepted by illinois public institutions of higher education for the purpose of student application or admissions consideration.

House Bill 163 (PA 99-0084) prohibits the illinois State Board of Education from establishing different performance standards based on race or ethnicity.

Additionally, schools will now be required to be equipped with approved carbon monoxide alarms or detectors.

Legislators also made several changes to laws surrounding Dui arrests and convictions in the new year. Among these, House Bill 3533 (PA 99-0296) requires ignition interlock devices to be installed for a minimum of five years on all vehicles owned by a person who has been convicted of a second or subsequent Dui offense.

Senate Bill 627 (PA 99-0467) makes several Dui-related recommendations based on the Traffic Safety Advisory Committee.

Changes include requiring certain individuals suspected of consuming alcohol to sign the written warning from law enforcement; removing “hard time” provisions that currently prohibit driving relief for Dui offenders, and instead allow offenders to apply for a monitoring device driving permit or restricted driving permit with a breath alcohol ignition interlock device; requiring any offender with two or more Dui or reckless homicide convictions to install a BAiiD as a condition of a restricted driving permit; and requiring a BAiiD, as a condition of a RDP, if the offender is convicted of Dui involving death, great bodily harm, or permanent disability or disfigurement to another.

Additionally, House Bill 1446 (PA 99-0290) allows drivers who had their license permanently revoked after a fourth Dui conviction to obtain a restricted driving permit after five years if the person shows a minimum three years of uninterrupted sobriety and successful completion all of the recommended rehabilitation activity.

Penalties for trucking violations also increased Jan. 1. House Bill 1516 (PA 99-0291) states that any driver who willfully violates specified motor carrier safety regulations is guilty of a Class 3 felony when the violation results in a motor vehicle accident that causes great bodily harm, permanent disability or disfigurement, or death to another person. Those violations include Dui, motor carrier drivers’ hours of service, motor carrier qualifications for drivers, or other violations that would place the driver or vehicle out of service.

House Bill 246 (PA 99-0146) designates Dec. 23 of each year to be “Scott’s Law Day,” to honor public safety workers and remind motorists to utilize safety when passing stopped emergency vehicles.

Beginning with the 2017 registration year, House Bill 2811 (PA 99-0071) allows any vehicle owner or spouse who has been approved for the reduced registration fee pursuant to the Senior Citizens and Disabled Persons Property Tax Relief Act to also pay the reduced fee for any vehicle displaying specialty plates.

This week we celebrate the beginning of a new year and that special voices brings New Year’s resolutions for many individuals. This year, I’d like to recommend some resolutions for how you can change the game for a more accepting and inclusive world.

This year, let us continue to focus on the abilities of those of us with special needs, as we educate our communities on how to bring pure joy and determination to everything that we do.

Take, for example, a relatively new challenge to help do just that. This past year, Special Olympics launched a new challenge called “P.L.A.Y. #LetsChangeTheGame.” The challenge is simple.

Its mission is to encourage all people to play, learn, accept and say “yes” together. The goal is to have common ground among people of all abilities.

To give a specific example, this past week I and my fellow SEASPAR Special Olympics teammates had the opportunity to play what Special Olympics calls unified basketball. The Level Up youth basketball team, based in Downers Grove, consisted of players without disabilities.

They partnered with my team in playing a fun unified scrimmage game.

Together, the Level Up youth basketball players played with us and learned about our differences. These players then were able to accept us and say “yes” to an inclusive game.

This year, let’s take time to focus on the pure joyous moments of all of our lives. One can snap a photo, write

One can also simply relate anecdotes of joyous moments, while engaging in old-fashioned conversation.

One such pure joyful episode occurred to me this past summer. The date was July 25, and I was standing on the field at the Los Angeles Memorial Coliseum. The opening ceremony of the Special Olympics 2015 World Summer Games was taking place.

I was standing among my fellow Special Olympics athletes. We were celebrating our abilities— whether we were there on that global stage as an athlete or a journalist. For those in attendance, we celebrated our acceptance and inclusion within the world.

Another pure joyful moment for me also occurred this past year in Normal, Illinois, at the 2015 Summer Games for Special Olympics Illinois.

This time I was with previous “Special Voices” athletes Erin Compton and Becky Cavanagh, both diagnosed with Down syndrome. It was at the opening ceremony that I first met Erin and Becky. The #UnifiedSelfie that the three of us captured that first night

of the weekend showed the pure joy that those of us with special needs can bring to our communities.

Many of us with special needs demonstrate determination in everything we do. We work so hard to achieve our goals despite any challenges that we face. One of my former special education teachers, Leann Philgren, personally witnessed the hard work ethic that my fellow classmates at Westmont High School and I had displayed.

In a past Special Chronicles podcast, Leann spoke about the determination, perseverance and ability to overcome obstacles that those of us with special needs bring to our world.

“He’s so powerful. He’s one of those students that work so hard to be successful,” said Leann. “What you guys bring to our population is a gift.”

Our parents, in addition to our teachers, are ones that firsthand recognize the determination that we show the world.

“The ability to smile and carry on no matter the circumstances is something that Erin teaches us all,” said Diane Compton, mother of Erin.

“Not expecting life to be perfect for it to be joyful.”

This year, let us recall the joyous moments and determination that those of us with special needs bring to our world. Join me in the new year, and let’s change the game in bringing about pure joy to our world.

While there were many close games in the Romeoville Christmas Classic, Joliet Catholic didn’t participate in any of them.

That is because the Hilltoppers blew away all four of their opponents by double digits as they went 4-0 to win the tournament title, defeating Glenbard South in the championship 56-37 Dec. 31.

“We got to a level and stayed at that level, which is rare,” JCA coach Joe Gura said. “We were 4-0 going into a weekend with Benet and Minooka and lost two tough games. We came together and are now 9-2. We can keep getting better as time goes on. We’re not the same team we were after that Minooka game and we don’t want to be the same team we are now later in the year. We’re looking for constant progression.”

“It is the first time in 36 years (winning multiple tournaments), so it is a great honor,” tournament MVP Jalen Jackson said. “We have

to keep working hard.”

Jackson took control of the game early for JCA, scoring the team’s first nine points of the game and 17 of the first 19.

“We had to come out and punch them in the face right away and set the tempo for the game,” Jackson said. “I feel like the energy builds around me. We always look for the open man.”

“He is a special player,” Gura said. “And he is one of the nicest kids. He is grounded.

He is a humble kid and that is a testament to him and his family.”

However, JCA trailed Glenbard South 15-11 after the first quarter.

But thanks to Jackson’s 21 first half points, the Hilltoppers rallied to take a 33-21 lead at the half.

It was the defense then that took over, limiting Glenbard South to five points in the third quarter en route to a commanding 43-26 advantage.

Joliet West wins, loses on officials’ controversial calls

Joliet West got out of the gate Tuesday in the opening game of the 85th Annual Pontiac Holiday Tournament exactly the way it wanted to.

That however, only lasted the first couple minutes.

After an early run to start the game, West was controlled by Plainfield North for most of the game, before coming back in the closing minutes to take a 63-60 lead.

West’s Jason Bingham went up for a layup that was blocked

by North’s Kevin Krieger, who slammed his elbow into the backboard and crashed into the matted wall behind the basket.

Central girls fall in consolation final at Oswego East

Joliet Central went 2-2 in the Oswego East Holiday Classic, falling to Aurora Central Catholic in the consolation final 49-29.

“We had a bad shooting day today,” Joliet Central coach Brian Reed said. “I think we took 58 shots from two-point range and

The Tigers then took No. 1 seed Peoria Manual to overtime, but lost 74-73.

In that contest, Bell had 24 and Kirk added 14.

In their final game of the tournament, the Tigers lost to No. 3 Simeon 74-41. Bingham led the way with 16 points.

West was the only team to face three seeded teams in the tournament.

•Lockport was one of only two teams to complete a game on the first official day of the tournament, as the Porters lost to 41-40 to Danville.

A new law in the state of Illinois could make it much easier for potential entrepreneurs to get their businesses off the ground.

Senate Bill 659 mandates the creation of a new online business portal that will contain all relevant forms and information for small businesses, such as state agency contact information and

regulatory requirements. The website will be updated annually.

The bill took effect Jan. 1.

State Rep. Natalie Manley, D-Joliet, is one legislator who supported the bill, which she said helps entrepreneurs to realize their dream of starting a business by creating a one-stop-shop for prospective employers.

“There are a lot of rules and regulations in Illinois in regards to opening a new business and the process can be very

overwhelming,” Manley said in a statement. “Many residents have great ideas, but are not sure how to get things started, so this new law is aimed at providing the relevant information to starting and growing a business in an easily accessible and consumable way.”

The new business portal was designed to make it easier for people to open their own business and get more people back to work, Manley added.

“Part of my mission as a legislator is to craft policies that responsibly remove hurdles to job creation and spur economic growth, she said. “There is a lot of work to do on that front, and this new law is a step in the right direction.”

BerKos Te r e n c e “Terry” J. Berkos, age 65, at rest Jan. 2 at presence Saint Joseph Medical Center. Born in Chicago, the son of peter and the late Ruth (Keller) Berkos, residing in plainf ield since Sept.

10, 1985. graduate of Morton West High School in Berwyn and received his associate’s d e g r e e from Morton Junior College in Cicero. He also attended Rosary College and Illinois Benedictine, concentrating in the fields of accounting and business.

Formerly employed by Suncast Corporation in Batavia as an Inventory administrator. a U.S. army veteran of the Vietnam War, where he served in South Korea at the 38th parallel demilitarized zone. Member of Holy Family Catholic Chuwrch, plainfield emergency Management, and search and rescue.

Berkos was a fourth degree member of the Knights of Columbus Council 204. He served the Knights as a former grand knight, district deputy, basketball chairperson (state office), Joliet Chapter and vice president.

He is survived by his loving wife of 44 years, Catherine (Kucera) Berkos of plainfield; twin daughters, Christina Berkos of plainfield and Cynthia (Joseph) Huminsky of elwood; three granddaughters, gabrielle Huminsky and ashley and Kaitlyn Sass; his father, peter Berkos of San Diego; his brother, peter (Ruby) Berkos of goose Creek, South Carolina; his sister, Linda Berkos (george) Bagdo of Rapid City, South Dakota; his uncle, paul (Nadine) Berkos; and numerous nieces and nephews.

He was preceded in death by his mother, Ruth, and stepmother, Sally Berkos.
