Library looks to improve Maine Township service Proposal to reopen shuttered north branch being considered

Over the past year, the Niles Library Board has toyed with the idea of opening a branch library on the northwest end of Niles in order to better serve patrons on that side of the library district.

But, many people don’t realize that the Niles Library used to have a branch in the area. Originally opened in 1957, it went through several locations before it was closed for good in 1987 due to budget cuts. The patrons protested to no avail, and the branch was never reopened.

At this point, the proposal to reopen a north branch is still in the early stages. The board is not expected to consider the plan until it is complete. And the opening would bring into relief an issue that has long haunted the library. While the Niles library serves many unincorporated areas around the village, there are areas that have no free library service.

And, unless patrons download the official library district map, they

Generally speaking, the libraries throughout suburban Cook County can be divided into two categories.

Some libraries, such as those in Skokie, Park Ridge, Morton Grove and Glenview, are paired with local municipal governments and their service areas are the same as the municipal borders.

The Niles library belongs to a second group of library districts that are separate from their corresponding municipality. In Niles, the library doesn’t align with village borders.

Currently, the library district includes all of the village of Niles, most of the unincorporated Maine Township and the unincorporated Northfield Township portions of the triangle-shaped area formed

by Dearlove Road, Milwaukee Avenue and Central Road.

In Maine Township, there are four unincorporated residential areas that aren’t served by the library district. That includes houses along the stretch of East River Road between Golf Road and Central Avenue; the area between Central Road, Milwaukee Road, Thornberry Lane and Glenwood Road; a few lots between Central Road, Glendale Road, Lotus Lane and Central Road; and the area between Washington Avenue, Golf Road and the Glenview border.

In Northfield Township, there is a sizable stretch of unincorporated land south of Milwaukee Avenue that is surrounded by Glenview on three sides not served included in the district.

Unincorporated areas that are

not apart of a library district do not receive any free library service, whatsoever. Under state law, these residents have the right to apply for a library card at a nearby library but have to pay an annual fee.

Niles and Morton Grove libraries calculate fees charged to these residents based on property tax revenue and local population, charging $266.39 and $423.69, respectively. Glenview library calculates fees individually based on how much the resident would pay in property taxes if they lived in the village.

According to Niles Library Director Susan Lempke, the Niles library tried to bring these unincorporated areas not served by a specific library into district back in 1985. “The vote totals from each precinct showed

that community members were overwhelmingly in favor of joining the library district, but it still wasn’t enough to pass, unfortunately,” she said. “Of course, most people moving into those areas these days have no idea that they don’t belong to a library until they try to get a card.”

Since the April election, the library board and administration have been placing more emphasis on serving the unincorporated areas that are part of the district.

To emphasize this, the board meeting room now has the official district map posted. One idea that has been floated is creating a branch library somewhere in the northern portion of Niles.

If that happens, it would restore something that was part of the district for much of the library’s history. According to the Niles Centennial History, the first library space was a room at village hall.

But after it opened in 1956, it was clear that it needed more room.

A year later, the library worked with the Niles Park District to open a branch at the Grennan Heights Park fieldhouse. In 1960, the main branch moved to a vacant store at its current location. While it was a larger space, the north branch remained.

Niles Library OKs strategic plan contract Firm will use mix of community outreach, staff input to form plan

The Niles Public Library Board of Trustees voted unanimously to award its strategic planning contract to Zionsville, Indianabased Kimberly Bolan & Associates, despite some trustees admitting that they were not entirely sold on the company’s pitch.

The board has discussed the possibility of creating a strategic plan since summer 2015. Once completed, the plan would determine the library’s priorities for the next three years. The plan

could also potentially be adjusted to provide guidance further down the line. Most notably, the plan is expected to look at ways to bring in more patrons and better serve the northwest portions of the library district.

The board considered awarding the contract to one of two firms.

Highland Park-based Donna E. Fletcher Consulting offered to do the job for $34,500. Concerned that these costs were too high, trustees decided to hold off making any final decisions until more companies could be considered.

On Aug. 18, KBA co-owners Kim and Rob Cullin gave their presentation to the board. They

said their first step would be to collect data and learn about the community, followed by gathering input from the public and library staff.

“We try to reach out to plenty of people and get the staff involved, because it’s not our plan, it’s the library plan,” Kim Cullin said.

Rob Cullin said the firm usually tries to frame input gathering as something inspirational.

“We want to focus on what’s possible, what is working already and could be better, and not focus on problems and what’s going wrong,” he said.

The company’s plan includes a mix of large forums and smaller

focus groups. According to documents provided to the board, KBA would hold between 10 and 12 sessions – two or three for library staff, one for the board and library administrators, and seven or eight sessions for the public. KBA also plans on gathering demographic data and other information about Niles and unincorporated areas that fall within the library district.

Once they have the data, KBA would organize a six-hour strategic planning “retreat,” where library staff, administrators, board members, area stakeholders and members of the community would discuss the information that has been gathered and come up with the basic outline for the strategic plan. The company would then work with staff and other members

of the planning team to work out the details.

Throughout the presentation, the Cullins emphasized that they weren’t interested in spending money unless it was necessary.

Kim Cullin advised the board against using more expensive surveys. KBA offers a number of services, but the couple said they would only use those approved by the library.

The company offered to do the planning services for no more than $25,000.

Trustee Barbara Nakanishi wondered if, given all of the library’s amenities and programs, it actually needs much improvement.

First human case of WNV Food for Fines program detected in northern Cook County returns after 2-years Residents urged to take basic measures to prevent infection The Cook County Department of Public Health last week confirmed the first human case of West Nile virus in suburban Cook County.

Officials said a woman in her 50s from the northwest suburbs became ill in late July due to the virus, adding that WNV continues to circulate in mosquitoes throughout suburban Cook County. As of today, testing has indicated that there are pools of mosquitoes carrying WNV in 57 communities, according to the department.

“West Nile virus can cause serious illness,” Cook County Department of Public Health COO Terry Mason said in a statement.

“It is important that we all keep

most effective way to prevent becoming infected with WNV is to follow the 3 R’s: Remove – Eliminate opportunities for mosquitoes to breed outside your home. Once a week, dump water that is collecting outside in buckets, flowerpots, toys, kiddie pools, pet bowls, spare tires, etc. Keep gutters clean and free of debris.

Repel – Use Environmental Protection Agency (EPA)-registered insect repellents when outdoors. Always follow the directions on the label. Wear long-sleeved shirts and long pants.

Repair – Keep mosquitoes outside. Make sure your doors and windows have tightly fitting screens. Repair any tears or other openings. Use air conditioning when possible. our guard up this time of year and follow basic prevention tips.”

Most people infected with WNV have no symptoms of illness and never become ill, but illness can occur 3-15 days after an infected mosquito bite and cause symptoms of fever, headache and body aches. The disease can affect all ages, but people over the age of 50 and those with a chronic disease, such as heart disease or cancer, may be at increased risk

for serious complications such as encephalitis or meningitis. For that reason, people who experience high fever, confusion, muscle weakness, severe headaches, or a stiff neck should see a doctor immediately.

Beginning Sept 1, Niles Public Library patrons will be able to remove fines from their accounts by bringing in certain food items.

This year, the Food for Fines drive starts Sept. 1 and ends Sept.

15. For every canned or packaged food item donated, patrons will have $1 deducted from any outstanding fines on their card.

Donations are capped at $50 per household.

Food collected by the library will be split evenly between the Maine Township Food Pantry, Niles Township Food Pantry and Niles Family Services food pantry.

Niles Library first held the Food for Fines program in 2012 and again in 2013, but stopped the program for the next two years.

Sasha Vasilic, public relations and marketing supervisor for the

library, told the Bugle that there was no specific reason for not holding the program for the last two years. But, he said there was a reason why the library decided to bring it back. “[September] is a national library card sign-up month,” Vasilic said. “I was trying to figure out some ways of getting patrons with expired library cards and too many fines to use the library again. This will help the community, and patrons will be able to renew cards or get their cards back in good standing.”

During the Aug. 17 library board meeting, Library Director Susan Lempke said Food for Fires is one of the ways they are trying to encourage more people to get library cards.

“Library card sign-up is a little low, and, frankly, we’d like to give it a boost,” she said.

Lempke added that Food for Fines donations will not be applied to money patrons might owe for lost materials.

Park Ridge delays vote on stormwater master plan Council planned to cast final vote at Aug. 15 meeting

The Park Ridge City Council will not vote on whether the city will hire Rosemont-based Christopher B. Burke Engineering to create a citywide stormwater mitigation master plan until Sept. 6.

The council was originally supposed to cast the final vote on the matter during the Aug. 15 meeting. Since the vote requires a supermajority and only five out of seven aldermen were present, the council decided to postpone the decision.

The road to the stormwater master plan approval has been bumpy.

As with most resolutions, the contract had to be approved by the public works committee of the whole before it went to the city council. But when the issue originally came before the committee July 25, most aldermen complained that they didn’t have enough time to look at all the bids.

When the committee looked at it again during the Aug. 8 meeting,

most aldermen accepted the staff suggestion that Burke was the best candidate.

Sixth Ward Ald. Marc Mazzuca and First Ward Ald. John Moran continued to have reservations, saying that they weren’t convinced that Burke was the best firm and noting that it had the fourth lowest bid. Mazzuca and Moran voted against the contract, but there

were enough votes to move the resolution forward.

Fourth Ward Ald. Roger Shubert and Second Ward Ald. Nicholas Milissis were absent from the city council’s Aug. 15 meeting. With Mazzuca and Moran showing no sign of changing their positions, the city did not want to see a vote come up short of the required majority and, instead, deferred

the vote until the next city council meeting.

The decision prompted Mazzuca to say that, since there was going to be a delay, he didn’t see a reason why aldermen couldn’t do what he asked for during the Aug.8 meeting – interview all of the project’s bidders.

“I still don’t see the merit of the argument that we shouldn’t have interviewed [bidders],” he said. “I think it’s a type of due diligence our residents can expect.”

Mazzuca urged all bidders to ask for city council interviews.

“If there are any bidders interested in complaining, they should do so,” he said.

Third Ward Ald. Richard Van Roeyen noted that, during the Aug. 8 meeting, Park Ridge Acting City Manager Joe Gilmore explained that the provision was designed to give staff an option to do interviews if they felt they were necessarily.

Aldermen voted 4-1 to defer the vote until the Sept 6 meeting, with Mazzuca casting the sole ‘no’ vote.

“There is no question that branch service, however reduced in scale compared with main library service, offers a greater range of materials and support

for the library patron than does bookmobile service,” the document stated. But five years later, the library closed the branch in order to cut costs. “Members of the community formed a group called ‘HALT’ (Hold the Library Together) who were unhappy that the branch was being closed,” Lempke said. “But, they were not successful in stopping it.”

While the possibility of relaunching the branch has been discussed, the library board hasn’t taken any action on the proposal.

And, Lempke said the new strategic plan will explore the best way to serve unincorporated areas.

That could mean a new branch, a bookmobile or another option.

“We are approaching the strategic planning process with

Athletic programs offered by district are supposed to serve community students dear editor, I am a Bugle reader who was a high school head coach for 37 years, as well as an athletic director for 25 years, and I would like to comment on the recent article that Sports Editor Scott Taylor wrote, expressing essentially that allowing AAU affiliated coaches to be involved as coaches within the high school’s coaching staffs is not a good idea.

Mr. Taylor supports his position very clearly by pointing out various scenarios where conflicts of interest could exist, which in most cases would be compromising the school’s integrity in regard to the [Illinois High School Association] rules and bylaws.

The high school athletic program is/ should be a part of and an extension of the total educational program, and it is very important that it be under the charge of an educator – a certified teacher! We in the U.S. offer these interscholastic athletic programs to our students because we recognize the educational and “whole person” developmental benefits that are realized

by those of our students who participate in these programs. To go on, the athletic programs offered by any particular school district are supposed to serve the students of that community, and when coaches who may be influencing their players from their AAU team to transfer to the school that he is coaching at, resulting in the local kids from that district being displaced by better, more elite players, and no longer starters, or in many cases, no longer on the rosters.

I have seen this recruiting of athletes far too much, even to the point of bringing in foreign exchange student-athletes at the expense of the local district kids.

This to me is the most serious of the concerns expressed in the article, but I also concur with other concerns stated, such as the AAU coach “using” the high school program and resources as a feeder program for his “more important” AAU level team, which may, in some cases, be his primary focus. In that case, the high school program’s players who are also on or going to be on the AAU team, may be getting more intensive coaching and more playing time, while the high school team members who are not going to be on that coaches’ AAU team may be neglected.

For the most part, AAU coaches are competent coaches in that they have had success at a respected level, and are usually knowledgeable of proper skill techniques. But unfortunately,

many, if they are not educators, have a different mindset than is needed in the educational setting, and in some cases there is a lack of respect for the rules, the actual expected educational outcomes, and even for the academic eligibility requirements for participation.

It needs to be pointed out that this is not an attack focused solely on the AAU people. This is actually a much more widespread problem. In this day and age where school districts all seem to be facing financial shortfalls, many are hiring as coaches, even as head coaches, unqualified individuals such as security guards, park district personnel, parents of players or even using volunteers. If you wouldn’t do that in the classroom, it shouldn’t be done in a position as important as coaching.

Besides the teaching of sports skills, thousands of “teachable moments” not even related to that particular sport, that could have a lifelong effect on the students involved, present themselves every season in every sport in every school. That is why more school administrators must realize the far-reaching importance of a quality high school athletic program, and that credentialed TEACHERS must fill these positions.

Always earned. Never given. dear illinois police and fire chiefs, Just recently I attended the wake of a friend, Donnie Stephens II, who proudly served the Rosemont community as it’s police director. Rest in peace.

What I was not ready for was the amount of personal police issued awards for valor and service being worn by the attending officers; some with six to eight ribbons. One officer wore three rows of police-issued ribbons.

I was not aware of all the crime

within the community these days in order to help earn these same awards.

I didn’t know of all the structure fires fought that have taken place, as well, while earning these same awards.

Yours truly served on both sides, to include the police patrol division and the fire suppression division. Yet, I was honored by earning three department accommodations the hard way. I also served as a U.S. Marine sergeant to include two tours overseas. Yet, earned three rows of U.S. military awards.

Some of these same officers, as seen at both the wakes for former

[Rosemont] Mayor Donald E. Stephens and now his son, strike a familiar chord. What is going on here within my former community’s police department?

Yet, I am told that if you ask some of the upper command officers what their toughest felony arrest was, they can’t respond.

In closing, there is a saying in the Marine Corps, “Always earned. Never given.”

OFFENSE Notre Dame will be breaking in a new quarterback after the graduation of Tyler Tsagalis, a dual threat quarterback the past two years for the Dons. Battling to replace him this year are a pair of juniors in Tom Drabik and Luke Schutt.

Whichever one wins the job will have the benefit of returning lineman Anthony Saro and senior running backs Eric Harper and Jake Sarnecki. Newcomers on the offensive line include seniors Connor Sullivan, Jordan Cruz and Michael Dato and junior Brian Beran. Wideouts this year are seniors Brendan Cravens, Nick Ruiz and Dan Harrity and junior Ray Neylon.

“We need good balance between the run and pass game,” Notre Dame coach Michael Hennessey said. “We need to be multiple in formation and explosive in our play. We need to continue our development and improvement of our offense.”

DEFENSE While the offense is breaking in many new starters, the defense has several seniors returning from all three levels.

OFFENSE Jusuf Zvizdic is a returning junior quarterback who will be again leading the Maine East attack this year. Sargon Odisho, Julio Cabrales, Bradley Ezop and Marc Ezop will be the top returning skill players for Zvizdic, while Ilian Michael and Leo Avevedo are the top returning offensive linemen. The sophomore class is also expected to come in and provide depth to the team.

“Jusuf has a great arm and is very

intelligent,” Maine East coach Scott Smith said. “Julio brings speed to our backfield and has great hands. Sargon is very athletic and runs great routes.

He will also see time at quarterback and running back. Bradley has started since his sophomore year and is a dependable hard runner. Marc was our second leading receiver last year, while Leo is a solid lineman who gives us some size up front.”

The offense hopes to find improvement this year after scoring just 52 points last year.

“This year we look to build on last year with regards to throwing the ball,” Smith said. “Jusuf has a great

“Brad is one of our best tacklers on defense,” Smith said.

Maine East’s defense also struggled last year, allowing 464 points and it hopes that total will lower.

Maine East hopes to get back in the winning ways this season after an 0-9 campaign last year.

“We want to execute on both sides of the ball, play four quarters of hardnosed football and have a chance to win a few games,” Smith said.

The Blue Demons face four new opponents this year, including welcoming Vernon Hills to the CSL North.

OFFENSE Niles West returns several offensive members who saw significant action last year, all are seniors.

Johnny Pabst returns at the quarterback position to provide experience at the position. Matt Galanopoulos is back for one more year at running back, while Greg Leftakes, Matt Metz and Dino Perocevic are returning at wide receiver. Offensive linemen Josh Weichel and Chris Adams also return. Joining them will be junior running back Davion Lewis.

The offense was solid last year, scoring 275 points and they were consistent as well, scoring at least 20 points in every game.

“We want to spread the ball out to our receivers,” Niles West coach Scott Baum said. “The key to success will be staying healthy.”

OFFENSE The Hawks may have lost their quarterback-wideout connection in Brian Collis and Jon Arenas as well as offensive lineman Liam O’Sullivan, who is now at Syracuse, but the cupboard is far from bare.

They will be led on the offensive line by another D-I recruit in Kevin Jarvis (6-foot, 5-inch, 340 pounds), who is committed to Michigan State. Senior Dan O’Malley (6-3, 235). will also be moving into the starting lineup at left tackle.

Nick Leongas is expected to take over at quarterback and is a dualthreat senior who was on the field at times last year. Junior running back Fotis Kokosioulis returns after

OVERALL Last year Maine South finished its season 8-3, while winning a playoff game and another Central Suburban League South title. The Hawks return five starters each on both sides of the ball but just 19 lettermen return all together. The schedule is again loaded early this year, but it is even more difficult than normal. They will open with a pair of state champions in Montini and at Loyola before traveling to face Barrington, one of the top teams in Class 8A last year.

That schedule should help them en route to competing for yet another conference title this year as Inserra feels his team should be better than they were last year after they won three of their five conference games by a field goal.

OUTLOOK After a few playoff appearances earlier in the decade, last year was a rough season at 2-7. This year the Wolves hope to return to the playoffs. The schedule will be different this year from years past for multiple reasons. First, while they play rival Niles North once

again this year, now they are in the same division in the CSL, making the game even bigger. Also, they will be having multiple crossover games with the Mid-Suburban League West division, instead of facing the CSL North.

“We are in the first year of crossover games with the MSL,” Baum said. “Looking forward to competing against teams from a great conference and seeing how we fair.”

Park Ridge approves 1st valet-only zone Ald. Marc Mazzuca voted against the ordinance at every step of process

The Park Ridge City Council narrowly approved a measure that establishes the city’s first valetonly parking area.

While the library has good DVD circulation numbers, he suggested that those numbers might drop as more and more people use online video streaming platforms.

Kim Cullin added that one thing the library could always improve on is increasing patronage.

Trustee Carolyn Drblik said she felt KBA’s cost was still too high.

She wondered if it would be better to let the staff handle the strategic plan.

“I feel no one is better than our own staff to be engaging our community,” Drblik said.

She also wondered if the library could ask KBA to do more surveying.

Library Director Susan Lempke said more surveys might not help, citing the example of the Village

Caramba restaurants.

City officials said the area was created to deal with ongoing concerns about traffic in the area.

Furthermore, there were no clear rules over what parking spaces the valet service could use, which lead to conflicts with some nearby businesses.

A first reading of the resolution to establish valet-only parking was held during the city council’s Aug. 1 meeting, with a final reading held Aug. 15.

And, I like that they’re helping to [form] the plan, but they’re not writing it.

Board Vice President Karen Dimond said she was concerned that KBA’s approach to data gathering may be lacking. And, like Drblik, she had reservations about the cost.

Sixth Ward Ald. Marc Mazzuca voted against the ordinance at every step of the process. In the lead-up to the final vote, he explained that he didn’t have a problem with valet parking but felt that the city could have received more from the deal.

“Since this is our first valet parking, this is setting a precedent,” Mazzuca said. “But, I don’t think it’s a good one, since there isn’t a fee associated with it. I don’t think it’s ready for primetime. I think we’re giving away an asset taxpayers paid for free.”

Fifth Ward Ald. Daniel Knight said he understood where

However, he felt that the parking situation in the area had to be addressed as quickly as possible, one way or another.

“There’s nothing to suggest we can’t implement some of the things Ald. Mazzuca suggested,” Knight said. “I’m going to vote for this because it addresses a need in that area that could use a solution pretty immediately.

There’s a big benefit right off the bat, but if someone we thinking we should revisit it [for reasons] Ald. Mazzuca mentioned, I don’t see why we can’t do that.”

Babich family thanks Park Ridge residents for support

For several weeks in July, the city of Park Ridge was awash with purple.

When 7-year-old Kate Babich died suddenly June 27 while attending Maine South High School’s cheerleading summer camp, the entire city sprang into action. As a tribute to her passing, the city tied purple ribbons around government buildings, the Park Ridge Public Library, and seemingly every pole and tree trunk throughout Park Ridge.

Purple was Babich’s favorite color.

While the ribbons were originally supposed to come down by July 15, before the Taste of Park Ridge started, most of them stayed up a few days longer. The Babich family

lives in the city’s First Ward.

During the Aug. 15 meeting, Ald. John Moran read a statement the family addressed to the entire city. In their statement, Kate’s parents and her brother, Alex, thanked everyone who offered their support.

“To the Park Ridge community and anyone who’s given their love and support since the loss of our precious angel, Katherine Page,” the statement said. “Words cannot express our gratitude for prayers, cards, meals, goodwill and generosity we have received and continue to receive. We were so very fortunate to get to spend those seven short years with Kate, but she touched many more people than just us. Her friends, teachers, coaches and so many others will miss her.”

The also appreciated the community response.

“The ribbons and the purple around town are an expression of that, and it has been incredible.

The way this has brought everyone together showed the impression Kate made on so many people, and it lifts and comforts us greatly as we try to adjust. I guess she really was too good to be true. Our hearts will never fully heal and we will work to be sure that the amazing spirit of our little girl lives on. Thank you, thank you, thank you.”

Moran also mentioned that the family told him they appreciated everything the first responders did for them.

“A lot of our discussion revolved around police and fire and everything they did that day to give her a chance,” he said. “And, they were very grateful for the city services they received after the fact.”
