Will County Coroner Patrick O’Neil says the county is on pace to shatter highest total of heroin overdose deaths in 2016.

Will County Coroner Patrick O’Neil painted a grim picture of heroin and opioid use during an event last week designed to bring

attention to the deadly impact those drugs are having throughout the state. Thus far in 2016, the county has seen 20 confirmed overdose deaths related to heroin or opioid abuse, and officials suspect that the drug played a role in an additional six pending death investigations. “We may be at 26 before the first of May,” O’Neil said. “That’s probably going to escalate these figures into the 80s or 90s before the end of the year.” At that rate, Will County is on pace to experience its deadliest year to date for heroin overdose – another sad reminder that the local and national heroin epidemic is still prevalent. The county coroner’s grave prediction came during the 2016 HERO-HELPS-Southwest Coalition Community Summit – held April 29 at the Edward Hospital Athletic and

Events Center in Romeoville. O’Neill was one of several speakers from state and local agencies who spoke during the event, which is now in its fifth year. These healthcare professionals, elected officials and other stakeholders addressed issues ranging from ways to combat the growing number of heroin overdose deaths to highlighting new statewide initiatives aimed at targeting what they all agreed was a serious public health emergency. “Addiction is a biological, medical issue,” said Kelly O’Brien, executive director of the Kennedy Forum project in Illinois. “This is not an issue of people just not doing the right thing.” O’Brien moderated a speaker panel on the various aspects of implementing the 2015 Heroin Crisis Act – a bipartisan bill that addresses the state’s heroin crisis by improving access to treatment and overdose prevention methods. State Rep. Lou Lang, D-Skokie, was the main sponsor for the House bill that ultimately became the Heroin Crisis Act. “At this time, when it is hard to productively legislate and it’s sometimes hard to collaborate, Rep. Lang and Rep. [John] Anthony managed to advance bipartisan legislation that makes a really big difference in the lives of everybody, and I mean everybody, in this state,” O’Brien said. “If people align around a common purpose, if you can be clear about what that is – even though you have a disagreement about how to get there – you can get there.” Prior to the panel discussion, Lang gave an overview of legislation he described as an in-depth and comprehensive approach to addressing a myriad of problems associated with heroin use and prevention. “It deals with anything you can think of,” Lang said of the act.“It deals with drug courts, with prescription monitoring programs… with law enforcement, with education, with first responders, with medicated treatment.” Some aspects of the new law include changes in insurance coverage for treatment; new requirements for the disposal of unused prescriptions; over-thecounter dispensing of the opioid antagonist naloxone, a drug that can reverse the effects of heroin overdose; and new requirements for state recording of drug overdose cases. Chicago has style ... and libraries know it 2016 Great Read library event comes to conclusion with community celebration By laura katauskas Bugle Staff

Celebrating both Illinois and the love for what area libraries have to offer, the finale for the Great Read 2016 ended with great reads, great art and great movies. The 2016 Great Read is presented by a consortium of area public and private organizations to promote literacy, reading, conversation and community in the greater Plainfield area. Presenting this year’s theme of “Made in Illinois,” the program included Plainfield School District 202, Plainfield Public Library, Joliet Public Library, Fountaindale Public Library, Lemont Public Library, Shorewood-Troy Public Library, White Oak Library District, Joliet Junior College, Plainfield Township, the Joliet-area Barnes & Noble store and Voyager Media. Community members were encouraged to read books about Illinois and were able to participate in Great Read-related programs throughout the area. The program started off with patrons learning the history of how Chicago became the candy capital of the world. All the local libraries have been planning and funding various

House Bill 5594 would amend the Drug Court Treatment Act by prohibiting drug court judges from denying defendant’s access to medication-assisted treatments such as methadone. A rich cinematic town, according to the finale’s presenter Steve Frenzel, they are among the many classic movie characters who have called Chicago home.

Summit is sponsored by the Heroin Epidemic Relief Organization and WIll County’s Heroin Education Leads to Preventative Solutions, in conjunction with the Southwest Coalition for Substance Abuse Issues. “Organizations like HERO bring this [issue] to the forefront – not just in Will County but all over the state,” Lang said. “This organization understands that a crisis can lock you in place or a crisis can spur you to action. “For all the leaders of this organization, let me say ‘Thank You’ on behalf of the Illinois General Assembly.”

Director testifies at House appropriations hearing Proposed legislation could provide necessary funds to restore program cuts Will County Health Department Executive Director Susan Olenek testified last week in support of Illinois House bill 4955 during an Illinois House appropriations public hearing. One of three legislative packages considered at the April 27 hearing in Chicago, House bill 4955 appropriates nearly $87 million to the Illinois Department of Human Services. For Will County, the proposed legislation could provide necessary funds to restore program cuts and staff layoffs announced April 21. The Will County Board of Health moved to mitigate most of a $2.121 million current revenue shortfall by approving 53 staff layoffs and the suspension of nine health department programs during a regularly scheduled monthly business meeting. The layoffs and program suspensions are effective May 27.

The nine programs impacted include five in the agency’s Division of Behavioral Health and four in the Division of Family Health Services. Cuts are estimated to impact more than 52,000 agency clients, including 39,000 served by a school vision and hearing program, 1,800 behavioral health clients and about 4,000 clients who utilize HIV prevention and education services. “The Will County Health Department is just one public health agency in the grand scheme

of things,” said Olenek, a 27-year Health Department veteran who became executive director in February. “The lack of a state budget has created monumental problems impacting every corner of the state and virtually everyone living here. For Will County, the budget impasse means thousands of people going without critical family health and behavioral health services.” Will County Behavioral Health programs suspended include: adult psychiatric services, capitated care, crisis response, juvenile justice and psychiatric medications. Impacted Family Health services include: HIV prevention, family case management, vision and hearing, and tobacco control and prevention. Six of the nine programs could receive some funding if House Bill 4955 is adopted, according to the Will County Health Department.

ISBE kindergarten initiative brings recognition to VVSD Because of the “amazing work” going on in all 60 of its kindergarten classrooms, Valley View School District 365U will be included in a video that will help teachers throughout the state better understand the benefits of the recently-launched Kindergarten Individual Development Survey (KIDS) initiative in Illinois. Designed by the Illinois State Board of Education to identify gaps in school readiness, provide information for more effective classroom instruction and support data-driven decision making on resource allocation, KIDS pilot programs were launched several years ago in roughly two dozen school

districts, including VVSD. Based on the success of the pilot projects, ISBE voted last fall to require KIDS programs in all school districts. VVSD’s pioneering efforts in aligning KIDS with its Common Core State Standards-based curriculum have drawn statewide attention, including last week’s video-shooting visit by Mary Ellen Wodzisz, KIDS Project Manager for WestEd, the California-based company commissioned by ISBE to study the relationship between KIDS the Illinois Early Learning and Development Standards, the Illinois Early Learning Standards-Kindergarten, and the Common Core State Standards.

Multicultural Festival slated for May 7

Jane Addams Middle School will celebrate the diversity of its community with sights, sounds, games and flavors from

around the world at its May 7 Multicultural Festival. Hosted by the Jane Addams Multicultural Club, activities will run from 11 a.m. to 2 p.m. The Independence Elementary School Choir and the Mustang Riders Dance Team will perform. Other participants will include boot camp, Zumba, carnival games and a host of families presenting their ethnicity and cultures. Prize raffles will also be held and the public is welcome.

On April 13, more than 100 members of the Special Olympics Illinois family flocked to Springfield for the first-ever Special Olympics Illinois Capitol Day. This was a day when we educated and thanked Gov. Bruce Rauner and our legislators for their support of Special Olympics Illinois. This was a day when we came together to open minds and hearts for those of us with special needs. We were divided into nine groups consisting of those of us who were Special Olympics athletes, family members, unified partners, Special Olympics staff and members of the Law Enforcement Torch Run. One of the top members of leadership that we had the honor to visit was Gov. Bruce Rauner. Our Special Olympics family stood outside two large wooden doors that marked where Gov. Rauner’s office was located. Near the front, Special Olympics Illinois President and CEO Dave Breen stood with Kristen McInerney, my friend from Willowbrook and fellow SEASPAR teammate. McInerney presented Gov. Rauner with a framed Special Olympics lottery ticket to thank him for the state’s support of Special Olympics. Rauner took lots of selfies with us as we told him about how Special Olympics

impacts our lives. We thanked our legislators for two pieces of legislation that have created additional funding for Special Olympics Illinois. One piece was the Special Olympics lottery ticket. Since February 2015, $5.5 million in Special Olympics Lottery tickets have been sold. This would not have been possible without many dedicated legislators who helped to carry the bill. Take Sen. Mattie Hunter, for example, who was instrumental in helping to carry the lottery ticket bill to the Senate. When my group met with Sen. Hunter, we thanked her for all the hard work that she did for this piece of legislation. We educated Sen. Hunter about how Special Olympics has given us opportunities. These are opportunities not just on the playing field but opportunities to make friends from across the state, to showcase our leadership such as at Capitol Day, and to advance our employability within the community. For the first time, Special Olympics Illinois has an Income Tax Check-off on the Illinois Income Tax Schedule G. These funds will help to create more opportunities for all those involved in Special Olympics throughout Illinois.

In 2015, the Law Enforcement Torch Run program raised more than $4.1 million in support of Special Olympics. At the end of a long day in the Capitol building, we had a reception at the Pasfield House Inn. This reception was sponsored by Special Olympics Illinois Board member John Penn’s Midwest Region of Laborers International Union of North America. It was here at the reception where McIntyre told me about the amazing moment that Jack Klawitter had on the Senate floor. Jack, diagnosed with Down syndrome and one of the youngest Global Messengers, had the opportunity to meet with Sen. Michael Hastings. Jack was invited up to sit in the President of the Illinois Senate’s seat and Jack’s picture appeared on the big screen of the Senate identified as “Mr. President.” Throughout Capitol Day, everyone involved opened mind and heart to a lesson on how our state’s politics work and the impact of Special Olympics. Hassert Blvd. not named after former House speaker After the village of Bolingbrook received countless calls and emails requesting the removal of the name Hassert Boulevard (at 111th Street) from people believing it was named after the recently convicted former House Speaker Dennis Hastert, Mayor Roger Claar decided to set ithe record straight. The boulevard is named after the Hassert family and former state representative Brent Hassert who served the area for years. Signs are now posted at the site as well as messages on the village website and Facebook pages to clear up the issue. “I really hate having to do this! For one weekend, the village of Plainfield and surrounding communities joined forces to better the lives of others during the Big Serve. The annual communitywide event allowed volunteers to

engage in a number of servicerelated projects April 30 and May 1. Community Christian Church, the village of Plainfield, Plainfield United Methodist Church, Saint Mary Immaculate Parish and Hope United Methodist Church, among other community organizations, led the effort. Some of the projects lined up for this event included a DuPage

River cleanup, a food pantry collection effort for Ridgewood Unity Community Food Pantry and a spa day for the elderly Lakewood Nursing Home. Rick Koss, team leader for the Hands of Hope food distribution project and a member at Community Christian Church, said their overall mission is to make the lives of others better.

“Hands of Hope is out in Joliet and they allow us to bring all this food in and give it out to those that are in need,” he said. “Not only are we filling bellies today but we’re filling the spirit too.” At the site, the group worked with over 25 palettes of food to package and distribute to those in need. Last year the Big Serve brought in 800 people devoting their time by giving back to the community. Koss said they were expecting a nice turnout for the project, and was pleased to see how engaged everyone was. “The rain may kind of keep people at bay today, but we’re hoping we get them all fed today,” he said. Koss added that the workflow of the volunteers appeared to be adjusting as expected to the initial

wave of hesitancy and confusion. A group of volunteers also served as a connection team during the Hands of Hope food distribution, talking to the people about what their needs are. Rachel Elliott, of Plainfield, was in attendance for the Hands of Hope food distribution held at Community Christian Church. She said she was excited about having the opportunity to show her support for others who are in need. “It’s just awesome that we can reach out and serve the community for those in need,” she said. “We’re here to pray with people if they need it, just lend an ear.” Annette Hulva, of Shorewood, was one of many people giving back to the community during the Big Serve. She said she was enjoying her time spent helping others who are in need. “I did this event last year,” Hulva said. “We had 30, 40, 50 cars waiting for us when we arrived. It was a pretty clear message of the need in the area for free food distribution.” She added that it’s nice being around a group of likeminded people who all want to make a difference.

As a senior in high school, Antonio Morrison was the heart and soul of a vaunted Bolingbrook defense before a late season injury forced him to watch from the sidelines as his Raiders defeated Loyola to claim the schoolâ€™s firstever IHSA Class 8A state title. Morrison suffered another injury, this time a careerthreatening one, when he torn multiple ligaments in his left knee in the Birmingham Bowl at the end of his junior year at the University of Florida. On April 30, Morrison again defied the odds, becoming the first Bolingbrook football player ever drafted into the National Football League. The inside linebacker was drafted by the Indianapolis Colts in the 4th round, the 125th selection overall, the pick they acquired from Green Bay a round

Competition is at the heart of every sports team and something that is finding its way into the Bolingbrook badminton team. “We are getting more athletic and now we need more of the competitive spirit,” said Bolingbrook coach Kitty Dupee. “We may have lacked it in the past, but it is starting to come.” That competitive spirit started at the beginning of the season when the Raiders fielded a full program this season.

“Last year, we didn’t have a freshman team and this year, we had all three levels. Our sophomore team looked really strong this year and if they continue, we are looking to have a good varsity team next year. It is not so much how long you have been playing anymore or that you have the title of varsity, there are better players now and we encourage the lower levels to play up at practice.” Those players didn’t just happen into the program – they got there with a lot of hard work by the coaching staff. “Our sophomore coach,

Orlando Gonzalez works in the PE department and this year he has really pushed the recruiting even more that other years,” Dupee said. “He has gone to other coaches and other PE classes and that is how we got such a great turnout on the freshman and sophomore level. It is a benefit for us having all of the classes. Our top freshmen are some of the top players that I have seen as freshmen since I have been here.” Joining a talented group of young players this season was a

she just started as a junior and she is one of our most improved players.” Not only did she improve, but she enjoyed her time with the team. “It has been really fun playing with this team,” Obi Obasi said. “We work really well together and we have a lot of fun.”

Dupee said despite the fact that the Raiders failed to win any matches at the doubles portion of the SouthWest Suburban Conference meet last week, the team showed improvement as the season went on. “They battle through,” she said. “Even though some of the teams normally at the top of the

conference were down a little, we still had that mental part of playing this team or that team. We have had a lot of growth this season, especially in the last couple weeks. We have players who are on varsity that just started playing last year as juniors have really stepped up.” The players have enjoyed

battling this season knowing that despite the losses, the competition can make them better. “We worked really hard and we have to fight through when we lose and it brings us down,” Siddiki said. “We see teams that are better than us, so we come out wanting to be a better player and that helps us.”
