Woman celebrates 100th birthday at Brookdale Yetta (nee Zabrin) Hirschenbe was born in Chicago on July 4, 1917

When Yetta (nee Zabrin) Hirschenbein was born, the Village of Niles has only been around for 18 years.

Telephones were still a relative novelty, with the village hall installing one a year earlier. Its population was under 600. Niles didn’t have any parks or a library, and the village landmarks – the Leaning Tower of Niles, the Golf Mill Shopping Center – were still decades away. But Milwaukee Avenue was already a major thoroughfare. The streetcar line ran down the middle of it, and more and more cars rode down it every year – to the point that the village had to impose its very first speed limit.

One hundred years later, Hirschenbein celebrated her birthday at Brookdale Niles retirement home. She told the Bugle that, while she didn’t particularly like thinking about how old she was, she was delighted to be able to celebrate it, and humbled by all of the kindness and good cheer

A daughter of immigrants from what is now Latvia, Hirschenbein was born in Chicago on July 4, 1917. As she mentioned to the Bugle, as a little girl, she used to think that the fireworks were for her. As she got older, she found that she really enjoyed school – to the point that she was sad dur-

ing summer break because she missed her classes. She attended John Marshall High School, in Chicago’s East Garfield Park neighborhood. She attended University of Chicago to get a medical degree but ultimately didn’t complete it because, as her family explained, she discovered she couldn’t stand SEE BIRTHDAY PAGE 3

Development proposed near Metra Station Long-vacant land may soon get seven buildings with a total of 36 townhouse units

The long-vacant land between Milkwaukee District-North Metra line, Capulina Avenue and an existing residential development on the west side of Ferris Avenue may soon get seven buildings with a total of 36 townhouse units.

Like many other parcels near the Morton Grove Metra station, the land traditionally was a mix of commercial and industrial uses.

More recently the village was looking to bring more residential and commercial development to the area.

Since Dan DiMaria was elected mayor in April 2013, he’s been advocating for turning the area around the Metra station into a mixed-use, transit-orientated downtown area – something that Morton Grove currently doesn’t have.

During the Village of Morton Grove Board of Trustees’ July 24 meeting, Nancy Radzevich, the Morton Grove Community & Economic Development director, gave a presentation reviewing the legal hurdles the townhouse project needs to clear in order to become reality.

Though the village is still ironing out a few details, the project already earned support from DiMaria and Trustee John Thill.

The couple met on a blind date her cousins set up. Together, they moved to Deerfield Beach, Fla., where they lived for 31 years. During that time, she worked as an office assistant. The couple traveled extensively, traveling to Spain, Italy, North Africa and Venezuela, among other destinations.

Since then, her husband passed away, and she moved to Brookdale Niles in 2010.

that made up the property over the course of four years, between 2005-2009, using funds from the Lehigh Ferris Tax Increment Financing District. As Radzevich explained during the July 24 meeting, contamination from past industrial uses was a major issue – especially at the northwest corner. “ Over the past few years, actually several years, the village has been working with some environmental consultants and doing some investigation on the property.,” she said. “And last year, we got approval of our redevelopment plan for the site from the [Illinois Environmental Protection Agency], and we found an interested developer in Lexington Homes.”

When the Chicago-based developer originally submitted the application in the fall of 2016, it sought to build 34 townhouse units. But at the board document indicated, it withdrew the applications after discovering “unexpected development challenges” and realizing that utility relocation would cost more than they originally thought.

The village tried to persuade them to change its mind and, as a result, it offered to let them build two more units to help offset the costs.

Lexington is currently proposing to build seven buildings. Three buildings would be made up of five attached townhouses each, two buildings would be made up of four attached townhouses

and the remaining two would be made up of six and seven attached townhouses.

Each townhouse would have a two-car garage and two-anda-half floors of living space. The board documents noted that each unit could have up to three bedrooms, but Lexington is keeping its options open to see what kind of demand there will be in the market once construction starts.

One issue that came up during the planning process was the shortage of parking in the area.

To help address that, Lexington agreed to include 17 visitor park-

ing spaces, as well as six on-street parking spaces on the south side of Capulina Avenue, which would be open to area residents and visitors.

The parking spaces will be timerestricted to discourage Metra commuters from using them.

It should be noted that the development would be directly served by Pace’s Route 210 on weekdays. Route 250, which primarily runs along Dempster Street, is located within walking distance of the site.

The celebration started with a short presentation by Marie Gurnik, the facility’s executive director, gave an overview of Hirschenbein’s life, while showing pictures of her over the decades.

Deirdre Alcantara, Brookdale’s resident services directory, shared some trivia about what happened in 1917 – noting, for example, that this was the year the first Boeing aircraft flew – as well as how much things cost at the time.

congratulated Hirschenbein, mentioning that he had a brief conversation with her before the festivities. “I decided to do my civic duty and offer her a job at the Village of Niles,” he quipped. “And you know what she said? ‘ I’m going to hold you to it.’”

The staff then made her blow out the candles on the cake.

“I can’t believe it,” Hirschenbein said. “All this for me.”

Nancy and Mary Zabrin, Hirschenbein’s nieces-in-law, represented the family at the celebration – and they had nothing but good things to say about their aunt-in-law.

“Goodness gracious, she’s just an amazing lady,” Nancy Zabrin said. “There’s nothing she never had an opinion on. And everybody loves her, she’s a very strong, wonderful person.”

“She’s one of a kind, that’s for sure,” Mary Zabrin said.

Hirschenbein had to use a wheelchair to get around, but she could still remember as far back as her third birthday.

When asked what her favorite memory was, she said that it was her 50th wedding anniversary celebration.

extra parking, Lexington’s proposal exceeds the maximum lot coverage limits for this particular zoning district – which is why they are applying for a Special Use Planned Unit Development.

The application went before the Morton Grove Plan Commission on June 19. Radzevich explained that five residents spoke, expressing concern about the project density, increases in traffic and parking.

The Plan Commission wound up approving the application, but it attached some conditions.

Most notably, it would legally require Lexington to limit visitor parking to residents and guests, spell out responsibilities of the owner association and create several mechanisms to ensure Lexington and its successors comply with village regulations.

“I’ll note that we typically do Plan Commission report with the ordinances, but we don’t have the ordinances because we’re still working on a redevelopment agreement,” Radzevich told the trustees.

The village board would still need to approve the special use.

As of this writing, it is not clear when the finalized ordinances will come before the village board.

Thill said he was already looking forward to the development.

“Nine years we’ve been waiting for this,” he remarked. “Nine years. And now, to get it back on the tax rolls - its fabulous.”

“You took the words out of my mouth, Trustee Thill - this is great,” added DiMaria. “More development in Morton Grove, let’s keep it coming.”

“Not in my wildest dreams,” Hirschenbein said.

As those gathered enjoyed the pieces of cake, Gurnik said that it was a great celebration.

“It’s wonderful to be able to celebrate a 100th birthday of someone who’s so upbeat and alert,” she said. “[Hirschenbein] was up at 4:30 in the morning to get her hair done.”

Alcantara, said that a 100th birthday celebration was a first for Brookdale Niles, but some seniors were getting close.

“Next year, we will have four,” she said.

College is a good thing ... to a college student 58 percent of Republicans feel college has a negative effect on the country

BY GREG SCHWEM Tribune Content Agency I entered my daughter’s room to find her knee-deep in a pile of cardboard boxes, plastic containers and garbage bags, all stuffed to the gills. The scene resembled someone preparing for, or returning from, the mother of all yard sales.

“What’s with the purge?” I asked.

“Check the calendar, Dad. I head back to college in two weeks. Just getting an early start on packing.”

“So, you’re actually going back?” I said. “To experience what will be known as your junior year?”

She stopped trying to cram a toaster into a container that looked as if it were made for holding little more than toast.

“Why wouldn’t I go back?”

“You’re a Republican, right? You voted for Trump?”

“Yes, and yes,” she confirmed. “But what does that have to do with my decision to complete my college education?”

“You obviously haven’t read the recent Pew Research Center poll,” I said.

“Nobody has polled me about anything,” she replied, and then added, “Wait, some dude at the basketball game last January was asking questions about our Spring Break plans. Was he from Pew?” I enlightened her on the recent poll from the non-partisan fact tank concluding that 58 percent of Republicans feel college has a negative effect on the country, a 13 percent increase over last year. Colleges are still viewed in a favorable light overall, as Democrats overwhelmingly support their existence, according to the poll. And young Republicans such as my 20-year-old daughter

But I wanted her views on higher education before dropping her next tuition check in the mail.

“Dad, I can’t think of one negative thing about college,” she said, a sense of panic creeping into her voice that implied I might march her down to a local employment office in the next five minutes and say, “She’s ready to work. Just give her whatever’s available.”

“Does that opinion have anything to do with the fact that you’ll be celebrating your 21st birthday at school this year?” I asked.

“Yes, I mean no, of course not. It’s all about the education, Dad. You want me to have a diploma, right?”

“That was always the goal,” I said.

“But now I wonder what might happen if your first job interview finds you sitting across the desk from some crusty, longtime Republican donor who looks at your college experience on your resume the same way you looked at broccoli when you were 5.”

“That’s another great thing about college,” she said. “I don’t have to eat vegetables.”

“That’s worth the price of tuition,” I said. “But what about the stodgy Republican who may not hire you because of your academic history?”

“I’ll wear a ‘Make America Great Again’ hat to my interview,” she said.

“That should help.”

Not totally satisfied with her answer, I shifted the conversation to other findings from the Pew study. “What is your view of banks?” I asked. “Positive or

negative?”

She didn’t hesitate. “Definitely negative. The ATM across from the student union is, like, always busted.”

“Good to know. My point is, do you think banks and financial organizations are affecting this country negatively?

What about churches? Labor unions?

The media?” The Pew study also found markedly different opinions of these institutions, based on political party preference.

“Dad, I’m about to pack my bras. Can you turn around please?”

I did as I was told but didn’t stop the conversation. “Honey, I’m just curious about whether your political views are impacting your opinions on other organizations. You’re 20 and...”

“Almost 21,” she interrupted gleefully.

“Whatever. I guess I just want to be ready for a world where I may have trouble finding a place to worship. Or deposit my social security check, provided there’s enough money for me to actually receive a check. Or turn on the local news at 11 p.m.”

“You’re never awake at 11,” she said.

I sensed the conversation was ending.

“Have fun at school, honey,” I said. “Just promise me that you’ll find a Democrat, have some serious conversations and try to find common ground on issues.

That’s what this country needs right now.”

“Not a problem,” she said. “I do know two of my roommates voted for Hillary.

Yet we’re ALL in agreement that we should go to Cancun for Spring Break.”

Joliet Raceway to host revamped Route 66 Classic, which features affordable fun for the whole famliy

Route 66 Raceway in Joliet features many different events all year for those who love to watch cars go fast – very fast.

On Saturday, Aug. 19, Route 66 will hold another one of those events, however there is a twist.

The 2017 D’Arcy Buick GMC Route 66 Classic, which promises an ‘unprecedented level of content that pays homage to the early days of drag racing and hot rod culture,’ will provide entertainment to gear heads, but there are also events for everyone else.

“The heart and soul of this event is the drag racing and the nostalgia with the 1979 cars and older that will be on the track,” said Sara Palya, Route 66 Communications Director. “But, we have revamped it so now it is not only about the cars on the track, it is about the cars in the car corral. It is about that hot rod culture, so we incorporated a group called the Chicago Brush Masters who are known for being at the World of Wheels and they do the almost dying art of pin striping, lettering and air brushing. We have a vintage faire that has anything from vintage records to clothing to furniture.

There is a pin up contest, we have two live bands playing vintage music, there is a Mystery Machine

bounce house and temporary tattoos for the kids. There really are things for kids to do, for females to do and for gear heads to do. There is something for everybody.”

The price is also something that suits families well.

Tickets for the event are $20 per person, however, for every adult ticket, a children’s ticket can be purchased for a child 12-yearsold or less for only $5. If you have a classic vehicle, parking in the classic car corral is $20 per vehicle from 11 a.m. until 2 a p.m.

Gates open at 11 a.m. and parking is $5.

One of the on-track events will be the second running of the Will County vs. Grundy County Grudge Matches.

Local officials will be equipped with vehicles provided by D’Arcy Buick GMC, and will select a local charity to benefit from their participation in the event. In 2016, Route 66 Raceway’s charitable foundation, Racing Advocates for Community Enrichment (R.A.C.E.) donated $21,000 to 11 community organizations as a result to the Route 66 Classic Grudge Matches.

Contestants will perform in front of a live audience and panel of judges in two sessions highlighting both their vintage-inspired fashions and a brief Q&A. As part of the contest, the ladies will be challenged to enter the pits and solicit donations benefitting Pits for Patriots. The contestant that earns the most in donations will

be crowned the Queen of Hearts.

Pits for Patriots rescues and trains pit bulls to be service dogs for veterans and first responders with physical and emotional needs. The organization works to alter the negative public opinion surrounding the pit bull breed while simultaneously delivering veterans and first responders with the support they require. Pits for Patriots provides a trained animal to the recipient for no cost.

Slammers offering several special events The Joliet Slammers presented by ATI Physical Therapy host their First Responders Night on Thursday, Aug. 10 at 7:05 pm.

The Joliet Fire Department will have vehicles at the stadium for a Touch-A-Truck event pregame. In addition, Firehouse Subs Public Safety Foundation will be holding an equipment dedication ceremony.

Equipment purchased with funds through the Foundation will be donated to the Orland Fire Protection District and the University Park Fire Department.

On Friday, Aug. 25, Joliet will host Breast Cancer Awareness Night on Friday, August 25 at Slammers Stadium.

Teen charged in fatal Maine Township shooting A 17-year-old boy from unincorporated Des Plaines has been charged with involuntary manslaughter in connection with the July 8 fatal shooting of a teenage girl, Cook County Sheriff Thomas J. Dart.

The boy’s name is not being released because he has been charged as a juvenile.

received a report of a person shot in the 9900 block of Linda Lane in unincorporated Des Plaines at approximately 1 a.m. on July 8.

A 17-year-old girl, identified as Angelique Morris of unincorporated Glenview, was found shot inside a residence at that location.

She was taken to an area hospital where she died.

Sheriff’s Police detectives

learned that the teen and Angelique were in a room together.

The teen, who lived at the location, was handling a gun and it discharged, firing a bullet that fatally injured Angelique, his girlfriend.

Sheriff Dart reminds the public that the defendant is presumed innocent until proven guilty by the government in a court of law.

Taking on partners not a good investment It’s a gradual process, but I don’t teach or advise people to go into partnerships or borrow money DEAR DAVE, I want to build an 18-unit apartment complex, but I don’t have enough cash to do it on my own.

My net worth is around $400,000, and I have $100,000 I can put toward this project. It is estimated to cost $1.2 million. Would lining up investors, who will take a percentage of the profits, be the same thing as acquiring debt?

JAY DEAR JAY, It wouldn’t be the same as taking on debt because if there are no profits, the investors get nothing.

It’s more like taking on partners and what you would call an equity position — meaning they’re owners in the business. They may have only limited rights as owners, but essentially you’re taking on partners.

There’s a method that was used in the old days that’s still available today called syndicating a piece of real estate. You would set yourself up as the general partner and set the investors up as limited partners. They would be limited in their input, because the general partner runs the show. They can be given the lion’s share of the tax write-off, and the depreciation schedule. Traditionally in those models, the general partner takes less of the depreciation schedule but gets a fee for running things and has a position of ownership.

There’s a restriction under Blue Sky Laws on the number of limited partnership units allowed before it becomes a situation where you’re selling stock. Check with your state and current securities laws to be sure of the exact number to avoid any impropriety. You can do a limited partnership or syndicate a piece of real estate, but they can both be very messy and time consuming for the money you get out of it.

Honestly, I don’t think it’s a good method for you to buy an apartment complex at this stage of your

investing life. It’s more like a way for you to get into the business of running a bunch of limited partners with a ton of paperwork and bookkeeping thrown in. It doesn’t sound like a lot of fun to me.

If I were in your shoes, I’d use the $100,000 in cash to buy a moneymaking property — maybe a nice rental house. Then, save your money, invest and buy another one.

And again, save the money, invest and buy another one, over and over again. It’s a gradual process, but I don’t teach or advise people to go into partnerships or borrow money.
