Police create ‘Virtual Block Watch’ Voluntary program asks property owners who have outdoor surveillance cameras to register their cameras to aid future investigations The Morton Grove Police Department implemented “Virtual Block Watch” with the purpose of enlisting the help of property owners who have outdoor video cameras to solve neighborhood crimes.

Often times, investigators have found when canvassing a neighborhood after a crime has occurred that a home or business video system may have captured a picture of a suspect or a vehicle.

This can be a valuable lead that

can help in an investigation and may lead to an arrest.

The Block Watch program is a voluntary program that asks property owners who have outdoor surveillance cameras to register their cameras with the Police Department.

If a crime occurs in the neighborhood the Morton Grove Police Department may ask you to check your camera system to see if you captured a picture that may

aid in our investigation.

This partnership is not intended for active or live feed surveillance. Nor is it intended for checking on what citizens are doing in their neighborhoods.

The Morton Grove Police Department will never have remote or direct access to any private video systems in this program.

Therefore, it will take owner’s permission and cooperation to view, download or copy any re-

corded incident.

Police personnel will only ask to view footage relating to a specific criminal act for use as evidence to aid in ongoing investigations.

Village of Niles approves Arts and Culture Master Plan Planning priorities include celebrating Niles’ diversity and creating community identity

The Village of Niles Board of Trustees voted unanimously to approve the final version of the Niles Arts and Culture Master Plan during the special Sept. 12 meeting – exactly a year after it paved the way for the planning process to stat.

As previously reported by the Bugle, the plan was developed by Chicago-based Lakota Group to layout policies and strategies to expand and improve Niles’ arts and culture offerings. While some initiatives could be implemented within the next 1-2 years, others may take as long as 10. Mayor Andrew Przybylo and all of the trustees expressed the support for the plan, though trustee Denise McCreery said that she was concerned the plan’s funding mechanism might t hurt local businesses.

As previously reported by the Bugle, the plan established five key planning priorities. That includes using arts and culture to enhance the Niles community identity, celebrating Niles’ diversity by leveraging local assets and institutions, creating policies that would encourage more arts and cultural amenities, using “innovative methods” to encourage residents to bring art to residents, and using public-private partnerships to advance arts-related development. Each of those priorities

came with development strategies – from something as simple as sprucing up public spaces to more complex projects such as building a community cultural center.

When it came to funding, the plan suggested using some of the proceeds from construction permit fees, asking local businesses to contributions on case-by-case basis and using funds from the village’s capital improvement fund.

During the Sept. 12 meeting, McCreery, who used to serve as the Niles Chamber of Commerce and Industry’s executive director, said that, while she supported the plan overall, she was worried that increased fees on commercial building permits could hurt Niles’ economic development.

“It alludes to positively increasing fee to commercial real estate sites, and I would caution that it might not be best way to do it,” she said. “I encourage you to reach out to [Niles Department of] Economic Development and finding out what the conflicts are, so they can be avoided.”

Przybylo said he was looking forward to seeing the plan implemented.

“Its just beginning, its a great beginning.” he said. “It’s going to be a great thing, and I’m sure you’re going to find it so.”

During the meeting’s public comment period, resident Kim Wasilewski said that he was surprised that he didn’t hear about the plan until two weeks earlier – and he was delighted by what he heard.

Village changes vehicle, pets permit terms New terms, Sept. 1 to Aug. 31, make for easier processing of paperwork

The Village of Morton Grove Board of Trustees voted unanimously to make the terms of pet licenses and vehicle permits start later and end earlier than they currently do.

The new schedule was designed to make it more convenient for residents to purchase the permits.

With the new terms, most of the purchases will take place during the summer instead of spring. And, because the village will be able to take advantage of part-time summer employees, it is expected to be able to process applications quickly and more efficiently.

Under the previous regulations, both permits have to be purchased no latter than April 30. The licenses kicked in on May 1 and lasted until April 30 of the following year.

The ordinance approved on Sept. 11 changed the date. The licenses’ terms now start on Sept. 1 and last until Aug. 31.

Even before the ordinance took effect, the village changed the vehicle sticker purchase period. Hanna Sullivan, the Morton Grove finance

director, told the Bugle that, while previously, residents had to get stickers between mid-March and the end of April, this year, this was changed to between June 1 and Aug. 31.

“It’s better weather, and it gives residents longer time to buy stickers,” she said. “We were able to get some part-time help [to handle the sales].”

During the Sept. 11 meeting, Suillivan said that the change worked well for the village.

“My staff noticed definite improvement,” she said. “The lines weren’t as long, and staff definitely noticed improvement because of that.”

Summer photo contest winners announced Morton Grove Community Relations Commission chair Arcelia Pimentel told the village board that there were so many good submissions this time around that this time around that she had hard time choosing the winner.

But in the end, she was able to narrow it down to five. Sandra

Covey was chosen as the first place winner, and residents Bernard Brady, Sunny Corba, Carmen Gray and Eileen Deano were chosen as finalists. The winners’ photos were displayed at the front of dais during the Sept. 11 meeting, and they will be displayed in the village hall and on Morton Grove’s official Facebook page for a few more weeks.

The Morton Grove Community Relations Commission has been running the photo contest on seasonal basis for the past two years.

As Pimentel told the trustees during the Sept. 11 meeting, it was designed to “entourage community participation and show many faces

Wasilewski he worked for Oak Park Art District in the past, so he saw first-hand how investment in arts could transform a municipality. “In fact, here’s my wallet, raise my taxes,” he said, waving his wallet in the air for emphasis. “I’m very excited about it.”

“Thank you, Mr. Wasilewski,” replied Przybylo. “We won’t raise your taxes, but we will increase your services.”

Lindsay Brubaker, Niles Park District’s Director of Development and the Niles Public Arts and Culture Advisory Council, told the Bugle that she was glad to finally “get the ball rolling” and start making the plan a reality.

Katie Schneider, NCCI’s current Executive Director and fellow Art Council member, said that, while she was happy for the project, she shared McCreery’s concerns.

“I’m excited to see what [the Art Council and the village] do with it,” she said. “I do have some hesitancies about funding it. I don’t

know if it’s the best way to fund it.

But I’m sure that if they have funding, they’ll do great things with it.”

Trustee Bill Grear told Pimentel that he appreciates what her commission is doing.

“The community relations commission – [you are] just dong a super job,” he said. “You’re wrapping your arms around the village and making us a better place.”

The fall contest has already started. Residents have until Dec. 1, 2017 to submit their entries. And, for the first time ever, the contest is open to kids and teenagers.

Niles, Morton Grove to buy land for water pumping, storage facility

The facility will be built on a one-acre site in Morton Grove, on a at 7900 Nagle Avenue.

The land was already for sale, and the joint Morton GroveNiles Water Commission determined that it would suit their needs.

Because the two villages previously agreed to share any costs related to the water supplier switch equally, each village will pay $397,500.

That said, the staff reports indicate that the overall cost may go either up or down due to tax prorations and closing costs, so village’s individual shares may be adjusted accordingly.

Either way, both villages will eventually recoup the costs through bond sales.

Morton Grove and Niles village boards approved the purchase on Sept. 11 and Sept. 12 respectfully. Both approved them unanimously and without discussion.

The Niles and Morton Grove village boards voted unanimously to approve the purchase of land for a water pumping and storage facility that will help move the water from Evanston to the two villages.

As previously reported by the Bugle, in the end of January 2017, the two villages agreed to switch their water supply from Chicago to Evanston.

The switch must be completed before the end of 2018, when Morton Grove’s current contract with Chicago runs out.

The land will cost $795,000, with the two villages splitting the costs 50/50.

Turkey’s choice: Past or future Controversial election last April resulted in just over 51 percent of voters approving constitutional reforms

ISTANBUL - Coming from the airport into this city of about 15 million people and 5 million cars, as my driver describes it, I pass ancient Roman ruins and blocks of upscale shops; an old hotel where Agatha Christie penned “Murder on the Orient Express,” smoke shops and modest restaurants, and luxury car dealers. It is a metaphor for the choices Turks are being forced to make under President Recep Tayyip Erdogan: forward to a better future and a recapture of their secular state, or back to a nostalgic past when Islam was the official religion of the Ottoman Empire.

Recent waves of terrorist attacks throughout the country have raised security levels. My car was stopped and given a cursory search before being allowed to proceed to the hotel entrance where I was then required to pass through a metal detector and have my hand luggage scanned before approaching the registration desk.

Here, where the Bosphorus Strait divides Europe from Asia, President Erdogan seems bent on imposing his brand of radical Islam on what has for decades been a nation ruled by secular leaders. It was the late president Mustafa Kemal Ataturk who helped establish the Republic of Turkey, modeled on Western governments and their belief in church-state separation.

Erdogan, it appears, hears more than the Muslim call to prayer. It’s as though he hears a “call” to tear down

the wall separating mosque and state and, writes the Christian Science Monitor, restore Turkey to “its historical Ottoman influence.”

The controversial election last April resulted in just over 51 percent of voters approving constitutional reforms, which eliminates the office of prime minister and allows Erdogan to possibly hold onto power for years to come.

There is still disagreement over whether Erdogan and his party cheated in order to win.

In addition to questions about Turkey’s future role in NATO, how would a Turkish Islamic state change the fight against “radical Islamic terrorism,” as President Trump called it until recently when that label seems to have disappeared from his rhetoric?

An American citizen who has lived and worked in Turkey for some time, but wishes to remain anonymous for fear that his comments might bring him harm, tells me that Turks who have the resources to leave the country are getting out. He says there has been an upsurge in property purchases in the U.S., particularly in Florida.

An August 2016 article in The Wall Street Journal reported: “luxury-condo developers are seeing about 5 percent of preconstruction inventory sold to buyers from Turkey.”

“no convincing political opposition” in Turkey at the moment. “Clerics no longer define Islam, Erdogan does.”

In 2004, Erdogan participated in a panel at The Academy of Achievement in Chicago. Asked about Islamic terrorism, he responded: “Turkey is not a country where moderate Islam prevails. This expression is wrong.

The word Islam is uninflected, it is only Islam.” Others would disagree, so who gets to decide? That is a question debated throughout the Islamic and non-Islamic world. Who SHOULD decide is the larger question. In Turkey, Erdogan has set himself up as the lone decider.

Further contributing to instability in Turkey is a referendum on independence scheduled for September 25 by the Kurdistan Regional Government (KRG). Daniel Pipes, who heads the Middle East Forum, says while he supports Kurdish independence and a “single, grand Kurdish state, I see the referendum as a danger to all concerned by further unsettling a highly unstable region, perhaps provoking any of Turkish, Iranian, or Iraqi central government invasions of the KRG, perhaps leading to a confrontation between U.S. and Russian forces.”

As if we don’t already have enough to worry about.

One of Turkey’s main exports in addition to Turkish towels, the Turkish bath and Turkish coffee is the delicious confection known as Rahadlakum, or Turkish Delight.

Unfortunately, with their prospects declining, many Turks today worry that their future may not be anything in which they can take delight.

When you are a program like Joliet Catholic Academy, your opponents don’t care that you are coming off a one-win season a year ago, nor do they care that you have a first-year head coach.

All the opponents care about is the 10 state championships the program has and how many times in the past you have beat them.

That was exactly what was on the minds of Notre Dame Friday night in Niles.

“Joliet Catholic has been a powerhouse in our conference and we have won three times in 30 years,” said Notre Dame running back Ty Gavin. “They have 10 state championships in the last 20 years. This was a very good win off of last week’s loss.”

fensive snap of the series and it worked to perfection – resulting in a 67-yard catch and run for Gavin for a touchdown.

“We knew that we were going to run that all week,” the junior running back said. “It was a fake hand off to Miles George and a swing pass to me. I made one move and their defense over pursued and I was gone.”

Gavin amassed 147 (70 rushing) total yards and four touchdowns in the first half leading Notre Dame to a 34-0 victory.

“JCA is a class organization and they are a great team,” said Notre Dame coach Mike Hennessey. “We were able to get up on them early and sustain some things and our defense was able to hold them and we are really proud of that.”

Truex wins at Chicagoland Speedway - again

After winning the the regular season title, Martin Truex Jr. didn’t waste any time punching his ticket to the second round of the NASCAR Monster Energy Cup playoffs in Sunday’s Tales of the Turtles 400, the Playoff opener at Chicagoland Speedway.

At was Truex’s fifth victory of the season and second-straight in Joliet.

“Definitely excited to be able to come to the first round of the Playoffs this year and cap it off with a win,” Truex said. “(I am) Proud of my team. It was not an easy day by any means. We had the speeding penalty, the issue with the lug nuts on the pit stop.

Think we went from last to third in 80 some laps in stage two.

That felt pretty good.

“Then honestly, just kept tweaking our car all day long. It was not where we wanted it at the start of the race. Probably through the first 50 or 80 laps, we were off a little bit, just kept getting it better and better. I thought by the last hundred laps of the race, it was really, really good.

The win this year came with a bit of a new twist, as race sponsor Nickelodeon dumped slime on Truex in Victory Lane.

“I just spent about five minutes in the bathroom washing my hands and face trying to get all the green stuff off,” Truex said after the race. “I remember watching Nickelodeon as a kid, watching that show where it was like an obstacle course thing, they would get slimed all the time. I thought it was hilarious. It’s a lot funnier

A week ago, Truex seemingly had the win wrapped up, but a late caution allowed Kyle Larson to beat him on the restart and take the win.

While this win was big, he said he was not thinking about last week in the car.

“You know, I don’t know. I mean, I think last week was last week. We got over it by Monday or Tuesday, focused on Chicago,” he said. “Just trying to move forward and look forward each and every week and race one race at a time.

“We knew that this week was a big one. We wanted to come here and just run like we knew we could, not do anything out of the ordinary. Most importantly

not let the pressure dictate how we raced or what we did. I think we did that.”

Coming into the race the leader in points, Truex said he was not coming in to make a statement.

“As far as making a statement, I don’t think we really came here to do that,” he said. “I think we just came here to race, try to race to the best of our abilities, and at the end of the day accomplish

what we feel like we’re capable of. That’s what we did.

out to a better start and competed a little more in the first half. I think in the second half, we came to life a little more defensively.

“The conference is a meat grinder. We knew on film from the way they played Benet and played Nazareth that they are a big, physical team and they play power football and we knew we

would have our hands full. We can’t shoot ourselves in the foot.

We had a couple of false starts and a couple of plays in the passing game that if we have.”

Joliet Catholic did have a bright spot offensively in the running of Keenan Hailey.

The junior carried the ball 31 times for 168 yards. JCA’s leading rusher coming into the

game, Ke’Von Johnson, posted only 25 yards on nine carries.

“Keenan is a warrior and we have been looking for ways to get him the ball,” Jaworski said.

“Ke’Von has had big games in two of the three games so far and we got Keenan going tonight. He is tough and he runs hard, but he has some hips to him and has some wiggle.”

Secretary of State cautions investors about for hurricane scams ‘Beware of any promoter promising quick and high returns on your investments’ Illinois Secretary of State Jesse White is cautioning investors to watch out for opportunistic investment scams in the wake of widespread damage caused by Hurricanes Harvey and Irma.

“Natural disasters like this one have many stories which highlight the best in people as neighbors help neighbors, but these situations can also bring out the worst in people, particularly those seeking to profit from the misfortune of others,” said White. “Illinois residents should be aware of companies and individuals offering investments involving the aftermath of these hurricanes.”

Securities Department which regulates investment advisors and securities brokers, urged investors to watch for hurricane-related scams, including unsolicited email, social media messages, or telephone calls promoting investment pools or bonds to help storm victims, water-removal or purification technologies, electricitygenerating devices and distressed real estate remediation programs.

“Beware of any promoter promising quick and high returns on your investments,” White said.

“Con-artists may claim that their

companies have government contracts to help with the clean up or rebuilding effort. Investors should always research the companies and salespersons before investing.”

White’s Securities Department offered three tips to help investors avoid disaster-related scams: Delete unsolicited emails or social media messages and hang up on aggressive cold callers promoting hurricane-related investments, especially those from small companies touting unproven or new technologies or products.

Use common sense. Claims of guaranteed returns or low/no investment risk are classic red flags.

Every investment involves some degree of risk.

Do your homework. Contact the Secretary of State’s Securities Department to check that both the seller and investment are licensed and registered. If not, they may be operating illegally.
