Moody’s removes ‘negative outlook’ from Park Ridge credit rating Aa2 rating reflects Park Ridge’s stabilizing, moderately sized tax base

Moody’s Investors Service recently affirmed the city of Park Ridge’s existing general obligation tax rating at Aa2 for $39.1 million of Moody’s rated debt.

Although the rating remained the same, Moody’s removed the “negative outlook” imposed in 2012, when it downgraded the city’s rating from Aa1. That negative outlook had raised the possibility of further rating downgrades.

The city said an Aa2 rating reflects Park Ridge’s stabilizing, moderately sized tax base with an affluent demographic profile; improved financial position characterized by recent operating surpluses and healthy reserves; manageable debt burden; and above average pension liabilities.

“There is still plenty of work to be done, however, the removal of the negative outlook by Moody’s

is affirmation that the city is moving in the right direction financially,” Acting City Manager Joe Gilmore said. “Under the direction of the city council, with hard work from city staff and the support of the community, we now have a solid financial base to build upon.”

The city said the positive action by Moody’s is the product of a financial philosophy introduced by late Mayor Dave Schmidt and carried forward by the city council. That philosophy combined prudent austerity with reasonable tax and fee increases.

“This is a hard-fought win for the entire city and all of its people, stretching from city hall to the city’s borders.” Acting Mayor Marty Maloney said. “Our next goal is to raise the rating itself.”

The good news was not without lingering concerns by Moody’s over possible weakening of the city’s tax base valuation (property values), excessive spending that would reduce the fund balances that have been rebuilt with operating surpluses, and a growth in the city’s debt or pension burden.

Park Ridge woman appointed to Illinois Lottery Control Board Governor appoints Haydee Olinger A Park Ridge resident with more than 30 years of experience in compliance matters has been appointed to the Illinois Lottery Control Board.

Last week, Gov. Bruce Rauner appointed Haydee Olinger to the board. Currently, she is the corporate vice president and global chief compliance officer at McDonald’s.

Olinger has worked to develop a companywide compliance and ethics program to manage the company’s risks and curb potential violations. She has

worked at the company for more than 30 years, previously as the general counsel of the Great Lakes region and the general counsel of the Latin America region.

Additionally, Olinger is a member of various civic and professional organizations, including the DePaul University Institute for Business and Professional Ethics, the Society of Corporate Compliance and Ethics/Healthcare Compliance Association, the National Hispana Leadership Institute, and Catholic Charities, among others. Olinger earned her bachelor’s and law degrees from DePaul University.

She earned a master’s degree in leadership and business ethics from Duquesne University.

Interfaith panel reflects on Orlando shooting Muslim Education Center brings religious leaders together to urge religious unity

The deadly shooting at Orlando’s Pulse nightclub June 12 cast a heavy shadow over an interfaith panel that met at Morton Grove’s Muslim Education Center two days later.

A moment of silence in memory of the victims was held before the conversation began. The center has been hosting the panel for the past four years as part of its regular interfaith outreach efforts. This year’s panel was planned months in advance, and it was supposed to focus on how different religions view social justice. And while social justice was still a major topic, the panelists also emphasized how their faiths denounce murder.

The topic of the panel is different every year, but it always deals with some principle of faith. The panelists come from Morton Grove and other nearby towns. This year, the participants were Rabbi Samuel Gordon of Wilmette’s Sukkat Shalom congregation; Pastor Elizabeth Jones of Morton Grove’s St. Luke’s Christian Community Church; Inamuel Haq, an Islamic educator; Gaurav Singh, a Sikh civil rights educator and public speaker; and Shayda Safapour, a Baha’i Faith representative at the Council of Religious Leaders of Metropolitan Chicago.

This year’s panel was planned long before the Orlando shooting.

In the wake of the event, Sarwar Nasir, president of the Muslim Community Center of Chicago – the education center’s parent organization – issued a statement condemning the incident.

“MCC condemns the killings and express condolences to victims’ families,” he wrote. “As Muslims, we believe that this kind of hatred, terror and killing is completely contrary to the teachings of Islam and is explicitly condemned. It is basic right of every human being to live free from violence, harassment or intimidation.”

The statement also noted that the center was increasing security.

During the panel, two security officers were stationed by the main building entrance.

In her opening remarks, moderator Donelle Bergeson – a former Christian who converted to Islam - addressed the tragedy right off the bat.

“In light of the recent tragic events, [social justice] is indeed a topic in all of our hearts,” she said.

“As a community, we are all horrified and saddened by the deaths of 49 innocent people. It could have been our friends. It could have been our family.”

Bergeson noted that Quran Verse 5:32 condemns the killing of innocent people.

Gordon said the tragedy makes events like this all the more important.

“The ability to come together and fight against discrimination, especially after Orlando, is so important,” he said.

Gordon added that his faith requires Jews to emulate God in their daily lives – and, caring for others is a big part of that.

“We are to be holy as God is holy by understanding that our neighbor is also a child of God,” he said.

“Sharing divine breath with each other, loving our neighbors as we love ourselves – only through that we can be holy.”

The rabbi also said the Jewish experience of being Egyptian slaves allows them to be empathetic to other people who were similarly opressed. “[The Torah] never says ‘you were a slave in Egypt, therefore hate the Egyptian,’” he said.

Jones shared the story of Jesus,

saying that as a citizen of a country occupied by a foreign power, Jesus knew what it was like to be oppressed and his care for outcasts reflected that.

“Rabbi Jesus knew what it’s like to be oppressed,” she said. “He went out of his way to approach the tax collectors, loose women, prostitutes and lepers. In Mathew 25, he urged his followers to do the same thing.”

Jones added that a person can’t be a Christian unless they love their fellow human beings.

“Jesus made his greatest command into a two-part command – love God, love others,” she said. “These are two parts of the same coin.”

Haq said faith can’t coexist with injustice and oppression, and caring for fellow human beings is an integral part of Islam.

“The idea of faith cannot be separated from human concerns and our responsibility to human beings,” he said. “We don’t find the presence of God in some extreme rituals – we find the presence of God in love and mercy.”

Haq also noted that Zakat – the idea that, so long as Muslims have money to spare, they must give a portion of their income to help the less fortunate members of their community – is one of his faith’s five pillars.

Safapour began her speech by saying that in spite of the recent events, her faith gives her reasons to hope.

“Looking at the world today, we are amazed at how little progress we made in the field of unity and social justice,” she said. “I hope to give you reasons why Baha’i are still optimistic about the future.”

As Safapour noted, the Baha’i faith teaches that Judaism, Christianity, Islam, Hinduism and Buddhism all came from the same divine source, with its holy figures teaching whatever was appropriate for that particular time and place. Bahá’u’lláh, the founder of the Baha’i faith, brought the final revelation – that all religions must unite to bring peace and harmony.

Just as faith evolved over time, Safapoursaidhumanunderstanding of justice should evolve, as well.

Library to join Illinois Municipal Retirement Fund Path to Illinois Municipal Retirement Fund took many twists and turns for board

With a 5-1 vote, the Niles Public Library Board of Trustees voted to join the Illinois Municipal Retirement Fund.

The board has discussed the possibility of joining the IMRF for the past few years, though the idea didn’t start to gain traction until the April 2015 election. It saw two trustees who opposed joining the pension plan – thenboard President Morgan Dubiel and secretary Chris Ball – lose to newcomers Tim Spadoni and Patti Rozanski. Over the past few months, the board reviewed several retirement options, including the IMRF, a 401(a) plan and a hybrid plan.

On June 15, the board met to decide whether to stick with the

plan it already had or choose one of the alternatives. As trustee after trustee spoke, it was clear that the majority favored the IMRF, arguing that it would help the library recruit and retain employees.

Trustee Carolyn Drblik was the only trustee who spoke out against the state option, arguing that the fact that the fund would set the library’s contribution levels would hurt it in the long run. She also said she was concerned that once an employee joins the fund, there is no way to leave it.

The path to IMRF took many twists and turns. On March 12, 2015, Dubiel held a special meeting where the board passed a resolution requiring the library to do three readings before voting to join IMRF. Any change to this policy also needed to go through three readings in order to pass.

Ryan and Dimond subsequently complained that Dubiel didn’t consult them on a meeting time.

After Dubiel and Ball lost their reelection bids in April 2015 and new trustees were sworn in, the library board began the process to repeal the special procedures. During an Aug. 19 meeting, the board voted 6-1 to remove the changes.

Over the next few months, the

board heard presentations about the library’s current retirement plan, as well as possible alternatives. As previously reported by the Bugle, the library had a retirement plan similar to a 401(k), where employees could choose to invest 7.5 percent of their salary, take all of that amount as additional salary or choose some combination of the two.

Under the IMRF, employees contribute 4.5 percent of their salary toward retirement. The library contribution is determined by a complex set of factors, including investment returns, how many members are likely to retire and salary increases.

The 401(a) plan would have raised the library contribution to 10 percent, but it would have also required the employees to contribute 4.5 percent. The hybrid plan would have kept the library contribution the same, but employees would have been able to make additional contributions that the library would have had to match up to 5 percent of the employee’s

salary.

As the board began discussing retirement plans during the June 15 meeting, business manager Greg Prtiz reviewed the options.

He explained that the board was considering the switch because, compared to other libraries in the region, the Niles Library has the lowest retirement benefits. Even the two other libraries that aren’t part of the IMRF – Lincolnwood Public Library and Schaumburg Public Library – offer higher benefits. According to Pritz, this made it harder for the library to hire employees, as well as to keep employees who would prefer to work at a library that’s part of IMRF. In the run-up to the June 15 meeting, the library surveyed its employees to get feedback.

When asked whether the library’s retirement plan would influence their decision to continue working there, 60.71 percent answered “no,” 30.38 percent answered “yes”

The Niles Police Department said the juvenile victim and her father reported the assault June 13. They told investigators that Hanna, who knew the victim, was driving the victim home in a 2009 Mitsubishi sports car on the night of the incident.

According to the department, Hanna parked the vehicle in the 7200 block of Lill Street, locked

several times, before forcing her to perform a sex act. Police said Hanna implied to the victim that he had a knife.

“The offender took several photographs of the victim using his cellphone after the sex act was completed,” the police department said in a news release. “Later, the offender began sending text messages to the victim’s cellphone threatening to ‘blackmail’ her with the photographs.”

By John Mulroe State Senator | 10th District The day after the legislative session ended, the governor began an organized campaign tour over 10 cities to decry the efforts of the legislature and place all blame at the feet of the Democrats. It is my opinion that we are all equally responsible in the situation.

We passed a number of budget measures and the governor has vetoed all but one, calling them out of balance and saying that “all Democrats want is a tax increase.”

Let me be the first to say that I don’t want a tax increase, and neither do the people I represent. They do,

however, want a balanced budget that provides for the essentials of state government.

So, what I want to say to Gov. Rauner is this: “Show us your cuts.”

For the second year in a row, you have accused the legislature of not living up to its constitutional duties, while you have likewise failed in that task.

So, show us your cuts.

Ninety percent of the budget appropriations are either required by consent decree, court order,

state statute or federal mandate.

100 percent of our current revenues (taxes) cover 90 percent of our current expenses (appropriations). So, what of the remaining 10 percent would you cut? That 10 percent includes higher education and other social service programs.

The General Assembly has sent budgets that we view to be socially responsible. If the governor does not agree, then it is well past time for him to indicate where he feels cuts should be made. I call on him to aid us in the cuts that need to be made. Does the governor want to cut higher education? Does the governor want to cut services to our elderly or disabled?

Show us your cuts, governor.

If you don’t agree with our ideas on what it should look like, then get off of the road and join us at the table.

The entire state is waiting. Don’t let our most vulnerable wait in vain.

And if you can’t cut the costs, where’s your plan to pay for them?

Staff recognized for editorial, advertising, sports categories By voyager Media Staff The Bugle, Enterprise and Sentinel newspapers took home numerous awards during the annual Illinois Press Association convention and awards ceremony, held June 8-10 in Springfield.

Voyager Media’s editorial staff won 13 awards in categories recognizing best school board coverage and government beat reporting, among others; the advertising department added another 14 awards in categories such as ad design and niche publications.

Among the top honors for the editorial department was a first place award for Best Special Section.

The award recognized a one-time

special insert published along with the Aug. 27 issues of the Joliet Bugle, Shorewood Sentinel and Plainfield Enterprise commemorating the 25th anniversary of the 1990 Plainfield tornado.

“Where We Stand: Remembering the 1990 Tornado 25 Years Later” explored the myriad ways Plainfield and nearby towns came together following the deadly storm to rebuild structures, re-establish a new sense of community and ultimately remember the 8 minutes in August that transformed the area. Judges commented that, “This section does a wonderful job of recapping what happens, honoring those who suffered, and providing info for the present and the future.”

Another of the paper’s first-place awards was for Best Original Column.

Daniel Smrokowski won the award for his monthly ”Special Voices” column, in which Smrokowski shares the unique stories of area residents with different intellectual and developmental disabilities, as well as

updates on Special Olympics Illinois.

Judges said his column was “inspiring and generally well written.”

Niles area reporter Igor Studenkov also took top honors, receiving a first place award for Government Beat Reporting and a second place award for Best School Board Coverage.

Guided by a commitment to provide its online readers with the same highquality news content, Voyager Media’s editorial staff received a second-place award in the Best Website category for www.buglenewspapers.com. Judges said the website was a “close second” and described it as “a good site” that is easy to view and navigate.

Additionally, the sports department won third place for the Plainfield Enterprise sports section.

Fifty-nine newspapers submitted nearly 900 contest entries for the competition.

The Illinois Press Association represents 450 daily and non daily newspapers. Its headquarters are in Springfield.

Mistwood redesign completed with finished clubhouse

Anyone that lives in the Will County area and has driven down Renwick Road in Romeoville has without a doubt witnessed the evolution of Mistwood Golf Club.

Those who just drive by on occasion or one time will see beautiful buildings from the road and a peek at the golf course that lies behind them.

However, it is not until you park your car in the parking lot and walk past the bag drop do you really realize the amazing facility that lies 45 minutes outside of Chicago.

Over the last few years the golf course itself was redesigned and a state-of-the art Performance Center was built.

Now, the next phase is complete and it is the most obvious to the passer by.

Settled closest to the road is the newest building that houses The Great Hall and McWethy’s Tavern.

The Hall is a venue that can host functions from weddings, fundraisers or a corporate meeting and can accommodate from up to 220 people – more with tenting options.

Sharing a building with the Great Hall is McWethy’s – a Tavern that offers a full menu with something for everyone. It can be a great place to eat after

playing 18 holes or just a place to go for a nice meal.

While McWethy’s does allow the non golfers to enjoy the ambiance of Mistwood without teeing up a single shot – golf is still the name of the game at Mistwood – and what golf it has.

The round starts with a 395 yard par-4 that makes you think right off the bat as the hole offers a split fairway with a creek that offers players options on how to attack the tee shot. A good approach is also critical as bunkers on the sides and behind the green wait for a bad shot.

The second hole is a slightly shorter par-4 that features a wide fairway, but also has a pair of stacked sod bunkers in the middle that players must navigate to score well.

Hole 3 is the first par-5 on the course and the first time water comes into play and it is also the first of several chances you get to play while looking into the stunning architecture. Long hitters can reach the green in 2, but an undulating green makes it a difficult putt once you are there.

Number 4 is a 400-plus yard par 4 that features rolling hills and more stacked sod bunkers, while 5 is another medium range par 4 that again sees water come into play.

This 240-yard hole plays downhill with Loch St. James, the largest body of water on the course, scaring players from taking a club up.

The front nine ends with a 600yard par-5 on No. 8 that again brings the large loch into play.

The hole was dubbed “one of the top par 5s in the country” by Dan Jenkins from Golf Digest. It is followed by a 180-yard par-3 that again brings the clubhouse into sight.

After grabbing a quick sandwich and a drink at the turn, players are treated to a short par-4 to open the back nine. Like many holes on the course, this is another risk/reward hole that could offer players a nice way to open the second half of the round.

Number 11 is also a hole that could yield a birdie for hitters that can get the ball out into the fairway and take advantage of the 440-yard par-4.

Hole 12 is another midrange par 4 with water on one side and

a separating the fairway. The approach shot is key here as the deepest of all the stacked sod bunkers sits directly in the front center of the green all but daring players to challenge it.

Starting with 13, water becomes a nemesis as you complete your round.

Number 14 is a gorgeous par3 over the loch that requires a precise tee shot to avoid water and bunkers.

Local trio tabbed all-area; Dimovski earns POY

Having back-to-back seasons cut short due to ACL tears is a bit much for many athletes to come back from.

Not so for Downers Grove South’s Alexa Dimovski.

Not only did Dimovski come back from twice tearing her ACL earlier in her career with the Mustangs, she came back with a vengeance, scoring 26 goals and adding nine assists, the second straight-year she led the team in scoring.

Those accomplishments make

her the 2016 Voyager Media Soccer Player of the Year.

“It feels really great,” Dimovski said. “I was a lot stronger this year. I worked a lot harder from my junior to senior year. I did a lot of strength training and I really wanted to come back because of my love for soccer.”

June 13 is not the best day for Dimovski as she had ACL surgery on the exact same day two years in a row after her freshman and sophomore seasons.

However, she would not give up her dream of playing soccer.

“It was hard, especially the second time around knowing I had to come back from it again,”

she said. “It took a lot of hard work and commitment.”

Dimovski, a Division-II Maryville University recruit, also became more of a leader on the field in her senior campaign.

“This season Lexi really stepped into a leadership role and was a truly combative and skilled presence that demanded that the team match the same expectations she set for herself,” DGS coach Chris Hernandez said. “This is Lexi’s fourth season on varsity, but only her second completed season due to consecutive seasons with ACL injuries. Taking this into account Lexi’s career feats have been remarkable. There are few players who are as clutch as Lexi as nine of her 26 goals were gametying or game-winning. Lexi has moved into the top-10 in program history for career goals as well as goals scored in a season.”

TAYLOR BARZOWSKI The Maine South senior anchored the defense for the Hawks and was an all-conference and all-sectional selection.

“Taylor was our rock in the back,” Maine South coach JJ Crawford said. “She will be playing soccer next year at Minnesota State. She had the ability to mark the other teams best player out of games.

She was also the team’s emotional leader.”

ALYSE DUTCHER A senior defender for Downers North, Dutcher was an allconference and all-sectional selection this year.

“She is a senior captain on our team and was a major part of our 15 shutouts during our 14-6-1 season,” Downers North coach Bob Calder said. “She is a leader and exceptional defender that will be playing at the University of Indianapolis next year. We only allowed eight goals throughout the entire season because of her leadership, organization and skill in back.”

“Erin does a great job possessing the ball up top for us,” Central coach Ken Schoen said. “She is dangerous in 1v1 situations because she has fantastic skill on the ball and finishes well. She is also outstanding in the air as her 184 recorded headers this season attests. She also understands when her team needs her to drop back and help defend. Erin is the heart of our team.”

JAMIE HANSEN Hansen, a senior defender from Lockport, was an All-State player a year ago and finished this season with three goals and six assists.

“Jamie Hansen was an All-State player last year and she has grown tremendously as a player this year,” Lockport coach Todd Elkei said. “She has been the anchor of our defense for the past three years. As our center back she has dominated every game she has played in. Two of our losses and one tie came with Jamie out with an injury. I believe she is the top defender not only in our sectional, but in all of the games I have seen this year. Jamie has great speed, size, touch, and an ability to read plays before they happen. She constantly wins the ball 1 v 1.

There is a lot of talent in the room and often times defenders get overlooked, for her efforts game in and game out, and from what I have seen this year from other teams, Jamie deserves to be the number one player in the room.”

BROOKE JANECZEK Lockport senior tallied 10 goals and nine assists on the season.

“Brooke Janeczek is our most versatile player,” Elkei said.

“The strength of our team was our back three last year and we moved Brooke to try and create more offense. Brooke responded, playing away from her normal comfort zone, she has become the catalyst of our offense. She is a hardnosed player that works

“Nicole has meant a lot to the team in the way that teams had to make sure that they watched her which allowed for other players to get open for shots,” Niles West coach Brett Clish said. “Nichole is extremely quick and has good skill with the ball. She finished her career with 81 goals to smash the previous record.”

FRANCESCA MARCONI Downers North sophomore defender was a part of stingy defense that allowed just eight goals.

“Francesca was an AllConference player in the West Suburban Silver this year as well as all-sectional,” Calder said.

“She is an incredibly skilled soccer player who was a major part of our 15 shutouts during our 14-6-1 season. We only allowed eight goals throughout the entire season because of her leadership, organization and skill in back. When it is all said and done, I would be shocked if she was not a Division-I soccer player.”

Skilled players can reach the green in two, however, be cautious of the creek cutting across the end of the fairway on your second shot.

“Madison was a rock in the back line for us all season,” South coach Dave Brown said.

“She consistently kept our team organized defensively and shut down the opposition’s attacking options.”

NATALIA PINTO Downers South senior finished with 17 goals and 15 assists.

“This is Natalia’s third season on varsity and her second as captain,” Hernandez said. “Natalia Natalia is very skilled with the ball at her feet and has the ability to turn in tight spaces. This, along with her vision allows Natalia to be a highly effective player. Natalia’s leadership both on and off the field will definitely be missed next season.”

AUTUMN RASMUSSEN A four-year varsity player from Downers South, Rasmussen concluded her career with 17 goals and 15 assists.

“Her versatility is an immediate indication of her ability as a player,” Hernandez said. “She has registered six game-winning goals and produced four game-

trouble Parking Niles Township High School District forced to reevaluate plan to park school buses in Niles

With the 2016-17 school year just two months away, Niles Township High School District 219 is working to make sure it has a space to park its school buses.

In April 2015, the district ended its contract with the Evanstonbased school bus company Positive Connections over what officials described as deteriorating quality of service. Instead of getting another contractor to provide both buses and drivers, District 219 purchased its own buses and contracted Cincinnati-based First Student to operate them.

The district was temporarily allowed to park those buses at Niles West High School, with an understanding that it would find a more permanent facility.

District 219 bought land in Niles industrial district hoping to turn it into a permanent space to park its buses. But when district officials went before the Niles Plan Commission, village officials and

commission members expressed concerns about the site’s potential impact on traffic.

Now, the district must figure out whether it can park some of the buses in Skokie before the commission’s next meeting.

Eric Trimberger, the district’s assistant superintendent of business, told the Bugle that Positive Connections’ service was “hit-or-miss” until the 2014-15 school year, when complaints that buses were arriving too late reached a fever pitch. The district couldn’t cancel the contract before the year was over, but it promised to find another alternative before the next school year began.

The problem, according to Trimberger, was that even the lowest bids came back much higher than what the district was prepared to spend. Bidders would have to build a bus storage facility from scratch. Because Illinois law requires school districts to rebid bus contracts once every three years, the company that won the bid could wind up spending a large sum of money on something they

wouldn’t need a few years later.

Trimberger explained that the bids were high because companies wanted to minimize the financial risk.

“District 219 [decided] to buy 55 brand-new school buses, and then buy property somewhere within the Niles Township to build a bus terminal,” he said. “And then, we’ll hire a company to operate the buses. So, the contractor wouldn’t have to make a capital investment.”

But the district quickly discovered that the schools were zoned as residential properties, and the village of Skokie’s zoning code didn’t allow school buses to be parked in residential areas.

The Skokie Village Board issued a temporary one-year permit to house the buses at Niles West, giving District 219 time to find a more permanent site.

The district wound up buying two adjacent lots in Niles’s industrial district – one at 6119 Howard St. and 6100-6140 Gross Point Road.

The land is located near a complex intersection between Howard Street, Gross Point Road and Leigh Avenue. Lehigh runs alongside railroad tracks used by Metra’s Milwaukee District North Line, as

In addition to the 55 buses used

by District 219, the site would store 20 buses that would be used by several of its feeder school districts that also have contracts with First Student – Culver School District 71, Morton Grove School District 70 and Lincolnwood School District 74. Trimberger said some buses would be shared between the districts.

Because school bus storage facilities are considered a special use, the Niles Plan Commission and Niles Village Board have to grant approval.

District 219 went before the plan commission June 6.

According to village documents, village engineer Tom Powers had major concerns about traffic during rush hours and buses coming in and out of the facility. To get a better idea of how the traffic would be impacted, the village contracted Rosemont-based KLOA Inc. to review the district’s traffic study.

The firm determined that the study underestimated the traffic volume. In a memo to the village, KLOA also wrote that it had concerns about having so many buses cross railroad tracks.

“Having so many school buses cross an active railroad track is not conducive to safe and efficient traffic flow and should be avoided whenever possible,” the firm wrote.

“The surge of buses crossing the railroad tracks coupled with the fact that buses, by law, have to stop ahead of the tracks before crossing them would have a significant impact on the traffic flow and safety of the adjacent intersections.”

In a May 16 memo, Powers wrote that KLOA’s study confirmed his misgivings.

“Based on the findings of KLOA, the village engineering staff cannot support the bus terminal at this location,” he wrote. “We feel that further analysis of traffic impacts would be unnecessary, as this is not the right location for the facility.”

The plan commission ultimately decided to table the application until its next meeting, scheduled for the first week of July. This would give District 219 time to find a way to negotiate with the village of Skokie to see if there was a way that some of the buses could be stored at District 219 schools.

Trimberger said the district will be talking to the village next week.

Because District 219 is legally required to bus its students, it doesn’t have many other options.

“The school district has a statutory obligation to bus children,” Trimberger said. “We will have to work with the village of Niles and the village of Skokie to come up with a solution.”

BBB reminds to give wisely to Orlando tragedy Consumers can search BBB database of accredited businesses and charities In the wake of the largest mass shooting in U.S. history, the Central Florida Better Business Bureau and the BBB Wise Giving Alliance are cautioning donors to be alert to potential red flags in fundraising for Orlando victims and their families.

As the national charity monitoring arm of the Better Business Bureau, the Wise Giving Alliance says people should be aware of the different circumstances that often emerge in tragedy-related philanthropy.

“The world has rushed to support the city of Orlando and the victims of this heinous crime,” said Holly Salmons, president and CEO of the BBB serving Central Florida. “We encourage those who want to show their support through donations to do so with caution. Scammers depend on heightened emotions that often follow closely behind tragic events.”

Chicago and Northern BBB President and CEO Steve Bernas said tragic events such as the mass shootinginOrlandosometimesopen the doors for click-bait schemes and questionable solicitations.

“We expect there could be scams and frauds,” he said. “We urge those generous donors to give wisely so

their gifts can do the most good.”

The BBB Wise Giving Alliance urges donors to give thoughtfully and avoid those seeking to take advantage of the generosity of others.

Here are 10 tips for giving with confidence.

Thoughtful Giving Take the time to check out the charity to avoid wasting your generosity by donating to a questionable or poorly managed effort. The first request for a donation may not be the best choice. Be proactive and find trusted charities that are providing assistance.

State Government Registration About 40 of the 50 states require charities to register with a state government agency (usually a division of the State Attorney General’s office) before they solicit for charitable gifts. If the charity is not registered, that may be a significant red flag.

Respecting Victims and Their Families Organizations raising funds should get permission from the families to use either the names of the victims and/or any photographs

of them. Some charities raising funds for the Colorado movie theater victims did not do this and were the subject of criticism from victims’ families.

How Will Donations Be Used?

Watch out for vague appeals that don’t identify the intended use of funds. For example, how will the donations help victims’ families?

Also, unless told otherwise, donors will assume that funds collected quickly in the wake of a tragedy will be spent just as quickly. See if the appeal identifies when the collected funds will be used.

What if a Family Sets Up Its Own Assistance Fund?

Some families may decide to set up their own assistance funds. Be mindful that such funds may not be set up as charities. Also, make sure that collected monies are received and administered by a third party such as a bank, CPA or lawyer.

This will help provide oversight and ensure the collected funds are used appropriately (e.g., paying for funeral costs, counseling and other tragedy-related needs.)

Advocacy Organizations Tragedies that involve violent acts with firearms can also generate requests from a variety of advocacy organizations that address gun use.

Donors can support these efforts as well but note that some of these advocacy groups are not tax exempt as charities. Also, watch out for

newly created advocacy groups that will be difficult to check out.

Online Cautions Never click on links to charities on unfamiliar websites or in texts or emails. These may take you to a lookalike website where you will be asked to provide personal financial information or to click on something that downloads harmful malware into your computer. Don’t assume that charity recommendations on Facebook, blogs or other social media have already been vetted.

Financial Transparency After funds are raised for a tragedy, it is even more important for organizations to provide an accounting of how funds were spent.

Transparent organizations will post this information on their websites so that anyone can find out and not have to wait until the audited financial statements are available sometime in the future.

Newly Created or Established Organizations This is a personal giving choice, but an established charity will more likely have the experience to quickly address the circumstances and have a track record that can be evaluated.

A newly formed organization may be well-meaning but will be difficult to check out and may not be well managed.

Restaurant looks to bring urban vibe, Asian cuisine to Park Ridge Shakou, named again this year to the OpenTable Top 100 Restaurants in America list, is set to open its fourth suburban location in Park Ridge later this month.

Shakou Park Ridge will open June 27 at 130 S. Prospect Ave. It follows the opening of Shakou Libertyville three years ago, and Shakou St. Charles and Shakou Barrington last year.

Shakou features a dining room with a sushi bar, cocktail lounge and a private sake room for small groups and corporate gatherings.

The 250-seat restaurant will be

home to approximately 50 Shakou team members. Executive Chef Sang Choi will lead the scratch kitchen and owner Aleks Dupor, along with Ed Hartigan and Adam Garvanian, will oversee operations.

“We can’t wait to expand the Shakou brand to the Park Ridge area and know that the Shakou ‘city vibe in the suburbs’ ambiance will appeal to local patrons,” Dupor said.

“We have already been embraced so openly by the community, local government and organizations and look forward to serving them for years to come.”

A portion of the proceeds from the opening weekend will go to the Shakou Cares program, created by the restaurant’s owners to help local organizations raise funds, find cures and champion worthy causes.

Water Reclamation District offers oak tree saplings to restore tree canopy The Water Reclamation District of Greater Chicago has launched a new program called Restore the Canopy, Plant a Tree that will help replenish the tree canopy in Cook County and mitigate flooding.

The region’s tree canopy has been decimated by the Emerald Ash Borer and severe weather.

Singh said one of the articles of his faith is standing up for those who need help. The fact that some requirements all baptized Sikhs must follow – such as wearing

When asked what alternative to the existing plan they would prefer, 57.14 percent chose the IMRF, 41.07 percent chose the hybrid plan and 3.57 percent were in favor of the 401(a) plan.

Ryan, who currently serves as the board president, started the discussion by asking trustees which option they would prefer.

Nakanishi said the IMRF seems like the option that would guarantee employees would be able to retire. “[Librarians] are not financial planners,” she said. “There is a real issue that the library would run out of money during retirement.”

While Nakanishi said she felt there was a risk that the IMRF would cost the library more, she added that it was a risk that was worth the rewards.

“It’s the responsibility of our board that our librarians are respected and taken care of,” she said. “Yes, it’s going to cost the library more money, but keep in mind that [switching to the IMRF] has been on our table for years now. Better late then never.”

Spadoni noted that out of all the Niles taxing bodies, the library is the only one that’s not part of the state’s retirement plan.

“I find it a little wrong that we, as employers, treat our staff differently then other employers,” he said.

Spadoni also took issue with arguments that supporters of the IMRF were fiscally irresponsible.

“Fiscal responsibility doesn’t mean cutting every time,” he said. “Fiscal responsibility is the appropriate use of money.”

Rozanski said she was inclined to support IMRF because it allowed employees to invest their own money in retirement without requiring the library to match it.

Ryan, who works as a librarian at Maine South, echoed Pritz’s comments about the library’s ability to recruit and retain employees.

“Good people left our library, and it’s not acceptable,” she said.

Ryan added that she had a personal reason for supporting the IMRF. The pension plan allows retirees to name disabled children as beneficiaries. It was

an issue her family faced firsthand.

Dimond and Drblik asked for a few minutes to compose their thoughts. After the meeting resumed, Drblik said she had two objections. She felt that the state plan didn’t provide enough information to allow the board to assess its risks. She was also skeptical about the fund’s financial health, saying that she had personal experience with what happens when its returns run low.

“I had years of experience with IMRF and it’s not pretty,” Drblik said.

The trustee didn’t elaborate, saying only that the 2008 economic downturn adversely affected the IMRF’s investments and local school districts had to increase payments to make up for it.

In response to the trustee’s comments, Pritz told the board that the IMRF’s overall financial performance throughout its history has been good and some down times should be expected.

Dimond added that anything the library could do to attract and retain quality employees was fiscally responsible.

“I think it’s our responsibility and fiduciary duty to make sure that the library remains competitive,” she said.

Ultimately, Dimond said she felt the IMRF wouldn’t cost the library more in the long run.

“I just don’t see that IMRF would be tremendously more expensive [then] the other options,” she said.

While several residents attended the meeting, the only public comments were offered by former trustee Danette Matyas, who resigned from the board in April.

“I know it’s easy to spend someone else’s money,” she said. “You already increased the tax levy, so I would think long and hard before you spend more taxpayer money, because they’re not happy.”

Matyas subsequently told the Bugle that, in her view, the majority of trustees didn’t pay enough attention to how their policies would affect taxpayers.

“They keep saying it’s going to cost the library – it’s going to cost the taxpayers,” she said. “They don’t have taxpayers at heart, that’s all.”

The board ultimately voted to join the IMRF, with Drblik casting the only “no” vote.

Higher premiums are likely coming for those buying health insurance About half buy policies on the Obamacare shopping exchanges and receive subsidies

By Trudy Lieberman Rural Health News Service An Indiana couple who wrote to me a few weeks ago has experienced the ups and downs of Obamacare, and they wanted me to know about one downside they now face – a monthly premium of $836.

“No one should have to pay those high premiums unless you’re considered high class, and we aren’t,” the woman said.

The couple, she is 59 and he is 62, are self-employed, and their income fluctuates.

At first the Affordable Care Act was a “godsend,” the woman told me.

Before they signed up for Obamacare, they were paying almost $1,000 a month for insurance coverage. Then they bought an Obamacare policy – a Gold plan Anthem sold on the Indiana shopping exchange. It was a good policy with a relatively low deductible, low copays and coinsurance costing about $1,435.

Best of all, they qualified for a subsidy.

Their income that year was low, between $23,000 and $28,000.

By Trudy Lieberman Rural Health News Service That entitled them to a subsidy of around $1,200, leaving them to pay only about $235, which they could easily swing. Recall that subsidies are intended to help those with the lowest incomes, and because their income was low, their subsidy was generous.

Then, as the economy started to improve, their income went up, but their subsidy went down. As they’re supposed to do, the family regularly reports income changes to the government so they don’t get stuck with a gigantic bill at the end of the year, money they would owe for subsidies they were not entitled to. Now the couple’s income is about $45,000. In May, Anthem notified them the policy still costs about the same, but their subsidy had dropped to around $600. They would have to pay the remaining portion of the premium, about $836.

Most likely, the couple will see a premium increase for 2017.

Preliminary rate requests to state regulators have been in the high double digits. As incomes rise, many families will be will be squeezed by a combination of lower subsidies and

higher premiums.

Premiums are rising in the socalled individual insurance market where some 24 million Americans get their coverage. About half buy policies on the Obamacare shopping exchanges and receive subsidies, but the other half must shop on the open market and get none. They will be hit particularly hard.

In Colorado, for example, some insurers are asking for average increases as high as 35 or 40 percent.

Texas Blue Cross Blue Shield wants an increase averaging nearly 60 percent. Blue Cross Blue Shield of Nebraska is seeking an average increase of almost 35 percent, and in Indiana the couple’s carrier Anthem is asking for hikes averaging between 20 and 41 percent.

Says Indianapolis insurance broker Jonathan Mayo, “I think it’s going to be ugly.”

Not every policy will have premiums that high, of course.

Increases may apply only to certain policies in certain areas, and regulators are likely to lower many of the companies’ requests.

But this year insurers are making a strong case they need more money.

Some say that since they have to cover everyone no matter how sick those people are, they’ve been hit with a lot of claims from people who have costly medical needs.

Fred and Sharon Moeller, of Prospect Heights, were crowned king and queen of the senior prom. The couple also attended Sharon’s senior prom together at Prospect High School in 1961, and were married a year later.

They had three children and six grandchildren, and stay active and involved.

The Indiana couple is not willing to do that yet, but they are frustrated by their high premiums and the prospect of even higher ones. The man has just applied for early Social Security benefits.

“It’s going to take every bit of my Social Security to pay for my health insurance,” he told me. He’ll have to use other income, too.

“I’m going to have to save a year ahead to afford it.” He’s lucky he can.
