Village Motel opposes proposed music lounge Applicant says venue would cater to older customers

A proposal to open a bar and lounge at the former site of Capone’s Hideout was met with strong opposition from the owners of the nearby Village Motel.

Lucina and Mary Janikowski told the Niles Plan Commission that patrons of the former Milwaukee Avenue bar were loud and rude, and that misbehavior spilled onto their property. The husband and wife stated that the bar’s customers had sex in their parking lot, cursed, drank and kept the motel’s customers awake until early morning. As far as they were concerned, the new venue would be more of the same.

Andrew Bobrowski, of Glenview, said he simply wanted to open a venue that would cater to older customers that currently don’t have a place to go out, have fun and listen to music. He argued that customers of the proposed lounge, which he named Music Box, would be different from Capone’s, saying the Janikowskis had anything to worry about.

The Niles Plan Commission heard the case at its July 11 meeting but decided to hold off making any final decision until Aug. 8. Commissioners said they wanted to give the village time to answer some of the questions that emerged during the discussion.

Capone’s Hideout was located on the south end of Niles, at 6873 N. Milwaukee Ave. The name was a reference to the fact that the property was home to the Lone Tree Inn, which famous Chicago mobster Al Capone was known to frequent. The bar opened in 2002 and closed in 2014. The building has been vacant ever since.

Village Motel, which is located to the south of the building, has been in operation for several

decades, and it is currently the only hotel-type business located within Niles village limits.

Niles Senior Planner Bruce Silvester said Bobrowski planned to rehab the Capone’s Hideout building and add a deck. The Music Box would include a music lounge and a dining area, and it would serve some alcohol.

Silvester added that it would open as a recreational venue, and Bobrowski must apply for a special use permit.

Bobrowski told commissioners that he wanted to open Music Box for a simple reason.

“I’m 61 years old, and in my experience, there’s not too many places for people my age to go drinking, dancing and have good food,” he said. “Even in Niles, there are quite a few places for young people to go, but there aren’t as many places for older people.”

Silvester told the plan commission that noise was a major concern, especially from the patio. While Bobrowski offered to build a fence between the building and a single-family home located behind the property, the senior planner said the village would want that fence to be higher.

Village staff also recommended that the commission require the Music Box to have a staff person ensure customers left quickly and orderly around closing time.

The commissioners expressed concerns about the noise, wondering if they should require more to mitigate the impact.

Plan commission Chairman Thomas Kanelos also expressed concerns that the proposed crowd control measures did nothing to make sure people leaving between midnight and the 4 a.m. closing time did so quietly.

When the commission opened the floor to public comments, the Janikowskis were the first to come to the podium. Mary Janikowski said that before Capone’s Hideout opened the building was home to a Polish restaurant, and she and her husband had no problems.

Taste of Park Ridge shines through rainy start

Annual Uptown festival offers attendees old favorites, new flavors in 16th year

Once again, people of Park Ridge flocked the stretch of Summit Avenue between the Park Ridge Public Library and the Uptown Metra station to taste what restaurants from the city and other nearby suburbs had to offer.

The Taste of Park Ridge has been around since 2000. This year, it took place July 14-16 and saw the return of many long-time favorites, as well as several new vendors. Throughout the three days, the festival was well attended. Even a rainstorm Friday afternoon couldn’t keep everyone away, as some festivalgoers still came to eat and listen to music.

In 1998, Park Ridge businessman Dean Patras joined together with other Uptown restaurant owners to launch the Taste of Uptown. The event was small enough to fit behind the Pickwick Theater, but its popularity grew.

In 2000, Patras began working with former Park Ridge Chamber of Commerce Executive Director Harry O’Brien and Dave Iglow, owner of Pine’s Menswear, to enhance the annual sidewalk sale with a Taste-type event and on a larger scale. While it took a few more years for the festival to take on its current form, it was popular with residents from the get-go.

This year’s Taste marked the first time the event was held without Patras, who passed away from cancer June 23 at the age of 68. The festival also happened as much of Park Ridge was still wrapped in purple banners that paid tribute to Kate Babich,

a 7-year-old Park Ridge girl who died suddenly June 27 during a summer cheerleading camp at Maine South High School.

While the Taste of Park Ridge is primarily designed to showcase the city restaurants, a number of vendors were from other nearby municipalities, including Rex Italian Foods, of Norridge, and Niles’ Himalayan Restaurant.

This year saw a number of returning favorites.

Park Ridge’s Affresco Pizzeria has been part of the Taste for the past 10 years. Nikki Eberwein, the restaurant’s general manager, said the fest has been pretty profitable. Even with the Friday rain, she didn’t expect this year to be any different.

“It’s always good [for business],” she said. “We never had a bad year.”

The Taste also had a number of new vendors in 2016. One of them was Cafe Orchid, which serves

Village to end electrical aggregation program

The village of Morton Grove is expected to end its electrical aggregation program once the current contract expires in August.

The program allowed the village to choose an alternative electricity supplier that offered the lowest rate for participating residents and businesses.

Residents and businesses that weren’t part of the program were free to look for an alternative supplier on their own, or stick

with ComEd as their supplier.

Village Manager Ralph Czerwinski told the Morton Grove Village Board the program was originally good for participants. However, he noted that ComEd’s rates have since gone down to the point where there may be rates when it would be cheaper than any other alternative.

Like many other municipalities, Morton Grove voters approved the electrical aggregation program as part of a 2012 referendum. The program allowed participants to get the

The Metropolitan Water Reclamation District of Greater Chicago is teaming up with the

village of Niles to reduce flooding in and around Oak Park.

The two entities will cover the funding necessary to install bioswale and permeable pavement on the north and east sides of the park. These pieces of green infrastructure will absorb water that would otherwise go straight to the sewers, ensuring that much of it will instead seep into the ground.

Niles has plenty of bars, restaurants and other establishments that serve alcohol, but it didn’t have a microbrewery – until now.

On June 28, the village of Niles Board of Trustees approved a special use permit for the Une Annee Brewery to move from Chicago to the Golf Glen Shopping Center, located on the northwestern edge of Niles. While its Chicago facility only made beer, the new Niles brewery will also be able to sell its products directly to customers.

Une Annee Brewery is currently located in the Kinzie Industrial Corridor on Chicago’s West Side.

It opened in early 2012, specializing in Belgian- and French-style beers. According to its official website, the brewery distributes its products throughout Illinois, Wisconsin and Michigan.

Zoning application documents indicate that Une Annee Brewery wanted to be able to sell its beer on site, but Chicago’s zoning code requires a separate license. Ultimately, the company decided to try its luck elsewhere.

When the brewery filed its application, the Niles zoning code didn’t have any language specifically dealing with microbreweries. So, the Niles Department of Community Development used what it felt was the business classification most similar to a microbrewery – a “tavern and a cocktail lounge.” Businesses of this type need to get a special use permit.

Une Annee Brewery is looking to move into a 2,500-square-foot space at 9082 W. Golf Road, which was last used as a laundromat. According to the application, most of the space will be taken up by brewing equipment.

The “tap room” – a space where customers will be able to buy and sample beer – will have 49 seats and

standing room for 20 additional people, and it will be open Thursday through Sunday. On weekdays, the tap room will be open after the production day ends, between 5 p.m. and 10 p.m. On weekends, it will open three hours earlier.

Customers will be able to bring in their own food.

In the application, Une Annee founder and head brewer Gerald Nelson argued that the brewery would fill a niche that no other Niles business currently serves – a niche that could bring economic benefit to the village.

“The patrons that come to purchase beer from specialty craft beer microbreweries are typically more than average affluence and have a tendency to stop by other establishments while they are coming and going,” he wrote. “We expect that the local surrounding restaurants will get a boost in sales because we will let patrons bring outside food in while they sample beer.”

Golf Glen Shopping Center is home to several restaurants, including Bombay Chat and Cid’s Ma Mon Luk Filipino restaurant. It is also home to Moviemax Cinemas – a movie theater that features Indian films.

The Niles Plan Commission unanimously approved the application, and the Niles Village Board followed suit without much discussion.

While Une Annee is Niles’ first microbrewery, it probably won’t be the last. During the June 28 meeting, the village board approved a new zoning code that specifically allows these types of businesses.

The code states that microbreweries must get a special use permit to open in all commercial districts. Microbreweries do not need a special use permit to open in Niles’ manufacturing district or the newly created cultural/entertainment mixeduse district in the Touhy Triangle area.

“The party spread everywhere; to our motel parking lot,” Lucina Janikowski said. “It was packed with people drinking and swearing. People who stayed in the motel complained about people [doing] sexual acts on their cars in the morning. We had gangs fighting.”

Mary Janikowski said this misbehavior hurt the motel financially.

“We lost quite a bit of business from good people who wanted to stay,” she said.

The man said he didn’t feel the building is designed to house an entertainment venue, and he didn’t think that having another one come in would be a good idea.

John Laspina, who lives in the home behind the building, told the plan commission that, while he didn’t have the kind of experiences the Janikowskis described, he was concerned about noise levels and would support a taller fence.

When asked to address concerns about noise and the motel owners’ concerns, Bobrowski said he would be willing to do more. But, he added that he wasn’t sure those concerns

Kanelos was concerned that the staff report didn’t talk about the incidents described by the Janikowskis and said he wanted to investigate the situation further.

“What we are hearing from [Lucina Janikowski] is that he received no support from the village,” Kanelos said.

The chairman said he wanted to hear from the Niles Police Department before making the final decision. Ultimately, the commission agreed to table the application until the next meeting, which has been scheduled for Aug 8 at 7 p.m.

Another advantage of the program was that, while ComEd’s rate changed over the course of the year, the program’s rate was locked in for the duration of the contract.

Czerwinski explained that, since the program was launched, the rates have been dropping, thus reducing the savings it was able to offer. The current contract with Dynegy Energy ends at the end of August, and Czerwinski said it doesn’t look like the trend is changing.

“We didn’t see it as an advantage to our residents because of

potential fluctuation to ComEd’s costs,” he said. “There would more likely be a situation where residents would pay more through the broker.”

If the village doesn’t sign a contract with any other supplier, all of the program participants would automatically go back to ComEd. They would be free to sign on with another supplier if they so choose, but they would have to do it on their own.

Czerwinski said that the fact that Morton Grove is poised to end the program indicates how successful it has been.

“The aggregation did what it was supposed to do; it reduced the prices,” he said. “Like other communities, we’re opting out of the process.”

By Jason Florin | Bugle Columnist It’s the first week of sophomore English class, and my class has been assigned to read “Romeo & Juliet.” The teacher gets the discussion going with a simple question, “Who does Romeo love?” One girl raises her hand and says in a lively tone, “Juliet!”

We all nod our heads in agreement, as the answer seems obvious. But the teacher pauses, turns to the girl, and lets out her best game show buzzer noise: “Ennngght, sorry.” She then pivots toward the board and writes a name: R-O-S-A-L-I-N-E. “Romeo loves Rosaline,” she informs us.

Twenty-five pairs of eyes look at her in dumbfounded silence. Did we read the right play? Who is this Rosaline you speak of?

Of course, she was absolutely right.

Although Juliet’s name makes it into the title of the play, much of Romeo’s time is spent lamenting the fact that he can’t be with Rosaline. Yet, he quickly moves on when he meets Juliet, and the divide between their families only makes his passion stronger. Ultimately, all logic goes out the window and (hoping we don’t need a spoiler alert here) the two die for one another.

Breaking the spell Is this what we mean by love? Joy, devotion, intrigue…certainly.

But fleeting attraction, young lust, and (again, not really a spoiler) death by poison and dagger? I hope not. Love is not the fantasy that fairy tales tell us to spend a life chasing.

I love my wife more than any person in the world. I love my family, my friends and even my cats on their better days. But, these relationships didn’t

Relationships change; they aren’t a fixed state of bliss. The problem begins when a person thinks that love must be a constant thrill ride of passionate perfection.

I won’t be so pretentious as to claim that I have discovered something unique about love that no one else has experienced. What I do know is that holding love up as a mystical ideal can do a lot more harm in our relationships than good. The seemingly mundane aspects of relationships can be just as exciting and important for keeping the connection. do you want to know a secret?

Marriage therapist John Gottman has done years of research on what makes marriages successful, with often surprising results. Gottman has become so attuned to the ways that couples interact that he can accurately predict divorce within a few minutes of observing a couple close to 90 percent of the time.

Here’s a quick multiple choice question: What is the most important thing to make a marriage successful? A).

Financial stability B). Marital friendship C). Minimal arguments.

While many people guess that the number of arguments or the number in the bank account determine the likelihood of divorce, the lack of a marital friendship is most often the culprit. The

great news is that this friendship – and the love that emerges from a deeper connection – can be worked on. It doesn’t have to be like the fireworks of “Romeo & Juliet,” which flash bright but fade quickly.

Behold, a pale horse While Gottman doesn’t tell couples to avoid arguing, he does caution them about something he calls “The Four Horsemen.” These mythical figures take on particular significance when they show up in our relationships in the form of Criticism, Contempt, Defensiveness and Stonewalling. These are the four traits that begin to spell doom in relationships, although they too can be worked on in order to keep Death away.

When we identify these unhealthy traits in ourselves, it’s time to pull back and reevaluate our patterns. Ultimately, it comes back to a commitment to the relationship and to the friendship as a foundation that allows a couple to overcome any obstacle. And, there are some simple ways to enhance that friendship, whether the couple has been together for days or for decades.

Got to get you (back) into my life You can test your own knowledge of your partner, while also giving yourself a chance to expand your awareness, by taking an online quiz. A search for a Gottman relationship quiz will provide several good options. The questions ask about things like whether you know your partner’s best friends, favorite place to eat, life dreams and how well you respect each other.

Don’t worry, a low score doesn’t mean the end is near, but it might be a good opportunity to work on the areas that are lagging behind. And, just taking the time and making an effort could be enough to see fireworks again.

Joliet’s Kelly Murphy to compete in Rio Olympics

For a United States volleyball player, there is no national professional league.

It isn’t like basketball, where players can reach the NBA or WNBA within the United States.

If you want to continue your playing career in volleyball, you have to go overseas to play and, if you are among the best of the best, you have a chance to represent your country at a few FIVB Tournaments throughout the year.

However, once every four years you have that chance to make the U.S. team and play in the Olympics.

Joliet Catholic Academy graduate Kelly Murphy is one of the few players who is able to represent her country after she was selected to compete for the USA at the Rio Olympics in August.

“It feels pretty good,” Murphy said. “The only way I can really describe it right now is that I feel really happy and I am really grateful for this opportunity.”

It has taken years of hard work, dedication and the willingness to play overseas and get to spend little time in her home state.

“It has been a long time,” Murphy said of the amount of years of work put in to get to this stage. “There has been a lot

of ups and downs and sacrifice, but this feeling makes it totally worth it.”

The past couple years Murphy has been playing in Japan and this fall will be in China. That, coupled with the summer months spent with Team USA, there is little time for anything else.

“I try to get back to the area as often as I can, maybe around three times a year,” Murphy said.

“It is a cool opportunity to play a sport and get paid for it. You get to travel and see a lot of places I probably wouldn’t if I didn’t play volleyball. The negative is that I am away a lot and don’t get to see my family and miss some important events. You have to sacrifice some things to get some other things, so it all evens out at some point. It is not really a part time job.”

The Olympics looked like a possibility for Murphy way back in her Joliet Catholic days where she was the 2007-08 Gatorade National High School Volleyball Player of the Year and was the nation’s top recruit by prepvolleyball.com.

She was the AVCA National Freshman of the Year at the University of Florida in 2008 and was a three-time All-American her final three years in college.

Her Team USA career began in 2013, where she competed in several tournaments and helped

Jarosz tabbed AOY;Arenas leads locals

When Plainfield North’s Zach Jarosz opted to have surgery midway through the basketball season to be ready by midseason for baseball, he had one thing on his mind – a state baseball title.

While the Tigers came up short, the plan worked for Jarosz as he came on strong down the stretch of the season and helped the Tigers win their first state trophy.

That capped a remarkable season career for Jarosz, but his senior year is one for the record books.

That is why Jarosz is the Voyager

Media Male Multisport Athlete of the Year.

It all started during the football season, where Jarosz made some incredible catches, including one to help beat Oswego.

For the season he caught 47 passes for 842 yards and 12 touchdowns. The stats don’t tell the whole tale though as Jarosz was named All-State in Class 7A. “He was a game breaker for us and proved to be a very difficult matchup for many teams,” North football coach Tim Kane said after football season. “He also set numerous school records for receiving yards and TD’s.”

Next up was basketball where Jarosz started and saw extensive

minutes as a hard-working player that coach Bob Krahulik praised throughout the season.

His loss midway through the season hurt the team in multiple ways as Jarosz not only brought toughness to the team, he added a valuable body as the Tigers were riddled with injuries by the end of the year and went with a six or seven man rotation at the end of the year.

Then came baseball, where he didn’t start the season but was the leadoff hitter once healthy and batted .356 with nine doubles, two triples and scored 28 runs in 27 games, culminating with the state trip.

Other multisport athletes of the year, by zone, are:

NANA AKENTEN, VALLEY VIEW The Bolingbrook junior was IBCA 3A/4A special-mention AllState and a member of the AllSouthWest Suburban Conference Blue Division team.

Akenten was a member of the Voyager Media All-Area Basketball third team after he averaged 14 points, 6.9 rebounds and 1.0 steals per game, while shooting .460 from floor and .345 behind the 3-point line.

“Nana is one of the most talented kids we have had in our program and is only going to get better,” Bolingbrook coach Rob Brost said after his all-area selection. “He is an outstanding student-athlete who represents everything that is good about BHS.” In the spring, Akenten teamed up with Shawn Showalter, Tanner Banks and Tyler Elmore to advance to the state track and field state finals. The quartet posted a time of 1:30.36 in the 800-meter relay.

JON ARENAS, NILES Arenas was a two-sport all-area member for Maine South. During the football season, he had 56 receptions for 732 yards and eight touchdowns, bringing his twoyear totals to 88 catches for 1,362 yards and 14 scores.

On the hardwood, he was a third team all-area selection and Voyager Media All-Star game participant. He recorded 14.4 points and 5.5 rebounds per game, in addition to 101 assists and 57 steals.

He has influenced many future Hawks with his dedication and approach.”

DERRIUS RODGERS, JOLIET/SHOREWOOD In a season full of talented multi-sport athletes in the Joliet area such as Minooka’s Joe Butler (basketball and baseball) and JCA’s Harold Davis (basketball and football), it was Lockport’s Derrius Rodgers that earned the

nod.

A core member of the Porters’ football team, playing defensive back and wide receiver, he had expected to continue his career on the gridiron in college.

Then track happened.

The same success that convinced Rodgers to pursue track at Illinois State University also earned him the nod for the athlete of the year nominee from the area.

Rodgers claimed three medals at the IHSA state finals, grabbing a pair of second-place finishes, coming up just short of Galesburg’s Josh Eiker in both the 100-meter dash (10.66 seconds) and the 200 dash (22.13).

Bolingbrook’s Doris to compete in Olympics For the last four years, Bolingbrook native Troy Doris has had his sights set on competing in the 2016 Olympic Games in Rio De Janerio, Brazil – however the way he is getting there may seem unconventional to some.

Doris will compete in the triple jump, representing the country of Guyana, the fourthsmallest country on mainland South America. Guyana is bordered by the Atlantic Ocean to the north, Brazil to the south and southwest, Suriname to the east and Venezuela to the west.

Doris is Guyanese by naturalization, with both his parents being born there and coming to America at a young age.

“It has been years of anticipation and hope for this moment,” Doris said. “I used to compete for the U.S, but I felt that switching to Guyana just gave me a better opportunity

for track and field. The U.S. is more competitive and I knew I could have done it, there are just so many people that I know that I know there are chances to miss out on competing in these Olympic games even if you are one of the best in the world.”

Doris had been the No. 2 ranked jumper in the world earlier this year, but he knows with a talented American contingent competing for a bid at Rio, one bad day could have saw him miss out on his opportunity.

“Now that everyone is established, I am currently No. 6 in the world, which is phenomenal, but I see how quick things change,” Doris said. “I have had a number of bad days. Thankfully I have had more good days than bad days to cover them up. It is just crazy to keep myself in a situation to be ranked this high and maybe not be able to compete with some of

the best in the world.”

The better chance to compete was not the only reason Doris chose to compete for Guyana – there is a sense of national pride within his parents and family.

“I am excited to compete to compete for Guyana and I have wanted to compete for them since 2012,” he said. “I have roots there and my family is from Guyana and it is very sentimental for them and now that I have the opportunity to compete, I am taking full advantage. For me to be in a situation to be the guy representing them is amazing.”

Guayana is slated to have only four track competitors and two swimmers represent the country in the games, so Doris knows it will be a more intimate experience.

“It gives you the feeling that more eyes are on you from the country,” he said. “There is no

There has only been one Olympic medalist in the history of Guyana, as bantamweight boxer Michael Anthony earned a bronze medal at the 1980 Summer Olympics in Moscow, Soviet Union.

“I have always appreciated the professionals that were in my situation that I looked up to, but I think what has gotten me to the point where I am able to go all over and compete is the fact that since high school until now, I just take it year by year and try and do my best and appreciate every moment I get out of it,” he said. “It just so happens that the moments are getting bigger and bigger and they are to the point to where I am competing against the best in the world and I have a chance to travel

the world and have these neat experiences and experience other cultures is something that I never imagined I would do as a 15-year old jumping in high school.”

While at Bolingbrook, Doris owns two of the top 20 best triple jumps in Illinois history, including the No. 2 spot with a state championship leap of 52feet, 3-inches his senior season in 2007. He also claimed the state title in the event his junior year and won the long jump his senior year.

before turning professional after graduation.

“It was an interest freshman year and sophomore year it became an obsession,” Doris said. “Then, my junior and senior year, I had significant progression and I knew then I could take it serious and go to college and professional. I knew it was meant for me.”

Knowing it was meant for him meant a shot at the Olympics, which now that it is a reality, was not something Doris was going to skip the games because of something like Zika Virus, which has been the reason some

of the world’s top golfers and basketball players have passed on going.

“I understand because like for the basketball players, their focus is on winning the NBA title. But for track, this is what you work so hard for and it is not easy to just give up on it,” he said. “I can only control what I can control. I can’t control the political situations and I can’t control Zika virus, so I just worry about what I can control.”

What Doris will look to control is his opportunity and bring an Olympic home for Guyana and for Bolingbrook.

Murphy led the team in scoring in both 2013 and 2014 and scored a team-best 157 points in the FIVB World Championships,

where the USA took first place.

Despite all her successes, she did not compete in the final two tournaments of the year in 2015 for the U.S., which left her selection to the Olympic Team in doubt.

However, she took the time to improve her game and she competed in the recently concluded FIVB World Grand Prix, where the U.S. took second.

“I don’t really think it added motivation, I just took it as an opportunity to learn,” Murphy said. “I had a lot of time to make improvements and get stronger.

I was able to improve areas of my game where I might not have known I needed it.”

The 2016 Rio De Janeiro Olympics begin Aug. 5 and go to Aug. 21. The volleyball schedule has yet to be released.

“I think we’re going to take these few weeks before competition and focus on details of our game,” Murphy said. “We talk a lot about serving and passing being the most important part and can

control the match. If we can be solid at that, I feel we will be ready for any team we play. It is the Olympics, so everyone will be bringing their 110 percent effort every match. We go in with a pretty high ranking and that puts a target on our back. I think we have to be ready every single match no matter who we are playing and give everything we have.”

In the 2012 Olympics the U.S. came in second place, falling to Brazil in the final. It also lost to Brazil last week in the championship of the World Grand Prix, giving the stars and stripes plenty of motivation to claim the gold.

“There are a lot of positives to come out of a loss like that,” Murphy said of the loss to Brazil.

“It was a good match and it went right down to the end. We can take it as an opportunity to learn how to beat a great team like Brazil.”

At the Olympics, Murphy is just happy to be a part of the team and looking to help out wherever she can in the team’s

quest for the gold medal.

“I want to be able to contribute wherever I can,” Murphy said. “If that means I am starting, great.

If that means I am on the bench and waiting to come in, I will be ready to do anything I can to help us win that gold medal.”

One thing is almost certain: There will be a lot of people tuned in throughout the Chicagoland area, especially in the Joliet area, who will be tuned in to see their local superstar compete for the nation at the sport’s highest level.

“It is a really cool feeling,” Murphy said of representing JCA and the entire area. “I have gotten a lot of messages and support from people back home and from high school and it is really cool to see how many people have been following me and supporting me. You don’t realize just how many people are behind you and I am glad to have this opportunity to represent them and all the people who have helped me and supported me throughout my entire career.”

Village changes zoning rules near Metra New ordinance lifted restriction for areas zoned as commercial-residential districts

The village of Morton Grove Board of Trustees voted unanimously to relax the zoning restrictions on how many buildings can be built on a single lot – but only in areas zoned as mixeduse.

Under the previous regulations, property owners could have no more than one structure per lot. The were no restrictions in manufacturing districts, and property owners in commercial districts could apply for a special use permit to get an exception. The new ordinance lifted the restriction for areas zoned as commercialresidential districts, which are mostly located along Lincoln Avenue near the Morton Grove Metra station.

The original proposal called for wider changes, allowing property owners to get a special use permit to build more than one building in R3 zoning.

However, trustee Rita Minx proposed an amendment to strike that language. After a brief discussion, the other trustees voted unanimously to approve the amended ordinance.

The proposal originally went before the village board June 27. At the time, Morton Grove Community and Economic Development Director Nancy Radzevich said village staff suggested the change because there was a growing demand for multi-unit condominium and townhome developments that are made up of more than one unit.

The previous version of the zoning code allowed for that kind of development through the planned unit development process. However, staff wanted to come up with something that would be simpler and less time-consuming.

In the original proposal, the restriction would have been lifted for commercial-residential lots that are at least one acre. The buildings would have to comply with Morton Grove’s bulk,

dimension and parking requirements.

Most of the lots that meet that requirement are located near the Morton Grove train station, and there are a few lots that meet that distraction east of where the Edens Expressway passes under Lincoln Avenue.

The original proposal would also allow property owners to build more than one building in R3 residential districts. Most of those districts are also located near the train tracks, with a few lots located further east along Lincoln Avenue and in an area near by Waukegan Road, Caldwell Avenue and the Morton Grove-Niles village border.

According to Morton Grove Village Administrator Ralph Czerwinski, there has been widespread speculation that the ordinance would allow multiple buildings on any residential lots.

He set out to put those concerns to rest during the July 11 meeting, when the board considered whether to grant final approval.

“The key point is, this amendment does not – and once again, I will emphasize – does not allow [multiple buildings] on a single family lot, except in limited cases in CR and R3 districts,”

Czerwinski said.

He reiterated the point Radzevich made during an earlier presentation, stating that there was a demand for the change and the village always tries to stay on top of changing real estate trends.

“It’s a contemporary move, which is already in place in many communities that surround us,” Czerwinski said. “We always try to be contemporary in how we use our land and how we protect our residents.”

Before the village board made its final vote, Minx proposed her amendment. This prompted Radzevich to note that, as proposed, the amendment would also remove the commercial property owners’ ability to apply for special use permits to build more than one building.

After a brief discussion, Minx confirmed that she only wanted to remove the language about R3 districts. The board unanimously approved the amended ordinance.

Panera Bread to open new Golf Mill location Restaurant will feature drive-thru, outdoor dining Bugle Staff Fast, casual bakery-café Panera Bread will open a new restaurant at Golf Mill Shopping Center later this year.

Private equity real estate investment firm Sterling Organization announced that it has signed a lease agreement with Panera Bread for the new location.

“We are excited to be adding Panera Bread to Golf Mill’s tenant lineup and expect to announce additional nationally-recognized, popular brand name stores and restaurants at the shopping

center in the coming months,” said Greg Moross, principal and chief operating officer at Sterling.

Panera will construct a new 4,360-square-foot outparcel building near the shopping center’s main entrance along Milwaukee Avenue. The bakerycafé will include a drive-thru lane and an outdoor dining area.

Construction of the outparcel will begin in July, and Panera

anticipates opening the store in late 2016.

Owner Iho Batnasan told the Bugle that she decided to take part in the Taste for a simple reason – customer demand. “We have two locations – one in Chicago and one in Park Ridge,” she explained. “Our [Park Ridge] customers were asked if we were participating. That’s why we decided to take part.”

Real Time Sports, an Elk Grove Village sports bar, is another new entry. Owner Ben Cirrincione said he simply took advantage of an opportunity.

“The sushi guy dropped out, so [the Taste organizers] asked us to come in,” he said.

Normal pavement is impermeable, meaning water stays on top of it and flows into storm sewers. Unpaved ground is trickier, as some soils are permeable but others are less permeable. In either case, there is usually only so much water soil can absorb.

Powers explained that both green infrastructure projects aim to reduce the amount of water that goes into the sewers and reduce flooding.

The “Sushi guy” in question was Maki Sushi, an Uptown Park Ridge restaurant that has been a regular presence at the fest for a number of years. The change occurred relatively late in the game, as this year’s brochure still listed Maki Sushi as a vendor.

Des Plaines-based B’s Sweet Bites bakery and coffee shop was in an unusual position. It first took part in the Taste last year, when it had only one location.

“I wanted to get our business out there,” said owner Bianca Vallone.

“We were trying to get more people to see what we can do.”

Since then, it opened a second location inside the Uptown Park Ridge Metra station. While this gave

B’s Sweet Bites more exposure to the city residents, Vallone said it drew fewer customers this year.

Entertainment has long been part of the Taste. State 56, a band made up of four area teens, performed Friday afternoon. Even as the rain ramped up, the band attracted a decent crowd, and many people in the audience wore State 56 T-shirts.

Vocalist Dan Tinagla said the band has been around for two years. He and guitarist Gus Ebling said they weren’t sure if the Taste was the biggest venue they have performed, but it was certainly one of the best.

“It was a bit different, because of the rain and all, but I thought it was fun,” said Ebling.

Most of the section of Ottawa Avenue on the east side of Oak Park would be paved with permeable pavement. It would work similarly to bioswale, with the water going into the gravel below and eventually filtering into the ground.

Powers told the Bugle that the project wouldn’t have as much impact as larger Tier 1 projects, such as the Cleveland Avenue sewer project. However, the village still expects it to make an impact

in smaller ways.

While the village doesn’t have any concrete plans for more green infrastructure, Powers said the village is currently looking at its existing flood-mitigation plans to see if green infrastructure could be added, as well as keeping an eye out for other possibilities.

“We are always looking for more opportunities to add [green infrastructure],” Powers said.

Area WWII vet honored during flight to D.C. ‘I had a whole bag of mail—letters from the president, U.S. senators and many others’ Submitted By Stan Banash Norwood Crossing For 70 years, Donald Larsen, 92, put his World War II service behind him as a 58-year resident of Chicago’s Forest Glen community.

He served from 1942-46, first training as an infantryman on the East coast and later serving in England, Austria and Germany, the latter with the 1055th Combat Engineers in Gen. George Patton’s Third Army. He wanted to forget the horrors of war and focus on his civilian life, which included 35 years as an accountant with Sears, Roebuck and Co. His wife, Lois, died in 2010 after seven years as a resident of nearby Norwood Crossing – a long-term care retirement community. The following year, Larsen needed personal care, home delivered meals and other assistance.

He opted for Norwood Seniors Network – a home care not-forprofit provider affiliated with Norwood Crossing to help him continue living independently in his own home.

His most recent caregiver, Karen Campbell, knew of his military service and heard that Honor Flight

Chicago was beginning to accept Korean War veterans because the number of ambulatory WWII veterans had greatly diminished.

Wanting Larsen to participate as a WWII veteran, she and and friend Jim Lefeber, a Norwood Seniors Network meal delivery volunteer, submitted Don’s name and monitored the application process.

They were determined to have him participate.

“I didn’t have anything to do with it,” Larsen admitted. “But, I was thrilled to be considered. I thought about it but never had any idea of getting involved or that it might

happen. I can’t walk well and had questions. Can I go? Will my health allow me to go?”

Larsen was assured that every veteran is accompanied by an aide to assist them throughout the day and on the round-trip flight.

Finally, word came that the WWII veteran was accepted, and he was ecstatic.

“It will be an experience I’ll never forget, and they will take good care of us,” Larsen said.

Campbell bought some clothes for him to wear as he prepared to be a part of HFC Flight No. 71, which departed from Chicago’s Midway Airport June 8.

“I really didn’t know what to expect, but we had everything we needed,” he said. “There were an awful lot of old men there, many in wheelchairs, including me, and I had a nice young lady pushing me.”

Larsen was able to visit the World War II, Korean War and Vietnam War memorials, and he said he was very impressed with their massiveness, beauty and the emotion they evoked. “Everybody should see the memorials,” he said. “I never could imagine how great they are.”

Reflecting back on his whirlwind trip to Washington, D.C., Larsen described it as “very enjoyable.”

The return flight included a “mail call,” during which letters were distributed to veterans on the plane.

“I had a whole bag of mail— letters from the president, U.S. senators and many others,” Larsen said. “Some read their mail on the plane, but I needed to sleep. I didn’t go to bed that night at all. I didn’t want to miss [the flight], and was ready to go at 3 a.m. when Jim [Lefeber] picked me up.”

Korean War veterans returned to Midway Airport at 7 p.m. that evening to a large crowd of family members, veterans groups and well-wishers.

“When we got back to Chicago, hundreds of people wanted to thank me and shake my hand,” Larsen said. “They were happy we got back [from the war] in good shape and lived a good life.

“I wasn’t expecting it, and I didn’t know how they felt about me. But, I was appreciative and grateful.

I loved it. I was happy. I didn’t want to reflect on the past. I was just enjoying every minute of the present.”

In the end, Larsen said the trip brought back memories but in a “happy way.”

“I’m very happy and blessed with Karen and Jim,” he said. “Without them, I don’t know what I would do.”
