Retail shopping center celebrates 10 years in the community

Now a fixture in the village and to shoppers beyond, the Promenade Bolingbrook is set to celebrate its 10th anniversary.

The 750,000 square-foot outdoor retail shopping center opened April 26, 2007 at the intersection of Boughton Road and Interstate 355, bringing with it a new shopping experience for Bolingbrook and the surrounding area. Today, an estimated 10 million visitors check out its stores which include anchors, Macy’s and H&M, which has recently been expanded.

Kris Kuchler of the Promenade suggests its popularity stems from its many choices of dining including those with outdoor patios to more than 70 stores ranging from kids and family to men’s and women’s fashions.

In addition, she said, “Our landscaping and planters are always decorated adding to the ambiance.

At night the mall has beautiful paseo streetlights across the streets.

Parking is always convenient with on-street parking for quick run in shopping or the parking lot for the longer trips to the mall; and safety is always a priority for The Promenade, and we’re proud of our safety record; never having had any issues.

Committed to Bolingbrook, the Promenade often partners with the village, hosting a variety of different charities and organizations throughout the year including, the Heart Haven Outreach -5K

run and the Taste of Bolingbrook.

The mall management team also volunteers and takes part in many not-for profit organizations including St. Baldrick’s Bolingbrook, The Chicagoland Buddy Walk, Bolingbrook Chamber, and the DuPage Visitors and Convention bureau.

To celebrate its anniversary the Promenade Bolingbrook will host a three-day extravaganza from Thursday, April 27 through Saturday, April 29.

The days include a block party, dunk tank and food and drink for the whole family. Kid-friendly activities include a balloon twister, a face painter and more. 10th anniversary glasses from Gordon Biersch will be available for purchase, and come with a free refill.

For all three days, the first 50 adults in line at the various events receive goodie bags.

Summit aims to combat heroin, opioid use, overdoses in suburbs

The difficult journey of one young man in jail was shared at an April 21 summit on the heroin and opioid epidemic impacting the suburbs.

The man is working his way through the Will County Drug Court and the jail stint where it took two months before he cared whether he would live or die and the fog started to lift and he started to remember who he is, said Will County State’s Attorney James Glasgow.

He was there and he witnessed the change seen in the young man over time.

“Sixty days it took with this kid, and I would imagine that’s pretty much the norm,” Glasgow told the crowd in attendance for the sixth annual Hero-Helps Southwest Coalition Community Summit at the Edward Hospital Athletic & Events Center in Romeoville.

The programs in the community aimed at targeting the heroin and opioid epidemic and the growing need for awareness and support were the subject of discussion at the summit.

Glasgow said the sad thing is an arrest must be made in order to get a person into the Drug Court.

“We have to figure another way to get that treatment methodology to everybody,” he said.

“We have quadrupled the number of drug dealers going to the prison the last five years,” Glasgow.

Still, the heroin and opioid epidemic continues to rise.

In 2016, 96 heroin overdoes were reported in Will County.

Will County Executive Larry Walsh, Sr. noted that it’s moving to see the way the community comes together in response to the epidemic and said he is hoping they can find a solution.

“We are losing our most valuable resources over and over again, our children. We need to focus whatever we can do and whatever need to do to try and educate them in the dangers of trying this terrible drug ...”

In Will County, a number of initiatives aimed at targeting the epidemic have been launched.

Through the efforts of the county’s new director of substance abuse initiative, Dr. Kathleen Burke, law enforcement officials along with sheriffs have acquired the training needed to intervene in crises involving a heroin overdose.

To date, 29 lives have been saved by police officers in Will County administering Narcan.

The County continues to work with the Robert Crown Center for Health Education in offering a heroin prevention curriculum to teach children about the dangers of heroin and other opioids.

Walsh wants people to feel compelled to tell their children, grandchildren and neighborhoods the truth about heroin.

“Over the last six years, it’s been an unbelievable realization that neighborhoods that thought they were not ever going to have an issue, [to find out] heroin knows no boundaries—whether you are rich or poor,” he said. “It can

strike any one of us at any time.”

The summit also featured a resource expo providing people the opportunity to consult and gather information on services offered in the community. Representatives for a number of social service organizations were in attendance, including Gateway Al-

cohol and Drug Treatment Centers, Stepping Stones and Trinity Services.

“It’s such a touching thing that goes to every community, affects communities all over the place regardless of background, and it’s something that we need to come together [for,]” Romeoville May-

Capital projects on tap for Romeoville

With a capital driven budget for FY2017-2018, Romeoville is tackling a few large projects while maintaining a total balanced budget of $109 million, with no new fees or taxes.

“The key here is that this is a balanced budget with no new taxes and no new borrowing which we haven’t done actually in quite a few years,” said Mayor John Noak. “If you’re able to keep taxes the same for 10 years, that says a lot; a lot of great work by a lot of great people.

We have a lot of capital projects going on and we have been very aggressive in getting grants and have seen a lot of corporate partners step up as well. We look forward to another strong year.”

With $23.5 million budgeted for capital improvement, $10.1 million more than last year, the village will be working on the construction of a new Metra station, $3 million for street repairs/resurfacing; construction of Discovery Park improvements at Malibu Bay Park and Hampton Park; a new Animal Control Center; and a new concession stand and restrooms at Deer Crossing Amphitheater.

“This year’s projects will see Romeoville add an important transportation link to downtown Chicago, continue to upgrade our infrastructure, and to expand recreation amenities,” said Noak. “We’ve been fortunate to receive grants for some of these projects, making it possible for us to invest the savings into other projects, in addition to keeping resident taxes low.”

Grant money is up by $3.2 million, helping offset the cost of these projects. Two notable projects using fund balances, the Discovery Park project that will be using fund balances from the real estate transfer tax fund and a $1 million match

from the corporate fund for the Metra grant.

Overall the village’s Equalized Assessed Value is up 7 percent, to $1.14 billion. The village’s tax rate has decreased, allowing the village to keep taxes nearly flat for close to a decade. The estimated typical tax bill, $754, for homeowners is less than what it was in 2008 at $755.

In addition, the village reduced the over-time budgets by 9 percent, saving $105,000. The village will be taking over the operation of the athletic center beginning in May; and the transition of the 911 dispatch center to Laraway will occur in late fiscal year 2017-18.

VVSD students bring home five Scholastic Art & Writing regional awards Three Valley View School District 365U students have earned prestigious 2017 Scholastic Art & Writing regional awards for their poetry writing.

Brooks Middle School 8th grader Kayla O’Bryant won a Gold Key, fellow Brooks 8th grader Emily Sanchez secured two Silver Keys, and Bolingbrook High School freshman, Nyah Nelson (a graduate of Brooks) received both a Silver Key and an Honorable Mention.

The Scholastic Art & Writing Awards is the country’s longestrunning and most prestigious scholarship and recognition program for creative students in middle school and high school.

O’Bryant, who says she has been writing books and stories since she was eight years old, has come to love writing poetry in the past year. Her Gold Key winning poem was about her father during what she termed “a really, really hard time” for her.

“The whole point of the poem was no matter what I struggle

with, even if I feel at the time like I’m not strong, I really am strong,” she said.

Sanchez calls the awards “a huge thing for me.” Winning is a key factor in her future hopes of writing books and poetry and being a musician once she finishes her education.

One of her winning poems was dedicated to “women who are struggling with hate and danger,” while the other winner was about a stable relationship with a guy who was “everything you could wish for.”

Nelson didn’t start writing poetry until Brooks language arts teacher Sally Green (who taught

or is currently teaching all three award winners) encouraged her.

“I didn’t realize my poems were any good until she told me I have talent. Now I write almost every day,” said Nelson, who is looking to a future career as a writer or child psychologist. “The idea of me winning an award, being congratulated for my feelings spilled on paper…it’s an amazing feeling getting rewarded for your creativity and your emotions.”

More than 330,000 works of art and writing were submitted across the nation this year. The three VVSD students competed against other students throughout the Midwest.

A record 18 Valley View School District 365U freshmen have been admitted to the Give Something Back Foundation’s prefunded college scholarship program.

The VVSD Give Something Back Foundation Scholarship awardees are Jannet De Loera, Alejandro Martinez, Kyra Savage and Nicole Valverde from Romeoville High School and Bolingbrook High School’s Muhammad Ali, Micahala Banks, Samuel Campa, Joseph Corso, Tyler Cushing, Hugocesar De La Torre, Shane Frantz, Giovanna Garcia, Kyrah Lottie, Erick Montano, Dianely Mora, Julian Rocha, Kyra Strong and Gracie Trevino.

Each student will have the opportunity to attend Lewis University, University of St. Francis or Blackburn College at no cost when they graduate from high school.

The students selected will work with a mentor and participate in activities throughout high school that will prepare them for college.

They will be honored at a banquet in May along with

Bolingbrook High School Counselor Mark Ondracek who will received the Foundation’s Exceptional High School Partner award for being “tremendous in assisting students in the scholarship and follow through process.”

Give Something Back Foundation (GSBF) was established in 2003 through the generosity of former Lockport resident Bob Carr who wanted to give back to his community by helping students who were committed to excellence complete a college degree. Students from 21 high schools in Will County are eligible for the award.

VVSD Spanish language parenting workshop set for May 2 The Valley View School District 365U Bilingual Parent Advisory Council (BPAC) is hosting a Spanish language parent workshop for all VVSD Pre K-12th grade bilingual families May 2 at B.J. Ward Elementary School in Bolingbrook. Well-known psychologist Dr. Ferney Ramirez will lead the workshop titled “Success begins at Home, Parents that motivate… Children that Succeed.”

Dr. Ramirez is a dynamic, engaging speaker who has a powerful message to share with parents.

‘Repeal and Replace’ failed but Obamacare still needs fixing

BY TRUDY LIEBERMAN Rural Health News Service The failure of the Republican-led effort to repeal and replace Obamacare represents a big victory for all kinds of citizens and interest groups that analyzed the proposed legislation and said no dice.

Too many people would be hurt, and the public along with editorial writers in newspapers across the country, got that message: The GOP plan would cause real pain. Members of Congress heard it loud and clear, and many responded to what they heard.

Older Americans would have had to pay more, sometimes thousands of dollars more to get health insurance.

In 32 states, millions of Americans with incomes slightly above the poverty line who had gained coverage under their state’s Medicaid expansion program would have lost their coverage.

Others already on Medicaid or joining in the future would also have been affected. The proposal called for cutting back the federal government’s commitment to fund healthcare for the poor by changing the way it would pay for its share of program. That would have left the states, which jointly fund Medicaid, strapped for funds to cover everyone needing medical treatment as well as middle class families who required help paying for long-term care. Medicaid pays for about half of all nursing home stays.

The Affordable Care Act (ACA), or Obamacare, mandated that every insurance policy sold in the individual market where people without employer or government coverage must shop had to include 10 essential benefits. Under the Republicans’ plan, that mandate – that all plans include things like prescription drug coverage, emergency room ser-

vices, maternity care and mental health treatment – would have disappeared.

Dropping any of the essential benefits would have helped some insurance companies whose individual policies provided only bare bones coverage until 2010 when the ACA required essential benefits to be included. Insurers would have been able to sell skimpy and cheaper coverage to those willing to gamble.

Now, even though the “repeal and replace,” effort failed, we are left with a health law that needs repairs of its own.

“Many of the criticisms of the ACA are, in fact, valid,” says RoseAnn DeMoro, executive director of the National Nurses United, the largest union and professional organization of registered nurses.

“For all the improvements under the ACA - primarily the expansion of Medicaid and crackdown on some insurance abuses - the ACA still left 28 million without health coverage - and millions more struggling with un-payable bills and escalating out-of-pocket costs.”

DeMoro’s assessment hits home to many who complained about higher and higher premiums, sky-high deductibles and coinsurance, and lack of choice. Many have limited choice of doctors, hospitals and other providers in insurers’ restrictive networks. Even worse, in some parts of the country

there’s only one insurer to buy from.

Those problems stem from the underlying premise of Obamacare itself.

The ACA was built on top of the existing private insurance system, which means that it will work only if insurers find it to be good business. As the years went on and sick people with pre-existing conditions flocked to buy coverage, which the law guaranteed they could do, insurers found that Obamacare was not good business. They left the market or made consumers pay more out of pocket or through higher premiums.

The ACA did not provide for any serious cost containment, and the GOP plan didn’t call for any either. Medical inflation continues as doctors, hospitals and drug companies raise their prices, and new expensive medical technology comes on the market before there is good evidence that it works. One consulting actuary put it this way, “Medical inflation will continue until doctors decide they have enough money and don’t raise their fees.”

It’s not clear that the country’s divisive politics will allow for any fix of the ACA’s problems, let alone put any teeth into cost control measures. There could be renewed interest in a public option that could allow people to choose government-sponsored insurance rather than a policy from a commercial carrier.

Or maybe there would be a move to let people in their 50s or early 60s buy into Medicare, which could spark the beginning of a movement toward Medicare for All. I’m not betting on any of this right now, but as the failure of the GOP’s “repeal and replace” shows, the public is demanding a seat at the table.

It is not every day that a high school student has an assembly called just for him that features representatives from the United States Army as well as an NFL Hall of Famer.

That is what happened last week for Bolingbrook’s Anthony Santiago and he was honored as one of only 25 finalists nationwide for the U.S. Army and Pro Football Hall of Fame Award for Excellence.

“This is an extreme honor for me and my family and my teachers and my school,” Santiago said. “I have been surrounded by the best in the state when it comes to teachers and coaches and teammates. I am extremely blessed to have this honor.”

Santiago was presented the

award by 1995 Hall of Famer Kellen Winslow, one of the top tight ends in NFL history.

“As we get older, sometime we fall into a thing where we are wondering where our next leader will come from or we worry about the future because we read so many negative things,” Winslow said. “So, when you get a chance to come to a school like this and see what the teachers are doing and what the coaches are doing and you see the product they are turning out, young men like Andrew, it just gives you a lot of hope for the future.”

Santiago was impressed with what the former San Diego Charger had to say.

Flyer softball splits with William Jewell The Lewis University softball team split its Great Lakes Valley Conference doubleheader on Monday (Apr. 24) against William Jewell, as the Flyers rallied for the 4-3 (8 inn.) win in the opener, but dropped a 3-2 decision to the Cardinals in Game Two at the Spratts Complex.

With the split, Lewis moves to 24-23 on the season and 12-14 in GLVC action, while the host Cardinals are now 25-23 on the campaign and 14-12 in conference play.

Lewis returns to action on Saturday (Apr. 29), as the Flyers welcome Drury to Lewis Softball Field for a 12 PM twinbill.

In game one, Lewis sophomore first baseman Carley Maupin (Peotone, Ill./Peotone) broke a 3-all tie in the eighth inning with the go-ahead sacrifice fly to lift the Flyers to the 4-3 (8 inn.) win over William Jewell in the opener.

The Flyers, who were trailing 3-2 in the seventh inning, tied the game on a RBI single by junior left fielder Kaylee Prieto (Chicago, Ill./ Marist).

The honor came along when Bolingbrook coach John Ivlow was asked by the Army representatives if he had anyone qualified for the award.

“I knew of his academic success and when I was asked, I knew he was qualified,” Ivlow said. “This is a big deal. This is one kid for every two states and it is a fitting end to his high school career and now, hopefully, he will get the grand prize.”

The prize is a scholarship and will be presented in August at the NFL Hall of Fame induction ceremony.

Santiago will play football next season at Beloit College in Wisconsin and major in Economics.

“To play in college they know they have to have the grades to get in,” Ivlow said. “There is only one junior college in Illinois that has football and that is (College

You can tell by the way he is received by his teammates and his coaches that people are attracted to that kind of person because of what he gives to them. He is a teammate and a hard worker and that stuff is contagious and a lot of people feed off that.

“I am confident that when he goes to Beloit he will have the same experiences and it will be just as rich as it was here at Bolingbrook. That is a testament to his family who raised him right. He is just a great kid and I am really proud of him.”

DEAR JOHN, I wouldn’t put money into a pension. For one thing, when you die after putting money into a pension, in most cases it dies with you. Number 2, when you put money into a pension, you’re going to get about a six percent rate of return in the current environment — maybe even as low as five percent. You’re not making much on it while you’re alive, so I don’t advise putting money in pensions. We let employers put money in pensions, if they want to.

That’s a nice benefit, but I wouldn’t add to it.

I would do a couple of Roth IRAs, and max those out. Then, max out whatever you’ve got at work that you own. Of course, when you’re vested in a pension, you own it.

That much is true. But still, I don’t advise adding to pensions, buying years up, or any of those kinds of things.

There are a few examples out

there where that kind of thing works mathematically to your benefit, but they’re very hard to find. Out of all the years I’ve been in this business, I can count on two hands the number of times I’ve seen it work out.

So no, I wouldn’t do more with a pension where you add to it yourself, especially at such a young age.

Why do you want people to pay off the debt with the smallest balance first, instead of the one with the highest interest rate?

COURTNEY DEAR COURTNEY, Simply put, because personal finance isn’t all about math. Personal finance is only about 20 percent math. The other 80 percent is behavior.

We list debts in the debt snowball in order of the smallest to the largest balance, putting as much as

possible toward the smallest while paying the minimum payments on the others. The reason, as I mentioned earlier, is behavior modification. It helps you see yourself making a dent in your debts.

It’s easier to change bad habits when you see quick results from your efforts to eliminate negative behaviors. Paying off the smallest debts first, instead of the debts with the highest interest rates, will give you quick wins that will help keep you motivated. It provides proof that you can succeed and become debt-free!

2 p.m. at Plum Creek Nature Center, Crete Township. Illinois Kite Enthusiasts will display synchronized kite dancing and 90-foot flying kites, with intermittent candy drops. Bring your own kite to join in the fun or make one in the nature center.

at Monee Reservoir. Sponsored by Cabela’s, the event is $10 per person and will have prizes for the most pan fish, biggest bass and biggest catfish.

p.m. at Isle a la Cache Museum, Romeoville. Experience 18th-century Illinois and connect the past with the present with interactive crafts, games, activities, live music and gifted storytellers. Food will also be available for purchase.

JUNE 17 Arts & Nature on the River. Noon4 p.m. at Four Rivers Environmental Education Center, Channahon. Stroll trails as you watch, listen and participate in a sampling of creative arts inspired by the natural world. See performances and demonstrations, and explore activities and exhibits.

AUGUST 5 Kids’ Fishing Derby. 7 a.m.-1 p.m.

at Monee Reservoir. Prizes will be awarded in three age categories for the largest fish, smallest fish and most fish caught. Open to ages 5-15, the derby is $5 per person.

AUGUST 19 Hummingbird Fest and Nature Celebration. 1-5 p.m. at Plum Creek

Nature Center. Thorn Creek Audubon Society will be on site, banding hummingbirds and recording important statistics. Attendees can also adopt a hummingbird, or try their skill at slacklining, tree climbing or cycling on the trail.
