Area libraries celebrate National Library Week By laura katauskas bugle staff

Walter Cronkite once said that no matter the cost of libraries, “the price is cheap compared to that of an ignorant nation.”

It is that ideology that still shapes the theme for National Library Week, of which Fountaindale Public Library will be hosting from April 10 through April 16 with a variety of special events, programs, contests and more celebrating how “libraries transform.”

In the mid-1950s, according to the American Library Association, concerned that Americans were reading less and spending more time on music and television, a committee was formed with ambitious goals ranging from “encouraging people to read in their increasing leisure time” to “improving incomes and health” and “developing strong and happy family life.”

In 1957, the committee developed

a plan for National Library Week based on the idea that once people were motivated to read, they would support and use libraries. With the cooperation of ALA and with help from the Advertising Council, the first National Library Week was observed in 1958 with the theme “Wake Up and Read!”

The idea stuck and National Library Week has been held the second week of April ever since.

It is said to be a time to celebrate the contributions of our nation’s libraries and librarians and to promote library use and support.

“Last year, our Food for Fines initiative collected 2,660 food items for people in need,” said Melissa Bradley, Communications Manager. “This year we hope to collect even more and help our patrons clear up some old fines and get back into the library in the process.”

As a complimentary gift to library patrons who show their library card, Fountaindale also is giving away free library card holders. Stop by the Bookmobile or first floor circulation or information desks to receive yours while supplies last.

Lewis University dedicates Veterans Plaza Institution noted for being Best for Vets By laura katauskas bugle staff

Dedicated to serving its military student population, Lewis University administration recently met a call to further enhance its

Veterans Plaza.

While student representatives felt the veterans area was respectful and appropriate, a request to create a distinguished area for family and friends to support the military was answered, explained Roman Ortega, Jr., Lewis University’s director of veterans’ affairs .

The sun shone brightly with wind billowing 30-foot-tall flags as Lewis University dedicated its Veterans Plaza March 29 on its campus in Romeoville. The new plaza features seven flags, including the U.S. Flag and flags of the state of Illinois, the U.S. Army, Navy, Air Force, Marine Corps and Coast Guard. Located on De La Salle Drive South on the Lewis campus, just north of Mother Teresa Hall, the plaza also features a plaque honoring those who served in World War II. The plaque formerly had been installed in another area of campus and it was requested to be displayed more prominently.

“Now, we have this plaza to honor all U.S. veterans and especially those men and women from Lewis University who served at any time in defense of their nation and in the promotion of global peace,” Brother James Gaffney, FSC, president of Lewis University said at the ceremony.

“Lewis University’s support of veterans, in many ways like this plaza, led to the University being named the Best for Vets among Colleges and Universities in Illinois and second among private universities in the nation,” said Ortega.

Centered at its core mission, Lewis University is dedicated to helping the underserved with education and supporting the military is part of that mission, said Oretga Jr., who is a veteran himself.

Ortega, a major in the Reserves, said the university works to provide proper education resources for its alumni, a leading group in Will County to do so, developing programs like Bridges to

Employment. A group of students also will be traveling to Springfield to speak with area legislators, advocating for veterans this week.s At the ceremony, Father Dan Torson, CPPS, blessed the plaza along with the plaque.

“We bless this Veterans Plaza so that we remember those that have faithfully served our country, those currently entrusted to uphold our protection, and those who train for future service,” he said. The U.S. Air Force veteran, who is university chaplain and a professor of theology, sprinkled the plaza with Holy Water after reading a Psalm from the Bible.

Anyone can visit the plaza at anytime and it will be used for the university’s official Veteran’s Day ceremony. Ortega said the plaza may be used for future family gatherings and other ceremonies as events arise.

Romeoville proposes fiscal 2016-17 budget $98.4 million budget is an 8% increase over 2015-16 By laura katauskas bugle staff

The village of Romeoville is proposing a $98.4 million budget for fiscal year 2016-17, which represents an 8 percent increase over last year’s spending plan and includes a healthy list of capital projects and street improvements.

Salaries and benefits make up the lion share of the proposed budget at $31.9 million, a 5 percent increase over last year. Contractual obligations make up close to 18 percent and Capital Outlay takes 14 percent of the total budget; debt service, 12 percent; interfund transfers, $14 percent.

The village is planning for slightly more than $2.5 million for inhouse/collector street resurfacing.

One of its largest projects this year involves the complete construction of fire station #1, at just over $2 million. Expected completion is set for September.

In addition, several recreational improvements are being proposed including a Weber/Airport Road multi-use path ($1.6 million with 80 percent being funded by a federal grant); Deer Crossing park improvements; O’Hara Woods park rehabilitation. A number of vehicles for police and public works will be incurred this fiscal year at approximately $1 million. The

deficient Hampton Park Water Main is being proposed to be replaced with the village conducting a study for location priorities and longterm schedule for construction; an animal kennel/shelter will be replaced along with the addition of Hampton Park Decorative lighting; among a list of smaller project such as streetscape and sewer improvements. The multiyear project for a new Metra station at New Avenue will be paid by a majority of outside funding, with the village contributing $200,000 for this fiscal year.

New personnel will have an $210,000 impact on the budget, with the additional of several parttime positions and one full-time employee in the Fire Academy office.

The village is proposing to keep a hold on taxes, with a zero increase to typical homeowner.

Sales tax, which makes up 27 percentage of Romeoville revenue is up 3 percent, and expecting $10.8 million for the 2016-17 fiscal year. In total, village-wide revenues are up 8 percent from $72.3 million to $77.8 million. Operating expenditures increase 8 percent from $66.9 million to $72.3 million.

Khouri wins 11th District nomination Republican will face incumbent Bill Foster in November election

Official results confirm Tonia Khouri as the Republican nomination for the 11th Congressional District after the March 15 primary election.

After all provisional and mail-in votes were tabulated by the final deadline of March 29, it was only 370 votes that separated Khouri and Nick Stella. Herman White also was a contender in the race.

Because the vote tallies were so close on election night, Stella was reluctant to concede the race until all ballots were cast.

He has now publicly given his support to Khouri, posting this message on his campaign Facebook site stating: “I have had such a wonderful experience meeting and speaking with so many residents, business owners and voters throughout the 11th Congressional District.

These people deserve better representation than the current seat holder Bill Foster, and better representation for the citizens and companies of Congressional District 11 is why I entered this race. ...So, I want to thank my family, friends, co-workers, supporters and those that placed their faith in my ability to be able to represent them and get

the job done in Washington D.C. and voted for me in the primary.

I also want to thank my campaign team, and volunteers for all their efforts and dedication. I want to congratulate Tonia Khouri, who has won the primary to be the next Republican nominee for the Illinois 11th Congressional District. As Tonia and I agreed to do earlier in this race - that regardless of the outcome, we would support one another, and I plan to keep my word.”

Khouri will face off with Democrat incumbent Bill Foster in the upcoming general election.

“I’m grateful to the voters in the 11th district for putting their trust in me. I’m thankful to Nick Stella and Herman White for running cordial campaigns and giving me their full support to win in November,” said Khouri.

“This is an important election.

Washington is a dysfunctional mess. Across party lines, people are tired of Washington and Bill

Foster is part of Washington.

Washington is using the same old, tired ways of doing things that isn’t working. I’m going to Washington to bring a fresh energy, new ideas, and independent solutions to the problems that face our country.”

Khouri, a small business owner from Aurora, also serves as the chairman of economic development on the DuPage County Board. Her campaign stressed her record of opposing all tax increases while in that capacity, as well as voting against increasing the salaries of county elected officials.

“I’m confident that the people in the 11th district will see this race for what it is: a choice between the solutions this country needs, or the old, tired Washington status quo,” said Khouri.

Portions of Will, DuPage, Kane, Kendall and Cook counties make up the 11th District. The district stretches from Chicago’s western suburbs to two of Illinois’ largest cities – Aurora and Joliet.

By Daniel Smrokowski Bugle Columnist This month of April, we celebrate Autism Awareness Month, a time to educate our communities about how it feels to be diagnosed with autism, or other types of developmental disabilities.

Take for example, Eric Baumann, 32, of Vienna, Illinois, my friend and fellow athlete and Global Messenger in Special Olympics Illinois. Eric was diagnosed with Asperger’s syndrome, which is high-functioning autism and now is considered a part of autism spectrum disorder.

“I like having autism because it makes me who I am,” said Eric.

Many who have autism struggle with certain tasks that may come easy for others who are not diagnosed with autism. Eric said that he takes things literally so “when people tease me I don’t know how to understand that at times.”

Once you get to know someone who was diagnosed with autism, you have the opportunity to learn the amazing abilities that they do have. Eric has the ability of memorizing lots of music.

“I could tell you the artist and the song by heart because I have about 5,000 songs on my iPod,” Eric said.

Despite the struggles of having autism, Eric enjoys participating in Special Olympics and speaking as a Global Messenger on behalf of the more than 22,000 Illinois athletes.

Eric has been involved as an athlete in Special Olympics Illinois for more than 20 years. Since beginning to compete in 1995, Eric has competed in nine sports including: athletics, bocce, basketball, bowling, snowshoeing, softball, volleyball, flag football and aquatics.

Similarly to Eric, I also have participated in aquatics, softball and basketball in Special Olympics Illinois.

In the year 2000, Eric became a Global Messenger for Special Olympics Illinois. In this role, he is invited to speak before community groups, sharing how the movement of Special Olympics has helped to transform his life and the lives of so many of us with special needs.

One way we are educating our community about how Special Olympics transforms our lives is with the first-ever Capitol Day 2016 for Special Olympics Illinois.

When Eric is not participating in Special Olympics, he enjoys playing games, hanging out with his friends and family and playing with technology. Eric also works as a janitor at the Interstate 57 “Trail of Tears” Rest Area. It is here where he gets to meet people from different cultures.

Whether Eric is involved in Special Olympics Illinois, hanging out with his friends and family, or at work, those in his community are able to accept and include him.

This month, I hope that you will learn how to accept and include those with special needs and recognize the abilities that we do have. Emergency drill helps VVSD prepare for real thing Faced with the need to evacuate students from two middle schools because of “pretend” water main breaks, several dozen members of Valley View School District 365U’s Crisis Response Team conducted an emergency re-unification site drill Monday morning.

The drill, a key part of VVSD’s nationally-recognized emergency response plan, was designed to acquaint team members with their roles should the district need to relocate students during the school day because of a natural disaster or a police-ordered.

“In most cases, we will try to avoid moving students to a reunification site,” VVSD Assistant Superintendent for Educational Services Rachel Kinder said. “But special circumstances may require us to do so.”

VVSD has created emergency relocation kits that can be picked up at a moment’s notice by members of the four 15-member emergency response teams and taken to one of the multiple re-location sites in Bolingbrook and Romeoville that have been assigned to each school.

“Our biggest concern is developing a secure process for relocating the children, taking attendance, reassuring them that they are safe and communicating that to parents,” Kinder said.

Each emergency re-unification team includes administrators, educators, counselors and nurses plus members of the transportation, security, technology and attendance departments.

Plans cover everything from busing students to the re-location site to eventually reuniting students

They also include identification of students with “significant health concerns” as well as procedures to provide students with counseling support, games and activities to occupy their time, and, in the case of extended stays, food and water.

Should a real emergency occur,

parents will initially be encouraged to stay home and not come to the relocation site.

“The re-unification process will take a while, so we ask parents to be patient,” Kinder said. “We will notify parents through ParentLink that their children are there and they’re safe.”

VVSD to add once-a-month early release to 2016-17 elementary school schedule In additional professional development, Valley View School District 365U will launch a monthly early release initiative for elementary schools next school year.

A similar initiative has been in place at the middle and high school levels since the 2013-14 school year, a practice that “is commonplace in many districts throughout Will and DuPage counties,” according to VVSD Assistant Superintendent for Educational Services Rachel Kinder.

Elementary early release will take place at 2:15 p.m. on Aug. 31, Sept. 28, Oct. 26, Nov. 16, Dec. 7, Jan. 25, Feb. 22, March 22, April 26 and May 17. Middle school early release (1:20 p.m.) and high school early release (12:43 p.m.) will take place on the same dates.

“We realize this will be an adjustment for our elementary school families who will need time to get used to this,” Kinder said. “But we believe this will have a great impact on our learners.”

Both theVVSD Nutrition Services and Transportation Departments indicated they will be able to make the necessary one-time-a-month adjustments in their schedules.

Busing will be provided at the end of the shortened day for students who are regular bus riders.

Once the relocation is complete, VVSD will use all of its communication resources, including the district website, Facebook, Twitter, the mobile app and ParentLink to keep parents informed about re-unification plans and/or plans that could include a return to the classroom.

While the exercise was designed to cover an evacuation during the school day, VVSD also has protocol in place in case an evacuation is required at dismissal time.

The Crisis Response Team will use the drill to iron out rough spots in the plan. More drills will take place over the next six months.

“Practice doesn’t make perfect,” said Leroy Brown, VVSD’s School Safety Coordinator. “Practice makes habit.”

Sometimes statistics don’t tell the entire tale of a player.

For Plainfield North senior Kevin Krieger, his stats were the best in the area. He averaged 22.3 points per game, an area best, to go along with 7.2 rebounds, 48 assists, 47 steals and 62 blocks. He also shot 87.3 percent from the foul like and sank 40 three-pointers. All of this was while guarding the opponents’ best player just about every night.

“He is at the top of every statistical category in the area, which is a credit to him considering every time we played he was the sole focus of the opponents team,” North coach Bob Krahulik said. “No other player in the area was beat up more, grabbed more and face guarded more than Kevin, and he still averaged 22.3 points while shooting in the upper 40 (percent).

Those marks were the obvious.

Less obvious was the medical problems he had off the court.

At three times during the year, he had throat surgery, yet still played in the next game, including in the Pontiac Holiday Tournament.

Being able to overcome his medical troubles to still post the best numbers across the area has led Krieger to be named the 2016 Voyager Media Boys Basketball Player of the Year.

“He is a tough kid,” Krahulik said.

“No one knows but he played in the regional final after being in the hospital the night before having minor surgery on his throat. The doctor told him to take it easy for over a week. He played anyways. This was the third time he had to have this surgery this year, but still played. He may not have scored like we needed him to, but it is his presence on the floor.” the rest of the members of the Voyager media all-area team are:

“Trevian continues to develop into an overall good high school basketball player,” West coach Nick DiForti said. “Nearly every team we played focused their attention to him. He was our leading scorer in most games. If we weren’t such a balanced scoring team, he would easily average over 20 points a game.

His statistics are easily why he is considered one of the best in his class.”

Joe Butler Butler, a senior from Minooka, helped guide the Indians to their first regional title since the 1970s.

He averaged 15.4 points and 6.2 rebounds per game, while posting 49 assists and 49 steals.

Romeoville’s Vostry wins NAIA title

ANDERSON, IN — Once again it was a Robert Morris University weekend at the NAIA Nationals Saturday and Sunday at Championship Lanes.

Both the men and women brought home the championship. It is the first NAIA title for the women and the fourth straight for the men.

The men were unbeaten heading into the championship, but were swept

by WIU in the match, which forced a winner-take-all rematch, which the Eagles swept.

“It feels great,” Romeoville alum Dakota Vostry said. “This is pretty

In the two-frame roll-off, Minooka graduate and Joliet resident Courtney Johnston followed a ninth frame strike with a strike in the 10th to cement the victory, which put them in the finals.

“It feels great,” Johnston said. “It is my senior year here and it feels awesome.

The tie-breaker was pretty good. I don’t really get nervous a lot, but I knew I had to relax and throw a good ball for my team. I felt a lot better after that. We were a team this whole weekend. We wanted this really bad. It is a good goodbye.”

In the process of the championship, Johnston earned Tournament MVP honors.

“That was a surprise, I didn’t expect that,” she said. “I was consistent, but I didn’t expect any of this.”

Anthony D’Avanzo Senior from Notre Dame averaged 11 points, eight rebounds and four

blocks per game, while shooting 80 percent from the free throw line.

Teyvion Kirk A junior from Joliet West, Kirk had 12.5 points and 4.8 rebounds per game, while totaling 145 assists and 42 steals.

“Teyvion’s skills are overwhelming as a point guard,” DiForti said. “In today’s game, some would call him a combo guard. But watching him play, anyone would notice how much he gets his teammates involved in the offense. His statistics indicate that he played both ends of the floor.

His ability to control an offense and guard the other team’s best ball handler make him the guard every coach wished they had.”
