Police chief unveils crime prevention action plan Tigera is launching the Community Orientation Reaction Team

Luis Tigera, who was appointed Niles Police Chief earlier this year, unveiled several initiatives designed to bolster community-police relations and improve the police department’s ability to prevent crime.

He presented the plan at the Aug. 22 Village of Niles Board of Trustees meeting. Tigera told the officials that he created the plan on the behest of Mayor Andrew Przybylo, who asked him to review current police strategies. He came up with several strategies designed to strengthen his department’s relationships with residents and various civic institutions, increase police presence in various neighborhoods, improve transparency and tackle issues that impact residents and businesses. The police expect to implement them over the next few months.

Tigera said that, to increase collaboration between NPD and the school districts that serve the village, he will be reinstating the School Resource Officer (SRO) program. It will be made up of one full-time officer who would work with the school districts and the students. The officer will also work with community organizations that address addiction and substance abuse issues, with the presentation giving Niles Family Services and Maine Community Youth Assistance Foundation, a Park Ridge based nonprofit that works to combat drug and alcohol abuse along Maine Township adolescents, as possible examples.

As part of the effort to improve community-police interactions and make police more responsive to community issues, Tigera is launching the Community Orientation Reaction Team. Under this initiative, Niles will be divided into 16 beats, and each beat will be as-

signed two officers. The officers will be responsible for investigating and addressing issues that affect their beat. They will get support from NPD’s Crime Prevention Bureau.

At the same time, Tigera is planning to ramp up community outreach in general by launching the Community Awareness Team. It won’t have any officers dedicated to it specifically – rather, it would involve regular officers stepping in as needed. The officers will take part in block parties and village events.

The department will continue holding a Citizen Police Academy to give interested residents insight into the ins and outs of police work, and all residents will be able to talk to officers directly during Coffee with a Cop events. The department will also be increasing walking patrols and do mobile outreach. The idea, the presentation indicated, was to “provide resources to families by building relationships one neighborhood at a time, through police-resident contact.”

To improve traffic safety, Tigera is creating the Traffic Safety Unit.

While it will be enforcing all traffic laws, it will put special focus on trucks operating with unsafely, and distracted and impaired driving. It will also use traffic speed data and resident reports to identify unsafe intersections and put more focus there.

To help the Niles business community, Tigera is creating the Theft Awareness Program. As he explained during the presentation, it’s a crime that tends to impact several businesses at once. Wall of Honor inductees announced Dr. Susan Lindquist and Dr. Ravi Salgia will be honored Sept. 21

Two new inductees to Maine South High School’s Wall of Honor - the late Dr. Susan Lindquist and Dr. Ravi Salgia, of Chicago - will be honored during a September 21 dinner at Cafe La Cave in Des Plaines. Both have been extraordinary contributors in the realm of science and human health.

A molecular biologist, Lindquist was a pioneer in genetic science, fundamentally changing our understanding of such degenerative diseases as Alzheimer’s and Parkinson’s.

A physician and researcher, Salgia’s work in lab and clinical settings has advanced the understanding of how tumors work and

what will stop them.

Working at the University of Chicago and then the Whitehead Institute in Cambridge, Mass., Lindquist, who died in October 2016 at age 67, performed groundbreaking work in a process known as “protein folding,” or how proteins change shape during cell division. Abnormalities in this process can cause neurological disorders.

The Genetics Society of America lauded her work as “paradigmshifting” when it awarded her its annual medal in 2008.

A 1967 Maine South graduate, Lindquist referred to her research as “high-risk, high payoff. Some of my projects don’t work, but when they do work, they are pretty fabulous.” Lindquist’s career is all the more noteworthy because it was launched in an era when women in science research were few and far between. Lindquist said of her first faculty appointment “I didn’t

have expectations of getting tenure. So this was an aspect of gender inequality that was positive. It allowed me to be fearless - freedom due to lack of expectations for a woman.”

As director of the Chest Oncology and Thoracic Oncology Research Program at the University of Chicago Medicine, Salgia has created innovative screening and prevention methods for people

suffering with lung cancer. A 1977 Maine South graduate, his research includes studying targeted therapies that enhance the quality of life for patients with cancer.

This work has led to a variety of therapies that are matched to and most effective for any particular stage of lung cancer.

Salgia has also emphasized the importance and value of making laboratory research available to

practitioners and clinical knowledge available to researchers, for the benefit of both arenas. As noted on the University’s website, “the researcher-clinician (Dr. Salgia) continues to narrow the gap between understanding how tumors work and what will stop them in their tracks.”

Salgia said of his work: “Lung cancer is still a very difficult disease for many of our patients, but we are coming up with innovative ways of treating it. I see the light at the end of the tunnel.”

Maine South High School and the Wall of Honor Selection Committee recognize graduates for outstanding contributions to society through significant career accomplishments and/or community service. This serves the dual purpose of recognizing such accomplishments and presenting Distinguished Alumni as role models for current students at Maine South.

City considers making clerk an appointed position Aldermen discussed whether it was worth the trouble to launch the referendum

Park Ridge residents may be asked to vote on whether they want to make the city clerk position appointed rather then elected during next year’s congressional election.

During the Aug. 28 Procedures and Regulations Committee of the Whole meeting, the aldermen discussed whether it was worth the trouble to launch the referendum.

The supporters felt that, with long-time incumbent Betty Henneman announcing that she would not run again, it was a good time to let the voters decide on the nature of the position.

The opponents argued that there wasn’t any public demand for the change, so there was no point it doing a referendum.

Henneman herself said she would prefer to keep her position elected. In the end, the aldermen agreed to continue the discussion, and that, if they were going to hold a referendum, it would be better to

hold it during the November election than the lower-turnout primary election scheduled for March 2018.

In Illinois municipalities, clerks are elected positions by default.

According to a memorandum prepared by city attorney Julie Tappendorf, a home rule municipality such as Park Ridge can change it to an appointed position through a referendum.

Park Ridge City Council would need to pass a resolution that would put the referendum question on the ballot at least 79 days before the election.

The referendum question must then be filled with the County Clerk, who must certify it at least 68 days before the election.

The majority of the voters would then need to vote in favor of the change, and the City Council would have to adopt an ordinance to make the change official.

The elected clerk would serve out the remainder of her term.

The mayor would then appoint her successor – and every other

city clerk thereafter – but the City Council would have to approve that choice.

Tappendorf’s memo explained that, in order to place the referendum question on a March 20, 2018 ballot, the City Council would need to adopt the resolution before the middle of December 2017.

Morton Grove has an elected city clerk. As previously reported by the Bugle, Niles’ village clerk became an appointed position in the late 1980s after a successful referendum.

However, since then, activist Joe Makula attempted to file a referendum to reverse the decision.

Niles Electoral Board, is made up of the mayor, the village clerk and the longest-serving trustee, and Makula argued that having a village clerk who is appointed by a mayor has a conflict of interest.

Ald. Marc Mazzzuca (6th) said he supported the referendum, but his concern was timing.

“One of the concerns that’s been raised in the past [is about] putting a referendum question the ballot in an excellently low-turnout election,” he said. “I think the turnout would be significantly higher for a November referendum question.”

A change of government like

this, Mazucca argued, required the highest turnout possible.

Ald. Nicholas Milissis (2nd) wondered whether there was any compelling reason to do the referendum other than Henneman’s retirement, leading Ald. John Moran (1st) to lay out his reasons.

He said he was worried that, after the current clerk’s retirement, the position could become too political, and that some candidates would try to get it purely as a source of extra post-retirement income.

“I’d hate to see someone take position for the salary, put in less then full effort of doing the job,” Moran said.

When asked for her take, Henneman said she would prefer to keep the current set-up.

“I’d hate to see it downgraded by people being just appointed,” he said. “This has been my career, and I kind of hate to see it go to open market, shall we say.”

Mazucca said that he didn’t have any preference one way or another – but he felt that residents deserved a chance to have their say.

“There are generations of people who haven’t known any clerk other than Betty,” he said. “I’m not convinced there’s anyone who would

do it with more heart and attention to detail as Betty.”

Milissis noted that a municipal clerk’s office is one of the state’s oldest institutions, and he didn’t see any particular demand for removing it.

“I appreciate the representational role of having someone who’s been elected to the people set the agenda, set the tone, set the priority and set the office to provide a lot of services to residents,” he said. “To me, it seems a little internationalist to force us to interject ourselves into process and force the question.”

Milissis said that, if there were concerns about residents running for the position simply for the salary, the city council could simply lower the salary.

He also argued that, if there is a demand to change the current setup, residents can collect enough signatures to put the question on the ballot.

Ald. Gail Wilkening (3rd), who chairs the committee, said that she felt that issue was at least worth further discussion.

The rest of the aldermen agreed, deciding that they are going to try to put it on the ballot, they would aim for the Nov. 6, 2018 ballot.

Don’t let your car drive you to be crazy It’s time to clean out and organize your car Is your car like a time capsule, revealing the history of past meals, meetings, and shopping excursions?

Is air conditioning your only cooling option because rolling down the windows would cause a tornado of flying papers? If so, it’s time to clean out and organize your car.

CLEAR OUT THE CLUTTER Using a couple of boxes and a trash bag, pull everything out of your car.

Use one box for things that will go back into your car, the other for things that belong elsewhere, and the trash bag for everything else.

USE CONTAINERS AS APPROPRIATE When putting things back in your car, you can use visor and back-of-theseat organizers for sunglasses, CD’s, pens, etc., and a mesh laundry bag over the back seat for a variety of other items. Keep store gift certificates and coupons in an envelope in your door pocket or glove compartment so you’ll have them with you when you need them and won’t be sorry they’re at home on the refrigerator. Store items

you don’t need as frequently in a milk crate or a box in your trunk. Keep valuables out of view so curious eyes can’t see them and be tempted to break into your car. And be sure to have a designated container (other than the seat or floor) to stash trash.

EXPECT THE UNEXPECTED Keep an umbrella under the passenger seat, and a flashlight and extra batteries in the door pocket or glove compartment. Consider keeping an emergency supply of water and snacks in your car proper so you can access them in case you’re stranded in an accident and can’t get to the trunk. Besides tire-changing supplies (including safety flares), your trunk can house jumper cables, a snow brush and shovel & extra cold-weather clothes (I keep these in the trunk year-round so I don’t have to remember to load them in November), a blanket, first aid kit, sunscreen, and bug spray.

MAKE IT EASY TO GET ITEMS TO AND FROM YOUR CAR I keep a collapsible mesh bag with handles in my car for depositing items that need to go into the house. When I arrive home, it’s easy to grab the bag and carry it around the house as I put things away. I also put things to go into my car in this bag (library books to be returned, dry cleaning, etc.) to easily transport these items out to the car.

REMOVE UNNECESSARY STUFF EACH TIME YOU ARRIVE HOME This includes trash, store purchases, sporting equipment (unless you’ve made a conscious decision to store it in your car), receipts, etc. If you do this regularly, things won’t pile up and get lost in a messy car jungle.

Not only will cleaning out and organizing your car reduce distractions and make you feel good, it will prevent those embarrassing moments when you can’t give someone a ride because there’s no room in your ride.

Owls healthy and ready for 2017 Having a healthy team captain to start the season will set the tone for a successful 2017 campaign, according to Vince Miranda, head volleyball coach at Oakton.

Last season, setter Mandy Aragon (Skokie, Niles North High School) missed considerable time because of an ankle injury, which caused the Owls to literally get off on the wrong foot.

With his key player back at full strength, Miranda anticipates the Owls to be strong coming out of the starting gate.

“Having Mandy starting the season at full strength will help the team with consistency and confidence on the team is way up” Miranda says. “The setter is like the quarterback in football.

Mandy runs the court with her play calling. With her back at 100 percent, it makes a tremendous difference as our offensive attack runs smoothly with her on the court.”

Aragon said she’s excited to start the season playing instead of watching from the bench.

“It’s much better to begin the year without having to wear a brace,” she says. “I’ve tested my ankle out several times and there’ve been no problems. I’m back to being explosive to setting up all the balls I touch. The more comfortable I feel, the more fluid my game will be. I can’t wait for this season to begin and see how competitive we can be.”

Last season, she led the team with 56 solo blocks, which ranked her in the top 20 in National Junior College Athletic Association Division II. The Owls also bring back experience in the return of outside hitters Lizete Chavez (Chicago, Lakeview High School) and Anais Deac, a Chicago resident who was homeschooled.

In addition, Miranda is optimistic about the 2017 season because Chicago of team height.

“Meg is our tallest player, but we also have four players who are at least 5-foot-10 inches tall,” says Miranda. “More height only makes it easier for us to be more efficiently offensively.”

Those players include rightside hitter Yngrid Philippe (Evanston, Evanston Township High School), middle blocker Lillian Stipetic (Des Plaines, Maine West High School), outside hitter Elmina Alic (Skokie, Niles West High School) and setter Alena Alwar (Glenview, Glenbrook South High School).

“Yngrid will be a key offensive component on our right side and will help versify our attacking style,” Miranda elaborates.

“Lillian’s forte is blocking and excited to see what she can do defensively. Elmina brings aggressiveness to the net as an at-

Fantasy football column to run all season Who to sit and who to start predictions online each Wednesday As the NFL opens uop another year, that means only one thing to all the sports nerds like me out – fantasy football!

I have been playing fantasy for the nearly 25 years and put a lot of time and effort into the strategy that makes up the game. With this time comes wins – of the three leagues I am in, I am currently a back-to-back champion in two of them. The one I have only been a part of for two years (yeah, they want to kick me out already) and the other am part of a two-man team that has won four titles in six years.

This year I am going to share some my fantasy football knowledge with Voyager Media readersn at www.buglenewspapers.com.

Each Wednesday, I will post a new weekly list of players I would start and ones I would stay away from. This column will be an online staple, but may pop up in print from time to time. Here are my picks for week 1.

QUARTERBACK START - KIRK COUSINSREDSKINS Cousins was a surprise to many last season when he passed for nearly 5,000 yards and 25 touchdowns.

He lost a big weapon in DeSean

Jackson, but has a healthy Jordan Reed (so far) and Terrelle Pryor, who put up solid numbers a year ago in Cleveland.

Cousins is playing on a franchise tag this season, so he is on a prove-it-and-get-paid, one year deal - All the motivation for him to come out on fire against the Eagles.

SIT - MARCUS MARIOTA TITANS I am a fan and I had him high on my board of mid-round QBs when I was drafting, but after preseason game No. against the Bears, I lowered him a few spots.

I still think Mariota will be better than OK this year with Delanie Walker and Rishard Matthews back and the additions of Eric Decker and rookie Corey Davis – but he did struggle against a Bears pass rush front that is nothing like what he will see from Kahlil Mack and the Raiders.

If you have other options in week 1, use them – but if it is Mariota or hitting the waiver wire for Tom Savage, Mike Glennon or Brian Hoyer – then stick with Mariota and hope he makes it out alive.

RUNNING BACK START - JACQUIZZ RODGERS BUCCANEERS

My hope is that you took him after round 10 and that he is a Flex option for you and not a pure RB1, but if you have Ezekiel Elliott or a rookie runner that you just want to see one regular season game with before riding him, then Rodgers is your guy.

Doug Martin is suspended for the first three games of the season and even if he gets his job back fully when he returns, you have three solid weeks of a talented runner who can catch the ball out of the backfield.

There are conflicting reports all over the place if Martin will even get his job back when he returns from the suspension – even more of a reason to motivate Rodgers into playing his best in week one.

SIT - ADRIAN PETERSON SAINTS Yeah, I know – its Monday Night Football and the once revered runner returns to face his old team.

In a Hollywood story he may rip off 200 yards and 3 scores, but this ain’t Hollywood. Not only is AP facing one of the top defenses in

START - MARTAVIUS BRYANTSTEELERS Bryant returns to the Steelers and the NFL after being suspended for a season and right away gets a Cleveland Browns team that just cut a Pro Bowl corner back in Joe Haden.

Not to be lost here is that Haden signed in Pittsburgh and I am sure is sharing coverage secrets with his new squad. In only 21 career games, Bryant has 14 TDs. He is a big WR at 6-foot-4 and should get single coverage all the time as long as Antonio Brown stays healthy. Big Ben is still a solid NFL QB and adding another arrow to his quiver is only going to help that offense.

SIT - CHRIS HOGAN PATRIOTS I know – Tom Brady is throwing the ball and the Kansas City defense isn’t exactly the ’85 Bears, but slow the roll just a bit.

Yes, Julian Edelman is hurt and someone has to take his place.

Hogan seems like the guy – but is he? Will it be Danny Amendola?

Will the Pats go downfield this year and use the speed of Brandin Cooks? Or will they just feature the plethora of pass-catching running backs for the short-yardage throws? Oh, and let’s not forget Gronk is back in the mix.

With so many questions to be answered, I would wait on New England pass catchers if you can and see how it plays out.

Miranda is also excited about the potential of middle blocker/ outside hitter Holly Lindberg (Niles, Maine East High School).

“She has a lot of energy on the court but has a possible stress fracture and might not be starting at the beginning of the season,” he says.

TIGHT END START - MARTELLUS BENNETT - PACKERS The former Bear and most recently Patriot TE has landed in a good spot in Green Bay. The Packers has a running game that consists of a converted wide receiver starting in the backfield.

What does that ultimately mean? The Packers will again be a pass heavy team.

Jordy Nelson will get his catches and rack up his numbers as he always does – but Aaron Rodgers needs to be able to spread the ball around and his new TE is just the guy to help and could be a guy that nears averaging a TD a week.

SIT - JACK DOYLE - COLTS I am fan of Doyle and think he will have a productive season when all is said and done – but let’s not forget it looks like he has Scott Tolzien throwing him the ball right now.

Doyle had only five grabs for 25 yards and no TDs in the preseason, so it’s not like he and Tolzien have found some magic that makes him a must play. Even if by some miracle Luck is back for the opener, you are going to have a quarterback that has yet to practice, let alone play in a game.

Wait until Luck is back and healthy or until Tolzien proves Doyle is a prime target for him.

• Since you probably only should have drafted one kicker and one defense – just play who you have.

“There’s tough competition in the ISCC,” Miranda says. “We expect a lot of good matches, and we’ll be battling to win. Nothing will be easy for us, but one thing is for sure: we will be one of the most disciplined teams.”

Husband needs plan for down time Baby Step 3 is not a fill-in-the-gap measure for income you already know won’t be there DEAR DAVE, My husband opened his own commercial painting business in May. He knows he will have about three months in the year where he’s making little to no income. We’ve gotten $1,000 set aside for our Baby Step 1 beginner’s emergency fund, but because of that down period he would like to skip paying off all our debt except for the house, which is Baby Step 2, and move to Baby Step 3 and put an emergency fund aside.

I can understand his thinking, but I wanted your thoughts on the idea.

MELODY DEAR MELODY,

Baby Step 3 is not a fill-in-thegap measure for income you already know won’t be there. Baby Step 3 is an emergency fund of three to six months of expenses, and the scenario he’s talking about is not an emergency. He knows it’s

coming, so it is not an emergency.

I think he needs to re-work his business model. This guy needs something to do during those three months, so he doesn’t drop off to no income. Also, if you’re going to set some money aside for a down time, that would not be Baby Step 3. It would be a line in the budget where you’re setting some money aside, because you know a problem’s coming.

If something happens around the same time every year it becomes predicable, and it’s not an emergency. So, it’s not really a matter of the order of the Baby Steps.

You budget for this down time, or even smarter, figure out a plan for his time during these months, based on his skill set, that will earn some money!

DEAR DAVE, I’m debt-free except for my home, and I’m about to start Baby Step 3 of your plan. I will be will back on active duty in the Navy soon, and they provide certain types of relief funds for its members depending on where you’re based and other factors. With this in mind, how should I approach Baby Step 3?

BRAD DEAR BRAD, For Baby Step 3, I tell folks to have three to six months of expenses set aside in an emergency fund. You have incredibly stable employment, so you would probably be okay on the three-month side of that equation. And you wouldn’t need quite as much emergency fund money as if you were a

straight commission salesman.

However, my guess is you’ll still have emergencies that will be your responsibility to cover. Everyone needs an emergency fund, Brad.

But in your situation, you’ll probably be okay with one that’s closer to three months of expenses rather than six months of expenses.
