Valley View School District 365u is proposing an almost $270 million overall budget for the 201617 school year, representing a 1.3 percent increase in operating funds over last year’s figure.

According to Assistant Superintendent Gary Grizaffi, the budget will require use of fund reserves to balance revenue with expenditures.

“The estimated year-end balance has us right at the 90 days cash-onhand threshold,” Grizaffi said during his report to the school board. “If we receive the categorical funding the state owes us for the prior fiscal year, that threshold rises to 96 days of cash-on-hand. This threshold is the minimum we should maintain to allow us to pay the bills on time, and keep us from having to consider short term borrowing options, and provide a strong signal to the bond rating agencies. Having a positive balance also allows us to maintain existing services going forward.”

The majority of the district’s income, $186 million, is funded through local resources. The 2016 property tax levy will be limited by the Property Tax Extension Limitation Law, as it has been since 1991. The limit for 2016 is 0.7 percent of the 2015 extension, or an

estimated $954,000 of additional local property tax revenue, half of which will be received in the 2016-17 school year.

Grizaffi said the increase is smaller than what was received last year, when the district realized a levy increase of slightly more than $1.87 million.

The remaining income is derived from state funding, approximately $53 million, and $11.1 million in federal dollars. The district expects $1.75 million in general state aid, compared with the $3.8 million it received last fiscal year.

Grizaffi said it is still unknown if the budget impasse in Springfield will have any impact on the flow of funds to schools.

Increased expenditures are a result of a 3.2 percent increase in salary costs per labor agreements, added positions for math blocks at the middle and high schools and the high school restructuring.

In addition, the district incurred $10 million in construction costs for roofs, parking lots and mechanical projects; $3.69 million in technology hardware and staffing for the 1:1 technology initiative; and an increase of $2.4 million in its scheduled debt service payment.

The 2016-17 tentative budget is posted online at www.vvsd. org, and will be put on display and made available for public inspection for 30 days. A public hearing on the budget will take place at the Sept. 26 school board meeting.

The district plans to fine tune the budget, incorporating any changes and modifications necessary before its final adoption, expected at the same meeting.

Bolingbrook’s annual summer festival brought crowds out to enjoy food, fun and music throughout the weekend.

Residents and those from throughout the area came out during the three-day festival which included everything from carnival rides and food to car and craft shows.

An eclectic mix of bands hit the stage performing top hits to classics.

After the demolition of a defunct Romeoville fire station last year, the newly constructed building in its place is set to reopen.

Village officials held a grand reopening of Fire Station 1, 18 Montrose Drive, to celebrate the new station. Fire personnel are expected to move in into their new home in September.

After years of discussion, the village had decided to demolish what is the village’s busiest fire station and rebuild because it was considered too defunct to remodel. While other locations were considered, the same location was chosen for its proximity within the village and to remain a neighborhood firehouse.

The new station is expected to provide greater efficiency while

meeting the continued growth of the community.

“We were pleased that we were able to rebuild the station in its current location with cash on hand and without any new debt,” said Mayor John Noak.

The village had budgeted $3 million for the 13,000 square-foot project without having to borrow to fund the project.

The station was designed by Dewberry Architects, the same that

worked on the village hall complex, to design six different alternates.

This station also serves as the headquarters for Fire Department Administration. The station does have minimized parking. However, a parking lot is available directly across the street.

During the transition, the fire station personnel were moved to an industrial space nearby as to not affect dispatch or the way the station currently operates.

Tibbott students, parents design ‘dream’ playground New playground will be located in back of the school between the new bus drop-off lanes Tibbott Elementary School recently took a giant step toward what Principal Ana Wilson terms “a dream come true,” when the parties involved in the construction of a new 4,000-square-foot playground began the design process.

Now, with input from students, parents and the Valley View School District 365U Facilities Department in hand, the Bolingbrook school should have a fully operational playground before winter snows set in, weather permitting.

“I’m so excited, I want to cry tears of joy,” Wilson said. “This has been many years in the making. I never thought I would see it become a reality.”

Washington, DC-based KaBOOM! – a national non-profit dedicated to making sure all kids get the kind of active and balanced play they need to thrive – is the catalyst in the project.

Funding will be provided by Chicago-area Target stores, the VVSD Facilities Department and donations raised through the Tibbott Playground Funding Effort.

Target will also provide roughly 125 of the 200 or so volunteers who will descend on Tibbott Oct. 6 for the one-day installation. Wilson is looking for community volunteers

to pitch in as well.

“Our team loves giving back to the communities that we serve and live in,” said Target Chicago Operations Director Mike Quinn.

“It’s a fantastic opportunity for us.”

KaBOOM!’s Project Manager, Jacob Stachler, led Thursday’s unique design process, first helping several dozen Tibbott students of all ages design their “dream playgrounds” and later meeting with Tibbott parents to match the children’s designs with the types of playground pieces available.

In between the two meetings, Stachler met with VVSD Facilities Department personnel to go over construction specifics.

“This is a great process,” Wilson said. “Having student representatives actually be part of the planning and then being able to see their visions become a reality is wonderful. They will be able to make a connection between what they drew and the equipment on the actual playground.”

The new playground will be located in back of the school between the new bus drop-off lanes and the school’s edible garden.

Athletic programs offered by district are supposed to serve community students Dear Editor, I am a Bugle reader who was a high school head coach for 37 years, as well as an athletic director for 25 years, and I would like to comment on the recent article that Sports Editor Scott Taylor wrote, expressing essentially that allowing AAU affiliated coaches to be involved as coaches within the high school’s coaching staffs is not a good idea.

Mr. Taylor supports his position very clearly by pointing out various scenarios where conflicts of interest could exist, which in most cases would be compromising the school’s integrity in regard to the [Illinois High School Association] rules and bylaws.

The high school athletic program is/ should be a part of and an extension of the total educational program, and it is very important that it be under the charge of an educator – a certified teacher! We in the U.S. offer these interscholastic athletic programs to our students because we recognize the educational and “whole person” developmental benefits that are

realized by those of our students who participate in these programs. To go on, the athletic programs offered by any particular school district are supposed to serve the students of that community, and when coaches who may be influencing their players from their AAU team to transfer to the school that he is coaching at, resulting in the local kids from that district being displaced by better, more elite players, and no longer starters, or in many cases, no longer on the rosters.

I have seen this recruiting of athletes far too much, even to the point of bringing in foreign exchange studentathletes at the expense of the local district kids.

This to me is the most serious of the concerns expressed in the article, but I also concur with other concerns stated, such as the AAU coach “using” the high school program and resources as a feeder program for his “more important” AAU level team, which may, in some cases, be his primary focus.

In that case, the high school program’s players who are also on or going to be on the AAU team, may be getting more intensive coaching and more playing time, while the high school team members who are not going to be on that coaches’ AAU team may be neglected.

For the most part, AAU coaches are competent coaches in that they have had success at a respected level, and are usually knowledgeable of proper

skill techniques. But unfortunately, many, if they are not educators, have a different mindset than is needed in the educational setting, and in some cases there is a lack of respect for the rules, the actual expected educational outcomes, and even for the academic eligibility requirements for participation.

It needs to be pointed out that this is not an attack focused solely on the AAU people. This is actually a much more widespread problem. In this day and age where school districts all seem to be facing financial shortfalls, many are hiring as coaches, even as head coaches, unqualified individuals such as security guards, park district personnel, parents of players or even using volunteers. If you wouldn’t do that in the classroom, it shouldn’t be done in a position as important as coaching.

Besides the teaching of sports skills, thousands of “teachable moments” not even related to that particular sport, that could have a lifelong effect on the students involved, present themselves every season in every sport in every school.

That is why more school administrators must realize the farreaching importance of a quality high school athletic program, and that credentialed TEACHERS must fill these positions.

Local praise and thanks There is a song that we sing in our church called “Praise and Thanksgiving.” This song to me represents the character and strength of the spirit that portrays the residents of the village of Romeoville.

Friends ask me why I focus and advocate the “true grit” and integrity of our “forerunners,” our pioneers.

These loyal and strong frontier residents paved the way for me, and all past and current residents.

When my husband, myself and children moved to Romeoville, we had no library, recreation center, bowling alley or recreational facilities. The only grocery store had just opened. Weber Road was a dirt road. My children, and others, played in the back of my home that was once our church yard.

As a long-time member of our Romeoville Area Historical Society, I am privileged to have some knowledge of our history. We have had 19 solid and caring mayors, along with their dedicated trustees. These former mayors opened a “pathway” for our current officials. They have ALL embraced our values and passion to make things better for ALL residents.

They also have been the strength of our past history.

Our growth is amazing; as are our schools, police and fire departments, managers of our monies, managers of the selection of properties to build, etc, and much more. We have many clothing and discount stores, etc.

Many, much needed jobs have been created with our growth.

Our east side, the Uptown, downtown area corridor is now expanding. There is so much more we have today that we did not have 53 years ago – how proud our pioneers , as I am, would be.

We are now “footprints” in Illinois because of resident teamwork, leaders with genuine wisdom and genuine caring. We were incorporated Jan. 21, 1895. Our legacy is outstanding.

As in our former President John F. Kennedy’s inaugural quote, never to be forgotten, “Ask not what your country can do for you,” instead ask what you can do for the great village of Romeoville.

OFFENSE When the Bolingbrook offense takes the field for the first time, several faces will look the same, however the offense will not.

The Raiders, a run-first team in the past, will have more of a passing attack this season under new offensive coordinator Doug DiFusco, a former assistant at Nazareth Academy.

Returning senior quarterback Joe Coates is the likely candidate to pilot the offense again this season and he will have a lot of weapons. Senior receivers Ebube Edeh and University of Illinois recruit Kendall Smith are back along with junior I’Shawn Stewart.

Ivlow. Ivlow is in his third year starting on the offensive line for his dad’s team. The Raiders do welcome in Plainfield East transfer, senior Darius Byrd, a running back, who coach John Ivlow said will look to have an impact.

“We have to see where he fits in,” Ivlow said. “He is new and has to learn how we do things.”

No matter what the offense looks like or who is playing, Ivlow said the goal this season is simple.

“We are looking to score,” he said. “We only averaged about 28 points last year and we would like to get that into the mid or upper 30s. They are all talented.”

To help the scoring, the Raiders also return both place kickers from a year ago in Gino Carcerano and Orlando Ortiz.

Offense The Spartans will be paced by senior running back Jordan Nettles, who is committed to Northern Illinois University.

He will be joined in the backfield by senior Tyree Allen.

“Jordan brings speed, acceleration, and vision,” coach Oliver Gibson said. “Tyree is a big, strong physical runner.”

Opening the holes for the backs will be an offensive line led by senior Scott Oderio, the anchor of the offensive line and Thaddeus Ampadu – a three-year starter, who will see time on both sides of the ball. Joining the offense will be 6-foot, 5-inch, 185 pound junior quarterback Cam Neely.

“He really committed himself in the offseason and has Division I potential,” Gibson said. “Offensively, we are looking to control the tempo of the game, eliminate mistakes and take advantage of what the defense gives us. DEFENSE Defensively, the Raiders don’t return as many players, bringing back only three. A pair of defensive linemen return in senior Izayah Green-May and junior Dashaun Mallory.

“We lost a lot of studs,” Ivlow said of the defense. “We have guys who have been waiting in the wings, but have never really had the opportunity and we will see what we have with those guys after the first game.”

OUTLOOK The conference this season will look different. With Joliet West and Central leaving the SouthWest Suburban Blue for the Southwest Prairie and Lincoln-Way North closing, the league is now one, 13-team conference.

DEFENSE

A trio of junior linebackers, Fabian Mariscal, Andres Jara and Daytwon Burge, will look to make an impact for the Spartans this season. Junior cornerback Ricky McKinney will also bring talent to the defensive backfield.

“Defensively, we are looking to stop the run, put the offense in predictable situations and create pivotal plays for our defense,” defensive coordinator Anthony Imbordino said. “Our keys to success on defense is how well we can execute our technique.”

OUTLOOK

On the defensive side of the ball, senior linebacker Birley Johnson leads the way. The coaching staff said Johnson brings great speed and instinct, and reminds them of former Spartan and current Western Michigan University linebacker Caleb Bailey.

On the defensive line, junior defensive end Mike Caceres, who started as a sophomore, and senior end Devon Maxey look to lead the way.

The Spartans won just one game last year and will look to build on that in the second year under Gibson.

“Our goal for the season is to stay focused on going 1-0 each week,” Gibson said. “We have a talented group that worked extremely hard in the off-season and summer and looking forward to starting the season on a high note.”

Romeoville is also looking forward to the addition of Joliet West and Joliet Central to the

Southwest Prairie Conference, but won’t look to far down the schedule.
