Board tightens conflict of interest, revises policies Rule requires members not to vote on contracts their relatives benefit from BY IGOR STUDENKOV Bugle Staff @BugleNewspapers nweditor@buglenewspapers.com

The Niles Township District 219 Board of Education voted unanimously to tighten the rule regarding its members’ conflicts of interest during the June 6 meeting. The vote was part of the package of changes that affect the board members’ conduct and other aspects of district operations. It specifically requires board members not to vote on any contracts where their relatives might benefit, and both board members and superintendents must publicly disclose such conflicts of interest before the vote takes place. It adds the language to board meeting procedures, requiring residents who address the board during the public comments portion of the meeting to be respectful and civil toward board members. The rule changes also included tweaks to rules governing student expulsion; requiring the school to show that a student’s presence in school would be enough of a threat to justify such a step. Like other school boards, District 219 board of education tends to adopt rule changes every couple of months. In many cases, the changes are minor language tweaks. In others, they were mere formalities necessary to ensure that district rules reflect recent changes to state and federal laws. But, in many cases, changes are more substantial. The latest changes significantly expanded the section related to school board members’ conflict of interest, specifying that they may not accept gifts or favors from companies that are looking to get contracts or enter into agreements with the district. If a relative of a board member has any direct or indirect beneficial interest in “any contract, work, or business of the district” the board member in question must publicly disclosure said relationship before the board votes on a contract or an agreement, and recuse themselves from the vote.

The changes add a similar provision for district superintendents, specifying that they must disclose such conflict of interest to the board, and the board must disclose it to the public before the board takes any action. In the section about the Board of Education meeting procedures, the changes added a paragraph specifying that any individual that wished to speak before the board should “conduct oneself with respect and civility toward others.” This particular change comes a month after the May 2 special board meetings, when many residents spoke harshly against then-board president Mark Sproat over his alleged harassment of former girls’ basketball coach Tony Konsewicz. Some parents referred to Sproat as a bully and urged him to resign. The residency requirements went through slight, but notable tweaks. In the past, if a family is in the process of buying or building a residence in a district, but don’t actually live in a district, they would need to pay a non-resident tuition fee until they move in. If that happens within 60 days, the tuition would be reimbursed. The revisions specify that those provisions apply to renters as well as homeowners. Finally, the language regarding student expulsion procedures was altered. As before, it is up to the school board to decide about expulsion but they must provide a report to support their reasoning. The report would still need to list a specific reason as to why removing a student from school is in the school’s best interest, and explain the reason why they decided on expulsion. The requirement that the report document what steps the school took to address the issues that led to expulsion was slightly altered, so that, instead of simply stating that the school officials determined that “all behavioral and disciplinary interventions” were exhausted, it must state what those were interventions that were apSEE REVISE PAGE 7

Downers Grove North’s Swanson leads 2017 Voyager Media All-Area Soccer Team BY MATT LE CREN For the Bugle www.buglenewspapers.com

There was a time not long ago when Abby Swanson wasn’t thinking about becoming an All-State soccer player. All she wanted to do was be able to play the sport again. The Downers Grove North midfielder suffered a torn ACL her freshman year and spent that season on the bench as the team manager. “My world flipped over a little bit, my soccer world at least,” Swanson said. “I didn’t know what I was going to be coming back.” Swanson is one of the best players in the state and she is just scratching the surface of her potential. She followed up a solid sophomore season by leading the Trojans in goals and assists, part of a larger group effort that sparked Downers North to the greatest season in school history. Swanson tallied 13 goals and 18 assists and led the Trojans to a school-record 20 wins and a fourth-place showing in the Class 3A state tournament. Oh, yes, she also was the first Trojan in more than 15 years to be named AllState. For those efforts, Swanson is the Voyager Media Girls Soccer Player of the Year. “She’s a soccer player,” Downers North coach Brian Papa said. “She loves the game. If I could ever get her to relax and quit beating

herself up, she’s going to be one helluva soccer player because she’s got the instincts that you want in a leader. “Right now she’s a junior. Once she learns composure, there’s no stopping her. That’s what I’m teaching her.” Papa, an IHSSCA Hall of Famer who took over the program this year, taught all of his players to aim high. That was helpful even to a player the caliber of Swanson, who surprised herself by earning a starting spot as a sophomore. “To be starting already sophomore year was kind of crazy,” Swanson said. “So for me I was like, ‘I made it back,’ and that (level) was what I thought (my ceiling) was. “But over this past year I went into club and I wanted to keep getting better, so (becoming All-State) was a personal goal for this season and it happened, so it was pretty cool.” A lot happened for the Trojans this year and Swanson was a major catalyst. They earned the No. 1 seed in their own sectional and avenged one of their two regularseason defeats when they beat Lyons 2-1 on penalty kicks in the final. Swanson likely saved the season when she tied the game on a penalty kick with 14:58 left in the second half, then converted the clinching penalty kick in the shootout. That gave the Trojans their first sectional title, but Swanson wasn’t

She was one of five players to make penalty kicks during a 1-0 supersectional upset of traditional power Naperville North, a team that had 10 Division I players. “I think she brings an intensity that we really need,” Downers North junior goalkeeper Grace Stevenson said. “Sometimes we just kind of need her and she’s able to step in and be like, ‘Hey, guys, we need to come out hard this half, we need to step it up.’ “I think she really helps build up the energy on the field.” There is a lot of energy in Swanson, particularly in her powerful right leg, which can launch hard shots from 40 yards out or

more. Papa is constantly trying to get the unselfish Swanson to shoot more and pass less when she sees an opening. “That’s been a focus from the coaches to me is to kind of keep getting my head up and look for the shot,” Swanson said. “I tend to pass a lot and spread the wealth a little bit. “But I need to take my chances too because we just need the ball in the back of the net, one way or the other. I wish it was easy.” Succeeding like the Trojans did this season is not easy. The program had one only one regional title before this year and the fourthplace trophy is North’s first piece of

hardware. Swanson enjoyed every minute of it. “It’s playing a sport that you love with your best friends,” Swanson said. “How much better can it get than that?” How much better can Swanson get? The honors student already has committed to Loyola, but she won’t rest on her laurels with one more high school season left. “I’m so excited,” Swanson said. “I’ve been talking to (the Loyola) coaches and that will be the next challenge and adventure. I’m going to stay hungry.” Visit www.buglenewspapers. com for complete team.

CITY NEWS >> PARK RIDGE

New 7th Ward alderman sworn in Martin Joyce chosen to replace Mayor Marty Maloney as alderman BY IGOR STUDENKOV Bugle Staff @BugleNewspapers nweditor@buglenewspapers.com

Until recently, Mayor Marty Maloney pulled double duty, serving as both an acting mayor and Seventh Ward alderman. But after he won the April 4 mayoral election, he was sworn in as a full-fledged mayor, giving up his aldermanic seat in the process. Four candidates stepped forward to fill the resulting vacancy, and civil engineer and former Park Ridge Niles District 64 Board of education member Martin Joyce was chosen. He was officially sworn in during the June 6 City Council meeting. Maloney was first elected Seventh Ward alderman in 2011. In 2015, he ran unopposed. When Mayor David Schmidt suddenly died March 2015, Maloney was appointed acting mayor, he was then re-elected by default a few weeks later. Under normal circumstances, Park Ridge mayors can only vote in order to break ties. But since he continued serving as alderman, Maloney was able to vote on regular basis. Under the state law, when a mayoral vacancy is created, it must go up for grabs during the nearest regularly scheduled municipal election. Maloney would up running against Lucas Fuksa and winning. During the first city council meeting held after the election, he announced he would give up his aldermanic seat once he is sworn in – which he did.

REVISE FROM PAGE 2 propriate for the student. And a brand-new requirement was added, requiring the report to show that keeping a student in school would “pose a threat to the safety of other student, staff, or members of the school community” or “substantially disrupt, impede, or interfere with the operation of the school.” The board held the first reading on the changes during its May 9 meeting. It held the final vote during the June 6 meeting, approving them unanimously.

As has traditionally been the case with all Park Ridge aldermenic vacancies, an advisory board made up of registered voters from the ward in question screen the candidates. While the mayor is the one who makes the choice, and the city council must then vote on whether to confirm that choice, the aldermen tend to defer to the advisory board’s suggestion. According to a resume submitted to the city, Joyce graduated from Niles South High School in 1974, and he attended University of Illinois Urbana-Champaign, earning a degree in civil engineering. He currently works at HDR Engineering’s offices in Chicago’s O’Hare area, near the Chicago/Park Ridge border. The resume indicated that he has experience in planning and designing highways, railroads and airports, as well as transit and water systems. In his application, Joyce said that his job experience made him understand just how important wellmaintained infrastructure is to Park Ridge’s functions. He wrote that his time on the District 64 Board of Education gave him understanding of ins and outs of funding and policy, and made him sensitive to the balance between taxes and services. Other candidates included Michael Malatesta, an attorney, Jon Duddles, the Assistant Director of Public Works at the City of Des Plaines, and Jeremy Lefler, a minister at the Bensenville-based Chicago Church of Christ. Park Ridge City Clerk Betty

Despite Pleas, District 219 lays off Niles Central attendance manager As the Niles Township High School District 219 Board of Education’s June 6 meeting got underway, a number of Niles Central High School teachers and staff spoke forcefully on the behalf of a colleague. The board was scheduled to consider cutting several positions, including Attendance Manager position at the Niles Central

Henneman, who administered Joyce’s oath of office, praised the newly minted alderman for, she readily admitted, personal reasons. “I have a personal privilege of swearing in Marty,” she said. “Marty went to school with my son, so it’s very nice to have you on board.” Joyce was invited to give a speech, but he wound up keeping his statement short. “I’m proud to represent the best ward in City of Park Ridge,” he said, earning chuckles and mock indignation from his new colleagues. Joyce will now serve out the remaining two years of Maloney’s aldermanic term, which will expire in May 2019.

The Park Ridge City Council held the first of the two readings required to officially opt out of the Cook County minimum wage increase and sick leave mandate during its June 5 meeting.

Two weeks earlier, during the May 22 meeting of the Park Ridge Finance & Budget Committee of the Whole agreed to proceed with the opt-out. While a survey of the Park Ridge Chamber of Commerce showed that its members were almost evenly divided on the issue, all of the residents and officials that addressed the aldermen urged them to proceed. The second and final reading is expected during the June 19 meeting. As previously reported by the Bugle in October 2016, the Cook County Board of Commissioners approved an ordinance that would gradually increase the minimum wage over the next three years from the current Illinois minimum wage of $8.25 an hour. On July 1, 2017, it will increase to $10 an hour. It will then increase to $11 an hour in July 2018, $12 an hour in July 2019 and $13 an hour in July 2020. The county paid sick leave ordinance, which the county board approved on Oct. 5, 2016, requires employers to give any employees that worked at least 80 hours within a 120 day period one hour of paid sick leave for every 40 hours worked. They may not earn more than 40 hours per year. Like the minimum

High School. Speakers argued that Lou Gatta, who also served as the school’s Transformation Coordinator, played an important role in the school and served as positive influence for its students. Gatta himself appealed to the board, arguing that his record spoke for itself. But the board wasn’t moved, voting unanimously to eliminate the position. Niles Central High School is specifically geared toward students with physical and mental disabilities, as well as psychological or behavioral issues. The student population and the staff is small compared to the Niles North and

Niles West high school, and the staff reflects that. During the public comments portion of the meeting, Joy Cheng, a Niles Central social worker, argued that, given the students’ needs, who holds the position matters more than it would in regular schools. “In many cases, having the position and particular person in this position has been a crucial factor, [for] many students, whether they graduate or not,” she said. Anne Hellmer, Niles Central’s director, said that, while she hasn’t been at the school for that long, she has come to appreciate how much of a difference Gatta made.

Park Ridge one step away from opting out of Cook County ordinances

wage ordinance, it will take effect on July 1, 2017 – the same date as a similar City of Chicago ordinance takes effect. Ald. John Moran (1st Ward) said he got into arguments with some residents over social media, and he wanted to clarify that he wasn’t again minimum wage increases themselves, he was just against raising it on a county level. “ I don’t believe it’s the county’s job,” he said. “I don’t oppose increases per se, but I think it’s a very choppy job of trying to accomplish something.” Ald. Mac Mazzuca (6th Ward), who didn’t voice his opinion one way or another during the May 22 meeting, said he agreed with Moran. “It’s just a very messy implementation of what is reasonable idea,” he said. “And we’ve seen this come through this body a number of times.” Mazzuca also told the council that, because Park Ridge is close to Chicago, which is increasing its own minimum wage, that wages will go up anyway. “There’s a sign at McDonald’s that they’re hiring for $10 an hour, so they’re already paying over existing minimum wage,” he said “We’ll get part of the way there without dealing with this very messy implementation.” When asked after the meeting what he meant by “messy,” Mazzuca told the Bugle that the fact that municipalities can opt out leads to uneven application. “You see that some cities are opting out, some aren’t, creating a very challenging environment when they do it,” he said.
