Council to decide about ordinances Committee of the Whole agreed to vote whether or not to opt out of Cook County’s minimum wage increase, sick leave mandate

The Park Ridge Finance & Budget Committee of the Whole agreed to vote whether or not to opt out of the Cook County’s minimum wage increase and sick leave mandate during the city council meeting.

The move came on May 22, a day that Village of Morton Grove Board of Trustees decided to post-

pone the final vote on the issue.

A day later, the Village of Niles Board of Trustees voted 4-2 to opt out, and the alternative minimum wage increase proposed

by Niles mayor Andrew Przybylo was voted down 2-4. While a survey of the Park Ridge Chamber of Commerce revealed that city businesses were split 50/50 on the issue, residents and business owners that spoke during the May 22 meeting overwhelmingly supported the opt-out.

MORE INFO As a home rule municipality, Park Ridge has a right to opt out of both ordinances. The city council has held off making the decision until it got feedback from the Park Ridge Chamber of Commerce.

As previously reported by the Bugle in October 2016, the Cook County Board of Commissioners approved an ordinance that would gradually increase the minimum wage over the next three years from the current Illinois minimum wage of $8.25 an hour.

On July 1, 2017, it will increase to $10 an hour. It will then increase to $11 an hour in July 2018, $12 an hour in July 2019 and $13 an hour in July 2020.

The move came as the Chicago City Council approved its own multi-year minimum wage increase on Dec. 2, 2014. It went up to $10 on July 1, 2015 and $10.50 on July 1, 2016. It will go up to $11 on July 2017 and continue to increase by a dollar until 2019. From 2020 onward, it would increase by 2.5 percent or by the increase in the Consumer Price Index – whichever is greater, though there would be no increase if the unemployment rate grows about 8.5 percent.

The county paid sick leave ordinance, which the county board approved on Oct. 5, 2016, requires employers to give any employees that worked at least 80 hours within a 120 day period one hour of paid sick leave for every 40 hours worked. They may not earn more than 40 hours per year. Like the minimum wage ordinance, it will take effect on July 1, 2017 – the same date as a similar City of Chicago ordinance takes effect.

As a home rule municipality, Park Ridge has a right to opt out of both ordinances. The city council has held off making the decision until it got feedback from the Park Ridge Chamber of Commerce.

According to the report presented by city Human Resources Manager Mike Suppan during the May 22 meeting, Gail Haller, the chamber’s Executive Director, surveyed the members and found that they were evenly split on the issue. The ones closer to Chicago

were already paying higher-thanminimum wages in order to be able to attract and retain employees. The ones further away tended to support opting out.

The report made no mention of businesses located near unincorporated Maine Township. Townships are not home rule entities and, as such, cannot opt out, so minimum wages for businesses in unincorporated areas would increase automatically.

Suppan also noted that while ordinances don’t apply to employees who work for municipal entities such as cities, villages, townships, park districts and libraries don’t have to apply minimumwage increases to their employees, school districts are in more of a gray area. City Attorney Julie Tappendorf explained that it has to do with the way the ordinances are phrased.

“The school districts appear not to be exempt at least from the sick leave law, because it exempts units of local government and the state constitution says that a school district is not a unit of local government,” she said. “Sol by that interpretation, the school districts in Cook County would have to comply with the sick leave law -- at least with the sick leave and maybe even with the minimum wage ordinance.”

Suppan said that the two school districts that serve Park Ridge – Park Ridge-Niles District 64 and Maine Township High School District 2017 – both sent letters asking the city to opt out of the two ordinances.

City Manager Joe Gilmore mentioned that Park Ridge Park District urged the city to opt out as well.

“Even though they weren’t directly impacted by it, they felt that the ripple effect by requiring surrounding businesses to pay higher would impact them, kind of compel them to also have to pay a higher rate,” he said.

Ald. Gail Wilkening (3rd) felt that the minimum wage increase was unnecessary.

“It seems to me that, in my estimation, the market will decide what we need to pay people,” she said. “If the people that live closer to Chicago have to pay more for better employees, then they will do so. I think we have enough [of] the government meddle – [even

though] the rest of us who are government here - and we should let the market decide.”

John Bredemann, owner of Bredemann Chevrolet and Toyota dealerships, which have locations in Park Ridge and Glenview, urged the aldermen to opt out.

“These proposed Cook County ordinances failed to take into consideration other high-value parts of employee compensation packages, like subsidized healthcare insurance benefits, subsidized 401(k) plans with company matches, paid job training, and paid vacations, which we do for all our employees,” he said.

Bredemann argued that the increase would force his company to cut back part-time jobs.

“We hire a lot of high school kids in the summer and after hours,” he said. “[The increase] makes it unaffordable for us to hold on to them. It would require us to cut back on non-essential full-time jobs that we currently have, cutbacks on overtime at time-and-ahalf also would happen. At $9 an hour, you’re looking at $13.50 for overtime. At $13 an hour, you’re looking at an $18.50 per hour at overtime.”

Therapeutic Massage, said that his employees’ salaries wouldn’t be affected by the ordinances – but he still urged the city to opt-out, saying that the increase should be state-wide.

“And as a matter of fairness, you know, minimum wage and requirements on sick time should be the domain of the state so that it can be spread evenly all across employers,” he said.

Resident Joan Sandrik, who frequently attends Park Ridge government meetings, echoed Wilkening.

“I am getting a little tired of Ms. Preckwinkle and her band of merry commissioners levying taxes on us,” she said. “I think it is up to individual employers to determine what works for them and their business, and I see no merit to staying in with this.”

After the testimony wrapped up, the aldermen asked the staff to prepare the opt-out ordinances. The first of the two reading is currently scheduled for the June 5 City Council meeting – which took place after this issue’s print deadline.

Interfaith event calls for action, unity Speakers put emphasis on working toward greater good, stronger community

For the past four years, Morton Grove’s Muslim Education Center invited people of all religions to attend an interfaith dinner.

This year, speakers and guests were invited to reflect on the significance of the act of fasting, and generally abstaining from certain comforts for the sake of a higher purpose. But while the topic was challenging, the event was optimistic in tone. The speakers put emphasis on working toward the greater good and building a stronger community.

The annual interfaith gathering always takes place some time during Ramadan – the ninth month of the Islamic calendar. Muslims believe that this is the month when prophet Muhammad received the divine revelations that would make up Quran. Throughout the month, Muslims fast from sunrise to sunset. After the sun sets, they break their fast with water and dates, pray and then get together for a post-fasting meal called Iftar.

Because Muslim religious observances are based on the lunar calendar rather than the Gregorian calendar, Ramadan is celebrated during a different stretch of time every year. This year, it falls between May 26 and June 24, and the interfaith gathering was scheduled on May 30. As in the past, the bunk of the event took place in the evening before sunset. Guests are invited to watch the evening prayer and take part in iftar afterwords.

Dr. Rasha Ali, who served as the emcee for the evening, noted that, this year, Shavuot – a Jewish holiday that marks the period when the Torah was revealed to the Jewish people – fell on the evening of May 30, so she especially appreciated all of the Jews who chose to attend the event.

The topic of discussion is different every year, but it always deals with some principle of faith. This year, the topic was fasting. Ali said that, while the details vary, it is a tradition that is found in all religions.

“Tonight, our goal at the [Muslim Community Center] is this – to

invite you to reflect on our common tradition of fasting, and by extension the quest for spiritual redemption,” she said.

Rabbi Rachel Mikvak, the director of the Center for Jewish, Christian & Islamic Studies at the Chicago Theological Seminary, was the first to speak. She summarized with Book of Ruth, a book of Torah that is traditionally read during Shavuot. It is the story of a Jewish woman named Naomi and her daughter-in-law, Ruth, who remained a loyal companion to her mother-in-law even after her husband died. As Mikvak saw it, the story offered a lesson in selfless compassion.

“We don’t build a strong community by simply offering others what they feel they’ve earned, but by accepting loving kindness,” she said.

Van Gilmer, the music director at Wilmette’s Baha’i House of Worship – Baha’i Faith’s only temple on the North American continent – stuck closer to the theme. He explained that, before converting to the faith, he grew up a Christian, and the church he and his family belonged to didn’t practice fasting. When he did convert, he originally had reservations about fasting, but he came to appreciate it “Fasting is wonderful,” Gilmer said. “I think all of us who do it – we find a lot of strength connecting to God.” Tahera Ahmed, a Muslim associate chaplain and the director of Interfaith Engagement at the Northwestern University, reflected that, growing up in Morton Grove, her faith wasn’t much of an issue until September 11, 2001 terrorist attacks. She faced insults, and one “young man” tore off her headscarf and spat on her. Not all of Ahmed’s experiences were negative – she recalled when a customer at the pharmacy where she worked after school refused to accept medicine from a Muslim, her boss politely told the customer that she was no longer welcome in his store.

“He said – ‘Tahera, I tell you, as a young Jewish boy in the South, I grew up in fear, and I don’t want you to grow up in fear,’” Ahmed recalled.

riences shook her faith. On the advice of her mentor, she tried to reconnect to the fundamentals.

That’s when she came to appreciate the spiritual significance of fasting.

“The question I have for you [is] – whose voices are we not listening to?” Ahmed said. “Giving up food allows us to reconnect with the voices we have been ignoring.”

Rev. Jeffrey Brown, a senior pastor at the Winnetka Congregational Church, addressed the topic by discussing how a group of teens from his church went on a mission to build homes in New Orleans, which, 13 years later, still hasn’t fully recovered from the ravages of Hurricane Katrina.

The trip happened during spring break, Brown said, so the teens gave up potential fun activities

for the sake of serving others. And once in New Orleans, they gave up certain comforts, such as having their own rooms. By the end of the trip, the group bonded the way Brown didn’t think would have been possible under regular circumstances.

“By the time we came back, we felt like a part of God’s community,” he said. “And what a blessing it was to witness that.”

Subal Das, the Vice President and Ashram Director of the International Society for Krishna Consciousness, said that, to him, fasting was a reminder that a body was just a vessel, a way the spiritual essence interacts with the physical world.

“Fasting means to disconnect for your material body and connect to your spiritual body,” Das said.

After the presentations, D.J. Kosiba, a social studies teacher at Niles West High School, led a group discussion. At each table, guests were asked to introduce themselves and write ideas for what concrete steps need to be taken “in order to build stronger communities.” Kosiba emphasized that they had to be specific ideas that could be worked toward. The guests them put up their post-it notes on paper bulletins on the meeting area’s walls.

“The more we come together in space like this to learn about each other, the stronger our commitment to each other gets,” he said.

Naushina Rahman, the member of the Muslim Education Center’s Interfaith and Outreach Committee, gave an update on the recently passed Morton Grove sanctuary village ordinance, thanking the village trustees for having “courage to do what’s right,” and thanking various organizations that supported the push for the ordinance.

The event ended with the iftar dinner – but not before Fr. Corey Brost, head of the Children of Abraham interfaith coalition, gave a closing prayer and a message of home.

An inclusive city moving closer to reality

BY DANIEL SMROKOWSKI BUGLE COLUMNIST | COLUMN: SPECIAL VOICES I was recently at the Village Hall in Clarendon Hills co-hosting an On The Table event with my friend Diane Compton, of Westmont. The event was an “Inclusive City” discussion with approximately 25 people both with and without disabilities. The Chicago Community Trust, a foundation that for the past 3-years has sponsored civic discussion groups, backed our particular On The Table program; bringing people together to discuss important events and issues in a fun way. Special Olympics also got involved in this On The Table program because it is celebrating Special Olympics’ 50th anniversary next year.

Diane and I were grateful for the opportunity to lead this On The Table dis-

cussion. This town hall-style meeting gave those of us in the disability community a place to talk about the need for inclusion in our towns, schools, jobs, and in the media.

Inclusion in our community means exposure for everyone to people with special needs.

“The fact that, whether you’re a regular education or special education teacher, the more you’re exposed to children with special needs you’re going to become more equipped and confident in your interaction with kids regardless of your certificate,” said Amy McCurry, of Clarendon Hills, and mother to Abbey, a middle school student diagnosed with Down syndrome.

“If Inclusion is successful, they [regular education teachers] are with those kiddos [individuals with special needs] as much as special education teachers.”

CHARLESTON — While his name sake may get all the attention in the sports world, Maine South sophomore Tommy Brady took his first step to making a name for himself over Memorial Day weekend in O’Brien Stadium on the campus of Eastern Illinois University.

Brady placed eighth in the 3200-meter run, posting a time of 9:18.43.

The race was won by Minooka’s Soren Knudsen, who completed the distance triple crown by winning the state cross country title as well as the 3200 and 1600 meter runs.

“This was a pretty cool experience with a lot of upper classmen to race,” Brady said. “I thought I would get a PR and I did.”

In his first race ever in the state meet, Brady said he now has the experience to help him along.

“This is good training for next year and the year after,” he said.

“It made me feel like some day I might be (winning state) and it convinces me to train harder.”

ges ran a 40.21 in the 300 intermediate hurdles, but did not advance, while senior Reese Jordan posted a time of 4:19.03 in the 1600 run.

“Those guys had one bad race all year,” Brady said. “They ran well all season. Our team had a lot of injuries, but we should be back next year. Our sophomore team was really good.”

Niles West senior Chris Erjavac ran the 100-meter high hurdles in 15.18, but did not advance to the finals. He also posted a time of 41.03 in the 300 intermediate hurdles.

Wolves junior Andrew Mykulyancych ran a 10.99 in the 100 dash and a 22.89 in the 200 and missed advancing in both.

Niles West senior Frankie Santa ran 1:59.06 in the 800 prelims.

The Niles West 4x400 relay team of Erjavac, Nikko Dominguez, Emmanuel Rivera and Santa ran a 3:28.16 on Friday.

In the pole vault, Niles West senior Steve Ho cleared 13-feet and Maine East senior Jacob Danyal missed on the opening height.

In our schools and jobs and also in the media, whether in film, television, radio, or podcast, those of us with disabilities are often not seen, and if we are, we are not always portrayed in a positive light.

Gradually, however, the inclusion of those of us with disabilities is beginning to change for the better. The general public is beginning to see the joy and the whole gamut of human experience on the faces of those who are diagnosed with disabilities.

docuseries, “Born This Way,” is becoming an incredibly powerful platform for advocacy. Beginning three weeks ago, “Born This Way” premiered its third season on the A&E television network, and is showing, through the power of stories, the inclusion of the disability community in our mainstream community.

This television show breaks new ground as being one of the first reality docuseries to feature people with intellectual disabilities. The show centers around seven young adults with Down syndrome as they follow their passions and lifelong dreams, explore friendships, romantic relationships, and work, all while defying society’s expectations of them. This show also gives their families the opportunity to talk about the joy and challenges their young adult with Down syndrome brings to their families and

communities as a whole. The racially diverse cast includes: Elena, Megan, Steven, Sean, Rachel, Cristina, and John.

“Born This Way” is not just a show about and for adults with Down syndrome. People with any disability and those without can relate to the show. Kris Bomgaars and her daughter, cast member Megan, told me that everyone from medical professionals to legislators to restaurant workers and everyone in-between is watching this show.

“I had someone say to me once ‘I didn’t know I could have a conversation with someone who had Down syndrome’” said Kris Bomgaars. “And oh my gosh, are you kidding me I can’t get her [Megan] to stop having conversations.”

The stories like the ones shown on “Born This Way” or that of my friend Abbey McCurry being included in regular classrooms are

why inclusion matters.

These stories show us how are inclusion in our towns, schools, and media should be.

Independent living is one of many storylines that viewers see on this current season of “Born This Way.” This past fall, I sat down virtually with Cristina Sanz and her dad Mariano, of Long Beach, Calif. and stars of Born This Way. Cristina and Mariano told me about one of her dreams that she would like viewers to see in season 3. Cristina would like to learn how to live independently in her own apartment.

Within the first few episodes of Season 3, we begin to see Cristina well on her way to accomplishing this skill of independent living.

I had the opportunity to speak with others of this incredible cast of “Born This Way” on my own radio show program, Special Chronicles, and in getting to know this diverse group of young adults with Down syndrome, I feel like we could be great friends.

One of the stars, Steven Clark, was diagnosed with Mosaic Down syndrome, a rare form of Down syndrome that differs from the Down syndrome diagnosis that many of his cast-mates have. In addition to starring on “Born This

Way,” Steven is a huge fan of movies.

He has binders filled with movies he’s seen and wants to see, he plays Challenger baseball, and he hopes to someday try competing in more sports within Special Olympics.

“Not only is it [Born This Way] a docuseries, it’s our lives,” said Steven. “You’ve got to have a narrative, you’ve got to have a story.”

Age is no reason to adjust Baby Steps

DEAR DAVE, My husband and I are in our 50s, and we have just $12,000 to pay off before we’re debt-free. We’ve paid off almost $70,000 in debt in the last two years. We would like to buy a house soon, but we know we also need an emergency fund. It would take us almost a year to build up an emergency fund, so should we make adjustments to the Baby Steps since we’re getting older?

DAWN DEAR DAWN, No! It shouldn’t take you two a year to build up an emergency fund considering the rate at which you’ve been paying off debt. You need a fully funded emergency

fund or three to six months of expenses set aside before you start saving for a down payment on a home.

You’ve been making great progress, and you obviously have a good income to be able to pay off debt that quickly. Maybe in your case you could lean a little more toward the three-month side with your emergency fund before you start saving for a house. Then, after you’re all moved in, you could revisit the emergency fund and beef it up to six months.

Just stay on course and stick with the plan, Dawn. Fifty isn’t old.

You two have plenty of time to get your finances in order, find a great home, and look forward to many great years ahead!

We just started your plan to get out of debt and take better control of our finances. When we get to Baby Step 5, which is saving for college, can we substitute that with saving for a wedding?

DEAR BOB, That would be fine. I’m glad you’re thinking ahead. It’s always a good idea to save toward a wedding if you have the financial resources to do so, because weddings are real and they’re coming.

The average wedding in America today runs around $35,000. Of course, you don’t have to pay anywhere near that amount to make it a beautiful occasion. Your household income, debt, savings and other factors will all play into how much you can afford.

Just remember to pay cash for the wedding, Bob. If you have to go into

debt to make it happen, then you’re talking about too much money. It’s as simple as that. Crunch the numbers with your wife, and see what you two can handle.

And remember, there’s absolutely no correlation between the cost of a wedding and the success of the relationship!
