Park Ridge marks anniversary of Sept. 11 terrorist attacks

Last year, on a rainy Friday morning, the city of Park Ridge unveiled a memorial honoring the victims of the Sept. 11, 2001, terrorist attacks.

The weather was kinder this time around, as officials, members of the clergy, Park Ridge first responders, children from local schools, veterans and other residents gathered at the memorial on the morning of Sept. 9.

Speaker after speaker talked about the importance of honoring first responders. And, in a significant milestone, two student speakers came from the first freshman class made up of students who were not alive when the terrorist attacks happened.

The ceremony opened with the honor guard made up of Park Ridge police officers and firefighters lining up around the monument and unfurling the national and state flags. Roosevelt Elementary School’s chorus sang the National Anthem.

Fr. JamesWallace, who, until recently, served as the associate pastor at Park Ridge’s Mary Seat of Wisdom Catholic parish but currently serves as the pastor at the nearby St. Juliana Parish, delivered the opening prayer.

He asked God to bring peace to the world and comfort to all those who were touched by the attacks. Fr. Chris

Kerkeres, of Chicago’s St. George Greek Orthodox Church, conducted a scripture reading, as well.

Acting Mayor Marty Maloney opened his speech by thanking everyone who helped make the 9/11 monument a reality.

“As mayor, I get a lot of praise I don’t deserve, and this is one of those times,” he said. “It’s not really my doing; it’s the doing of folks who brought it here.”

Maloney said he wanted to focus his remarks on first responders, both past and present. He recalled how his son, Conner, who plays on Maine South High School’s soccer team, injured his leg at a game in Deerfield. The entire family was impressed with the calm, professional way local paramedics handled the situation. That ability to be calm under pressure, Maloney said, goes to the heart of why it is important to recognize first responders.

“It’s really worth remembering that it takes a special person to be a first responder,” he said.

Second Ward Ald. Nicholas Milissis, who chairs the city’s public safety committee of the whole, said he was happy that the community supported the memorial. He then told the story of Welles Crowther, a 24-year-old equities trader and former volunteer firefighter who worked at the World Trade Center’s south tower when United Airlines Flight 175 struck the building. He

survived and helped other survivors escape the tower, coming back several times to help more people.

Crowther perished when the tower collapsed.

“We give thanks for those who go back when our instinct is to run away,” Milissis said.

He also addressed his praise to the first responders in attendance.

“Too often, as a community, we take you for granted, yet your service doesn’t waver,” Milissis said.

“Our community wouldn’t be what it is without you.”

The alderman finished his speech with a tribute to the families of 9/11 victims.

“We continue, once again, to pray for all those for whom the loss of 9/11 is still as acute [as ever],” Milissis said.

Students spoke next. Clare Young, of the Mary Seat of Wisdom parish school, said she is the daughter of a Chicago Police Department homicide detective and sees the sacrifices first responders make every day.

“Seeing the lengths my dad goes to [in order to] serve the city helped me understand the sacrifices that were made [by first responders] on 9/11,” she said.

Laura Pomilia, a Maine South freshman, recalled visiting the World Trade Center 9/11 museum.

What stayed with her the most were photos of people jumping out of the towers.

“I remember that part the most, because the feeling of the loss of hope is too much to endure,” she said.

Pomilia reflected on how much time has passed since that terrible day.

“15 years is a long time – longer than I’ve been alive,” she said.

“But, 15 years is not long enough to heal the wounds. We remember the survivors, and, most of all, we remember the deceased and their legacies.”

Rev. Alex LaChaepelle, of St. Luke’s Lutheran Church, gave a dedication prayer, expressing hope that the memorial will continue to serve as a place where Park Ridge residents and visitors can come to mourn and reflect, as well as a reminder of a community spirit that could create a more peaceful world.

Maine South students Kara Swanson played taps, and Park Ridge firefighters rang a bell to recognize those who perished in the 9/11 attacks. This was followed by a moment of silence, and the Roosevelt school choir sang “God Bless America.”

The ceremony ended with Rev. Dick Johnson, also of St. Luke’s, giving a closing prayer. He invited everyone in attendance to join hands and pray for peace.

New parking meter rates take effect in Park Ridge City considers automated meters, electronic payment option In response to calls from residents regarding a recent increase in parking meter rates, the city of Park Ridge is reminding

motorists of the 25-cent rate bump.

The Park Ridge City Council initially approved jump from

25 cents to 50 cents per hour at its July 18 meeting. Currently, the city is in the process of reprogramming its parking

meters to reflect the new rate.

Additionally, city staff was expected to bring forward a recommendation for a parking study at the Sept. 12 committee of the whole meeting. That study may include a recommendation

for automated meters with electronic payment options, according to the city. Some residents have expressed concerns about the number of quarters needed to feed the meter.

City awards stormwater master plan contract Mazzuca says contract bid process was stacked in Burke Engineering’s favor

The Park Ridge City Council voted 4-1 to give a stormwater master plan contract to Christopher R. Burke Engineering – but, not without some last-minute fireworks.

The vote has been delayed several times as it made its way through the committee of the whole and city council. During the Aug. 15 meeting, the council voted to defer the vote because there were not enough aldermen in attendance to meet the four-vote supermajority threshold. Rather than risking a “no” vote and forcing the city to start the process all over again, the majority of the council agreed to move the vote to the Sept. 6 meeting.

But with Third Ward Ald. Richard Van Roeyen and Fourth Ward Ald. Roger Shubert absent, the council was in the same situation at its most recent meeting.

First Ward Ald. Dan Moran ultimately decided that, while he still opposed giving the contract

to Burke, any further deferments would simply delay the inevitable, which he felt would only hurt taxpayers. He cast a reluctant “yes” vote, ensuring that there were enough votes to meet the supermajority requirement.

Over the past three months, Moran and Sixth Ward Ald. Marc Mazzuca repeatedly expressed reservations about whether Burke was the best choice for the job, especially since it had the fourth lowest bid. Both aldermen were unhappy with the way the firm handled the stormwater fee study, and felt aldermen should have had the opportunity to interview the bidders.

That position put them at odds with Van Roeyen and Second Ward Ald. Nicholas Milissis, who argued that stormwater mitigation projects should get started as soon as possible. Milissis was particularly critical of Mazzuca, questioning the motivations of aldermen who supported delaying the vote.

Touhy closed for Union Pacific crossing repairs The Illinois Department of Transportation announced that Touhy Avenue between Elmhurst Road and Mount Prospect Road in Des Plaines would close this week.

The closure, expected to begin Sept. 12, is necessary for the Union Pacific Railroad to make repairs to its crossing on Touhy.

In order to complete the work, Touhy will be closed at the Union Pacific Railroad tracks immediately west of Mount Prospect Road until no later than Sept. 22. Touhy will remain open to local traffic from the west between Elmhurst Road and the railroad tracks.

A detour will direct eastbound Touhy Avenue traffic north on

Elmhurst Road, east on Oakton Street and south on Mount Prospect Road to reconnect with Touhy. Westbound traffic will take the reverse route.

The detour does run through a work zone with lane closures at the Elmhurst Road and Oakton Street intersection, as part of the Illinois Tollway’s reconstruction of the Jane Addams Memorial Tollway (Interstate 90) and Elmhurst Road interchange.

Motorists can expect significant delays and should allow extra time for trips through this area.

Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.

grown more convinced that Burke was not the best choice. He noted that with all the time that had passed due to delays, there would have been time for interviews. Still, he was willing to vote in favor of the contract just to move the matter forward.

“It doesn’t do the taxpayer any good to delay this any further,” Moran said. “For the good of the city, I’m willing to vote ‘yes’ to move this forward.”

Mazzuca took a harsher view, saying that, while he couldn’t know for sure if the bidding process was slated in Burke’s favor, he felt there were strong reasons to suspect just that.

“It’s certainly hard to say that someone’s thumb wasn’t on the scale,” he said.

Mazzuca said he felt staff “always found rationalization” in favor of Burke’s, no matter what their bid was. The request for proposal for the stormwater plan contract, according to Mazzuca, was also designed in the company’s favor.

“The RFP was based on a Wheeling RPF, which it won,” he said.

Additionally, the Sixth Ward alderman said he found it suspicious that Burke got a perfect score in the bid evaluation, noting

that the company received points for doing extra surveying the RFP didn’t explicitly require. He also reiterated his earlier argument that the RFP language indicated that all bidders would be interviewed.

During the Aug. 8 public works COW meeting, Park Ridge Acting City Manager Joe Gilmore explained that the language was there to give city staff an option to conduct interviews if they felt it was necessary.

Finally, Mazzuca expressed concern that the staff wouldn’t be held accountable if Burke doesn’t do a good job.

“Who will be held accountable if [Burke] doesn’t deliver the results we need or deserve,” he asked. “I sincerely hope that I’m wrong and somehow, some way, this will be different.”

This prompted Milissis to ask Gilmore and Wayne Zingsheim, director of public works, how they felt about being accused of a crime.

“When I hear a statement you just read – to me, it sounds like you are accusing staff of criminal behavior,” Milissis said to Mazzuca.

Zingsheim replied that he didn’t pay attention to the alleged accusation, while Gilmore reiterated that cost information had been sealed until the evaluation

was complete and neither he nor other staff members had any access to bids until the evaluations were complete. Gilmore added that, even if the interviews took place, they would have been conducted by staff, not aldermen.

“There was never a point where [interviews] were going to be held in [the council chambers],” he said.

“It wouldn’t have happened with elected officials in public. I just wanted to clarify that, because that was never an intent.”

When given a chance to respond, Mazzuca insisted that he didn’t accuse anyone of criminal conduct – merely that he found some aspects of the bidding process troubling.

Fifth Ward Ald. Daniel Knight said that what transpired during the meeting was embarrassing, and thanked Moran for being “gentlemanly.”

This resulted in another flareup, as the first ward alderman said that he hasn’t voted yet, prompting Knight to angrily call for another deferral. While Moran quickly said he would be willing to vote ‘yes,’ the vote went ahead anyway – only to be defeated 3-2, with Moran, Mazzuca and Milissis voting against. The aldermen then voted to approve the resolution, with Mazzuca casting the only ‘no’ vote.

Niles Township real estate assessment list released The Cook County Assessor’s Office has released a real estate assessment list for Niles Township.

The 128-page supplement, included in the Sept. 15 issue of the Bugle, provides the assessed values for all properties in the township. Cook County Assessor Joseph Berrios prepared the list, which is arranged by street names and house numbers.

Under state and county law, residential property is assessed at 10 percent of market value and industrial or commercial properties are assessed at 25 percent of market value.

Berrios said one important use of the listing is to allow property owners to see how the assessed values of their properties

compare with the assessed values of other similar properties in their neighborhood.

“My primary concern as assessor continues to be the fair and equitable assessment of properties in Cook County, and to ensure that each property owner only pays his or her share of property taxes,” Berrios said.

The assessor’s office does not set the tax rates in the county, nor does it collect property taxes.

The assessor also reminded property owners that they should have received a reassessment notice in the mail this week.

The notice contains detailed information to help them understand their assessments.

reassessment, Berrios redesigned the reassessment notice to include more information.

“This notice provides taxpayers with all the tools necessary to determine if their assessments are accurate and fair,” Berrios said. “They shouldn’t have to jump through hoops to find out what similar properties are assessed at in their neighborhoods. We’re going to cut out some of the hurdles that have been in place for years.”

Illinois Rail Safety Week runs Sept. 11-17 This week, Park Ridge police are joining law enforcement throughout Illinois to promote vehicle and pedestrian safety around railroad tracks and trains.

Last year, Illinois ranked 3rd in the nation in vehicle collision fatalities and 5th in the nation in trespasser fatalities.

There were 140 crossing collisions involving motor vehicles, which resulted in 79 injuries and 24 fatalities, in 2015. Additionally, there were 41 incidents involving individuals trespassing on railroad property that resulted in 18 injuries and 23 fatalities. To promote rail safety

A 26-year-old Glenview man was charged with four felonies, including aggravated DUI and reckless homicide, stemming from a fatal accident last month in Morton Grove.

Joseph Sperling was arrested and charged with two counts of aggravated DUI, reckless homicide and leaving the scene of a fatal crash Aug. 26 near Golf Road and Ozanam Avenue, according to the Morton Grove Police Department.

Denise Cavada, 49, of Chicago, was killed when, according to police, her vehicle was struck by a black Lexus being driven by Sperling.

By trudy lieberman Rural Health News Service Recently a tweet from Lauren Sausser, a fine health reporter I know in South Carolina, caught my eye.

“Crazy drug prices became personal.

My dad will start Keytruda regimen on Friday, $15,000 per infusion, once every three weeks indefinitely.” The high cost of pharmaceuticals had hit home!

Her 61-year-old father, Jim McCallister, who lives in Spartanburg, South Carolina, had been diagnosed with a melanoma discovered during a routine skin exam a few weeks earlier.

It had spread to his lungs. Doctors recommended the drug, which uses the body’s immune system to attack cancer cells and has showed promise in treating aggressive melanomas.

McCallister’s employer-provided insurance is paying for most of his treatment, and the family is looking into Merck’s co-pay program. In the meantime, McCallister faces several thousand dollars of out-of-pocket costs.

McCallister may be lucky cost-wise.

But the fact remains: Somebody is paying for the high cost of Keytruda and other new drugs coming on the market. Sausser said her dad asked if insurance would cover the drug. “The doctor told him they would find some way.”

That’s the nub of the dilemma. For many like McCallister, there may be help, often from the drug companies themselves in the form of patient assistance plans.

Remember drug company AstraZeneca’s ads for some of its costly drugs: “AstraZeneca may be able to help”?

Sometimes state or local government programs, private charities, nonprofit agencies, or coupon programs help patients pay for their drugs. Patients who can’t get help from any of those sources often go without.

Escalating drug prices affect everyone – even those not taking expensive drugs or not on Medicare. High drug prices affect all insurance premiums sooner or later. for the drugs, which pharmaceutical makers can set according to what the market will bear. They can pretty much do whatever they want with little push back from those who end up paying the bills – governments, insurers and patients. The U.S. has no cost controls, and government doesn’t negotiate drug prices the way many other countries do.

So the price of commonly prescribed drugs like the EpiPen, a shot that stops life-threatening allergic reactions, has risen to more than $600 for two pens.

In 2009 two pens cost $100.

The price for Abilify, an antipsychotic, has risen 113 percent between 2007 and 2014, and the cholesterol-lowering drug Crestor has climbed 103 percent over the same time period, according to The Campaign for Sustainable Rx Pricing, a group of employers, insurers, and unions that are trying to raise public awareness of high drug prices.

That helps explain why Medicare recently reported its spending on prescription drugs increased more than 17 percent in 2014 even though the number of claims from the program’s 38 million beneficiaries rose only 3 percent.

Medicare’s prescription drug law was never meant to pay all a person’s drug expenses. This year once a beneficiary and her drug plan have paid $3,310 for medicines, she reaches the coverage gap where she must pay the cost of

most of her drugs. If she spends, out of her own pocket, another $4,850 for drugs this calendar year, she qualifies for catastrophic coverage and pays only 5 percent of all her remaining drugs for the year.

The trouble is that with prices so high, it’s easy to end up in the coverage gap paying out-of-pocket. Even protection offered by catastrophic coverage may not be enough. That’s especially true for people taking highpriced specialty drugs.

In 2013, about 3 million people were in this predicament. “Not a lot of people pay above the threshold, but those who do can pay through the nose,” says Tricia Neuman, senior vice president of the Kaiser Family Foundation.

Not long ago I spotted a letter to the editor in USA Today from Heather Block, age 53 who has Stage 4 breast cancer. She was calling for patients to organize and build a network to help craft solutions for the problem of skyrocketing drug prices.

I talked to Block about this. Her zeal and interest in organizing patients reminded me of the early days of the consumer movement in the 1960s when citizens organized to pass legislation to make the marketplace safer and more fair.

With drugs, Block says, it’s hard to organize people because of drug assistance programs that take the sting out of prices and make patients less willing to work against the companies, the presence of disease advocacy groups funded by the pharmaceutical industry, and a general reluctance to speak up for fear of jeopardizing their own health and survival.

Maine South girls cross country team has experienced returners Fall preview responses were submitted by coaches and all responses are in their words, edited for space and style.

MAiNe South GiRlS CroSS Country Coach: Jeffrey Downing key Returners: Senior Madeline Dingle ran 17:45 at the state meet last year. Junior Olivia Niziolek ran 17:53 at state. Other top 12 returners from last year are seniors Olivia Holmes and Maura Lally, juniors Kathleen Glockner and Lexi Kachiroubas and sophomores Laura Downey and Lauren May. These girls really came on during the end of the CC season last fall, ran great in track, and had nice summer running programs. key Newcomers: We expect the following girls to compete for top seven spots: Seniors Katie Syer, Sydney Richter and Shannon Ryan and juniors Maddie Harper and Amanda Walbert. They have had success in our programs in the past, and hope they will step up as the season progresses.

In addition, we are cautiously optimistic that some of our newer runners will jump in and also add to our varsity depth.

Goals: We were CSL South cochampions last year and expect to compete for the conference title again this year. New Trier should be very good again this year. As well, we qualified to the IHSA State meet as a team last

year for the sixth time in eight years. That always remains our goal and we are hoping to finish even better than the 12th place we earned last year. keys: We feel comfortable with our up front running of Niziolek and Dingle, but our success will be determined by how close the rest of the pack will be to these two runners. Our team was successful last season because our pack ran so tight last year.

Tony Stewart, 3-time winner at Chicagoland, makes his final run in Joliet before retiring

The drop of the green flag Sunday at Chicagoland Speedway in Joliet signifies the beginning of the 2016 Chase for the NASCAR Sprint Cup. It also signifies the beginning of the end for one of the sport’s most polarizing drivers.

Tony Stewart announced at the beginning of the season that this would be his final season behind the wheel of the No. 14 Chevy.

A former winner at Chicagoland, the man they call ‘Smoke’ clinched his place in the Chase with a win at Sonoma in June.

“Before the season started we said our only goal was to go out and have fun, anything else would be icing on the cake,” Stewart said. “It’s been fun but we’ve also been able to run really well. We aren’t going to change.

We are going to keep having fun all the way to Homestead.”

Fun may have been Stewart’s goal from the beginning of the season, but with a championship only 10 races away, Stewart is looking to get more fun out of winning.

“My goal was to have fun this season, (this is) my last year, I really wanted to have a good time and I’m doing that,” he said.

“I’m having a lot of fun racing with the guys I’m racing with.

We wanted to win a race and we got that done so it’s kind of taken the pressure off of trying to accomplish that goal. Now, it’s like, ‘OK well let’s set another goal and set it a little higher’. We want to go and do the best we can to win this championship. You know the thing is its 10 weeks, it’s 10 hard weeks of racing and its three three-race segments to get to Homestead. You can’t leave anything on the table. You’ve got to use it up every week and its two and a half month of your life that you’ve got to really focus hard on and be all in on.”

With the points readjusted

as the driver’s enter the Chase, Stewart is looking for a competitive run at his fourth championship.

Stewart earned his first crown in 2002, grabbed a second in 2005 and waited six years before he defeated Carl Edwards by virtue of a tiebreaker. The two ended the season tied in points, but Stewart’s five wins bettered Edwards’ one.

With this being his last chance to get championship No. 4, Stewart said he will not go after it lightly. “(My mindset is) don’t leave anything on the table each week,” he said. “Once the Chase starts, every race that we run, it’s

not about saving anything. And I’m not worried about hurting people’s feelings, if we’ve got to roughen them up a little bit to get the job done, they don’t have to worry about me next year – I won’t be in that capacity.”

Stewart is not only looking for a title run for himself, he is looking for successful runs from Kurt Busch and Kevin Harvick – both members of Stewart-Haas Racing, the team Stewart coowns.

“You want to be peaking at that time, you want to be really coming into it and you know, it’s never that you go to the track and you’re like ‘well we don’t want to peak this weekend so we’re not going to try to win the race.’ That’s not the scenario you put yourself in but you want to have momentum, you want your team guys to feel like they’re building on something and feel like they’re getting to the top of the pile. And I feel like we’re in a position like that – Kevin and Kurt are both running well each

week, the Mobil 1 car for us has been getting better and better each week as well. We’re knocking our top fives left and right here and if we can have that kind of consistency, that could carry us a long way in the Chase.”

When the Chase is over, it will end a NASCAR career for Stewart that began in 1999 after spending time in the IndyCar Series, where he was the series champion in 1997.

Stewart is the only driver to win championships in stock cars, Indy cars and open-wheel Midget, Sprint and Silver Crown cars.

His three NASCAR Sprint Cup Series championships make him one of just 15 drivers who have scored multiple Sprint Cup titles, and only the ninth driver to win three or more championships, joining Richard Petty (seven), Dale Earnhardt (seven), Jimmie Johnson (six), Jeff Gordon (four), David Pearson (three), Darrell Waltrip (three), Cale Yarborough (three) and Lee Petty (three).

NASCAR Chase starts Sunday

After a night in at Richmond that saw Denny Hamlin take his third checkered flag of the season, the Chase grid is set as racing heads to Joliet’s Chicagoland Speedway.

Fans don’t have to look far to find the storylines heading into the Chase.

With the points reset, Brad Keselowski and Kyle Busch lead the way with 2012 points each – both posting four wins during the regular season.

Keselowski, however, knows that is not a lock for a championship as he posted the most wins two seasons ago and that did not translate to a title.

“We’ve come into this thing with the most wins in 2014 and a lot of momentum, and I felt like we had some ups and downs. We came in last year with one win, and it all comes down to just the same things,” Keselowski said after a fourth-place finish at Richmond.

“This is a dynamic environment.

What you’ve done in the past is not necessarily representative of what you’re going to see in the future or what you’re going to be able to do in the future. So you’ve got to keep working and keep your eyes in the windshield, not in the mirror.

Momentum is great and it makes you feel good, but it’s a tricky thing to get caught up in it.”

For Busch, he is hoping to build off what he learned last year when he won the championship, but he said some of that was simply good fortune.

“We’ve had good fortune before.

Last year we made it through barely each and every round. I think we were the last car to transfer through every time. Doesn’t matter if you’re

the first car or the last car, as long as you get through the next one, you’ve got an opportunity to keep racing for a championship. That’s what it’s all about,” Busch said. “You know, I feel like the first round’s a good round for us. It’s strong. But you got to have solid finishes and try to minimize your bad days.

“I feel like we kind of are right even with where we were last year, kind of doing the same things. But there are other guys that are better than us. So we’re just going to have to figure out how to out-race them and out-finish them when we need to.”

With the win at Richmond, Hamlin grabs his third win and resets at 2009 points, passing Kevin Harvick, Carl Edwards, Martin Truex, Jr. Matt Kenseth and Jimmie Johnson, all who reset with 2006.

Joey Logano, Kurt Busch, Kyle Larson, Chris Buescher and Tony Stewart all enter the Chase with one win and 2003 points. For Stewart, a three-time series champion, this is his final shot at No.4, as he will retire at the end of this season.

Stewart’s last title came in 2011 when he advanced to the Chase without a single win and then started the Chase off with a win at Chicagoland, which propelled him to five wins – including the final one at Homestead for the championship.

“What you do up to the start of the Chase really doesn’t mean anything, obviously. 2011 is proof of that,” Stewart said. “We’ll get started next week at Chicago, and all I care about right now is getting ready for Chicago and running through Sunday at Chicago. Once we get through that, I’ll worry about week 2. This is a stressful 10 weeks and you take it one week at a time. That’s what we did in ‘11, and it worked.”

While Stewart is leaving the sport, a pair of rookies are headed into their first Chase.

It is the first time since 2006 when Hamlin became the first rookie ever to qualify for the Chase.

This season, Buescher heads in with a win at Pocono, while Elliot joins Austin Dillon and Jamie McMurray as the three drivers to advance without a win during the season.

“I’m very excited to be in.

Congrats to Chris and their group.

They had the big win at Pocono.

We want to work hard to try to get to victory lane ourselves,” Elliott said. “I think we have a group that

can do it and we just got to take these next few weeks and hunker down and give it our best shot. I appreciate our 3M NAPA group for doing that and we’re excited about these next 10. We have to go in with the mentality that we can give ourselves a chance at Homestead, and if not then we should have let the next one in.”

Elliot, who is driving the No. 24 car and replacing legend Jeff Gordon is also the son of racing legend Bill Elliott and was expected to be a successful driver in the series.

Buescher, one of four drivers for Front Row Motorsports – one of the

smaller teams in the series – and is the first driver in team history to advance to the Chase. “[It is] Just really cool to be a part of it at this point. We look at this first round, and we want to make it past that round. We want to move through the Chase, and then we can reevaluate from there,” Buescher said. “If we can keep going farther and improve our program each and every weekend, that’s always going to be what we’re aiming to do. That’s the plan. We’ve got to do and try and progress through the Chase and see what we can pull off.”

Looking for both to lead the team back to a repeat of qualifying to sectional this season. Both played more consistently this past IJGA season with Amanda qualifying for the Chick Evans Jr Am earlier this summer. She’s working towards qualifying for state finals this year as she missed by two strokes last year.

Key newcomers: Hoping thirdyear player Arielle Filskov has an improved and breakout season.

Goals: Working toward a top five finish in the tough CSL Conference, top three finish at regionals and qualify for sectionals, an improved finish at sectional and qualify two golfers (Amanda and Alena) to compete at the state final.

Keys: Consistent play from our top golfers and improved play from the remaining first time varsity players who are moving up from JV. I feel with hard work and some patience we can have a stronger than expected season after three key players graduated from last season’s squad.

The Maine East boys cross country team opened the season this week placing third in the District 207 meet. The Blue Demons were outdistanced by both Maine South and Maine West.

The Blue Demons finished up the week with a good performance at the Fenton Early Bird Invite.

Jigar Patel paced the Blue Demons in both the District 207 meet and the Early Bird Invite. Following close behind in both meets was senior newcomer Jorge Castillo.

Good performances by other Maine East runners at both meets include senior Jacob Mattenson, who ran close to a personal best on Tuesday and followed that up with an even better race and new personal best of Saturday.

“I hope to see continued improvement from a very young Maine East team,” coach Chris Peters said. “We have one a couple of guys with varsity experience this year.

I am looking for younger guys like Khush Mistry, JJ Sergey, and Jainil Modi along with a couple of freshman to emerge and provide some depth on the varsity level.”

City considers delaying stormwater fee implementation May be delayed until after stormwater master plan study is completed

The new Park Ridge stormwater utility fee may not kick in at the beginning of 2017 after all.

During the Sept. 6 city council meeting, aldermen discussed the possibility of delaying the start date until after the stormwater master plan study is completed.

Some aldermen have argued that it wasn’t fair to collect money from residents before the city knows the costs of stormwater mitigation projects the study would recommend.

Acting City Manager Joe Gilmore told the council that delaying implementation for a few months would allow the city to get technology in place necessary to bill property owners properly.

The stormwater fee was approved April 18. It was to be a monthly fee set at $2.75 per

equivalent runoff unit. Each ERU is equal to 2,800 square feet of impervious surface – a surface where something natural or human-made keeps water from seeping into the ground.

Originally, aldermen considered setting a fee at $11 per ERU. During the March 16 committee of the whole meeting, the rate was dropped to $1, with an understanding that the fee would go up once the city understands how much flood mitigation projects will cost.

During the April 11 city council meeting, aldermen increased the fee to $2.75. At the time, city staff estimated that it would raise $500,000 per year; $300,000 of that was budgeted for the stormwater master plan, and the rest would provide a cushion in case the city needed more money. During the April 18 meeting, Public Works Director Wayne Zingsheim told the council that, if that surplus went unused, he would prefer to save about half for a rainy day

and spend the rest to replace the sewer lining.

The money to pay for the stormwater master plan contract ultimately came from the city’s sewer fund. The winning bid from Christopher B. Burke Engineering came in at $208,024, $91,976 less than what was budgeted.

During the Sept. 6 meeting, Fifth Ward Ald. Daniel Knight argued that, under current circumstances, charging a fee before the study was completed didn’t make sense.

“The bigger question is whether we should begin charging some

amount that I don’t feel has a lot of basis to it,” he said.

Gilmore explained that he would want to hold off implementing the fee due to billing software issues. The current software can’t calculate how much money each property owner would be charged.

A planned software update would take care of that problem.

Originally, Gilmore said, the update was supposed to go in before the beginning of next year, but the city and its billing software contractor, Tyler Technologies, ran into some unexpected delays.

While they could create a temporary solution, Gilmore said it would be cheaper for the city to

simply wait for the upgrade.

Second Ward Ald. Nicholas Milissis said he was reluctant to support delaying the implementation, but Gilmore’s testimony convinced him.

Aldermen agreed to put the issue to a vote during the nearest committee of the whole meeting, which is scheduled for Sept. 12.

As of Sept. 11, the item was not on that meeting’s agenda. The meeting itself took place before this issue’s print deadline.

Enriquez receives district’s excellence award Park District camp Director David Enriquez began working for park district in July 2015 Des Plaines Park District camp Director David Enriquez was recognized with the Dedicated to

Excellence Award at the park district board’s Aug. 16 meeting.

Enriquez, who began working for

the park district in July of 2015, was a camp director at both the 2016 West Park and Discovery summer camps.

He brought a military background to his first position with the park district, building supervisor at the Leisure Center. The district said Enriquez quickly earning the respect of staff and customers, making him a natural choice for the summer camp director position.

“David stepped up to the challenge and was not only a great asset to the program, he was an inspiration to counselors and campers,” Recreation Supervisor Jeanette Berard said.

In the fall, Enriquez will be finishing classes in preparation for teaching in the Chicago Public School system this spring, while continuing his role as building supervisor.

The Dedicated to Excellence Award is presented three times a year to employees who have made a positive contribution to the park district. Potential recipients are nominated by park district staff members, and evaluated by the

Block Party delights residents of all ages Despite some rain early on, event had immense community turnout

As he explained, the idea is to catch potential issues early, before they escalate into something life threatening, and provide treatment.

The Niles Fire Department also participated in the event, parking at fire truck at the school’s parking lot and inviting families to take pictures in the driver’s seat.

On the other side of Oakton Street, attendees played bingo in a tent on the small paved area east of the library. According to Niles Library’s youth and teen services supervisor Arianne Carey, the tent had bingo for kids in the morning and seniors in the afternoon.

And, the library’s teen advisory board organized a variety of other activities, including a bean bag toss, face painting table and some unique games created by advisory board members. One of those games was a soccer field made out of a pizza box, where players tried to score a goal by blowing at a ball through drinking straws.

Adult librarians also got in on

the fun, setting up a 3-D printer demonstration. Visitors could pick up a freshly printed figure of an octopus or watch as the printer slowly creates an octopus design from an attached laptop.

A number of additional activities were held throughout the day, including a scavenger hunt in the KidSpace area and a dance party where children were invited to learn some new moves.

Milcah Baraona, the senior center’s program coordinator, played a major role in organizing the block party. Overall, she was pleased with how the event turned out.

“We got to see lots of people from different areas of the village,” she said. “We got people from different ethnicities, different family structures; every different face of the community is represented.”

Mary Davis found out about the block party through a school mailing from Culver Elementary, and she was pleased with what she saw.

“I have three kids, ages 6, 5 and 4, and they all had a very nice time,” she said. “We came at the beginning and we’re going to stay until the end.”

Margie Beers came to the block party with her grandchildren. “[The party] was wonderful, absolutely wonderful,” Beers said.

“My grandkids have been dancing, they played all the games; they had a wonderful time.”

Her granddaughter, Ekira, was one of the children who danced in front of the crowd.

“I like that it’s fun, and I like to spend time with my friends,” Ekira said. “I like dancing, and I want to be a dancer when I grow up. And, I want to be a writer.”

While rain threatened to ruin the first-ever village of Niles Block Party, it didn’t last long and the weather stayed largely sunny and pleasant for the rest of the afternoon.

The event was a brainchild of staff members at the Niles Senior Center.

As they developed the idea, staff decided to bring other organizations in the village on board. The Niles Public Library, Culver Elementary School, Niles Fitness Center, Niles Family Services and other organizations got involved, putting together activities and games and bringing in inflatable slides for kids to enjoy.

10, with activities spread across the lawn at Culver School, the Senior Center’s employee parking lot and the Niles Library’s side lot. Despite some rain early on, both organizers and attendees agreed that it all turned out well in the end.

Marlene Victorine was one of many village officials who volunteered at the block party. The Niles Village Clerk told the Bugle that the idea for a block party had been in the works for about a year and a half. According to Victorine, Niles Senior Center Director Kellie Mickle was the one who came up with the idea after Niles Mayor

Andrew Przybylo expressed interest in an event that would bring the community together.

“I think it started as as a community party of the senior center, and [Mickle] decided to open it up to other organizations,” Victorine said.

Mickle told the Bugle that she wanted to have something that would feel like an average neighborhood block party.

While some activities took place inside the buildings, most happened entirely outdoors. Victorine said that the location was very much deliberate.

“It’s a great spot [and] centrally located,” she said. “We had a lady come from the post office because she saw the activity, and she’s been having a good time.”

The senior center parking lot was filled with games and activities.

Some of the games included a knock down game and a ball toss.

Organizers also set up a raffle to raise money for the Farm on Franks community garden. Prizes included a leaf blower from Home Depot, a free bicycle tune-up at Amlings Cycle, a pass for Tam O’Shanter Golf Course and two $75 gift cards for the Park Grill restaurant at Millennium Park.

The organizers also set up a table where kids could learn about seeds and put together packets of seeds that will be planted later.

Many booths were more informational in nature. The Presence Resurrection Medical Center booth focused on bike safety.

The Niles Family Services booth focused on suicide prevention to coincide with Suicide Prevention Awareness Month, which runs through September.
