Niles approves new tax incentives for development Tax incentive approved for new retail strip to be located south of Touhy and Milwaukee

The village of Niles Board of Trustees voted unanimously to support the Class 7c tax incentive request for a new retail strip south of the intersection of Touhy and Milwaukee avenues.

On May 24, the village board voted to support the property owners’ request for Class 7b property tax incentive. As with all incentives based on property tax classifications, the application had to be approved by the Cook County Board of Commissioners.

But according to Ross Klicker, the Niles Economic Development Coordinator, Cook County Assessor Joe Berrios informed the owners that the property didn’t fit Class 7b requirements – but they could apply for Class 7c incentives instead.

As previously reported by the Bugle, the retail strip would be build on a lots at 7025-7049 N. Milwaukee Ave. The land, which has been vacant for the past five years, currently belongs to Chicago-based Mega Group, which also owned several nearby commercial developments. That

Village approves contract for Howard bike trail crossing signals

Cyclists using the North Branch bike trail will soon have an easier time crossing Howard Street.

On July 26, the Niles Board of Trustees voted 5-1 to approve a contract to build new pedestrianactivated street crossing lights east of the intersection of Howard Street and Nordica Avenue, at a spot where the trail crosses the street. Franklin Park based H&H Electric submitted the only bid, making them winners by default.

Trustee Joe LoVerde, who cast the sole ‘no’ vote, told the Bugle that he didn’t have a problem with the project – he was just troubled by the lack of any other bids.

The North Branch trail is opened to bikers, joggers, hikers and, during the winter, skiers. It makes its way through the Cook County Forest Preserve land that, as the name implies, is either near or around the North Branch of the Chicago River.

The trail runs between Chicago’s Edgebrook neighborhood and Glencoe’s Skokie Lagoons, going through Niles, Morton Grove, Golf, Glenview, Northfield and Winnetka.

Along the way, it crosses a number of major streets, but the accommodations for bicyclists and other trail users vary. At Touhy Avenue and Golf Road, there pedestrian activated traffic lights and road markings indicating where they should cross.

A pedestrian bridge takes the cyclists over Oakton Street. But on Dempster and Howard streets, there are no street lights or markers indicating where they should cross.

To complicate matters further, the Howard crossing is located near Niles’ industrial district. This means larger than average truck traffic. Because of their size and mass, trucks can’t slow down or maneuver as easily as cars.

H&H’s bid came in at $67,446.84 - $7,553.16 less than the $75,000 the village budgeted for the project.

During the July 26 meeting, trustee Danette Matyas recalled that the board considered putting in traffic signals at the crossing, only for the staff to advise against it. She wondered if anything changed.

“It was a safety concern,” said Mary Anderson, the Niles Director of Public Services, explaining that, since that discussion, there has been a fatality at the crossing.

explained that the village has been looking at putting traffic lights there since 2013. It went out to bid in 2015, only to have all the bids come back significantly over budget.

Trustee George Alpogianis voiced support for the project.

“I’m glad it’s being put in, because [my family and I] cross there a lot and I can definitely see how that could be a problem,” he said.

When asked why several companies submitted bids in 2015 and only one submitted it this year, Anderson said that there was no way to know.

“Sometimes, you get a lot of responses, sometimes you don’t,” she said.

During the discussion, LoVerde cast the sole ‘no’ vote without explanation. After the meeting, he told the Bugle that it wasn’t about the project itself.

“It was just a single bid,” LoVerde said. “I don’t think you can compare value if you don’t get another price.”

The trustee said it was just one aspect of what he sees as a recurring problem “I still support [the project], but I don’t support it because he need to get on solid fiscal footing,” LoVerde said. ”We can’t do everything we want to do.”

Niles Mayor Andrew Przybylo informed the village board that he sent out a letter to the Illinois Department of Transportation in an effort to address what he described as a major issue affecting some of the village’s busiest thoroughfares.

Both Milwaukee Avenue and Golf Road are state highways, so IDOT handles any roadwork.

In his letter to the department’s Division 1 engineer John Fortman, Przybylo said there is a major problem with the work it did in the summer of 2015.

“Of primary concern are the drive lane pavement ‘bubbles’ that are especially noticeable when the road service heats up during the summer months,” Przybylo wrote. “I have been informed that the polymer

binder that is applied to the concrete roadway base following grinding of the old pavement surface creates air pockets that resemble bubbles, presenting a visual and physical defect.”

He also wrote that the village had concerns about overall pavement durability.

Przybylo read the letter during the July 26 village board meeting. He noted that it wasn’t simply the matter of road quality. Milwaukee Avenue and Golf Road are major thoroughfares, with Milwaukee Avenue in particular being the village’s central commercial corridor.

“You know, roads are important to us, because we rely on our commercial tax base,” Przybylo said. “When those roads are done, they have to be done correctly.”

Jim Borton, who said he was a retired IDOT employee, said that he was skeptical that the department would do anything about the issue any time soon.

“What’s going on with this bubbling – that’s not going to be a quick decision,” Borton said.

Stormwater plan contract Niles, Morton Grove work to get decision pushed back new water supplier by end of 2018 In spring 2016 city

Almost 10 months since Morton Grove and Niles decided to investigate a water supply alternative that wouldn’t involve Park Ridge, it looks like that alternative didn’t pan out – at least not fully.

For the past few years, Morton Grove, Niles and Park Ridge have been looking at an alternative to water supplied by the city of Chicago.

The tentative plan called for the three municipalities to pool together funding to get the water from Evanston using new pipes. But on Oct. 13, the two villages announced that they were investigating a new delivery method that would use the existing infrastructure. If they went with that method, they wouldn’t be able to get the water to Park Ridge.

On July 25, Morton Grove Village Administrator Ralph Czerwinski announcedthatsubsequentresearch revealed that this method wouldn’t work. Instead, the two villages plan to use the combination of new pipes and refurbished existing pipes to get water from Evanston. Over the next few months, a contractor would figure out the best route. Because Morton Grove’s contract with the City of Chicago ends at the end of 2018 – one year earlier than Niles – getting the water to that village is currently a priority.

For Morton Grove and Niles, finding an alternative water supplier is the matter of costs. With Chicago continuing to increase water rates for all of its customers, they started looking for cheaper alternatives.

Park Ridge has also considered the change, though it has been less eager to get on board than the two villages.

After considering several alternatives, Evanston emerged as a preferable option. It was already supplying water to Skokie. The preliminary plan called for a new pipe to connect with the existing Skokie-Evanston pipes and get the water to the participating municipalities.

In October, the two villages informed Park Ridge that they were looking into an alternative plan that would use existing infrastructure.

The problem is that the infrastructure would have enough

capacity to provide water to Morton Grove and Niles, but not Park Ridge.

The Park Ridge City Council, which already had misgivings about the Evanston water supplier, decided to pull out of negotiations until it has a better idea what the two villages were planning.

After the July 25 Morton Grove Village Board meeting, Czerwinski told reporters that a study commissioned by the two villages determined that using the existing infrastructure wouldn’t work because of technical issues.

“It has not presented itself as positively because Skokie [sewer system] operates at slightly lower pressure,” he said.

With that in mind, the two villages gave all of the alternatives another look and determined that Evanston would still be the best option. That said, the idea of using existing pipes hasn’t been abandoned completely.

“We’re going to use a combination of existing infrastructure and new infrastructure,” Czerwinski said, “With the infrastructure that would stay in place, we will refurbish and relieve it, but we won’t replace it.”

Bill Balling, a consultant who’s been advising the two villages on the project, told the Niles Board of Trustees that the project would also take advantage of existing facilities and resources and capitalize on each village’s strength.

Morton Grove and Niles are currently in the process of negotiating a contract with Evanston. At the same time, they are working on a plan of how to split the costs of the project.

Balling explained that because each village will be impacted differently, the current arrangement, where they split all the costs 50/50, may not be the best way to go forward.

Finally, the villages’ staffs are working on developing Requests for Proposal to hire a subcontractor to do a route study.

All three of those contracts will need to be approved by both village boards.

Czerwinski said that they hope to have them ready this fall.

While the route study is going on, the villages will look for ways to actually fund the project. As Czerwinski and Balling explained, they will apply for Illinois Environmental Protection Agency

funding, along other sources.

The two villages expect to start construction sometime in Spring 2017. To speed up the process, it will happen in several phases that will start around the same time. They hope to finish construction during Fall 2017.

Czerwinski emphasized that the plan is designed so that during each of those steps, it can pull out of the process if it so chooses.

“We can turn it off if it seems like it isn’t working,” he said.

The Morton Grove and Niles village boards listened to the presentations about the project’s progress during their July 25 and July 26 meetings, respectively.

Morton Grove village trustee John Thill wondered if Chicago could stop supplying water before the village is ready to switch.

“There is no reason they would cut us off so long as we’re paying the bills,” Czerwinski said, adding that the village has been in touch with Chicago about its plans.

In Niles, trustee Joe LoVerde told Balling if he was reasonably sure that Evanston offered the best deal. The consultant replied that he wouldn’t be completely comfortable until the contract is signed.

“We feel better about [the numbers], but until we have it in writing, we certainly want to be cautious,” Balling said.

Trustee George Alpogianis wondered about the timing, said that he didn’t want the board to be a in a situation where the board would have to approve the engineering study bid before the contract with Evanston is signed.

“My recommended approach is to have that contract back to you before we have the contract on design,” Balling replied.

During the board meetings, both mayors expressed confidence in the project. “[It’s a] very big decision from the board,” said Morton Grove Mayor Dan DiMaria. “I know we’re heading in the right direction. I want to congratulate the board members for making a big move and a legacy decision.”

“This is a monumental decision,” said Niles Mayor Andrew Przybylo.

“When the water is turned out, our finance director and the team that’s putting it together said we will be saving money.”

The Park Ridge City Council’s final decision on which firm will develop a citywide stormwater plan has been pushed back for at least two weeks.

During the July 25 Public Works Committee of the Whole meeting, aldermen voted 4-2 to move the vote to the committee’s next meeting, which is currently scheduled for Aug. 8. The majority of aldermen complained that the bid documents only went up online a few hours earlier, which didn’t give them enough time to review. With city staff not recommending the lowest bid, some officials felt that they had to be certain they were signing off on the right choice.

Second Ward Ald. Nicholas Milissis strongly protested, describing the vote as just the latest of what he felt was a pattern of “delaying tactics” against Park Ridge flood mitigation projects. He said that he personally read all the bids, and he was comfortable with the staff recommendation. He directed particular ire toward Sixth Ward Ald. Marc Mazzuca, arguing that he disrespected the staff for no good reason.

As previously reported by the Bugle, in spring 2016 the city council agreed to hire a consultant to develop a master plan for stormwater mitigation projects. The plan would outline exactly how the money collected from the stormwater fee -which kicks in at the start of 2017 – will be spent.

During the July 25 meeting, Public Works Director Wayne Zingsheim explained that city staff considered six bids. In most cases, the cost of the bid was the primary factor. But in this case, the staff gave more weight to firm’s qualifications and their

understanding of what the project entails. They narrowed down the list to three bidders that scored the highest in those categories – Chicago-based Hey & Associates Inc., Chicagobased Horner Shifrin and Rosemont-based Christopher B. Burke Engineering, the firm that advised the city about the stormwater fee. Once the costs were factored in, the later company got the highest score.

While Burke’s bid was $208,024 – less than $300,000 budgeted for the plan. But many aldermen were concerned that it was the fourth lowest bid in terms of cost.

“Since you’re asking us to take not the best price [but] the fourth best price out of six, do you believe that there’s a bar that needs to be met?” Mazzuca asked the staff.

Zingsheim said that he wasn’t one of the staff members that evaluated the bids, but based purely on technical details, he supported the recommendation.

“When I looked at the proposal, it was shoulders better the rest,” he said.

Mazzuca said that he wasn’t sure he could trust that, because he didn’t have a chance to see all six bids for himself.

“I think to that point, it’s important for us as a council and to the community to see the proposals online and make sure that we feel as confident as you are that taking the fourth best cost is indeed head and shoulders above all the other options,” he said.

Staff uploaded copies of the top three bids rather than all six.

First Ward Ald. John Moran echoed Mazzuca’s concerns.

“Maybe Wayne is right and it makes it very obvious by looking at [the bids], but I haven’t had a chance to look at them,” he said. “I’m not willing to spend an extra $90,000, taxpayer dollars, without doing some research on my own.”

Moran also said that he wasn’t happy with the way Burke handled the stormwater fee study. He made a motion to

A survey conducted by the village of Park Ridge back in 2011 found Morton Grove to be the most heavily taxed village in the northern Chicago suburbs, while neighboring Niles had the lowest tax burden.

While not a recent survey, it probably still reflects the poor condition of Morton Grove’s economy. The original 2011 survey included such costs as trash pickup, auto licenses, and water and sewer fees for which residents paid $200 for trash and $100 for sewer annually.

Because Morton Grove is primarily residential rather than commercial or industrial, the village continues to add and raise taxes. Morton Grove has

tapped into nearly all of the elective service taxes available, sales, restaurant, liquor, gasoline, and amusement.

Property taxes are about all that is left, so we should see those go up.

At the core of the problem is the lack of attracting new businesses. The most recent deal with Moretti’s Restaurant ran into problems when the site of construction on Dempster was found to have contamination issues. Why didn’t the village check for this before paying an inflated price for that property?

Nothing was learned from a not too long ago experience buying the property from Domicle Furniture that also had contamination issues.

In a flash I thought, oh God, the civil war has started.

Then the headlines shifted and, for the moment, “normalcy” returned. It’s a Trump-sated normalcy that’s anything but, of course, and the most recent heavily reported violence (at least as I write these words) - the murder of three police officers in Baton Rouge blends into the endlessly simmering turmoil known as the United States of America.

And the civil war, in fact, started long ago. But until recently, only one side has been armed and organized. That’s why the two latest police killings, by disciplined, heavily armed former military men, loose a terrifying despair.

The victims are fighting back - in the worst way possible, but in a way sure to inspire replication.

When people are armed and outraged, the world so easily collapses into us vs. them. All complexity vanishes. People’s life purpose clarifies into a simplistic certainty: Kill the enemy. Indeed, sacrifice your life to do so, if necessary. I fear this is still the nation’s dominant attitude toward its troubles. We’re eating ourselves alive.

One way this is happening was

Robert c. koehler described in a recent New York Times story, “Philando Castile Was Pulled Over 49 Times in 13 Years, Often for Minor Infractions.” Castile, who as the world knows was shot and killed by a police officer during a routine traffic stop on July 6, was a young man caught in a carnivorous system pretty much all his adult life. Every time he started his car, he risked arrest for “driving while black.” The Times quotes a Minneapolis public defender, who described Castile as “typical of low-income drivers who lose their licenses, then become overwhelmed by snowballing fines and fees.” They “just start to feel hopeless.”

The story goes on: “The episode, to many, is a heartbreaking illustration of the disproportionate risks black motorists face with the police… The killings have helped fuel a growing national debate over racial bias in law enforcement.”

A growing national “debate”? Oh, the politeness! How much racism should we allow the police to show before we censure them? It’s like talking about the “debate” we used to have over the moral legitimacy of lynching.

Meanwhile, Skokie has captured a deal with Target to build a store on Dempster near the Skokie Swift that is only blocks from the Morton Grove border. Surely, the site in Prairie View Shopping Center would have been a better choice for Target with better access, less traffic, and more parking.

There are too many empty store locations in Morton Grove and no indications of anything to turn things around.

No wonder residents in Morton Grove are the heaviest taxed in the northern suburbs.

America, America . . .

What we have here is a toxic mixture of racism and militarism and guns.

We’re in the midst of an endless war against evil - or terror, or whatever - in the Middle East, a war that has pretty much been fought by lowincome recruits who see military service as a way out of poverty. This war is a planet-wrecking disaster, though the raw horror created by our bombs and missiles overseas remains largely outside U.S. public awareness.

Fifteen years in, it’s simply “war” the background noise of American greatness. The consequences are somebody else’s problem.

For instance, the sort of news reported last week on Common Dreams hardly makes it into the debate: “Dozens of civilians, including children, were killed on Monday and Tuesday by U.S.-led airstrikes in Syria.

“The strikes appeared to have been a mistake, with the civilians taken for Islamic State (IS or ISIS) militants, the U.K.-based human rights group the Syrian Observatory for Human Rights group told the AFP news agency.

“Fifty-six civilians were killed on Tuesday by coalition forces, and 21 civilians were killed by the coalition on

North Course at Eagle Ridge another top stop in Galena

The second course we played at Eagle Ridge Resort and Spa was the North Course. Built in 1977, the course has more of a country club feel to it without all the amenities that The General had. However, it was still a fun course to play and offered up some great views.

The opening hole is a 347yard hole from the gold tees (2nd longest tees at 6,402 yards). It is a dogleg right that can plan much shorter than its distance.

Next is a tight and curvy par-5 at 501 yards. It is a dogleg left off the tee but also has a dogleg right on your approach shot to the green, making accuracy vital on this hole.

No. 3 is the hardest hole on the course, a straight away par-4 at 416 yards. It plays long and tight.

No. 4 is 182 yards and is guarded by bunkers on both sides and plays a bit downhill. The fifth hole is a 482-yard par-5 that doglegs right off the tee and is has a very tight fairway near the green. The sixth hole is a dogleg left that has a more forgiving landing area than many other holes.

The seventh is a gem of a hole with a lake off in the distance in the background. It is 357 yards and is a dogleg left with the fairway sloping right. A long drive through the fairway is as good as gone into the trees. The eighth is a downhill par-3 at 147 yards with a severely

sloped green and trouble off the green.

The front nine ends with a 377yard par-4 that is another dogleg left and is uphill. There is a lot of room to the right on this dogleg to bail out, but a tall tree can block a long approach shot into the green.

The back nine starts with a great risk/reward hole. At 314 yards and a sharp dogleg left, the green is reachable for longer hitters.

However, there isn’t much room for the ball to land without it being in trouble as bunkers line up in front of the green to block the shortcut and woods are behind and to the right of the green to snag bouncing balls through the green. It is only a short club to lay up to keep out of the trees off the tree.

No. 11 is a downhill par-5 at 527 yards and takes a good drive to get it over fescue to the fairway.

There also are trees left of the fairway and water right, making it a tough driving hole. No. 12 is 390 yards but is pretty tight, making it another difficult hole.

The 13th hole is just 146 yards, but it is far from easy. It plays a bit uphill and over some weeds and water with bunkers surrounding the green. The green is also tricky and the hole location the day we played was almost impossible as being a couple feet off would send it down a hill.

Maine South opens with daunting schedule

The 2016 IHSA football schedules have been released and few teams face a more daunting schedule early in the season than Maine South.

MAINE SOUTH The perennial CSL South champs finished last year at 8-3 and begin this year with a difficult start to the schedule, opening at home against the Class 6A state champs, Montini (14-0).

It doesn’t get any easier the next game as the go on the road to take on the defending Class 8A state champions, Loyola (14-0). That is followed by another difficult road game at Barrington (9-2) before a home game against a fourth straight playoff team in Conant (64).

CSL South play opens against new conference foe Niles North (7-5) at home before a trip to Glenbrook South (4-5).

Home games against New Trier (9-2) and Niles West (2-7) follow before a season-ending game at Evanston (6-4), the seventh playoff opponent they face.

NOTRE DAME The Dons are coming off an impressive 8-1 season against a similarly difficult slate, yet lost in the first round of the playoffs.

Their redemption tour this year begins with a fellow 8-1 team who lost in the first round of the playoffs last year, Thornton. That is followed by a game against East Suburban Catholic foe Benet (8-3).

Both games are on the road.

A home game against Nazareth (12-2), the reigning Class 5A state champ, is followed by a trip to Joliet Catholic (10-2), which lost to the Roadrunners in the quarterfinals.

After that gauntlet of difficult games, the schedule eases a bit with a home game against St. Patrick (3-6), a trip to Carmel (3-6) and a home game against Marian Catholic (1-8).

The season comes to an end with a home game against Marian Central Catholic (8-3) and a trip to St. Viator (1-8).

NILES WEST The Wolves begin their season with a home game against Buffalo

A home game against Elk Grove (27) rounds out a very manageable nonconference slate.

Conference play opens with a home game against Glenbrook South before a trip to Evanston.

Their rival game against Niles North follows at home with Maine South on the road next. The regular season concludes with a home game against New Trier.

MAINE EAST The Blue Demons (0-9) will look back into the win column this year with an opening game at Schurz (7-2) before a home game against Ridgewood (7-3). A trip to Rolling Meadows (6-4) ensues and their final game before CSL North play is against Hoffman Estates at home (4-5).

Conference play opens with a home game against rival Maine West (3-6) and a third straight game at home is against Glenbrook North (8-2). Back-to-back road games are next against Vernon Hills (6-4) and Highland Park (3-6) before a closing game against Deerfield (74) at home.

that is one of the more forgiving holes off the tee, et is still dangerous. Hole 15 offers up some great views off the tee on the 529yard, downhill par-5. There is a creek guarding the green, making it tough to go for in two, despite the elevation drop.

The 16th hole is 159 yards with water right and bunkers all around and is followed with a 411yard par-4 that doglegs right and features bunkers in tough spots.

The 18th hole is sadly nothing special of a closing hole as it is a slight dogleg left with several bunkers to the left and in front of the green.

It surprised me that the greens here were much faster and had more slope to them. The hole locations made it the most difficult greens I’ve had to deal with. There is more water on this course than The General, and, in my opinion, is just as difficult overall.

The cost is a little cheaper than The General at peak time at $115.

Still, it is unlike most courses you will find in the state and is a good course to pair with The General on a golf trip to Galena.

Des Plaines Park District hosts Jr. Golf Open Oakton to host summer youth hoops camp The Des Plaines Park District hosted their annual Jr. Golf Open Friday, July 15 at the Lake Park Golf Course. The tournament, which consisted of 10 & under and 11-17 year-old age brackets, hosted 30 golfers ages 9 to 15 on the lakeside par-3 course.

The tournament ended with extremely tight scores and saw ties in both groups for 2nd place.

Jimmy Rourke won the 10 & under bracket with Zazael Atendido and Kevin McShane finishing knotted in second. Jann Atendido won the 11-17 grouping with Sean Carroll and Sam Scully finishing just a few strokes behind Jann.

The tournament also featured longest putt, closest to the pin,

and hole-in-one challenges throughout the course. While none of the golfers were able to sink a hole-in-one, Brendan Walsh took home the award for closest to the pin in the 10 & under bracket while Matt Rabito won it for the 11-17 year-olds. Kevin McShane and Riley Griffin took home prizes for the longest putt competition in the 10 & under and 11-17 yearold groups, respectively.

“The 2016 Jr. Golf open was a huge success,” Golf and Facilities Supervisor Tyler Fuchs said. “We had a perfect day for golf and the large group of young golfers that came to compete was very encouraging to see; we’re looking forward to expanding and making

it an even bigger event in 2017!”

ILLINOIS OPEN The 67th Illinois Open Championship was contested in St. Charles.

Carlos Sainz Jr. of Elgin had an impressive showing, winning the tournament by five strokes over Christian Heavens of Fairview Heights at 17-under par, a 197 three-round total. He entered the final round in first place and matched the low round of the final round torches to the win.

The top Voyager Media area finisher was Andy Michelson of Lockport. Mickelson, the golf pro at Mistwood Golf Club in Romeoville, finished in a tie for fifth with a 7-under par total, 207. He opened with a 5-under 67

before back-to-back 70s brought him out of contention.

The only other Voyager Media player to make the cut was the defending Illinois Open champ, David Cooke of Lisle. Cooke had rounds of 71, 74 and 70 to finish in a tie for 29th with a 215 total.

Several locals competed, but came up short of the cut, including several who narrowly missed.

Steps in the process ‘I want you to have an emergency fund and be debt-free in addition to your down payment’ Dear Dave, My wife and I are on Baby Step 3 of your plan, and we’re about halfway to building our fully funded emergency fund. We don’t like our current home very much, and we’d like to sell and move as soon as possible. We have a little over $30,000 equity in the place, so would selling the house be a viable option for funding Baby Step 3?

Justin Dear Justin, I wouldn’t sell the house just to do Baby Step 3. That’s usually a pretty easy Baby Step after you’ve gotten everything paid off except the house. As you know, a fully funded

Acting Mayor Marty Maloney said he didn’t have a chance to review the bids, either. He asked whether it would be possible to upload all six bids.

Acting City Manager Joe Gilmore said posting only the top bids was standard procedure in most cases, and wondered if the aldermen wanted a cost threshold for when to break from it.

Maloney replied that, in his view, stormwater mitigation is an important issue to Park Ridge, so it deserved greater scrutiny. So did the fact that Burke’s bid wasn’t the lowest bid, and the fact that the city has done business with the company before.

Mazzuca agreed, prompting Milissis to argue that the threshold his colleague was suggesting wasn’t clear at all. And, as far as the second ward alderman was concerned, that wasn’t the only thing Mazzuca was wrong about.

“I think the fact that we’re changing this up on the staff is unfair to them,” Milissis said. “The only contract that the city council should have the level of scrutiny we’re asking for now is the legal [representation contract], which we have total scrutiny over. We micromanaged it to death; we were the ones who reviewed

If not, you may need to completely save up your emergency fund before you sell in order to make it work.

Regardless, when you move I want you to have an emergency fund and be debt-free in addition to your down payment. That’s what we’re after!

In the past two years, Milissis repeatedly complained that Mazzuca and some other aldermen were delaying any meaningful progress on addressing flood issues. As far as he was concerned, this was more of the same.

“Now, this comes around and we want more detail, we want more time,” Milissis said. “And I understand that it sounds like I want to gloss over stuff. I read [the bids] today, because this is important to me. And I read the top three proposals.”

He said that, based on what he read, he felt Burke proposal was the best, with Hey & Associates Inc. and Horner Shifrin being second best and third best, respectively.

“I can tell you the most important part [I looked at] is understanding the project, and Burke did the best job with it, as far as I’m concerned,” Milissis said. “And if we’re tying the entire flood resolution to this study, we shouldn’t go with the cheapest, because we get what we paid for.”

Maloney said that he wanted to know more about how the staff determined which bidder got which scores.

Park Ridge City Engineer Sarah Mitchell said Burke planned for more public outreach than other

bidders, it presented the past sample projects and, because it already researched flooding at Park Ridge, it had the experience and data other bidders lacked.

Mazzuca reiterated his opinion that situations where the staff doesn’t recommend the lowest bid deserve higher scrutiny. He also said that he wasn’t comfortable with the timing, noting that, according to the regular city council schedule, the July 25 meeting was supposed to be the meeting of the Procedures and Regulations Committee of the Whole.

“For everyone that’s been around here for a while - it gives you a little bit pause,” Mazzuca said. “It makes you a little suspicious. So I apologize if i was a little rough, but I’m a little suspicious.”

“I don’t want to go there, but I have to - you just basically said that public works staff has engaged in illegal activity,” Milissis said.

“No, I did not,” responded Mazzuca.

“You just said ‘I suspect based on previous experiences’,” Milissis retorted.

“I’m suspicious,” Mazzuca said.

“I think we need to tone down the rhetoric against the staff, because it has created a bad atmosphere in the City Hall, that has reverberated over time and has caused larger issues,” Milissis said. “I understand having questions that need to be answered, but saying openly in

The acting mayor also said he disagreed to Milissis’ assertion that the city council was micromanaging staff.

“Micromanaging is the term that gets thrown around here all too often, and I don’t think that’s what we’re doing here, at least that’s not what I’m doing,” Maloney said. “I’m not second guessing anything - I just want to understand and I want to take a look at it, and I wasn’t able to do it [because] of the time it was posted.”

Ultimately, the aldermen voted

“It requires compassion and love of others,” she said. “The late Muhammad Ali said that ‘Service to others is the rent you pay for your room here on earth.’ And, the service that each of you renders on a regular basis to Norwood Life Society, Norwood Crossing, Norwood Seniors Network and Norwood Park Senior Center is one of immense value. And for this, I thank you for your contribution to helping better the lives of those we serve together.”

Henmueller welcomed the arrival of the 21st century in 2001 by volunteering as a home delivered meals driver at Norwood Seniors Network – a commitment that has now surpassed 16 years and about 8,000 home delivered meals. His reward and satisfaction comes from seeing the happiness on the faces of seniors when their meal arrives.

“I get more out of the meal delivery than I put in,” Henmueller said. “I feel that a smile and ‘have a nice day’ probably are more meaningful to them since most of the people rarely see anyone else that day.”

A veteran of the Korean War who spent 16 months as a helicopter crew chief, Henmueller knows how to handle emergencies. In 2012, his instincts played a role in saving the life of a meal delivery recipient.

When Henmueller arrived to deliver a meal at a home in nearby Niles, he sensed there was something wrong when normal routines had not been completed. He called NSN, which in-turn called the recipient’s daughter who called the Niles Fire Department.

Emergency responders found the lady on the floor, learning later that she laid there for 12 hours, and transported her to a hospital where she recovered and returned home.

She was thankful that someone was there when assistance was needed.

Henmueller and his wife, Grace, who volunteers in the Norwood Life Society Thrift Shop, were married in 1955 shortly after he completed his military service. They have seven children, 17 grandchildren and four great-grandchildren.

As a new resident of Norwood Crossing, Duet was eager to get involved.

“There are so many activities to do, and I could help with many of them,” she said. “I’m a member of the Porch Group that helped start a monthly resident newsletter.

We’re now on our 52nd edition. In addition to bowling, I volunteer at pokeno, bingo, horse racing, and I help in our business office every Monday with 102-year old Helen Strandberg. I like the interaction with my fellow residents, and I enjoy helping out.”

Duet recalled one of her early encounters with other volunteers.

“When I first came [to Norwood Crossing], I was introduced to Mary Cormack in the gift shop,” she said.

was very involved and encouraged Duet to do the same.

“I looked at all the activities and right away I started bowling and loved it,” Duet added. “Our late volunteer, Ken Bjork, and Wayne Zischke asked me if I wanted to help out. I’ve been keeping score, and keeping [volunteers] Wayne and George Weiss on track ever

since. We started with nine bowlers, and now we get almost 25 every Thursday morning.”

One of four children, Duet was born in New Orleans and moved with her family to Chicago at the age of 2. Before retiring, she worked as a clerical trainer at Underwriters Laboratory for 39 years.

Slight increase expected in District 64’s 2016-17 budget Tentative budget released to public at July 18 BOE meeting

The Park Ridge – Niles District 64’s tentative budget for the 201617 school year calls for spending $1,029,955 more on education than the previous year’s budget.

However, looking at the current estimates of how much the district actually spent during the last school year, it’s actually $350,646 less.

The tentative budget was officially released to the public during the July 18 Board of Education meeting. The board won’t actually vote on it until its Sept. 26 meeting.

for their review in August. By that point, she explained, the district will have a better idea how much money it actually spent during the 2015-2016 fiscal year.

District 64’s fiscal years roughly coincide with school years, starting on July 1 and ending on June 30 of the next year. Under state law, each school’s budget must show how much money it spent during the previous fiscal year and how much money it plans to spend this year.

But, as Kolstad explained, the information on the previous school year’s spending isn’t usually ready until August. At the same time, the district is legally required to hold a public hearing on the budget before adopting it, and a notice announcing the hearing must be published in a local newspaper at least 30 days before the hearing date. Because of this, District 64 usually releases a preliminary budget in July. The budget is amended in August and approved in September.

When asked by Board President Tony Borrelli what would happen if the board approved the budget in July, Kolstad said that it could do it – but it just means it would have to pass an amended budget two months later.

“You’d have to go through this whole process again to do an amended budget,” she said.

Board vice president Scott Zimmerman noted that readopting the budget would probably require the district to pay staff extra to work the extra hours.

Borrelli clarified that he knew why the district does the budget this way. He simply asked the question for the benefit of the audience.

“It makes sense to reaffirm why we’re doing what we’re doing, and

let people know that this will not be voted on and accepted until September for the reasons that have just been laid out,” he said.

The tentative budget estimates that the district will get $73,378,203, which is $375,398 more in revenue then what was budgeted last year. However, the current estimates indicate that, last year, the district actually got $73,728,849, so it would actually be getting $350,646 less this year.

The district has a number of funds, with most educationrelated expenses coming out of the Education Fund. The tentative budget calls for $60,610,941 in spending – an increase compared to the $59,580,986 budgeted last year. Current estimates suggest that the actual spending was $57,843,364, which would make the increase more dramatic. The increases are largely due to regular salary and benefits increases, as well as more spending on special education tuition.

The Operations and Maintenance Fund, which covers costs related to facilities upkeep and security, would get $5,763,248 - an increase of $491,913 compared to last year’s budget.

Current estimates suggest that the actual spending was smaller - $5,143,317.

The Capital Projects fund would get $5,636,502 – a noticeable increase compared to last year’s $3,907,359. Current estimates suggest that the district spent more than what was budgeted $4,307,264. The increase is largely due to the increase in facilities improvement spending and more spending on purchasing and construction services. While the district spent less on facility improvements last year then what was budgeted, it wound up spending more on construction services.

All of the other funds – save for the Municipal Retirement Fund – would see increases.

On Sept. 26, the board will hold a public hearing on the final version of the budget. It will be held at Roosevelt Elementary School at 6:45 p.m. The board will approve the budget during the meeting, which will be held immediately after the public hearing is over.

Indeed, the war - and the trillions of dollars it costs - go virtually unmentioned in the surreal race for the presidency that’s currently underway. According to the documents submitted to the village, the company plans to build a 6,760-square-foot retail space and a 6,000-square-foot restaurant site. The site would be able to take advantage of the existing Hartz Plaza parking lot.

If the land got the Class 7b tax classification, its property tax rate would have been temporarily reduced. During the first ten years, it would drop from 25 percent to 10 percent. For the next three years, the rate would five percent a year until it returns to the regular rate.

Under the Class 7c classification, the tax rate drops as well, but for a shorter period of time. It lowers the rate to 10 percent for three years, then the rate goes back up by five

percent a year, until it returns to 25 percent on the sixth year. Unlike Class 7b classification, Class 7c classification can be renewed once for another six years, so long as both Niles and Cook County sign off on it. The requirements to qualify for Class 7c classification are also looser than 7b’s – the area where it’s located doesn’t have to be designated as blighted, there is no minimum investment requirement and the property values wouldn’t have to decline as much as they would to qualify for Class 7b.

Klicker told the village board that after Berrios raised concerns about the property’s 7b eligibility, Mega Group decided to pursue 7c classification instead.

The village board looked at the new request during its July 26 meeting. After a brief discussion, the trustees voted to give its support for the new application.
