Enterprise Zone expanding in Romeoville State act rewards businesses located in a specific area with exemptions, tax credits and other incentives

As a member of the Des Plaines River Valley Enterprise Zone, Romeoville is joining its partners in expanding the zone to include additional manufacturing.

The Des Plaines River Valley Enterprise Zone, which includes Romeoville, Joliet, Rockdale, Lockport and Will County is an endeavor encouraged by the State. The Illinois Enterprise Zone Act defines an enterprise zone as a specific area designated by the State in cooperation with local government to receive various incentives and other benefits to stimulate economic

Register now for Oct. 15 Heart Haven Hustle Registration is underway for the annual USATF certified Heart Haven Hustle 5K run/walk & Community Charity Challenge scheduled to kickoff at 8 a.m. Sunday, October 15, just outside Bar Louie at The Promenade Bolingbrook.

The course passes through the Promenade, down Janes Avenue, and through the neighborhoods before returning to the mall.

Neighborhood residents are being encouraged to cheer on the runners as they wind through the neighborhoods.

Heart Haven Outreach (H2O) is looking for participation from all sectors of the community and is giving community organizations an opportunity to raise funds for their own organization through the “Charity of Choice” program by signing up online at www.hearthavenhustle.org.

To avoid lines and insure participation, pre-registration is strongly encouraged. The regular rate is $30 per participant, available online through Oct. 12. Race day registration will open at 6:30 a.m. at The Promenade Bolingbrook, but the price for race day registration will go up to $35.

Registration includes a moisture wicking long sleeve shirt, goodie bag, pre and post-race refreshments, and finisher ribbons.

Music, continuous raffles, and an awards ceremony recognizing the top finishers at 9 a.m. are scheduled. In addition, an optional post-race buffet breakfast will take place at Bar Louie, available to participants and their supporters for $12 per person. The breakfast will feature scrambled eggs, bacon, french toast, assorted fruit, pota-

According to the act, businesses located or expanding in an Illinois enterprise zone may be eligible for a number of incentives with such exemptions for taxes paid on building materials, investment tax credits or utility exemptions.

Recently, a few projects came before the Des Plaines River Valley Enterprise board, including Rock Run Crossing, which is being asked to be added to the zone, adding .4 square miles and Ecolab, an existing member, asking for an additional .2 square miles.

Manager Dawn Caldwell said both projects are fully supported by the Enterprise Zone Board but because it does leave little room for expansion of further projects, the board is amending the original area to expand by up to 15 miles.

Romeoville Mayor John Noak pointed out that any benefits the businesses would receive come from the State.

“These are good, worthwhile projects and it is nice to see them expand in the region, we are happy to support them,” said Noak.

Trustee Joe Chavez agreed.

“It’s nice that the state has this and that we participate in it; this helps this area grow and the State gives the discounts,” said Chavez. “There are 71 businesses in the zone—that’s impressive.”

Students’ scores making steady progress General outlook shows positive growth, with notable trends in elementary math and middle school English language arts

Preliminary results based on state assessments show positive growth and achievement for the Valley View Community Unit School District through its core belief that every child can learn despite obstacles still at the root of its own accountability as a district.

In an academic update, school administrators shared its perspective on Partnership for Assessment of Readiness for College and Careers (PARCC) and SAT state assessments.

Superintendent James Mitchem believes the success of the district comes from its core values, referring back to the “new view” put in place a few years prior, placing an emphasis on the ability of every student’s ability to learn despite

any variables, be it socio-economic status, race, gender or culture.

“I want to commend the team work done over the years to get us to the place,” said Mitchem. “I’ve often said that it took the storm before the quiet. We have weathered the storm and are now beginning to see the quiet for the district.

We keep a constant eye on beliefs and values which gives us the right mindframe to continue growth and achievement.”

Within its PARCC assessment, which gauges college and career readiness, given to third through eighth graders, the general outlook shows positive growth, with notable trends in elementary math and middle school English language arts.

In one perspective, comparing class levels from 2016 and 2017

(different students each year) gains have been made in the majority of levels; though a few red flags for 6th and 8th grade math and 5th grade English language arts.

“Our students are performing, and overall these results are celebratory,” said Karen Flores, executive director of assessment for grades 6-8. “Though we will not ignore that we need to further diagnose the needs in math more effectively. What we are hearing is that it goes back to basic math skills, that need to be corrected...So we have many pockets exceeding in growth and we also will recognize that some development is needed.”

Another cause for celebration is the level of achievement students are showing when students are tracked from one year to the next.

“When looking at the same students we have a tremendous amount of celebration that is apparent in our scores in both subject areas,” said Adam Hurder, executive director of assessment, pre-k through 5.

Nearly all cohorts improved from

one year to the next in each subject. (3rd to 4th grade math, while a decline, showed nearly double digit improvement this year compared to average growth at the state level.)

A cohort is a group of students who progress through the grade levels within the same school or district.

Hurder said the good news is that the decline still shows improvement as a district over last year; however admittedly that number is still not acceptable and will be a heavy focus in fourth grade surrounding math.

Student growth in Valley View exceeds that of the State in 9 out of 10 cohorts; in English language arts, 5 out of 6 grade levels improved year over year; 5 out of 5 cohorts improved over their prior achievement; 5 out of 5 cohorts increased college readiness at greater rates than the State; Grades 7 and 8 both achieved and grew at higher rates than the State Math; 4 out of 6 grade levels improved year over year; 4 out of 5 cohorts improved over their prior achievement; 4 out of 5 cohorts increased college readiness

at greater rates than the State;and grades 3 and 7 both achieved and grew at higher rates than the State.

“We see the progress of our students everyday due to the hard work of our educators and this is just one of the quantifiable measures we use to measure success,” noted Rachel Kinder, assistant superintendent.

Last year also was the first year that the SAT was given to 11th graders as opposed to the ACT, giving the district its first baseline to begin assessments for reading and math. The district sits behind the State in benchmarks and will rely on the data assessment to allow the district to focus where its needs lie.

The district intends to use the SAT suite of tools for 8th to 11th grade to track growth and career and college Readiness finding that initial data points correlate from PARCC to SAT. “It’s really exciting because we are seeing that we are maintaining a course that is steady and that is right and that it is impacting our students,” said Flores.

WILL COUNTY FOREST PRESERVE DISTRICT

Trail bridge erected at Whalon Lake Bi-county trail connection will provide a safer passage for path users trying to get from one preserve to the other

A DuPage River Trail bridge was recently erected at Whalon Lake as work continues on a floodwater diversion channel being built at the preserve.

During a flood, the diversion channel will carry water from the eastern branch of the DuPage River to the 80-acre lake, which is part of a 249-acre preserve of the same name that is split between Bolingbrook and Naperville. Both the lake and the diversion channel will hold and slowly release the water back into the river through existing twin box culverts at the southwest corner of Whalon Lake.

“The channel is not designed to take 100 percent of the flood flow from the river, but instead begins filling when the river hits a certain flood stage,” said Ralph Schultz, the Forest Preserve’s chief operating officer. “The lake was de-

signed to accommodate a 10-foot rise in water elevation.”

The work began in July and is being performed by V3 Companies on behalf of Elmhurst-Chicago Stone Co., which already pumps groundwater from the adjacent quarry into Whalon Lake, the Bolingbrook Park District’s Hidden Lakes Trout Farm and the DuPage River.

Plans for the water diversion channel date back to the 1990s when the Forest Preserve acquired the depleted Barbers Corner Quarry, which had been excavated since the 1960s, and converted it into Whalon Lake.

Plants, fish and fill material were added to the lake and it took a couple of years to fill with water before it opened in 2008 for public use as a recreational body of water.

“Elmhurst-Chicago Stone was also required to make improvements to that drainage to improve water quality and aeration as part

of the original agreement from the 1990s,” Schultz said.

A small portion of the DuPage River Trail section that loops around the lake has been closed since Sept. 18 as a result of the drainage channel construction and bridge installation. The trail is expected to open in a few weeks.

In addition to paying for the drainage channel and bridge, the quarrying company is helping to pay for a 1.25-mile extension of the DuPage River Trail that will be built along Royce and Greene roads. The trail extension will connect Whalon Lake to the Greene Valley Forest Preserve, which is owned by the Forest Preserve District of DuPage County.

The bicounty trail connection will provide a safer passage for path users trying to get from one preserve to the other, and will help fill gaps in the planned 40-mile DuPage River Trail, which will ultimately stretch from northern DuPage County to Channahon in southern Will County.

After missing the playoffs last season, Bolingbrook is back in the mix after beating Lockport

Last season, Bolingbrook missed making the IHSA playoffs for the first time since 1991 - so getting back this season was all but a must for the Raiders.

That goal was accomplished with a 42-21 win over Lockport last week in a game that was no where near as close as the score sounds.

“This win means so much to us,” said senior defensive tackle lineman Dashaun Mallory. “Last year ruined the streak and this year was a new era and we just wanted to get back.”

The Raiders left little doubt if they would become playoff eligible after putting up 35 points in the first quarter.

Last week, running back Quentin Pringle ran for 421 yards and this week it was all on the arm of

quarterback Anthony Vespo, who tossed four TD passes in the opening frame as Bolingbrook came out in empty backfield sets from the gun, catching Lockport off guard.

“They have some special athletes. We didn’t expect them to really come out in empty in every play,” Lockport coach Dan Starkey said. “It turned into a seven-onseven and they really have some special athletes that beat us out on the perimeter and got behind us. We practiced some against it, but we were a little outmanned in space.”

Vespo finished 11-of-14 passing for 315 yards to go with his four TD tosses.

Flyers announces first-ever lacrosse coach Lewis University Director of Athletics Dr. John Planek announced on Oct. 2 that Kirk Lamitie will be the first women’s lacrosse coach in Flyer history.

The inaugural Flyer women’s lacrosse season will take place in the spring of 2019.

“We looked for someone who had experience in starting a program and someone who could help strengthen our recruiting ties in the Chicago area while at the same time increase our recruiting base,” Planek said. “Kirk Lamitie has that experience and will be able to help us forge a successful lacrosse program at Lewis.”

Lamitie, who coached the Chico State women’s club lacrosse team as an undergrad (2001-03), is eager to begin his tenure in Romeoville.

“I’m extremely excited for this opportunity to start (the women’s lacrosse) program at Lewis University,” Lamitie said. “The dedication to the student-athlete both on and off the field is a testament to the University and how they promote respect and leadership through focusing on the person as a whole rings true to the success of (the athletics department).

“I look forward to ushering in a

new group of student-athletes to the Lewis University family.”

Lamitie is no stranger to brand new programs as he was the head women’s lacrosse coach at Illinois Institute of Technology in Chicago for the past four seasons (2014-17), including its inaugural campaign in 2014.

During his tenure, Lamitie took a winless squad in 2014 and parlayed that into a mark of 15-2 in 2017, including a share of the Midwest Women’s Lacrosse Conference (MWLC) Regular Season Championship. In 2016, the Scarlet Hawks finished with a record of 13-4, earning Lamitie MWLC Coach of the Year accolades.

In all, Lamitie has mentored 11 All-MWLC performers, including 2017 Midfielder of the Year Madison Meredith and 2017 Co-Attacker of the Year Alyssa DeLuca.

SOCCER Lewis University sophomore midfielder Timm Adler (Frankenthal Rheinland-Pfalz Germany/Karolinen-Gymnasium Frankenthal) converted his second game-winning tally of the weekend as he scored the golden goal in the 94th minute to push the men’s soccer team to the 1-0 (OT) win over Bellarmine Uni-

versity in a Great Lakes Valley Conference match-up at Lewis Stadium on Sunday (Oct. 1).

Adler also broke a tie in the 82nd minute in Friday’s 2-1 win over Southern Indiana.

The victory extends Lewis’ winning streak to four matches and improves the Flyers’ record to 7-3 overall and 6-2 in GLVC action.

The Knights drop to 5-4 on the campaign and 3-4 in conference play. The winning streak is Lewis’ longest since the 2013 campaign.

Bellarmine outshot Lewis, 1411, including a 6-3 advantage in shots on goal.

Lewis senior goalkeeper Philip Huang (Flossmoor, Ill./Homewood-Flossmoor) made six saves to earn his third shutout of the season.

• The Lewis University women’s soccer team extended its opponents scoreless streak to nearly 240 minutes, as the Flyers and Bellarmine University ended in a 0-0 (2 OT) draw in a Great Lakes Valley Conference match-up at Lewis Stadium on Sunday (Oct. 1).

Lewis and Southern Indiana battled to a scoreless tie on Friday.

Bellarmine outshot the Flyers, 22-16, and held a 10-3 advantage in shots on goal.

Lewis freshman forward Cali Havelka-Vanderplow (Hinsdale, Ill./Hinsdale South) accounted for four of those shots and had one attempt on frame.

With the tie, Lewis is now 4-42 overall and 3-3-2 in GLVC play, while the Knights move to 3-2-3 on the campaign and 2-2-3 in conference action.

Spartans get educated

The Minooka Indians earned their fifth win of the season and a likely trip to the post season after cruising past Romeoville 3812 Friday night overcoming four turnovers in the win.

“It wasn’t pretty but we got the win and I suppose that is all that counts for the moment,” said Indian head coach Terry Combs as the teams shook hands at midfield. “We shot ourselves in the foot with untimely penalties and the fumbles tonight. A win is a win but if you’re a playoff team these mistakes don’t happen. We will get back to work Monday and clean this up before we see Joliet West.”

The Indians pounded the ball all night with their running game which was highlighted by their misdirection plays that got their runners to the edge of the Spartan defense for big gains.

Minooka opened up a 31-0 lead by halftime finishing the game with 458-yards of offense but struggled with four fumbles on the night losing three of them.

Senior tailback Owen Kapple uncharacteristically fumbled three times, twice in the first half ending lengthy drives.

For Romeoville, their offense was held in check until late in the game when they got a late score.

The Spartan offense could only muster 87 yards of rushing with 39 passing yards against a

stout defensive front for the Indians.

Romeoville senior Sir Muhammad provided a spark late in the third quarter with a 40-yard pick six to get some points on the board but it was one of only a couple highlights for Romeoville on their homecoming night.

“We had our mistakes tonight and to beat a 4-1 team we have to play our perfect game which we didn’t,” said Spartan head coach Oliver Gibson. “They say you learn more from your losses than your wins and this season is like getting a Harvard education to that fact. We are learning a lot and that is we need to tighten up the screws on both sides of the ball if we want a positive outcome.”

BY GENE POLICINSKI WASHINGTON – The power of the press rests in the ability of journalists to hold government accountable, to mobilize public opinion on matters that are important to individuals, communities or the nation, and to provide necessary information of value.

Notice in those words not a mention of celebrity content, mobile devices nor “aspirational” reportage that feels good without doing any good.

But also notice in those words the key to the future for newsrooms across the nation: A visible role in the daily life of the nation rooted in real benefit and sustained credibility.

Newsprint may not be the medium-of-choice today for many readers, and perhaps certainly not the one for the desired next generation of readers.

But the news organizations behind what certainly will be a blend of printed and electronic pages must be again the mediums-of-choice for that group, whether they be thoughtleaders in society, officeholders in government or voters.

The nation – our audience – needs facts, presented clearly, accurately and completely.

For those who are help rapt by the comings and goings of the Kardashians and turn away from discussion of policy in the Keystone Pipeline System debate: Well, perhaps it’s time to say “goodbye” and leave them to vacuous talking heads, unreal “reality” shows and the assortment of cable TV geek-fests that offer a chance to feel superior just by sitting on a sofa.

“Targeted circulation” indeed.

Let’s leave behind the prideful ignorant who proclaim little faith and demonstrate even less actual consumption of news, and target those readers and users who want news and data and informed decisions – and who will pay a reasonable fee to

get it.

Ok, not as easy to gather in and report out as feature items and single-interview chats. It means bucking the system to place journalists in seats where daily decisions are made and social issues discussed – from City Hall to church pews.

It means bringing the news of the day in new ways, but with the same old standards that separated opinion from fact, news pages from editorials and commentary from reporting.

The Newseum Institute’s latest State of the First Amendment national survey, published on July 4, showed that 70% of respondents disagreed with the statement that “overall, the news media tries to report the news without bias.”

To be sure, the change of bias has been leveled at journalists since the nation began – and was, in fact, welcomed by many in the first “journals of opinion” and later by media moguls making no pretence at publishing anything but “news” filtered through their own views.

But over time, and by dint of the hard work and credible reporting by tens of thousands of journalists – in newspapers, and later in radio, television and now online – readers, listeners, views and users gave their loyalty to news operations that brought them what they needed.

As emotional as one can be when waxing about ink-on-newsprint, it was the information that was printed with that ink, on those pages, that made newspapers strong and powerful – and that information was the stuff – not the fluff – of life.

Of course there is room for entertaining, uplifting stories and reports on that part of the day that makes us chuckle, smile or simply shake a head. But editorial decisions ought not to start and end there.

“Click-bait” ought not to squeeze out real debate.

“Metrics” ought not to rule over meaning.

And the challenge in thorough reporting on the county’s budget next year ought to mean finding a new way – perhaps through the new studies of gaming technology as applied to news reporting – of telling a complex story.

Decades ago, USA TODAY showed us how color weather maps and national sports rankings could be fun while still bringing needed information to commuters, gardeners and golfers – and while also reporting on AIDS, national security issues and unsafe military vehicles.

Consider that most news today still originates with mainstream media – and that the value for those aggregators was simply in finding a new way to package and deliver the content.

A simple text-and-photo site called Craig’s List wreaked havoc on the financial underpinnings of a massive industry just by finding an easier way to post and peruse the same information.

Cannot we collectively continue to find such innovation within newsrooms as well?

Journalists have learned many hard lessons over the last two decades: Nobody really loved us because of our nameplates, innovation was not just a good idea but a daily consideration on survival, and we no longer are the gatekeepers anymore between news makers and news consumers.

But in those tough, even brutal, decades, we’ve also discovered how to make our pages come alive – literally, via the Web – and found new ways to know about and be in contact with those interested in news and information.

To the old axiom about being “Clear, concise and accurate” those who have survived have added “responsive.”

The power of the press was, is now, and will be in the future, bringing consumers the news they need – and having the fortitude to seek and report the news they don’t even yet know they need, but will.

Ignorance and apathy is the challenge.

Credibility and necessity are the means to overcome those challenges.
