Costs of electronic recycling takes toll on Will County Electronic recycling centers close; new efforts to collect old gadgets underway By laura katauskas Bugle Staff

Keeping up with the accumulative costs of electronic recycling is taking a toll on Will County and its governing agencies.

When Will County’s electronics

recycler ended its contract unexpectedly at the end of 2015, the trickle down effect forced the closing of recycling centers in most towns throughout Will County.

In the past, 13 municipalities in Will County served as electronic drop-off centers, including Bolingbrook, Channahon

Township, Forest Preserve District of Will County—Laraway in Joliet and Monee Reservoir, Godley Park District, Homer Glen, Lockport, Manhattan, Mokena, New Lenox, Romeoville, Troy Township Highway Department, and Washington Township/Beecher.

That number dropped to four by the end of 2015. And by February, all centers were closed.

Agencies across the state saw it coming, as recycling centers couldn’t keep up with the demand.

Marta Keane, Will County recycling specialist, explains that electronic recycling was first introduced in 2008. At that time, the Illinois Recycling Association estimated that each person generated 7 pounds of electronic weight, yet a goal of only 3 pounds person was set for manufacturers required by law to reuse or recycle a percentage of the total weight of devices sold in Illinois.

Manufacturers of electronic equipment are expected to reach a goal of 50 percent of whatever they sold two years prior. To avoid a penalty, manufacturers generally pay third-party recyclers that also accept waste collected by other entities, including counties and municipalities. With growing amounts of electronic waste, manufacturer payments are not enough to fully recuperate recycling and hauling costs, forcing local governments and taxpayers to make up the difference.

Lawmakers changed the legislation last year, upping the weight to 4 pounds.

However, this still wasn’t enough, according to Keane.

Meanwhile markets for recyclable materials began to drop dramatically, making it less attractive for manufacturers.

Keane continued to explain that the county was working with Vintage Tech recycling who initially had a great relationship with many forward-thinking manufacturers.

However, Vintage Tech was bought out by a new company, Kuusakoski, which used different procedures for recycling CRT glass – a – complicated process and one that manufacturers reportedly didn’t like.

According to Keane, Vintage Tech was once able to get one-third of the weight by manufacturers, and now ended up getting zero. It was then in 2015 that Vintage Tech, now Kuusakoski, was unable to stay in business, terminating its contract; thus forcing the closing of the county’s recycling centers.

The county was without any open centers for two months in March and April.

Towns such as Bolingbrook, opted to work with its waste management company, Groot, and offered curbside electronic recycling beginning June 1. The village had budgeted $100,000 for the expense in its 2015-16 budget.

Plainfield and Beecher have offered similar programs at a cost ranging from $6 to $15 a year tacked on to resident’s waste pickup bills.

Romeoville Village Manager Steve Gulden said the village is discussing options with Waste Management

and exploring different alternatives.

The county has since entered into a new contract with recycler ERI, which is based in Indiana, and may have a new alternative.

Electronic recycling in the county began again in May, however, it is a much-reduced version with a different level of service. Essentially the recycler just provides a 53foot trailer and sanitization wrap.

The center is responsible for manning, sorting and packaging any recyclables.

One facility is now open with reduced hours from 6 to 11 a.m., Tuesday through Friday at Lockport Public Works, 17112 Prime Blvd.

All Will County residents, who must show a valid ID, can drop off recyclables.

In addition, the latest discussion involves using a third-party vendor to run a two hour collection drive twice a month in a community. So far, the Peotone Police Department and village of New Lenox have signed up for the program.

Keane said individual villages can choose which days to have a collection, either on a day in the first and third or second and fourth weeks of the month. Basing on the fact that Lockport, which sees customers from all over Will County, sees about 100 cars per five hour period, she believes having these collection days would suffice any community’s recycling needs.

“This would be a great way to do it without charging residents,” said Keane. “Basically we need to rebuild the whole system with limited labor.”

A great read and relaxing in the summer sun – for many book lovers, the picture perfect scene.

In an attempt to continue learning throughout the summer and instill a love of reading for pure enjoyment, Irene King Elementary School kicked off its summer reading program.

Inspired by an article she read in an education journal, Principal April Vacik wanted to create a program that got kids out of the house, out of school, and into a book. Students are encouraged to read a book and attend a reading share session at various parks throughout Romeoville.

Financed through a grant, each student was given an opportunity to pick out $12 worth of books, with guidance from their teacher, from Scholastic free of charge.

Vacik explained it was also a math lesson as students were trying to get the most bang for their buck, hoping to purchase as many books as they could. For some, she said, it was the first time they ordered a book from the Scholastic program.

Books were given to students on the last day of school and Vacik reminded each classroom that these books were given to them for a reason and that they were in a sense “held accountable” to read it and come out and share their book talk at the park during the

Rather than hold the programs at school, Vacik said she felt it was a good idea to get away from the normal academic setting and develop the perspective that reading really can be fun in a different environment.

“I just wanted the kids to get outside and read,” saidVacik.“I want them to enjoy it--we didn’t want to make it like school. We wanted it to be a relaxed atmosphere and have fun with it--to learn that reading

can be relaxing.”

“I think it’s a smart idea. You give them a chance to intermingle with their peers, have fun and read,” said parent Angela Cooley.

Nearly 50 students came out to the first reading session held at Deer Crossing Park June 8. Students were divided into age groups, shared their retelling of books read, and participated in various reading activities. The Northern Illinois Food Bank provided lunches for all children under 18.

Heart Haven OutReach hosts Christmas in July Event is primary fundraiser for nonprofit that supports teens Heart Haven OutReach, referred to as H2O, will hold its 13th Annual “Christmas in July” Golf Outing and Dinner Event July 14 at the Bolingbrook Golf Club, 2001 Rodeo Drive.

This event is the primary fundraiser for the nonprofit which has been providing support and mentoring to struggling teens in the greater Bolingbrook and Romeoville area since 2005.

Golf registration will begin at 11 a.m. with a barbeque lunch served under the tent. A “Best Ball” golf tournament will take place on the course with a 12:30 p.m. shotgun start.The first place foursome will go home with a crystal traveling trophy.

Advantage Chevrolet of Bolingbrook will be giving away a brand new Chevrolet vehicle to any golfer able to hit a holein-one at their sponsored hole.

And this year, the winner of the closest to the pin contest will be going home with a five-day, four-night stay for two guests in a master room at The Grand Mayan in Nuevo Vallarta or The Grand Mayan in Riviera Maya.

Individuals not inclined to golfing can still support Heart Haven OutReach by attending the social hour and dinner event following the golf tournament.

A donation of $50 before the event or $65 at the door ensures participants an enjoyable evening.

Tickets to the dinner event are included in the golf registration of $150 per person.

“All donations will be used to help H2O continue offering free programs and transportation for teens in the greater Bolingbrook and Romeoville area. Without support of donors and the community, hundreds of students would not have access to the opportunities we provide,” said Ryan Lawrence, executive director of Heart Haven OutReach.

Classmates remember Abigail and Eder Arroyo Student-organized vigil honors Joliet siblings who drowned in Kankakee River

McKenzie Loehr couldn’t imagine the amount of support on display during a vigil June 10 to memorialize Joliet siblings Abigail and Eder Arroyo who drowned last month in the Kankakee River.

Loehr and Anthony Garcia organized the vigil for their Gompers Junior High School classmates. They started planning the event just days after they heard about the Memorial Day tragedy.

“They were funny, nice, smart and loving,” Loehr said of her classmates. Abigail was a seventhgrade student at Gompers, and Eder was in sixth grade.

Loehr’s mother, Melissa, said it was nice to see students at Gompers take the initiative to organize the vigil.

“The kids put [the event] together,” she said, noting the sense of ownership they shared in organizing the effort to honor their classmates.

The vigil was held on the soccer field at Gompers Junior High School, and it featured a

performance by the school’s choir program – of which Abigail, Loehr and Garcia were all members – a balloon release, and a candle lighting memorial.

“To take something so tragic and turn it into something positive, there’s really no words to explain how proud of them we are,” Melissa Loehr said.

According to a Facebook event page, the gathering drew the interest of more than 250 people. Among those in attendance offering their condolences to the Arroyo family was Joliet Mayor Bob O’DeKirk.

Alicia Morales, of Joliet, was one

of many in attendance at the vigil who spoke. She said she didn’t know the Arroyo family, but added that she felt compelled to be there.

“As a mom, I was touched by the situation that happened,” she said. “I kept thinking about it and I thought, ‘you know somebody has to do something.’”

Those in attendance also signed a message board to memorialize what Abigail and Eder meant to them. At the end of the vigil, the board was presented to the Arroyo family. Flowers and balloons were sold during the event to benefit the Arroyos.

VVSD schools raise almost $33K for American Heart Association Jump Rope for Heart, Hoops for Heart donation funds help benefit American Heart Association Families, staff and students from nine Valley View School District 365U schools contributed nearly $33,000 to the American Heart Association through Jump Rope for Heart and Hoops for Heart events during the 2015-16 school year.

“The donations collected are a crucial piece in helping us make the necessary changes in heart

Board of Education to hold 19 regularly scheduled meetings Valley View School District 365U has announced the schedule for 2016-17 school year board of education meetings.

Most meetings will take place on the second and fourth Mondays of the month but in

some cases may be moved to a Tuesday because of Monday holidays.

Let’s be clear – America is moving toward widespread acceptance of marijuana use, both for medical purposes and recreational pursuits.

In 1996, California was the first state to approve the use of marijuana for medical applications, and since then more than 20 additional states have done the same. More recently, several states have legalized the recreational use of marijuana, joining a trend of eased sanctions on the drug.

Additional states will likely pass legislation permitting adults to purchase marijuana in resale shops – an idea that seemed unlikely even a decade ago.

Polling data show that the number of American adults who support marijuana legalization is greater than those who oppose it. Gallup poll numbers from October 2015 put legalization support at 58 percent, up from 30 percent in 2000 and 40 percent in 2009.

The pro-legalization advocates deserve a tremendous amount of credit.

There has been a deliberate, organized effort to sway public opinion about marijuana use and whether using it should be a personal choice.

Like the tortoise in the famous race, they have won through patience and perseverance. It’s fairly easy to see that medical marijuana acted as a gateway to full legalization. By including this stepping stone, legalization supporters softened views about marijuana’s dangers. A generation later, public opinion has tipped in their favor.

We are officially in a new era in terms of attitudes about recreational drug use.

WHo do you trust?

Many groups oppose legalizing marijuana on the grounds that it is dangerous, will easily fall into the hands of children and will create a slippery slope toward legalizing other drugs, including cocaine and heroin. The federal government has stood behind its view that marijuana has no accepted medical use and a great risk of abuse.

The drug has been illegal since 1937 and was labeled a Schedule I (prohibited) drug in 1970. Other drugs in this category are heroin, LSD and MDMA. The problem with this stance is that it makes government look foolish and leads to people losing trust in their elected officials. Does anyone believe marijuana is as dangerous as heroin? If we’re to believe the 1930s propaganda

film “Reefer Madness,” about a quarter of Americans should have gone on murderous rampages by now.

However, beatniks and hippies, among other counter culture groups, ignored these warnings and used marijuana.

That isn’t a huge shock, but it gave us a generation’s worth of evidence that marijuana probably isn’t as dangerous as heroin. By taking an inflexible stance, government has become an untrustworthy source of information about drug use, and one that many have begun to ignore.

Meanwhile, the pro-legalization camp argues that marijuana is not more harmful than two legal drugs, alcohol and tobacco. Furthermore, they claim that people could benefit from its medicinal properties, while the economies of states that legalize the drug will see increased tax revenues and reduced burden on law enforcement officers who can ignore low-level drug users.

NOT SO FAST Just like their government counterparts, legalization advocates have produced plenty of false information of their own. We hear about all the conditions that marijuana can treat, the total lack of risk to the user, and the innumerable economic benefits that society will reap by legalizing a plant.

In reality, most of these benefits will include proportionate consequences that neutralize much of their value. For example, tax revenues might increase with legalization, but so will regulatory costs and healthcare problems associated with accidental ingestion, harmful behaviors done while high, and substance abuse treatment.

Legalization supporters often compare marijuana to alcohol, so let’s examine the economic impact of the alcohol industry. For all of the millions of dollars created by the alcohol industry in the U.S., the country spends $10 in costs for every $1 provided, according to the National Institute on Alcohol Abuse and Alcoholism. While this 10-to-1 ratio may not be identical to the costs associated with marijuana, it’s safe to say that there will be costs not currently being considered legalization advocates.

In terms of medical benefits, several groups support using marijuana, including the American Nurses Association. Marijuana is helpful for patients with glaucoma, HIV, multiple sclerosis and certain types of cancer.

Although there are legal alternatives, let’s grant that some people benefit from using marijuana. This doesn’t actually

make for a compelling argument in favor of legalization. If marijuana is medicine, similar to a drug you take for diabetes or high cholesterol, then why would we legalize it for recreational use?

We also continue to find that marijuana is not as safe as its proponents claim. Research suggests that memory is significantly impacted and with greater consumption comes more harm.

Reaction time is slowed and perception is altered, making attention-heavy tasks like driving more difficult. Marijuana can be dangerous, just like all drugs that alter mood and consciousness.

Afterall, no one would use marijuana if it didn’t have a significant effect.

WHat’s it all aBout?

Furthermore, are we really to believe that advocates of legalization initially had a neutral stance and then looked at all of these issues to decide which way the argument would go? That all along they had the intention of helping law enforcement, supporting local and state government, and aiding people with difficult-to-treat medical conditions?

Or, is it much more likely that what this is truly all about is exactly what you would expect – getting high?

The amount of time, money and energy poured into getting a psychoactive substance legalized is impressive. The movement has managed to turn the tide of sentiment, so much so that adolescents now use marijuana at a greater rate than tobacco because the perceived dangers are fewer.

So what does it all mean? Will a marijuana-friendly society be uplifted or torn down? The truth likely falls somewhere in the middle.

The trend toward legalization won’t be the downfall of society, nor is it going to be a cure-all for social problems. Rather, we need to understand that marijuana is a drug that comes with certain risks, but that people will not be jumping out of windows if they try it. And in reality, most of those who want to use marijuana were already doing so before medicalization and legalization came along.

The word dominant is defined as: Ruling, governing, or controlling; having or exerting authority or influence.

Or in the case of boys volleyball players in the Voyager Media coverage area, it could simply read: See Blake Reardon.

While the 21 schools in the Voyager Media coverage area have very talented, Division-I-bound players, Reardon’s dominance of the competition and the way he filled out a stat sheet even though he was his team’s only option most games makes the Joliet Catholic Academy senior the Voyager Media Boys Volleyball Player of the Year.

This season, Reardon posted 534 kills, 43 blocks and 38 service aces. His 534 kills rank him 12th all time in the IHSA record books for kills in a single season.

Reardon’s 34 kills on April 14 against Downers Grove North ranks fifth all time for kills in a

For his career, Reardon has posted 1,552 kills, becoming the only player in IHSA history to amass 1,500 kills in a season.

He passed Sean O’Malley of Oak Park-River Forest, who tallied 1,457 kills from 2002-05, for the top spot on the all time-list.

“I was never trying to get records,” said Reardon, who is headed to play collegiately at Ball State University in Muncie, Ind. “I was just trying to win games. It is pretty cool, but I don’t really ever talk about it. It will be cool to tell my kids. In college, playing D-I, everyone will have records and have all these super cool things they have done.”

Reardon played this season on a Hilltopper team that featured three freshmen and two sophomores on the varsity roster – combined to equal the same number of seniors on the team.

“It was a long season, probably the longest season mentally. It was a lot of work,” he said. “We

I was trying to help set the team up for future years.

“We were playing schools that are three times the size of us. It is a lot different when I have 100 kids in my class and they have 1,000 in their class alone. You will find a few 6-foot-5, 6-6 or 6-7 kids out of 1,000, you don’t out of 100.”

Because of the team’s inexperience, Reardon got the majority of the attacks set his way, however, he also drew all of the attention of the opponent’s defense.

“Going into games where I know that they know I am going to get set is a lot is fun,” he said.

“A lot of times they are games against my friends and it is fun to just beat up on them and I know I will get plenty of chances.

It does get you really tired really fast, but I would do it all again. I have never been mad at someone setting me, that’s for sure.”

The rest of the Voyager Media All-Area team consists of:

RHOME APTON Plainfield South senior had 178 kills, 100 blocks, 94 digs and 16 aces from his middle position.

“His dedication, positive attitude, leadership as my captain, athletic ability and respect for both his teammates and me as his coach is exemplary,” South coach Taryn Surbaugh said. He was the constant heart and soul of our team this season and he led the team with his work ethic and dedication. Rhome Apton is an irreplaceable athlete for our program.”

BRANDON BARANSKI Minooka senior had the second highest kill total in the area with

378 to go along with 57 blocks and 48 aces. He was the SPC MVP. “A powerful hitter who was one of our captains and led the team during an undefeated conference season,” Minooka coach Janel Grzetich said. “He was a fouryear varsity member and will be attending Loyola University in the fall.”

DANNY BEAUDIN A senior from Minooka, Beaudin was a middle hitter who racked up 222 kills, 99 blocks and 43 aces for the regional champs.

“A strong hitter and blocker who was also a captain,” Grzetich said.

MICHAEL BODUCH The junior from Maine East was a strong middle hitter, racking up 266 kills with a .460 kill efficiency, to go along with 68 point blocks, 28 block assists and 21 aces.

“Michael led our team in kills, kill percentage, blocks and aces,” Maine East coach Jon Kulesza said. “He was voted to the Maine East Invite All-Tournament Team and the Central Suburban League All-Conference Team. He is one of the most intimidating and respected players I’ve had in 20 years of varsity coaching. He is a great teammate and his ceiling is high as he is only a junior. He is a two-year starter on varsity and has contributed to 45 wins in his career.”

DECLAN CANNON Maine South senior outside notched 257 kills, 16 aces, 57 blocks and 217 digs for the sectional finalists.

PARKER CONNOLLY Connolly helped Downers Grove South advance to the sectional championship before falling to the eventual state champs. He finished with 154 kills and 58 blocks.

“In our minds is one of the best MH’s around the area,” DGS

coach Kurt Steuer said. “His foot speed to block is fast. He’s a big part of our offense. To our team he has meant having a quick, fast, good-sized attacker. Very coachable player and retains the information provided to him.”

CHARLEY HLAVIN A captain for Downers South, Hlavin had 210 kills and 45 blocks for the Mustangs.

“Jumps really well and puts up a very solid block at the right side,” Steuer said. “Offensively he does a very good job of swinging deep corners. He can attack well out of the OH and OPP positions. Being a captain, Charley has provided leadership through his play. Our players know he is some they can count on when the ball is set to him.”

NICK JENCA Plainfield East senior outside had 200 kills, 70 aces and 25 blocks for the Bengals.

“Nick was our go-to attacker,” Alex Rodriguez said. “He played the front and back court very well and contributed to a lot of our success this season. Nick was selected as an All-Conference player for the SPC and will go on to play volleyball at Briar Cliff University.”

DAN KALMAR Downers North senior leader helped the Trojans win a regional championship. He finished the season with 241 kills (.233 kill efficiency) and 72 digs.

“Dan’s stats don’t necessarily jump out at you, however, he was the emotional leader of a team that finished 25-14 and he came up big during our state run with upset victories over St. Francis (14 kills, 7 digs) and Wheaton Warrenville South (9 kills, 4 digs),” DGN coach Mark Wasik said.

“Dan was one of our captains and

he set the tone day in and day out during practice and during matches. He was a workhorse that constantly pushed himself and his teammates. Consequently, he evolved into a six rotation player, became our L1, and became one of our most steady and reliable players.”

LOGAN LADOWSKI Senior libero from Benet dug up 398 ball for the Redwings.

JAMES LEFAIVER Romeoville senior setter totaled 333 assists and 109 digs for the Spartans, where he was a two-year captain.

“He was the heart and soul of our team,” Romeoville coach Deb Fehrenbacher said. “He hustled for every ball and did not give up on anything.”

TYLER MITCHEM The Bolingbrook junior and Lewis University recruit had 193 kills, 27 aces and 45 blocks for the Raiders.

ANTHONY PFEIFFER A sophomore from Lockport, Pfeiffer totaled 334 assists, 188 kills and 34 aces, while adding 115 digs and a .328 hitting percentage.

“He was a six-rotation player that was vital to our success and his numbers across the board are very impressive,” Lockport coach Nick Mraz said.

KYLE PIEKARSKI A senior from Plainfield North, Piekarski had 137 kills, 56 blocks and 26 aces from his middle position.

WES ROGMAN Plainfield Central senior and three-year varsity starter switched roles this year as he moved to an outside hitter for the

Wildcats.

PAUL RZEPIEWSKI Junior from Maine South totaled 202 kills, 28 aces, 106 blocks and 72 digs in helping the Hawks advance to the sectional championship.

LUKE VAN ECK Joliet West four-year varsity starter had 289 kills, 31 aces, 65 blocks and 117 digs in his senior campaign.

“Luke was an integral piece to our success over the past four seasons,” West coach Jason Hermann said.

JACKSON VAN EEKEREN Hawaii recruit led Benet as a six-rotation setter this year. He amassed 786 assists, 198 digs, 76 kills, 65 blocks and 37 aces.

KYLER VAN ROSSUM O’CONNELL Another four-year starter from Joliet West, Van Rossum O’Connell finished with 20 aces, 827 assists, 242 digs, 37 blocks and 72 kills.

“He was an emotional leader for us and ran the team very well from the setters position,” Hermann said. “Also was an integral piece to our success over the past four seasons.”

Display a kind spirit in family budget talks Try working up a monthly budget on your parents - it doesn’t have to be complicated Dear Dave, My mom and dad filed bankruptcy recently and are on a fixed income of $2,200 a month. They gave up their house, and my wife and I helped them find an apartment.

We’re also trying to give them other help while they’re getting back on their feet. The problem is, we’re paying off debt and trying to get our own finances in better shape.

I think my sister should help out some, too, but I’m not sure how to approach her about this.

Randy Dear Randy, It’s not out of line to ask her to help and then gauge her interest and willingness. I mean, it’s your

parents we’re talking about. Still, you can’t force someone to do something they can’t do or simply don’t want to do.

Before you approach your sister, you might try working up a monthly budget on your parents. It doesn’t have to be complicated — just a one-page document showing their situation. Let her see that mom and dad are struggling right now, and suggest that you both chip in a little each month until they’re back on their feet financially.

Don’t point fingers or make accusations, because that will ruin things in a hurry. Family should always try to pull together in times like this, Randy. In most cases, things like this work out fine and family bonds become even stronger.

in your son’s life! I’m sure he’s proud, and I’m glad he has parents who want to teach him how to grow into a financially responsible young man.

I think giving is a really big deal at this age. I’d recommend putting 10 percent toward your church or a good, local charity. It’s very important to teach kids about the spiritual and financial benefits of being a giver. The remaining 90 percent you might split evenly between savings and spending in the beginning. You can always go a little heavier on the savings portion if there’s a concrete goal, like college or a car, in mind. The process of thinking ahead and setting goals is always a good exercise, too.

The goal here, in addition to

teaching him the value and benefits or work, is to build the muscles of his character. Financially speaking, as parents, we should want our children to grow to be givers, savers and wise, careful spenders.

If they become all three of these when they’re young, they won’t be financially irresponsible adults later!
