Niles Library’s new trustee Teacher Robert Breit to join library’s board of trustees Aug. 17

The Aug 17 meeting will officially see a new face join the Niles Public Library Board of Trustees.

That’s when Robert Breit, a fourthgrade teacher at Oak Park’s Lincoln Elementary school, will officially be sworn in. The board chose him to fill that vacancy created when trustee Danette Matyas resigned in April.

Breit will serve out the remainder of Matyas’ term, which will end in June 2017.

A total of five candidates applied for the position. The board chose him during a closed session at the July 20 meeting. At the time, none of the trustees went into detail about the choice, with Board President Linda Ryan simply saying that it was a “very close” decision.

As the Bugle reported at the time, Matyas’ resignation came as a surprise to other trustees. She announced her decision at the end of the April 20 meeting, saying that her responsibilities as the village of Niles trustee and her work commitments ate up too much of her time and hurt her ability to be serve as a library trustee.

Breit is no stranger to Niles. He

“I have always been an engaged citizen, but this is the first time that I will put that engagement into action. I am a big fan of the Niles Public Library and want to see the library continue to serve the community at a high level.”

told the Bugle that he grew up in the village and attended Niles North High School. He went to Illinois State University on a track and field scholarship. This, according to Breit,

is where he found his calling.

“While there, [I] realized that education was the career path for me,” he said. “I have worked in various positions and roles in all levels of K-12 education, but for the past five years I have worked as an elementary school teacher in Oak Park.”

Three years ago, he and his wife, Carrie, were thinking about buying their first home. They decided to get one in Breit’s hometown – which he said turned out to be a great decision.

Breit said that he’s been using the library a lot recently, thanks to his one-year-old daughter, Makalie.

“She is fascinated by all of the picture books and could spend hours turning pages of any book she can get her hands on,” he said.

Breit told the Bugle that he hadn’t held an elected office before. What made him decide to apply?

“I have always been an engaged citizen, but this is the first time that I will put that engagement into action,” he said. “I am a big fan of the Niles Public Library and want to see the library continue to serve the community at a high level.”

He said that, during his time as a teacher, he worked with his school library and public libraries, so he was very familiar with them.

At the moment, his priority was to find his bearings and learn as much as he could about the library and what the community expects from it.

“I am really excited and honored to have been selected to serve as a library trustee for such a great library in a fantastic community,” he said. “I take the appointment very seriously and will always have the best interest of the community in mind with every decision I make.”

Niles to collect school supplies for local families Items will be donated to children attending local schools whose families might not be able to afford supplies The Niles Public Services Department announced that its second annual school supplies drive will be held Aug. 13.

Event volunteers will be on hand from 8 a.m. until 4 p.m. at Jewel-Osco grocery stores located at 7900 N. Milwaukee Ave. and 8730 W. Dempster St., collecting essential school supplies such as markers, notebooks, pens and pencils. Shoppers are encouraged to add one or more of the needed items to their shopping list and drop off their purchased donation items with event volunteers on their way out of the store.

Items collected during the school supplies drive will be donated to children attending local schools whose families might not be able to afford all of the school supplies needed for their education.

The Niles Public Services Department said a proper learning environment is important to the development of the village’s young residents, and this initiative aims to help young people have access to proper school supplies and boost their potential for success in the classroom.

New this year, the Niles Park District will be sponsoring an event in conjunction with the school supplies drive. They will be offering a

Human services consider zero-tolerance policy Meeting in response to earlier incident at Niles Teen Center

The Niles Public Arts and Culture Advisory Council is expected to recommend Chicago-based Lakota Group be awarded a contract to develop a blueprint for growing and adding art and cultural amenities throughout the village.

During a special Aug. 3 meeting, the council reviewed proposals from Lakota and Chicago-based Solomon Cordwell Buenz. The former is already being contracted by the village of Niles to design a Touhy Triangle Master Plan and a new signage scheme. While council members were originally leaning toward Solomon, the presentations convinced them to recommend Lakota instead.

The Niles Village Board is expected to vote on the contract during its regular meeting Aug. 23.

If approved, the company would start gathering public input in September and develop the plan over the course of the next six months.

It held its first meeting in September 2015. At the time, the members floated the idea of creating an art and culture master plan to better guide their efforts. In January 2016, the council approved allocating $300,000 to hire a consultant to develop that plan.

Members also voted to create a subcommittee to review proposals.

During the Aug. 3 meeting, the subcommittee heard presentations by two bidders.

Niles Village Manager Steve Vinezeano encouraged members to ask candidates about what they planned to do in terms of public participation and whether they had experience working with municipalities similar to niles.

He emphasized that the art plan wasn’t just about “visuals.”

‘What excites me is the idea that the art and culture plan isn’t just ‘feel good’ – it’s the driver for economic development,” Vinezeano said.

Later, he explained that the village hoped to have the plan ready for approval by February, when staff begins working on the budget for the next fiscal year.

Solomon was the first to present.

Christine Carlyle, the company’s director of planning, and Teresa Foucher, an associate with the company, emphasized that they had experience as both artists and planners. This experience, they said, was an asset for a project such as this.

The Niles Human Services Committee held a special meeting Aug. 4 to discuss potentially implementing a zero-tolerance policy across all services and facilities that fall under its umbrella.

The committee is made up of heads of the Niles Teen Center, Niles Department of Family Services, Niles Senior Center and Niles Fitness Center, with village trustee John Jekot currently serving as its chair.

Teen center Director Mark Williams said the meeting was in response to an earlier incident involving teens under his care. Family Services Director Tony Hollenback presented his proposal for what the policy would include.

While all directors that attended the special meeting said they had either formal or informal policies for suspending or banning people under certain circumstances, it soon became clear that they weren’t willing to agree on a zero-tolerance policy that would apply across the board.

Williams, in particular, protested the policy, saying that this kind of approach wouldn’t give him flexibility to deal with situations on caseby-case basis.

Hollenback responded that he simply wanted to make it clear that there are certain situations that would have severe consequences, and the directors would have flexibility to decide what those consequences are.

Williams told the Bugle that, because of the existing policies, he could not go into any details about the incident that originally led to the zerotolerance policy discussion.

However, he said that the incident happened about two months before the special meeting.

The committee discussed the incident during its regular June 23 meeting. That’s when the zero-tolerance policy was first suggested, and directors decided to revisit the matter during a special meeting.

Williams said before that special meeting that he had done plenty of research and was prepared to share it with the rest of the committee.

“Upon my research, zerotolerance policies are things of the past,” he said. “Basically, the research that I’ve read suggests that zero-tolerance policies are not effective.”

Williams said the approach he takes at the teen center is to look into the circumstances behind the misbehavior and what he knew about the teens involved, and decide what sort of punishment is appropriate for that particular case.

“Sometimes, depending on the kid, the consequences could be less severe,” he said.

Jekot said he could see where Williams was coming from.

“When you have zero tolerance, it’s black and white,” he said. “If there’s a reason for the behavior, there’s no way to correct it.”

Hollenback said a zerotolerance policy would send a clear message that certain behavior was unacceptable.

“It gives more clarity when the behavior is unacceptable, and that there’s direct consequences for the behavior,” he said. “I think the advantage, from my perspective, is that it gives staff some clarity.”

Williams said zero-tolerance policies were simply too absolute for his liking.

“When a kid brings a knife, it doesn’t matter if it’s a butter knife, or why they brought a knife,” he said.

Start WItH a SMall SPace Organize a linen closet, medicine cabinet, or a drawer – a small space that will be fairly quick and easy and give you a sense of accomplishment.

MeaSure your ProgreSS When you have a big goal, like getting an entire room organized, it can be motivating to measure small successes as you slowly progress towards your goal.

When paring down paper piles, for example, weigh your discard bag at the end of each session, with a goal that the bag from each session weighs more than the bag from the prior session. Or count how many bags of trash or donated items you have after each session, or measure how many inches of closet rod space or shelf space you’ve freed up.

Before and after photos can also be a great way of measuring progress.

Play MuSIc you enJoy – WHIStle WHIle you Work Make it a social event by having a friend or organizing professional work alongside you.

Be accountaBle to SoMeone Tell someone about your goal to get organized and ask them to help you stay on track.

Check in with them on your progress on a regular basis, and agree on what they should do if they don’t hear from you – how often should they gently remind you to check in with them?

Wild Rock Golf Club is a part of the Wilderness Resort located in Wisconsin Dells. Built around the turn of the decade, Wild Rock is a great stop for those looking for a golfing spot to get away from the kids for a few hours.

The course was in pristine shape with few divots and even fewer ball marks on the greens, making the greens putt as true as possible.

Before we even began play we saw two deer on the trip to the first hole and then another one passing us on the first fairway.

Speaking of the first hole, it is a 530-yard par-5 from the blue tees (2nd longest). It plays relatively straight but there is a creek in front of the green, making you lay up instead of trying to reach the green in two.

Next is the second hole at 399 yards with a sharp dogleg right. You can cut off some serious distance by playing right, but if you end up hitting it straight, you can go through the fairway. A 446-yard par-4 is next where a straight shot is needed, followed by an accurate approach to a green surrounded by bunkers and a big ridge on the right side of the green.

The fourth hole is the first par-3 that has water creeping out in front of the green, making it difficult at 186 yards. The fifth hole plays at just 325 yards, but it is uphill to the green with a bunker in the middle of the fairway.

At 551 yards, the sixth hole is

long and difficult, but it does play downhill with some great views in the distance. A bunker awaits in the fairway about 100 yards out and another one is just in front of the green with the pin tucked behind it when we played.

Another long downhill tee shot is next at 460 yards, with another bunker in the middle of the fairway.

A dogleg left par-4 is next to a short green with trouble left of the green.

The front nine finishes with a par3 with a bunker to each side of the green.

The uphill, 541-yard 10th hole is a dogleg right with a bunker yet again in range of your tee shot in the middle of the fairway. There is another bunker guarding the green.

The 11th hole plays 223 yards and is a long par-3 with little trouble in front of the green.

A rock wall guards the 12th hole down the closing portion of the fairway and green, making accuracy more important on the par-4. The 13th hole is a dogleg left, but there is trouble left with a pair of bunkers and thick rough, leading to an uphill and possibly blind approach shot.

The 14th hole is a tight par-4 with a quarry down the left side of the fairway. There is also a fairway bunker about 50 yards in front of the green. the 15th hole is a 166yard par-3 entirely over the quarry, making it a difficult tee shot.

At 415 yards, the 16th hole plays relatively straightforward with some trouble for wayward shots. The 17th hole is a short par-4 that doglegs a little left, but there a plenty of

Oakton student Kano headed to Olympics

Alisa Kano is in Rio de Janiero, Brazil, as part of a fiveperson rhythmic gymnastics group Oakton Community College student and Glencoe resident Alisa Kano is in Rio de Janiero, Brazil, as part of a five-person rhythmic gymnastics group.

The team is just the second U.S. group squad to compete in the Olympics and the first in 20 years, when the U.S. obtained a spot as host of the 1996 Atlanta games.

“At first, when we qualified, I couldn’t believe it. We all couldn’t believe it,” Kano told Metro International. “I mean, it was just a dream come true.”

Born in Tokyo and raised in New York City, Kano moved to Glencoe at age 17 to train with the U.S. national group team at the North Shore Rhythmic Gymnastics Center. The 21-year-old has taken courses at Oakton since 2013 when not training or competing internationally.

Kano is the oldest member of her rhythmic group and is the only one of her teammates that was born when the U.S. last competed in 1996. She has been competing in the sport since the age of nine.

“I met a girl who was a rhythmic gymnast,” she explained in her USA Gymnastics biography. “As we became friends, she invited me to one of her competitions.

She inspired me to start rhythmic gymnastics.”

Rhythmic gymnasts perform spins, jumps, and other moves to music as part of an artistic routine that incorporates ropes, hoops, balls, clubs and ribbons. In the Rio 2016 Games, rope will not be included.

finished among the top 15 in the world championship group all-around event: 14th place in both 2013 and 2014, then 13th in 2015. They were the highestplaced nation from the Americas at 2015 World Championships in Stuttgart, Germany, earning the U.S. a team spot in the 2016 Olympics.

Her U.S. team career highlights also include a triple-medal performance at the 2015 Pan American Games, where she and her teammates won a gold and two silver medals. She said her performance at the Pan-Am Games last year provided valuable international experience for her and her teammates.

“[It] was an incredible experience that is most likely just a glimpse of what the actual Olympics will be,” she said. “Our goal is to execute clean routines and show our best work.”

The U.S. Olympic rhythmic gymnastics team was determined at the conclusion of the 2016 USA Gymnastics Championships, which were held June 8-13 in Providence, R.I. The group includes Kiana Eide, Natalie McGiffert, Monica Rokhman and Kristen Shaldybin. Jennifer Rokhman is the alternate.

Rhythmic gymnastics events take place Aug. 19-21 at Rio Olympic Arena at Barra Olympic Park.

Johnson defends US Open title in Chicago

ADDISON – Liz Johnson came into the stepladder finals of the US Women’s Open Sunday at Stardust Lanes in Addison as the No. 4 seed, meaning she would have to win four straight matches to defend her championship.

Johnson did just that, defeating Shannon Pluhowsky 208-143 in the championship match to win her fifth US Open title.

“The higher the pressure the better I focus,” Johnson said. “I felt more comfortable today and made the shots when I needed to. In these conditions, filling the frames was crucial. This was one of the biggest grinding tournaments I have ever been apart of. That is what makes it a major. To be a part of the category of having five US Opens, it just hit me.”

In the first round of the stepladder finals Johnson defeated Kelly Kulick, the No. 5 seed, 207-168. In the second round Johnson overcame a foul on the first ball in the 10th frame to top New Hui Fen of Singapore 215-200.

“I think I was more in shock of the foul because I had already thrown my second ball,” Johnson said. “Every other time I was two inches behind the foul line, so I might have just gotten a little fast.

I took a deep breath and had to make another good shot.”

To advance to the finals, Johnson defeated Shayna Ng of Singapore in a back-and-forth match, 209-180, overcoming a deficit in the seventh frame.

Pluhowsky qualified as the top seed after an impressive final qualifying performance, shooting totals of 1,774 and 1,702 to vault much of the field.

“When things are going good it is easy to be excited,” Pluhowsky said. “I came out today and the lanes didn’t play similar to how they played all week. You have to take the good with the bad and move on.”

Schaumburg’s Jodi Gawlik missed the TV finals by one spot, finishing in sixth place with an 11,706 grand total, eight pins behind fifth place Kulick.

The Voyager Media coverage area had five locals compete in the Open, but none made the

cut. However, Courtney Johnston of Joliet, a Minooka graduate, finished in the money, taking 52nd place with a 4,631 total, claiming $1,450. The top 47 players made the cut.

Megan Szczepanski of Lockport came in 64th place (4,558), Taylor Bailey of Joliet was 87th (4,459), Autumn Lee of Plainfield was 108th (4,323) and Allyson Ware of Lockport was 137th (3,947).

CHICAGO A SUCCESS The tournament marked the second time the US Open has been in Chicago in recent years and it was well received.

“It was awesome,” Johnson said. “Chicago is a great bowling town. I’m a partial resident to the Chicago area right now and I’ve bowled in this center many times.

The fans here are awesome. It was a great crowd this afternoon and it was awesome to see. We have so many great female bowlers out there, it is exciting.”

“It was great,” Pluhowsky said.

“The fans showed up all week and were excited. The Pro-Am was great. There were a bunch of kids here who were excited about bowling and they are the future of our sport. Chicago is a great bowling city.”

TV Finals There is a lot of work to put in for all television broadcasts, but the setup for bowling broadcasts is as difficult as there is in any sport. A broadcast booth and camera are set up behind the bowlers, while bleachers and half walls are put up behind and to the side of the lanes being used.

Additional bleachers are on the other side down the lane and the set of lanes are closed off.

But the light fixtures used throughout the lanes might be the most tedious of all jobs as 25plus lights illuminate the TV pair.

If you have ever been in a bowling alley before, you know how dark they typically are, so these are needed to keep the light for TV. With the difficult and costly setup, the PWBA has decided to stage multiple TV finals at one location.

After the conclusion of the US Open, there were three more TV finals broadcasted for tape delay on CBS Sports the rest of the month.

Lexington, Kentucky, Rochester, New York and Seminole, Florida were all finished in Addison after the qualifying earlier in the summer at the host cities.

It makes it for a long day for the broadcasters and some bowlers who are in multiple TV finals, but it makes sense for the production crews and relatively tight budgets for bowling.

THE GRIND The US Women’s Open consists of 24 games of initial qualifying over three days, eight more games for the first qualifiers round and eight games of the final 24 qualifiers the fourth day and 16 more games for the final 24 qualifiers the fifth day leading up to the top five qualifiers for

the stepladder finals. The grind of the tournament makes it unique and challenging.

“When you have the tougher shots and the larger amount of games, it does separate the bowlers and it isn’t just physically, it is mentally challenging,” Johnson said. “I like the marathons over the sprints. I feel it is my strong suit.”

AAU coaches coaching at high schools a bad trend In this age of AAU sports, more and more schools hire AAU coaches to coach varsity high school sports. While there are some advantages to hiring these coaches (knowledge of sport, coaching experience, knowledge of some of the players), this is generally a bad idea and should be forbidden in IHSA athletics.

While there are multiple reasons why it is a bad idea (I will get in to later), the main reason it shouldn’t be allowed by the IHSA is the recruiting ability these coaches have. Now, most AAU coaches don’t do this and follow the rules, but some do because that is what they do when they pick their own AAU team. They are already out looking for talent, so they can easily go out to these other AAU tournaments or middle school games and find future prospects.

The relationships with their players at the AAU levels can lead to negative things from both sides. Coaches can push their players to come and play at their school, while athletes’ parents can feel comfortable with their AAU coach and want their athlete to be coached by them at high school.

Some people might not see a problem with this, but it is ruining the integrity of high school athletics. It is supposed to be about representing your town

and your school and high school in general is about going to school with friends and classmates. The AAU scene is all about building super teams and they can have it. Don’t take it to the high school level. And yes, I know of several players who have transferred schools to play for an AAU coach.

Besides it being bad for the IHSA in hoping to have a level playing field, it is actually bad for these high school athletes, in my opinion. In some cases, coaches are more committed to their high school teams and players when they are a part of the school or district. Now, many AAU coaches are very committed to the high school team and want to win, but at times in can be at a detriment to the athlete.

What do I mean by this? I know of multiple AAU coaches who

told their players not to play another sport. This is as selfish as it gets. An athlete should have the ability and the option to play multiple sports, especially if they are stars at another sport as well.

More and more college coaches are looking for athletes who play multiple sports as some thing specialization is a bad thing for an athlete. Some AAU coaches think that their sport is the only one that matters and their players should be focusing on the sport year-round from AAU season to high school season.

There may be some cases where a high school only coach encourages their player to only play their sport, but for the most part, this isn’t the case. Coaches that are associated with the school support the school and the athletes in the school and want all

the sports teams to be good and their athletes to play whatever sport they choose.

Again, I’m not saying all AAU coaches are bad for high school sports. I think many are good and bring positive things to the programs they coach. However, there are some negative things as well, especially directly or indirectly leading players to transfer or go to a different school than they should. As the AAU circuit has picked up this past decade, so too has the amount of players going to different high schools than their hometown.

It is hard not to think their is a correlation there, even without AAU coaches. Having those AAU coaches at the high school level just made it more likely to happen.

The closing hole is a par-4 with a long and narrow green. The hole plays relatively short, but there is trouble with fescue and bunkers for shots that go past the tight green.

There is a wide range of prices for the course. On a weekday afternoon you can play for just $60 at times.

There are also tee times for $88 and special promotions ranging from $95 to $135.

On top of the views and the wildlife, another interesting thing about the course is the combination of tree-lined fairways and links style golf. There are pot bunkers all over the place and fescue as well, both links-style traits, but there is also trees and forests all over the place, which isn’t known in a links course.

That makes it quite unique.

That, as well as the great shape of the course and the challenges, make this course a good course to play when traveling to the Wisconsin Dells area. You probably want to book early though as tee times in the summer fill up fast.

Be sure to try to keep your ball on the same side as the flag though on the green as the slopes on many of the greens can lead to tricky putts.

Changes to city’s fencing, accessory building rules proposed Proposed changes would change the requirements for detached garages

Citizens of Park Ridge will soon have a chance to give feedback on several possible changes to the development zoning code.

Many of those changes are fairly minor modifications, but several changes are noteworthy.

The proposal would require outdoor cafes to add barriers if they are located near roadways and parking lots, allow developers to use plastic in their fences, and make it easier to install rain barrels and other stormwater mitigation infrastructure. While a public hearing on the changes has not yet been scheduled, the city expected it to take place some time in the near future.

Perhaps most notably, the proposal calls for several changes to fence-related regulations. While the current zoning code states that fences can be made of simulated wood, the proposal adds language to specify that this would include plastic and vinyl materials.

The current material requirements became an issue when the city council was approving variances for a gated community development at 1200 Elm St. One of the variances would allow the developer to build a plastic fence, something that Sixth Ward Ald. Marc Mazzuca took issue with.

The proposal would also specify that, when putting up a chain link fence, property owners wouldn’t be allowed to use slats to fill in the links. It would also do away with pool-specific fencing requirements, bringing them under the general city fencing regulations.

Other notable changes deal with outdoor cafes. The proposal would add a provision that these establishments can’t impede pedestrian flow and access. If they are located next to roadways and parking lots, they would need to be surrounded by barriers.

The code currently states that, if a property abuts any lot zoned for commercial use, the property

owner may build a fence no taller then 6 feet along the property line.

The proposal would extend that rule to property in office districts R-4 and R-5 multi-family residential districts.

The proposal would also alter the requirements for accessory structures. If property owners want to install rain barrels, stormwater infrastructure, and other at grade or below wouldn’t need to go through the permuting process so long as they don’t encroach on the public right-of-way and follow the view obstruction rules.

Finally, the proposed changes would change the requirements for detached garages. Under the current zoning code, the allowed area is 720 square feet. The proposal would keep that limit for singlefamily and two-family homes, but lower the limit to 360 feet for all other residential properties.

Other changes are smaller, such as forbidding lots from only having frontage on the alley, allowing private residential light poles to go unshielded, and permitting stores to sell products on sidewalks, so long as it’s temporary.

During the Aug. 1 Park Ridge City Council meeting, aldermen voted unanimously to send the proposal to public hearing. The hearing would need to be scheduled by the planning and zoning commission, which met Aug. 9, after this issue’s print deadline.

“I’d say we really value cultural urbanism,” Carlyle said of the firm’s approach. “It means understanding what’s important to the community, what’s your brand [and] how do you want to get it out.”

Foucher added that Solomon’s approach would have included engaging the broader community to ensure residents are invested in the plan.

When asked whether Solomon worked for a municipality that, like Niles, didn’t have a downtown, Carlyle cited the company’s experience with Hoffman Estates, Palatine and Bartlett.

“Palatine had one, and Bartlett created one from an old industrial area,” she explained.

Lakota was next to present.

Vice President Nick Kalogeresis explained that the company’s plan included bringing in two outside consultants – Paul Bluestone, who specialized in designing creative informational displays, and Jon Punds, former executive director of the Chicago Public Arts Group, which developed murals for many of the city’s neighborhoods.

“We’re very excited about this project,” Kalogeresis said. “We think our skills and expertise match up very well.”

He cited the company’s existing projects with Niles, as well as its artistic redevelopment plan of downtown Topeka, Kansas; branding initiative in St. Cloud, Minnesota; and a plan to add outdoor art in the Quad Cities area.

According to the presentation and documents submitted to the

subcommittee, the Lakota Group plans to develop the plan in four phases.

The first phase will focus on community engagement, including the development of website that outlines the plan and talking with village staff, local municipal and community organizations, elected officials, artists, clergy, business owners, and residents. Kalogeresis added that Lakota would hold a community open house to spread awareness about the project and get resident ideas about what they would like to see included in the plan.

The second phase will focus on analyzing data, drawing on the feedback received from the previous phase and review of the village’s existing planning and zoning ordinances. During this phase, Lakota will research potential partnerships between the village, community organizations, artists and artisans.

The third phase will focus on developing ideas for what the art and culture master plan would actually entail. Some of the possible ideas cited in board documents include adding art displays, opening galleries, developing performance art venues and finding ways to encourage galleries to open in Niles.

Finally, the fourth phase focuses on creating the actual master plan.

Before the final draft of the plan is created, Lakota said it will host an open house to get resident feedback.

Once the plan is finalized, it will go to the village board for approval.

Pounds told the subcommittee that he didn’t really see much of Niles until recently, but once he

did, he felt it had plenty of artistic potential.

“What you got are some really great places where the story can be told,” he said.

Bluestone also used an example of Bolingbrook – a relatively young municipality – to show that even places that didn’t seem to have a lot of history have more to work with than many residents realize.

Lakota’s proposal did appear to go over budget, but Kalogeresis explained that the figure included in the presentation was due to a spreadsheet error and that the proposal was well within budget.

Subcommittee members stated that the fact that Lakota was already familiar with Niles and its existing plans was a major plus.

“It’s kind of smarter for us to use [Lakota], because they’re already doing stuff for us,” council member and artist Mary Demas said.

Council Chairwoman Lindsay Brubaker said she was originally leaning toward Solomon, but added that Lakota’s presentation, vision and what she described as a more concrete plan won her over.

Council member Debi Gajewski shared Brubaker’s sentiment.

“I thought they had direction; a concrete direction,” she said, adding that she was particularly struck by Pound’s comments. “I’d like something to tell the story of what [the historic buildings] are, where they’ve been [and] where they’re going.”

Vinezeanosaidthesubcommittee would bring its recommendation to the full art council’s Aug. 8 meeting, which had not yet occurred at press time.

If the full council approves the suggestion, it will go before the village board later this month.

marijuana to the center. Williams was worried that, under the policy, it wouldn’t matter if the kid turned it over because he wanted to do the right thing or if he was actually planning to use the drug.

Hollenback said he didn’t want a one-sizefits-all approach, agreeing that situations may need to be treated on case-by-case basis. He felt that his suggestions were broad enough to give staff flexibility.

Niles Senior Center Director Kelly Mickle said she has seen two incidents where members had to be banned due to sexual harassment. Mickle added that she and Carl Maniscalco, the fitness center director, have a similar approach to dealing with these types of incidents.

“We just have a code of conduct,” Mickle said.

“It’s pretty open, and it gives us some leeway.”

Hollenback said family services has an informal policy for banning clients for certain behaviors, but even in these cases, they try to offer help.

As he explained, the behaviors exhibited in

many of these cases are symptoms of mental health issues that his staff is not equipped to treat. In these cases, he said staff tries to refer those clients to organizations that can offer help.

“We always try to work with the client, [connecting them] with appropriate human service organizations that are more equipped to help,” Hollenback said.

Williams explained that the teen center has its own rules for behaviors such as drug use or bullying, which he said would warrant suspensions or bans. However, these are punishments that directors may choose to implement, rather than something that kicks in automatically.

After some discussion, the committee agreed to postpone any final decision on the matter.

Jekot also said he will reach out to staff in other village departments to see if they have any guidelines for dealing with inappropriate behavior and, if there isn’t, what could be implemented.

Jekot noted that the Niles Village Board would need to approve any rule changes.
