Proposed self-storage facility moves forward Proposal attracted considerable concern from nearby residents

The proposal to build a self-storage facility on a long-vacant lot at 7421 Waukegan Road cleared a few legal hurdles as the Niles Planning and Zoning Board voted 6-1 to either approve or recommend approval for several zoning changes necessary to make it possible.

Indianapolis-based Adams French Properties LLC, which owns the lot, seeks to rezone the 7421 lot as well as the three smaller lots at 7431-7443 Waukegan Road from R-3 residential zoning to M manufacturing zoning. This is step is necessary to allow the company to build a self-storage facility on the main lot and a parking lot and a water retention pond on the smaller lot. The company is also looking to add flood mitigation measures to 7021 Jarvis Avenue lot, which it also owns, but that doesn’t require any zoning changes.

The proposal attracted considerable concern from residents of nearby houses and condominiums. During the July 10 Planning & Zoning meeting, many of them said they were worried about the impact of having a self-storage facility in the area, arguing that having something residential on the lot would be better for the neighborhood. They also worried about

what would happen if the project failed and the zoning still remained in place, since some other developer would then be able to come in and introduce a number of other manufacturing uses – which the village wouldn’t be able to do anything about.

While the land between Waukegan Road, Jarvis Avenue, Niles Terrace and the alley has been zoned as residential for the past 10 years, it was zoned as manufacturing for many decades before then, when it was the Ideal Uniform laundry facility. After a thorough clean-up due to all the pollutants that accumulated over the decades, the property was rezoned R-3 in hopes of attracting residential development. But according to Niles Senior Planner Bruce Sylvester, that never panned out.

velopers look at the lot, and one developer looked to create a daycare,” he said. “And none of those proposals came to fruition.”

Niles Director of Community Development Charles Ostman said that many of the proposals that went before the village in the last 10 years called for more density than he was comfortable with.

City seeks to ban e-cigarettes for adolescents New ordinance would add language applying to electronic cigarettes

Park Ridge aldermen took the first step toward prohibiting minors from using electric cigarettes during the July 10 Public Safety Committee of the Whole meeting.

The city’s municipal code already prohibits anyone under 18 from buying and using cigarettes, but the new ordinance would add the language making it clear that it applies to electronic cigarettes as well. It would also change the fine for anyone who is caught violating the law. Instead of paying a $100 fine, they would have a choice of either paying a $500 fine or attending a drug education class and paying a token $25 fine.

Mayor Marty Maloney felt that the fine might be too steep. The alderman also felt that steering juveniles toward drug education was not the best idea, arguing that this should be schools’ responsibility. But other alderman disagreed, voting to move the resolution forward.

As previously reported by the Bugle, electronic cigarettes are colloquially known as “vapes” because, rather than burning tobacco, they boil a mixture of various chemical compounds, flavorings and small doses of nicotine.

Users inhale the resulting vapor, which produces a similar effect as cigarette smoke.

The proposal to change the ordinance came from Anthony Raitano, a Park Ridge Police Department officer who serves as the school resource officer at Maine South High School. As

he explained to the committee, he became concerned that students were smoking e-cigarettes without realizing that the nicotine they do have still has negative health effects. Furthermore, Raitano said he was concerned that they were easy to conceal and easy to buy online, and that they could be used to smoke marijuana using tutorials readily available on Youtube. Because the current municipal code technically doesn’t prohibit devices like e-cigarettes, he asked the city council to change the law.

tance Foundation, a Park Ridge nonprofit that works to combat drug and alcohol abuse along adolescents. Its Executive Director, Dr. Terri Collins, testified that, in her experience, the stigma against traditional smoking is strong among teenagers, but the same isn’t true for vaping.

“What we do know about statistics of those things is that the usage has increased tenfold just in the last couple of years,” she said. “And nearly 2.5 million middle school and high school kids are using this stuff, and that’s the key. This stuff is starting in fifth, sixth, seventh grade. A lot of it is because of the fruity flavors.”

Collins also said that the nicotine it contains is more dangerous than nicotine in cigarettes, because it’s pure nicotine.

“If you’re 45 year old and it’s something you’re doing to relax – cool,” she said. “But when you’re talking about an adolescent brain and exposing it to that much nicotine - it’s harmful.”

Maloney was the first to speak, wondering why the city should regulate what he saw as a school problem. “[School officials] are putting pressure on me to enforce it,” Raitano replied. “I don’t have anything to enforce.”

Park Ridge police chief frank Kaminski explained that the idea behind the increased fine was something similar to what the city has done with drunk driving – increase the fine to the point where the drug education classes are a significantly cheaper option, which encourages more people to take classes. This, in turn, reduced the likelihood that they would do something like that again.

“The goal is to educate young people about problem associated with this type of behavior,” Kaminski said.

Patient-centered care shouldn’t be just a marketing slogan

BY TRUDY LIEBERMAN Rural Health News Service Recently I heard from a woman in rural Nebraska who told me about her 76-year old father, who in late April had a lemon-size cancerous mass removed from his brain. The man chose to have his chemotherapy and radiation treatments at a hospital close to his home instead of at one of the larger hospitals farther away. Not surprisingly he wanted family nearby. Nearly two months later, in mid-June, his treatments finally began. Why the delay?

His daughter told me the nearby hospital “had no record of two appointments they had made with my dad and rescheduled at least once.” She asked me if her father was being neglected because he was on Medicare, adding, “He is so angry. We are so angry. So much for urgency and professionalism.”

So much for patient-centered care – that buzz phrase that’s all the rage in healthcare circles. It goes by a lot of different names like patient engagement, patient activation, and shared-decision making. If care is truly patient-centered, it revolves around eight principles identified in research by the Harvard Medical School and the Picker Institute. They include respect for patient preferences, coordination of care, information and education, physical comfort, emotional support, involvement of family and friends, continuity and transition, and access to care.

For the family in question, the Nebraska hospital simply didn’t meet those standards.

What passes for patient-centered care falls short for a lot of other people, too, like one man who spent weeks trying to get his diabetic test strips. His current supplier had lost its Medicare contract, and Medicare sent him a letter advising him of a new approved source.

He called the number he was sent and ordered new strips. A week later he went to the pharmacy to pick up his supplies

but was told they had no record of his order. Days passed before he got the strips.

Six months later he encountered another problem – this time with his supplier of pens used to inject insulin. He ordered them and approved the charge to his credit card using a telephone automated order system. Several days later the supplier called and left a message asking him to confirm the shipment.

When he called back, he learned the cost exceeded the limit for automatic approvals, and the order wouldn’t be processed until he personally approved the charge. No one had told him there was a limit. So much time had passed that he had only a two-day of supply of insulin left. “The delay created a potential emergency,” he said.

Often patient engagement has come to mean selling things, particularly tools and devices, that purport to help patients manage their care. During the man’s many calls with the supplier the company tried to sell him knee and back braces, advising that Medicare would pay if he got a doctor’s prescription.

Last year I was invited to attend a panel discussion about innovations in patient engagement. The room was full of young marketers eager to sell their products and share the best ways to reach patients. Since the term patient engagement is so slippery, it wasn’t surprising the program began with a discussion of what it actually meant.

One panelist offered this definition:

“It really has to do with how can you get patients to do more or become more active in the ecosystem about their health.” Another said, “Let’s think of patient engagement as a marketplace.

How are they engaged in the marketplace?

Perhaps he meant that people like the man who needed an insulin pen pronto would be “engaged” enough to buy a brace he did not need.

Another panelist noted, “People’s engagement with health is quite low.

There’s a gap we’re seeing between technology and tools and the patients and doctors involved in using them.” A fellow panelist said patients “don’t want just excellent care. They want an experience.”

Most experts would argue that patients too often are not getting excellent care. Postponing medical treatment because of schedulers’ errors and nearly running out of insulin because a company’s procedures are inefficient hardly qualify as excellent care. “Experiences” like those are all too common.

That’s not to say patients shouldn’t be active in their care. Growing evidence suggests that patients who are more actively involved have better health outcomes. But that doesn’t mean profitseeking providers should be pushing unnecessary care, pills, or devices onto patients.

I recently got a letter called a Care Consideration from Aetna, my supplemental insurer. It said, “This information was identified to support you in working with your doctor to improve your health.” The letter was a not-sosubtle push to take a statin for heart disease. There was just one problem. At my last physical less than a year ago my cholesterol was “excellent,” as it always has been. No medication required.

Pushing a drug and trying to overrule my doctor does not qualify as patient engagement.

Mazzuca said that he felt this was the wrong way to address the problem, arguing that increasing the minimum age for purchase and possession of tobacco products from 18 to 21 was more effective.

Kaminski replied that he thought this might be a good idea on the long run – but that it was more important to do something to address vaping.

“I think this is intimidate concern - how do we change the behavior?” he said. “And I think it would be helpful for us to have at least one tool to address it.”

Both Maloney and Mazzuca said that they still felt that $500 was too large of a fine. Mazzuca also felt that the fact that the police only handed out about a dozen tickets for smoking a year suggested that the problem wasn’t significant enough to warrant a raised fine. He moved to remove the language that would increase it from the oridnance.

“I think, based on what we’re hearing, we’re trying to apply what we do with alcohol to smoking in general,” Mazzuca said.

“I’m not sure that strategy makes a heck of a lot of sense. We write a handful of tickets under this, and we’re going to create this $500 violation.”

“I think education is critical to this effort, Ald. Moran is right on point with the fact that it’s a new category, with not a lot of education about it, and kids are starting down this path without going down to regular smoking,” he said. “We can argue and debate whether $500 is a right amount, but education needs to be critical part of this.”

Mazzuca replied that he agreed that education was important – he just didn’t feel this was the right way to handle it.

“It seems like the place for education here is not after it happened - it’s in schools, it’s not once you’ve been already been cited,” he said.

Moran replied that he felt that there was no reason why the city couldn’t have both.

Ald. Marty Joyce (7th) asked Raitano whether he felt a $500 fine would be more of a deterrent than a $100 fine. The officer replied that he believed it would, because “it would hit them in pocket books.”

In the end, the amendment was defeated, with Mazzuca casting the only “yes” vote.

Mazzuca suggested another amendment, setting the fine at $250 for the first offense and raising it to $500 for subsequent offenses. But he himself ultimately changed his mind, and that amendment failed, too.

The committee then voted to approve the changes on the first reading. The second and final reading is currently scheduled to take place during the July 17 City Council meeting, which took place after this issue’s print deadline.

Joliet Slammers host Frontier League All-Star festivities

Last week, Joliet was the epicenter of the Frontier League as the Slammers hosted the annual league All Star game and corresponding events.

The activities included everything from a golf outing at Mistwood Golf Club to a beer fest to a replica of the Collins Street prison as a giveaway to fans.

“It has been a tremendous three days,” said Frontier League Commissioner Bill Lee at the game. “The Joliet Slammers staff has done things great.

Every event has been wonderful.

The city treated us great, the accommodations have been great and the fans were wonderful.

I can’t say enough good things about our experience here in Joliet these few days.”

The events in Joliet marked the 25th anniversary of the Frontier League – the oldest independent league still in operation.

The league is still keeping with its mission to allow players the chance to chase their dream to play professional baseball.

“That is the premise of it and that is something I have always wanted because I played independent baseball myself in 1977 and I wanted it to be better for everyone than I ever had it,” Lee said.

The highlight of the week was the game in which the Slammers and the East won 4-1 over the West.

Bralin Jackson of the Washington Wild Things went 2 for 4 with a pair of RBI and earned the game’s Most Valuable Player award.

The East scored first when Washington’s Kane Sweeney and Will Kengor of Traverse City hit back-to-back doubles.

Another Wild Thing player, Rashad Brown then singled in Kengor.

The West got on the board in the top of the fifth, but the East

Getting the win was a bonus, but the Slammers’ players were just happy to be playing at home.

“Me and my teammates were so excited,” Silva said. “We were so excited to be home. We live like 10 minutes from here, so we could relax. It was awesome.”

The day before the game, Jeff Gardner of the Evansville Otters won the home run derby with his 14th homer of the round and 41st of the evening. Gardner

entered the break leading the Frontier League with 13 total home runs.

Inducted were: Chase Burch – he played for the Traverse City Beach Bums from 2010-13. He finished his Frontier League career with .283 batting average, 68 home runs, and 235 RBI and helped the Beach Bums to the 2010 Frontier League Championship Series; Travis Garcia, who played for the Ohio Valley Redcoats (2005), Chillicothe Paints (2006-08). He was the 2007 league Most Valuable Player and posted a Frontier League career .304 batting average, 57 home runs and 275 RBI. He paced Chillicothe to the 2006 Championship Series; Gator McBride, who played for the Chillicothe Paints (1998-99).

In 1998 he led the Paints to the Championship Series. He batted .423 with 27 home runs and 111 RBI in 108 Frontier League games before signing with the Boston Red Sox; Pete Pirman, who played for the Evansville Otters (2002), Richmond Roosters (2003) and Kalamazoo Kings

(2004-06). The 2005 Most Valuable Player led Kalamazoo to its only Frontier League title. He is tied for the single season record with 100 RBI in 2005 and posted a .300 batting average with 47 home runs and 247 RBI in his Frontier League career.

Joining the players was Special Contributor Steve Sturgill.

He was the first president of the Frontier League and one of the original league owners, running the Portsmouth Explorers in 1993 and 1994.

He is the only person other than Bill Lee to have his signature stamped on the Frontier League baseball.

“I’m very proud of the Hall of Fame Class of 2017. This class represents the first 21 years of the League. All the players contributed greatly to the success of their teams. They proved to be leaders with their offensive and defensive skills,” Lee said in a release. “Steve Sturgill was one of the founders of the League and helped to pave the way for all the players to be become Hall of Famers.”

Research will help with salary negotiations It’s kind of like deciding what to ask for when you sell a car DEAR DAVE, I’ve accepted a promotion that would take me from an hourly wage to a salaried position. Do you have any advice for negotiating a salary?

J DEAR J, The quick and simple answer to this question is you negotiate it based on what you’re worth to the company. Now, how do you figure that out?

There are a couple of measuring sticks you can use. One is associated with the revenue you bring in, and that’s a nice, concrete reference.

Another thing you can do is research some of the more reputable career websites and develop a compensation study based on comparable positions in your area.

If you’re a valuable team member of mine who’s moving from hourly to salary, it wouldn’t be a “negotiation” — it would be a discussion. Honestly, most positions are priced initially at the amount you can be replaced for in the new role.

If it were me, I’d produce two or three well-researched compensation studies. Give them to your bosses, and talk it through with them. Depending on the size of the company, they may not have done that much work figuring it out themselves.

It’s kind of like deciding what to ask for when you sell a car. You try to appraise it for what it’s worth in the marketplace to other people.

That’s the way you have a discussion. It’s not that you’re telling them what to do or presenting an ultimatum, you’re asking questions and presenting information.

If someone did that in my office with a respectful and professional manner, it would go a long way.

That means you need to budget a larger amount for home improvements or whatever the problem area may be.

On a month-to-month basis, if you have $200 budgeted for household repairs, and any work turns out to be $300, I’d rather you cut back on eating out or another non-essential category to make up the difference.

The same is true for standalone parking lots. That is why Adams French Properties LLC wound up making three requests to the Planning & Zoning Board – a request to change of zoning from residential to manufacturing, the request to give Special Use permits and the request for several zoning variances, mostly in order to minimize the gap between the building and the Waukegan Road and Niles Terrace sidewalks.

According to the documents submitted to the village, the building would be 50 feet tall and have four floors.

While the top three floors would be completely devoted to storage, the first floor would have an office and retail space.

The proposal describes that space as a business incubator, but it didn’t offer any details. the facility’s office hours will be between 9 a.m. – 6 p.m on Monday – Saturday, and customers will be able to access their units between 6 a.m. - 10 p.m. every day of the week.

The proposal also indicated that the company would fix up sidewalks and the alley at the rear and putting in measures to redirect more water toward Waukegan Road sewer and away from the lots further east.

The three requests came before the Planning & Zoning Board on July 10.

Commissioner Morgan Dubiel said that, while he supported the project overall, he did have one concern.

“Once this rezoned as M, and [if ] this project would fail, what restrictions would stop it from

going to any [manufacturing] use permitted?” he said.

Sylvester said that, so long as the use was permitted and didn’t require a Special Use permit, there was nothing the village could do.

Jim Adams, owner Adams French Properties LLC, admitted that, since his company specializes in storage facilities development, this project was a natural fit.

“We’ve been, for many years, [building] top of the class storage facilities,” he said. “We’d like to say good communities have good facilities.”

Adams argued that the area was underserved, because there was no storage facility of this kind within a 1-3 miles. While he expects 75 percent of the clients to be residents who need a place to store belongings, he argued that it was an important asset to businesses that are looking to get off the ground but may not have office space of their own yet.

“What we have found, in storage, with our commercial users, especially now, is that we have become a place to facilitate [opening a business], if somebody needs a place for inventory, someone in front office to check those deliveries,” Adams said.

When asked about the noise level, he said he didn’t expect it to be much of an issue.

“When you talk about noise, you talk about moving things in and out,” he said. “Short of car or van pulling in or out, it’s not going to make any noise.”

But many residents that showed up were not convinced.

Jeremy Foszcz, who said he lives near the site on Niles Terrace, said he would prefer something residential – earning applause from many other residents in the audience.

“If the project did fail, I’m sure

myself and many other residents - many of us would prefer residential,” he said. “We like it quiet, we’d like many families to join us. If this project fails, I wouldn’t want to see another big manufacturing facility. ...

Personally, I would rather see it as a vacant lot than this. I hope to see condos or townhouse or something go up instead.”

John Shaw, who said he lived on Birchwood Avenue, near the spot where the street dead-ended into Waukegan Road, said he went into the meeting with an open mind. While he felt there was a need for self-storage in Niles, he didn’t think this was the right place for it.

“I don’t believe it belongs in our residential neighborhoods,” he said. “[After I retired] I chose Niles. I chose my house on Birchwood because it had the atmosphere of small town. I love Niles and I hope this doesn’t go through.”

Shaw said that, having lived in Chicago before he retired, he has seen residents use self-storage units to store illegal guns and drugs “I’m not saying it would happen here, but it could,” he said, adding that, instead, he would suggest them putting it on one of the many manufacturingzoned lots along Howard Street that are for sale or for lease.

The board wound up voting 6-1 to approve all three requests, with commissioner Ted Karabatsos voting against in all three cases.

Sylvester explained to the Bugle that the vote on variations was final, and it wouldn’t require any further approval. In case of zoning change and the special use permit, the vote is merely to recommend approval. The Village of Niles Board of Trustees is currently scheduled to make the final decision during its July 25 meeting.
