Fountaindale approves tech improvements District hopes to complete mediascape tables by mid-May By laura katauskas BUGLE STAFF

The Bolingbrook Fountaindale Public Library board recently approved project improvements, upgrading technology and space.

Mediascape tables used in the library’s three Group Collaboration Rooms in Studio 300 will be converted to the latest technology that will simplify the system.

According to the district, these rooms are used by businesses, students and community groups for meetings and classes, making it easy for groups up to six to share content and collaborate.

The current mix of analog and digital equipment is out of date and out of warranty. ForwardSpace, the original vendor for the Studio 300 display technology and furniture, will be upgrading the equipment to a new all-digital switch that greatly simplifies the system while increasing the resolution of the screens at a cost of nearly $16,000.

“This new switch will better detect connected devices and scale readily, resulting in a better and more streamlined experience for our patrons,” explained Melissa Bradley, Communications Manager for Fountaindale. “Using cloud-based software, our staff will be able to troubleshoot the new digital hardware as needed, a feature we lack with the current analog components. Additionally, this conversion will update the connecting “pucks” to newer models with a lower failure rate and also extend our warranty for an additional three years.”

In addition, the library has begin reshelving its adult fiction section to better utilize space and categorize the area.

The library currently has a number of smaller genre

collections spread around the third floor, including science fiction and fantasy, mystery, African American and general fiction. The district plans to slowly interfile these collections into one alphabetical arrangement by author.

“One reason for making this transition is some authors write books across multiple genres,” said Bradley.

For example, Janet Evanovich writes both Stephanie Plum mystery books as well as popular romance novels which are currently shelved in two different areas. Also, some genres are difficult to determine. A book can be set on another planet which makes it science fiction but it may also include a murder mystery which makes it a mystery, explains Bradley.

“This can cause patrons to go back and forth between the two collections to try find their desired book. Ultimately, we are making this switch to make sure our patrons can find what they need as quickly and efficiently as possible,” said Bradley.

The district will continue to label its collection with different genre call numbers and stickers to help readers easily browse the shelves for the genres that are of interest to them. If patrons want to discover new authors in the genres they love, they can ask for assistance at the service desk or use Novelist Plus, one of the district’s free online resources that provides author recommendations among other services. Bolingbrook proposes balanced budget for fiscal 2016-17 By laura katauskas BUGLE STAFF

The village of Bolingbrook is proposing a balanced budget, with an estimated increase of 7.7 percent.

The increase is in large part due to the continued rise in pension costs, as well as road improvements and the removal and replacement of infected ash trees.

General corporate revenues are projected to increase by $5.3 million from the current fiscal year for a total of approximately $74.4 million. The total 2016-17 budget including all funds and interfund transfers is projected at approximately $142 million.

Taxes make up 88 percent of the general corporate fund’s total revenue. The total proposed levy amount consists of a 15 percent increase for a total levy of approximately $20.4 million. The bulk of this increase is to cover the jump in police and fire pension funding which increased by 32.8 percent or nearly $2 million over last fiscal year.

Four of the village’s six union contracts have expired and the remaining will expire this year. According to the village, the union and administration have not been able to agree on economic terms and are headed to arbitration with both fire and police. Boan points out that the village is now supporting dual payrolls; one for active employees

and another for retirees. Currently there are 111 active sworn police employees and 42 retirees; and 86 sworn firefighters and 35 retirees.

Total pension costs for 2016 are approximately $9 million; approximately $1 million for IMRF, $4.4 million for police and $3.5 million for fire.

Boan explains that property taxes were projected to increase to $23.8 million due to the increase in pensions, debt service and refuse removal. After careful review and direction by Mayor Roger Claar and staff, through a reduction of the corporate fund balance, interfund transfer and the elimination of some capital items, the staff will be recommending that the village abate part of the tax levy, setting the levy at $20.4 million, a reduction of $3.4 million.

Proposed capital expenditures include $291,000 for eight patrol cars; $282,000 for Bolingbrook Community Television; $982,000 for the fire department and an additional $900,000 to complete repairs at Fire Station #3. The village also has two pending projects waiting for state funds which include St. James Gate/ Joliet Road traffic signal and the Rodeo Drive roundabout. If the state does not fund, the village will have to incur the cost.

The village’s main source of revenue is sales tax, making up 40 percent of the general corporate fund’s total revenue with nearly $30 million; hotel tax, $2.1 million; gas tax; $3.6 million; restaurant/ liquor tax; $4.4 million; and state

income tax at $9.4 million.

However, Village Attorney Jim Boan said the state’s budget stalemate may affect the village.

“This year’s budget is based on state revenues remaining at the same level as currently being received. If a state budget is approved and has a negative impact, an amended budget may have to be adopted mid-year,” explained Boan.

The village also faces unfunded mandates based on decisions made at the state and county levels. The village will lose $100,000 a year in fees charged to residents for the use of a line item for 911, after the state called for a consolidation of statewide charges. The fee was reduced from 90 cents to 75 cents. The village also will have to pick up electronic recycling costs of about $100,000 a year since Will County stopped their electronic recycling program. Illinois mandates a reduction in the waste stream of electronics.

On the flip side, the village is predicting to see a 3 percent increase on the village’s EAV-the first increase the village has seen since the housing market began to decline. The village also projects Real Estate Transfer Stamp revenue to reach $5.2 million, a steady increase over past years with new construction activity. He points to positive signs of economic recovery with the addition of The Tapestry Promenade, Residence Inn, Fountain Square Development and Molto.

Lessening one’s load in the midst of a daily struggle can do wonders to lift a spirit, and the area residents are working to help one of their own.

A group of family and friends, William’s Warriors, have been coming together in support of Bolingbrook’s Harris family.

Described most as a happy-golucky young man, William Harris, born with down syndrome and intractable epilepsy continues to face new obstacles and medical challenges. At 14, he was diagnosed with acute lymphoblastic leukemia.

After more than two years of chemotherapy, bone marrow biopsies, spinal taps and medical setbacks, Harris conquered it all with a smile.

However, a result of the treatment, the chemotherapy has now left Harris with osteonecrosis, a permanent deadening of the bone and joints, leaving Harris wheelchair bound.

With the lack of state funding hitting too close to home, the Harris family has not been able to receive the assistance needed to make modifications to their home, say friends of the family.

“In addition to covering the cost of necessary modifications, the medical bills are staggering, and

therefore we are hoping, with all of your support, we can lighten their load. All they want is to continue offering the best care in the safest environment for William,” said family friend Kelly Johnson in promoting several fundraisers for William.

The Harris’ need a number of things in order to ensure William’s safety; the most immediate need is a stair lift to the second floor, a ramp leading into the house from the garage, an adjustable hospital bed and a handicapped accessible bathroom/remodel.

This past Friday, March 25, an event was held in Harris’ honor at Bar Louie, at the Bolingbrook Promenade, with nearly 200 in attendance, raising nearly $6,000.

Next is a Dine and Donate All-Day event, to be held April 5, at Little Pops, where 20 percent of all sales that day will be donated to the foundation when you mention Williams Warriors at the time you place your order. The group is encouraging those that may want their office to order lunch or have a pizza party with neighbors, to let them know to arrange an order in advance.

“One would not believe what the threeofthemareenduringphysically and emotionally everyday; their strength is incredible,” explains Johnson.

In its largest event yet, “Williams Jail & Bail” will take place Saturday,

April 23 at the Naperville Central High School Honor Garden/ front entrance. The group hopes to bring Naperville District 203 employees, students and the larger community together for a common cause. William’s mom, Jeanette, is the District Supervisor of Health Services and the staff is willing to go to jail for the family. William’s Warriors have set “warrants” for the arrest of various teachers and professionals that have touched William’s life. Bail is being set for the “cooperative criminals.” Their time in jail is $1 donation for one minute.

“We are trying to get the entire community behind William,” said Johnson. “Let’s all give them our support; they are scared, but ever so happy to be helping.”

On the day of the event, the jailbirds will serve their time and their fans, supporters can visit them during the visiting hours of 10 a.m. to 2 p.m. where concessions and raffles will be held.

9 Valley View freshman admitted no-cost college education program Nine Valley View School District 365U freshmen have been admitted to the Give Something Back Foundation’s pre-funded scholarship program.

The VVSD awardees (current high school freshmen) for the Give Something Back Foundation Scholarship are Damian Contreras from Romeoville High School and Bolingbrook High School’s Daasebre Appah-dankyi, Jose Carrillo, Daniel Dempsey, Mayra Hernando, Carolina Huerta, Citali Najera, Alanis Rivera and Jennie Velazquez.

Each student has been given an opportunity to attend Lewis University, University of Saint Francis or Blackburn College at

no cost when they graduate from high school.

“The students selected will participate in activities throughout high school that will prepare them for college,” said GSBF Executive Director Steve Cardamone. “Each student also is given a mentor.”

Give Something Back Foundation (GSBF) was established in 2003 through the generosity of former Lockport resident Bob Carr who wanted to give back to his community by helping students who were committed to excellence complete a college degree. Today students from 21 high schools in Will County are eligible for the award.

‘Great education’ at RHS helped put Romeoville dentist on right career path

“You can be whatever you want to be. Just find something you have a passion for.”

That’s what Romeoville dentist Paul Singh told Romeoville High School students during a visit arranged through the Romeoville Chamber of Commerce Education Committee.

“I received a great education here,” the Romeoville High Class of 1987 graduate told students.

“My teachers here inspired me. I hope you have teachers that inspire you.”

The fact is, the Independence Elementary School and Jane Addams Middle School graduate loved Valley View so much that he named his dental practice after the school district. Valley View dental has offices at 441 N. Weber in Romeoville and in Naperville.

Singhhelpedstudentsunderstand what it takes to carve a career in the dentistry field, pointing out the importance of good customer

service and the ability to interact with other people.

“Talk with people. Learn from people, not the internet,” he said.

“With cell phones, it’s so easy to be distracted. And if you spend a lot of time on the internet, you’re not going to develop the soft skills you need.”

Becoming a dentist, Singh said, takes a lot of work and up to 10 years of schooling after high school.

“But it’s worth it. Your income will be higher,” he added. “The more degrees you have, the more income you have. In this day and age, a high school education is not enough.”

The best high school courses for any career in the medical field are chemistry, a lot of math, a lot of science, and physics, the dentist pointed out. Plus these days some art, speech and computer programming classes would help as well.

And never stop learning, he added.

“Pay attention. Education is a lifelong process. Even now, 15 years later, I still go to classes.”

Singh was the first in a series of Romeoville Chamber of Commerce members who will come to RHS to talk to students about their careers.

RHS students also combined for over 30 different “Competency Awards” in the categories of Role Plays, Content Exams and Economics Exams.

students made the stage with top ten finishes: senior William Ogunbuyide in Automotive Services Marketing and freshmen Erica Neal, Benz Hoffmeyer and Payton Eken in Hospitality and Tourism Operations Written Event. The freshmen wrote a 25 page research paper about the

restaurant group “Lettuce Entertain You” and presented their findings to the judges to receive the top ten finish. BHS earned 38 Competency Awards issued to students who scored 70 percent or higher on their Economics, Product Knowledge or Role Play tests.

What would make your medicines cheaper?

That’s a question Americans are asking every time they go to the pharmacy and find the price of a maintenance drug they’ve been taking has doubled or tripled, or that a new medicine, like one of the new diabetes drugs, their doctors have prescribed is beyond their means.

Increasingly the answer from the drug industry, which pretty much can charge whatever it wishes, is more patient assistance programs that come in the form of coupons, co-pay cards, or vouchers to help people buy their drugs.

People needing help can also apply directly to a pharmaceutical company, and if their income is low enough, the company simply sends a supply of medicine to their home or doctor’s office. How many times have you heard on TV that AstraZeneca can help?

The coupon, co-pay route to helping patients is easiest to understand. The industry calls the coupons “pay-nomore “ cards telling patients they will pay no more than $50 or $100 for a prescription. Discounts vary by the type of drug.

Some work like airline loyalty programs: Buy so many drugs and get the next one free.

E-vouchers are more complicated and hardly transparent. A pharmacy sends a prescription to a middleman vendor. The vendor works with the drug company to figure out how much of the patient’s cost sharing that’s required by the insurer it will pay on the patient’s behalf. Rules and amounts patients receive vary depending on the kind of drug.

Andrew Pollpeter, a senior principal with the Amundsen Group, an IMS Health Company, told me the company sets the amount of the voucher, and the patient doesn’t know much about it. But, he said, “they are happier when they see a lower copay.”

right? It may not be in the long-run.

Recently the Oversight Committee of the House of Representatives held hearings on the high price of pharmaceuticals. It found that one company tried to divert attention from the high price of its drugs by publicizing its patient assistance programs.

Committee member Eleanor Holmes Norton (D-D.C.) was blunt when she questioned one company executive who was testifying. “In other words, instead of keeping the price so it could be purchased by patients and hospitals, you went to patient assistance programs to try to obscure the price.” Holmes Norton got the point: No matter the kind of assistance program, the underlying price of the drug remains high.

Patient assistance programs are nothing new. Several years ago I sat next to a drug company executive at a dinner and asked him why his company made it so hard for poor people to qualify for assistance.

(The requirements can be difficult to meet.) He replied that if the company were more generous, it would hurt the bottom line.

The bottom line is still allimportant, but today drug makers have a PR problem. They need to appear more benevolent. There’s genuine public backlash against their companies’ pricing strategies, and Congress is asking questions.

By becoming more “patient centric,”

a word they use to describe their marketing path, they look like good guys while keeping prices high and profits up.

Drug companies have another problem patient assistance programs aim to solve. Large numbers of patients are not taking their medicines as their doctors ordered, either because they can’t afford them or because the medicines make them sick. No matter the reason, it translates into lost sales.

Stats from the IMS Institute for Healthcare Informatics show that only 25 percent of patients with drug deductibles will most likely still be taking their brand name drugs after six months compared with 40 percent in plans without such deductibles.

The rate at which patients don’t pick up with meds at the pharmacy is 60 percent higher for new patients with brand drug prescriptions and drug deductibles than those who don’t have drug deductibles.

“If patients walk away, they frequently don’t come back with an alternative prescription,” says Pollpeter.

According to Matt Lamkin, an assistant professor at the University of Tulsa College of Law who studies this issue, drug companies believe “they are leaving billions on the table” when patients don’t take their pills. Trying to help more people stay on their meds “reframes the goal of boosting sales as a goal of public service,” he told the health news site STAT. Transforming drug companies from bad guys to good guys with the magic of PR will help some patients get cheaper medicines and no doubt boost sales. It will do little to get us out of the big-picture jam. Drug prices are still too high and out of reach for too many Americans.

winner Benet’s Doyle wins Player of Year honors for 2nd time

After winning the state championship last year, Benet was mostly an afterthought this year, despite returning the 2015 Voyager Media Player of the Year, Kathleen Doyle.

However, thanks in large part to the Nebraska recruit, the Redwings stormed through the regular season en route to a No. 1 sectional seed.

Then in the playoffs, Doyle took her game and her team to an all-new level, leading Benet back to state after a game-winning basket in the final seconds of the supersectional against Edwardsville.

Doyle was up to her old tricks again at state, matching a career high with 31 points in the semifinal and then breaking 20 points in the championship, leading her team to a repeat.

For all of her accomplishments this season, Doyle is also the repeat Voyager Media Player of the Year.

“I think my team just looked to me more this year,” Doyle said.

“We lost our two big scorers from last year. We all had to fill in scoring and I think that was the biggest difference.”

“Virtually every game we play, she is the best player in the gym,” Benet coach Joe Kilbride said. “Even when she has a bad game, she is the best player in the gym. She is special.”

On top of being one of the top defenders in the state, Doyle led the Redwings in scoring, assists and steals, and was second in blocks and rebounds.

She finished her career with more than 1,500 career points. As a senior she averaged 17 points, five rebounds, four assists and three steals per game.

Nicole Ekhomu Ekhomu, a senior from Joliet Catholic, averaged 22 points, 4.9 assists, 6.1 rebounds and 3.1 steals per game. She is a Florida State commit.

“Nicole was our equalizer against any team that we faced,” JCA coach Nick Leonard said.

“We knew that she had the ability to keep us in any game if not win every game. She gave our team a sense of calm which allowed our girls not to lose focus because

He defense helped our team in many facets. She is the most talented player I have ever seen and just feel fortunate that I had the opportunity to coach her for one year.”

Jaida Green Green, a Penn State recruit, capped her career with Downers Grove North averaging 17.6 points and 7.4 rebounds per game with 54 steals and 63 blocks.

Hennessey Handy Plainfield Central senior averaged 18.1 points per game, 5.9 rebounds, two assists and 2.2 steals.

“Hennessey was the focal point of our opponent’s defensive game plan on a nightly basis this past season,” Central coach Gregg Bayer said. “Our team relied on her to do many things for us this season (be a scoring threat, primary ball handler at times, and defend one of the other teams’ best players each night).

As you can see with her stat line, she is a well-rounded player who can contribute to a team in a multitude of ways. Her greatest strength is attacking the basket where she has the rare ability to draw multiple defenders and make the correct basketball play.”

Second team Brooklyn Bachmann Minooka junior was the floor leader of the team from the point guard position and led the team in scoring at 15.5 points per game.

She also shot 73 percent from the foul like and had 83 assists.

“Brooklyn’s ability to score in so many ways makes her such a dangerous offensive weapon,” Liberatore said. “We have won 60 games the past three seasons with Brooklyn as our starting point guard and her quickness makes her attractive to college basketball coaches.”

Monica Barefield A senior from Joliet Central, Barefield tallied 19.3 points per game, 62 assists, 65 3s and 54 steals.

“Monica earned a spot on Romeoville’s and Oswego East holiday tournaments,” Joliet Central coach Brian Reed said. “She was SWSC all-conference pick and co-mvp this season. Monica plans on attending Alcorn State next year.

Monica was one of the best guards in the SWSC, which is one of the toughest conference in the state.

The bigger the game the better Monica played, she was a pleasure to coach the last two seasons, and may her success continue at the next level.”

In games where teams keyed on her as well she would be the first to share the ball and often have five assists in those games.”

Elise Stout A two-time state champion from Benet, Stout, a senior, averaged 13 points, four rebounds, three assists and two steals per game.

She shot 53 percent from two, 40 percent from three and 80 percent from the foul line.

“Annie was our guard, forward and center,” Westmont coach Matt McCord said. “She led us in assists. In our sectional victory over Beecher, she scored her 1,000 career point. Annie had the ability to rebound a shot and the speed to score at the other end on a break.

In the majority of our losses, Annie was either hurt, fouled out, or double teamed by opponents. In all my years of coaching, I have never had one player who was most influential to a team’s success.”

Her consistent performances meant a great deal to our team as everyone knew exactly what they were going to get from Riley on a daily basis.”

She aggravated a shoulder injury that saw her miss three weeks, but never once asked to come out of the game. She made big plays while holding down one of the most prolific scores in the state under

her average. Her toughness can be equaled by her skill. She plays with such poise and confidence, I felt comfortable every time she had the ball. She would do anything to help the team win: Make a big shot, make the right pass, shut down an opponent on defense. She was our emotional leader and her work ethic influenced our team to play harder, especially when she was injured.”

This season, she finished the season averaging 10 points, seven rebounds, two assists and two blocks per game.

She shot 51 percent from twopoint range and 46 percent from three.

Jnaya Walker A transfer from Joliet Catholic Academy, the Bolingbrook junior finished the season with 10.5 points per game, four rebounds per game, 53 assists and 56 steals.

“Jnaya Walker re-established herself as a player who can do many things on the court from scoring to rebounding, dishing out assists and playing defense,” Smith said. “I look for her senior season to be great.”

Planning for college with ESAs and 529s Stay away from state 529 plans that are prepaid tuition Dear Dave, We have two daughters, and we’ve started thinking about financial planning for college.

What are the differences between an Education Savings Account and a 529 plan?

John Dear John, I’m glad you’re thinking ahead and planning for the future. Here’s a quick overview of the two.

The Education Savings Account is limited to $2,000 per year, per child.

It has complete flexibility, meaning you can invest it in whatever you like and you can move it—roll it over—to another one if you don’t like that mutual fund, as an example.

I use that example because I recommend using good growth stock mutual funds and that you do this for the first $2,000 invested per year.

There are several types of 529 plans, and there’s only one that I would recommend. It’s the kind that has complete flexibility, where you control the investments. Some states have 529 plans that are prepaid tuition, and I never recommend those.

You don’t want the state managing anything for you, because you won’t get anywhere near the returns you’d get if you managed it yourself.

Other types of 529s lock you into a certain kind of investment the whole time, or they move the investment based on the age of your kid. I don’t want anybody doing that crap. I want you controlling your money.

Most of the 529s vary somewhat from state to state, but the majority have flexibility that allows you to control the investment while contributing up to $10,000 a year.

Both those and the ESAs grow completely tax-free on the growth as long as they’re used for higher education.

They can also be transferred to a sibling if the kid doesn’t go to school, so a little brother or sister can use the money.

If they get scholarships, make sure you keep up with the value of these. You’ll be allowed to

withdraw that amount and refund yourself for the scholarship amount without penalty or taxes on the amount withdrawn.

In short, both the ESA and 529 are fine ways to save for college.

Just make sure if you’re doing a 529 that you choose the kind you control from top to bottom!
