Valley View continues administrative shuffle School district will relocate 75 staff members to new 26,670-square-foot administrative center

Valley View School District 365U is working with the village of Romeoville to convert a vacant strip mall into new offices for the district’s administrative staff.

The school district will be entering into a lease agreement with Para Romeoville LLC to rent a strip center at 801 Normantown Road and a vacant lot directly west of the center, located at 646 Michigan Drive, which is currently zoned for residential use.

A public hearing at a Romeoville

planning and zoning commission meeting was held Aug. 23 to introduce the plan to rezone the Michigan Drive property as a parking lot. The final development plan is expected to be introduced to the Romeoville Village Board Sept. 7. There also are new plans to investigate the possibility of using property on Huron and Normantown Road as additional parking for the center.

Romeoville to expand park system In January, village was awarded a $400,000 grant for Discovery Park

Early planning to keep a new park project in the plan for Romeoville despite state budget cuts is proving fruitful, now that state grants are being awarded.

In January, the village was awarded a $400,000 grant for Discovery Park, a 31-acre park to be located on the southwest side of Romeoville near Weber and Airport roads.

However, the State of Illinois Open Space Lands Acquisition and Development grant was in limbo due to budget constraints by the state.

Knowing the grant would not cover the entire cost of the project, the village had anticipated its own contribution of $125,000 and had budgeted accordingly for design purposes and in hopes to keep the project moving forward.

Rather than place the entire project on hold, the village opted to continue with design services and master plan for Phase 1 of Discovery Park, entering into a contract with Hitchcock Design Group and Robinson Engineering.

Romeoville is now ready to move forward with a major park and recreation expansion

starting in 2017, adding a total of 38.5 acres of park space, having been recently notified that the grant would be released for the Discovery Park site. The total budget for the project stands at $6 million with $3 million dedicated to the first phase. The $400,000 grant will be used for the first phase and the village will pick up the bulk of the cost with available cash on hand.

Construction will include various athletic fields including soccer, football, lacrosse as well as three half-court basketball courts, two sand volleyball courts, a baggo playing area, an interpretive trail system and the road extension of Highpoint Drive.

“The development of this site has been a top priority for the Village. It is very important that we provide facilities to the residents in which they can participate in a variety of sports,” said Mayor John Noak. “This facility will create needed space for sports that continue to grow in the community such as soccer and flag football.”

The final and future phase of Discovery Park will include a playground, shelter, maintenance building, concessions/restroom facility.

In addition to Discovery Park, the village is working to develop approximately 7.5 acres of open space adjacent to Volunteer Park and the Joliet Junior College’s North Campus. It is anticipated that the open space will be usable for a variety of activities, including practice fields by 2018.

Hundreds came out last year to participate in Bolingbrook’s annual Joyfest. This year’s event to feature Charles Jenkins & Fellowship Chicago will be held from 1 to 6 p.m. Sept. 10 at the Bolingbrook Performing Arts stage.

The Power of Joy Christian Music Festival continues in Bolingbrook

With a growing crowd expected, a celebration simply promoting joy and goodwill through Christian music is set to continue in Bolingbrook.

The free event will be held from 1 to 6 p.m. Sept. 10, on village hall grounds at the Bolingbrook Performing Arts stage, 375 Briarcliff Road.

Organizers believe Joyfest provides an unique opportunity for praise and fellowship without borders, drawing participants from all walks of life and all denominations. Each year the event has grown and continues to attract people from throughout Bolingbrook, the Chicagoland area, and Indiana.

“We had a huge turnout last year and we expect and even larger turnout this year,” said Sheldon Watts, Joyfest committee member.

“This is due to people becoming more and more familiar with the Joyfest event, and the continued strong support from the local church community and the larger community at large. In addition, we have a very popular and well known group headlining this year.... Charles Jenkins & Fellowship Chicago.”

In addition to Charles Jenkins & Fellowship Chicago, the lineup of performers include choirs and praise teams from many of the local churches, well known artists such as internationally known

singer, songwriter Leon Timbo, and recording artist Tim Bailey and Judah Camp.

Food and product vendors, a kid’s zone that includes two large inflatable bounce houses, a climbing wall, and the Fountaindale Library Book Mobile will be onsite and prizes and giveaways are expected.

Watts said participation and support from local businesses, food vendors, and in large part the support of Mayor Roger Claar and village trustees keeps Joyfest running.

“Their Commitment to the overall success of Joyfest affirms and acknowledges the role of

the Church and the Christian Community within Bolingbrook,” said Watts.

Joyfest was founded by local residents, Leroy Brown, Christen Parker and Pastor Brown. Prior to its inception in 1998, the Bolingbrook Christian community sponsored an event called Gospel Fest which began as a small indoor concert that was held at Jane Addams Middle School. Support grew over the years as leaders reached out to ministries throughout the area and the decision to expand the festival and bring it outdoors evolved into what is now known as Joyfest.

National publications honor Valley View School District schools

Two well-respected publications have recognized both Romeoville and Bolingbrook high schools and Pioneer Elementary School for their

all-around excellence.

U.S News & World Report awarded a national Bronze Medal to both RHS and BHS in its annual “Best High Schools Rankings,” while Chicago Magazine’s September issue ranks RHS among the “Top 5 High Schools” and Pioneer among the “Top 10 Elementary Schools” in Will County.

“The fact that both publications based their rankings on much

more than just test scores is further validation that our efforts to prepare our students for successful post-secondary lives are indeed succeeding.” said Valley View School District Superintendent Dr. James Mitchem Jr. “Our faculty, staff, administrators and the community deserve a pat on the back for helping to create a positive atmosphere in which students can learn and thrive.”

U.S. New & World Report issued the Bronze Medal to both high schools based on “how well they prepare students for college.”

Criteria included measurement via the publication’s College Readiness Index (based on the school’s AP or IB participation rate and how well the students did on those tests), as well as student graduation rates, math and reading proficiency rates for disadvantaged students

(black, Hispanic and low-income), and reading and math results for students on state proficiency tests.

Chicago Magazine, which has not ranked area schools since 2012, abandoned what it termed “standard practice” of throwing “a lot of weight on test scores” in favor of factors like classroom environment, teacherprincipal collaboration, parent

River study looks to identify flood risks Study covers 353 sq. mi of DuPage River in Will, DuPage counties

The river that carves its way through Will and DuPage Counties is more than just a local body of water.

From Potawatomie Indians to French traders to farmers and settlers from Chicago, the village has depended on the DuPage River for everything from a water supply to local recreational use. But, the river also has a history of surging outside of its banks, bringing that water to undesirable places.

For that reason, the U.S. Army Corps of Engineers is conducting a study of the DuPage River and its major tributaries, to measure flood risk from overbank and backwater flooding, and determine solutions

to manage it.

After the flood of April 2013 hit at least 20 area communities hard, causing major damage to both residential and public areas, an investigation was deemed necessary.

The Corps began conducting meetings in November 2015 in hopes to solicit concerns and information from residents.

Though the April 2013 flood

was the most recent and deemed devastating to the area, it wasn’t the first. Major storm events resulting in the basin flooding occurred in 1996, 2008, and 2009. Those floods caused significant damage to homes and structures, and caused the closing of I-80 and I-55 for several days.

The DuPage River and tributaries drain approximately 353 square miles in suburban Cook, DuPage, and Will Counties. The area has

seen rapid growth over the past two decades, and now includes 40 communities and approximately 900,000 residents.

With the DuPage River flowing through the majority of the northwest part of Will County, including Bolingbrook, Romeoville, Plainfield, and Crest Hill, nearly 55 percent of the population in that area are prone to potential flooding.

Annually, flood damage within the entirety of the basin is currently estimated at $30 million, according to the Corps.

The study will seek out information on the river’s hydraulics (mechanical properties of the moving water) and hydrology (movement and quality of the water) in an effort to help understand when and how the river floods.

Approximately 75 staff members are to be relocated to what would become a newly built-out administrative center. The move is expected to take place sometime in November.

The district’s educational services, including professional development, data and assessment, human resources, and administrative services, will be relocated to the new site.

and hydrology model by the end of the study,” said Project Manager Imad Samara. “There are a lot of sites for us to actually implement work.”

Samara presented the study to the Plainfield Village Board on Aug. 22, adding that the next three months will be crucial for collecting data. A feasibility report will be drafted by May 2017 and presented to Congress by 2018 in an effort to seek funds for flood water relief.

Samara said such studies are valuable to assess risk and determine the best ways to mitigate flood damage.

“The goal is to have a report to identify sites that the Corps believe have benefits for the nation, and to go in to improve these sites,” Samara said.

A comprehensive study of the DuPage River area has not been done since the 1970s.

The study will focus on prioritizing high risk areas, then developing both structural and non-structural alternatives to address flooding.

Some of the solutions that will be evaluated include floodwater storage, levees, floodwalls, diversion channels, channel modifications, flow control structures, floodproofing, structure elevations, and buyouts.

The study is cost-shared between the Army Corps of Engineers and the governments of Will and DuPage Counties.

By relocating Valley View’s administrative staff, the move makes way for the district to expand its Early Childhood Center, which currently has a waiting list. The center will be expanded by up to 12 additional classrooms, in what is currently the entire first floor of the administrative center.

By expanding the Early Childhood Center, the district hopes to serve an additional 360 students from Bolingbrook and Romeoville.

The district said it plans to pursue additional state funding through increased Pre-K Expansion grant funding, and officials anticipate the expanded Early Childhood Center ready for the 2017-18 school year.

That’s what new Bolingbrook High School Principal Jason Pascavage told BHS seniors Friday morning in the third of three welcoming addresses to the student body this week.

“I am honored to be your principal. You mean something to me,” Dr. Pascavage said right after he apologized for what has been a revolving door in the BHS Principal’s office the past four years. “I will be here for you.”

and Brooks Middle School administrator urged seniors to take every opportunity to show that Bolingbrook is a great high school.

“When I say bring honor to Bolingbrook, bring honor to the Raiders, I mean it,” he said. “Bring honor to yourself. Bring honor to your family. Show your brothers and sisters who you are, what you can be, what you can do. Build a foundation for the freshmen and sophomores.”

Pascavage made it clear one of his priorities is moving the school’s graduation rate from 80 percent to

90 or 95 percent.

“Trust me. You need your high school diploma unless you want to work multiple jobs the rest of your life,” he said. “If you choose not to finish high school, when you go to get a job, that person with a degree will get that job before you will.”

The new BHS Principal praised his teaching staff pointing out that teachers “make the ultimate sacrifice” because they will spend more time with their students over the next nine months than they do with their own children.

This coming Sept. 5, we’ll celebrate Labor Day. This is a time where summer nears its end and the fall season is about to begin. Many have traveled far or near with family and friends.

A new travel agency specializing in escorted travel adventures for young adults with special needs is making a big impact on our community.

Take, for example, my friend Kari Winter of Downers Grove. This past June 20 - 24, she participated in a weeklong escorted travel adventure with Atypical Travel.

This is a new travel agency that was founded by Peggy Koutas. Peggy created this organization to help others, like Kari, have an opportunity to travel with their peers who have similar special needs, or “diverse-abilities” as Peggy says.

Prior to beginning Atypical Travel, Peggy was a Special Education teacher at Elmhurst College’s ELSA program.

The ELSA program is Elmhurst College’s educational program for young adults with developmental disabilities. It was here where Kari first met Peggy.

Having been in the disabilities field

for more than 35 years, Peggy was looking to take her teaching experience outside of the classroom to create travel adventures for her students with “diverse-abilities.”

The idea to start Atypical Travel came about as she was “frustrated as a teacher to see all activities in school and my students were always excluded,” said Peggy.

After taking about a year to develop the details of embarking on her own travel business, Peggy was ready to embark on her first adventure with her group of special travelers.

Fast forward to today, Kari Winter stayed in touch with her teacher, Peggy. Today, Kari is a traveler with Peggy’s Atypical Travel agency. This past summer, Kari and a small group of others with special needs took off on an adventure to Lake of the Ozarks in Missouri.

“On that trip I went on I saw something called the Bridal Cave and took a tour of it,” said Kari. “The tour guide told us a legend story that went with it.”

Atypical Travel is unlike any other

escorted travel company. The group of travelers stays as a family. They rent luxury vacation homes, which give the travelers the opportunity for independence.

Atypical Travel “gave me an opportunity to travel independently,” said Kari.

Travelers like Kari have had an overwhelmingly positive experience filled with many memories. Parents have seen an improved level of independence of their adult child with special needs.

This autumn season, Peggy and Atypical Travel have plans to embark for the Florida Keys in October 2016 and internationally to Costa Rica in November 2016.

Next year in 2017, the special travel agency has adventurous plans to go to Utah, to Colorado and even to take a cruise. In the future, Peggy hopes to create job opportunities for individuals with special needs who want to work in the travel industry.

Raider volleyball learns a lot about itself at Plainfield N. tournament

There was a lot of learning for Bolingbrook over the weekend at the Plainfield North Tournament.

A young squad went 1-4 in the tournament, defeating Rich East and falling to Munster, IN., Waubonsie Valley, Shepard and Plainfield North.

“It was a learning experience,” Bolingbrook coach Andrea Bercot said. “We are young and trying to find our way. What better way to do it than in a tournament setting. We ended on a high note and that is what I am going to take away from the tournament. We are learning and have something to build off of.”

It was big for the Raiders to pick up a win and Bercot was also pleased with the way they played in their final game against North, a 25-16, 265-19 loss.

“A win, no matter who it is against, is always a confidence-

booster,” she said. “We’re learning and finding our way and I think we took a big step forward that last game and that is what we are going to focus on.”

Youth is being served this year for the Raiders throughout the lineup as Jessica Diaz, an outside hitter, and Natalie Mitchem, a sophomore are the lone returning starters, but Mitchem is learning a new position in the process.

“We have a starting sophomore and a freshman on the team,” Bercot said. “When I say we are young, that is what I mean. We lost six seniors from last year. It is not an excuse, it is just where we are at. We have to take things one step at a time and just focus on us and get better every day.”

Right now Bercot is trying to instill confidence, as well as a sense of urgency for the team.

“I’ve been preaching to them a sense of urgency,” Bercot said.

“We need to have confidence out there with it being a young group.

Raiders fall to Glenbard West in opener Bolingbrook Raiders lose 17-7 to defending Class 7A state champ Glenbard West

The Bolingbrook Raiders opened the 2016 season hosting the defending Class 7A state champ Glenbard West in what would be a war between two great defenses.

The Raiders (0-1) looked to avenge their 2015 season opening loss to West (1-0) Friday night, but senior running back D.J. Ficarella carried the Hilltoppers past Bolingbrook, 17-7.

The Glenbard West offense started the game with great field position as Ryan Diver opened the game with a 60-yard kick return.

With Sam Brodner moving on to become a Wisconsin Badger, Ficarella will get the bulk of the carries this season and coach Chad Hetlet looked to feed Ficarella early and often.

Ficarella finished the game with 112 yards on 23 carries and a touchdown.

The Raider defense made it tough for the Hilltoppers as they applied pressure and got to Ficarella and quarterback Cole Brady in the backfield early on, even without Wisconsin

commit Izayah Green-May who dislocated his elbow making a tackle near the goal line and did not return.

The Hilltoppers scored on the ensuing drive, making the score 10-0 to end the first half.

Bolingbrook’s offense ended the first half with 63 yards of total offense and Glenbard’s offense had 81 total yards of offense.

Defensive back Tyron Taylor paced the Raiders with six tackles in the first half.

The Raider offense came out of the locker room looking to get the ball down the field, but failed to do so until the eight-minute mark in the fourth quarter with a rushing touchdown from Jazontae Howard. The Raiders’

Coaches respond in their words their goals, key returners and newcomers for season Fall preview responses were submitted by coaches and all responses are in their words, edited for space and style.

ROMEOVILLE GIRLS TENNIS Coach: George Joyce Key returners: Danielle Dalton (senior, doubles) has played primarily a middle doubles position her first two years at the varsity level and has worked very hard in the off-season to become perhaps our strongest doubles player. She will play at the number one doubles position and aspires to finish near the top of the conference at that position.

Danyelle Vicens (senior, singles) has played primarily double during her time on the varsity level but feels as though her game is currently best suited for singles. She has worked hard on things like her serve and movement on the baseline in the offseason and should be able to compete for one of the two top singles positions. Bethany Pemble (senior, singles) Bethany has been playing singles for most of her previous three years of varsity experience and is now ready for the top position on the team. Her hard work in all aspects of her game has paid off and looks to take on a leadership role as well as the No. 1

singles position.

Key newcomers: Abigail Orfino has a year of junior varsity tennis experience from a season ago, but has worked incredibly hard to prepare herself for a position on the varsity team. She will likely be slotted into a middle doubles position, but has the potential to move up if she can show improvement throughout the year.

Goals: This season the girls tennis team for RHS wants to show

the school in our area how much progress a team can make from one year to the next with extremely hard work. Last season we finished in the bottom two of the conference and that left a bad taste in the mouths of many of our juniors. Now, as seniors, they are looking for a bounce back year and move up a position or two in the standings.

Keys: Focused determination and day in and day out in practice will help us achieve our goal. If we can keep in the back of our minds the disappointment of last season’s finish, we should be able to overcome those results with a consistent effort.

By the end of the year you expect: I expect our program to return to respectability and regain our competitive edge. Our team has not always been an easy win on other team’s schedules and I expect that our girls have the pride and determination to achieve great things.

Coach quote: Our motto this year is “Effort over achievement.” As nice as it can be to reach individual goals and have individual successes, our collective work as members of a team is what is going to make this season special for everyone. All of our girls know that if we put in a strong effort daily, the results will show as a result of that work.

These kids have good attitudes and we hope that they continue to grow as players.

Goals: Our goal this year is to show continuous improvement.

Keys: The keys to doing that are to continue to work hard in practice, do the extra things outside of practice and have a tough-minded positive attitude. I think that the last thing is really important.

Golf is a tough game and you have to have the ability to forget “the last

shot” and go to the next one.

By the end of the year you expect: By the end of the year, hopefully the guys will be at their best going into conference and regionals.

Coach quote: These guys are really nice kids that have great attitudes. These are kids that you want your own kids to be friends with. Coach Luse and myself really enjoy being around these kids. Hopefully, with hard work, they will continue to show improvement and compete with the great golf schools in our conference.

Volleyball ranked No. 18, picked to win GLVC Women’s basketball gets D-I transfer After being picked to finish second in the Great Lakes Valley Conference in each of the last four seasons, the Lewis University women’s volleyball team has been tabbed as the prohibitive favorites to win the 2016 East Division Championship in the annual GLVC Preseason Coaches Poll announced on Tuesday (August 23).

Coaches were not allowed to vote for their own team.

Lewis, who went 31-5 on its way to the 2015 GLVC Championship, returns junior All-America middle hitter Aly Schneider (Granger, Ind./Penn) and 2015 GLVC Libero of the Year, Nicole Yuede (St. Charles, Mo./Francis Howell North) to the line-up. The Flyers received 12 first place votes and finished with 115 points, while McKendree was picked to finish second with 102 points.

Rockhurst was a unanimous selection in the GLVC West Division with 15 first place votes and 120 points.

Schneider was selected to the American Volleyball Coaches Association (AVCA) Third Team after registering 356 kills and 136 blocks (22 solo).

Yuede, who also earned Conference Commissioner’s Association All-Region and GLVC Second Team honors, set the single-season digs record in 2015 with 690.

“Being picked first is something we can take pride in, but it will also put a target on our backs,” Lewis head women’s volleyball coach Lorelee Smith said. “We will have to work exceptionally hard to show that we are deserving of this honor.”

WOMEN’S BASKETBALL Lewis University head women’s basketball coach Kristen Gillespie announced on Thursday (August 25) that Gabby Green (Milwaukee, Wis./Pius XI/Bradley) will join the Flyers, beginning with the 2016-17 campaign.

Green, a 5-foot-5 point guard, transfers to Lewis from Division I ] Bradley University in Peoria, Ill. As a freshman, Green averaged 4.7 points and 2.7 assists-per-game in 10 contests for the Braves before succumbing to a season-ending knee injury.

“Gabby will be a great addition

to our program,” Gillespie said.

“She will provide depth and experience to our back court.

“She is a playmaker and a fierce competitor with a tremendous will to win.”

The Milwaukee native is quite familiar with the Flyers as she played with freshman forward Katie Gardner (Franklin, Wis./Pius XI) at Pius XI and was on the same AAU team (Wisconsin Prestige) with 2015 GLVC Freshman of the Year and GLVC First Team selection Jessica Kelliher (Waukesha, Wis./Waukesha North).

As a prep, Green was a threetime All-State selection, helping Pius XI to the state championship

as a senior.

In four seasons, the Lady Popes totaled a record of 97-11 during Green’s tenure as she scored over 1,000 points.

Flyer fans can catch their first glimpse of Green at the annual Flyer Fan Fest to be held at 9 PM on October 20th.

Walsh delivers state of the county Will County executive highlights capital plans, road and technology improvements Will County Executive Larry Walsh delivered his 11th annual state of the county address during the Will County Board’s August meeting.

During the address, Walsh credited the continued success of the county to working together towards common goals.

“We continue to see numerous positive attributes that we can be proud of throughout all our local communities,” Walsh said. “When we work together, we can achieve great things.”

One continued success is the stability of the county’s cash reserve policy which was established in 2008.

Through a collaborative, the county board and the executive’s office created a policy for maintaining 22 to 26 percent of the annual corporate budget in a cash reserve fund.

“We maintained this cash reserve balance by controlling expenses and a fiscally conservative approach in budgeting,” added Walsh. “This successful effort will help Will County keep our borrowing costs down as we move forward on larger capital projects.”

Walsh gave a historical account of the county’s capital improvement plan beginning with the initial studies in 2009 to 2010. These plans set the stage for long term projects such as a new county courthouse and law enforcement complex.

“Each of the chairs of the Capital Improvement Committee and the many county board members, played an important role,” he said. “I want to thank all of you who have done this work to continue to build the Will County of tomorrow.”
