Niles resident shares $1 million lottery prize Niles resident Ashoor Gorges never imagined that a routine stop for gas would result in $1 million.

While waiting for his gas tank to fill, Gorges bought an Illinois Lottery $10 Million Cash Bonanza ticket. He scratched the ticket and instantly won $1 million.

“As soon I realized I won, I signed the back of the ticket, put it in my pocket and went straight home to tell my family,” he said when he presented his winning ticket at the Lottery Prize Center in Des Plaines. Originally from Iraq, Gorges has lived in Niles for

more than two years. When asked about his plans for the windfall, he said his priority is to share it with his wife, siblings and close friends. “It’s important for me to share,” he said. “I believe that life works like a mirror. The good you do comes back to you.”

The winning ticket was purchased at Mobil, 7971 Golf Road, in Morton Grove. The retailer received a $10,000 bonus, equal to 1 percent of the prize amount, for selling the winning ticket. Gorges chose to take his prize as a one-time lump sum cash payment of $600,000.

As Judge Merrick Garland was graduating from Niles West High School in 1970, the day was as sunny as it was when he spoke in front of a very different crowd of graduates 46 years later.

In 1970, he was addressing the graduates as their student council president and valedictorian. On May 29, Garland was speaking as Chief Judge of the U.S. Court of Appeals for the District of Columbia Circuit and President Barack Obama’s nominee for the U.S. Supreme Court. In his speech, he urged the graduates to try to do good no matter where their careers take them.

He advised them not to be afraid to take chances and do something they may not have planned. Finally, he urged them to look to their friends, family and community for strength when things get tough.

As Garland recalled, a student who spoke before him during his graduation in 1970 strongly denounced the Vietnam War. Parents in the audience unplugged the sound system to mute the speech, which prompted Garland to set aside his speech and defend the other student’s First Amendment rights.

Since then, Garland has had a long, distinguished legal career. As a U.S. Deputy Assistant Attorney General, he investigated the Oklahoma City bombings and put together a trial team that prosecuted Timothy McVeigh. As a justice at the Court of Appeals, he earned a reputation as a thoughtful consensus builder with deep knowledge of the law, and he earned accolades from liberals and conservatives alike.

Antonin Scalia’s death. Before the announcements, Senate Republicans issued a statement saying that they would not consider any candidates until a new president takes office in 2017.

According to White House assistant press secretary Brandi Hoffine, Garland had spoken to 60 senators, 16 of whom were conservative. While she said that a hearing would be the next step in the process, she declined to comment on whether the hearing would be held any time soon.

On May 12, Niles West News reported that Garland would be speaking at this year’s graduation.

The student news service reported that it would be the first time the school had a distinguished speaker – though principal Jason Ness said he would like to bring the judge back as a speaker at some point in the future.

As it has been the case since before Garland’s graduation, the ceremony took place at the Niles West stadium.

Jim Szczepaniak, Niles Township High School District 219’s director of community relations, said staff estimated that 3,600 people attended. That included some of Garland’s former teachers, whom the judge invited to attend.

According to the district, the event wasn’t open to the public.

The ceremony started a few

minutes past noon. Aneta Biel, the 2016 Senior Class President, readily admitted that the prospect of sharing the stage with Garland was intimidating.

“I’m honestly nervous to share a stage with Merrick Garland,” she said. “I hope that my speech does this occasion justice.”

In her speech, Biel said that some students sitting in the field in front of her may fail, and they may not get their goals – but that was only natural. The important thing was to recognize that different graduates had different talents, and all those talents deserve respect. While they disagreed on many things, the passion for their school and their communities was what ultimately brought them together.

Ultimately, Biel urged the graduates to look forward to the possibilities ahead of them.

“As I look out [at the stadium], I see excitement, I see uncertainty, and that’s not a bad thing,” she said.

Ness spoke next, describing Garland as an example of someone that embodies the best of Niles West values, the kind of person he hoped all students would aspire to be.

“Let us remember that every one of us has a potential to change things for the better,” the principal

Expanded food pantry rededicated at event Local elected officials recently joined Niles Township staff to celebrate the expansion of the Niles Township Food Pantry building in Skokie. Morton Grove Mayor Dan DiMaria, as well as mayors from Lincolnwood and Skokie, and Niles Township Supervisor Marilyn Glazer came together last month to rededicate the expanded food pantry, which serves 3,800 township residents each month.

“The new walk-in freezer/ refrigeration units permit us to offer more choices in meat, dairy and produce products,” said Jack Macholl, public relations specialist at Niles Township.

Niles residents have until June 30 to buy vehicle stickers In addition to its regular hours, the village of Niles finance department will open its doors two Saturdays in June for residents who still need to purchase vehicle stickers.

The department, located at 1000 Civic Center Drive, will be open from 8:30 a.m. to noon June 18 and June 25. Regular business hours are 8:30 a.m. to 5:00 p.m.

Monday through Friday.

Vehicle stickers are valid from July 1 through June 30, 2017, and can be purchased by mail, online, at village hall or at local currency exchanges. Vehicle stickers can be purchased online if there are no changes to the pre-printed application at www.vniles.com

Des Plaines Park District confirms new board officers Nominations for new Des Plaines Park District Board officers were unanimously confirmed at the board’s May 17 meeting.

James Grady will serve as president, William Yates will serve as vice president and Joseph Weber will serve as treasurer for the upcoming year.

Commissioners Donald Rosedale and Jana Haas complete the five-member board, which is responsible for the development of park district policies, long range planning and monthly review of park district financial and operations reports. The board also hires and maintains oversight of the executive director.

Grady was elected to the park board of commissioners in 2001, and has since served as president, vice president and treasurer.

Grady is also an active member and past president of the Kiwanis Club of Des Plaines.

Elected by Des Plaines residents for six-year terms, the park board consists of five volunteer commissioners who meet on the third Tuesday of the month in the David L. Markworth Boardroom, at the Administrative and Leisure Center, 2222 Birch St. The next meeting is scheduled for June 21 at 7 p.m.

Board could keep plan as is or switch to an alternative

On June 18, the Niles Public Library Board of Trustees is expected to vote on what could be a major change in retirement benefits for library employees.

The board could keep the plan as it is or switch to an Illinois Municipal Retirement Fund pension plan, a 401(a) plan or a hybrid plan that takes features from both. All three alternatives would cost the library more than the current plan. The IMRF poses additional complications. The level of library contributions will be set by the fund, and, unlike the other three options, the library can’t leave the plan once it joins.

The library is something of an anomaly among Niles’ taxing bodies. The village of Niles, both Niles and Maine townships, all school districts, and both park districts are part of IMRF. The library, on the other hand, offers its employees 475(b) plans – retirement plans similar to a 401(k).

The library deposits 7.5 percent of employees’ salaries into retirement accounts, and employees have a right to ask the library to put some or all of that into their regular salaries. As with 401(k) plans, employees can also put as much additional money as they want into the retirement account.

As of Jan. 15, 20 employees deposited the library contribution in full, five took some portion of it as salary and 13 took the entire contribution as additional salary.

The library currently spends $210,000 on the plan.

The board has discussed the possibility of changing the retirement plans for years.

On April 20, Kate Setchel, the IMRF representative for Cook and Lake counties, gave a presentation about what the switch to the municipal retirement plan would entail. The benefits are currently divided into two tiers – Tier 1 for employees that started working before Jan. 1, 2011, and Tier 2 for employees that started working after that date.

Setchel explained that any library employee that ever made contributions to IMRF while working for a municipal body before 2011 would be eligible for Tier 1 benefits. According to the fund’s research, 15 current library employees fit that criteria.

Tier 1 employees qualify for retirement benefits after serving for eight years. They would contribute 4.5 percent of their salary, with 3.75 percent going toward the pension and 0.75 percent going toward the survivor’s benefits. Employees can increase the size of their pension benefits by contributing up to 10 percent of their salary to the fund’s voluntary additional contributions program.

Employees that leave their job before they turn 55 have a right to get their contributions back – but if they do it after working for eight years or more, that would mean

that they will give up their right to the future pension. They can retire when they are 50, though if they retire between the ages of 50 and 60, their retirement benefits will be reduced. The amount they get in benefits will be based on their final rate of earnings – the highest earnings in the last 48 months on the job. The starting rate is no more than 75 percent of the FRE; the longer they served, the bigger the percentage. The pensions automatically go up by 3 percent every year.

While Tier 2 and Tier 1 benefits are similar in many respects, there are several notable differences.

Employees need to work for 10 years to qualify for benefits. The FRE is based on 96 months of earnings. The retirement age is 62, and the benefits are reduced if employees retire before they turn 67.

The pension increases are based on the Consumer Price Index. If it goes up, then they go up by half of the increase or 3 percent of the CPI – whichever is smaller. If CPIs decreases or stays the same, there are no increases.

IMRF would determine how much the library would contribute. The fund’s cost study determined that the library would contribute $221,000 – an equivalent of 8.21 percent of the employees’ salaries during

Police investigate report of attempted child abduction The Park Ridge Police Department is investigating a possible attempted child abduction in a residential neighborhood near Dempster Plaza on Memorial Day. Officers responded to the 1900 block of Parkside Drive at approximately 5:50 p.m.

A 7-year-old boy told officers that he was playing in the area with a friend when an unknown white male approached him, grabbed his arm, and said he had a gun and was a murderer.

Past the first year, the amount will vary year to year depending on a number of factors, including fund’s investment returns, how many members are likely to retire and salary increases.

Setchel said that, if the fund’s investment returns come back low, the library’s share will increase – though IMRF will spread the increase over several years to diffuse its effects.

She didn’t try to sugarcoat the full implications of this.

“You are writing a blank check to IMRF, and you can never get out,” Setchel said.

Additional Options During the May 18 board meeting, Greg Pritz, the library’s financial manager, presented two alternative plans – the 401(a) plan and a hybrid plan.

The 401(a) plan raises the library contribution to 10 percent, but it also requires the employees to make 4.5 percent contributions.

sustained a minor scratch on his right arm. The victim told police that he ran from the man and was chased a short distance, before the suspect fell to the ground and then ran in the opposite direction.

The suspect is described as a white male of medium build in his early to mid-20s, between 5 feet 9 inches and 6 feet tall, wearing blue shorts/pants, grey shirt and blue hat. Police searched the area but did not find the suspect.

The Park Ridge Police Department is asking anyone with information that could help investigators identify the suspect to call the department at 847-318-5252.

Both plans do away with employees’ ability to take some or all of the library contribution as extra salary. The hybrid plan would allow employees who are over 59.5 years old to withdraw contributions for the first two years.

As Pritz explained to the board, this was designed to give employees time to adjust to the change.

Pritz estimated that the 401(a) plan will cost the library $273,000, while the hybrid plan may cost between $205,000 and $342,000, depending on how much the employees will want to contribute.

After the meeting, the business manager told the Bugle that the board may change some of the particulars of the 401(a) and the hybrid plans before making the final decision.

“At the end of the [June 15] discussion, they may tweak percentages,” Pritz said. “The structure is what’s important.”

“First things first” – we’ve all heard the saying, but how often do we put it into practice as we move through our day?

Although my most productive and successful days are those on which I follow this advice, I sometimes (OK, often) find myself doing easy, fun or less important stuff before I get around to working on the things I “should” be working on. That approach can be fine occasionally, especially on the weekend when I want to spend more time playing than working. However, on “work” days, it can be a dangerous habit that can lead to missed deadlines and missed opportunities.

SECTIONAL Notre Dame falls to New Trier 2-1 in sectional semifinal

It’s tough for any team and any coach to see any season come to a close, but it was especially hard for Notre Dame coach Nelson Gord to see his 16 seniors play their last game in a Dons’ uniform.

Notre Dame fell 2-1 to New Trier on a sixth-inning RBI that broke a 1-1 tie in the semifinal of the Class 4A Loyola Academy Sectional.

“This was a special group of kids,” Gord said. “We have 16 seniors out there. This is my fifth year as the coach, so this was the first group that I have had all the way through. I had them as grade school camp kids and then saw them progress under our system all the way through. They will always hold a special place with me. They all have incredible futures ahead of them beyond just baseball.”

Notre Dame got on the board first when senior catcher Matt Segovia doubled in the top of the third to drive in John Hendry.

“We knew they would bunt, especially at that point of the order,” Gord said. “The tough thing about it is that the sun was right in our first baseman’s eyes and it was an unfortunate part of the circumstance there, but they got it done and got a big run there.”

Senior Nick Stefanowicz started the game for the Dons, going the first three innings, allowing the one unearned run. He allowed one hit, walked none and struck out a pair.

Sophomore Paul Bergstrom went the rest of the way, allowing a pair of hits and a run. He struck out two and hit a pair of New Trier batters.

The deciding run came when Dylan Horvitz drove in the gamewinning run on a ball off the right field fence in the sixth inning.

“The book on him is that he pulls a lot of balls and we over shifted him and he went opposite way with it,” Gord said. “The kids played hard and played great. A couple hops or a couple throws

The ball didn’t clear the fence and after freezing to make sure it got down, Ranko Stevanovic took off for second then third. A perfect relay throw nailed Stevanovic at third and left Garcia stranded at first.

Ben Brecht’s numbers look dominating, as the 6-foot, 7-inch right hander went seven innings, allowing one unearned run on four hits. He struck out 11 and walked none, hitting one batter.

Notre Dame was not intimidated by him, seeing tough pitchers

all season in the loaded East Suburban Catholic Conference.

“That is the blessing and curse of our conference,” Gord said.

“There are so many good teams that there is not really ever a down day to take a mental break and just roll it out there. In other conferences, you see both ends of the spectrum, in ours we have to be mentally prepared every game, so the guys are used to this. Top to bottom, we have to be up there with the best.

“We have seen (JCA’s Drake)

Fellows for four years and (Marian Catholic’s Matt) Mulhearn and (Marian Catholic’s Mark) DiLuia. So our guys didn’t back down. (Brecht) is up there. In our conference, we see a lot of good arms, but he is right up there with them. They are not intimidated. He faced us last year and it was the same thing – he beat is 3-2 or 4-3 and we hit some balls on the screws that didn’t fall.

It’s just baseball.”

With 16 seniors leaving the team, returners such as Bergstrom will have to take the leadership

reigns.

“It was awesome playing with them,” he said. “I looked up to those guys and they helped me through the season. I was telling them that I feel bad for my little brother who will be a freshman and won’t be able to get to play with them and get to know them.

Just the energy they brought every day was great.

“I know we have to step up now and be leaders and try and replicate this season with the incoming sophomores and juniors.”

Maine South student newspaper honored at state, national levels For the fourth time in four years, Maine South High School’s student newspaper, Southwords, has earned “Best in Class” designation from the Northern Illinois School Press Association.

During the recent NISPA conference at the College of DuPage, Southwords editors were honored with numerous awards for their scholastic journalism. Based on this year’s critique, the newspaper earned the Golden Eagle Award for Overall Excellence – the highest level of distinction awarded by NISPA. Additionally, Southwords earned national recognition from the American Scholastic Press Association. The newspaper was awarded first place with special merit, and senior Basia Chruscinski earned an individual award for outstanding art.

District 64 celebrates teachers, staff career milestones Board of Education honored 24 teachers at May 23 meeting

“I am always proud of the time and talent dedicated to Southwords by our fine journalists, but I am also pleased that their hard work is consistently recognized by NISPA to be among the best around,” said Alex Stathakis, Maine South English teacher and Southwords sponsor.

Members of the Southwords staff also won numerous individual awards from NISPA. The Blue Ribbon Award for Excellence in Journalism (highest distinction) was presented to

Margaret Cahill for feature writing, Basia Chruscinski for graphics, Rhyanne Noche for photography and the Southwords Editorial Board for editorial writing.

The Honorable Mention Award for Excellence in Journalism was presented to Margaret Cahill and Christina Johnson for team in-depth reporting, David Kloc for news writing, Haley Mech for individual in-depth reporting and Isis Zaki for columns.

The Park Ridge-Niles School District 64 Board of Education honored 24 teachers who have achieved tenure at the board’s May 23 meeting.

According to the Illinois School Code, a teacher is considered probationary for the first four years they work fulltime in a district.

“Through informal classroom visits, mentoring, formal observations and evaluations during this probationary time, they have shown that they

meet the high expectations for instructional quality and professionalism that is expected of a District 64 teacher,” Superintendent Laurie Heinz said.

District 64 also honored nine staff members who have attained 25 years of service, and bid farewell to 12 staff members who are retiring.

Library lends helping hand to residents with vision problems Special equipment, materials available

The Park Ridge Public Library has been trying to do more to help patrons with low vision.

As Cathy Thompson, the library’s outreach coordinator, told the library board May 17, special equipment and materials are available to help patrons read – or, if they can’t see well enough to read, they can enjoy books in other ways.

The library also offers a support group for residents with low vision.

As Thompson explained, the program was formed in response to community demand, and it continues to attract new members every month.

Board Treasurer Jerry White said the library has been a great resource, as his own vision declines. Other members of the board said they were happy that the program existed, and offered to do anything they could to help Thompson improve the program and reach more people.

In her presentation to the board, Thompson outlined the services the library offers to visually impaired patrons. They can check out a variety of large-print books and audiobooks. The building’s special services room has computers equipped with software that can magnify what’s on the screen and read text aloud. It also has a machine that can magnify text and pictures up to 64 times.

“It’s not a perfect way to read, because the letters are so large, but if you get to this point...” Thompson said.

Patrons can check out hand-held magnifiers and larger magnifying machines, which the library can deliver to patrons’ homes. Finally, patrons who may have trouble getting to the library on their own can contact the library to sign up for the statewide Talking Books program. Thompson and one of the library volunteers will deliver an audio player and a selection of digitally recorded books at no charge.

But one thing that Thompson was especially proud of was the

library’s low-vision support group, which meets from 10:30 to 11:45 a.m. on the last Friday of the month.

“I was amazed at all the need out there, and all the Park Ridge residents that found us,” said Thompson.

Most members of their group were people who found their vision getting worse over time. The problem, Thompson explained, was that once people receive a diagnosis, their doctors don’t offer much additional help.

“They leave the doctor [feeling] so cold and so helpless, and it’s just so wonderful that we can do something,” she said.

White personally thanked Thompson for all she has done for him and other visually impaired residents. “It has affected and helped me as a patron and as a trustee,” he said. “Thank you.”

When asked how many Park Ridge residents have low vision, Thompson said there were 60 people on the group’s mailing list, but she believes that the actual overall number is greater.

Board Vice President Robert Trizna said he wanted to get a sense of how many people the program wasn’t serving.

“If we have 60 people on the mailing list, do we have any sense of how many people in Park Ridge have those issues and we aren’t reaching now,” he asked.

Citing his own experience, White said it wasn’t a matter of reaching people; each person has to decide to actually show up. When he was first diagnosed with low vision, White spent a long time trying to come to terms with it.

“I knew the group was going on, and I avoided it,” said White. “You gotta deal with it in your own head first.”

Trizna asked Thompson what she would do if the low-vision program had a larger budget. Thompson said some things, such as getting information about the library’s low-vision programs into doctors’ offices, wouldn’t require additional spending. That said, Thompson noted that a larger budget would allow the library to replace some of the equipment.

“They leave the doctor [feeling] so cold and so helpless, and it’s just so wonderful that we can do something.”

When asked whether the library would benefit from a ride-sharing program to get patrons to the lowvision support group meeting, Thompson said transportation has been an issue for many participants.

“Some people live near [the library] and walk over,” she said.

“Others take the bus. Most of them have support systems.”

While many of these patrons have a friends or family who are willing to drive them to stores, doctor appointments or other important destinations, Thompson said that many didn’t feel comfortable asking someone to drive them to a support group.

“They feel this is a luxury item, and they don’t want to burden their support system,” she added.

Uptown Park Ridge has many public transportation options.

Most bus routes that serve the city stop near the train station, which is within easy walking distance of the library. However, with the exception of CTA bus route 68, which serves Northwest Highway, the service frequency is an issue.

Route 209 and route 290, which serve southern Park Ridge, run every hour and every 40 minutes, respectively. Depending on which direction patrons are coming from, they may need to arrive 1035 minutes ahead of time, and wait about as long to catch the bus back.

For residents that aren’t served by those routes, the only practical options are much more timeconsuming. Routes 240 and 241, which connect northern and southern halves of Park Ridge, only run during rush hours, making them useless to group members.

Some residents might be able to take advantage of routes 226 and 250, which don’t directly serve Uptown, but taking them requires transfers to at least one other bus, which can lengthen the trip and

Garland began his speech by thanking Ness and others for their kind words.

“As I said at my graduation speech, I may disagree with with what you said, but I will defend your right to say it,” he quipped.

The judge looked back his own time in high school, and reflected on how things changed – and how some things stayed in the same, in the manner of speaking.

“Paul McCartney is one of them,” he said. “I hear you had a tie-dye day. Well, in 1970, every day was a tie-dye day.”

Garland said that Niles West is made up of many pieces, mentioned feeder schools and the communities they serve.

He recalled that many of the friendships he made at Niles West remained life-long bonds – something that, he said, students

would be wise to hold on to.

“When hard decisions have to be made – you don’t have to handle it alone, because your friends and family will see it through” Garland said.

He also reflected on the values he learned at Niles West, saying that the most important thing he learned was to help the less fortunate.

“None of us did did anything by ourselves – so give back,” Garland said.

While the students lives could take many paths, the most important thing to do is to try to do good – using Harry Potter books as analogies.

“Professor Dumbledore told Harry Potter that it’s not our abilities that make us who we truly are – but our choices,” Garland said.

Ultimately, he said, giving back not only helps others – it can also give your life meaning when you are at your worst.

As he wrapped up his speech, Garland encouraged students to take advantage of the summer

between high school and college.

He ended his speech with one last piece of advice.

“I urge you all to remember your parents, to phone home home often,” he said. “Thank you.”

Garland wasn’t the last speaker.

Thea Gonzales, the designated speaker for the Class of 2016, echoed the previous speakers in saying that, while the graduates will probably face setbacks and failures, it’s what they do next that matters.

“What I wish for the class of 2016 is inner strength – that, in the middle of our heartbreaking failure, we have hope,” she said.

Mark Sproat, president of the District 219 Board of Education, urged the students to aim high – even if the obstacles they face may seem insurmountable.

Shortly afterwards, the diploma presentations got underway. In spite of the fears of rain, it went without a hitch. But the entire stadium went silent when the mother of senior Amanda Vlamkis, who died in a Metra accident Feb. 26, came up to accept the diploma on her daughter’s behalf. Everyone on stage went up to hug her, the graduates stood up.

Garland shook hands with many students that got up on the stage, and he posed for pictures with some students after the ceremony ended.

The graduation attendees who spoke to the Bugle said having such a prominent alumnus speak at the ceremony was exciting and impressive.

“It’s an exciting thing for the students of Niles to experience someone who’s been nominated for the Supreme Court and who’s been walking [Niles West] halls,” said Monica Brown, of Niles. “It’s encouraging them to see that anything is possible.”

“It’s very exciting,” said Dan O’Shaughnessy, also of Niles. “It’s a privilege and an hour to have the Supreme Court nominee Merrick Garland in our presence.”

MaineStreamers honor seniors at birthday bash Maine Township’s MaineStreamers senior division hosts 90th birthday celebration Maine Township’s 15th annual 90plus Birthday Celebration recently honored the lives of those 90 years old or older with flowers, photos, entertainment and a nice lunch at Chateau Ritz in Niles.

More than 125 participants, as well as friends and family, attended the event on May 25. It was hosted by Maine Township’s MaineStreamers senior division.

Each participant was presented with a flower upon arrival and had his or her photo taken with Maine

Township Supervisor Carol Teschky.

Later, participants enjoyed lunch with birthday cake and ice cream.

Entertainment was provided by children from A Mother’s Touch kindergarten class from Des Plaines.

Summit of Uptown Retirement Community and Assisted Living of Park Ridge sponsored the flowers and cake.

The oldest participants were 102 and 101 years old. There were also three participants celebrating their 100th birthday.
