Aviation official tells village board airplanenoise increase part of 12-week runway plan

If residents of Niles have heard more aircraft overhead in the evenings than they are used to – there’s a reason for that.

Over the past two months, the Chicago Department of Aviation has been field-testing a 12-week Fly Quiet II runway rotation plan.

The idea is to spread the amount of noise produced by the airport among the various communities that surround O’Hare International Airport.

The plan works having planes fly over different communities on different weeks. This lead to more planes flying over western portions of Niles than had before the weeks of Aug. 7 and Aug. 21. And, this pattern will repeat a few more times before the testing is completed in December.

Aaron Frame, deputy commissioner of noise abatement and environment for the CBA, told the Niles Village Board that the plan relies on the existence

of runway 14R/32L – a diagonal runway that points northwest. The department is looking to close that runway, along with other diagonal runways. But until then, it is willing to implement a plan that would still utilize airstrip.

On Aug. 23, the village board held an informal consideration session to address increased airplane noise in the village. Mayor Andrew Przybylo said he called the meeting because he too had heard the increase in plane traffic his constituents had described.

“I asked for this because it’s apparent to me, and I think it’s apparent to many people, [planes are flying] over the northwest of Niles,” he said.

Frame told the board that the tests started July 6 and will run through Dec. 25. The plan would deal with planes that are landing at night, both because this is when the aircraft noise has the most impact on people and because there are fewer planes to work with. For each week in the 12-week cycle, airplanes will come in toward the airport from one direction and take off in another direction. In each case,

there is a primary pattern, which Frame said is what the planes will use most of the time. Planes will use the secondary pattern when wind is unfavorable.

He emphasized that it’s not that the test created new flight patterns

– it’s that it has more planes using flight paths that already exist.

“There are not new flight patterns,” Frame said. “These are things that have been with us for quite some time.”

The patterns are designed so that

different communities would be impacted on different weeks. “[The idea] is to balance the noise instead of concentrating it,” Frame said.

Hartz Plaza expansion gets additional tax incentives Niles Village Board approved deal unanimously during Aug. 23 meeting

The expansion of the Hartz Plaza retail strip, which already applied for Class 7c property tax

incentives, will be getting funding from the Milwaukee-Touhy Tax Increment Financing District.

The village of Niles Board of Trustees unanimously voted to sign off on the deal during its Aug. 23 meeting. Under the agreement, developer Mega Group will get $150,000 in TIF funding, but only if they finish the development over the next five years. A Class 7c tax classification would save the project additional money by reducing its property tax rates for five years.

As previously reported by the Bugle, Mega Group is looking to redevelop a vacant parcel directly west of the Hartz Plaza shopping strip, which it owns. The new structure would be an extension of the existing strip, with shoppers using the existing parking lot.

The village board previously signed off on the company getting Cook County 7c tax classification.

The incentive reduces commercial properties’ tax rate from 25 percent to 10 percent for 10 years. For the next three years, the rate goes up

5 percent a year until it returns to the regular rate.

The development is located inside the Milwaukee-Touhy TIF. Established in 1996, it is scheduled to expire in 2019. The village has a right to renew it. As with all other TIFs, the amount of money taxing bodies collect within its boundaries is frozen. When those bodies raise their taxes, the extra amount gets deposited into a TIF fund.

As of April 2015 – the most recent date available – the fund had $6.14

million; $3.5 million of the total was set aside to help developers.

Trustees did not discuss the agreement details during the meeting, but Mitchell Johnson, the village of Niles communications director, said a total of $150,000 in TIF funding would be paid out in two phases to the developer after each phase of construction is completed.

“Payments will be made only if the developer completes the project within a [five-year] time frame,” Johnson said.

Village approves Golf Mill Ford tax incentives Deal to help offset $1.7 million property improvements

Golf Mill Ford, known throughout Chicagoland by its popular “push it, pull it” commercials, is looking to make some improvements with the help of tax incentives from the village of Niles.

On Aug. 23, the Niles Village Board voted unanimously to do just that.

Under the terms of the deal, if Golf Mill Ford’s sales tax revenue goes above its current levels, it will get to keep 50 percent of of the revenue increase for the next six years.

The deal was designed to help

offset the roughly $1.7 million investment the business is making in the process. The agreement would become void if Golf Mill Ford were to relocate outside of Niles.

Village trustees described the incentive as a matter of keeping a significant sales tax revenue generator in the village. If the village did not grant the incentive, some trustees argued that other villages would happily offer the same deal.

Former trustees Louella Preston and Rosemary Palicki argued that a successful business like Golf Mill Ford isn’t the kind of business that should receive tax incentives. They also questioned the agreement’s impact on Niles sales tax revenues.

The agreement is similar to a deal the village of Niles made with the Chicago-based Fresh Farms International Market in 2013. The small chain, which carries foods from all over the world, already had one location in Niles but was looking to open another store at the former Jewel Osco location on Golf Road. That project carried an expected $12 million investment to renovate the property.

Golf Mill Ford isn’t planning to spend that much. The dealership said it is looking to expand its service department, particularly its Quick Lane auto repair service.

City considers remote voting Alderman could get OK to cast votes remotely

Park Ridge City Council aldermen can currently attend meetings remotely, provided there is a good reason, but they cannot vote unless they are physically present in the council chambers.

During the Aug. 22 procedures and regulations committee of the whole, aldermen discussed the possibility of allowing officials the ability to vote remotely, as well.

If approved, the change would also clean up the language of the existing policy statement. Under the current rules, aldermen can’t attend committee of the whole meetings remotely. But, the change would allow remote attendance, as well as the ability to cast votes.

While some aldermen expressed reservations about some details, they agreed to move the matter forward. The resolution will need to be approved at a future procedures and regulations COW meeting and pass two city council readings before it could be approved.

According to the meeting packet, the change was proposed in response to an incident at one of the earlier meetings. There weren’t enough aldermen physically present to meet the four-vote supermajority threshold, and a vote failed.

In response, city staff and city attorney Adam Simon prepared several changes to Park Ridge City Council Policy Statement 35. As before, an alderman would be able to attend meetings remotely using electronic equipment, so long as he or she notified the mayor, a committee chair or a city clerk at least 48 hours ahead of time.

As before, the policy specifies that aldermen can attend meetings remotely if they are traveling for work-related purposes or on city business, unable to leave their dwelling due to injury or illness, or if they have a family emergency. It also keeps the requirement that no more than two aldermen can attend a standing committee meeting remotely. The changes would specify that they can vote while attending meetings remotely, and that everything in Policy Statement 35 that previously only applied to

council and standing committee meetings will apply to committee of the whole meetings, as well.

Fifth Ward Ald. Daniel Knight said he had concerns about one aspect of the existing rules. Before each meeting begins, a mayor or a committee chair must announce that an alderman is attending a meeting remotely and state the reason for the absence. Knight wondered if this put too much power in the chair’s hands.

“Does the chair have a discretion [to allow remote attendance],” he asked. “If the chair doesn’t want someone to participate, can the chair deny participation?”

Simon replied that a committee chair’s role is limited to determining the reason for the absence. He explained that, unless someone brings evidence that indicates an alderman is lying about his or her reason for absence, a chair must simply state what the reason is and allow the alderman to participate.

Simon also said he recently advised the Park Ridge Public Library’s board of trustees that it could have all the members vote on whether to allow aldermen to participate remotely. He suggested

“We’ve been losing a lot of business to them,” he said. “It’s been hard to keep up with their service.”

Trustee Dean Strzelecki, who is a former president of the Niles Chamber of Commerce and Industry, said economic incentives such as the one being considered were something every municipality had to do.

“We’re in a different environment now,” he said. “We not only have to encourage people to move [to Niles], but encourage people to stay.”

The problem, according to Strzelecki, is that if Niles didn’t approve the deal, Golf Mill Ford could move somewhere else. He added that there were no shortage of alternatives the business could choose from.

“I drove around other communities, and they have large vacant lots, and they can take Golf Mill Ford away,” he said.

At the same time, Strzelecki described the situation as a winwin, saying that the deal will keep the dealership in Niles and bring in

more tax revenue.

Trustees John Jekot and Danette Matyas agreed with Strzelecki.

Matyas added that if Golf Mill Ford leaves, the village would have to find some way to make up the lost sales tax revenue. And since the 50/50 split would only affect extra revenue, Matyas said the village wouldn’t get less money than it does now.

Trustee Denise McCreery, who previously served as the Niles Chamber’s executive director, also expressed support for the incentives, adding that the dealership has been a “good neighbor” over the years.

Niles Mayor Andrew Przybylo said he talked to the owner of the Golf Mill Shopping Center, which owns the space Golf Mill Ford lease, and was told that the dealership has been a good tenant.

Przybyloaddedthatthedealership would place more emphasis on the fact that it is located in Niles.

Having a physical list prevents forgetting things, reminds us what to focus on

Get the oil changed, plan dinner party, write thank you notes – these are the items on my to-do list for today. And I mean a physical list, not just some ideas floating around in my head. Why do I need an actual list for only three things?

Having a physical list prevents me from forgetting things, reminds me of what to focus on and frees me from the stress of having to remember. A physical list is different from having it in my head – it’s like a best friend who gently reminds me what and when I should be working on things to keep me out of trouble. It puts me in control of my day, and it can do the same for you. Whether you prefer your lists in handwritten (my personal preference) or electronic form, here are some of my favorite lists that you may want to create for yourself:

MASTER TO-DO LIST—This is where I capture things I have to do that I’m not quite sure when I’ll do. For example, I want to research buying a new tree for my backyard. I could just choose a date

SHOPPING LISTS—I have running lists for a variety of stores that I add to whenever I think of something I need: the grocery store, general merchandise store, home improvement store and clothing store. Listing items by store simplifies shopping and help prevent me from forgetting to get something while at the store.

However, I’m not quite sure when I’ll do it. So rather than trusting that I’ll remember to do it at some point, I’ve added it to my master to-do list. I review this list once a week and schedule things once I know when I’ll do them.

WEEKLY TO-DO LIST—My weekly to-do list contains things I want to remember to do every week: water the houseplants, plan next week’s meals, prepare for next week’s clients, etc.

DAILY TO-DO LIST—I have two kinds of daily to-do lists; one is for today’s unique tasks – three to five things I want to get done today that I write in my planner. I also have a daily list of recurring tasks to do each day: water outdoor flowers, thaw tomorrow’s dinner, check my social media sites, etc.

Although I remember to do most of these things without looking at the list, having them written down keeps items from being forgotten (and keeps my flowers alive).

DISCUSS LIST—I talk by phone once a week with my son who lives out of state. Throughout the week I often think of things I want to mention to him during our call – they’re not important enough to call about right away and also aren’t worthy of the time it would take to send a text or email.

My list lets me hang up from our weekly calls not regretting that I forgot to mention something. You might have a similar list for collecting questions you want to ask the doctor on your next visit, questions for your next parent-teacher conference, etc.

Fall previews

After placing 13th last year without Jordan, goal is reachable Fall preview responses were submitted by coaches and all responses are in their words, edited for space and style.

MaIne South BoyS CroSS Country Coach: Greg Nordahl Key returners: Reese Jordan (senior) will be our top runner this year. Last year he was seventh in the Class 3A 1600 (4:20). Mid-season Reese had to stop running with a stress reaction in his right foot. He gutted out the sectional race on his still injured foot to help the team qualify to state last season. He was still getting base under him and adjusting to a new running form during track season. This summer has been a fantastic summer for him – no issues or problems. He has led all workouts, his foot is healed, and he is going to be an all-state athlete.

Brian Shanahan (senior) 15:35 at state meet; will be likely our team No. 2. The week before track began he suffered a stress fracture in his lower tibia. He spent the season getting healthy and the summer regaining his base and is now back and should be close to Reese. His season should end with an all-state berth as well.

Alex Ortwig (SR) 15:56 at state meet; will likely be a close third.

He has impressively transformed himself this summer physically to be a much stronger runner and has been a dedicated workhorse. He will be a key help his team to make state again this year.

Brandon Christopher (JR) 15:53 at state. Brandon ran in the state meet team series as a sophomore last season and performed dependably.

He has the mental strength to come through in big races and can push himself when he needs to in big races. He will be a key component for the team.

Jake Mellema (JR) 16:43 at state.

Jake has had a strong summer and we expect to be top five. He is a dedicated worker that is beginning to find the confidence he needs to become a great runner. He is a key to our season as he comes into his own.

The top sixth and seventh positions will be a competitive affair between Ryan Prendergast, Richard Spring, Darian Danciu, Tommy Brady, Jake Vowell, Alex Wagner, Martin Sornat, Ian Spears and Ian Dempsey.

Goals: Last season I predicted top 10 in state and we placed 13th without our top runner, Reese Jordan.

The most difficult part of the season is the IHSA sectional. This year’s sectional will be back at Niles West. York, New Trier, Whitney Young, Loyola, Glenbard West, Niles North, OPRF, Niles North all will be competing to make it to the state meet and the race will be predictably brutal again.

If we are fortunate enough to remain healthy we will again, make it to state and we will be top ten.

Oakton soccer kicks off season with bar raised The bar is set high for the Oakton women’s soccer program this season after coming off a 122-1 campaign in 2015. However, Head Coach Steve Brody is confident the Owls will continue their winning ways.

“We have many key players returning, and we’ll be looking to build on last year’s success,” he said. “It’s just a matter of looking for the right chemistry, offensively and defensively, with the incoming new talent.”

The Owls outscored opponents by a wide margin (52-7) in 2015, and their foes should once again struggle putting the ball in the back of the net with the return of Brenda Valdez (West Leyden High School) and Maria Berrum

(Glenbard East High School) patrolling as defenders. Also, Oakton will boast the talents of goalkeeper Doris Garcia (Fenton High School). In part-time duty in 2015, Garcia recorded three shutouts, along with a 0.20 goals against average. On offense, returning midfielder Jinelly Sanchez (Amundsen High School) will provide some fire power after tallying 12 points for the Owls in 2015.

Adding to this year’s mix are talented newcomers defender Ruth Mazon (Waukegan High School) and goalkeeper Medina Skenderi (Niles West High School).

Last season, the Owls finished 4-1 in the Illinois Skyway

Collegiate Conference, and Brody is aiming for his team to improve upon that performance in 2016.

“Our goal is to win a conference title,” he said. “We’ve finished second three of the last five years and are looking to get over the hump by adding some trophies to our showcase.”

The Oakton Community College men’s soccer team will seek to keep opponents off balance with a fast-paced offensive scheme this season, according to head coach Steve Brody.

“With the players we have this year, we’re concentrating on an attack-minded style of play,” said Brody, who is entering his 17th season at the helm. “Speed is the strength of this year’s squad.

On offense, the Owls return two leading scorers from last year, midfielders Aidan Donaldson (Sir Wilfrid Laurier Collegiate Institute, Scarborough, Ontario, Canada) and Armin Ogorinac (Mather High School). The defense will be bolstered by returner Jovanny Rodriguez (Von Steuben High School), who helped the Owls surrender only 23 goals in 2015.

maine south @ barrington The details: Details: This is a new matchup on the schedules between the two schools as the Central Suburban League South now faces the Mid Suburban League West in crossover play.

Barrington already got a head start in CSL South play as it took down Glenbrook South 41-15 in week one. The Broncos were 9-2 last year and have started the season strong again this year.

They feature a quick-strike attack from quarterback Ray Niro and running back Logan Moews. This is the third of the brutal threegame start to the schedule for the Hawks, who have their own strong offensive duo in Fotis Kokosioulis and quarterback Nick Leongas.

Notre Dame beat a playoff team from a year ago to start the season in Thornton (29-13) and had another playoff foe in Benet in week two, so it is much more battled tested heading into the game.

We’ve already had to start digging into our savings to make this happen, and the kids are only in elementary school. Should we keep them enrolled, or should we transfer them to public school?

Frame added that identifying issues becomes tricky because residents’ reaction to aircraft noise

isn’t necessarily objective.

“There are some citizens that are annoyed by arrivals,” he said.

“Other citizens say departures are way worse.”

Przybylo asked if residents had any way to complain about excessive airplane noise.

Pace makes improvements in Niles, Morton Grove, Park Ridge Residents formerly served by Niles Free Bus can register for Route 270 free pass at senior center

Over the past few weeks, Pace Suburban Bus Service has made changes to several routes that serve Morton Grove, Niles and Park Ridge.

On Aug. 15, Pace increased service frequencies on Route 290, which largely runs along Touhy Avenue, and Route 250, which runs along Dempster Street. The schedules were tweaked to reduce delays.

Additionally, the village of Niles and Pace approved an agreement Aug. 23 that will allow some Niles residents free rides on Route 270.

Route 250, which serves Evanston, Skokie, Morton Grove,

Niles, Park Ridge, Des Plaines and Rosemont, got more buses running during weekdays. Between 6 a.m. and 7 p.m., the buses will now run once every 20 minutes. Between 7 p.m. and 10 p.m., the buses run every half an hour, instead of an average of once every 50 minutes.

On Route 290, which serves Chicago, Lincolnwood, Skokie, Niles and Park Ridge, the change was more complicated. On weekdays, during the non-rush hour period, the buses traveled once every 20 minutes between the Howard ‘L’ station and Lincolnwood Town Center, but only half of them kept going west toward the Cumberland Blue Line ‘L’ station. After Aug. 15, all

of those buses travel the entire route.

As a result, Skokie, Niles and Park Ridge are now served once every 20 minutes instead of once every 40 minutes during off-peak hours.

Pace made similar changes to Route 290’s weekend service in the summer of 2014, having buses that previously turned around at Lincolwood Town Center continue west until they reached Milwaukee Avenue.

While most of the weekend service stayed the same this time around, Pace made one notable change. In the past, buses stopped running at approximately 9 p.m. on Sundays. After Aug. 15, the

service hours were extended so that Route 290 doesn’t stop running until around midnight.

Maggie Daly Skogsbakken, the agency’s marketing supervisor, said the reasons for the service changes were simple.

“Routes 250 and 290 are major routes for Pace with a significant market demand,” she said. “These changes were made to meet that market demand.”

While running more buses costs Pace more money, Skogsbakken said the increased farebox revenue should help cover the expense.

The transit agency and the village of Niles also negotiated a perk for village residents who live along the section of Milwaukee

Avenue between Touhy Avenue and the Niles-Chicago border.

Until the revamp of the Niles Free Bus system took effect in May 2016, this area was served by Route 411. It is also served by Route 270, a paid route that runs between Golf Mill Shopping Center and the Jefferson Park Transit Center.

In the run-up to the changeover, a number of residents complained about the service cut during public hearings.

Niles mayor Andrew Przybylo asked Pace whether there was a way those residents could ride Route 270 for free. That didn’t happen when the changes took effect, but the village and Pace continued working on a solution.

Mitchell Johnson, the village of Niles Director of Communications, said they ultimately agreed to create a special pass that could be added to Ventra cards, just like any other pass. When they board the bus, riders press their card against the reader, which detects the pass and doesn’t charge them anything.

“In order to have their Ventra card registered for free ridership on the 270 route, residents living in the area formerly served by the [Niles] Free Bus on the south end of town just have to go to the Niles Senior Center and register.,” Johnson explained.

“They’ll collect their name, address and Ventra card ID number, and they’ll get the privilege enabled on their card.”
