Morton Grove Set to Approve Raffle, Poker Run Reg BY IGOR STUDENKOV For the Bugle @BugleNewspapers nweditor@buglenewspapers.com
TA K E 5 M I N U T E S FOR YOURSELF!
The Village of Morton Grove Board of Trustees will vote on whether to approve new regulations that would civic and charitable organizations to hold raffles and poker within the village borders. Under the State of Illinois law, those types of events are forms of gambling, and are only allowed if it fits certain regulations. The organization must get a permit from the municipality where the event will take place, and the municipality can set fees and conditions for those permits. The ordinance that originally went before the village board during its Sept. 10 meeting will create three types of raffle licenses and two types of poker run licenses, setting the limits for prices and license fees, among other regulations. The ordinance went through a first reading during last week’s meeting, and it is scheduled to get it second, final reading during the Sept. 24 meeting. For raffles, there would be three types of licenses. The Class A license will be available to police departments and other law enforcement organizations, as well as non-profit associations such as veterans organizations and religious organizations which have been in existence for at least five years. The license holders wouldn’t be able to sell raffle tickets for more than $100 a ticket. The individual prices would be capped at $2,000, and, collectively, the prices can’t be worth more than $10,000. The village will only issue up to four Class A licenses a year, and the applicants won’t have to pay any fee. Class B license would work similarly to the Class A license, except it would only be open to nonprofits and the prices wouldn’t be capped – though the applicants SEE NEWS PAGE 3

Maine East theater teacher earns top honors Karen Hall earns Illinois Theater Association Award of Honors BY MARK GREGORY Editorial Director @Hear_The_Beard mark@buglenewspapers.com
Each year the Illinois Theater Association recognizes a member of the association with the Award of Honor for their contributions to theater in Illinois, in particular to the Illinois Theater Association. This year, that award went to Maine East theater teacher Karen Hall. “I am really excited about this,” said Hall, who was presented the award at August 25 awards presentation during the Illinois Theatre Association’s Annual Red Carpet Gala at Drury Lane Theatre in Oakbrook. “It is their top award and they do one for a member and one for a nonmember.” Hall has been a member of the association for 19 years and sat on the board for six years, and is very active in the Illinois High School Theater Festival and has directed the all-state musical. “It is nice to be recognized by the people I have spent a lot of time with and done a lot of work for,” Hall
NEW FROM PAGE 2 would have to get fidelity bonds if the prices go above the amounts capped under the Class A license. Class C license would work similarly as a Class B license, except while Class A and Class B licenses would allow license holders to hold a raffle for one day, Class C license holders would be able to do weekly raffles. The Class B and Class C licenses would come with application fees of $50 and $100, respectively. Poker runs are events where participants go to multiple locations to play “games of chance” such as dice and marbles. Class A poker run license would allow non-profits to hold one-day poker runs, and all locations have to fall within the village borders. The
said. “They are a great organization and is a great resource for a high school theater teacher. It gives you a great network of colleagues when you need to bounce a question off someone or borrow a costume or prop. It has really been a great way to hang out with people who are like minded and having the chance to work on the High School Theater Festival was one of the highlights of my career.” Hall said one of the best things she does yearly is having the ability to take Maine East students to the festival, which is held annually at either University of Illinois or Illinois State University. “Every January there is a threeday convention with about 4,500 kids from around the state. There are usually between 20 and 30 shows from around the state performing, there are about 100 workshops they can take and there is an all-state musical,” Hall said. “It is a big, fancy, educational weekend for the kids. I have been taking kids down for 19 years and every year, I love watching the kids’ faces when they get down there.” The festival, however, is only one weekend of the year, the rest of the time Hall spends at Maine East teaching her students the ins and outs of theater. “These kids are awesome. They really appreciate opportunities.
They are hardworking and as an educator it is awesome to be able to open some kids eyes up to things they have never experienced before and that is an amazing feeling. They do awesome work,” she said. “We are giving kids the opportunity that other kids may not have and that is something we take great pride in. Hall was one of those students when she was in school. “I was a theater kid in high school and theater was what got me to school every day and for some kids drama may be the only reason they are coming to school that day and that is an awesome feeling knowing you are making a difference in someone’s life,” she said. “I started out and I was going to be an actor and that is what my undergrad degree is. Then I realized I liked directing and teaching more than I liked auditioning – and I would like to be employed all the time. They keep me young and I wouldn’t trade it for the world.” She is now in her 30th year in the classroom and is working on the Maine East fall production. “Our fall play is in two weeks and we are doing an unpublished play called ‘The Compass,’” she said. “It was a play I read last fall and really wanted to do it because it is very cutting edge and topical, so I contacted the playwright and he said we can do it.”
caps on prices would be the same as under Class A raffle license, and the village wouldn’t issue more than four licenses per year. Under the Class B license, nonprofits would be able to do up to 52 poker runs a year, with the ordinance specifying that they wouldn’t be able to do more than one run a week. In other words, they would theoretically be able to do poker runs every week of the year. The limits on locations and the value of winnings would be the same as under Class B poker run license. The application fees for Class A and Class B poker run licenses would be $50 and $100, respectively. The ordinance specifically bans applicants who are either felons, “professional gamblers and gam-
bling promoters” or “are not of good moral character.” The same ban would apply if any individual meeting any of those criteria is the applicant organization’s employee, officer or has some financial stake in. The application also wouldn’t be granted to a person or an organization that owes money to Morton Grove, or lied on a previous license application. Once the organizations apply, it would be up to the mayor of Morton Grove – or some other official authorized to make the decision on the mayor’s behalf – to decide whether to grant it. The village board went through the first reading without any comments. It is expected to vote on whether to approve the new regulations during its Sept. 24 meeting.

Illinois’ long romance with trains endures Railroads made Chicago, stealing commerce from steamboat hubs like St. Louis, but it’s a love-hate relationship in the suburbs and Chicago today BY MARNI PYKE OF THE DAILY HERALD Trains brought Abraham Lincoln’s body home to Illinois, transported southern blacks escaping Jim Crow laws to Chicago, and now carry a labor force of thousands between the suburbs and downtown Chicago daily. Freight, passenger and commuter trains pass through the Chicago area at the rate of 1,300 a day, Illinois Department of Transportation says, and rail lines fan out in every direction. “People in Illinois are as intimately tied to railroading as anywhere in the country,” DePaul University transportation professor Joseph Schwieterman said. “Millions live close to busy rail lines, use commuter or intercity passenger trains, or cross busy sets of tracks every day, giving them a strong psychological connection to railroads.” But being the rail hub of the nation also has its downside: Meager funding for commuter rail, crossing delays, and freight gridlock are among the challenges facing the state in the 21st century. The first train to appear in the Chicago metro region was a Galena & Chicago Union Railroad steam engine dubbed the “Pioneer” in 1848, according to the Encyclopedia of Chicago. One of its first destinations was the settlement of Elmhurst, foreshadowing a regional commuter rail service under Metra that made 78.6 million passenger trips in 2017. “Our legacy suburbs developed along the railroads. In many respects they owe the initial growth to the railroads,” railroad historian and Metra Chairman Norm Carlson said. Prior to railroads, “shipping was the only way to move bulk commodities,” Carlson explained. “‘Interior’ delivery was limited to what the horse or mule
could carry or pull.” Initially, Midwestern railroads were built to link the nation’s interior with waterways, like the Mississippi River, and St. Louis was pegged as the gateway to the West. Chicago gained traction “in large measure to the access to Lake Michigan,” Carlson said. Railroads began sprouting like dandelions to feed growing demands. “From moving crops to market to moving raw materials in and finished products out, the railroads connect the economic activity of the state,” Carlson said. Schwieterman noted “everyone knows that railroads are a huge part of Chicago’s history, but many don’t fully appreciate that other places, including Decatur, Galesburg, Effingham and Rock Island, were rail junctions of enormous importance, as well.” As of 2018, the Chicago region absorbs almost 500 freight trains daily or 25 percent of traffic in the United States. But outdated infrastructure where railway tracks intersect or cross busy roads mean trains can spend as much
time in Chicago as it takes to reach either coast. Efforts to untangle the rail spaghetti — expediting trains and improving safety — will cost $4.4 billion and are about 40 percent complete. Both Metra and Amtrak are suffering from lackluster funding amid demands for better service from riders. Yet, despite the budget drought for commuter rail, Illinois’ high-speed rail project to begin service between Chicago and Springfield with speeds of 110 mph is expected to finish this year. “Chicago remains the workhorse of our country’s railroad industry,” Schwieterman said. “That keeps rail lines in our state unusually vibrant and busy.” Marni Pike is the transportation writer for the Daily Herald in Arlington Heights. BIG PLAY
DONS Three plays for more than 40 yards help Notre Dame beat Benet and earn third win of the season
BY MARK GREGORY Editorial Director @Hear_The_Beard mark@buglenewspapers.com
In the East Suburban Catholic Conference every league game is a pivotal one with each team knowing the conference will have them ready to compete in the playoffs. The problem is getting in the playoffs. With five wins needed to be playoff eligible, every week seems like a must win game and that was the vibe Friday night when Notre Dame traveled to Lisle to take on Benet Academy at Benedictine University. After a hard-fought game, it was Notre Dame and its big-play offense that came away with the 24-7 win, bouncing back from a tough loss to Marist a week ago. “We came through when we needed to,” said Notre Dame coach Mike Hennessey. “The execution early on wasn’t as crisp as it should have been, but we

got some big plays and I think physically we passed the test and that was important for us.” After a scoreless first quarter, reigning ESCC MVP Ty Gavin got Notre Dame (3-1, 1-1) on the board first with 59-yard touchdown run with 4 minutes, 58 seconds remaining in the half. Benet put together an answering drive and worked the ball to the Dons’ 5-yard line, but Michael Wyman, fighting for the goal line, fumbled the ball into the end zone where it was recovered by Notre Dame’s Xavier Buckley. A personal foul penalty was tacked on to the touchback, bringing the ball out to the 35yard line, where Julian Schurr needed one play to take a sweep 65-yards up the Notre Dame sideline and put the visitors ahead 14-0 with 1:45 before the half. “Those big plays kill you,” said SEE DONS PAGE 7

DONS FROM PAGE 5 Benet coach Pat New. “We work our tails off to get the ball down there and we fumble on the goal line and they take one play and score. I have always said, calling an offense is much easier when you can score on a 60-yard run.” Halfway through the third quarter, the Redwings cut the lead in half on a Wymer 1-yard plunge, however Notre Dame would tack on a Danny Simon 25-yard field goal before the end of the corner. The lone score in the fourth quarter was a Gavin 8-yard run, which was set up by his 65-yard jaunt four plays earlier. Gavin would carry the ball 16 times for 152 yards and a pair of scores. “Coming out here we knew we had to play physical football,” Hennessey said. “Every game we play with these guys is a tough, hard-nosed game. That is how it is against Benet. They are a well-coached team and we respect them a lot and that is why we love to play them. We even played them a couple times when we weren’t scheduled to.” New has the same praise for the Dons. “Notre Dame is traditionally a really well coached team and they have some great kids,” he said. “We are always battle tested and that is for sure. We get in the playoffs and play a team and realize we have played better teams all year in conference.” Benet will look to right the ship next week at home against Nazareth.

Anthony Sales and Notre Dame are 3-1 on the season. “We have no room for let down,” New said. “Traditionally, our guys have always been ready to play Nazareth and we know we have our work cut out for us because that is one of the best teams in the state.”
Notre Dame will host Marian Catholic looking to get win No. 4. “Every week is a battle. Last week was, this week was and next week for our homecoming will be,” Hennessey said. “We know it gets you ready.”

Explore your options before leaving any job DEAR DAVE, I’m stuck in a dead-end job, and I only have a high school diploma. I’ve never minded long hours and hard work, but I’ve begun to realize I need to have a better career so I can spend more time with my kids. I feel like I’m missing out on their lives because I work 65 to 70 hours every week. Do you have any advice on how to change my situation? TIM DEAR TIM, Asking questions and exploring your options like this is a much smarter move than simply walking away from an unsatisfying job situation — especially when you have a family to think about. I’m glad you’re wise enough to take a thoughtful look at the situation, instead of making a rash decision that could have a negative impact on you and your family. There’s absolutely nothing wrong with wanting to improve yourself in terms of education or your career. But before you do any of that, you’ve got to have a definite direction in mind. You need an in-depth, detailed game plan for the next three or four years that’s designed to put you where you want to be. It may involve going back to school for some classes, additional training in your field or even getting a full-blown degree. If you identify your longterm goals in detail, it will lead you to some of the short-term goals that will help you arrive at your final destination. Have you tried talking to your boss about your goals and your situation? See if you can have a sincere conversation with him or her, and discuss your feelings about your career and what’s going on with your family, too. —DAVE

Reduced lanes on Howard St. Water Main Construction Work is underway on Howard Street as part of the Morton Grove – Niles Water Commission (MGNWC) water supply improvement project. As part of the work, Howard Street will be reduced to one lane in each direction between Oak Park Avenue and Natchez Avenue beginning September 14.
