New door-to-door solicitation rules head to Niles Village Board Many rules haven’t been significantly updated since 1965

The Niles General Government and Information Technology Committee voted unanimously to send the new solicitor regulations to the village board.

Currently, the village has regulations on the book, but many of them haven’t been significantly updated since 1965. Deputy Village Clerk Cathy Spadoni crafted the new ordinance from scratch, and the committee agreed to make a few more changes.

If approved by the village of Niles Board of Trustees, solicitation would be prohibited after 5 p.m., restrictions on solicitors with criminal records would be strengthened and insurance requirements would increase.

Many rules would remain the same. As before, canvassers, people collecting donations and door-to-door salespeople would need to apply for a village permit. The only exceptions are religious organizations, political canvassers and youth ages 16 and under who are fundraising for school and non-profit programs.

However, some notable changes occur. Under the current regulations, anyone who committed a felony in the last five years wouldn’t be allowed to get a permit. Spadoni’s proposal extends that prohibition to misdemeanors.

Other notable changes deal with insurance requirements.

Under the current law, charitable organizations must have bodily injury liability insurance in the amount of $100,000 for any individual and $300,000 for any occurrence.

Spadoni’s proposal raised both numbers to $1 million.

When the proposal was presented during the Aug. 12 meeting, village trustee and committee Chairman George Alpogianis suggested extending the felony prohibition from five years to 10.

“I think it’s our job to protect our community,” he said. “I don’t believe 10 years is asking a lot.”

Alpogianis added that sex offenders should be banned outright, but Kathy Thake, a legal assistant for the village, said there were already laws preventing that in place.

Spadoni’s proposal would have kept the time when soliciting is allowed the same as before – Monday-Saturday from 9 a.m. to 7 p.m. Alpogianis suggested moving the end time to 5 p.m.

“Normally, at around 6 p.m., families start dinner,” he said.

The trustee also asked what the ordinance would do about panhandlers.

Spadoni said panhandling is considered a separate category, distinct from soliciting. While the village municipal code has a chapter designed to address panhandling, it doesn’t actually contain any rules.

Spadoni said an individual recently came into the village hall looking for a peddling license.

Niles police chief offers school-safety reminders Police recommend parents discuss risks of walking to school with children Now that school is back in session, Niles Chief of Police Dennis McEnerney is reminding residents of several safety tips to help ensure a safe school year.

“With school opening this month, we know this is an exciting time for families,” McEnerney said. “To make the transition from summer vacation into the classroom as smooth as possible, we hope that community members will be aware while on the road and in school zones.”

The Niles Police Department recommends parents have a discussion with their children, including teenagers, about the risks

of traveling to and from school.

When walking, children should be encouraged to stay aware of their surroundings, and not become distracted by mobile phones or games such as Pokemon Go. When exiting the school bus, they should make sure the bus driver can see them. Prior to crossing in front of the bus when it’s lights and stop arm are engaged, children should be sure that vehicles have stopped, in both directions.

Illinois state law prohibits the use of mobile phones while driving unless it is used in a hands free mode. The law remains enforceable when drivers are stopped at a stop

light with their foot on the brake.

Illinois law also provides that the driving privileges of a person convicted of passing a stopped school bus will be suspended for three months for the first offense and one year for the second, if the second conviction occurs within five years. Additionally, the fine for a first conviction is $150 and $500 for a second or subsequent conviction.

Lastly, drivers should make sure their vehicles stop prior to entering a crosswalk or crossing a street.

Drivers must stop and yield the right of way to a pedestrian crossing the roadway within a crosswalk when the pedestrian is on the half of the roadway that the vehicle is traveling or if the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger.

The publication recently released its list of “America’s Top High Schools 2016.” Maine South earned recognition as one of the top 100 public high schools in the nation, ranking 5th among all Illinois high schools. Newsweek considers six factors and assigns the greatest weight to college enrollment and graduation rate.

“These two [factors] were the most significant indicators of a school’s success in preparing students for college,” Newsweek stated.

Newsweek named Maine East and Maine South to its “Beating the Odds 2016” list. In compiling this list, Newsweek explained that it “seeks to identify schools that do an excellent job of preparing their students for college while

also overcoming the obstacles posed by students at an economic disadvantage.”

Earlier this year, all three Maine Township High School District 207 schools earned spots on the Washington Post’s 2016 list of “America’s Most Challenging High Schools.” In addition, U.S. News and World Report named Maine East and Maine South to its 2016 list of “America’s Best High Schools.”

Tech Insider also placed District 207 on its 2016 list of “America’s Most Innovative School Districts.”

“This reflects the great work that is happening at all three of our high schools, our schools are the very best they have ever been, even with our changing demographics,” Superintendent Ken Wallace said.

Stormwater plan contract moves forward, despite objections Mazzuca, Moran say more information needed

A contract for Park Ridge’s citywide stormwater master plan cleared the Public Works Committee of the Whole.

The Park Ridge City Council will now vote on the proposal, but the plan didn’t make it through without a fight. Sixth Ward Ald. Marc Mazzuca and First Ward Ald. John Moran weren’t happy that city staff recommended the bidder, Rosemont-based Christopher B. Burke Engineering, do more research to determine if any other bidders would be a better choice. In the end, the majority of aldermen said that they were comfortable with the recommending option, and any further investigation wouldn’t make a difference.

The contract originally went before the committee during its July 25 meeting. At the time, the majority of aldermen voted to postpone the decision until the Aug. 8 meeting. Staff didn’t upload the bid documents to the city website until a few hours before the meeting, which most aldermen felt didn’t give them enough time to review the plan.

Most aldermen also had reservations approving Burke because its bid was the fourth lowest. They asked city staff to come back with a more detailed explanation as to why they leaned towards that company.

Mazzuca and Moran also had concerns about Burke’s track record. The company previously advised the city on how to calculate the stormwater fee, and the two aldermen felt that their presentations left something to be desired.

During the Aug. 8 meeting, Public Works Director Wayne Zingsheim went into additional detail about why the staff preferred Burke’s proposal, including the company’s experience with similar projects

in other municipalities, previous projects Burke completed for Park Ridge, the size and expertise of its staff, its in-depth understanding of the project, its plans to do extensive public outreach, and because it’s project plan was “detailed and thorough.”

Zingsheim added that, the fact that Burke did an additional $15,000 worth of field surveying, helped.

Park Ridge City Engineer Sarah Mitchell subsequently clarified that the bidders were free to do the field surveys if they wanted, but it wasn’t required.

– a document used to solicit bids – stated that, after staff did its evaluation, “selected firms will be invited to move onto the final phase of the selection process where interviews will be held that are conducted at an evening public meeting in the City Council Chambers.” The alderman wondered why that phase of the process didn’t occur.

Acting City Manager Joe Gilmore said the provision was meant to give the city an option if it felt it needed more information, adding that staff determined additional information wasn’t needed.

Mazzuca replied that, if that was the intent, it should have been stated more clearly.

“As a bidder, reading the RFP, [there is] nothing conditional in that statement,” he said.

Mazzuca also reiterated his earlier concerns about the way Burke handled the stormwater fee project.

“Last time, we saw the same presentation with virtually no changes,” he said. “In addition, materials weren’t posted related to those presentations on our website in advance of the meeting. Is that going to be different this time, if we select Burke?”

Zingsheim noted that the company’s last presentation was related to the stormwater utility fee, which he said was a “whole different animal.”

“This is where you would meet with residents to try to find out what areas are having problems,” he said.

Zingsheim added that putting presentation-related materials online after the meeting has been his department’s standard policy for as long as he worked for the city.

Ultimately, Mazzuca said he wasn’t convinced Burke was better than other, cheaper bidders.

“I looked through the proposals briefly, and the proposals have a lot of similarity to them,” he said. “I’m not convinced that Burke’s offering is worth the additional $90,000 over the lowest bidder.”

However, Mazzuca said the previously mentioned interview process may have provided additional information that could have changed his mind.

“I would prefer to actually have an interview round,” he said.

“I would prefer to actually go through the discussion, so that I can understand why I’m getting $90,000 more from Burke, versus [other bidders].”

Moran said he was in favor of interviews, as well.

“I understand [staff] is trying to build the case and justify the expense, but I feel like we’re only getting the Burke side of it, and it’s not a fair and even comparison” he said.

Trustee proposes tax on self-storage facilities George Alpogianis says every business must do its part

Village of Niles Trustee George Alpogianis made no bones about it – the sooner the village implements some kind of a tax on self-storage facilities, the better.

He revealed the proposal during the Aug. 12 meeting of the general government and information technology committee.

Alpogianis, who chairs the committee, said every business in Niles must do their part to generate revenue for the village, adding that it was unfair to raise taxes on residents if some business weren’t contributing.

After some discussion, the committee decided to hold off on making any recommendations until the building and zoning committee had a chance to discuss whether to recommend imposing new fees on village businesses, including storage facilities.

Alpogianis told the committee that he started thinking about the storage tax because of a new self-storage facility that

“It’s something that can be [addressed] by the police if they are causing a nuisance,” Thake added. “For the purposes of the solicitor ordinance, this wasn’t considered.”

Alpogianis said panhandling was something that he’s been increasingly concerned about.

“This is something we should look at right now before it gets out of hand,” he said. “I don’t want to chase a runaway horse.”

The trustee added that he believes Niles and Morton Grove have seen panhandlers coming from Chicago, where they don’t face competition. He said he saw

“I know we gave a storage facility being built in the village,” Alpogianis said. “[After] all the charges we charge our citizens, I think we need to find more ways to bring money into the village.”

Alpogianis said he believed that the village already requires landlords to have a permit to lease out units, which Village Manager Steve Vinezeano later confirmed.

“Storage facilities seem to be in the gray area, and nobody knows how to tax them,” Alpogianis said. “I’m sorry, I just can’t understand how businesses can come into town and we can’t [tax them].”

Morton Grove already requires self-storage facilities to charge tax on tenants, while Lincolnwood considered the idea of introducing a storagefacility tax earlier this spring.

Village staff said the building and zoning committee was working on its own proposal for new fees for several business types, including storage facilities.

That meeting is scheduled for Aug. 18 at 8:15 a.m.

“If we can get something from the [building and zoning committee] by next month, that would be great,” Alpogianis said.

“Time is money.”

When we engage in an act of kindness, a chain reaction occurs.

To begin with, the person doing the act (holding a door, helping carry groceries, even offering a genuine “thank you”) gets an instant boost in the form of the brain chemicals oxytocin and serotonin. Oxytocin helps reduce stress and promote bonding, while melatonin boosts the immune system and may improve sleep.

As an added bonus, the recipient of your act of kindness experiences an almost identical surge of these positive chemical messages. He or she gets a free power-up because of your behavior.

The feel-good train doesn’t stop here, though. Amazingly, what

eaSy aS a-B-C What about the times when we’re off our game, when even the thought of a polite smile to a stranger feels like a Herculean task? Yes, there’s an app for that – a simple self-application tool that can be used in almost any trying situation.

In the middle of the 20th Century, the field of psychotherapy began changing rapidly.

Traditional Freudian analysis was pushed out in favor of more active and practical ways of making life changes. One of

the notable figures from this era is Albert Ellis, who created a cognitive approach to promoting change.

To combine the concepts of the approach into a simple format, Ellis developed an A-B-C model.

Let’s apply the ABC model to one of the most commonly frustrating situations – driving. Somehow the road is always full of hundreds of terrible drivers, plus you. Imagine for a moment that you’re driving, and you feel good. The radio is playing a catchy song, your favorite drink is sitting right next to you and the road ahead is clear.

Suddenly, you see a car pull up next to you, driving aggressively. The driver rides the car in front of him, then begins eyeing your lane.

Without warning, he lurches ahead of you, just a few feet separating your cars. You are forced to hit the brakes, and the Zen mood is gone in an instant. You honk your horn, ride his tail for the next half-mile, and when he looks into his rearview mirror, you let him know who’s No. 1.

Ellis labels the activating event, in this case the other driver, as the A in the formula. He calls your reaction (honking, cursing and tailgating) the consequence, or C. We tend to assume that the consequence is a direct result of the event, that A causes C. However, there is a critical piece in between A and C, which is a B, our beliefs. It turns out that not everyone reacts the same way to this

‘CHICAGO TOUGH’ Former Raider Morrison helping bring a new attitude to Colts D

ANDERSON, IN – In the Birmingham Bowl, the final game of his junior year at the University of Florida, former Bolingbrook High School standout Antonio Morrison tore multiple ligaments in his left knee - putting his football career in jeopardy.

Morrison had a pair of surgeries less than two months apart and defied all odds by returning to full strength before the start of his senior season and recording 103 total tackles, 2.5 sacks, 11 tackles for loss, one pass defended and one forced fumble.

With the 103 stops, Morrison became the first Florida player to record back-to-back 100-tackle seasons since Ed Robinson in 1992-93. He was Named a Butkus Award semifinalist and was a unanimous first team All-SEC selection his senior year.

While his play earned him an invitation to the NFL draft combine in Indianapolis, an infection forced him to withdraw from the combine and go on a six-week regiment of antibiotics – again negatively impacting the future of his career.

MORRISION IS FIRST RAIDER EVER DRAFTED IN NFL

The 21-year-old Morrison fought through all of the adversity and along the way caught the attention of professional team, including the Indianapolis Colts, who on April 30, made the Bellwood, IL native the first Raider ever drafted into the National Football League.

“Those things were unfortunate, but I fought through them,” Morrison said. “They weren’t anything that brought me down.

I have worked for it and I have earned this. I have dreamed of this since I was a kid and it is great to be here, but I have bigger dreams and goals, so I have to keep working.”

Morrison was selected in the 4th round, the 125th selection overall.

“This kid is pure Chicago tough,” Colts General Manager Ryan Grigson said in a press conference on draft day. “He is a tough hombre and he plays that way. He plays lights out.”

Colts head coach also raved about Morrison in that same press conference.

morrison | from page 7 great energy, the great defensive players that we’ve been fortunate to be around, this guy is special,” Pagano said. The guy is a great competitor. You just put the tape on and after a couple plays it’s like, ‘Wow.’ He’s a wow guy and he popped on the tape.”

Morrison missed offseason workouts with a hamstring injury, but has been working daily to learn the system since the opening of training camp.

“I am just going by the day and trying to help this team win in whatever role that may be,” he said. “I don’t have any selfish goals. I just love football and I love winning, so whatever it takes for me to keep doing those two things, I am going to do.”

Morrison will look to help fill a void left at the inside linebacker position created when veteran Jerrell Freeman signed with the Chicago Bears in the offseason.

“We lost Freeman as the inside linebacker, but beyond that, we really like Morrison (and) some of our young guys,” Colts owner Jim Irsay said recently in a press conference.

Morrison has also earned the praises of first year Colts defensive coordinator Ted Monachino.

“What we have seen out of him on the field is exactly what we saw out of him on college tape.

You see tough and you see rugged and you see a guy that loves the

game,” Monachino said. “The best thing that we have learned about Antonio since he has been in camp is that he is such a football smart kid. He gets it. He understands ball, he understands run fits. He understands where the weaknesses are on certain calls and knows how to play to those things. Antonio has been a pleasant surprise. We knew he was going to be tough and we knew he would be a downhill run stopper, but we are getting more and more familiar with him and what he can handle and we are putting more and more on his plate every day.”

Morrison said it is with the help of his coaches and veteran players that have helped him grow so fast as a professional.

“I just play ball and try and do the right things and do what I am

coached,” he said. “We have a great staff, a great group of vets on this team – great teachers. There are vets that have welcomed us in as rookies and coaches are teaching us things and everyone is united here and things are going great for this team.”

Being drafted by the Colts brings Morrison back to the Midwest for third phase of his career after spending the last four years down south in Gainesville.

“My parents like it because they are close and they can come to a lot of home games,” he said. “I really didn’t care where I played ball at. It is football and at the end of that day, that is what I love to do.”

Morrison is not the only former area standout turning heads in Colts camp, as he is in the same

rookie class with former Joliet Catholic Academy and University of Illinois running back Josh Ferguson.

“We used to do the power lifting things against each other back in the day,” Morrison said. “We never played against Joliet Catholic, but I saw him around a lot and it is cool to see a guy that we used to compete in high school a little bit.”

Morrison’s career began Saturday in the Colts first preseason game at Buffalo where he posted three solo tackles.

The regular season will begin Sept. 11 at home against Detroit.

Morrison will have the chance to travel to London Oct. 2 when the Colts face off against Jacksonville.

He will face his hometown Bears in Indianapolis Oct. 9.

Former Maine East standout to lead Oakton golf Owls cross country ready for the season Sophomore team captain Anthony Calderone (Maine East High School) will set the tone for the rest of his teammates during the upcoming fall season for the Oakton Owls men’s golf team.

Golf is in his blood as Anthony’s father also played for Oakton.

“Anthony will be our No. 1 golfer,” said Owls head coach Louis Walker. “What sets him apart is that he is extremely competitive and also has a huge drive off the tee.”

Walker also noted freshmen Stephen Bukielski. (Schaumburg High School), Chris Blaha (Conant High School), Richard Burke (Notre Dame High School) and Peter Leftakes (Glenbrook South High School) are expected to make immediate contributions because of their strong high school varsity experience.

“Steve has an outstanding short game while Chris is good off the tee,” said Walker.

“Meanwhile, Richard and Peter are just incredibly consistent.

The team is going to mesh very well. Also, the newcomers are hungry to prove themselves and that will come in extremely handy when we play tough opponents during conference and regional matches.”

Walker said the team, is extremely familiar with the Owls’ home course – the Sportsman Golf Club in Northbrook. Being all local players they have all played it numerous times.

The Owls start the season Friday, August 26 at the Highland 36 Golf Tournament at the Parks Hill Golf Course in Freeport, sponsored by Highland Community College.

“That will be an early test for us,” Walker said. “Not only will we be competing against conference and regional players, we’ll also be going up against several athletes from four-year schools from Wisconsin and Iowa.”

Last season, the Owls finished fourth in the Illinois Skyway Collegiate Conference and 10th in National Junior College Athletic Association Region IV. “We’re anticipating another competitive season and looking to make a strong push to win the Skyway Conference,” Walker said.

Tina Egle, Oakton’s head coach for the men’s and women’s crosscountry teams has Saturday, Aug. 27 circled on her calendar. That’s when her runners participate in an exhibition race at the Harper Invitational in Palatine as a tune up for the start of the fall season.

“The competition will be tough as we’ll be going up against athletes from many colleges in our region, including many fouryear schools,” Engle said. “The invitational (three miles for men and two miles for women) will give us a good idea who some of our top runners are and the cream will rise to the top.”

One of the top runners for the men’s cross-country squad will be sophomore Ashith Chirayath (Maine East High School) who returns as team captain. “’Captain’ is a well-deserved title for him,” said Egle. “Ashith is very consistent and leads by example through his hard work and determination. He also is an enthusiastic person who is able to get the team pumped up for meets.”

Newcomers include Taft High School products Jonathan Garcia and Dante Roa, as well as Felix Benitez from Maine East.

“There’s good chemistry between the incoming athletes,” Egle said. “They push each other to do better to improve on their personal-best times.”

On the women’s side, the team will be led by captain Itzajana Flores from Morton East High School. Flores is a transfer from Malcolm X College, where she excelled at running, qualifying for the 2015 NJCAA Region IV Championship.

Overall, Egle is optimistic about her squads heading into the fall season. All of our runners have tons of potential and are very determined,” she said. “I think we’ll do well in conference and regionals and should produce some athletes who will qualify for nationals.”

The Oakton Owls begin their season Friday, Sept. 9, when they participate in the Aurora Invitational hosted by Aurora University.

Public vs. Private debate continues into new season The public vs. private debate has ramped up in recent years and for good reason.

Private schools have dominated some sports in recent years, which have left many people in public schools upset with the uneven playing field since private schools can “recruit” and can get athletes from all over an area, while public high schools aren’t (supposed) to recruit and students are within a boundary.

The numbers for some sports prove the grumblings as valid, none more so than girls volleyball.

The past five years a private school has won titles at BOTH the Class 3A and 4A level, with the Class 2A champion also coming from a private school three times in those five years. Private vs. private

state final matches have also taken place at all three levels at least once during that time.

The only reason why that doesn’t happen more often is the IHSA tries to mask the private school domination by making the schools play each other before the state finals, and even before state at times.

The last non private champion in Class 4A was in 2010, while in 3A

you have to go back to 2007! Does this sound like a level playing field to you? Of course not!

While the IHSA’s new system has successful programs move up in classes, all that will do is keep the lower classes private free.

Meanwhile, it gets harder and harder for a public school to win in 4A with Mother McAuley, Benet and St. Francis all in 4A now (even though the IHSA made sure only one could get to state).

Benet’s back-to-back state titles in Class 4A girls basketball may be also starting a trend as now private schools have won three of the past four state titles.

For the boys, football is always the topic of discussion when it comes to this debate, and for good reason.

Last year four of the top six classes have winners from private schools, with three out of the top four classes the previous two years having private school champs.

Dating back to at least 2009, at least half of the champions in Class 5A-Class 8A have been private schools each year. During that stretch, Montini has won seven straight championships. It was forced up to Class 6A this past year, which just made things even harder for those 6A schools to win a title. The way the system is set up, there will likely always be a private school powerhouse in Class 5A as well.

Another recent trend has been found in baseball. The past four Class 4A state champions have been private school teams with Providence winning the past three titles.

All of these private schools play in conferences with other private schools. You don’t see Benet in the same conference as the Naperville schools or Providence with the Lincoln-Ways. That is because they are paired with teams that have the same rules as them, which makes sense. Sure, there are a variety of schools that notoriously struggle in sports as private schools, but they wouldn’t do much better in public school conferences.

So, if private schools are separate in conference play, why should they be competing with public schools in the playoffs? This makes little to no sense to me. A school like Providence can take some of the top players from the LincolnWay school district legally and turn around and knock a Lincoln-Way

Notre Dame baseball wouldn’t have to play much larger schools like New Trier, the team that beat it in the playoffs last year, if public and private schools had separate playoffs. school out of the playoffs with the benefit of having the top players.

No wonder why some of these public schools have been recruiting. It surely isn’t right, but they know that is the only way to compete in some of these sports. Earlier I mentioned three of the past four girls basketball champions have come from private schools. Before that, a pair of teams went on successful state runs year after year with transfer students or players from throughout the Chicagoland area. Not saying they were recruiting, but players wanted to play there so they transferred. It seems like creating mega teams is the best way to knock off private schools.

Now I know public schools will respond saying that many of the sports they never win titles and aren’t competitive in. This just further proves my point. In some of these other sports where private schools rarely win state titles, it would be much more beneficial to these schools to go up against one another so one of them win.

The best way to make this fair would be to subtract a class or two from public schools and add a private school class, maybe even two if there are enough teams to warrant it. For instance, you could have six public school classes in football and two private classes and have eight solid championship games featuring teams that should

be competing with the same rules, as long as they are following them.

In the other major sports you can have three public classes and one private class and in smaller tiered sports you can have two public and one private. Sports that have just one championship can either remain combined or have two total championships.

Under these rules, the only programs at a real disadvantage are the really small private schools who would have no chance against the big boys. However, they typically struggle against smaller public schools as well and if they didn’t they would be moved up to larger classes in the current system anyway.

The joke I have is teams like Benet in girls basketball and volleyball and Wheaton St. Francis in volleyball can’t move up to Class 5A, even though they constantly win.

Having them in a private school playoff is a great alternative where they can continue to compete for state championships against the top competition in the state, while public schools can feel like they have an honest chance of a state title without having to play a private powerhouse.

I don’t see the IHSA doing this anytime soon, but they should take notes from some other states who do this, and I would imagine they would see a great deal of benefits.

Music Box proposal heads to Niles Village Board Plan commission approves special use application with several conditions

The Niles Plan Commission voted 3-2 to approve a special use permit application for a proposed music venue in a building that used to house Capone’s Hideout.

When the commission originally considered the application for the Music Box lounge during its July 11 meeting, owners of the nearby Village Motel strongly objected.

Lucina and Mary Janikowski said Capone’s customers cursed, drank and kept their lodgers awake until the early morning. The couple told village officials they were worried that the new business would be more of the same.

During the Aug. 8 meeting, the commission approved the application with conditions.

The outdoor deck must close after midnight, there must be an overflow parking plan, a fence must be constructed between the lot and the Village Motel, and there must be an on-site manager to keep an eye on what’s going on in the parking lot. If any conditions are violated, the permit would be pulled.

During the July meeting, property

owner Andrew Bobrowski said the Music Box lounge would be a place where older adults could dance and listen to music. He tried to assure the Janikowskis that his customers would not misbehave the way Capone’s customers did, adding that he was willing to take measures to reduce noise.

Bobrowski came to the August meeting with his attorney, Won Sung Kim. She told commissioners that her client did not want to antagonize any of his neighbors.

“It is our intent to have a [business] management actively involved, so we’ll have a friendly relationship with our neighbor,” Kim said. “We’ll have a manager to keep an eye on [the parking lot].”

However, she said they couldn’t assign an employee specifically dedicated to watching the parking lot and the departing guests.

“It will also be economically unreasonable to have a person dedicated to watching the parking lot when the dining room isn’t full,” Kim said, noting that they weren’t yet sure just how many customers Music Box would actually attract.

She also argued that the way her client was treated wasn’t entirely fair.

“We believe it would be unfair to color [Bobrowski] with the previous operator that he has no relationship with whatsoever,” Kim said.

Plan Commission Chairman Thomas Kanelos said that, while he wished that there was a way to add or remove conditions after the special use permit was approved, the law doesn’t allow amendments.

to impose conditions to try to anticipate whatever issues may arise.

Commissioner Susan DeBartolo suggested that the installation of a security system to watch the parking lot might be a good compromise.

“Yes, it’s a good idea and it’s something we surely would consider,” Kim replied.

One of the issues that came up during the July meeting was that police weren’t responding to complaints at the former

establishment.

Niles Police Chief Dennis McEnerney confirmed that there had been complaints, but by the time officers arrived, the perpetrators were gone. He later mentioned that having an officer keep an eye on the parking lot all night wasn’t efficient, but he could have a patrol swing by the new establishment.

“We’ll pull up to the lot, see if anyone is wandering in the lot, and we’ll go from there,” McEnerney said.

When DeBartolo asked if the Village Motel caused any issues for Capone’s, the police chief said that, while there were incidents, they were few and far between.

“We haven’t had a lot of issues with the hotel,” McEnerney said. “We’ve been to the motel for domestics and stuff like that, but nothing major. It’s a well-run business.”

He added that he suspected a reason for the problems with Capone’s was that the establishment kept its back door open. From McEnerney’s perspective, the way Capone’s was managed helped contribute to the issues described by the Janikowskis.

“The last business in this location was very poorly run,” he said. “It started out well, but [the owner] had some issues. I think she just let the business go.”

Michelle Dear Michelle, No, it’s not true that all rental car companies operate that way. I have a debit card I use to rent cars everywhere I go, and I’ve never experienced anything like that.

Adjustable rate mortgage

Dear Dave, Considering all the market volatility, why do banks offer adjustable rate mortgages? How did they come into being?

Anonymous Dear Anonymous, I was in the real estate business in 1978, and that was the year fixed rate mortgages went to 10 percent for the first time in history.

It created all kinds of chaos, but that wasn’t the worst of it all. By 1981, rates were as high as 17 percent.

Banks were paying 10 to 12 percent on savings accounts, but they were making just five percent back from

their products. Essentially, banks began looking for a way to prevent themselves from losing money in the future. Out of that, the adjustable rate mortgage was born.

With the adjustable rate mortgage (or ARM), banks offer a lower interest rate in the beginning to grab your attention. Then, when rates adjust they adjust up. It transfers risk to the consumer, and puts the homebuyer in a position where they’re at the mercy of the markets when it comes to the amount of their mortgage payments.

Adjustable rate mortgages are a bad, bad deal. If you currently have one I’d encourage you to refinance now!

commission that, as she saw it, the Music Box would fill a similar niche as the shuttered Chambers Seafood Grille and Chop House restaurant, which hosted musical acts that attracted older residents.

Located within walking distance of Capone’s, Chambers closed in May 2015. Kanelos made a motion to approve the application with conditions. Aside from those conditions that were ultimately approved, he suggested requiring the Music Box to have a dedicated employee to watch the parking lot. But with other commissioners not seconding the motion, the amendment died.

“The issue I have with this is how is it going to be enforced,” commissioner Ted Karabatsos commented.

Kanelos voted against granting the special use permit.

CommissionerBarbaraNakanishi also voted against it, saying she wasn’t comfortable voting for something that, she felt, would decrease the local quality of life.

The application is now scheduled to go before the village of Niles Board of Trustees.

Fourth Ward Ald. Roger Shubert, who chairs the public works COTW, voted against postponing the vote during the July meeting.

“I do happen to think that Burke would be a good choice for this project,” Shubert said. “I’m always concerned about taxpayers, and looking at the best value and the highest quality for the projects that we do.”

Mazzuca made a good point about the RFP language, suggesting that staff should be clearer in the future.

Muzzuca made a motion to postpone the vote until interviews could be conducted, leading Fifth Ward Ald. Daniel Knight to ask whether the interviews would have any effect on the decision.

Moran wasn’t swayed, arguing that because a stormwater master plan would have long-term effects on the city, the contract deserved higher scrutiny.

“Any RFPs of this magnitude, there’s got to be a comfort level,” he said.

Knight said he trusted staff to give good, professional advice, and he argued that the interviews wouldn’t serve any useful purpose.

“Last week, we asked them to do this, and they’ve done it,” he said.

Knight added that aldermen have to trust city staff to do their jobs.

Civic Orchestra founder Edgar Muenzer remember Renowned violinist died last month Edgar Muenzer was the cofounder of the award-winning Park Ridge Civic Orchestra and a 47-year veteran violinist of the Chicago Symphony Orchestra.

Last month, the 88-year-old Park Ridge veteran died from an undisclosed illness.

Muenzer founded the Park Ridge Civic Orchestra more than 20 years ago with his wife, Nancy, and a cadre of dedicated supporters.

Their goal was to bring professional symphonic performances to patrons of all ages, affordably and accessibly.

Muenzer was the PRCO’s music director for almost two decades. He conducted his final two concerts in February and March of 2013. After retiring, Muenzer was named music director emeritus and succeeded by his son, Victor.

From 1954 to 2003, Muenzer was a renowned violinist with the Chicago Symphony Orchestra.

His musical credits also include performing with the Chicago Symphony String Quartet, teaching violin at Northwestern University and serving as concertmaster for the Northbrook Symphony.

“Park Ridge Civic Orchestra was how Edgar wanted to give back to the community after a rewarding lifetime in professional music,” longtime family friend and PRCO President Pam Benitez said. “He was a great-hearted visionary who never stopped sharing his talent and passion for great music.”

Under Maestro Muenzer, the PRCO became one of the most highly recognized professional symphonies in Illinois. The orchestra’s contribution to Park Ridge and surrounding communities was acknowledged over the years with numerous awards, including the Governor’s Hometown Award; 10 awards from the Illinois Council of Orchestras, including Orchestra of the Year; the Pickwick Arts Award; and several mayoral proclamations from the city of Park Ridge.

Edgar and Nancy also received the Illinois Humanities Council Studs Terkel Humanities Service Award. Muenzer is survived by Nancy; his sons, Victor, Peter and James; and grandsons Gregory and Gabriel.

Visitation was July 26 at Ryan Parke Funeral Home, 120 S. Northwest Highway, Park Ridge.

Services was July 27 at Park Ridge Community Church,100 Courtland Ave. Interment at Saint Adalbert Cemetery in Niles.
