Sen. Mulroe updates council on state budget battle State Sen. John Mulroe said he would continue pushing for the budget’s passage

State Sen. John Mulroe told the Park Ridge City Council last week that he was disappointed with the way the state budget stalemate has dragged on.

During an update on state legislative issues at the June 6 city council meeting, the 10th Senate District Democrat said he didn’t have any patience with either Gov. Bruce Rauner or House Speaker Michael Madigan.

“This is my sixth year going down there, and right now, I’m not sure who wants the budget,” Mulroe said. “Both of them are going to use it to try to get advantage over the other. I’m sort of sick of political gamesmanship and positioning right now. It’s actually a real disservice to the people of the state of Illinois.”

Although Mulroe talked about more than Illinois’ ongoing budget woes, the effects of the stalemate hung over the entire visit.

frustration with the gridlock, and Fifth Ward Ald. Daniel Knight wanted Mulroe and other elected officials to take a more active role in the process.

The senator said he would continue pushing for the budget’s passage, adding that he would pass a full budget pass; not only certain portions of a budget and delaying the rest until after the November election.

Illinois is now in its 12th month without a budget, with the 2016 fiscal year set to end July 1. Additionally, the budget for the next fiscal year is also yet to be approved.

Rauner has insisted that he would not sign a budget unless his probusiness, anti-union “turnaround” agenda is passed. He has also stated that he would veto any budget that was out of balance.

As the regular session of the Illinois General Assembly came to a close May 31, the House passed a budget that was out of balance; it was eventually defeated in the Senate. The Senate, in turn, passed

a bill that authorized funding for education only to see it defeated in the House.

The General Assembly can still meet and pass legislation during the summer. However, because it would be a special session, bills must receive a three-fifths vote in each chamber, rather than a simple majority.

During his address, Mulroe told the city council that the state still collects tax revenue. Some of that money goes into budget appropriations that have been approved, such as education.

Because of court orders, consent decrees, intergovernmental agreements, and existing state and federal laws, the rest of that money is spent on pensions for state workers, teachers and state university employees; state-run healthcare programs; salaries for state employees; certain human service programs; and state funding for some public transit programs.

The problem, Mulroe explained, is that the state is taking in less money than it requires to meet those obligations.

State Comptroller Leslie Munger has said that the state’s bills are paid based on urgency and how much money is available. Those bills that aren’t paid get added to a backlog, which Mulroe said has grown to about $10 billion.

According to Mulroe, the temporary state income tax increase that expired in 2014 would have raised about $37.9 billion. This revenue, he said, would have been enough to pay all of the mandated

bills and still have some money left over.

“This is really not that complicated, in my opinion,” said Mulroe. “We have expenses; we have to determine whether we want to keep those expenses or if we gotta cut them. And if we can’t cut them, we got to pay for it.”

He added that he understood that raising taxes was “a political hot potato.”

Although Mulroe found fault with Rauner and Madigan, the bulk of his critique was directed at the Republican governor.

“When the governor is talking about his agenda... he’s got ideas,” Mulroe said. “A lot of people have ideas down in Springfield, but if you can’t pass those ideas, you have to move on and you can’t hold up paying for the operations of the state government.”

“At this point, I’m hoping that [Rauner] drops the turnaround agenda.”

After a budget is passed, Mulroe said the governor was welcome to continue pursuing his agenda.

The General Assembly and Rauner are currently discussing the possibility of passing a temporary budget, approving some spending now and waiting until after the November election to approve the rest. Mulroe said he was ambivalent about that approach.

“I want schools to open, but we’re going to prolong [the process] until November because of the election,” he asked. “I’m sort of sick of waiting

Investigators enlisted the help of volunteers under the age of 18 to attempt to purchase tobacco products in a controlled buy. These controlled buy attempts were made at every store in Park Ridge where tobacco is being sold.

“According to the American

Journal of Public Health in June 2013, states with more restrictive limits on teenagers purchasing tobacco have lower adult smoking rates,” Park Ridge Police Chief Frank Kaminski said. “Keeping tobacco products out of kids’ hands is a critical part of helping reduce underage tobacco use and I am pleased that every business in our town offering tobacco products for sale, was in compliance.”

Fifteen retail stores in Park Ridge

did not sell cigarettes to minors during the recent compliance check.

Park Ridge police perform periodic compliance checks of retail businesses to ensure compliance with the law and to promote the health and safety of our youth. The department supports community efforts such as these and the work of the Maine Community Youth Assistance Foundation.

The results indicate that these efforts are working because, according to surveys, 90 percent of Maine Township High School students do not smoke cigarettes/ are smoke-free.

Library raises library card fee for some residents Trustees voted unanimously to raise non-resident library card fee

The Morton Grove Public Library Board of Trustees voted unanimously to raise the nonresident library card fee from $371 to $423.69.

Pam Leffler, the library’s interim director, told the Bugle that the fee would only affect a small number of library patrons. Under state law, anyone who lives within a library district can get a card from that library. But if they don’t live within any library district whatsoever, they can pay an annual fee to get a card at a nearby library.

Leffler said the law was mostly designed to address library districts in rural Illinois. But even in suburban Chicagoland, there are pockets of unincorporated land that aren’t part of any library district.

The state senator said his top priority was to fund education and social services, noting that a good education system helps to attract businesses looking for wellqualified employees. As for social services, Mulroe said governments have a duty to take care of their most vulnerable constituents.

“We as a society, have to determine what we want to pay for in state government, and I believe that we should be taking care of our elderly, our young and disabled, and the very poor,” he said.

Knight complimented the state senator for speaking out against both Rauner and Madigan.

Public Library District includes most of unincorporated Maine Township. But the unincorporated land bound by Washington Avenue on the west, Morton Grove’s northern border on the south and Glenview on the northeast isn’t served by any library district.

State law allows residents of areas such as this to apply for a library card at their “closest” library. According to the website of the Reaching Across Illinois Library System, every library board has a right to vote on whether to offer that option. If they do, they must charge a fee that’s equal to what the residents who are in the district contribute in property taxes.

Most area libraries, including the Morton Grove library, use the general mathematical formula method that divides total property tax revenue by local population and multiplies it by the average number of people per household.

As of June 17, 2015, the Niles Library’s non-resident fee was $290. Glenview Public Library uses a different method – the tax bill method – to calculate a different rate for each individual resident.

This method takes the value of the resident’s property and calculates how much they would pay in taxes if they were in the district. If the applicant is a renter, the library

charges 15 percent of his or her rent.

Leffler emphasized that the new rate will not affect patrons who take part in the reciprocal program. If, for example, a Skokie resident has a Skokie Public Library card, he or she can bring their card in and have their card registered with the Morton Grove Library system.

The way libraries handle these kinds of cardholders varies between the libraries. Because of the vendor agreements, most libraries don’t let these types of card holders borrow e-books and access databases remotely.

“Mostly, it’s because of content agreements,” explained Leffler.

“Businesses want to make money.”

Other then that, cardholders that registered their cards with the Morton Grove Library can use the same services as resident cardholders, she said. But, that’s not necessarily the case.

Niles Library charges nonresidents for reserving study rooms and meeting rooms. Park Ridge Public Library charges nonresidents $3 per hour for public computer use.

According to the Office of Illinois Secretary of State website, nonresidents who have to purchase cards can register their cards in other libraries.

“You said it in public, and I give you credit for that,” the Fifth Ward alderman said. “Why don’t more people like you demand change and make it happen?”

Knight added that he hopes more legislators will demand change.

“It seems to be that if you leave it to the governor or the speaker, it’s never going to end,” he said.

Mulroe agreed with the Park Ridge alderman that more state officials should speak up publicly, but added that conversations were taking place.

Park Ridge resident Joan Sandrik had a simple message for Mulroe and other state legislators.

“To all of you in Springfield, all of you elected officials, your best is not good enough.”

Illinois State Senate District 10 runs through parts of Chicago and its northwest suburbs, including

most of Niles southwest of Milwaukee Avenue and most of Park Ridge northeast of the Metra tracks. Mulroe has represented the district since 2010.

Maine Township hosts community document shredding day Township pays for the cost of the shredding truck service Maine Township hosted a document shredding day June 4 to benefit Glenkirk, one of the social agencies the township helps support.

The shredding was done

by Opportunity Secure Data Destruction Company, a division of Glenkirk. More than 250 vehicles came through the Maine Township Town Hall parking lot to offload hundreds of pounds of

sensitive documents that needed secure shredding.

The township pays for the cost of the shredding truck service.

Elected officials, volunteers and members of the Township’s Office of Emergency Management under Director Dagmar Rutzen were on hand to assist residents.

There was no charge to residents for the service.

Inside the town hall, the township also maintains an electronics collection station which benefits Avenues to Independence.

The station collects toner cartridges, Mp3 players, cameras, LCD monitors, games consoles, cellphones, laptops and many other electronic items.

Police investigate vehicles shot by BB gun Park Ridge police responded to the area of 600 N. Talcott Road

Park Ridge police are investigating three incidents where moving vehicles had their windows shot out by a BB or similar projectile.

At approximately 7:44 p.m.

June 7, Park Ridge police responded to the area of 600 N. Talcott Road for the report of a shattered car window. A 70-yearold female victim stated her driver’s side window shattered as she drove north in the 600 block of Talcott Road.

Officers observed a small hole in the window that the department said was likely caused by a BB or similar projectile. While on scene investigating the damage, two additional victims approached

officers and stated that they also just had windows damaged on their vehicles.

A 44-year-old Park Ridge man advised that his rear passenger window shattered as he drove in the 2400 block of Talcott Road.

The other, a 45-year-old Park Ridge man, stated that his rear passenger window was shattered as he drove north on Interstate 294 adjacent to the location of the first incident. No one was reported to be injured.

A witness reported seeing two male, white teens, one wearing a black shirt and holding what appeared to be a BB gun, running through the wooded area near the first incident. Police set up a perimeter, searched the area but were unable to locate any suspects.

For the time being, Park Ridge police recommend keeping car windows up when driving along the wooded area on the west side of the city to provide some added protection from potential projectiles.

Let’s be clear – America is moving toward widespread acceptance of marijuana use, both for medical purposes and recreational pursuits.

In 1996, California was the first state to approve the use of marijuana for medical applications, and since then more than 20 additional states have done the same. More recently, several states have legalized the recreational use of marijuana, joining a trend of eased sanctions on the drug.

Additional states will likely pass legislation permitting adults to purchase marijuana in resale shops – an idea that seemed unlikely even a decade ago. Polling data show that the number of American adults who support marijuana legalization is greater than those who oppose it.

Gallup poll numbers from October 2015 put legalization support at 58 percent, up from 30 percent in 2000 and 40 percent in 2009.

The pro-legalization advocates deserve a tremendous amount of credit.

There has been a deliberate, organized effort to sway public opinion about marijuana use and whether using it should be a personal choice.

We are officially in a new era in terms of attitudes about recreational drug use.

WHo do you truSt? Many groups oppose legalizing marijuana on the grounds that it is dangerous, will easily fall into the hands of children and will create a slippery slope toward legalizing other drugs, including cocaine and heroin.

The federal government has stood behind its view that marijuana has no accepted medical use and a great risk of abuse.

The drug has been illegal since 1937 and was labeled a Schedule I (prohibited) drug in 1970. Other drugs in this category are heroin, LSD and MDMA. The problem with this stance is that it makes government look foolish and leads to people losing trust in their elected officials. Does anyone believe marijuana is as dangerous as heroin? If we’re to believe the 1930s propaganda film “Reefer Madness,” about a quarter of Americans should have gone on murderous rampages by now.

However, beatniks and hippies, among other counter culture groups, ignored these warnings and used marijuana. That isn’t a huge shock, but it gave us a generation’s worth of evidence that marijuana probably isn’t as dangerous as heroin. By taking

an inflexible stance, government has become an untrustworthy source of information about drug use, and one that many have begun to ignore.

Meanwhile, the pro-legalization camp argues that marijuana is not more harmful than two legal drugs, alcohol and tobacco. Furthermore, they claim people could benefit from its medicinal properties, while the economies of states that legalize the drug will see increased tax revenues and reduced burden on law enforcement officers who can ignore low-level drug users.

not So FaSt Just like their government counterparts, legalization advocates have produced plenty of false information of their own. We hear about all the conditions that marijuana can treat, the total lack of risk to the user, and the innumerable economic benefits that society will reap by legalizing a plant.

In reality, most of these benefits will include proportionate consequences that neutralize much of their value. For example, tax revenues might increase with legalization, but so will regulatory costs and healthcare problems associated with accidental ingestion, harmful behaviors done while high, and substance abuse treatment.

Video gambling isn’t something residents want One has to wonder what the mayor of Niles is afraid of.

He has a board of trustees that is almost always in agreement with him.

He has put a number of committees in place and filled them with his personal appointees. He has dissolved or decimated a number of long standing committees and has removed or discouraged some long serving well-qualified residents who dared to take a position different from his own on village issues.

And yet, in spite of this tight web of control the mayor has, he found it necessary to slip in a very controversial agenda item (video gambling) under Old Business at the May Board meeting without any chance for public comment.

Only when he was challenged did he at the last minute allow anyone present at the meeting to comment. The trouble is, only a handful of residents knew that video gambling was to be voted on.

There was no notice in any newspaper nor any statement at any village board meeting about any upcoming video gambling discussion.

In fact, at the March budget hearings a statement was made that the village wasn’t rushing into or even considering having video gambling as part of the proposed budget.

In 2011, the board of trustees voted “no” to video gambling. In 2014, the mayor formed a task force to study the issue but due to strong public opposition, he never called for a vote.

When Niles residents were surveyed they listed video gambling as one of the top five things they did not want in Niles.

The voters believed the mayor when he promised them that he was going to be open and transparent with them.

If he were pursuing something of a volatile nature that could have long lasting effects on the village of Niles (video gambling?) surely he would give us the chance to be heard in a publicized forum before a vote was taken.

That’s open government. That’s transparency. That’s respect for the electorate. That’s not Mayor Przybylo.

Reardon JCA senior tabbed Voyager Media Player of the Year

The word dominant is defined as: Ruling, governing, or controlling; having or exerting authority or influence.

Or in the case of boys volleyball players in the Voyager Media coverage area, it could simply read: See Blake Reardon.

While the 21 schools in the Voyager Media coverage area have very talented, Division-I-bound players, Reardon’s dominance of the competition and the way he filled out a stat sheet even though he was his team’s only option most games makes the Joliet Catholic Academy senior the Voyager Media Boys Volleyball Player of the Year.

This season, Reardon posted 534 kills, 43 blocks and 38 service aces.

His 534 kills rank him 12th all time in the IHSA record books for kills in a single season. Reardon’s 34 kills on April 14 against Downers Grove North ranks fifth all time for kills in a match.

posted 1,552 kills, becoming the only player in IHSA history to amass 1,500 kills in a season. He passed Sean O’Malley of Oak Park-River Forest, who tallied 1,457 kills from 2002-05, for the top spot on the all time-list.

“I was never trying to get records,” said Reardon, who is headed to play collegiately at Ball State University in Muncie, Ind. “I was just trying to win games. It is pretty cool, but I don’t really ever talk about it. It will be cool to tell my kids. In college, playing D-I, everyone will have records and have all these super cool things they have done.”

Reardon played this season on a Hilltopper team that featured three freshmen and two sophomores on the varsity roster – combined to equal the same number of seniors on the team.

“It was a long season, probably the longest season mentally. It was a lot of work,” he said. “We had a lot of kids that were first year playing and there were a lot of practices that I was helping out teaching technique

“We were playing schools that are three times the size of us. It is a lot different when I have 100 kids in my class and they have 1,000 in their class alone. You will find a few 6-foot-5, 6-6 or 6-7 kids out of 1,000, you don’t out of 100.”

Because of the team’s inexperience, Reardon got the majority of the attacks set his way, however, he also drew all of the attention of the opponent’s defense.

“Going into games where I know that they know I am going to get set is a lot is fun,” he said. “A lot of times they are games against my friends and it is fun to just beat up on them and I know I will get plenty of chances. It does get you really tired really fast, but I would do it all again.

I have never been mad at someone setting me, that’s for sure.”

RHOME APTON Plainfield South senior had 178 kills, 100 blocks, 94 digs and 16 aces

from his middle position.

“His dedication, positive attitude, leadership as my captain, athletic ability and respect for both his teammates and me as his coach is exemplary,” South coach Taryn Surbaugh said. He was the constant heart and soul of our team this season and he led the team with his work ethic and dedication. Rhome Apton is an irreplaceable athlete for our program.”

BRANDON BARANSKI Minooka senior had the second highest kill total in the area with 378 to go along with 57 blocks and 48 aces. He was the SPC MVP. “A powerful hitter who was one of our captains and led the team during an undefeated conference season,” Minooka coach Janel Grzetich said. “He was a fouryear varsity member and will be attending Loyola University in the fall.”

MICHAEL BODUCH The junior from Maine East was a strong middle hitter, racking up 266 kills with a .460 kill efficiency, to go along with 68 point blocks, 28 block assists and 21 aces.

“Michael led our team in kills, kill percentage, blocks and aces,” Maine East coach Jon Kulesza said.

“He was voted to the Maine East Invite All-Tournament Team and the Central Suburban League AllConference Team. He is one of the most intimidating and respected players I’ve had in 20 years of varsity coaching. He is a great teammate and his ceiling is high as he is only a junior. He is a two-year starter on varsity and has contributed to 45 wins in his career.”

Maine South senior outside notched 257 kills, 16 aces, 57 blocks and 217 digs for the sectional finalists.

A senior from Minooka, Beaudin was a middle hitter who racked up 222 kills, 99 blocks and 43 aces for the regional champs.

“A strong hitter and blocker who was also a captain,” Grzetich said.

Connolly helped Downers Grove South advance to the sectional championship before falling to the eventual state champs. He finished with 154 kills and 58 blocks.

“In our minds is one of the best MH’s around the area,” DGS coach Kurt Steuer said. “His foot speed to block is fast. He’s a big part of our offense. To our team he has meant having a quick, fast, good-sized attacker. Very coachable player and retains the information provided to him.”

CHARLEY HLAVIN A captain for Downers South, Hlavin had 210 kills and 45 blocks for the Mustangs.

“Jumps really well and puts up a very solid block at the right side,” Steuer said. “Offensively he does a very good job of swinging deep corners. He can attack well out of the OH and OPP positions. Being a captain, Charley has provided leadership through his play. Our players know he is some they can count on when the ball is set to him.”

NICK JENCA Plainfield East senior outside had 200 kills, 70 aces and 25 blocks for the Bengals.

“Nick was our go-to attacker,” Alex Rodriguez said. “He played the front and back court very well and contributed to a lot of our success

this season. Nick was selected as an All-Conference player for the SPC and will go on to play volleyball at Briar Cliff University.”

DAN KALMAR Downers North senior leader helped the Trojans win a regional championship. He finished the season with 241 kills (.233 kill efficiency) and 72 digs.

“Dan’s stats don’t necessarily jump out at you, however, he was the emotional leader of a team that finished 25-14 and he came up big during our state run with upset victories over St. Francis (14 kills, 7 digs) and Wheaton Warrenville South (9 kills, 4 digs),” DGN coach Mark Wasik said. “Dan was one of our captains and he set the tone day in and day out during practice and during matches. He was a workhorse that constantly pushed himself and his teammates.

Consequently, he evolved into a six rotation player, became our L1, and became one of our most steady and reliable players.”

WES ROGMAN Plainfield Central senior and three-year varsity starter switched roles this year as he moved to an outside hitter for the Wildcats.

PAUL RZEPIEWSKI Junior from Maine South totaled 202 kills, 28 aces, 106 blocks and 72 digs in helping the Hawks advance to the sectional championship.

Library policies lead to anti-incumbent sentiment

The Park Ridge Public Library Board of Trustees voted unanimously to change the first paragraph of the library bylaws, removing the sentence indicating that the Park Ridge mayor has the power to remove trustees for “misconduct or neglect of duty.”

The May 17 vote was purely symbolic, as the mayor’s power to remove trustees is part of state and city law and can’t be removed by the resolution.

Library Director Jan Van De Carr told the Bugle that it was simply the matter of removing redundant language. Yet the vote comes as residents and former library trustees urged Acting Mayor Marty Maloney to use his power to remove several existing trustees.

Over the past few months, a number of them called for removal of Vice President Robert Trizna, arguing that policy changes he backs are hurting the library. Several former trustees have also strongly urged the mayor not to reappoint three incumbents whose terms are about to expire.

Trizna has made no secret of his political beliefs. Since December 2004, he has been publishing the Publicwatchdog.org blog, which focuses on issues related to Park Ridge taxing bodies. In it, he had consistently argued that municipal bodies have the duty to spend as little of taxpayer money as possible, and to spend the money they do collect in ways that he feels would best benefit Park Ridge taxpayers.

Trizna was originally appointed to the library board in 2011, and reappointed again in 2014.

In that time, he had supported several policies that have proven controversial. He supported charging nonresidents fees to use public computers – a change that took effect in March 10, 2014. On Nov. 14, in response to reports of declining circulation and computer use, he described nonresidents as “parasites.”

In a November 2014 post on

Publicwatchdog.org, Trizna defended his use of the term, arguing that, since the library budget comes from city property taxes, it should focus on its citizens.

“Park Ridge Library trustees like this editor owe a fiduciary duty to our residents and taxpayers – and ONLY to our residents and taxpayers – who foot the bill for the library’s maintenance and operation through payment of their property taxes,” he wrote.

“Many of them struggle mightily just to pay those taxes. When it comes to spending those tax dollars, therefore, every penny had better benefit OUR residents and taxpayers first and foremost.”

On Jan. 19, the library board voted 5-3 to impose a $10 per hour fee on “two or more individuals meeting in the library in the course of providing or receiving any goods or services for profit,” which included tutors. Trizna was one of the trustees who voted for the fee.

In a Jan. 22 blog post, he described tutors as “freeloaders” who were taking advantage of a free space to make profit. This is something, Trizna wrote, that the library wasn’t obligated to provide.

“When you’re getting $40, $50, $60 or $70+ per hour – with no overhead because your ‘office’ rent, utilities, etc., are being covered by the library, a.k.a Park Ridge taxpayers – your selfinterest and greed are not easily mollified,” he wrote.

As previously reported by the Bugle, a number of residents urged Maloney to remove the trustees that supported the policy.

During the Jan. 25 Park Ridge City Council Committee of the Whole meeting, the acting mayor said removal would require evidence of misconduct and he didn’t feel that anything they did met that threshold.

But, that wasn’t enough to stop the complaints.

During the Feb. 1 Park Ridge City Council meeting, resident Rich Vengazo, whose wife, Caroline, is a tutor, spoke out against the tutoring policy.

have only been able to find only two other libraries that charged tutors. He said he wasn’t convinced that having tutors use the library for tutoring is a problem.

“It’s really more likely that this policy was made up to solve the problem that was made up,” said Vengazo.”

He also criticized Trizna directly, saying that the trustee doesn’t have the right temperament to be a public official.

“He can’t take objective arguments from anyone else,” he said. “If your only purpose is to tell other people they’re wrong, you are just feeding your own ego.”

During the April 18 city council meeting, former trustee Dick Van Metre, who served with Trizna on the board, said he and other residents felt the policies Trizna supported sent the library in the wrong direction.

“We don’t want the library as a cash cow to make money,” said Van Metre.

The former trustees didn’t mince words, referring to the policy as “extortion.”

At the time, the mayor’s advisory board started to look at which trustees would fill the seats currently held by Board President Joseph Egan and trustees Char Foss-Eggemann and Jerome White. A total of 11 candidates, including the incumbents, applied. The board interviews and recommends the candidates, but Maloney has the ultimate say over which candidates to appoint or reappoint.

Trizna is not up for reappointment until 2017. But Van Metre didn’t limit his criticism to the vice president, urging the mayor not to reappoint the incumbents.

“I don’t think it’s in the best interest of Park Ridge and the citizens of Park Ridge to appoint or reappoint allies of Mr. Trizna,” he said.

All three incumbents voted for the tutoring policy.

The Park Ridge Mayor’s Advisory Board recommended that Acting Mayor Marty Maloney reappoint Joseph Egan and Char Foss-Eggemann to the Park Ridge Public Library Board of Trustees.

The advisory board, which is made up of Fifth Ward Ald. Daniel Knight, Sixth Ward Ald. Marc Mazzuca, Fourth Ward Ald. Roger Shubert and Second Ward Ald. Nicholas Millissis, overwhelmingly approved the two incumbents during its June 6 meeting. But, they decided to recommend that Maloney appoint one of eight new candidates – marketing professional Karen Burkum.

This round of selection saw several former library officials speak out against the incumbents, with trustee Dick Van Metre being especially vocal. He was one of the former trustees who signed a letter urging the mayor not to reappoint incumbents. The letter, which was sent out June 3, was also signed by former trustees John Benka and Patricia Lofthouse and former library business manager Kathy Rolsing.

In the letter, they noted that the application stated that trustees are expected to attend at least 75 percent of the meeting – a threshold that they don’t believe the incumbents have met.

According to the data Library Director Jan Van Der Carr provided to the advisory board, Egan attended 67 percent of the regular meetings and 70 percent of committee meetings. White attended 83 percent of the regular meetings and 73 percent of the committee meetings.

Foss-Eggemann attended 76 percent of regular meetings and 63 percent of the committee meetings.

“We request that the members

of the city council reject any recommended candidate who does not meet the minimum requirement of 75 percent meeting attendance,” wrote the former officials.

In an email sent to the advisory board later that day, Egan noted that the former officials didn’t take all the times he attended the meeting via a conference call into account. According to Van Der Carr’s data, adding that number in would bump his rate of regular meeting attendance up to 81 percent.

Egan wrote that his job has required him to travel more this year than he expected, but he does try to attend meetings either in person or via conference calls as much as he can.

“I always try to attend unless I am on a plane or in a meeting,” he wrote. “Some of my travel is out west and 7 p.m. is still normal business hours out west.”

Foss also wrote to defend her attendance record. While she wrote that she missed four meetings in 2014, she added that her schedule has since become more predictable and hadn’t missed any meetings in 2015-2016.

According to Van Der Carr’s data, Foss didn’t attend six meetings in any capacity and attended three via conference call. If the conference call meetings weren’t counted toward overall absences, her attendance rate for regular meetings would go up to 83 percent.

During the June 6 advisory board meeting, aldermen reviewed the results of their evaluations. Egan received the score of 20 out of 20, while Foss received 14 out of 16. These were the two highest scores, and the aldermen agreed to recommend their reappointment without much discussion. But White received the same score as Burkum - 7 out of 12 . Knight

“I’m afraid if we appoint the same people, we’ll end up with more of the same,” he said. “And I think you start to develop groupthink.”

Journey takes Summit walkers to Chicago Walkers began fitness journey through hallways in March Summit of Uptown Destination Chicago Walkers proved that when you walk twice a week for half an hour, you can certainly go places.

As a dreary winter turned to spring, the group of 11 walkers began their fitness journey through the hallways at Summit in March covering 16.5 miles – the distance from Park Ridge to Millennium Park in Chicago – by May. To celebrate the achievement, the group traveled by bus to the park to see “The Bean” and enjoy a lunch.

In addition to Summit’s daily fitness opportunities, the walking program joined classic chair exercises and the recently introduced Silver Sneakers program Tai Ji Fit that are just some of the initiatives that help Summit residents increase flexibility,

For example, when Laura Surratt joined the walking club she was only able to walk 750 steps. Now she can walk 3,000, according to walking group leader and Summit business office manager Rosa Edelman.

Take basic precautions to prevent West Nile virus this summer Submitted By Kimberley Conrad Cook County Department of Public Health Cook County Department of Public Health officials would like to remind residents to be cautious and protect against West Nile virus during the summer months.

Prevention is the most effective way to protect yourself and your family from becoming infected with WNV. “We find West Nile virus in our communities every year,” said Dr. Terry Mason, CCDPH COO. “For some who become infected, it can be very debilitating, so we are encouraging residents to Fight the Bite and take basic precautions to prevent mosquitoes from breeding or biting.”

WNV is an infection carried by the Culex mosquito, which breeds in small pools of stagnant water.

They rest during the day in areas of vegetation but they are most

active and likely to bite between the hours of dusk and dawn. The most effective way to prevent WNV is to follow the three R’s – Remove, Repel and Repair.

Remove standing water around your home. Get rid of standing water in pet bowls, flower pots, old tires, bird baths, baby pools and toys where mosquitoes can breed.

And, make sure rain gutters drain properly.

Repel mosquitoes when outdoors by applying insect repellent with DEET and follow label directions.

Repair or replace screens on doors and windows.

Most human cases occur in the late summer and early fall. Four out of five people infected with WNV will not show any symptoms.

But illness can occur three to 15

days after an infected mosquito bite and cause symptoms of fever, headache and body aches. People over the age of 50 and those with chronic diseases such as heart disease or cancer may be more atrisk for serious complications from encephalitis or meningitis. For that reason, people who experience high fever, confusion, muscle weakness, severe headaches, or a stiff neck should see a doctor immediately.

New principal named at Melzer Jennifer Pacheco worked for district from 2006-14 The East Maine School District 63 Board of Education approved the appointment of Melzer Elementary School’s new Principal.

Jennifer Pacheco, who worked for the district from 2006-2014, was welcomed back to serve in the top slot at Melzer with the departure of current Principal Neal Siegellak.

“Ms. Pacheco is a great fit for Melzer, and we’re really pleased to have her back in District 63,” Superintendent Scott Clay said.

“Her extensive experience with our schools and the wide variety of roles she held here gives her a fantastic bird’s eye view of our district, its philosophy, and our commitment to meeting the unique needs of all of our students.”

Melzer, located at 9400 N. Oriole in Morton Grove, serves more than 520 PreK-6.

Currently associate principal at District 89’s Stevenson Middle School, Pacheco holds a Bachelor of Science in special education from Northern Illinois University, a master’s in educational technology

and instructional design from DeVry University, and a master’s in educational leadership from the University of Phoenix.

“I’m looking forward to returning to District 63, which has an exceptionally dedicated teaching team,” said Pacheco. “And, I’m excited to step into my new role at Melzer. The school already has a remarkable staff in place – professionals I can learn from as I get up to speed – and a wonderful community of families.”

She began her career as a special education resource teacher at West Aurora School District 129, and joined District 63’s Apollo Elementary School in 2006 in a similar position.

Pacheco served Apollo in several capacities, including professional development coach and academic achievement coach, ultimately working as a special education facilitator at the district level for two years.

Student receives Comcast scholarship Maine South student among nearly 200 scholarship recipients A high school senior from Park Ridge is among this year’s recipients of Comcast’s annual Leaders and Achievers Scholarship Program.

Sophie Miller, who attends Maine South High School, received one of the nearly 190 scholarships awarded this year in Comcast’s Greater Chicago Region.

Funded by the Comcast Foundation, the program provides

$1,000 scholarships to the best and brightest high school seniors based on their community service, academic performance and leadership skills.

Comcast recognized the students at a special event June 6, at the Museum of Science and Industry in Chicago. Three students at the event received an additional $4,000 Comcast Founders Scholarship - instituted in honor of Ralph J. Roberts, Founder and Chairman Emeritus of Comcast Corporation.

In total this year, Comcast awarded nearly $200,000 in scholarships to high school seniors in the region.

“Leaders and Achievers Scholarship recipients have demonstrated leadership not only

in academics but in dedication to their communities through service,” said John Crowley, Comcast’s regional senior vice president. “Comcast is proud to recognize their achievements and honored to support them as they continue their educational journeys.”

What’s it all about?

Legalization supporters often compare marijuana to alcohol, so let’s examine the economic impact of the alcohol industry.

For all of the millions of dollars created by the alcohol industry in the U.S., the country spends $10 in costs for every $1 provided, according to the National Institute on Alcohol Abuse and Alcoholism.

While this 10-to-1 ratio may not be identical to the costs associated with marijuana, it’s safe to say that there will be costs not currently being considered legalization advocates.

In terms of medical benefits, several groups support using marijuana, including the American Nurses Association. Marijuana is helpful for patients with glaucoma, HIV, multiple sclerosis and certain types of cancer. Although there are legal alternatives, let’s grant that some people benefit from using marijuana. This doesn’t actually make for a compelling argument in favor of legalization.

If marijuana is medicine, similar to a drug you take for diabetes or high cholesterol, then why would we legalize it for recreational use?

We also continue to find that marijuana is not as safe as its proponents claim.

Research suggests that memory is significantly impacted and with greater consumption comes more harm. Reaction time is slowed and perception is altered, making attention-heavy tasks like driving more difficult. Marijuana can be dangerous, just like all drugs that alter mood and consciousness.

Afterall, no one would use marijuana if it didn’t have a significant effect.

Furthermore, are we really to believe that advocates of legalization initially had a neutral stance and then looked at all of these issues to decide which way the argument would go? That all along they had the intention of helping law enforcement, supporting local and state government, and aiding people with difficult-to-treat medical conditions? Or, is it much more likely that what this is truly all about is exactly what you would expect – getting high?

The amount of time, money and energy poured into getting a psychoactive substance legalized is impressive. The movement has managed to turn the tide of sentiment, so much so that adolescents now use marijuana at a greater rate than tobacco because the perceived dangers are fewer.

So what does it all mean? Will a marijuana-friendly society be uplifted or torn down? The truth likely falls somewhere in the middle.

The trend toward legalization won’t be the downfall of society, nor is it going to be a cure-all for social problems. Rather, we need to understand that marijuana is a drug that comes with certain risks, but that people will not be jumping out of windows if they try it. And in reality, most of those who want to use marijuana were already doing so before medicalization and legalization came along.
