Long awaited Niles Cleveland sewer project begins Project will start first week of June, expected to complete work before end of summer 2017

Perhaps it was fitting that rain started pouring just as the Village of Niles was about to kick off a project that would finally bring longawaited flood relief to the eastern portions of the village.

The Cleveland Relief Sewer Project is the last of the Tier 1 projects developed by the Niles Stormwater Commission and Hay and Associates engineering firm.

While the other two Tier 1 projects were completed by December 2014, this project was delayed because both the Illinois Environmental Protection Agency and the Metropolitan Water Reclamation District of Greater Chicago had to sign off on it.

The project will start the first week of June. Bolder Construction, of Cary, is expected to complete the work before the end of summer 2017.

The Cleveland Sewer project will collect the stormwater from much of eastern Niles and dump it into the

north branch of the Chicago River.

A new sewage pipe will begin near the intersection of Main Street and Oketo Avenue and continue along Monroe Avenue until it reaches Cleveland Street.

It will then continue along Cleveland Street until it reaches the Cook County Forest Preserve, where it will go into the river.

The project also calls for building new pipes along Odell, Octavia, Oconto and Harlem avenues, as well as Waukegan Road and Kenney Street. Those small pipes will feed into the main pipe.

According to the village, construction will start at the forest preserve and continue west.

While MWRD signed off on the

project last year, IEPA asked for changes.

The modified plan was approved on May 15, allowing the project to finally proceed.

To mark the occasion, the village held a groundbreaking event on May 25. Originally, the plan was to hold the event just outside the Grennan Heights Park fieldhouse.

But with the forecasts predicting rain, the staff decided to move the event inside.

Mayor Andrew Przybylo said he was happy to see the project finally start.

“Today, we are here to celebrate the official gorundbreaking for the largest infrastructure project in the history of Niles – a $8.7 million

Cleveland Relief Sewer Project,” he said. “This is progress – progress that will improve property values [and] the quality of life, and strengthen community. Progress that will return simple homeowner pleasures such as the ability to sleep at night and enjoy vacations anxiety-free.”

Trustee Joe LoVerde, who chairs the Stormwater Commission, thanked all of the government organizations, elected officials and village staff for making the project happen.

Like the mayor, he said he was glad that the project was finally happening.

“It’s so fitting that we do [the groundbreaking] here at Grennan Heights, because this area has been flooding since the 1960s.” said LoVerde.

MWRD president Mariyana Spyropoulos emphasized that the organization was committed to resolving flooding issues in Niles beyond Tier 1 projects.

“We are committed to solving these problems,” she said. “I know this is just the beginning of our partnership and cooperation.”

Maine Township Supervisor Carol Teschky said that flooding in this part of Niles was something she knew all too well.

“Everyone that lived here long enough knows how devastating it is when we get 100-year floods every other year,” she said. “I commend the village of Niles, Mayor [Przybylo] and [former] Mayor Bob Callero for their vision to see this through.”

Bob Gwiazda, President of Bolder Construction, said that his company will try to get the project done as quickly as possible while trying to avoid inconveniencing the residents too much.

“We’re very excited to get this started,” he said. “We take safety very seriously, and we’re very serious about making sure [residents] are happy. We want to make sure no one gets hurt, and we want the project to be done quickly.”

After the speeches, residents who attended the ceremony got a chance to look at the plan renderings and ask officials and staff questions.

Jackie Czarnik has lived on Odell Avenue for the past few decades, and she has seen so much flooding that she said she and her neighbors have taken to calling the street “Lake Odell.”

“It’s been bad, so I’m hoping it will work,” she told the Bugle.

Niles repeals video gaming ban Ordinance will automatically lapse May 2021 unless renewed by village board

Over a year after Niles Mayor Andrew Przybylo’s attempt to overturn the village’s ban on video gambling failed, the issue was back on the village board’s agenda.

At its May 24 meeting, the village board voted 4-2 to allow Niles businesses to install video gaming machines – but, only under certain conditions. The village will issue at least 16 permits, with 2 reserved for businesses that have been in Niles for at least five years and suffered losses for at least three years, 2 more reserved for fraternal organizations such as the Veterans of Foreign Wars and 2 permits reserved for “video gaming cafes” that would set up shop in one of Niles’ underutilized shopping strips.

The ordinance will automatically lapse May 1, 2021, unless the board renews it.

Trustee Joe LoVerde and trustee Denise McCreery said they weren’t opposed to video gambling, but did not approve of the ordinance as it was written. For LoVerde, the issue was with placing caps on the number of permits. He argued that every liquor license holder in good standing should be able to get a permit.

McCreery took issue with the aspect of the ordinance that applies to “video gaming cafes,” arguing that it would give an unfair advantage to a completely new type of business that does not currently operate in Niles.

In fall 2013, Przybylo put together a task force to look into whether the village should repeal its video gaming ban. After holding several public hearings, it recommended allowing the practice. The proposed ordinance went before trustees during the April 23, 2014, meeting.

At the time, Przybylo decided to approve the ordinance after two readings – considered an unusual step at the time – with the second reading to be held during the May 27 meeting. But, the second reading was never held. Two years later, a modified version of the ordinance appeared on the agenda for the May 24 meeting.

Przybylo told the Bugle that he decided to resurrect the proposal because Niles’ financial situation has changed. He pointed to the closing of Lucky McGee’s bar, which offered off-track betting, and which closed at the beginning of this year.

As previously reported by the Bugle, the village is projected to lose about $255,000 in OTB revenue.

“We figured – this January, offtrack betting closed, so we need to replace the revenue,” said Przybylo.

He added that the Ad Hoc Committee for Economic Enhancement recommended video gaming as one possible way to raise revenue.

“We knew it brings revenue, but we had to decide whether it’s safe,” said Przybylo.

He added that the Niles Public Safety Committee researched that question. The mayor said he couldn’t remember when that happened. The discussion doesn’t appear on any of this year’s meeting agendas.

The ordinance that went before the village board May 24 was different from what was introduced two years ago. The number of permits was raised from 14 to 16, and the expiration date was set three years later. While the original ordinance set aside two permits for older businesses and two permits for fraternal organizations, setting aside permits for video gaming cafes was a new addition. Another change was that the older businesses didn’t need to have liquor licenses at the time the ordinance was adopted – though now they must get a license by the time they apply for a video gaming permit.

Przybylo explained this would allow businesses who don’t currently sell liquor to experiment with a new revenue source.

Applications must be submitted to the Public Safety Committee, which will establish the rules for processing them. The newly created

post of the Alcohol, Tobacco and Gaming Commissioner will have the ultimate authority over what gets adopted. The commissioner and the committee would also have the authority to offer no more than five additional permits – but only if any applicants decided to install less than five gaming terminals.

Applicants would need to pay a $250 application fee and an annual fee of $1,000 per gaming terminal.

As with the original ordinance, 25 percent of the video gaming revenue will go to Niles Family Services, while 75 percent will be used to cover either sewer infrastructure projects or pension obligations.

Good bet for business During the May 24 meeting, a number of Niles bar and restaurant owners testified that they have been losing money and video gambling will allow them to cut those losses.

Peter Dalamangas, owner of Chasers Bar and Grill, said that he has repeatedly seen customers buy a drink and a sandwich and leave for Morton Grove or Des Plaines to gamble.

“Our customers are leaving Niles,” he said. “I’m not asking to have an unfair advantage – I’m asking for a level playing field. Morton Grove is right there. I’m not trying to say whether [gambling] is right or wrong, but the business is tougher and tougher.”

Nino Ishoo, of the Mirage Restaurant, was one of the several business owners who said that it was about more than revenue.

“It’s not so much that we need the money – it’s that we need new customers,” he said. “Some residents might not like [video gaming], but if we were to swipe positions, they would see how hard it was on our end. [Business] is hard.

We don’t have it like we used to.”

He and other owners said the price of food and other costs keep going up, while the customers expect prices to stay the same – which puts them in a bind.

Katie Schneider, executive director at the Niles Chamber of Commerce and Industry, said the organization supports video gaming, but added that she would prefer if the number of permits was not capped.

Park Ridge city manager resigns Resignation announced prior to aldermen giving annual evaluation

Park Ridge City Manager Shawn Hamilton resigned unexpectedly effective May 26.

The resignation was announced on May 20. It came as the aldermen were preparing to give him an annual evaluation.

Last year, five out of seven aldermen graded him as “below average.”

During the May 16 city council meeting, City Attorney Julie Toppendorf advised the aldermen that making evaluation results public was against state law that was passed in 2011. The city council’s policy of disclosing the results was there before the law was passed, and for reasons that neither aldermen nor city officials were certain of, the council wasn’t alerted of the change.

Hamilton also clashed with aldermen on occasion, with Sixth Ward Ald. Marc Mazzuca in particular complaining about the way he put together city budget proposals.

Village Attorney announces retirement Joe Annunzio guided the village through a number of legal challenges

Joe Annunzio, who has served as the Niles village attorney for the past 19 years, announced his retirement during the May 24 village board meeting.

The attorney has been a regular fixture at most village board, committee and commission meetings, advising officials on some of the finer points of local, state and federal law. During his tenure, Annunzio guided the village through a number of legal challenges. Most recently, he advised the village after two conflicting term limits referenda were approved in 2013, when the People of a Safer Society gun control advocate group sued the village in 2014.

In his speech to the board, he said he appreciated his time serving the village.

“I’ve seen the village change from a small town to a center of commerce,” he said. “Niles allowed me to be myself and develop into an attorney that I am today.”

Annunzio said that much of what he did was low-profile – which, he said, was a sign that he was doing his job well.

He thanked mayors past and present, including former Mayor Nick Blase, who had the job for 47 years before being convicted of taking kickbacks.

“I would not be a person I am today without witnessing his triumphs and his difficulties,” he said.

Lastly, he thanked his wife and his children, for tolerating his absences during events when he had to attend village meetings.

Annunzio ended his speech with quote from Machiavelli.

“You cannot have good laws without good people, and when we have good people, good laws inevitably follow,” he said.

A new retail strip is coming to currently vacant lots near the intersection of Touhy and Milwaukee avenues.

The Niles Board of Trustees voted unanimously to give its support for the property owners’ application to get Class 7b tax incentive from Cook County. The property is owned by Chicagobased Mega Group, which also owns several nearby commercial strips. The incentive will reduce the property tax on the lot for the next twelve years. According to the board documents, the company is planning to build a retail strip with a restaurant.

Mega Group owns a shopping strip on the southeast corner of Touhy and Milwaukee.

Hamilton did not elaborate on the reasons for his departure, simply telling the aldermen that he wanted to pursue other opportunities. In an email to city employees, he wrote that he appreciated his time in Park Ridge.

“I want to thank you for the nearly four years of hard work, support, and guidance during my service to the people of Park Ridge as city manager,” he wrote. “I wish you all nothing but the best in the future. I will cherish the relationships I have fostered with all of you.”

During the May 23 Committee of the Whole Meeting – the first time aldermen met since Hamilton’s resignation was announced – Acting Mayor Marty Maloney thanked the departing city manager for his services.

According to the board documents, the company plans to build a 6,760-square-foot retail space and a 6,000-square-foot restaurant site. The site would be able to take advantage of the existing Hartz Plaza parking lot.

Mega Properties has applied for Cook County 7b tax classification.

Similar to Class 6b classification for industrial properties, it is designed to encourage development in underutilized and unused commercial areas.

The classification reduces commercial properties tax rate from 25 percent to 10 percent for 10 years. For the next three years, the rate goes up five percent a year until it returns to the regular rate.

To get the designation, the applicant must get the municipality where the property is located to pass the resolution of support and confirm that the property is blighted. The village board did both by a unanimous vote during its May 24 meeting.

Mayor Andrew Przybylo said he was happy to see the development happened.

“I wanted to take a minute before we got to the meeting to thank Shawn for his time,” he said. “I just want to thank him for his drive, energy, professionalism for those years of dependable leadership. I know the council will miss him, the city will miss him and I will miss him personally, and wish him [the best] in the future.”

“I appreciate that,” Hamilton replied.

After a closed session, the aldermen decided to appoint Joe Gilmore, the Park Ridge Director of Finance, as the interim city manager.

Maloney said that the city will contract a firm to help find Hamilton’spermanentreplacement.

Under the Park Ridge municipal code, the mayors can appoint officials any way they see fit, but the city council must approve all appointments by majority vote.

In May, we celebrated Williams Syndrome Awareness Month – a time for us to see Williams syndrome and other intellectual disabilities as a gift. It was also a time to educate our communities about how to accept and include those of us with special needs.

Take, for example, my friend Joelle Packard, 15, of Chevy Chase, Maryland, who was diagnosed with Williams syndrome.

According to the Williams Syndrome Association, Williams syndrome is a genetic condition that is present at birth. Despite having medical problems, cardiovascular disease, certain distinguishing facial characteristics, developmental delays and learning disabilities, many with Williams syndrome are very social and friendly. There are 20,000 to 30,000 people in the U.S. who are diagnosed with Williams syndrome, according to the WSA. “I struggle with writing, but I’m really social and I love people,” said Joelle.

“Having Williams syndrome makes me very, very social.”

Jordan, Haughton place seventh in the state in their races

CHARLESTON – Reese Jordan entered the state track and field meet last weekend with the hopes of earning a state medal.

And while for most track events, advancing to Saturday’s final round guarantees just that.

That is not the case, however, for the 1600-meter run making the Maine South junior compete his hardest all weekend to achieve his goal.

That hard work paid off as Jordan placed seventh in the state with a time of 4 minutes, 20.84 seconds.

“I wanted to run a little faster, but my legs were kind of shot all week,” he said. “This year is slower than before and I think a lot of it is the humidity and the wind. It is nice to get all state and that is what I have been working for all year and it paid off.”

Also placing seventh in the state was Maine East senior Torrain Haughton, who ran a time of 1:54.91.

“It was a really fast race,” Haughton said. “I just went out there and tried to do my best. I ran a fast time (in the prelims) and running races two days back to back is not easy. This year overall was better than last year.

Last year I was fifth and I was a little faster, but I was all state two years, so that is good.”

While Jordan will return to Maine South next season, Haughton is leaving the Blue Demons and is looking to head to SPIRE Academy in Geneva, Ohio.

The Academy is located at SPIRE Institute, a United States Olympic Training Center, and is a high school and/or postgraduate academy for track and field athletes from across the United States and around the world.

The Academy places emphasis on enhanced academic and athletic development, and dubs itself as “the ultimate environment for cultivating a more physically, socially and academically mature track

Notre Dame wins baseball regional; Hawks advance to volleyball sectional final Nick Stefanowicz pitched five innings of shutout ball as Notre Dame defeated Evanston 3-0 to win the Evanston Regional title Saturday.

Stefanowicz allowed three hits in the outing. Paul Bergstrom came on in relief and pitched two innings, allowing two hits.

Sam Ferri had two hits to lead the offense, while Matt Segovia had a pair of RBI as all three runs were scored in the second inning.

Notre Dame picked up a 13-3 sixinning win over Taft in the regional semifinals. Simon (5 RBI) and Kevin Garcia (2 RBI) each had a pair of hits with a home run in the win. Sam Ferri and Ranko Stevanovic each had three hits and two RBI for the Dons.

The Dons will face New Trier in the Loyola Sectional semifinal Thursday at 5 p.m.

•Maine East opened the playoffs with a walk-off win, 8-7. Johnny Maltese-Miller had there hits to lead the attack.

•Maine South’s season came to an end with an 8-4 loss to Evanston.

Matt Whitelaw had three hits in defeat.

Maine South fell to Fenwick earlier in the week 7-5. David Fleita had three hits and three RBI, while Danny Touhy added a pair of hits.

•Early in the week Niles West fell to St. Ignatius in a nonconference game 8-6. Christos Tountos had a double, homer and two RBI, while Michael Gunartt had two hits with a solo home run.

Maine South opened play with a 25-7, 25-4 win over Chicago Math and Science Charter and then beat Niles North 25-22, 25-21.

Olivia Frink had two hits to lead the way offensively, while Britney Richardson and Guercio had RBI. The Hawks were no-hit in a 10-0 loss to Oak Park-River Forest in the OPRF Regional final.

•Niles West opened its postseason with a 10-0 win over Von Steuben.

Grace Benzevinga went four innings, striking out four and allowing three hits to get the win. Leah Steinfeld (double, 3 RBI), Hailey Fishman and Allena Healy all had two hits.

The season came to an end the following day for the Wolves in a 13-1 loss to Trinity. Fishman drove home the lone run.

In the 800 run, Niles West junior Frankie Santa earned a lot of experience in the 800 run, as he missed the cut with a time of 1:59.35.

“That was a fast race,” Santa said. “I was here last year, but did not compete in the open 800 and I learned that you have to be a lot tougher out here because they are not afraid to give a little shove when they are passing you in the turns. You can’t be weak out there. I hope to be back in the 800 last year and this was a good learning experience.”

Insurance for young couple Dear Dave, My wife and I are both in our early 20s, we’re debt-free, and we’re just a couple of months away from having a fully loaded emergency fund of six months of expenses.

Anonymous Dear Anonymous, Wow, it sounds like you two are starting your lives together on the right foot. Congratulations on being super smart with your money!

I recommend 15 or 20-year level term policies, unless you have children. I’m assuming kids are not in the picture, since you didn’t mention any. Then, if you decide to grow your family at some point down the road, I’d advise converting those to 30-year term policies. The idea behind this is you want the insurance to be there to protect everyone in the family until the kids are out on their own and established.

In the meantime and in the years after, your continued saving and wealth building will lead you to a place where you and your wife are self-insured.

Hynes, who opposed the original ordinance, argued that the modified ordinance would give some businesses competitive advantage while hurting most of the Niles liquor license holders.

“Nine [video gaming] licenses in Morton Grove is a competitive disadvantage, what happens to liquor license holders who don’t get the golden ticket,” he asked.

The businesses that didn’t get the licenses could sue, Hynes argued, which would put a financial burden on the village.

Palicki argued that putting the ordinance on the agenda two years after it was discussed wasn’t transparent or fair.

“I’m requesting that you table it,” she said. “At minimum, a public hearing should be held to give people [a chance to give] input.”

Safe bet?

Hanusiak had the same concerns as he did when he originally opposed the resolution – that video gaming would lead to gambling addiction.

Tony Hollenback, the director of the Department of Family Services, said gambling addiction is usually a symptom of larger problems. If they don’t gamble, their issues wouldn’t necessarily go away. Ultimately, Hollenback said his department’s job was to help residents treat those underlying issues.

Hanusiak also said he understood where businesses that supported the ordinance were coming from, but added that he saw their difficulties as symptoms of a larger problem. “[Village] spending is out of control and the businesses are suffering,” said Hanusiak.

Mike Shields, who sits on the executive committee of the Niles Economic Development and neighborhood renewal commission, said he understood that the village needs revenue, but said he felt that the money video gaming would bring in wouldn’t

be enough to offset the damage to the village’s reputation as a familyfriendly place to live.

When the ordinance came up for vote, LoVerde moved to table it until next month, but the motion was defeated 2-4, with trustee Danette Matyas casting the only other ‘yes’ vote.

In the ensuing discussion, LoVerde argued that capping the number of permits was unfair to most Niles businesses.

“The other businesses in the community are going to sit there and watch [customers] leave,” he said. “There is no good business sense unless you are one of the [permit holders].”

He also argued that Niles could use all the video gaming revenue it can get.

“We haven’t balanced our budget in three years – if we dipped into reserves,” said LoVerde.

Przybylo argued that allowing every liquor license holder to put in video gaming terminals would hurt the village.

“You want 30 [businesses with video gaming] up and down Milwaukee Avenue,” he asked.

The mayor described the caps as a compromise between the needs of the village and the needs of the residents.

“We have a budget to respond to, but we also have to provide a good environment for families,” he said. “That’s why we have limitations.”

LoVerde opposed the original ordinance.

“The economy changed my mind,” he said. “The current [state] of our pension, just to meet our obligations – you have to look at our options. Do we want to [just] continue raising property taxes?”

He also said that he researched gambling addiction statistics and became convinced that video gaming wasn’t as dangerous as he thought.

In the end, LoVerde and McCreery voted against the ordinance.

Trustee George Alpogianis, who said he personally didn’t like video gaming but didn’t have an issue with businesses installing it, gave a “very reluctant” yes vote.
