Niles signs off on Milwaukee Pulse Bus Service Stations for new rapid service approved July 25

The Village of Niles Board of Trustees voted unanimously to al-

low Pace to begin building the stations for the new Milwaukee Pulse arterial rapid transit (ART) bus service during its July 25 meeting.

The vote puts the project one step closer to completion. Once Pace gets the utility permits, it would be ready to go. The transit agency officials are confident that they will be able to start construction later this year and launch the service sometime in 2018.

As previously reported by the Bugle, the arterial rapid transit bus lines are designed to provide faster service than regular routes.

The buses only stop at major intersections, and the stations come with raised platforms to improve boarding. The stations also have a number of amenities most regular Pace bus stops lack, including bike racks, real-time arrival information displays and heat lamps in the pas-

senger shelters. Unlike Bus Rapid Transit lines, where the buses have dedicated lanes, ART buses use regular lanes, but they will benefit from the Transit Signal Priority technology, which will either shorten the red light or extend the green light to speed up service.

Pulse Milwaukee Line will follow the same path as most Route 270 buses, traveling from Jefferson Park Transit Center to Golf Mill Shopping Center. In Niles, they will stop at Touhy Avenue, Harlem Avenue, Oakton Street, Main Street and Dempster Street. Touhy, Harlem and Dempster stations will double as transit links. Pace is currently in the process of developing another Pulse line along Dempster Street, and the agency’s long-term plan call for ART lines along Touhy and Harlem.

During the July 25 meeting,

Charlotte Obodzinski, Pace’s Rapid Transit Program Supervisor, told the village board that the stations will be customized.

“One of the things we wanted to do with the Pulse program is to provide infrastructure the community can really get behind,” she said.

The bus shelter will have a large Niles logo, and bike rack designs have been tweaked.

“We’re swapping out standard bike racks to do the ones you’re already purchasing for the village,” Obodzinski said.

She added that the exact position of the stations was determined with village and resident input. For example, the southbound Touhy Avenue station was put in a place where it wouldn’t block the Niles Veterans Memorial Waterfall. And, SEE PULSE PAGE 3

City outlines impact of newly passed budget “Overall, the impact to FY2018 budget is very minimal” Lamberg concludes

Now that the State of Illinois finally has a budget, the city of Park Ridge finally understands how much of that money it will be getting.

During the July 24 Finance and Budget Committee of the Whole meeting, Andrea Lamberg, the city’s Finance Director, laid out how the budget’s passages affects Park Ridge.

During the two-year impasse, the city got the money based on the levels set during the last budget – though the actual amount it got often depended on how much money it had on hand at the time.

Now, the city is expected to get less revenue than it theoretically would have under the previous budget – but Lamberg said that it already decreased the amount budgeted just in case something like this would happen, so the cuts would have a minimal effect.

The revenue in questions comes from two funds, as well as the sales tax venue the state collects on a municipality’s behalf. The Local Government Distributive Fund collects the municipal portion of the state income tax revenue.

The state controls how much money goes into that fund overall, but once it is deposited into the

While most Route 270 trips don’t go past Golf Mill, some trips continue further northwest, toward Glenbrook Hospital. As previously reported by the Bugle, Pace currently plans to keep those trips going, but the Jefferson Park – Golf Mill trips will be eliminated and replaced by Milwaukee Pulse service. This means that Route 270 would only run an average of once every half an hour. Meanwhile, the ART service would become more frequent, running once every 10 minutes during rush hour instead of once every 15 minutes, and once every 15 minutes during mid-day off-peak hours rather than once ev-

fund, it is split based on how much population a municipality has compared to the entire state. That revenue is deposited in monthly payments.

Lamberg explained that the state is currently two months behind schedule. The April 2017, which Park Ridge was supposed to receive in May, didn’t arrive until July 3.

As part of the Fiscal Year 20172018 budget, the state reduced the payments by 10 percent per month.

However, Lamberg explained that the state did it to catch up on the payments it missed. Instead of making 12 payments, it will make 14, making two payments per month in August in September.

This, Lamberg said, means that the impact on the city budget will be “minimal.”

The other source of state revenue is the Corporate Personal Property Replacement Tax – a tax the state levies to make up for the fact that the 1970s state constitution took away municipalities’ ability to impose their own personal property taxes on corporate entities.

The latest budget moved about $297 million out of the fund. While Lamberg said she wasn’t sure how that would affect what Park Ridge winds up getting, but the city anticipated something like this happening, so, when it crafted the

On weekdays, the Milwaukee Pulse will run longer than Route 270 currently does. While, under the current schedule, the last bus arrives at Jefferson Park Transit Terminal at 10:44 p.m. and at Golf Mill Shopping Center at 11:14 p.m., Milwaukee Pulse will keep going until midnight.

The line will also feature special buses that will come with on-board wi-fi, USB chargers and interior displays to show route info. Obodzinski said that some of the buses are already in service because they arrived earlier than expected.

The Bugle spotted those buses on Route 250, which serves Dempster Avenue, as well as Route 240.

“As much as possible, we want to put them on [future] Pulse lines,” Obodzinski said.

Fiscal Year 2018 budget, it reduced the amount it was expecting to get through this tax from $374,930 to $313,433. As the result, she didn’t expect to have much effect on the city budget, either.

In one major change, the new state budget introduced a sales tax collection fee. It would be imposed against two types of sales taxes the state collects on municipalities’ behalf – the home rule sales tax and the Auto Rental Sales Tax. The state collected $1,665,104 in Home Rule Sales Tax for Park Ridge during this fiscal year. The city estimates that it will collect $1,636,169 over the next fiscal year. With the new sales tax collection fee, the state will keep two percent of it, costing Park Ridge $32,723.

For the Auto Rental Sales Tax, the state collected $16,299 on Park Ridge’s behalf, and the city estimates that it will collect $16,724 next year. With the state keeping two percent of it, the city would see $334 less.

“Overall, the impact to FY2018 budget is very minimal.” Lamberg concluded.

Ald. Marc Mazzuca (6th), who chairs the Finance Committee of the Whole, said that, even with that in mind, he still wasn’t happy with the way the situation panned out.

“Thanks to folks in Springfield for getting 90 cents on the dollar,” he said. “I remember hearing promises of 100 cents on the dollar, but sometimes, that’s how promises in Springfield work.”

She told the village board that Pace expects to begin service some time in 2018.

“It’s a 240-day construction period once we break ground, and there’s winder to be contended with as well,” Obodzinski said.

At the same time, she said, Pace is currently doing environmental review for the Pulse Dempster Line.

Under the current plans, the stops that fall within this newspaper’s coverage area include stations at Austin Avenue, Waukegan Road, Harlem Avenue, Milwaukee Avenue, Cumberland Avenue, Western Avenue and Dee Road. Western Avenue stop would serve Advocate Lutheran General Hospital, while Dee Road station would be the closest station to Maine East High School. Pace currently expects to start construction in 2019.

Rookie Park Ridge aldermen supports strategic plan The Park Ridge City Council has changed since it approved the strategic plan for fiscal years 2018-2020. Three of the currently sitting aldermen didn’t have any part in crafting it. Ald. Gail Wilkening (3rd) was elected in April 4, while aldermen Charlie Melidosian (5th) was chosen to fill the vacancy was created by alderman Daniel Knight’s death, and Ald Marty Joyce (7th) was chosen to fill the vacancy created when Marty Maloney was elected mayor.

That is why the aldermen took another look at the plan the July 24 Finance and Budget Commitee of the Whole meeting. City Manager Joe Gilmore said that he wanted to make sure the current council was still happy with it and, if not, what kind of changes would need to be made. The rookie aldermen responded that they had no objections, and that they were happy with the work that went into putting it together in the first place.

The plan set a large number of short-term and long-term goals.

Joyce said he had no issue with the any of the short-term priorities. “It looks like a great roadmap into the future,” he said, adding that he appreciated that stormwater mitigation would be done in phases.

Wilkening joined in the praise. ”It seemed logical to me as a citizen and, more importantly, as a council member,” she said.

Ald. Marc Mazzuca (6th), who chairs the committee, noted that Maloney was serving as the seventh ward alderman during the planning process, so he asked the now full-fledged mayor for his take.

Use containers to maximize space and accessibility

When your garage door is open, neighbors as well as total strangers catch a glimpse of your home. An organized garage will form a favorable impression on those who see it, and will also allow you to maximize its usefulness. Here are some tips that will allow you to take advantage of a nice summer day and get your garage in order: DETERMINE WHAT YOU WANT TO STORE IN THE GARAGE List broad categories, like garbage and recycling supplies, sporting equipment, gardening equipment, camping gear, beach supplies, car supplies, and tools. If your garage is really loaded with stuff, your goal may include being able to park the car in it!

PULL EVERYTHING OUT As scary and overwhelming as this may seem, it’s the best way to sort your belongings. If you can’t tackle the entire garage in one day, focus on a specific area to clean and organize. As you move things from the garage to your lawn or driveway, sort them into the categories identified in the first step.

SORT THROUGH THE ITEMS YOU’VE PULLED OUT Go through one category at a time, and carefully consider whether each item is worth keeping. For each item you want to dispose of, determine whether you will donate it, sell it at a garage sale, consign it to a resale shop, give it to someone else, or toss it. Use a separate box or bag to collect items for each disposal option. Be sure to check with your sanitary district to determine the proper way to dispose of hazardous waste (old paint, motor oil, etc.).

DETERMINE WHERE TO STORE EACH CATEGORY It’s best to store things near their point of use or where they’re retrieved easily, and to store all of the items from each category in the same area – this will make it easier to find things, and will also make it easier for all family members to put things back where they belong.

MAXIMIZE VERTICAL STORAGE SPACE Your garage walls offer many storage options. You can use pegboards to store tools, as well as yard and gardening equipment. You can install shelves to hold boxes and other containers, and hooks to hold bikes and other

Woodruff is a different play than the other Joliet courses

What does a golfer do when they walk up to a tee box with a 350-yard par-4 with an open shot straight down the middle of the fairway staring them in the face?

I guess the answer to that question depends – do you trust your driver?

If you are a big hitter and can all-but guarantee your driver to go right where you want it, then Joliet’s Woodruff Golf Course will be a cake walk for you.

For most, however, that is not the case and the course has many hidden hazards in its short, straight layout.

Woodruff is a course that has no par-5s and features eight holes that play 352 yards or less, many of them relatively straight from tee to green.

That is where the mind games come in.

Most recreational players have had those drives over the course of their game where everything goes perfect and you felt like Bubba Watson as you watched the ball soar blissfully into a clear blue sky and land more than 300 yards from the point you hit it never wavering from the perfect line it started on.

Well as you stand at a tee box like No. 3 at Woodruff, a 306yard par-4 that has a beautiful tree-lined tunnel staring you in the face – everything in your head says play a fairway wood or

a long iron, get the ball down to an easy pitch onto the green and leave yourself a makeable birdie putt.

Your heart however remembers that perfect drive and you know that if you can just recreate it here, on this one hole, you can easily drive the green and be the topic of barstool stories for years.

So, putting everything smart to the side, you grab the driver, swing out of your mind to make sure you get the right carry – and pull it 30-yards off the fairway into the trees that looked so pretty forming a receiving line for the drive you hoped you had and now laugh at you as they swallow your ball into an abyss of timber.

Yes, folks, welcome to Woodruff.

Of the three Joliet courses, Woodruff is the one that sits more outside the city at 621 Gougar Rd. and is maybe the more forgotten courses of the trio – but that should not be the case.

Woodruff is as fun and challenging as any of the Joliet courses and offers golfers scenery and elevation changes not found on the other two.

This course plays 5,670 yards from the back tees, plays at a par-68 and is a true test of accuracy. While several holes on the front will test your discipline in club selection, the final 12 holes all bring water into the mix off SEE GEM PAGE 10

the tee shots and on approach shots.

The course opens with a threepack of mentally challenging, tree-lined holes measuring 352, 348 and 306-yards, respectively.

If you stay straight on these, the day will start well. If not, you will feel more like Paul Bunyan than Rickie Fowler.

The 202-yard par-3 fourth is no break from the mental grind.

Number 6 is a 259-yard par 4 and the easiest hole on the course if you play it smart.

While the first sight of sustained water may be a good thing if you are stranded on an island, but not so much on a golf

The 157-yard par-3 plays over a pond and starts a water theme that will be part of the rest of the day.

Number 8 is again a sub-300yard par-4, measuring in at 293 yards and is a nice break before the 385-yard No. 9, the second toughest hole on the course.

The back opens with a picturesque 322-yard par-4 that takes you downhill and then back up again. You don’t have to be a huge hitter to clear the creek that bisects the fairway here, but don’t worry about how much you clear it by.

Landing in the fairway here is important and offers you a nice

approach shot.

Number 11 is the ultimate risk/reward hole on the course.

The safe play on this 372-yard dogleg right is to play a long iron or short wood to the landing area straight ahead of the tee box and play a second mid iron to the green.

If you want a short wedge in your hand for your second shot, you can risk the big drive and attempt to cut the left corner of the dogleg and try and cleat the trees and fenced-in back yards to give yourself a shorter approach.

Next comes Woodruff’s signature hole – the 178-yard par-3 cliff hole. Hitting the ball on the right side of the green will often let the ball funnel to many of the

hole locations.

The 349-yard slight dogleg right is next. Playing this hole too far right can leave you either in the woods or blinded on your second shot. The best play here is to the left of the fairway – even if you need to lay up in front of the creek and take a longer approach to the green.

The final par-3 on the course is next. At 167-yards, choose your 170-yard iron and hit it straight and you will be just fine.

The next three holes play 362, 308 and 306 and are playable holes as long and you hit your spots. Creeks and swampy areas make some landing spots tricky – but lay up and give yourself a better second look.

Woodruff ends with the hardest rated hole on the course – a 387-yarder that plays downhill to a creek and then uphill where unless you hit a booming drive, you are likely to have a blind approach to the green.

Non-residents can ride Woodruff for $56 on the weekends ($40 to walk), while it is $50 on the weekday ($34).

Residents of the Joliet Park District pay $44 on the weekend ($28) and $39 on the weekday ($34).

Sure, almost $60 is probably a steep price to pay for most Park District courses, if you are going to play any of the three courses in Joliet – this is the one I would recommend.

State’s Attorney announces new homicide, gangs unit Unit will be staffed by homicide prosecutors with at least 10 years of experience State’s Attorney Kimberly Foxx announced today that her office is changing its approach to handling homicide cases in Chicago to prioritize effective and timely prosecution, and promote continuity and coordination among prosecutors, law enforcement, witnesses, and victims to ensure stronger prosecutions.

A new Homicide and Gang Unit will be responsible for prosecuting homicide cases in Cook County. Under the new unit, homicide cases will be prosecuted “vertically;” handled by an experienced homicide prosecutor from the new unit from investigation through trial and sentencing.

Previously, murder cases prosecuted by the CCSAO were handled by several different attorneys, starting with approval of charges by the Felony Review Unit, then moving to the Preliminary Hearings Unit, and only after indictment moving to a felony courtroom for trial.

The Unit will be staffed by homicide prosecutors with at least 10 years of experience who have also previously served in the felony review unit as trial supervisors.
