N

iles native edward Zawilla, who served in the u.S. Marine Corps until August 2015, received a key to the City during the oct. 27 meeting of the village of niles Board of trustees.

Mayor Andrew Przybylo said the village wanted to recognize him for his service to the country and, by extension, the niles community.

The mayor said the former marine was an example of unambiguous heroism in a morally gray world.

According to a proclamation issued to mark the occasion, Zawilla is a son of Niles Police Department officer

Marijo Zawilla. He enlisted in September 2010, earning the rank of sergeant as a Military Occupational Specialty Intelligence Analyst. He served in Afghanistan between August 2011 and December 2013.

Communities authorize study on alternative water delivery method Morton Grove, Niles approved study of new plan

The Morton Grove and Niles village boards unanimously approved a study that could potentially allow the two villages to get water from Evanston without building as much new infrastructure as originally expected.

In June, the two villages officially began negotiations with Evanston.

Earlier studies suggested that in order to get water to Morton Grove and Niles, the two villages would need to build new pipes that would connect to existing Skokie-Evanston pipes along Oakton Street.

Park Ridge had considered joining Niles and Morton Grove, and the city council’s committee of the whole agreed to vote in favor of joining the negotiations at an

upcoming meeting.

On Oct. 15, Park Ridge City Manager Shawn Hamilton received an email from Bill Balling, a consultant that has been advising the two villages in negotiations, indicating that Morton Grove and Niles were investigating an alternative water delivery method.

If implemented, this method wouldn’t be able to provide water to Park Ridge.

As previously reported by the Bugle, both Hamilton and Park Ridge Action Mayor Marty Maloney expressed concerns about the news, noting that Morton Grove and Niles representatives never told them the alternative water delivery was even on the table. Hamilton said that when he followed up in the email, Balling told him that he wasn’t at liberty to discuss any details. The city council ultimately decided not to join the negotiations until it had more information about the alternative delivery method.

Niles village board approves neighborhood map

The Niles Village Board approved the village’s first official neighborhood map during its Oct. 27 meeting.

The idea was originally proposed by Mayor Andrew Przybylo during the Jan. 7 meeting of the Niles Economic Development and Neighborhood Renewal Commission.

He described it as a way to encourage community pride by giving different parts of Niles distinct neighborhood identities. The first draft of the neighborhood map was presented to the commission during the May 15 meeting.

While the neighborhood boundaries remained the same between drafts, some of the names were changed. For example, the section of Niles located west of Maryhill Cemetery was originally dubbed “Glenwood Estates,” but its name was changed to “Ransom Ridge” in the final version.

During the meeting, Przybylo said this is just one of the examples where the village got creative with naming. The “Ransom” refers to Our Lady of Ransom Catholic Church, while “Ridge” refers to the neighborhood’s proximity to Park Ridge.

Przybylo reiterated that he hoped that the neighborhood map would bring the community together. He added that he thought it would be a useful marketing tool for real estate sales.

“In life, there are a lot of shades of gray,” he said. “But what you did – there were no shades of gray. It was clear black and white.”

Moratorium on cannabis dispensaries, gun shops extended Moratorium originally put in place in October 2014 The Niles Village Board voted unanimously to extend its moratorium on gun shops and medical cannabis dispensaries until Oct. 25, 2016.

The moratorium was originally put in place in October 2014 because the Niles Plan Commission and village officials were in the process of developing a new zoning code.

Both types of businesses have proven controversial, and the village board wanted to give

the commission time to sort out the issues involved.

While the commission has made significant progress in developing the zoning code, it wasn’t finished before the original moratoriums were scheduled to expired.

As with the original moratoriums, the resolutions specify that, if the new zoning code is passed before Oct. 25, the extensions would automatically expire once the new code takes effect. Like the original moratoriums, the extensions are not retroactive and would not impact the Sportsman’s Club gun shop and firing range.

Area man guilty of attempting to support ISIL A Bolingbrook man pleaded guilty Thursday to a federal charge of attempting to travel overseas in order to join the Islamic State terrorist group.

Mohammed Hamzah Khan, 20, pleaded guilty to one count of attempting to provide material support to a foreign terrorist organization. The organization

is identified in a written plea agreement as the Islamic State of Iraq and the Levant.

Khan, a U.S. citizen from southwest suburban Bolingbrook, faces a maximum sentence of 15 years in prison. U.S. District Judge John J. Tharp Jr. did not immediately schedule a sentencing hearing. A status

Khan has been detained in federal custody since he was arrested Oct. 4, 2014, at O’Hare International Airport by members of the Chicago Joint Terrorism Task Force.

According to the plea agreement, Khan began using the

Internet no later than February 2014 to obtain introductions to ISIL members in Syria and assistance with traveling there to join the terrorist group.

The plea agreement states that Khan spoke with ISIL members to coordinate the logistics of his admission into ISIL-controlled territory.

Khan admitted in the plea agreement that he knew ISIL had been designated by the U.S. as a foreign terrorist organization.

Upon arriving in Syria, Khan intended to work under the direction and control of ISIL and be required to take any assignment ISIL gave him, according to the plea agreement.

In October, we celebrated National Disability Employment Awareness Month, a time for us to learn about the many and varied contributions of workers with disabilities; a time to focus on an individual’s abilities and gifts; and a time special voices when we educate our with Daniel communities about Smrokowski how companies should see us as individuals who bring our individual skills and gifts to the workplace.

Take for example, one of my employers — this newspaper. In January 2014, the Bugle hired me as both a freelance reporter and a columnist. They recognized my skills as a journalist and didn’t see my disabilities as a barrier.

This is one of many recent companies who are acknowledging how those of us with special needs can contribute to the workplace.

This year marks the 70th anniversary since the first observance of the National Disability Employment Awareness Month in 1945. The theme for this year is “My Disability is One Part of Who I Am,” according to the U.S. Department of Labor’s Office of Disability Employment

Policy. In celebration of this year’s theme, it’s vital that employers recognize that our disabilities are just one part of who we are. Employers need to learn about the various skills and gifts that we can offer the workforce.

Earlier this year, I had the opportunity to go on a job interview at a local video retail store. I was able to get this job interview because of being a client at the Helping Hand Center, a local agency that benefits children and adults with disabilities. After I received a phone call from the store’s manager, I called the community job placement coordinator at the Helping Hand Center. An hour before the job interview, we met at a nearby cafe to practice some mock interview questions.

This past summer, “The Shriver Report Snapshot: Insight Into Intellectual Disabilities in the 21st Century” reported that only 56 percent of Americans personally know someone with an intellectual disability, while 42 percent of Americans have no personal contact with a person with an intellectual disability. It was in partnership that The Shriver Report and Special Olympics launched a new challenge called “PLAY - Let’s Change The Game.” Its mission is to encourage all people to play, learn, accept and say “yes” together. The goal is to change the world to have common ground among people of all abilities.

Similar to the new Let’s Change The Game campaign, the Best Buddies organization has a campaign to hire people with special needs. “I’m In To Hire” is Best Buddies’ new campaign that promotes the business benefits of hiring people with intellectual and

developmental disabilities, according to the campaign’s website. I’m In To Hire motivates employers to create a more inclusive workplace.

This campaign was founded by Best Buddies International and supported by the Institute for Corporate Productivity.

The I’m In To Hire campaign helps to unify the voices of employers and employees alike in support of hiring those of us with special needs. The campaign notes that 85 percent of people with developmental disabilities do not have a paid community job. The campaign aspires to change the world to see the value that we bring to the workforce.

Similar to the I’m In To Hire campaign, my goal through this column and through the podcasts at Special Chronicles, is to unify the voices of those of us with special needs so the world can better understand the abilities that we do have.

According to the National Core Indicators from 2012-13, intellectual and developmental disabilities include but are not limited to Down syndrome, Autism, Fragile X, Williams syndrome, Cerebral Palsy, and other undiagnosed intellectual and developmental disabilities.

The #ImInToHire campaign reports that 73 percent of business who hire employees with special needs have a positive experience.

Anyone can pledge their support of the #ImInToHire campaign at www. imintohire.org. In doing so, you will not only be spreading awareness but you’ll also be recognizing the contributions that all of us can bring to an inclusive workplace.

Proposed levy increase is not justified Niles Library plans to increase the levy and raise taxes at a special board meeting on Nov. 5. The library’s missing a major component in their financial planning.

That’s to cut spending and learn to function with funds that are available.

If we expect a decrease in revenue, then a responsible financial process should decrease spending.

Pritz’s presentation trying to justify a levy increase indicated a 2.7 percent yearly increase in expenditures. Yet, the library didn’t review their 2015-16 budget to ascertain any wasteful spending or identify less costly options. In the past two years the library board identified cost saving measures and decreased spending. A freeze on hiring was also in place to prevent unnecessary hiring, such as, director Lempke’s additional

$75,000 for staff we might need! It seems the hiring freeze disappeared.

Only 46 percent of library patrons are Niles library cardholders. Niles taxpayers pay to provide services to 54 percent of non-cardholders. Library employees received a 3 percent raise, while Niles retirees will not even receive a cost of living raise from Social Security. Niles employees also receive 7.5 percent of their annual salary to invest for retirement or as additional income.

Lempke and Pritz are non- Niles residents with $90,000-plus salaries each and won’t be affected by tax increases.

The average median Niles household salary is $46,763. It is time for the Niles library to implement responsible and transparent spending practices. Niles taxpayers cannot endure a levy increase

or higher taxes.

Pritz’s levy increase presentation included an off-site expansion in the northwestern district and growth of the Creative Studio/Wonder Ground spaces. Discussions, analysis, factfinding surveys, etc., are needed before embarking on a northwestern district expansion. It is not yet known what direction the Creative Studio/Wonder Ground will realize. It could flourish or fizzle. These are not reasons to raise the levy and increase taxes.

Niles library residents are urged to attend the Special Board Meeting Nov. 5 at 7 p.m. to voice your concerns not to increase the levy and not to raise taxes.

Hawks advance Maine South wins playoff opener

In many playoff football games, one play can shift momentum and provide the difference in the football game.

In the Plainfield North at Maine South opening round Class 7A playoff game Friday night, it was a series of plays to open the third quarter that provided the difference in Maine South’s 35-20 win.

Facing fourth-and-one on the opening possession of the second half, the Hawks (8-2) were stuffed from their own 37-yard line by Ari Ekowa, giving Plainfield North the ball in great field position, trailing 14-7.

However, an unsportsmanlike conduct penalty sent the Tigers back to midfield.

After a first down, Plainfield North then faced a fourth-and-one from the Hawk 32. An incomplete pass thwarted momentum for the visitors. The next play Uncle Mo was all Maine South.

Brian Collis connected with Jon Arenas for a 69-yard touchdown pass on the next play on a play that they worked on all week in practice.

“On that long touchdown, we were looking forward to it all week,” Arenas said. “We knew that was going to work. Brian threw it on a dime, I caught it and it ended up working great. It was a perfect time for the play. The defense wasn’t expecting it.”

there,” Collis said. “We felt like we had a chance to get the momentum back on our side. The defense did a great job getting us the ball back. It worked out really well. We practiced that this week and knew it was going to work.

We put that it for that situation and it worked out well.”

On the ensuing Tiger possession, they had a wide open receiver on a deep pattern, but the pass was just overthrown.

Then a pass off the fingertips of a receiver was picked off by Riley Dolan, giving the ball back to the Hawks.

On the first play of the fourth quarter Maine South opened the game up as Collis connected with Arenas for a third time, this time from 7-yards out for a 28-7 advantage.

“For most of that stretch I thought our defense stepped up and played pretty well,” Maine South coach Dave Inserra said.

“We were able to take away the run game for the most part, which made them one dimensional.

They have a good passing game.”

Things went from bad to worse for the Tigers (6-4) when quarterback JD Ekowa landed on his head out of bounds and was out for the rest of the series.

However, he was back out there on the next drive and connected with Zach Jarosz on an 87-yard touchdown pass with six minutes left to make it 28-14.

Maine South girls, boys advance to state meet

The Maine South boys and girls overcame brutal weather conditions to advance to the state meet Saturday at the Lake Park Sectional.

With a pouring rain throughout, there were many falls throughout the races, but the Hawks were able to stay strong.

GIRLS Maine South finished in fourth place with 115 points. New Trier won with 50.

Scoring for the Hawks were Madeline Dingle (18:26, 17th), Olivia Niziolek (18:28, 20th), Casey Bomrad (18:28, 21st), Kalina Gardiner (18:36, 28th) and Olivia Holes (18:37, 29th).

“I think I did pretty well,” Dingle said. “I took advantage of the course because it is one of my favorite places to race. I think I pulled through with the weather we’re having.”

“It’s amazing,” Niziolek said of making it to state. “All season this is all we wanted. The fact that we are going is amazing. We were all so motivated and we knew this was the make-or-break moment.”

Running in a pack was a big key to the success for the Hawks.

“We’ve been training for this for so long,” Bomrad said. “It has been

five months since we have been training together. It motivates us so much to race together. Me and Olivia finished a tenth of a second apart. There’s no way we go that fast if we are together and pushing each other.”

At state they hope they can find similar success.

“This is going to be my first time at state, so I’m excited about it,” Dingle said. “I think I will do really well and push through it. It helps to have your team right there with you.”

“We would love to get top 10,” Bomrad said. “We’ve never done that before and that would be a big accomplishment for us.”

•Niles West senior Nicole Camburn also advanced to the state meet as one of the seven individual advancers, placing 19th with a time of 18:28.

“She ran a great race and was very steady like she always is,” Niles West coach Anne Heselton said. “She has worked so hard. She started off running 24 minutes as a freshman. That was her best time.

Now to run low 18s is amazing.

She came out for track last year and ran a 5:25 mile. She wants to get better. She is very smart with racing.”

We were perfect on PATs and our punting game over their punting game made a big difference. Sean is a tremendous weapon and we’re going to ride him a long way.”

The Tigers marched back down the field and Ekowa finished the drive off with a 2-yard touchdown plunge. The missed extra point kept the score at 28-20 with 1:53 left.

Meanwhile, Maine South answered quickly when Collins found Arenas for a 4-yard touchdown.

In the second quarter the Hawks took the lead on a 6-yard run from Fotis Kokosioulis.

Collis finished 18-of-26 for 198 yards and three touchdowns.

Arenas caught four passes for 99 yards, while Matt Holbrook caught six passes for 37 yards.

Kokosioulis had 21 carries for 109 yards and added four catches for 29 yards.

“We watched a lot of film this week,” Arenas said. “So I knew how the corners were going to play me. Me and Brian, we have

had a chemistry for a while and we know what each other is thinking. You have to win this week to advance, so we weren’t looking past this week first. It is survive and advance, so we will take this.”

The Hawks will now travel down Interstate 55 to take on Normal Community (9-1) Saturday at 1 p.m.

“They are in a good conference,” Inserra said. “They are a great program and are well-coached.

They haven’t given up my points and put points on the board. We need a good week of practice.

We need to be focused and be worried about the game itself.”

“It will be a fun road trip,” Arenas said. “We’re going to stay focused. It will be a hard week of practice. We have to prepare our hardest for Normal and we are excited and focused on Normal.”

•Notre Dame’s season came to an end with a 17-14 loss to Marist.

Randy Dear Randy, The truth is there’s no “possibly” involved. Even without knowing your income and other numbers, it all boils down to one simple question — can you live on that?

It’s a simple math thing. You need to look at your income and her income at 24 hours. Then, go over all of your bills and make a budget. If you can live on that, and it’s what she wants to do, you have the answer.

Perhaps by having me in this workplace, I touched this coworker’s heart and opened their mind.

Companies should hire those of us with special needs not just for charity but because it’s the right decision. We are individuals who each bring our individual gifts and skills to the workplace.

Metra’s proposed fare increase would generate $6.5 million in revenue Cost of one-way tickets, 10-ride tickets and monthly passes to increase

Metra is looking into a proposal to raise the cost of one-way tickets, 10-ride tickets and monthly passes.

As previously reported by the Bugle, the commuter transit agency’s budget proposal for 2016 calls for a 25 cent increase for oneway tickets, a $1.75 increase for 10ride tickets and a $2.50 increase for monthly passes. For riders eligible for reduced fares, the price of a 10ride ticket will increase by 75 cents, while the cost of monthly passes will increase by $1.25.

The increase would generate an extra $6.5 million in revenue, according to Metra. About $3.3 million of that would go toward funding the implementation of the Positive Train Control system, while the rest would go toward funding Metra’s capital projects.

In the fall of 2014, Metra announced that it intended to regularly raise fares for the next 10 years to help fund its capital programs. Originally, the agency planned a 5 percent increase for 2016. But Metra wound up cutting a total of $5.7 million from its

budget by addressing a series of “inefficiencies” that included eliminating six management positions and reducing legal costs and outside contracting. Metra is also benefiting from a decrease in fuel prices, which will allow the agency to save $19.4 million.

However, Metra expects to see ridership decline by $2.4 million due to lower fuel prices, according to the budget document. Employee costs will rise due to existing union contracts, and costs of materials and utilities are also expected to increase due to factors outside Metra’s control.

Even with the increase, the budget document states that fares would still be cheaper than what similarly sized commuter rail agencies charge. The document compares Metra to Massachusetts Bay Transportation Authority, New Jersey Transit, Southeastern Pennsylvania Transportation Authority and transit agencies that serve the New York City area.

Metra’s fare system is zonebased, with fares changing depending on the distance between destinations. For all commuters within the Bugle’s coverage area, the increased cost of a monthly pass to travel from the suburbs to

downtown Chicago would add up to about $30 more a year.

The 2016 budget also laid out how the money would be spent.

It stated that, ideally, Metra would need to spend $11.7 billion over the next 10 years to ensure the entire system is in good condition. Of that, $6.1 billion would go toward covering projects that have been put off due to a lack of funding, with $500 million budgeted for 2016 alone. But because Metra’s funding is nowhere near that level, Metra is only planning to spend $185.7 million in the upcoming year.

While most of that would come from regional, state and federal grants, $15.6 million would come from Metra revenues. According to a press release from Metra, the fare increase would cover $3.2 million of that amount.

Most of the proposed projects are system-wide and designed to maintain or improve the existing infrastructure. Among other things, Metra would spend $200,000 to install more heaters at railroad switches at major intersections in order to prevent switch freezes that can disrupt service during winter months; $5 million would be spent to improve safety features in railcars; $15 million would go toward purchasing new train cars; and $22.3 million would go to rehabilitating existing train cars.

Another $7.6 million would be used to improve grade crossing and repair bridges along the Rock Island District Line, which serves Joliet; the Milwaukee District North Line, which serves Morton Grove; the BNSF line, which serves Downers Grove and Westmont; and the Milwaukee District West and Metra Electric lines. Metra would also spend $749,000 to test the new heated platform technology.

According to the document, this could make snow removal easier.

The budget notes that Metra has been using the state of Illinois’ bond program to help fund capital projects – something it plans to continue using in the future.

However, that is contingent upon the state passing a budget.

Becauseoftheongoingstalemate, many projects originally slated for 2015 have been suspended. In the Bugle coverage area, this includes construction of a new station in Romeoville, along with some smaller projects.

According to a Metra press release, the agency is expecting 2015 and 2016 funds from the state to become available in the future. If that doesn’t happen, however, the agency said the fare increase for 2017 would be larger than originally planned. The Metra Board of Directors will vote on whether to approve the 2016 budget Nov. 11.

Halloween home a hit in Morton Grove

Michael Roberts and his wife have been going all out for Halloween for several years.

“She has been doing this for over nine years, and spends over

$600 a year on new stuff,” Roberts said of his wife, noting that she puts in a lot of time decorating their home each year. “She usually starts around Oct. 1 and is done before the week of Halloween,” he said.

The display at the Roberts’ home features a graveyard wedding with

plenty of spiders and ghostly apparitions that come out of the home. “[My wife] puts a lot of time and creativity by looking at other things online, stores and haunted houses,” Roberts said. “She loves doing this, and it seems to be a hobby.”
