Residents complain about Oak Park changes ‘I’m asking that the village ask the park district to preserve, not destroy natural spaces’

When the Niles Park District put in a new baseball diamond in the northeastern corner of Oak Park, several residents living nearby weren’t pleased.

They made their displeasure know during the June 27 Village of Niles Board of Trustees meeting.

They complained that it brought in more traffic and took away from the park’s green space. They also complained the changes hap-

pened without any advance notice, catching them off-guard.

Because the village actually owns the park, they said hey hoped the board could do something about it. Niles Mayor Andrew Przybylo declined to commit to anything, saying only that he had no idea the diamond was added, and that he would look into the matter.

Oak Park takes up most of the residential block between Lee Street, Ottawa Avenue, Main Street and Ozark Avenue. The land belongs to the village, but the park district has been leasing it since

1994 for a symbolic amount of $1 a year. Even before this summer, it already had one baseball diamond on the northwest corner and a tennis court further south. There is a sizable playground at the southeastern corner, and in the middle, the trees form a ring-like structure, providing shade for the benches underneath.

Tom Elenz, Niles Park District executive director, told the Bugle that the new field was build specifically for kids under the age of 10.

“We wanted a field that would be geared for smaller kids learning how to play baseball and softball,” he said. “All of our current fields were for older kids and were too big for smaller children, meaning that if a child was playing the outfield they would not be on the grass but the infield because the field was too big.”

The new field was built in June.

Elenz explained that each project was awarded contract individually, and none of the contracts costs more than the $250,000, so the park district wasn’t required to do a public bidding process, or issue any kind of notices. Elenz also indicated that a new baseball diamond was a permitted use under the lease.

As resident Patricia Ballard explained during the June 27 meeting, she was alarmed to see the diamond go up. She said she would much rather see the corner be a natural area.

“I’m asking that the village ask the park district to preserve, not destroy natural spaces,” Ballard said.

“I ask you if it is within you power to take down that baseball field.”

Resident Elizabeth Stolarezuk said that construction caught her

off-guard.

“We weren’t informed,” she said.

“With the new baseball field, no one expected it; it was built, just like that.”

Diane Romanek, who said that she across the street from the park questioned the need for the new diamond and expressed concern about its effect on property values “For programs that run only two months, we lost our beautiful park,” she said. “It was a beautiful park setting and it increased the value of our property. The baseball field takes away value from our homes.

Romanek also argued that the park district should have engaged the residents.

Budget aims to spend more, save money long term District plans to spend a total of $62M on general education expenses

The Park Ridge-Niles School District 64 Board of Education voted unanimously to release the preliminary budget for the upcoming fiscal year. The released budget is essentially the first draft. Over the next three regular meetings, the board will refine it and update it, and residents will have a chance to give their input during the August meeting. So while the budget currently has a deficit, that may not be the case before the final version goes to the Illinois State Board of Education in late September.

According to the tentative budget summery for Fiscal Year 20172018, the district plans to spend a total of $62,798,851 on general education expenses, $6,004,555 on operations and maintenance, $3,244,782 on transportation, a total of $2,396,400 on employee retirement costs, 6 78,626 on capital projects and a total of $8,330,276 to cover various capital project debts. That means that the district will be spending 3.02 percent more on education than last year, 1.49 percent more on operations and maintenance, 18.42 percent more on transportation, and nearly 91 percent less on capital projects.

Looking at the revenue for the general education expenses, district is expecting to get a total of $50,132,000 in property taxes – less than the $50,814,300 it got last year. However, it is expected to get more in other sources, including

in-lieu personal property replacement tax, tuition, fees and investment earnings. Together, this means that it expects to get more revenue from local sources than last year - %55,394,600 as opposed to last year’s $4,983,534 The total federal aid is expected to decrease from $1,805,500 to $1,644,600. The state aid is expected to decrease as well – from $3,652,420 to $3,125,590 – but that number comes with a caveat. During the June 26 meeting, it wasn’t clear whether Illinois General Assembly would pass the budget at all. Luann Kolstad, the district’s Chief School Business Official told the board that the state already owes District 64 $1.73 million dollars. The schools could endure – at least for the time time being.

“We’re incredibly fortunate that we have some working cash money and fund balance,” she said. “If the state continues in this way - that number [of money the state owes the district] has grown dramatically since the last time we looked at it.”

Since then, the budget was passed after both houses of the General Assembly overrode governor Bruce Rauner’s veto – but that budget contained language that would only release school funding if the state passed an “evidencebased funding model.” There are two versions of the formula that have been proposed – state senator Andy Manar’s (D-Bunker Hill)’s Senate Bill 1 and state senator Jason Barickman (R-Bloomington) bill. The former has been passed

by both chambers of the General Assembly, but it hasn’t been sent to Rauner’s desk. The later hasn’t been voted on at all. If either version passed, the amount of money the district gets would most likely change.

Overall, the education fund is expected to have $60,164,790 in revenue - $276,664 less than last fiscal year. Operations and maintenance fund would get $6,420,813 - $150,050 more than last year. The transportation fund would get $4,443,720 - $1,798,720 more than last year.

Looking at the budget as a whole, the district is expected to end the next fiscal year with a $6,619,205 deficit.

Kolstad explained that there were two major reasons for the jump in education fund spending – the retirement incentive for the teachers and new food service.

relli said that the retirement incentives – which account for $744,000 in the budget - will be good for the district on the long run.

“This budget increased expenses that will be negated in years to come, “ he said. “If we can get through this year, we should be above water.”

Kolstad said that eight employees already chose to take advantage of the incentive, and she expects more next year.

Board member Rick Biagi, one of the four board members who were elected in April, wondered how board members could make changes to the budget. Borelli responded that board members would have opportunity to give input at every meeting before the final version of the budget is passed.

“We will be reviewing budget in every meeting,” he said. “If there’s a line item where we have the con-

sensus, we will be directing [the staff] to change it.”

Kolstad emphasized that many numbers will change as the 20162017 fiscal year ends and the district has better idea how much money there is left, as well as once the district gets a better idea how many teachers and other staff members will be hired for the 2017-2018 school year.

Now that the board has released the budget, residents can look at it for themselves either on the district website or by visiting the district’s administrative offices during its regular business hours.

They can give their input during a public hearing, which will be held before the regularly scheduled Aug. 28 board meeting at 6:45 p.m., at Lincoln Middle School.

According to Kolstad, the board is expected to approve the final version of the budget during the Sept. 25 meeting.

I belong to a terrific organization called the Institute for Challenging Disorganization (ICD), whose conferences and classes have taught me a great deal about how our brains work, especially when it comes to organization (and dis-

organization). This month I’m sharing a brief overview of what I’ve learned about several brain-based issues that may offer

insight on why you may find getting and staying organized more difficult than you think it should be. I’ve indicated the presenter whose wisdom I’m sharing.

You’ll notice I use “people first” language – e.g., rather than referring to someone as a hoarder, I refer to someone who hoards. This language is an important way of considering the whole person, rather than just defining him or her by their limitations.

Give us a break DEAR EDITOR, I’m talking about the sinkhole for real estate tax dollars known as the Niles Maine District Library. The Niles Library District changed its name to the Niles Maine District Library in April. This addition of one word caused the library to change their stationary, forms, letterheads, and legal expenses. I don’t know what those costs were.

The library board intends to change their lighted exterior sign on the corner of Oakton and Waukegan roads.

The cost to rehabilitate that sign with new graphics and the new name for a perfectly functioning sign is $56,717.

The new graphics are certain to be a distraction and safety hazard at a busy intersection. This new sign is also not in compliance with the new Niles sign code. There is no reason for the village

There’s more, at a cost of $25,067 the library board proposes to install 24” aluminum letters on the north and west sides of the building reading “Niles Maine District Library” for those that missed the four ground signs and can’t find the library. Are you sitting down? In order to install one of these signs they need to build a four-foot brick parapet wall at a guestimated price $25,000 (no firm estimate here). There is also a smaller sign on the south wall at a bargain price of $4064.50.

Hold on, there’s 18, six-foot high

lamppost banners at a cost of $15,625 and six wall banners at a cost of $3809.04. These banners say NMDL in the event you missed the other signage it tells you a lot.

Finally there is approximately $10,000 in electrical, $5,000 in landscaping and a performance bond of $1818. This extravaganza comes out to a cost of $162,413.52 plus the cost of changing stationary, etc. The new look of the library with the animated video sign and all the banners is carnival, circus, sideshow, Las Vegas strip, take your pick.

My estimate is this will hit the average taxpayer about $8 in the wallet. But what’s $8 on an $8,000 tax bill – chump change. Taxpayers are not paying attention and few if any attend library board meetings.

Right to be heard and acknowledged respectfully and have a chance to offer input to the Village of Niles through citizen referendums? Gone. Losing your First Amendment rights is not only possible here in Niles, it’s a reality.

HOARDING The daughter of a woman with hoarding disorder talked about how, when someone in the home hoards, hoarding defines the family culture. Objects, rather than family members, become the focus of the person who hoards. People who hoard are stimulated by an object’s smallest detail, which triggers creativity and generates unessential goals (e.g., “these margarine tubs will come in handy when I work on my craft projects”). These goals support the object’s value and override what one might otherwise view as reasonable decisions about letting go of the objects. People who hoard tend to procrastinate about

One of only six candidates, the new priest, Przemek Tomczyk, who was ordained on May 20, says his journey to the priesthood began quite early when he served in his local parish in Kolo, Poland, as an altar server.

Led by the example of priests he got to know, he considered the priesthood. But before entering the seminary decided to explore his passion for journalism at the Pontifical University of John Paul II in Krakow, Poland. “I enjoyed the life of a student, but the Lord kept reminding me about the priesthood,” said Father Tomczyk.

“As the initial excitement about journalism faded away, my passion for priesthood grew.”

Entering the Diocesan Seminary in Krakow in 2010 after two years, he was invited to come to Chicago and serve

Attitude is the thing that makes you most powerful psychologically. Reducing stress is not about a to-do list, it’s more about the to-be list. Miller, Bachmann lead nominees

Every season, the Voyager Media area has several amazing athletes in many sports, but only a select few can compete at a high level in multiple sports – of those, Voyager Media selects one male and one female from each of its five zones as nominees for the Voyager Media Multisport Athlete of the Year.

Of the five males and five females – one of each are the selected as the winners of the AOY title.

This year’s overall winners are: FEMALE: BROOKLYN BACHMANN - JOLIET/ SENTINEL ZONE Three-sport superstar from Minooka, Bachmann wins her second-straight Athlete of the Year honor.

This season, she averaged an area-best 20.9 points per game, along with 3.5 rebounds on the basketball court. She ended her career as the all-time leader in points in school history with 1,523.

A Voyager Media All-Area team member, she was named to the All-Southwest Prairie Conference team and was Class 3A/4A IBCA all-state honorable mention. She will continue her basketball career at Bemidji State University in Minnesota.

On the volleyball court, the se-

nior setter led the Indians with 993 assists, 180 digs and 26 aces to go with 43 blocks for the Indians.

She helped Minooka reach the state finals, where it battled for a title and fell in the three sets to the nation’s No. 1 team in the Class 4A state finals.

“Brooklyn was a fierce leader on the court and we will very much miss her,” said Minooka volleyball coach Carrie Prosek.

“She would dive through bleachers to keep that ball alive for our offense to hit the ball. She could push the ball to the pin no matter where she was and that is truly what kept us alive when things were off. She took ahold of this young team and taught them how to be confident and want to win.”

In the spring, Bachmann was again a state qualifier in the Class 3A pole vault.

MALE: BRADY MILLER – PLAINFIELD ZONE The Plainfield North junior had a stellar season for the Tigers in three sports.

On the football field, Miller quarterbacked the Tigers to the IHSA Class 7A state final game – ultimately placing second.

On the season he completed 151-of-259 passes for 1,998 yards and 21 touchdowns. He also rushed 39 times for 279 yards and a pair of scores.

During the winter, Miller was one of the veterans leading the

North basketball team.

Then, in the spring, he again set his sights on a state run again with the North baseball team.

Miller pitched the final game of the season for the Tigers – a loss to Neuqua Valley in the Class 4A sectional final.

On the season on the mound, Miller had a team-high 60 innings pitched with a 4-3 record and a 1.40 ERA, 1.15 WHIP, while posting 68 strikeouts. He was an All-SPC¬ selection.

At the plate, he hit .333 with a .393 on base percentage and a .547 slugging percentage. He has 39 hits with six home runs, with

36 RBI and scored 25 runs.

Miller was a Voyager Media AllArea selection in both football and baseball.

Other zone nominees are:

JOLIET/SENTINEL ZONE MALE: JOJO MCNAIR The three-sport star for Joliet Central will continue to play baseball and basketball at Wartburg next season.

McNair was a member of the 2017 Voyager Media Shootout Senior All-Star basketball game as one of the top senior players in the area.

In football, the All-Area team

member played a Jabrill Peppers role for the Steelmen.

He led team in rushing with 407 yards on 44 carries and four touchdowns and receiving with 47 catches, 407 yards and 3TDs. As a defensive back, he tallied 22 tackles and two interceptions, taking one back for a touchdown.

Of 15 kickoff returns, McNair tallied 339 yards (22.6 average), including a 100-yards touchdown.

In baseball, the outfielder and pitcher batted .438 with a .500 on base percentage racking up 39 hits, nine RBI, 26 runs scored and SEE AOY PAGE 8

stole 29 bases while being caught only once.

PLAINFIELD ZONE FEMALE: LOTA ONUA It is Onua’s second-straight season as the Plainfield nominee for the AOY. This season, she led a Plainfield East basketball team that posted the best record in school history and advanced to the sectional final – eventually falling to Benet Academy.

The senior averaged 11.25 points and 6.44 rebounds per game.

She was a member of the Voyager Media All-Area first team and a member of the Prep Shootout and was named to the SPC AllConference team as well as alltournament at the Nazareth Holiday Tournament and DeKalb MLK Tournament. She was Class 3A/4A IBCA honorable mention all-state.

“Lota is the embodiment of a competitor,” East coach Tony Waznonis said. “She was a key part in helping lead us to the success we had this year, not just as an athlete, but also as a leader.”

NILES ZONE FEMALE: BIANCA TOMUTA The Niles West senior was a member of the Voyager Media AllArea volleyball team.

She tallied 414 digs and 34 aces for the Wolves team that advanced to the Class 4A state finals, placing fourth.

“Bianca is a senior libero and leads our team in digs,” volleyball coach Stacy Metoyer said.

“Her serving has been the best on the team in the playoffs and she had some key digs for us in close matches.”

In the spring, Tomuta posted a team-best 12 goals and three assists, tallying 27 points in 17 games for the Wolves.

MALE: JOHNNY PABST A three-sport athlete for Niles West, Pabst excelled in football making the Voyager Media AllArea team.

The Wolves quarterback passed

for 2,582 yards passing on the season, throwing for 22 touchdowns.

On the ground, he carried the ball 127 times for 844 yards and eight more scores.

In the spring, Pabst was a pitcher and infielder for the baseball team and in the winter he was a leader for the basketball team.

“He was a team captain and was 100 percent our leader,” said basketball coach Bob Williams.

“He was the guy that could guard almost anyone. The best player on the other team was who he was going to take. His work ethic is second to none and he is a champion in every sense of the word.

He is one of the best competitors I have ever been around.”

DOWNERS GROVE ZONE FEMALE: EMMA MORAVEC The argument can be made that a runner is a runner and just because someone runs distance races in cross country and track – they are not a multi-sport athlete.

But for Downers Grove North’s Emma Moravec, she is not running the distance races in both.

In track, the senior placed second in the 800-meter run with a time of 2 minutes, 15.08.

She also teamed with Gina Kowalewicz, Rachel Sprague and Kimberly Brent in the 4x400 relay to place fourth in 3:56.90.

In cross country, Moravec was the lone Trojan to qualify for the state finals this season , placing in the top half of the field in the 3.1 mile course at Detweiller Park in Peoria.

MALE: MARTY DOSEN The Benet two-sporter helped Benet come within striking distance of the state finals in two different sports.

In football, the running back posted a combined yardage of nearly 1,100 yards and 13 touchdowns. He rushed for more than 900 yards and 10 scores.

With his help, the Redwings fell in the Class 7A semifinals to eventual state champion East St. Louis.

In baseball, the Voyager Media All-Area Team member batted .358 and drove in 32 runners. He had five home runs and 14 extra base hits on the season as Benet fell in the sectional final.

VALLEY VIEW ZONE FEMALE: NIA FOWLKES The Bolingbrook junior pa-

trolled the outfield for the Raider softball team in the spring and was a defensive specialist for the volleyball team in the fall.

One of the few underclassmen on this year’s list, Fowlkes will be back at it again next season.

MALE: MALIK BINNS While Binns will focus on baseball in college, in his final season as a basketball player, he helped the Raiders placed third in the state averaging 13.4 points and a team-best 7.1 points per game.

He a Voyager Media All-Area first teamer and was selected to the IBCA Class 3A/4A special mention team.

In baseball this season, he hit .390 on the season with 17 RBI. He had a pair of home runs and stole 10 bases.

“He is excellent in both sports,” Bolingbrook baseball coach Scott Thyer said. “But, as a kid, you fall in love with a sport and his first love was baseball. It is refreshing to have a player not let outside influences impact his decision.

Whatever decision he made, he was going to have my full support and coach (Rob) Brost’s full support.”

I’m 24 years old and have a good credit score and a nice apartment, but my job depends largely on how the oil industry is doing. My dad filed bankruptcy nine years ago, and he’s already $150,000 in debt again, so he’s never been very responsible with money. I think this would spell big trouble for me, but I’m sure he will be mad if I say no. What are your thoughts?

EMMANUEL DEAR EMMANUEL, Yeah, I think doing something like this would spell big trouble for you. If your dad is irresponsible

with money — especially to the point of having to file bankruptcy — what makes you think he’ll make these house payments on time?

I know this would be an uncomfortable conversation to have with your dad, but you need to brace yourself and just do it. Be respectful and explain exactly why you won’t do this. Think about it, Emmanuel.

When he doesn’t pay the bill on time, it’s going to screw up your credit score. And when you get ready to buy a house, guess what?

You’re going to have trouble qualifying because you already own a house. Most people don’t make enough money to qualify to buy two homes.

Basically, your dad is asking you to not buy a house so they can

have one. I can’t tell you how to make your dad okay with saying no to this, but I can tell you that your answer should be no. Let him and your mom know that you love them both, but this is something you just can’t do.

Now, we now have about $3,000 in medical bills not covered by insurance. We’ve got $8,000 in our emergency fund, and I make between

MATT DEAR MATT, I’d write a check today and knock out that hospital bill. This falls under the heading of “emergency” in my mind, so pay the bill and jump back into rebuilding your emergency fund.

You’ve done a really good job of saving on your income, but let’s see what we can do about making better money in the future. Extra practical training in your field, or more education in the classroom, could increase your income quickly. Your emergency fund needs to be a little bigger as well, and it’ll be a lot easier to make this happen if you’re making more money.

I’m sure you’re a hard-working guy, but it’s going to be tough for even a small family to make it on

SCHEDULE A PHYSICAL FOR YOUR CHILD Many school districts mandate that athletes receive and pass physicals before they can compete. Speak with the athletic director
